The purpose of this paper is to tell a story - and it is a story with a moral. My topic is Present Trends in the Tax Environment Affecting Mineral Development in Canada, and the first thing to recognize is that, with depressed metal prices and weakening western economies, taxes, in and of themselves, are not really the cause of the Canadian mining industry's present doldrums. But the character and level of mining taxes in Canada has had a profound influence on the development of the industry over the past decade, and the expectations of what taxes the industry will face in future years will influence the industry's further growth. My theme today is that, in Canada, our tax system has, in the past, served as a negative and destabilizing influence in the mining industry: it has contributed to a major short-fall in investment commitments and hence in the contribution which the mining industry can make to the Canadian economy, and the adverse effect on the industry of previous high tax rates was made far worse by the confusing, contradictory and perverse nature of the tax system itself. This is a story with some happy parts in it, and, in fact, governments in Canada did learn, haltingly and grudgingly, that there are limits on the amounts that governments could safely extract from the industry, and that some assurances of long term fiscal stability were necessary if investors were to be induced to make massive commitments which could only be recovered over very lengthy periods.

INTRODUCTION The Washington Metropolitan Area Transit Authority is responsible for the planned 166 kilometer (103 mile) Metro rapid rail transit system in Washington, D.C. Some 117 kilometers (72.8 miles) of this system is in operation and contains 30.6 route-kilometers (19 miles) of rock tunneling. To complete the planned system an additional 1.6 kilometers (1.0 miles) of single track tunnels in rock are planned and additional contracts will consist of 4 kilometers (2.5 miles) of twin tunnel, resulting in 8 additional linear kilometers (5 miles) of single track tunnel contracts yet to be offered in soft ground. Three recent contracts in soft ground included the New Austrian Tunneling Method (NATM), along with conventional tunneling, as a bid option. Section E5a, Fort Totten Station and Tunnels, was the only one of the three to be constructed using the NATM option. This is the first application of the New Austrian Tunneling Method in soft ground in the United States. This paper will concentrate on the Fort Totten Station chamber NATM design, construction, and the instrumentation readings and evaluations which lead to an engineering back analysis which allowed a refinement of the bid design, resulting in a faster, more efficient construction. Design of the Fort Totten Station and Lines was done by Sheladia Associates. The design team included Greiner Engineering and Jenny Engineering with Mayreder-Consult of Austria, who was responsible for NATM design and NATM construction consultation.

The Yarnell gold depoSit, located in the Weaver mining district of Yavapai County, Arizona is found within a structurally controlled, hydrothermally altered zone that occurs within a 1700 Ma granodioritic intrusive. Both potassic and sericitically altered rock that occur around and above the low-angle northeast striking Yarnell fault are known to host economic gold mineralization; a wider envelope of weakly-propylitic alterred rock also occurs in this area. During mineralization, strong sericitization accompanied several stages of quartz ± adularia veining, stockwork formation, and localized silicification and potassic replacement, in association with deposition of specularite, pyrite (now oxidized), and gold. The footwall of the fault is also sericitically altered but poorly mineralized. Mineralization along the Yarnell fault continues both northeast and southwest from the main deposit although the thickness of the zone and associated alteration envelope diminish away from the orebody. A sample of undeformed illite taken from the Yarnell fault zone was K/Ar dated at 69 ± 1.6 Ma; this date reflects a minimum age for both mineralization and latest movement on the fault. Gold mineralization is accompanied by modest increases in Ag, As, Cu, and Mo content. Both CO2-and H20-rich fluid inclusions were studied and suggest mesothermal pressures and temperatures of formation for the deposit.

"INTRODUCTION Shotcrete lining forms an integral part of conventional tunneling and is widely applied for underground excavations. Early strength gain of the shotcrete is a crucial aspect for ground support and safety of operatives. Strength requirements are dependent on various factors such as lining thickness, ground type, excavation size and tunnel depth. The early strength gain is typically monitored using destructive tests, such as needle penetration, stud driving or coring samples for uniaxial compressive strength testing in the laboratory. Being destructive, these tests cannot be directly performed onto the lining without causing damage that must be repaired, which is a particular problem for permanent linings. For this reason and to avoid the need for operatives to work near to exposed ground and/or fresh shotcrete, these destructive tests are often performed on panels, which are sprayed at the same time as the tunnel lining. All current testing methods are also very local, testing only a small part of the lining or a panel, which may not be representative because the temperature history could be significantly different. Therefore, these tests do not provide an accurate or complete picture of the lining strength gain. New testing methods that are non-destructive and can scan the whole lining remotely would be extremely desirable. This paper describes a new method, using thermal imaging techniques, that achieves these aims. It also discusses the real-time on-site application of the method, providing insight into the experience gained and conclusions derived. Shotcrete Shotcrete used for tunnel linings requires immediate strength development. The strength development is a direct result of the hydration reaction of cementitious materials present in it. A progressive sequence of the hydration reaction changes it from a solid suspension (typically referred to as fresh concrete) to a solid skeleton with a porous network and thereafter, into a solid with predominantly discontinuous pores (Byfors 1980). In the case of shotcrete, early strength is needed to support the self-weight and then continuing early age strength gain is required to begin to support ground loads. These strength requirements, along with other workability needs, are met by careful concrete mix design, the use of admixtures, such as accelerator and superplasticizer (BS EN 934-5 2007), and supplementary cementitious materials, such as silica fume."

"INTRODUCTION Conventional tailing storage and management practices typically utilize engineered facilities, such as ring dikes and valley impoundments. To reduce the environmental costs associated with disposing of mine wastes in tailing storage facilities (TSFs), several beneficial re-use strategies have been developed over the years. For example, thickened tailings have been used for paste backfill. It is common for tails to comprise up to 60% of the material’s total weight and it has been estimated that TSF volumes can be reduced by 60% when using this strategy, (Benzaazoua, et al. 2004). Other beneficial re-use strategies have produced unpaved temporary access roads, hot and cold asphalt, chip seals, self-compacting concrete, and golf course sand traps. This project sampled mine tailings from two different TSFs in Colorado and produced structural concrete that could potentially be used for commercial foundations, sidewalks, and paved roads. The tailings were substituted for the fine aggregates typically found in conventional concrete. The two main objectives of this study were to investigate the structural integrity of the produced concrete samples and the leaching of heavy metals from the resulting concrete. The ratio of tailings to fine aggregate (T/FA) was carefully studied to find if there was a correlation between the substitution rate and the structural integrity. The potential maximum substitution rate was also investigated for the produced concrete specimens. The potential of leaching mining impacted water (MIW) was evaluated by comparing the leachability of the raw mine tailings to the encapsulated tailings by using standard shake extraction prediction tests. MATERIAL AND METHODS Materials The four components that make up the concrete mix design for this project are: cement, coarse aggregate (gravel), fine aggregate (sand and mine tailings), and water. The type I/II ordinary Portland cement (OPC), gravel, and sand came from local cement and concrete companies in Denver, Colorado. Mine tailings were collected from two different TSFs in the Rocky Mountain Region, where Pride of the West TSF in Silverton, CO will be denoted as Site A. The primary metals of interest at the mill site are gold, silver, lead, copper, and zinc. The location of Site B will not be mentioned in this report due to confidentiality agreements with the mining company"

In 1993, the United States' economy grew at a rate of about 3%. The Gross Domestic Product rose to $6.4 trillion. With more than 258 million people - 599,000 in mining including petroleum - the United States has more than 100 million dwelling units and more than 190 million licensed motor vehicles. New private housing starts rose 7% to 1.3 million units, new car production fell 3% to 5.5 million units and truck and bus production rose 21 % to 4.9 million units. The rate of inflation was under 3% and the prime rate of interest 6%. The Producer Price Index (1982 = 100) was unchanged from 1992 for fuels and re¬lated products and power at 80 and met¬als and metal products at 119, while chemicals and allied products rose 2% to 128 and non-metallic mineral prod¬ucts rose 2% to 120. The merchandise trade deficit rose 27% to $116 billion.

The Jones Hill prospect is a Proterozoic age, volcanogenic, semi-massive to massive sulfide deposit. The deposit is located on the western edge of the Pecos greenstone belt in the southern Sangre de Cristo Mountains of northern New Mexico. The prospect is found in a block (West Block) of meta- igneous rocks, primarily diabase, metavolcanic rocks, and metasedimentary rocks (fig. 1). This assemblage is typical of lithologies found in the greenstone belt. Metamorphic grade is greenschist to lower amphibolite. The West Block is bound- ed on the west by Proterozoic age (1.7-1.4 b.y. by Rb/Sr), granitic plutons collectively called the Embudo granite, and on the east by Paleozoic sedimentary rocks, primarily sandstones, shales, and limestones of Mississippian and Pennsylvanian age. The mineralization occurs in a single horizon which has been overturned and cut into two blocks by a high-angle reverse fault (fig. 2). The mineralized horizon is found at the contact of felsic metavolcanic and rnetavolcaniclastic rocks with overlying intermediate metasedimentary rocks. The local stratigraphic sec- tion from bottom to top is as follows: 1) porphyroblastic quartz- sericite schist (originally a rhyolitic, subvolcanic intrusive); 2) quartz-sericite-chlorite-biotite schist (felsic metavolcanic and metavolcaniclastic rocks); 3) chlorite-talc-biotite-sulfide schist (altered felsic metavolcanic rocks); 4) carbonate-quartz-sulfide [ ] chlorite-tremolite-talc schist (mineralized exhalite); 5) quartz- chlorite schist (silicified tuff); and 6) amphibole-chlorite-feldspar- biotite schist (occasional mafic to intermediate metavolcanic flows).

The definition of high sulfur coal varies from plant to plant and is subject to changes over time as the environmental regulations change. In plants constructed after September 1978 hardly any domestic coal can currently be burned without the use of Flue Gas Desulfurization (FGD) because a 70 percent reduction in potential S02 emission is mandatory even when the potential emission is less than 0.6 lbs. S02/106 Btu heat input. On the other hand older power plants may in many cases be legally emitting up to 6 lbs. S02/106 Btu or more under some State Implementation Plans (SIP). The Clean Air Act requires, however, that in the long run all stationary sources of S02 pollution must abide by the ceiling of 1.2 lbs S02/10 Btu heat input.. Coals with a potential to exceed this limit must, therefore, be considered as high sulfur coals. Such a definition would be unrealistic because many SIP's aim at an emission level of 1.8 to 2.0 lbs. SO2/106 Btu for existing plants and a stricter limit does not appear to be enforceable in the next 5 to 10 years. As a result, coals with an emission potential of greater than 2.0 lbs of S02 per 10 Btu heat input are considered high sulfur coals for the purpose of this investigation. Based on this definition and the 1984 actual consumption of coals by U.S. electric utilities (table 1) only 7 out of the 24 coal producing states could be categorized as low sulfur states. The actual S02 pollution, however, depends on total tonnage of a type of coal as well as the sulfur content of the coal. Table 1 also indicates that only 6 states--Kentucky, Illinois, West Virginia, Ohio, Pennsylvania and Indiana-account for nearly 77 percent of S02 pollution potential in the United States. These 6 states have therefore been chosen for this investigation.

This paper presents an innovative ground support solution developed to construct a tunnel cross-passage for the MUNI Metro Turnback (MMT) Project. A “soft center” jet grouting approach was designed to provide solid ground support while maintaining a soft center to allow for hand-mining of a 2.44 m (8 ft.) wide, 3.66 m (12 ft.) tall and 4.6 m (15 ft.) long cross-passage through soft Bay Mud. Prohibitive costs and schedule impacts associated with mining under compressed air (at the time being used for main tunnel construction) were the catalysts to search for alternative methods for cross-passage construction. Limited surface disruption, relatively low costs, ease of subsequent excavation, nominal schedule impacts and proven local success of jet grouting were key factors in selecting and designing this method of ground support.

Rather than attempting to present a summary of the many and highly varied papers that have been presented at this symposium on sampling and grade control, I will attempt to extract the general philosophy of analysis and approach, and attempt to identify the trend of future developments. First, the term "sampling" is used with its broadest connotations. A sample consists of a representative portion of a larger mass, and must represent the mass not only in the grade of contained metals or minerals, but also in all other respects in terms of mineralogy and mineral quality (1, 5), deleterious materials, recoverability of economic components, physical behavior, geophysical response (1), and even archaeological and environmental aspects (7, 11). The sample must be taken from a locality and in such a manner and quantity that it is representative of the larger rock mass. This calls for complete and accurate geological control and an understanding of the nature and distribution of the contained chemical and physical elements and a record of the effectiveness of the different sampling methods. Second, value of a given mass of ore material is based upon its profitability - the difference between recoverable value and costs to achieve recovery, beneficiation and sale. There is a strong movement in mining geology control toward more complete analysis in determining cutoff grades and in grade control, as illustrated by the kriging of metallurgical recovery factors as well as grade at the Mercur Mine (8). To achieve a "profitability factor" as a guide for economic mining practice requires further integration of: 1) the value of contained metal or mineral, 2) percentage recovery of values, 3) dilution of ore with waste rock, 4) addition to, or loss of value as a consequence of by-product materials or deleterious components, 5) cost of producing a saleable product plus minimum profit to justify the effort (cutoff), and 6) cost of land restoration (7, 11). All these parameters vary with the rock type, rock structure, mineralogy, depth, geometry, mining and metallurgical methods, but they must be sampled and analyzed if sampling and grade control are to reflect profitability. A wide variety of deposits has been presented at this symposium; each deposit with its own problems and special solutions. Deposits containing high unit-value components, e.g. precious metals and diamonds, present special problems in the obtaining of accurate samples and generally require statistical analysis control methods or may disregard or modify occasional high or occasional low values, based upon experience (12). Grade control may be accurate for the long term but may vary for the short term. Bulk sampling is always essential. Deposits containing metals or minerals with low unit value are very sensitive to transport costs, and they are often very sensitive to small amounts of deleterious components or differences in physical or chemical behavior. Problems of sampling and grade control change with the genetic type of deposit, with the stage of deposit development and with the size of the information base. Precious metal epithermal deposits (2, 6, 8), because of rapid vertical zonation and erratic lateral distribution of values, have always been difficult to evaluate and maintain grade control and ore reserves. On the other hand, evaluation and grade control are relatively easy in bulk-lowgrade deposits (4, 13). However, these deposits generally have a low margin of profit and are sensitive to mining and beneficiaton costs, price fluctuations and political costs. Industrial mineral deposits (5) often must be evaluated on the basis of their behavior, rather than by chemical analysis. Environmental impact generally increases with the scale of the operation, but certain elements or minerals have especially high impact effects (7, 11). In the exploration phase there is no production control of sampling procedures and careful geological observations are particularly essential. The greatest number of problems is related to the oxidized outcrop where the chemical environment of the ore body has changed and the contained values may have been enriched, depleted or values left unchanged (2, 6). Present evidence suggests that gold values may be very mobile under certain conditions (2, 6) and stable under others. Everything must be sampled in detail. Principal values and by-product or deleterious elements may vary dependent upon their position within the soil profile. Such factors as geomorphic position, erosion rate, vegetation, climate, etc., may affect the interpretation (1, 3). The present is rooted in the past. This is particularly true in the case of mining operations. Coal mining in the United Kingdom is considered an old Industry comprising today 246 Coal Mines many of which have worked coal reserves in their locality for over 100 years. More than half the current producing mines lie in the Yorkshire and Midlands coalfields. They are in the oldest age group and produce 70% of the Industry's output. Some 50% of the remaining U.K. workable reserves amounting to approximately 98,000 million tons are still available to these regions. Fig. 1 Over the past two decades a gradual erosion of demand for coal in the U.K. has virtually halved the Industry's capacity. The number of Mines has reduced by 53% during the past 10 years. Productivity has increased by some 42% mainly through improvements in the central coalfields which has enabled costs to remain broadly competitive with oil.

In an effort to reduce the risks to underground miners of health hazards associated with exposure to high concentrations of diesel particulate matter(dpm), the Mine Safety and Health Administration(MSHA) published proposed rules in 1998 limiting dpm exposure in both underground coal and metal and nonmetal mines. The proposed rule for underground coal mines would require removal of 95% of dpm by mass, while the rule for metal and nonmetal mines would eventually limit total carbon exposure from dpm to 160 micrograms per cubic meter of air over an eight-hour shift. The comment period for both proposed standards ended on July 26, 1999.In this session, representatives from MSHA, the National Institute for Occupational Safety and Health (NIOSH), equipment manufacturers, labor and industry will discuss the impact of the proposed regulations on mine operations and worker health. Questions will be taken from the audience after brief presentations from each panelist. This paper provides a compilation of written summaries of each panelist’s opening presentation.

The term shortwall mining is somewhat of a mis¬nomer. It may infer a longwall mining system, but of much shorter face length. Actually, continuous pillar mining is a more descriptive term. Coal is mined using a continuous miner as would be done in pillar extrac¬tion, but with the addition of roof supports to control the caving. Face length on such a system typically is 46 to 61 m (150 to 200 ft). The coal is cut in front of the roof supports in the same direction as with a long¬wall shearing machine or plow, but it is mined with a continuous miner and shuttle cars of the same type as used in continuous mining. ROOF SUPPORTS Roof supports for shortwall mining must be con¬siderably larger than those used for longwall mining because of the additional roof to be supported by the wider 2.6- to 3.4-m (81/2- to 11-ft) cut of the continuous miner. Capacities of shortwall chocks in current use vary from about 454 to 726 t (500 to 800 st). The higher capacity as compared to longwall roof supports is needed primarily because of (1) the greater support length, hence more roof weight, and (2) the presence of draw slate in the eastern coal seams, where shortwall is being used. The most popular shortwall support currently used is the four-leg 590 t (650 st) model. This support is shown in Fig. 1. The price of this support is approxi¬mately $25,000 each. As shown in Fig. 1, the shortwall chock incorporates an unusually long forward bar that has an additional hydraulically operated extension bar to provide face support for the wide miner cut. METHOD OF OPERATION Mining Sequence In shortwall mining, two or three (depending upon the chock design) move up cycles of the chock are needed because of the miner cut width. INTRODUCTION The two unit operations in cut-and-fill stoping that would benefit most from increased mechanization are drilling blastholes and moving broken ore to the ore¬passes. Drilling in current practice is done with hand¬held jackleg and stoper drills. Broken ore is commonly moved from the face to the orepass by a small slusher. This type of equipment can be easily moved through the raises. Hand-held drills have a slow drilling rate and require one operator for each machine. Drilling can be done much faster by small jumbo-mounted machines as two or more drills can be operated by one miner. Load-haul-dump (LHD) units move broken ore from the face to one or more orepasses at a much faster rate with less loss and dilution than slushers. These units are mobile and may be used at more than one place during a shift. The problem which must be overcome in applying this higher degree of mechanization is the restricted means of access inherent in current practices. Cut-and¬fill methods are usually applied to mining veins that are narrow, irregular in dip and strike, or where ground con¬ditions require the support of sand fill. The mechanized equipment which is needed to accomplish high produc¬tion cannot be raised or lowered through raises without being disassembled. A jumbo which will give the desired performance would be mounted on a rubber-tired carriage with a diesel engine for propulsion. Twin hydraulic booms run by a small air motor would carry pneumatic drills. Over¬all dimensions of the unit would be about 8 m (26 ft) in length, 1.6 m (5'/z ft) in width, and 1.6 m (5'/z ft) in height. An LHD of the desired capacity would be rubber¬tired and either diesel or electric-powered. The overall dimensions of a 2.3-m (3-cu yd) unit will be about 8 m (26 ft) in length, 1.8 m (6 ft) in width, and 1.5 m (5 ft) in height. It will weigh about 12 700 kg (28,000 1b). It can readily be seen that conventional raises can¬not handle this size equipment. The most desirable means of access enables equipment to be driven into the stoping areas. Ramps can enter the stope by being driven upward in the vein walls or by being developed in the vein on top of the fill as the stope advances. This ramp system not only permits the use of rubber-tired equipment in multiple working places but also enables its removal for repairs without component breakdown. In the proposed method, as in conventional cut-and¬fill stoping, sand fill will replace the mined-out ore. By constructing an inclined timber floor at one end of the stope, a ramp can be maintained on top of the fill and advanced as the stope is advanced cut by cut (Fig. 1). The ramp is, therefore, developed during the stoping process and is only driven as a tunnel when rising over and around the sill and crown pillars. A stoping section consists of three blocks of different geometric shapes. The first and last blocks to be mined will be triangular in the plane of the vein, and the blocks between will have the shape of parallelograms (Fig. 1). The first block will develop the initial ramp by breast stoping and filling to the ramp floor (Fig. 2). The ramp will need to be completed through to the next level be¬fore stoping of the subsequent block can begin. The subsequent blocks are mined by back stoping with the next ramp being developed at the other end of that block (Fig. 3). The length of each subsequent block can be varied without changing the slope of the ramp. As the new ramp is developed, the previous ramp is filled along with the stope cut. Access up and down is maintained through the stope. The final block is again breast stoped as no new ramp will be developed at the end line for jumbo egress. Boreholes provide ventilation between levels as well as utility access. They can also provide a secondary escapeway for personnel during periods of development. These boreholes would be located about 3 to 4.5 m (10 to 15 ft) in the footwall and spaced about 183 m (600 ft) apart along the vein. The orepasses are spaced about 61 m (200 ft) apart in the vein. This spacing allows not only a short tram for the LHD unit but also provides surge capacity for the ore between haulage trains. These passes are raised from the haulage levels. As development progresses, the raises are driven through the sill pillar, and then car¬ried in the fill as stoping progresses. Ventilation and utilities can be maintained through an orepass when it is not needed for ore. The end line orepasses are intended for this purpose as well as for personnel emergency egress. Overall dimensions and criteria assumed to illustrate the ramp method of access in a highly mechanized cut¬and-fill stope are: haulage level spacing of 61 m (200 ft); ramp gradient of 17%; average dip of approximately 1.57 rad (90°); initial stope length of 358 m (1177 ft); subsequent stope length of 179 m (588 ft); average stoping width of 3 m (10 ft) ; sill pillar thickness of 3.6 m (12 ft); crown pillar thickness of 1.8 m (6 ft); bored raises of 1.5-m (5-ft) diam; and cribbed orepasses of 1.2 x 1.2 m (4 x 4 ft) through the sill pillar and 1.2 m (4 ft) square inside the cribbed portion. DEVELOPMENT The ramp access system lends itself well to conduct¬ing the several phases of development concurrently. This paper discusses the challenges to complete the construction of two large underground Metro stations and connecting tunnels in the Tren Urbano system. The completion work includes the installation of specialized mechanical and electrical systems, extensive architectural finishing as well as coordination with systemwide power and controls installed by others. A unique feature of this project was the simultaneous design and construction of the structural/civil/architectural/mechanical/electrical works by KKZ separately from the power and control systems under the management of the Owner, its consultants and other contractors. Completion of this project comes after almost six years of continuous design and construction in a dense urban environment. The project was confronted by many challenges that could only be met with the combined efforts of the Joint Venture team in close cooperation with the Owner and its System wide Contractor. This paper will also address many of the major design and construction changes implemented to suit the Owner’s requirements.

The Zarafshan/Newmont Joint Venture is currently operating in the Republic of Uzbekistan producing in excess of 400,000 oz. of gold per year from low grade oxide ore stockpiles adjacent to the Muruntau open pit gold mine located in the Kyzylkum desert of central Uzbekistan. Four stage crushing and screening produces a final product for heap leaching, Merrill-Crowe processing, and local refining for International market export. The Nuclear Regulatory Commission (NRC) regulation 10 CFR 60 requires that the ventilation system for the geologic repository be designed to: (1) control the transport of radioactive particulates and gases, (2) assure continued function during normal operations and under accident conditions, and (3) separate the ventilation of excavation and emplacement areas. The ventilation system design should take into account thermal loading; maintenance of the retrieval option and-the separation of the development and emplacement ventilation circuits. An analysis was performed by NRC's contractor, Engineers International on the ventilation system design described in the Department of Energy's conceptual design for Nevada. The ventilation analysis is of a preliminary nature. The conclusions presented in this paper reflect the views of the authors and may not represent the views of the NRC. In this analysis, available Nevada Nuclear Waste Storage Investigation (NNWSI) ventilation design information was reviewed and a ventilation network analysis was performed.

Stillwater Mining Company’s, Nye Operation has been producing PGM concentrate since 1987.Several expansions have allowed for increasing capacity from the initial rate of 500 tons per day, to its present capacity of 3,000 tons per day. The expansions were performed with minimal impact upon production and maximum utilization of the existing equipment. The latest expansion incorporates a 6’ X 18’ SAG mill, 13’ X 20’ Ball mill, pebble crusher, rougher flotation cells, 1250 Hp tertiary grinding mill, middling and scavenger flotation cells, and cleaner column flotation cells. This paper will describe the concentrator flow sheet, and controls for improved concentrator performance.

The flotation of calcite has been studied by many investigators, especially in terms of type of collector; pH; and metal ions that activate and, more importantly, depress the flotation of calcite (1)(2). Research was extended to the investigation of the effect of polyvalent metal salts and sodium silicate using these materials added separately or in mixtures (3)(4)(5)(6). Flotation of calcite was also studied with respect to its function as a carrier in the beneficiation of kaolin clays by Ultraflotation (7) (8) (9). The carrier used in Engelhard Minerals & Chemicals Corporation's industrial Ultraflotation operation is calcite. This fact, coupled with the continuing interest in Ultraflotation phenomena, led to a study to determine the effect of polyvalent metal-silicate hydrosols on the flotation of calcite.

Weak rock is an important consideration in tunnel design and construction due to the difficult ground conditions that are often encountered. Nevertheless, when conditions are favorable high advance rates can be achieved leading to economical tunnel construction. Successful construction of a tunnel in weak rocks depends on correctly anticipating the behavior of these unique materials. The objective of this paper is to provide guidelines that can be used to accurately classify the performance of weak rock in tunnels.
