The Energy Act of 1992 has many users of ac-induction motors eyeing premium-efficiency motors with mixed feelings and perhaps some confusion. When the October 1997deadline arrives for compliance with the1992 standards, the winners will be the environment due to reduced need for more power generating plants and the petroleum economy because of reduced dependency on foreign oil. But what will it mean for industrial users? The most obvious benefit is the potential for smaller electricity bills. Motors account for about 64% of the electricity consumed in the United States, at a yearly cost of $112 billion. Every 1% reduction in motor demand cuts 0.64%, or $716 million, off the industry wide bill. Higher efficiency motors also run cooler. This lightens the load on air-conditioning systems and further reduces plant demand. Lower total demand can lead to lower rates by helping to minimize peak-demand surcharges. As rates increase over time, these savings get bigger.

Introduction During the last decade, the metallic minerals segment of the industry could be categorized as a "feast-or-famine" business. It is no secret that metallic minerals are cyclical. Employment opportunities greatly depend on the supply and demand for its mineral products. It is also not unusual for there to be a lag between the industry's manpower requirements and academia's ability to produce new graduates. Due to this lag, there will be years with manpower shortages, as in the mid-1970s. At other times, supply will exceed demand. The question is where will the jobs be in the years to come? This presentation will review reasons why employment opportunities have declined within the metallic minerals industry. It will also predict future demand for mineral engineering graduates. And it will outline strategies for obtaining an employment offer. Historical Review - Employment From 1977 through 1983, about 75% of all metal mining employees were directly engaged in production activities, down from 83% in 1965. This decline reflects increased use of labor saving equipment, and more government regulation and foreign competition. Metal mining's employment decreased from 74,000 jobs in 1982 to fewer than 68,000 in 1983 - an 8% decline. The overall industry is having these problems because of the general downturn in the economy. For example, at the beginning of this decade, US automobile and steel industries were in trouble. Interest rates were too high and volatile. This adversely affected construction, housing starts, and manufacturing. All these industries, being large users of base metals, drastically affected the metals industry. US copper companies are still having problems. Reports indicate that many copper employers have cut production, laid-off workers, and permanently closed mines, refineries, and smelters. A decline in the demand for US produced metal products, such as copper, obviously affects some mineral engineering employment opportunities. Other factors to consider when looking at employment opportunities and why it has become difficult for US metal producers to compete in the world market include: • The grades of ore bodies of many US minerals are considerably lower than the grades of ores being mined elsewhere in the world. • The grades of ore bodies currently being mined in the US are steadily declining. • Foreign producers are largely government controlled and are not necessarily subject to the realities of supply and demand. • US environmental regulations have considerably added to production costs. Foreign producers in most countries do not have to worry about these additional costs. • US mines are getting deeper. This adds to the cost of production because of the increasing distance the ore has to be transported. • Plants and equipment are outdated. Many companies find themselves operating with equipment and plants that need modernizing or replacing. This obviously hinders competitive productivity. • Labor and management have had problems. Work stoppages in certain mining businesses and high wage and benefit costs in relation to foreign producers place US producers at a disadvantage. • Much land is unavailable. The US government owns most of the land considered to have the best potential for minerals development. Most of this land is unavailable for mining or exploration. Therefore, it appears that finding employment with a company whose primary business is mining and processing most metals, such as copper, in the US will be quite restricted and competitive. Future Demand It is difficult to anticipate what key employment opportunities within the next few years will be available to mineral engineering graduates. The Engineering Manpower Commission estimated that US engineering schools awarded 72,471 undergraduate degrees in 1983 vs. 66,990 in 1982. This was the eighth consecutive year in which the number of baccalaureates awarded has increased. On a brighter note, the US government's Occupational Outlook Quarterly stated that the growth rate through 1995 for all engineers is an encouraging 49% over present levels. The observation method is a design optimization approach for the drill and blast method in tunneling. This method includes first identifying the hazard scenarios through site investigation, formulating suitable solutions, obtaining feedback during construction, and finally using that data to optimize the design methods. This paper illustrates the application of the observational method for T-48, a railway tunnel project in the Himalayas. It is a 10.2 km long tunnel with a parallel escape tunnel and 26 cross passages. The use of observational methods in this project optimized the overall tunnel design and considerably saved the overall project cost.

The demand for sustainable and profitable/efficient projects within the tunneling and other underground engineering sectors grows rapidly. Construction tasks play a key role within the project conduction, whether as primary (tunneling), secondary (e.g., mine securing) or tertiary processes (e.g., workshops). The construction tasks of primary processes create the main structures, such as tunnels, which resemble the main project goal. For the secondary and tertiary processes, the purpose of the task shifts. The main goal is to provide structures, such as the securing of the cavity and workshops, that enable the project and enhance the efficiency of the primary conduction underground. To plan and optimize the conduction of construction tasks underground, whether they are identified as primary, secondary or tertiary tasks, the work preparation can be used. This method, known from the above ground construction, can be adapted and used underground. The approach of a digital work preparation tool combines, connects and adapts the main tasks “choice of procedure,” “logistics” and “site planning.” In addition, the digital tool is connected with digital models (construction, site, surroundings). With the adaption and forward projection of the work preparation, underground constructions (e.g., tunneling) can provide a more sustainable and efficient outcome.

Introduction Coeur d'Alene Mines Corp.'s largest precious metals property is located in the historic Rochester Mining District 40 km (25 miles) northeast of Lovelock, NV. The property encountered cold weather operational problems soon after its fall start-up in 1986 due to its elevation of over 1830 m (6000 ft). The problem of ice buildup on the heaps because of sprayed solution application was faced immediately. It was felt that allowing ice to build up all winter long until a spring thaw was impractical due to the large area under leach. Further, the operating cost and delivery schedule for a solution heating system was unacceptable. The development and installation of a leach solution distribution system using drip emitters made efficient, cost-effective winter operation possible. Other benefits of this system have also been observed and are discussed here. General process description 15,422 kt/day (17,000 stpd) of - 1.27-cm (-1 /2-in) crushed ore from the three-stage crushing plant are delivered to the leach pad using 77.1 t (85 st) rear dump haul trucks. The ore is drifted into place with a D-9 bulldozer. Leach panels are contiguous and are approximately 8861 m'(90,000 square ft) in area built in 6-m (20-ft) lifts. New panels are built on top of older areas to a final height of 61 m (200 ft). Each panel is ripped and cross-ripped prior to leaching. Barren solution is distributed to the heap using drip emitters at rates of 0.02 to 0.41 L/min/m2 (0.0005 to 0.01 gpm per sq ft), depending on the age of the panels. The pH of the leach solution is 10.7 with a cyanide concentration of 0.75 kg/t (1.5 lb per st). Approximately 50% of the silver and 80% of the gold are finally recovered. Pregnant solution percolates though the heap and flows by gravity into one of two 9.46 ML (2.5 million gal) pregnant solution ponds. The solution is then pumped to a conventional Merrill-Crowe process plant. Clarification takes place in three 9464 L/min (2,500 gpm) capacity filters. The solution is then pumped to a packed vacuum deareation tower for the removal of dissolved oxygen. Typical deareated solution contains 0.7 parts per million dissolved oxygen. Precipitation of gold and silver is accomplished by adding a zinc dust slurry to the deareated solution at the suction of the filter press feed pump. Precipitated gold and silver are recovered in three recessed plate and frame filter presses. Barren solution is discharged into a 11.7 ML (3.1 million gal) pond where cyanide makeup occurs. This solution is pumped back to the heap for further leaching. The precipitate filter cake, containing approximately 75% dore (Ag + Au), is then fluxed with anhydrous borax, soda ash, sodium nitrate and fluorspar to yield a neutral, bisilicate slag. The fluxed precipitate is then charged into a propane-fired melting furnace and heated to 1150° C (2100° F) for 3 1/2 hours. Slag and dore bullion are poured into conical cast iron pots yielding buttons of 800 to 1000 troy oz. The dore typically contains 98.5% silver and 1 % gold. Slag is crushed and tabled to recover the trapped dore blebs and beads. Concentrate from the table is returned to the furnace. Table tails are sent to the crushing circuit and out to the leach pad. Solution application The area kept under leach at Rochester is approximately 130 000 m2 (1.4 million sq ft). Barren solution is delivered to the pad at 21.2 kL/min (5600 gpm) for a resultant application rate of 0.16 L/min/m2 (0.004 gpm per sq ft). A traditional solution sprinkling system using No. 12 Senninger Wobblers with individual pressure regulators was installed at the onset of leaching activities. The Wobblers were placed at 9.1-m (30¬ft) staggered centers and were fed off of a gridwork of Yellowmine plastic piping. Solution flow rates were moni¬tored to each panel. The onset of cold weather with an average nighttime temperature of -12° C (10° F) made it apparent that continual operation would not be possible with the sprinklers. A significant amount of ice was built up on top of the heap, making maintenance and pipe removal dangerous, if not impossible. Leach solution application was restricted to daylight hours to inhibit ice formation. Process plant flow rates were reduced to maintain steady-state operating conditions. However, as daylight temperatures dropped below freezing, ice continued to accumulate due to the sprays. Besides the obvious operating hazards brought on by the growing icefield, there was also the potential environmental hazard associated with an early thaw melting the ice too rapidly for the solution containment facilities. One other option for preventing ice formation was heating of the barren solution prior to spraying. Initial plant design allowed for expansion of the propane storage and distribution system as well as modification of the barren piping for a solution heater. This option was not exercised because the operating costs for an adequate system would have been prohibitive, and timely delivery of a system was not available. An investigation was conducted on the various drip irriga¬tion products available, since subsurface solution applicators would eliminate ice formation altogether. Systems utilizing external flow emitters were ruled out because of their ten¬dency to clog when buried. Emitter systems using perforated tubing were also eliminated from consideration due to their inability to adequately control flow over required lengths of tubing. An in-line emitter system was finally selected which demonstrated clog resistance and adequate flow control, enabling direct burial.

Mining is one of the oldest human activities. It goes back at least to the Bronze Age and possibly even the Stone Age. The Romans mined copper in Spain and tin in England some two thousand years ago. The writings of Agricola in the 16th century show that mining was important in the Middle Ages. Today we mine more mineral commodities in greater tonnages than ever before. This long and fascinating history closely tied with the economic development of the human race is one of the charms of the mining industry. It also, unfortunately, gives rise to some widespread misconceptions.

Introduction Before examining the current position of the asbestos industry and its market outlook, it is important to describe the product itself. If we are to understand the problems besetting this basic mining and manufacturing industry, and, more importantly, if we are to appreciate solutions to these problems, we had better view asbestos from the proper perspective. At Ok Tedi, ore type and SAG feed size distribution vary widely and frequently. This makes control of the SAG mills by application of the power/pressure relationship difficult. Power logic has traditionally been conservative due to power spikes associated with rapid size distribution changes. A new expert system was installed in early 2000. The system incorporates multiple state fuzzy logic to deal with frequent and radical ore type and size variations, along with monitoring of motor temperatures. A short term power spike no longer warrants immediate radical action. This has resulted in increased mill throughput and improved circuit stability.

Most mining and metallurgical plants have developed predictive maintenance policies based on statistical analysis and special techniques, like vibration analysis, oil and lube analysis for critical equipment. Process control strategies have also been installed in several metallurgical sites. These control strategies require instrumentation maintenance from local personnel. The availability of real time and process history to identify the most critical part of the processing system from mechanical integrity is a must for global plant optimization. Specialized performance control monitoring algorithms are required to justify their existence and contribution to the bottom line. Emerging technologies are combining these techniques into a single total plant system. Tools are required to assist in troubleshooting and adapting these process control instruments and strategies. The key is the plant equipment and process control availability and utilization rather than just maintenance.

Bacteria, algae and fungi react to heavy metals in their environment by immobilizing, mobilizing and/or transforming metals. Microorganisms carry out these changes by (1) precipitating metals outside of the microbial cell, (2) binding and complexing metals to the outside of the microbial cell's protective coating, (3) accumulating metals inside of the microbial cell, or (4) transforming metals by oxidation, reduction, methylation or demethylation. Most of these mechanisms are operative in constructed aerobic and anaerobic wetlands for metal's remediation. Several more advanced biotechnologies for metal's removal from aqueous streams have been introduced, but have not been widely accepted commercially.

The two primary goals in underground coal mining are to improve safety and to lower mining costs per ton through increased productivity. However, as evidenced by the drastic decrease in. productivity since the enactment of the 1969 Coal Mine Health and Safety Act, (the Safety Act), these goals appear to be mutually exclusive. Millions of dollars have been spent in the res, arch and development of systems to solve this problem. Before the Safety Act, "productivity had experienced a 25-year history of continued increases ...? (Douglas, 1980). But since its enactment there have been dramatic decreases in productivity accompanied by phenomenal increases in mine costs. Labor trends, depletion of the more readily minable underground coal reserves and other factors have contributed to this situation, but the dominant factor is undoubtedly the Safety Act itself. To illustrate, prior to 1969 underground coal mine production was much greater than surface mine production but since then underground mine production has been declining at a rate greater than the overall growth rate of total coal production.

Quintette Coal Limited (managed and 50% owned by Denison Mines Limited) operates an open pit coal mine located in northeastern British Columbia, in the foothills of the Rocky Mountains. (See Fig. l). Mining commenced in 1982. The mine currently produces 4.75 million tonnes of medium volatile bituminous coal per year from three pits (Mesa, Wolverine and Shikano), using a truck/ shovel operation. (See Fig. 2). Conveyors and trucks transport run-of-mine coal to the heavy media/froth flotation process plan t, where it is cleaned and loaded into rail cars for delivery to the Ridley Island port at Prince Rupert, British Columbia. All coal is sold to the Japanese steel industry under a long term contract. The coal seams mined at Quintette are contained in the Lower Cretaceous Gates Formation. Mineable seam thicknesses vary from 0.6 m to 10 m. The regional structure of the area is typical of foreland fold and thrust belts, with open to tight folds and imbricate thrust faulting. The range of structural features found in the three pits, and their effect on mining, forms the subject of this paper.

Column bioleaching was evaluated by the U.S. Bureau of Mines as a means of recovering manganese from a low-grade ore from the Three Kids deposit in Southern Nevada. Manganese was solubilized from the ore using indigenous heterotrophic microorganisms. Diluted molasses medium was provided as nutrient for the microorganisms. The medium was recirculated through the ore bed until the sugars were spent. Two methods were evaluated to recover manganese from the sugar depleted bioleaching solution: (1) adsorption with a weak cation exchange resin followed by stripping and precipitation techniques, and (2) direct precipitation of the manganese using ammonium carbonate. Both methods removed up to 95 pct of the solubilized manganese from the medium as a carbonate salt. After manganese removal, the medium was replenished with fresh molasses and recycled back through the column. More manganese was effectively leached. This process of manganese solubilization and recovery followed by replenishment and recycling of the medium was repeated until 98 pct manganese was extracted from the ore.

A miner working in an underground coal mine with diesel equipment is exposed to a wide array of pollutants from the diesel exhaust. These include CO, CO2, NO, NO2, SO2, diesel-exhaust aerosol, and a variety of hydrocarbon compounds. A quantitative definition of the health risk resulting from these exposures remains elusive, but during the past several years, progress has been made in defining the problem. Results from epidemiological studies by Garshick, et al. (1988); animal inhalation studies by Mauderly, et al. (1986); Iwai, et al. (1986); and Brightwell, et al. (1986); and in vitro studies by Lewtas, et al. (1986), have provided sufficient data for the National Institute of Occupational Safety and Health (NIOSH) to recommend that "whole diesel exhaust be regarded as a 'potential occupational carcinogen,' as defined in the Cancer Policy of the Occupational Safety and Health Administration," NIOSH (1988). NIOSH further stated that "though the excess risk of cancer in diesel-exhaust-exposed workers has not been quantitatively estimated, it is logical to assume that reduction in exposure to diesel exhaust in the workplace would reduce the excess risk."

Freeze and thaw deterioration is a serious problem In con¬crete pavements. The main cause of distress Is thought to be the pore structure of coarse aggregate. In an attempt to characterize deleterious pores, the Iowa Pore Index test and the Expected Durability Factor, as Calculated from the mer¬cury intrusion porosimeter, were devised. This study Included freeze-thaw and sodium and magnesium sulfate soundness testing of sixteen carbonate aggregate samples. In addition, the Iowa Pore Index and the Expected Durability factor were determined for each of the samples. All of the Above mentioned physicochemical parameters were examined using bivriate correlation analysis with the In¬tent to evaluate the effectiveness of the Iowa Pore Index and Expected Durability factor for predicting the frost dur¬ability of an aggregate. The results from the bivariate correlation analysis showed no significant correlation, between the Iowa Pore In¬dex And- Expected Durability factor with the other physico¬chemical parameters investigated. Rust interesting is that the Iowa Pore index predicted that All of the tested samples would resist freeze-thaw failure, whereas the Expected Durability factor predicted that -ash sample would he non-durable.

TBM utilization rate is a component of machine performance prediction and critical for developing a reliable estimate of the construction completion time and cost of the tunnel. Estimation of the utilization rate involves identifying and quantifying the time dedicated to each activity in a tunneling jobsite. Ring building is a common activity in TBM tunneling and takes a large amount of tunnel excavation time when using shielded TBMs. This paper concentrates on the effect of tunnel diameter on the duration of downtimes related to ring building and examines the impact of machine diameter on downtimes. For this purpose, the dependency of segment installation time to segment configuration, and also the diameter of the tunnel was investigated. Furthermore, the ring building time for four tunnels with different sizes of diameters and a variety of ring arrangement were analyzed and the relationship between TBM diameter and segment installation time and consequently TBM utilization was evaluated.

Bismuth, "the green metal," has become an important substitute for lead. The uranium industry was never really dead, anti-nuclear activists just wanted the world to think it was. And diamonds are fast becoming a miner's best friend. These commodities and others were discussed in May 1997 at the 47th Annual Minerals Processing Division meeting, held at the Broadmoor resort in Colorado Springs, CO. The meeting was put on by the SME Colorado subsection and was attended by about 115 people. In addition to the above three commodities, attendees learned more about the state of the copper industry, as well as lead and zinc and gold and silver. The program also included discussions of molybdenum, platinum and project financing. The following is a summary of some of the presentations.

Water-powered jackleg rock drills, introduced recently in South African mines are reported to be more efficient, faster and more comfortable to operate than conventional pneumatic drills. A comparative testing of both drill types was performed in Quebec. Based on its results and time studies done in the mines, water-powered drilling has been reviewed with regards to drilling rates achieved, infrastructure needed, side effects, health and safety considerations. This study shows that the application of water-powered drills may help increase footage drilled and improve working environment, but under specific conditions. The examples of such applications are given in the conclusions.
