The MPTM was first applied in the U.S.A. in 1950 as described by Lewis, W.E., 1951. The method was then abandoned in the USA and rediscovered some 20 years later in France where it was greatly improved and widened in its scope of application. It was subsequently successfully introduced to Italy and Spain. The technique, at its present stage of development, provides solutions to tunneling in soil and in the softer rock types, which often were troublesome geological environments for tunneling. When used in conjunction with drilling-and-blasting, over break, excessive vibration, noise and fissuring of the rock can all be avoided. When used as an alternative to the New Austrian Tunneling Method (NATM), the MPTM provides safe, full face tunneling in stead of multiple headings, excavated sequentially; in addition, surface settlement can be virtually eliminated. When used as an alternative to a TBM, the method's flexibility and low capital cost make it attractive. This attractiveness is enhanced when ground conditions are erratic or when the length of tunnel to be excavated is limited. The method holds promise for tunnels of large cross section, to be excavated in soft ground or rock with unconfined compressive strengths of less than 80 MPa (11 600 psi). While in itself not new, recognition and development of the method's potential are. Further development work, aimed at increasing the range over which the MPTM can be applied, is in progress.

Boyles Bros. Drilling Co. and Gibbons and Reed Company, both of Salt Lake City, Utah, have successfully combined into two joint ventures on the San Juan-Chama project of the U. S. Bureau of Reclamation. The Azotea Tunnel is 12.7 miles in length; the inlet portal is on the Navajo River in Archileta County, Colorado, and the outlet portal is in New Mexico, about 10 miles south of the state border. The Oso Tunnel lies immediately to the north of the Azotea Tunnel and discharges water directly into it. We are presently driving both tunnels with mechanical boring machines from their portals at the Navajo River. Both tunnels are circular, fully concrete lined. The Azotea Tunnel has a finished diameter of 10 ft. 11 inches while the Oso Tunnel is 8 ft 7 inches in diameter. Both tunnels are supported with circular, structural steel rings as required by ground conditions. In good ground rock bolts and steel roof plates are used.

Fluoride activation has been evaluated by Hallimond-tube flotation of collophanite in terms of fluoride concentration, conditioning time, pH, and temperature. The results reveal that efficient oleate flotation of collophanite can be achieved by fluoride activation. Fluoride adsorption by collophanite as a function of fluoride concentration, temperature, pH, and crystal structure suggests that, at low fluoride concentration, a fluoroapatite-type compound may form on the collophanite surface by chemisorption of fluoride ions at calcium sites; at high fluoride concentration, calcium fluoride ap¬pears to form at the collophanite surface invovling a surface-precipitation phenomenon. The formation of CaF2 on the surface of fluoride-treated collophanite is further substantiated by the FTIR spectroscopic measurements, which clearly shows a metathetic exchange with phosphate from the collophanite lattice during surface precipitation process.

The Fence Lake Project is located in the Salt Lake coal field, an extension of the San Juan Basin. Geologic formations exposed in the Project area range in age from late Cretaceous to Quaternary. Coal is encountered in the Moreno Hill Formation (upper Cretaceous). Salt River Project (SRP) followed the basic textbook approach for the exploration, regional appraisal, detailed reconnaissance, detailed surface appraisal and three dimensional sampling (physical exploration). SRP is exploring this property as a potential fuel source for the Coronado Generating Station. Therefore, for the physical exploration stage, the quality sampling program was designed from a utility company viewpoint to determine possible impacts to the Station. Exploration drilling was completed in spring, 1982; September, 1982, and summer, 1984. Engineering, environmental, and land acquisition studies were added in the Summer, 1984 Program to more closely evaluate the potential Fence Lake Project coal supply option for the Coronado Generating Station. Studies, including drilling, are ongoing-at this time.

Thirty years ago, the appearance of a female mining engineer, geologist or miner in a company, union or mine environment would have been unthought of, unwelcomed and violently opposed. Twenty years ago, the intellectual perception of the news that women were interested in becoming mining engineers, geologists and miners had been accepted by the industry-but no one wanted to be the first to hire one of these exotic creatures. Ten years ago, those who had been most vehemently opposed to the philosophical idea of women working in these areas were faced with competent, productive engineers, geologists and miners-who only incidentally happened to be women-and began hiring them. Historically, of course, one can always find the isolated individual who worked in these areas-the first female graduate of the Colorado School of Mines with a mining engineering degree graduated in 1903-but the concept of woman as professional engineer was very slow in arriving in the United States. The few who worked as miners generally worked in small family enterprises, such as some of the coal mines in both Eastern and Western United States. Others accompanied husbands or sons into wilderness areas searching for gold and other precious metals.

Retrievability of emplaced nuclear waste from the geologic repository is a performance objective imposed by Federal Regulations. This requirement is designed to provide confidence in the Department of Energy's repository design by keeping the option of retrieval open if the engineered or natural systems prove inadequate for containment and long-term isolation of high-level nuclear waste. This paper presents a summary of current Nuclear Regulatory Commission Staff thinking on the design of the repository for retrieval, and level of retrievability demonstration that may be required during site characterization. However, this paper does not represent official U.S. Nuclear Regulatory Commission position on this topic.

Underground mining is relatively safe today, but no technique or equipment is completely fool proof and 100% reliable. The only sure way to prevent accidental death or injury to underground workers is to remove them completely from the hazardous environment. This alternate approach to underground work is now feasible. Tunnelling and mining systems can be built that could be remotely controlled by men operating consoles in a surface control room. This concept, called a teleminer, would use recently developed remote control technology to remove man from underground work but still give him the capability to remotely operate mining and excavating equipment as if he were actually in the working area. It is appropriate to present this concept in the session "Environmental Controls" because the rationale for environmental control in underground areas can be significantly modified if man is excluded from the underground operation. The development of teleminers cannot only reduce or eliminate most of the requirements for conventional environmental control, but it can also create new and powerful techniques for rapid tunnelling and excavation. TELEMINER CONCEPT The concept of remotely controlled mining machines is neither new nor untried.(1)(2) Conventional remotely controlled mining equipment employs the standard techniques of extending the controls of the equipment to a remote console. For example, the rotary cutters on a remotely controlled tunnelling machine are started or stopped by a human operator turning a switch on the remote control console.

There are three definite steps in the making of a mining industry in any country. These are as follows: Step A - Geological Mapping This step covers the basic geological mapping of the country at scales of 1/250, 000 up to l/50, 000. This step eliminates territory and directs the exploration teams to the areas of potential interest. Step B Prospecting This step includes all phases from detailed geology through geophysics and drilling up to the point of proving that an economic ore body exists. Step C - Mine Development This is the expensive step, involving the creation of the mine, including shaft-sinking, ore treatment plant, etc.

Not quite a year ago, during a speech to a group of mining professionals in Washington, DC, the subject centered around the long-range importance of conducting research projects and how much that research needs to specifically apply to health and safety matters in our industry. The point was made about the critical need to work together with government, private industry, labor organizations and academia speaking with a unified voice as we all march into the future together. The fundamental benefits of competitive research were mentioned -- to improve our quality of life, to develop our energy resources, to achieve a safe and healthy environment and to ensure long-term economic growth. Very importantly, emphasis was given to the natural link that makes my agency, the Mine Safety and Health Administration, and the National Institute for Occupational Safety and Health -- NIOSH -- the beneficiaries of each other's findings.

To protect the water supply for the Metropolitan Chicago area, the Illinois legislature, in 1889, created the Metropolitan Sanitary District of Greater Chicago. To insure the quality of the water supply, the Sanitary District collected and diverted the wastes of 750,000 people away from Lake Michigan. Today, the Sanitary District collects and treats the wastes from a domestic population of 5 ¼ million people and an industrial waste load equivalent to 4 ¼ million people. The District serves Chicago and 120 other cities and suburbs in an 858 square mile area. An average of 1300 million gallons of wastewater is treated each day, producing as a by- product about 700 dry tons of solids which contains more than $10,000 worth of plant nutrients when equated to the value of commercial fertilizer purchased in the retail market. The Sanitary District considered several alternatives to past methods for disposing of these solids, and chose land application as a technique to utilize the solids produced by the wastewater treatment process in a beneficial manner.

Hibernia de Mexico SA de CV, based in Durango, Durango, Mexico built and put into operation a 700-t/d (770-stpd) agitated cyanide leach plant in Guanacevi, Durango. Plant construction began in March 1993 and operations began in November 1993. Hibernia de Mexico, a wholly owned subsidiary of Hibernia Holdings, Inc., is a privately held Tucson, AZ-based company. The startup procedures described here deal with Mexico's legal, import-export and finance requirements, and labor and security requirements. The 700 t/d (770 stpd) Guanacevi project is located next to the town of Guanacevi. The project is an agitated cyanide leach plant built to process about 2 Mt (2.2 million st) of flotation tailings over its life. The plant is operated by Servicios de Guanacevi, Asociasion en Participacion. It is owned jointly by Hibernia de Mexico and Metalurgica Guanacevi SA de CV. Legal, importation of equipment and financing For a foreign company to operate in the mining industry in Mexico, it must form a Mexican company. A Mexican company presently must be at least 51 % owned by a Mexican entity. The other 49% may be owned by non-Mexicans.

Thiourea is a reagent capable of complexing gold and silver. With the proper oxidant, thiourea can effectively dissolve metallic gold and silver. A thiourea leaching system possesses potential advantages over conventional cyanidation including acidic solutions instead of alkaline, cationic complexes in contrast to metal-cyanide anionic complexes, and faster leaching rates with acidic solution of thiourea. Generally, the rate of metal dissolution in thiourea solutions is fastest when ferric ion is employed as an oxidant. Acidic thiourea solutions for certain applications could offer a nontoxic and noncorrosive option for processing gold and silver. This paper provides information regarding the fundamental chemistry of the acidic thiourea system, and reviews the dissolution of both silver and gold in acidic solutions of thiourea. The recovery of gold and silver from acidic thiourea solution is discussed.

This paper examines the effect of bucket geometry (cutting-blade profile, floor profile and blade thickness), speed, motor power output and muckpile particle sizes on bucket penetration and draft for rubber tire loaders. The work uses a 1:16 scale model of a load-haul-dump (LHD) in full-factorial experiments to examine the effect of the variables on penetration and maximum draft. The results show that speed and motor output are positively correlated with penetration and draft, and muckpile particle size is positively correlated with penetration and negatively correlated with draft (p < 0.0014).

GENERAL DESCRIPTION The Granduc mine is situated on the west side of Granduc Mountain in the Leduc River area of north¬west British Columbia about 51 km (32 miles) north¬east of the town of Stewart. Entry is by means of a 16.6-km (10.3-mile) long haulage adit from the concentrator site at Tide Lake. The principal ore mineral is chalcopyrite. Ore mineralization varies from dis¬seminated to irregular semimassive stringers generally associated with highly folded and sheared biotite-rich sections of metasediments. The ore bodies vary in width from 3.6 m (12 ft) to over 18 m (60 ft) in a zone some 800 m (2600 ft) in length dipping at an average of 75° to the west and plunging steeply to the south. Capping varies in thickness from 0 to over 300 m (1000 ft). SELECTION OF MINING METHOD In the early stages of planning the primary require¬ments to be met by the mining method were: (1) suit¬ability to high output and productivity, (2) adaptability to mechanization in order to minimize operating costs, and (3) minimization of the costs and the development period for preproduction. Considering these, the selection of a mining method was narrowed to a choice be¬tween sublevel long-hole stoping or sublevel caving. A method utilizing backfill was ruled out as uneconomical, especially since mill tailings would not be readily available. At the time, the following facts about the ore body were recognized: (1) the average width of the ore body was 12 m (40 ft), (2) 30% of the stoping blocks were in areas of 6 m (20 ft) or less in width; (3) in many cases, ore zones were located in parallel lenses or were irregular in shape; (4) major faults were present in the hanging wall close to the ore, with minor faults within the different ore zones; and (5) the ore itself was lami¬nated with fractures and jointing crossing such bedding planes. Considering these factors, the two stoping meth¬ods were compared. Sublevel Open Stoping The characteristics of sublevel open stoping are: 1) It is generally not used for widths below 6 m (20 ft) since the ratio of waste development increases as level intervals are reduced to insure good control of long-hole drilling. 2) This method is used where ground is relatively competent. Otherwise more pillar support is required, increasing ore losses or mining costs with pillar recovery. 3) The method is not easily adaptable to parallel ore zones separated by relatively narrow waste bands. 4) Close control of pillar and stope design will per¬mit some degree of dilution control. Sublevel Caving Sublevel caving is characterized by the following: 1) The method can be used for a variety of ore widths, recognizing that 3 m (10 ft) in width may be an economical minimum. 2) It is particularly favorable where wall rock is weak. 3) The method has flexibility so that irregular ore bodies or parallel lenses can be mined. 4) The need to leave pillars for support is eliminated 5) Dilution and tonnage recovery are interrelated. With concern about the stability of the hanging wall and the geometry of the ore bodies, there was a growing favor to choose the sublevel caving method. However, this method was relatively new to Canadian mining practice. Teams were sent to Sweden to tour mines using sublevel caving and to study their methods and any extraction and dilution problems. The objective was to develop cost and performance data and ore recovery grades and tonnages for feasibility comparisons. Next, detailed mine plans were developed covering a three-year period using sublevel caving and sublevel open stoping. Extensive analyses of the development and production costs for each method were made. With sublevel caving, ore losses of 10% with a 20% dilution rate were used. The same ore loss was estimated for sublevel open stoping with dilution varying from 11 to 15%. As a result of these studies, the decision was made to use sublevel caving partly because slightly lower op¬erating costs, together with higher productivity, offset the adverse effects of higher dilution; and partly be¬cause, at the start, there would be less risk in being able to handle the ground, and the method offered more flexi¬bility. Open stoping was not ruled out for testing at a later date. It was recognized that some other method of mining would be required for mining the ore extensions below the glacier, where surface subsidence must be avoided. During the operating life of the mine, open stoping was tested in narrow width ore zones and found un¬satisfactory due to wall failure. A cut-and-fill stope, utilizing run-of-mine waste from development, was also operated on a trial basis. A sequence was finally estab¬lished that permitted ground control; however, produc¬tivity needed considerable improvement in order for open stoping to be considered as a sole alternative for mining below the main haulage level. At the termination of operations in June 1978 over 13 000 000 t (14,500,000 st) had been extracted from above the main haulage level at production rates varying from 3270 to 7250 t/d (4000 to 8000 stpd). Sublevel Caving Methods Two basic methods were used, transverse and longi¬tudinal. The transverse method was used mainly in the upper C ore body in widths greater than 18 m (60 ft), and occasionally as an alternative to the longitudinal method in localized areas where strike faulting inter¬fered with normal development. Sound Transit’s ST3 program will add 62 miles of light rail to the Puget Sound area, including connections to the neighborhoods of West Seattle currently anticipated by 2031 and Ballard by 2036. These connections include considerations for both elevated and tunnel alternatives, as well as a new downtown tunnel for which different configurations are being considered with potentially very different construction logistics and risk profiles. This paper describes the latest developments in the ongoing evaluation process that will inform the consideration of different tunnel and station construction methods, technical and operational challenges and contracting methodologies, including construction of deep stations in dense urban environments.

For all the attention given to mining activities in Central and South America, Mexico, Indonesia and Papua New Guinea, it is sometimes easy to forget the activities taking place in one of North America&apos;s most important and largely untapped regions -Alaska. The Alaskan minerals industry employed about 3,406 people during 1995. That is a 23% increase from - - 1994. It also contributed about $719.8 million to the state&apos;s economy during 1995, a 10% increase. During the past few years, Alaska has seen significant increases in exploration and mining activity. Fairbanks Mining, an arm of Cyprus Amax, began producing gold during 1996 at its Fort Knox Mine, as did Nevada Goldfields&apos; Nixon Fork gold mine. Kennecott&apos;s Greens Creek lead-silver-gold mine also reopened and USMX began operations at its Illinois Creek gold mine. In addition, several impressive exploration projects were under way in Alaska. Placer Dome reported good results at Donlin Creek project in southwest Alaska. Likewise, Newmont Exploration is getting serious about its True North gold project. And Nerox is nearing production at its Jonesville coal project in Alaska&apos;s interior. In November, about 400 miners gathered in Anchor- age for the Alaska Miners Convention. Throughout the conference and exhibition, attendees listened to updates on these precious- and base-metal and coal exploration and mining operations. They also learned that the state wants more miners to head north and help develop its natural resources. Alaska is ripe for a smelter The mining industry -Alaska&apos;s miners in particular - has a powerful ally in Sen. Frank Murkowski (R-AK). He is the chairman of the Senate Energy and Natural Resources Committee. During his luncheon address, Murkowski said it appears that it is economically feasible to extend the Alaska Railroad to northwest Alaska, taking advantage of the large coal and hard-rock mineral tracts in the Ambler mining district. He also renewed his push for building a major smelter in Alaska to process ore that would come from the Ambler mining district. Murkowski believes that Alaska&apos;s economy can be expanded by extending the railroad from Nenana to the Point Lay coal fields to open coal development. Along the way, the railroad would pass through the Ambler district, helping to develop the hard-rock deposits. An outgrowth of this additional mineral development, Murkowski said, could be a new smelter in Alaska. It could use power from the Tyee hydroelectric facility near Wrangell or from the Makushin geothermal project near Unalaska. Either site, he added, offers access to plentiful, relatively low-cost power, at tidewater to facilitate ore deliveries to the Pacific Rim. The Congressional Research Service has determined that there are enough mineral deposits and coal beds to make it possible to finance the extended railroad, he said. The 1,200-km (744- mile) rail extension would cost about $4.2 billion. The North Slope of Alaska contains up to 3.6 Tt (4 trillion st) of coal, Murkowski said, that contains less than 0.25% of sulfur and less than 4% moisture. It aver- ages 12,300 Btu in heat content. "That is a tremendous resource," he said. The Ambler mining district, meanwhile, has at least eight identifiable hard-rock deposits, Murkowski continued. These contain zinc, lead, copper, nickel, chromium, tin, barite, gold and silver. "All eight of these can generate ore concentrates at rates similar to Red Dog&apos;s cur- rent 725 ktla (800,000 stpy)" of zinc, he said.

"What is past is prologue" - motto of National Archives The question of past, present, and future safety performance in the coal mining industry is not merely an academic one, or one which arises from soul-searching curiosity. It is a question involving pragmatic ramifications, and the answers, or perhaps the public perception of the answers, will have a strong impact on the public policies which influence the course of meeting the Nation&apos;s future energy demands. Those of us in the coal industry are keenly aware of the significant impact of the public reaction -- in the form of the 1969 Health and Safety Act -- to -past performance of the coal industry which it found unacceptable. That Act was revolutionary -- and it was expensive. But in finding the industry&apos;s past performance unacceptable, the public also recognized its own contributory role through having enjoyed a "buyer&apos;s market" forced on a highly competitive industry. One result was to limit the industry&apos;s resources and restrict its ability for self-improvement of its safety performance. In acknowledgement of that role, the public picked up the tab for Black Lung disability incurred prior to that time.

Spectroscopic techniques are becoming increasingly popular for characterizing the interior of adsorbed layers of surfactants and polymers at solid- liquid interface as well as in the identification of com- pounds on mineral surfaces. This review encompasses the application of fluorescence and ESR spectroscopic techniques to reveal the microscopic environment of the adsorbed layers of surfactants and polymers on minerals with a special reference to the adsorption of anionic surfactants (e.g., sodium dodecyl sulfate) and polyelectrolytes (e.g., polyacrylic acid) at positively charged mineral (e.g., alumina) - water interfaces. Finally, the utility of XPS and auger techniques to identify the surface elemental composition of different mineral species has been related to their flotation efficiency.

The practice of Countertrade and all of its variations has increased dramatically during the last five years in great part due to the worsening world economic situation and the Third World&apos;s increasing debt problems. Conventional wisdom has held that the goods finding their way into countertrade will tend to be manufactured goods of ever increasing value added. It is my contention that this has not been the case. The continued depression of most metals and minerals prices has conspired to keep a great number of metals and raw materials in the forefront of countertrade negotiations. The concept that if a country needs hard currency it will simply sell metals into world markets for cash has been significantly modified by countertrade which encourages subsidies for raw materials which are in turn funded by higher prices for the manufactured goods which the country must import. Countertrade is a term that is relatively new to most of us who have been involved in the international trade of metals and minerals, but it is one that we will continue to hear more of in the future. Countertrade as it is generally known today had its beginnings after the Second World War in Eastern Europe. As the shattered economies of Europe struggled to right themselves, a "cashless" system of trade developed. This system included such ancient concepts as barter as well as more modern ones like bilateral clearing agreements. For over 30 years countertrade was confined mainly to the COMECON nations and their various trade protocols with Third World nations. If metals and minerals were involved, there was little disruption of world markets by such examples as Cuba shipping ferronickel and sugar cane to the U.S.S.R. for a host of manufactured goods and oil. As the world&apos;s economy began to slow in the late 70&apos;s and the debt crisis began in earnest in the early 801s, this all began to change. As more and more nations which had previously been almost totally dependent upon their mineral wealth over-extended themselves in an attempt to industralize, they concurrently found their income from minerals falling, due to the decreased demand and subsequently lower prices available in the marketplace. At first these nations attempted to balance their payments by promoting the sales of their high value-added manufactured goods. We have all heard numerous examples of U.S. companies going to sell their high technology products in Rumania or Yugoslavia and being confronted with counterpurchase requirements for machine tools, shoes or drill bits. When faced with these demands, a number of companies chose not to sell into those markets while others merrily signed up the obligations without much intent to carry them out. The Performance Bonds required were generally minimal, especially when considered in light of the high margin inherent in high tech items; and the penalty clauses were equally small or nonexistent. A third group of companies actually tried to buy the machine tools or drill bits either for their own internal use or resale but found that due to poor quality and high prices, they were faced with a difficult if not impossible task. This is not to say that no one was able to fulfill a countertrade requirement, but the success ratio on these transactions was incredibly low. This was one of the major contributing factors to the reputation that countertrade has gained as a discipline ... "that it is mostly talk and very little action." The efficient management of the distribution of goods and services is important throughout the minerals industry. From the scheduling of processing plant operations, to the routing of work crews in mines, to the planning of product development, vast amounts of time, energy, and money are wasted due to poor planning and scheduling. Thus, the U.S. Bureau of Mines is investigating computational algorithms that can be used to minimize the economic losses related to scheduling and allocating resources. Although there is commercial software available for tackling many scheduling problems, there has been little relief provided for solving the difficult traveling salesman with time windows problem (TSTW). The TSTW problem is a "derivative" of the classic traveling salesman problem, and can be used to minimize the distance traveled by vehicles or personnel to visit all points on a tour, with the additional constraint that each point on the tour must be visited within a specified time window. This paper is a survey of published work in which genetic algorithms have been used to efficiently solve the traveling salesman problem and its more difficult derivative, the TSTW problem. A genetic algorithm is a search algorithm based on the mechanics of natural genetics, and has been used to solve a broad spectrum of engineering optimization problems. Results indicate that the versatility, searching power, and simplicity of genetic algorithms can be used to provide substantial improvement in the area of scheduling and resource allocation.
