Barometric pressure changes have been an important consideration in the sealing of mines, especially in the case of mine fires. These changes are caused by storm fronts and regularly, on a daily basis, by atmospheric heating and cooling. In many cases, anticipation of these fluctuations in a mine sealing operation or recovery can be an important consideration when scheduling activities. The barometric pressure changes create pressure differentials across sealed areas, inducing airflows which may create explosive mixtures of mine gasses, cause intensification of fires, and create irrespirable atmospheres outby seals. These effects of barometric pressure fluctuations on mine fire sealing and recovery operations are discussed. Data available from the National Weather Service is also discussed as a tool for predicting barometric pressure changes.

PT Freeport's mine in Irian Jaya, Indonesia uses a number of 500 m (1,640 ft) long vertical ore passes to transfer ore from the open pit to the mill. The current tonnages moved are in the order of 125 kt/d (138,000 stpd) and this will be increasing to 240 kt/d (265,000 stpd). This amount of falling rock generates high pres¬sures in the ore bins, when ore feed is terminated the pressure is no longer constrained resulting in back blasting of materials and air the ore passes. Three methods were tested to try and eliminate or reduce this problem; recirculation the entrained air, widening of the orepasses and relieving the pressure the back blast. The final method proved to be the most effective in the short term. As a long term so¬lution the orepasses are currently undergoing widening.

This paper deals with the causes and mechanisms of pillar failure in a southern West Virginia coal mine. The conclusions are based on in-mine observations and analysis of mining methods, eyewitness account of the sequence of events, topographic and geologic conditions, and mechanical properties of mine roof, coal, and floor. The study indicated that massive pillar failure was caused by the collapse of the mine roof. The collapse of the mine roof was due to the combined effects of high lateral compressive stress and high extraction ratio causing excessive bending of the roof beyond its limit. It was assumed that the higher lateral compressive stress under such a shallow cover was probably due to the drastic change in the structural geology of the area and possible residual stresses. Eased on the analytical study it was concluded that the sudden release of elastic energy (shock) due to the rupture of the roof caused the squeezing of approximately eighty mine pillars.

Any effectuation of a viable program of air pollution control will' require a basic understanding of the chemistry of atmospheric processes, the fate and migration of SO2, and the ultimate health effects of the sulfur oxides themselves. The migration and ultimate fate of Sop discharged into the atmosphere will be discussed with particular emphasis on the various conflicting views and how these relate to our present emission control regulations. Our present lack of knowledge is a severe detriment, and consideration will be given to those particular areas where future research may best be directed to provide the answers to a number of perplexing questions.

INTRODUCTION Radon-222 is an inert, radioactive gas formed by the radioactive decay of radium-226, a long-lived member of the uranium-238 decay chain. Radium is present in varying amounts in virtually all soils and, on the average, about 36,000 pCi (1330 Bq) of radon per square meter of soil diffuse into the atmosphere each day (UN 1977). Radon decays with a half-life of 3.6 days through four short-lived daughters to lead210 and it is these short-lived daughters[ [Ra A, (218Po, t, = 3.0 min) , Ra B, (214 Pb, t;, = 27 min), Ra C, (214Bi, t] = 20 min) and Ra C1 (214Po, t] = 2.5 x 10-6 min)] ]which cause the major health hazard associated with radon (Bale 1951). Atoms of these daughters, either unattached or attached to the ever-present particles in air, are deposited on the surfaces of the respiratory tract; alpha particles emitted in their decay can result in large doses to the cells of the bronchial epithelium lining the respiratory tract. These daughters will be present in air in varying relative concentrations depending on the "age" of the air (time since radon emanated into it) and on the amount of mixing of radon and radon daughter contaminated air with clean air. [The practical unit developed to quantify the amount of radon daughters in air is the Working Level (WL). This unit was historically related to the equilibrium concentration of 100 pCi (3.7 Bq) of the short-lived daughters of radon in one liter of air (cf. Holaday 1969) and is defined as any mixture of the short-lived daughters in a liter of air that have a-potential alpha energy of 1.3 x 105 Mev (2.08 x 10-5J) in their decay to lead-210. The working level month (WLM) was developed along with the WL, and was defined as an exposure to one WL for a working month (170 h). This is equivalent to 2.2 x 107 MeV•h•L-1 (3.54 x 10-3 J.h.m-3). If the average breathing rate is taken as 1.2 m3.h•1 (ICRP 1975), then one WLM is equivalent to inhalation of 4.24 mJ of potential alpha energy.] It is now generally agreed that the inhalation of radon daughters is the major potential radiation hazard in uranium mining, and contributes a substantial fraction to the natural radiation exposure of the general population due to the accumulation of radon and radon daughters from natural sources in buildings. Radon daughter concentrations in modern mines are controlled by ventilation, and by blocking off old working areas (cf. Simpson, 1959). However, before the hazard from radon daughters was recognized, considerably higher concentrations of radon daughters were present in some uranium and non-uranium mines. These high radon daughter concentrations resulted in an increase in lung cancers in the mining population, and it is these results that are our main source of information on the risk of inhaling radon daughters. HISTORICAL REVIEW Many excellent reviews of the history of understanding the health effects of inhalation of radon daughters are available (see, for example, Hueper 1942, Lorenz 1944, Sikl 1950, Stewart 1964, Holaday 1969, Lundin 1971, Cross 1979) but a brief summary of some of the highlights in this area may be of interest. [a] 1556: Agricola describes an unusual and fatal chest disease occurring among underground miners in the region of Schneeberg and Joachimsthal (Jachymov) in the Erz mountains in Central Europe. (It is of some historical interest to note that Agricola's book was translated from Latin into English by a mining engineer and his wife; the engineer later became President of the U.S.A.) [b] 1879: Haerting and Hesse indicated that the majority of deaths among Schneeberg miners were due to lung cancer; the lung cancers in these miners (who were incidentally not cigarette smokers) were observed twenty to fifty years after they began working in the mines. [c] 1896: Discovery of natural radioactivity by Becquerel, followed by discovery of radon by Dorn in 1900. [d] 1924: Ludewig and Lorenser report high concentrations (400 - 15000 pCi or 15 - 570 Bq per liter) of radon in the air in the Schneeberg mines and suggest that radon could be responsible for the high rate of lung cancer among miners. However, the reason why radon should cause lung cancer specifically was still not really understood up to twenty years later (Lorenz 1944). High concentrations of radon in the air in the Joachimsthal mines were reported by Behounek in 1927 and a high incidence of lung cancer among Joachimsthal miners (similar to that among miners at Schneeberg, which is only some 30 km distant but in a different political district) was noted at about the same time (Sikl 1930; cf. Sikl 1950). It is estimated that about half of the Joachimsthal miners died from lung cancer and about half from silicosis and tuberculosis (Sikl 1950). [e] 1930's and 1940's: Radioactive ores are deliberately mined in the U.S.A., Canada and other countries primarily as a source of radium for medical purposes and for luminescent dials; other radioactive ores are mined as a source of several non-radioactive minerals, while extensive uranium mining did not begin until the late 1940's. [f] 1940: Based on crude epidemiology and dose calculations, Evans and Goodman propose 10 pCi L-1 as a maximum permissible concentration of radon in continued human exposure. This is the first known recommended maximum permissible concentration for radon. This recommendation was adopted by the U.S. National Bureau of Standards in 1941 and reconfirmed in 1953. HARRY HINDS: Our second speaker today is Rich Perry. Rich is the manager of leach and dewatering at Newmont Gold Company's Carlin operations. He has been the operator of Newmont's refractory leach development program for the past three years. Prior to joining Newmont in 1994, he was plant superintendent at the Big Springs and Jerritt Canyon Roasting Mills for Independence Mining Company. He graduated from the University of Nevada's Mackay School of Mines, and has lived with his wife and three children in Elko, Nevada, for the past 12 years. Please welcome Rich as he presents "New Facility Design Engineering: On-Site Versus Engineering Companies' Offices." RICH PERRY: Newmont Gold Company has been mining and processing gold ore at its Carlin, Nevada, operations since 1965. Processing is done using oxide milling, heap leaching, and whole ore roasting methods. Newmont began development of refractory leach processing technology at its research and development facility in 1988. The R&D staff focused on developing processing methods for low-grade refractory gold resources at Carlin that could not be economically processed by refractory milling methods. The term refractory ore refers to those ores that contain quantities of sulfides and/or organic carbon that result in low recoveries using conventional cyanide leaching. The R&D staff developed two potential processes deemed worthy of further testing: heap biooxidation to liberate gold occluded by sulfides and ammonium thiosulfate leaching for gold recovery from carbonaceous preg-robbing ores. These were piloted in small heaps by the staff of the R&D and Carlin metallurgical labs from 1990 through 1994. By 1994, Newmont's R&D and metallurgical staffs had unlocked the chemistry and kinetics of the two processes, and it was decided that the operations group would be brought in to begin development of a commercial plant. A project manager at Newmont's Denver office was assigned to the project. Scale-up issues such as biooxidation leach pad design; on/off heap heights; handling of various ore types during stacking and reclaiming; operating costs; and environmental, health, and hygiene concerns using a new process chemistry remained unanswered.

Accurate knowledge of the gas content of coal seams has always been important, according to the work of W. P. Diamond and J. R. Levine, 1981, but is becoming increasingly important for several reasons: Excessive gas emissions in the mine can create explosion hazards. Depletion of shallower coal reserves is forcing underground operations to greater depths where coal gas content is often greater. Natural gas prices and the need for new energy sources make naturally occurring coal gas a potential resource of economic interest. Information on coal gas content will impact mine designs, mine ventilation system specifications, and the effectiveness of methane control procedures used. Accurate resource assessment is needed for projecting and designing potential gas utilization enterprises. The emphasis upon methane hazards in mining operations, and upon potential methane utilization, has led us to improve upon the procedures used to determine coalbed methane levels.

Evans Industries, Inc., a management coal consultant and company was assigned to evaluate National Steel Company's coal properties in Knott and Floyd Counties, Kentucky. The results of evaluation showed large reserves of good quality, high volatile metallurgical coal contained in the Elkhorn coal beds and resulted in the formation of Beaver Creek Consolidated Coal Company. Based on results of the exploration and feasibility work, the decision was to install a coal nine, preparation plant and related facilities having a production capacity of one' and three quarter million tons per year with Evans Industries acting as Beaver Creek's management company. The recoverable tonnage assigned to the Stinson Mine is approximately forty-five million tons. This paper discusses the general arrangement of storage, conveying, loading, refuse disposal facilities and the flow sheet of the preparation plant developed by engineers of Heyl & Patterson, Inc., and Evans Industries, Inc., with emphasis on practical flexibility, sulfur reduction in all circuits, and high product yield with the minimum amount of selective mining, Three and one-half miles of railroad have been built by the Chesepeake & Ohio Railroad to service this mine.

Bong Mining Co. Ltd. in Liberia, West Africa, operates an iron ore open pit some 60 miles northeast of Monrovia. The production is at present about 40,000 t/d (metric tons/day) from which about 18,500 t/d concentrate with 65.5% Fe is produced. The ore waste ratio is about 1: 1.5 to 1:2. The technical layout and the equipment are very similar to those in many modern open-pit operations as described by Jacobs and Thomson (1967). As described by Lersch in detail (1966), the deposit is a very irregular one. The quality of the ore changes within very short distances with regard to both physical conditions (hardness) and chemical properties. Very soft and very hard ore as well as high-grade and low-grade ore are found adjacent to each other. In addition, there are enclosures of sterile rocks. For the purpose of identification and production scheduling, 12 different types of ore are distinguished.

Back in 1970 Congress passed the National Mining and Minerals policy Act, which had as one of its basic tenets to rely on a strong and stable private minerals industry for the development and production of our mineral resources. Since then, a substantial amount of legislation has been introduced that impacts on the minerals industry. Although most of the bills proposed are not passed into law, each bill affecting minerals and mining is given careful review by the Bureau of Mines. Comment is forwarded with the object of being helpful to legislators by providing our assessment of the probable impact of each bill proposed along with suggestions to improve them. Actually few bills introduced become law. For example, in the 93rd Congress 4,260 bills were introduced in the Senate and 17,690 in the House. In the final accounting there were passed 123 private laws and 649 public, 3 percent of the bills introduced. There would be little merit here in attempting to analyze each mineral-related bill that was proposed. Many are similar and aim at making a certain aspect of our minerals activity fit needs. So, to simplify the task the many bills have been grouped by subjects. Slide 1 shows the principal topics and the number of related bills introduced. Putting it altogether, there are 26 principal subjects and almost 200 bills. And these numbers are probably off somewhat, as this accounting was made early in December.

Investigations in the Ortiz Mountains have revealed the relationship of igneous activity and gold mineralization to the Tijeras-Canoncito Fault System (TCFS). The northeast-trending TCFS passes through the southeastern part of the Ortiz Mountains where its principal structure is the asymmetric Ortiz Graben. Several fault blocks, containing up to 305 m (1000 ft ) of Eocene Galisteo Formation, comprise the graben that has up to 1220 and 610 m (4000 and 2000 ft) of stratigraphic separation on its southeast and northwest sides, respectively. Intrusions in the Ortiz Mountains can be subdivided into two petrochemical types: an older calcalkaline suite and a younger alkaline suite. The calc-alkaline rocks are characterized by extensive sill, dike, and laccolithic bodies of latite-andesite intrusives and at least one younger (?) granodiorite stock at Candelaria Mountain. The alkaline rocks consist of a large nepheline-bearing augite-monzonite stock, a latite-porphyry hypabyssal plug, the Ortiz diatreme (vent breccia), and trachytic-latite dikes radial to the diatreme. K-Ar age determinations suggest the older suite to be 34 +/-2.2 million years while the younger alkaline rocks range from about 30 to 26 million years. Gold mineralization in the Ortiz Mountains occurs in five distinct environments: brecciapipes, skarns, veins, porphyry-like stockworks, and placers. Lode mineralization is associated with the alkaline suite of intrusive rocks postdating the Ortiz diatreme and predating most of the trachytic-latite radial dikes.

"Signs in underground mines are subject to variable airflow, which carries dust and moisture. Dust buildup reduces their visibility, hampering production efficiency and safety. Underground workers commonly must stop to clean signs in order to gauge their location, or find critical supplies or services. There are currently a variety of coating products, including dust and water repellants, available on the market that have the potential to reduce dust accumulation on sign surfaces. This paper describes a preliminary study to determine their effectiveness. The study involved a practical testing protocol using a trickle rock duster and samples cut from a clean, used road sign. Product effectiveness, under both dry and wet conditions, was evaluated based on photographic evidence by comparing changes in sign luminosity after a period of rock dust application. By analyzing the frequency of different pixel luminosities on the dust-covered samples, both uniformity of dust coverage and the total amount of accumulation was assessed. Results indicate that at least one product may reduce the amount of dust buildup on sign surfaces and increase visibility. INTRODUCTION In all underground mines, visibility of signage is critical. Signs inform miners of their location, direction toward escape routes, and location of supplies. Over time, sign surfaces can collect dust and can eventually become unreadable. The rate of dust accumulation on surfaces is often particularly high in coal mines, where both mining (e.g., cutting and drilling) and rock dusting activities can contribute significant amounts of dust to the airways. Several factors may contribute to dust buildup on sign surfaces. First, basic principles of fluid and particle flow are at play. When a fluid travels past a stationary surface, the velocity of the fluid at the surface boundary is zero. If a very small dust particle moving with air collides with a surface, it does not immediately fall off since the air velocity is zero at the sign surface. (This is the same reason that dust can collect on a rotating ceiling fan.) Further, once the collision occurs, other mechanisms may help keep the particle there – including friction that resists particle falling due to gravity, and adhesive forces due to humidity and/or static charges the particle and others already on the surface. Currently, the most common way to deal with reduced sign visibility due to dust buildup is for mine personnel (e.g., a compliance foreman, supply worker) to periodically clean sign surfaces – usually just by wiping them with a cloth. As a regular activity, this solution is inefficient; in cases of emergencies, it can also pose unnecessary risks. Application of an off-the-shelf coating to sign surfaces may represent a simple yet effective way to reduce the rate of dust accumulation. There are currently a variety of products on the market that may be suitable for this purpose, including dust and water repellants."

Best known for its extensive bauxite and alumina exports, Jamaica also has a small but active industrial minerals sector. The island has for many years been a net exporter of small tonnages of gypsum, metallurgical-grade limestone and marble products. As bauxite and alumina earnings have declined the government of Jamaica has made extra efforts to promote growth of overseas sales of these nonmetallics. The nearby U.S. market is a natural first choice for new exports. Overview In 1984, Jamaica quarried an estimated 3.2 million cu m of marble and fill and an additional 3.5 million cu m of sand and gravel, for use in domestic construction. These amounts are in line with the production in earlier years of the 1980s but are not a factor in the export pattern and need not be considered further. Similarly, annual production of 15 million ton of silica sand for the manufacture of glass bottles is principally consumed by the domestic market.

The unit costs of dry crushing, within the efficient reduction ranges of equipment now available, are considerably less than those for the reduction of the same material in the same size range by wet mills using grinding media. This is a commonly recognized fact which cannot be disputed; still we find considerable imbalance in costs between the crushing and grinding sections of many operating mills. In other words, there are many instances where more reduction could be accomplished in the lower cost area of dry crushing. In addition, equipment is now available which enlarges this area and makes it possible to consider much finer crushing than has been heretofore economically feasible. There has been a tendency for the past two decades to utilize wet rod-¬milling in the reduction step. This actually amounts to a fourth stage of crushing in a size range formerly served by roll crushers which have fallen from favor on account of high operating costs, Some investigations have indicated that there is not sufficient difference in the operating costs of rolls and rod-mills to give a clear cut advantage to either method, There has for some time been a need and an opportunity for a dry crushing process to improve costs in the range now served by these two systems.

A size-continuous breakage kinetics model is postulated and supported with industrial grinding mill data. It is shown that the kinetics parameters include the effects of possible classification at the mill discharge. The estimated parameters were then used in the kinetics model to simulate the behavior of a grinding mill in open and closed circuit operation. While material transport and kinetics are equally important in open loop operation, heavy recycle in a closed circuit make a detailed material transport model for grinding unnecessary. In effect, the mill can be considered as backmixed. This suggests that more emphasis should be placed on modeling the classifier than the development of detailed material transport models for the grinding mill.

This paper discusses the recently completed organizational development research project, which was addressed to the underground mining industry. The three specific purposes of the project were as follows: (a) to determine whether Organizational Development approaches are feasible in the mining industry, (b) to provide a demonstration that Organizational Development methods can successfully contribute to the safety of underground mines, and (c) to compare the efficacy of classical Organizational Development methods, which are highly trainer- intensive, with trainer-nonintensive management development approaches. The term "Organizational Development" (OD) is here broadly defined as a management intervention for the purpose of assisting an organization with the solution of problems, which are seen by the organization as important. More specifically, we can define OD as a planned effort to improve the effectiveness of an organization through (a) team building and problem solving, which concentrates on the issues of immediate concern to the organization, and (b) efforts to improve organizational communication at all levels of the organization.

The design of an underground mining operation requires the integration of transportation, ventilation, ground control, and mining methods to form a system which provides the highest possible degree of safety for mine personnel; the lowest cost per ton of product; the most suitable quality of final product, considering its intended use; the maximum percent recovery of the reserve, consistent with cost and subsidence rights; and the minimum disturbance to the environment. The selection of mining method is generally the controlling factor in overall mine design. Some important considerations in the choice of mining method are : 1) Depth of cover over the coal seam. 2) Strength and thickness of rock strata in the overburden. 3) Characteristics of the coal seam, including thickness, nature and location of impurities or irregularities, dip (or pitch), nature and direction of cleavage, hardness, and structural strength of the coal. 4) Nature and strength of the immediate roof (top) over the coal seam. 5) Nature and strength of the floor (bottom) under the coal seam. 6) Presence and amount of explosive gas (methane). 7) Quantity of water likely to be encountered in the mining operation. 8) Any previous or concurrent mining in seams above or below the coal seam to be worked. 9) Any restrictions on recovery required for subsidence control. Topographical and geological reports and maps of the area are usually available from state and federal geological surveys, and contain excellent general information to guide more detailed investigations. Exploratory drilling, and the plotting and analysis of the information thus obtained, are essential steps in any development program, and aid in the correlation and evaluation of information gained by other means. Other good sources of information are operating coal mines that may be in the same seam in nearby properties. Such mines may indicate in advance much about roof control, drainage, ventilation, and other mining problems.

A comparison is made between the development of the technology in this country and the state of the art in other parts of the world.

Martin County Coal Corporation's operations are located on Wolf Creek in Martin County in the eastern part of Kentucky. The mining complex was started in 1971 and has grown to a 2.273 Mt/a steam coal operation. All of the production goes to Duke Power Company's Belews Creek electric generating station in North Carolina. Production comes from four seams that are mined by deep and surface mining methods. Surface mining accounts for 55% of the production and the remainder comes from 2 underground mines. Continuous miners are used exclusively underground. The preparation plant was originally designed to take coal at the rate of 907 Mt/h but that has gradually been increased to 1134 Mt/h. Other cleaning equipment includes Daniels DMS vessels, Model 77 Deister tables, 355.4-mm R. & S. Hydro- cyclones, Krebs 254-m classifying cyclones, Daniels froth cells and in 1980, 3 Krebs 508-mm heavy media cyclones were added to recover some lost and misplaced material. CMI centrifugaldryers and a Hey1 & Patterson size 100 thermal dryer are also part of the coal preparation equipment.
