"Previously, Gibbs’ phase rule was applied to mass-balanced EH-pH diagrams for the Cu-As-S-H2O system. Diagrams were generated using the stoichiometry of enargite as a basis. In this study, the calculations were expanded to cover the stoichiometries of three other Cu-As-S minerals (tennantite, sinnerite, and lautite) and compared to enargite. Stability regions within the resulting EH-pH diagrams were found to change with stoichiometry such that a particular mineral would predominate if its stoichiometry was used in the calculation. Solution speciation was also found to vary, with thioarsenate being the best example. This stoichiometric effect helps to explain results reported in the literature and would be difficult to realize if it were not for mass-balanced calculations. INTRODUCTION A comprehensive thermodynamic review has recently been conducted on the aqueous copper-arsenic-sulfur system (Gow et al., 2014a-d). The free energies of over 100 species were collected from various authors and thermodynamic databases to produce mass-balanced EH-pH diagrams, using the thermodynamic equilibrium calculation software, STABCAL (Huang, 2014). The full database was listed and discussed by Gow et al. (2014A). Resulting diagrams were generated for enargite and confirmed with Raman spectroscopy using bulk mineral electrodes in order to identify reactions spectroelectrochemically. Theoretical calculations agreed well with the experimental results under alkaline conditions (Gow et al., 2014a), acid conditions (Gow et al., 2014b), and alkaline sulfide leaching conditions (Gow et al., 2014c). In this study, additional mass-balanced EH-pH diagrams are generated by changing the copper-arsenic-sulfur stoichiometry from enargite (Cu3AsS4) to tennantite (Cu12As4S13), sinnerite (Cu6As4S9) and lautite (CuAsS). Regions for the thermodynamically stable species are shown to change with the four different mineral compositions. Potential leach conditions, both for co-dissolution and selective dissolution techniques, were examined for differences in predominant species according to changing copper-to-arsenic ratios, sulfur compositions, and sulfur oxidation states."

China was once deficient in nickel and almost totally reliant on imports for its domestic needs, supplies mainly coming from Canada since the ending of imports from the U.S.S.R. in early 1960's. However, the discovery of the huge nickel/copper sulphide deposit in Jin Chuan, Gansu Province of northwestern China in late 1950's and its development and construction through the 1960's and 19701s, have much improved China's domestic nickel position. In 1985. China's nickel production has exceeded 27.000 tons, compared with only 7,000 tons in 1977. Today, Jin Chuan Nonferrous Metals Company operates two underground mines and a small open- pit; owns China's largest reserves of nickel and platinum, and the second largest reserves of copper and cobalt; and has become the most important subsidiary of China National Nonferrous Metals Industry Corporation (CNNC) which was established in April 1983. The Jin Chuan nickel-copper mines are located in Jin Chang City, Gansu Province, 1,700 km west of Beijing in the People's Republic of China (Figure 1). It is believed that Jin Chuan mines have the second largest nickel reserves in the world, after Sudbury basin, Canada. The deposits are situated on the north slope of the Longshu Mountains, 50 km north of Jin Chang City, and border on the southmost edge of the Gobi Desert plateau. The deposits were discovered in 1958. The total strike length of mineralized zones was approximately 6.5 km long, which was divided into four mining areas by faults (Figure 2). The Longshu underground mine of No. 1 mining area began development in 1959, with full ore production capacity of 1,000 TPD. The open-pit, also in No. 1 mining area, which was brought into operation in 1966 with ore output of 5,500 TPD, was closed down in 1982. The East Extension of the open-pit was put into operation in 1983; present production capacity is about 2,200 TPD. Nickel production of Jin Chuan mines in recent years, and production capacity of each mining operation, are shown in Tables 1 and 2.

"Froth flotation is the most widely used method of separating fine coal, especially coal with coking properties. However, froth flotation is not efficient for treating ultrafine coal and coarse coal particles. Our previous fundamental test results demonstrated that cavitation-generated nanobubbles around 700 nm in diameter can significantly improve coal and phosphate flotation performance over a wide particle size range. In this study, the effect of nanobubbles on the flotation performance of different particle size fractions of coal was investigated using a bank of 10-L flotation cells, a specially designed 50-mm inside diameter column and a 152-mm inside diameter column. It was found that nanobubbles that were either directly formed on or subsequently attached to the surface of coal particles during the froth flotation process improved flotation efficiency. The use of nanobubbles in a bank of mechanical cells flotation and column flotation significantly increased the flotation recovery at a given product grade. Nanobubbles increased the flotation rate constants of different coal particle sizes. The presence of nanobubbles in flotation slurry could extend the lower and the upper particle size limits for effective coal flotation.IntroductionFor minus 0.6 mm fine coal or minus 0.15 mm ultrafine coal particles, froth flotation is known to be the most efficient and the most cost-effective separation technique. However, flotation efficiency decreases sharply with ultrafine and relatively coarse coal particles. Studies have shown that the low flotation efficiency of ultrafine particles is mainly due to the low probability of bubble-particle collision (Yoon et al., 1989; Ralston and Dukhin, 1999). Enhanced flotation of fine and ultrafine coal can be achieved by increasing collision and attachment probabilities.The top size of particles that can be recovered by flotation depends on the combination of mineral properties and flotation devices. Turbulence in flotation devices is an important factor that affects the stability of bubble-particle aggregates. Even in the flotation of fine particles, bubble-particle detachment can significantly influence the kinetics of flotation taking place in mechanical cells, which provide intensive turbulent agitation (Deglon et al., 1999). Coarse particle flotation is more difficult, because increased agitation is required to maintain particles in suspension and coarse particles are more likely to detach under turbulent conditions (Mankosa and Kohmuench, 2002; Soto and Barbery, 1991). More efficient attachment of particles and improved flotation rate has been observed when tiny bubbles coexist with conventional-sized flotation bubbles (Attalla et al., 2000; Tao et al., 2010; Fan et al., 2010a, b, c, d; Fan et al., 2012)."

Aqueous pressure oxidation at low temperature, although desirable from a process engineering and operations point of view, presents unique problems when temperatures approach 160°C (320°F). In developing the pressure oxidation process for the Lone Tree Mine, elemental sulfur formation and agglomeration with pyrite proved to be a problem. This paper discusses some of the unique features of the Lone Tree sulfide deposit and its amenability to low temperature oxidation. Problems encountered during pilot plant operation and their solutions are discussed.

"The National Institute for Occupational Safety and Health (NIOSH) National Personal Protective Technology Laboratory (NPPTL) is leading an effort to develop the next generation of self-escape breathing apparatus for egress from confined spaces in emergency scenarios. A backpack style closed-circuit mine escape respirator design was one configuration explored as part of the research imperative directed by the 2006 MINER Act. Stakeholder feedback from MSHA and at the NIOSH Breathing Air Supply Partnership Meeting indicated a smaller belt worn unit that does not sacrifice performance is desirable. This paper outlines some further technology advancements that may be investigated toward developing such a small-sized respirator. Technologies being considered are novel chemicals for improved carbon dioxide (CO2) absorption and oxygen (O2) production, eliminating a dedicated CO2 scrubber by incorporating its function in the spaces of the respirator’s breathing loop and storing O2 in a liquid form with long standby capabilities. When these technologies are applied to a future design, there is the possibility of having an escape respirator that can be belt worn and capable of being certified to 42 Code of Federal Regulations (CFR) Part 84 standards, including sub-part O for escape purposes including mine escape. BACKGROUND NIOSH NPPTL has a Research and Development effort to provide mine workers with state-of-the-art breathing air technologies to comprehensively support initial and continued self-escape, refuge alternatives, and rescue needs, resulting from mine emergencies. As part of this R&D effort, NIOSH invested in the development of a next-generation closed-circuit mine escape respirator (CCMER) which would be compliant with NIOSH’s respirator standard requirements, 42 Code of Federal Regulations Part 84, including sub-part O. The design features of the CCMER also address the MINER Act’s requirements for transitioning between devices without the need for doffing the initially donned device. It would also allow for improved protection when using voice communications with a donned device ."

The depressed economic condition resulting from normal cyclic behavior, a more fundamental structural alteration, or both, is a mandate for change within the mining industry. Although several strategies for change have been proposed, the option of applying high technology processes to this smokestack industry offers the greatest opportunity for regaining global competitiveness and a new vitality. Research and development to secure new technologies require a corporate commitment for substantive change, a tech¬nologically enlightened management, a well¬funded and stable science and engineering effort, and a dedicated and motivated technical team--features in short supply in the mining industry today. However, an alternative to in-house development of frontier technologies is available to this beleagured industry through entrepreneurial, high-tech companies. These entities, with their dedicated focus toward product development, motivated and streamlined teams, high productivity and efficiency, and low costs offer a unique opportunity for large corporations to obtain high-tech products and services. These commodities are available through traditional commercial channels and an array of creative business arrangements. The latter offers notable benefits to large companies including windows on frontier technologies and mitigation of risk. Likewise, entrepreneurial companies profit through manufacturing and marketing relationships and an expanded financial base.

There are no formulas that guarantee success when it comes to obtaining zoning approval for mineral aggregate mining. Local land use decisions often times represent the most controversial issues faced by community. Public awareness, concern, willingness to get involved, sensitivity to the environment and probably most importantly fear of change only begin to describe the atmosphere in which local land use decisions are made. Add to this the public hearing process which is quasi judicial, adversarial, and unfortunately not designed for resolution of disputes and it is not difficult to see the need for an alternative to present methods. Hopefully, some day we will have a process that will do away with or at least minimize unnecessary, unproductive and unmanageable community conflicts.

First of all let me say what a genuine pleasure it is to be here. Acapulco certainly is a beautiful change. I'm going to spend sometime talking about change, because frankly I'm astounded at the rate of change in our world today. One good example of this, reminds me that the first time I spoke before the AIME two years ago, we were at the Ramada Inn in Beckley, West Virginia. Today we're at the Princess Hotel in Acapulco, Mexico. Now that's what I call a change. Seriously though, I'm sure you've all heard it said that the most consistent thing about our society is its constant change. Five years ago, no one could have predicted the changes we experienced in the United States during the first half of the 1970's. In the past twenty-four months alone, we have seen two presidents, three vice-presidents and hundreds of administration and government personnel changes. We have stumbled from one social crisis to another, while suffering through rising inflation, major energy shortages and labor unrest that could plunge us into a full scale economic depression. In view of these constant and unpredictable changes around us, it's obvious that we must learn to deal with change and "roll with the punches" if we are to survive. A controversial book published recently, explores in detail the various aspects of change and its impact on man.

The bucketwheel stacker/reclaimer is suited for a variety of bulk material handling systems, especially those operating with stockpiles in excess of 30,000 tons. The bucketwheel stacker/reclaimer, although relatively new in the United States (first introduced here in 1964), has been successfully used in European countries since the early 1940's. Basically the machine is the outgrowth of the bucketwheel earth excavator and the traveling tripper boom type stacker. Since their introduction here they have achieved wide acceptance, especially with coal fired power plants. (Figures 1, 2, and 3.) The stacker reclaimer has been utilized in barge and ship loading/unloading facilities, and in the material handling systems for steel mills, where it has been used to stack and reclaim iron ore at rates up to 6000 tph stacking and 4000 tph reclaiming. They have also been employed at mine mouth power plants for the handling and storing of the plant fuel supply and to help balance the mining rate with the fuel consumption rate.

"The Montreal Metro Blue Line Extension Project is part of a metropolitan Program that was launched in 2009 by the Transportation Ministry of Quebec to add additional extensions to existing metro lines in the cities of Montreal, Longueil and Laval with the intention to meet current demand and future growth within the Montreal agglomeration. Specifically the Blue Line Extension Project will add five underground stations to the East of the Montreal. The paper addresses the preparation and the implementation of a three-step geotechnical and geo-environmental investigation program and preliminary design considerations such as the selection of a preferred horizontal and vertical alignment, the selection of construction methods based on previous local experience and current industry trends, as well as preliminary sizing of underground infrastructures. PROJECT BACKGROUND An agreement between the three mayors of the Montreal Metropolitan City agglomeration, namely, Montreal, Longueil and Laval prompted the Government of the Province of Quebec to create a project office to oversee the studies of extending the existing metro network. The last extension of the existing metro network was completed in 2008 with the Laval extension, which consisted of adding three stations from the existing Orange line. The current extension Program consists of three different extensions, namely extending the Orange Line to Laval and finishing the loop, extending the Blue Line to the East of Montreal by adding five stations, and adding five stations on the Southshore of the St-Lawrence River for the Yellow Line extension. The extension program also requires the construction of an underground storage and maintenance garage located to the north-west of the existing Cote-Vertu station on the Orange line. Figure 1 shows the overall extension program with the existing network."

Theoretical Efficiency: actual energy consumed, in a comminution machine compared to the theoretical energy required to make the size reduction. Operating Efficiency: compares the operating work index, calculated from production comminution machinery operating data, to the Bond Work Index from bench scale comminution tests or calculated from pilot plant operating data. Economic Efficiency: income compared to planned income. Using the Bond Work Index and operating work index, this paper explains how to determine operating efficiency.

This paper presents results of field monitoring and finite element studies to analyze and improve a room-and-pillar retreat mining system. Fie1 d instrumentation was utilized to monitor pi11ar load changes, roof to floor convergence and differential roof strata movement as retreat mining progressed and to determine in-situ horizontal stresses. A two-dimensional finite element model depicting strata behavior at this mine was developed and used to analyze existing and alternate improved mining geometries. The results showed excellent correlation between fie1 d observed and model predicted behavior. Some of the recommended changes in mining geometry based on the study were incorporated in the mining system.

Geochemical studies were under- taken in the Breckenridge mining district to test the effectiveness of soil and rock-chip samples in high- lighting known mineralization in the district, and in locating sites of possible porphyry-type mineralization, if such mineralization is present in the area. Soil sampling can be done more quickly and more cheaply, but it does not provide a direct site- specific sample of mineralized rock. In well-developed soils, supergene effects may mask and/or displace primary hypogene effects; and even in places where the soils are poorly- developed, as in the Breckenridge district, the masking effects may be felt. Soil anomalies, if present, likely will be of lower amplitude and more diffuse (widespread) than corresponding rock-chip anomalies. On the other hand, detailed rock-chip surveys are more time-consuming and expensive, even though they yield direct geologic information in addition to the chemical data. The goals of the combined soil and rock-chip programs were (1) to com- pare the data from the two; and (2) test the effectiveness in identifying significant chemical anomalies with respect to the geology of the district, as it is presently understood.

Facing an orchestrated assault from the anti-mining lobby and its congressional allies, the Mining Law of 1872 may soon be either dramatically changed or even repealed. In 1989, Sen. Dale Bumpers (D-AK) introduced Senate Bill 1126 entitled the "Mining Law of 1989." It has been through several hearings and is still in the Senate Committee on Energy and Natural Resources, where Sen. Bumpers is the number two ranking Democrat. In the House, Rep. Nick J. Rahall (D-WV) introduced the "Mineral Development and Exploration Act of 1990," HR 3866. This bill is in the House Committee on Interior and Insu¬lar Affairs. (The numbers on these bills, and perhaps some of their language, will be changed when they are reintroduced in early 1991. However, their substance is expected to remain substantially unchanged. Bill numbers here refer to legislation as it was numbered in the 1990 Congress.) In the eyes of its supporters, Bumpers' S 1126 appears to be more complete and has the inside track over the Rahall bill. Bumpers' bill includes provisions for royalties, bonding and reclamation. The Rahall bill is criticized by opponents of the Mining Law for its failure to include a royalty provision and for not having specific bonding and reclamation provisions.

Last summer Larry Miller of Roberts & Schaefer told me that his AIME committee would like me to present some thoughts on the marketing of industrial mineral fillers and pigments to this illustrious group in Las Vegas. Shortly after, Brian Coupe of "Industrial Minerals" (the magazine) notified me that I would be presenting a paper to the Fourth International Industrial Minerals Congress in Atlanta this June. It seems to me now it might have been more appropriate to reverse the papers. Las Vegas, a town based on risk, might want to hear what we have to say in Atlanta. The subject for June is "Risk Philosophies of U. S. Industrial Minerals Companies". However, upon reflection, marketing of industrial minerals reflects risk philosophies to a considerable extent, so we'll cut the deck and deal on the subject of marketing.

In 1936 a young Dutch geologist discovered an exposed ore mountain in the remote, mountainous province of Irian Jaya, Indonesia. This was the beginning of one of the most overwhelming challenges ever faced in obtaining mineral resources from the earth. The challenge was to traverse mangrove swamps and reach deep into the almost impenetrable jungles of the Jayawijaya Mountains which have an elevation of 4900 meters (16,000 ft.). The target was an almost inaccessible mountain of copper ore.

INTRODUCTION The occurrence of the radioactive element radium, [2gg~a], often in trace amounts, in the crust of the earth gives rise to a flux of the daughter product radon, ['ii~n], across the earth-air interface. This so-called exhalation process has been studied by many investigators [KO 45, Kra 64, Pe 66, Wi 741] over several decades. In the earlier investigations the exhalation process was studied in a purely geophysical context, but over the last 20 years it has been realized, that under certain conditions the exhalation may be intense enough to also have radiological implications. This is for example the case where relatively radium-rich wastes or by-products, like uranium mill tailings and phospho-gypsum, are stored in larger quantities. In order to be able to predict the radiological impact on the environnent it is necessary to know the rate of exhalation of radon from the surface of the exhaling material. Usually the determination of these exhalation rates has been done by measurements in situ directly upon the accumulated material [~le 74, Ha 791. Although such field measurements have the obvious merit of dealing directly with the full scale problem, the results are often lacking in generality, making predictions for other situations difficult or even impossible. The present paper describes some results of an investigation where it is attempted from laboratory measurements on samples of limited size to obtain material parameters, which are suited for extrapolating and predicting the radiational behaviour of larger accumulations of the material. THEORY Let us consider a sample of a radon exhaling material enclosed in a container with a dead space volume, Vd, and initially containing radon free air. If the total exhalation rate (number of atoms per unit time) is c, the radon concentration (number of atoms per unit volume) N will initially grow with the time t according to the equation [ ] where [R] is the decay constant of radon. As the concentration (or activity) in the container grows, the net exhalation rate will slow down because of back diffusion, and, furthermore, radon atoms may be removed from the container, not only by radioactive decay, but also by diffusion leakage [JO 81 ]. If, however,only the initial. part of the activity growth curve is considered, the total exhalation rate, c, is given by [c = r•Vd(2) where r is the initial activity growth rate in the container. This paper describes an analysis performed to determine the cool-down time of drifts in the prospective commercial nuclear waste repository in volcanic tuff at Yucca mountain, Nevada. Two emplacement methods are currently being considered at Yucca mountain. The reference configuration stores the high-level waste in short vertical boreholes, and the alternative configuration stores the waste in long horizontal bore-holes. After emplacement operations for each emplacement drift are complete, the drift will be closed off from continuous ventilation. Given time, the radioactive decay of high-level waste will increase the rock temperature around access and emplacement drifts. Air cooling may be required to re-enter these drifts. The paper discusses the analysis procedure and computer programs used to evaluate the time to cool a drift to acceptable environmental conditions 50 years after emplacement of high-level waste. Key assumptions to the analysis are presented. The results of the study show that cooling either vertical or horizontal configuration emplacement drifts is possible in a reason-able period of time.

At first glance, the similarity between the fine grinding of cement clinker and coarse grinding done in other mineral processing industries may seem remote. However, it is interesting to note that the mill discharge fineness of cement clinker is only 70 to 90% passing 100 mesh and quite comparable to other mineral processing grinds. There is however, a greater dependence of the mill on the air separator in the finish grinding of cement clinker than in other mineral processing industries which explains why a technique to guage the balance between a mill and separator first began in the cement industry. (1) More recently an adaptation of this technique has shown its application to the processing of phosphate rock and is the central topic of this paper. First, an explanation of work done with fine grinding cement circuits seems appropriate together with a few general comments regarding cement. When unground or partially ground cement clinker enters a finish grinding mill, it is subjected to mechanical forces of impact and attrition which gradually reduce it to a range of sizes characteristic of finish cement. That is, a range of approximately 1 to 125 microns. The large proportion of superfine particles relative to the coarse and intermediate size particles is typical of portland cement particle size distribution. It accounts for the workability characteristics of plastic concrete and the early strength development of concrete which is so necessary to its successful use as a construction material. For this reason It is quite evident from quality control tests when a shortage of superfines exists.

INTRODUCTION In the USA regulatory agencies have adopted standards which limit the allowable concentration of ore dust in underground uranium mines. The American Conference of Governmental Industrial Hygienists has recommended a threshold limit value for silica which has been incorporated by reference in federal regulations (30 CFR 57, 1980). The Nuclear Regulatory Commission (NRC) imposes a limit for unprocessed uranium ore dust for reducing the exposure to radioactive materials from inhalation (10 CFR 20, 1980). We have been unable to trace the origin of the NRC standard. Recently the ICRP has published recommendations concerning limits for intakes of radionuclides by workers (ICRP, 1979). We have used the ICRP methodology to compute the dose equivalent commitment to lung and bone from inhalation of insoluble ore dust particles. These values were used to derive air concentrations which would provide an acceptable risk for induction of cancer from occupational exposure. Results indicate that the new ICRP recommendations are more restrictive than the present NRC standard for radioactivity. The maximum allowable dust load in a uranium mine will depend on both the concentration of silica (% Si02) and the amount of radioactivity (% U308). We have combined these standards assuming complete independence of biological hazard to establish boundary conditions for which either silica or radioactivity is the dominating factor. Based on these results we present suggestions for analysis of ore dust to insure compliance with regulatory agencies. SILICA STANDARDS Silicosis, fibrotic lung disease produced by crystalline silica, was one of the earliest forms of occupational disease to be recognized. The pulmonary lesions caused by silica, silicotic nodules, consist of concentrically arranged bundles of collagen fibers. Fusion of these nodules results in progressive massive fibrosis causing alveolar changes which decrease ventillation and blood flow in the lungs. The current Threshold Limit Value (TLV) for mineral dusts is based on the concentration of free silica. The standard is expressed in three forms: (1) Particle count standard: TLV (mppcf) = 300/(% Si02 + 10) (mppcf = million particles per cubic foot) (2) Respirable dust mass standard: TLV (mg/m3 ) = 10/(% respirable Si02 + 2) (3) Total dust standard: TLV (mg/m3 ) = 30/(% Si02 + 3) The most commonly used form is the respirable mass standard. These curent values for silica are based primarily on epidemilogical studies of Vermont granite workers and other occupationally exposed workers. In the Vermont study no cases of silicosis were seen in individuals employed after dust control measures were initiated and whose subsequent exposure averaged less than 5 mppcf. The free silica concentration in the airborne dust to which these workers were exposed averaged 25%. A concentration of 10 mppcf of granite dust is considered equivalent to 0.1 mg/m3 quartz. The current respirable mass standard allows a maximum silica concentration of 0.1 mg/m3. NIOSH (1974) has recommended a reduction in the current TLV for respirable silica to 0.05 mg/m3 Si02. As with radiation standards, the TLV for mineral dusts is an upper limit for time weighted average exposure. It is recommended that dust concentrations be maintained as far below the TLV as current practices permit. RADIATION STANDARDS The present concentration limit for airborne natural uranium in ore dust prior to chemical separation is 75 µg of uranium per m3 of air ( 10 CFR 20, 1980) . This corresponds to 1.85 Bq/m3 (50 pCi/m3 ) of natural uranium, U-238, U-235 and U-234 and is equivalent to 3.7 Bq/m3 (100 pCi/m3 ) of gross alpha activity with radioactive equilibrium between the long-lived alpha progeny through Ra-226. The origin or basis for this standard is not known, but it presumably includes both chemical toxicity and risk from somatic radiation injury. Recently the International Commission on Radiological Protection (ICRP, 1977) has published recommendations concerning the objectives and criteria for limiting radiation exposures. This was followed b y a revision of the limits for intake of radionuclides by workers (ICRP, 1979; ICRP, 1980). The previous compilation of limits for internal emitters was published by ICRP Committee II in 1959 (ICRP, 1959).
