On May 21, 1990, EPA released its Strawman II draft program for mining wastes. It proposes to expand RCRA regulation of mining operations to include materials other than wastes. Strawman I1 would establish strict standards for the states to follow, rather than technical guidance. It proposes to establish performance standards; design criteria; monitoring requirements; and corrective action, closure, post-closure, and financial assurance requirements. It suggests "pollution prevention" concepts for mining operations. This paper explores the Strawman II proposals, particularly the technical criteria, and addresses several of the important concerns raised by industry.

Optimization and sensitivity analysis of mineable economic volumes have been standard practise for open pits for many years now, and more recently software has become available to apply techniques for delineating mineable reserves for underground mines. In general these techniques have been applied to a single resource model to quantify mineable tonnes and grade for underground mining. However by using multiple conditionally simulated models both the risk associated with the mining parameters and the risk associated with variations in grade, tonnes and profit can be quantified. Using suitable software the mine planner can then easily and quickly define and compare alternative designs to assess and improve the robustness of and the confidence in the final design.

As part vi the development of the Coal Quality Expert (CQRN) --a computer program capable of predicting the impacts of coal quality on power plant performance, costs, and emissions control--several nationally important coals are being characterized to augment the coal quality database associated with the software. The project is sponsored by the U.S. Department of Energy and the Electric Power Research Institute (EPRI) under the Clean coal Technology Program. Since 1989, CQ Inc. (a subsidiary of EPRI) has characterized seven bituminous coals from Alabama, Illinois, Kentucky and Oklahoma and six sub-bituminous coals from the Powder River Basin (PRB) in Montana and Wyoming. Coals from the PRB region--being burned more frequently in Midwestern and southern power plants to reduce emissions of sulfur oxide compounds--can sometimes contain significant concentrations of potentially toxic elements. Although no limits were imposed on air toxics emissions from fossil-fuel fired utilities by the Clean Air Act Amendments of 1990, future regulations may be implemented at the conclusion of Federally-mandated emissions studies. One possible result is that any increased utilization of coals, including those from the PRB, may depend on the potential for removing toxic trace elements prior to combustion.

Mine workers using diesel-powered equipment experience the highest occupational exposure to diesel particulate matter (DPM). This problem could be aggravated in underground stone mines due to their unique ventilation challenges with the large openings for airflow. Hence, adequate ventilation in these mines requires a combination of effective ventilation planning and delivering needed air quantities using auxiliary fans and stoppings. To meet this challenge, the National Institute for Occupational Safety and Health (NIOSH) developed the Air Quantity Estimator (AQE) software as a mine planning tool to help underground mine operators estimate the air requirements necessary to dilute DPM in the main air stream to statutory levels. The major parameters required for the calculations are the engine’s horsepower, DPM emission rate, the percentage operating time, catalytic converter efficiency, and filter efficiency. In efforts to provide major updates to this software, this study describes the recent development of a revised version of the Air Quantity Estimator (AQE 2.0). With the revised version, users have access to a comprehensive database of over 40,000 pieces of equipment, can define their specific target DPM level, and can create specific equipment for a customized database, in addition to having an improved easy-to-use interface. The software output provides an estimated total airflow necessary to dilute DPM based on the projected emissions, and the user can generate a related results report. The results also provide the mine personnel with a tool to identify vehicles that are high DPM contributors and could further be used to optimize the ventilation requirement by making changes to the percentage operating time of the engine. This software provides the mine with a user-friendly tool that could help reduce the DPM exposure of workers.

This is the seventh annual tabulation of royalty information. It is also the first year in which some data have been deleted to make room for new data. The concept of royalties evolved from a time when the government owned all of the land, including mines, to the situation where free miners won the right to claim minerals but paid a portion of their production to the royal treasury. Today, a mineral royalty is a payment to the owner of the mineral rights for the privilege of producing the mineral commodity. However, some people incorrectly believe that the selling price and the royalty are the same thing. The contract between the owner (lessor) and the mining company (lessee) is the mineral lease. Some clauses that are common to mineral leases include: identification of property, granting clause, reservations, definitions, royalty rate, taxes and title, indemnity, termination, inspection, assignability, successors, and reclamation. There often are variations in royalty rates for a given commodity that reflect differences in location, quality, market conditions or public versus private ownership. History In the time of ancient Rome, the government owned the mining properties by virtue of conquest. It would lease the mines to favored citizens who would pay rent to the State. Various conditions of sovereign ownership of both land and mineral rights continued in Europe until the Renaissance. As the laws evolved for land ownership by private citizens, the concept that minerals belonged to the State (King, Crown, sovereign) continued until about the 15th century. Free miners challenged the notion of sovereign ownership and won the right to discover and claim minerals. But a portion of their production had to be paid to the sovereign - a royalty. So, the original concept of a mineral royalty was a tax on production that was due to the Crown or Church. The term mineral royalty, as it is known today, is a payment to the owner of the mineral rights (formerly the royal owner) for the privilege of mining and producing the mineral commodity. The owner of the mineral rights, the lessor, and the mine operator, the lessee, enter into an agreement to mine the property. The agreement is the lease. While this concept is common, there are some who do not understand that the royalty is a portion of production paid to the owner as agreed on in the lease document. This author has seen reports where the selling price of a commodity has been quoted as the royalty. ("They get 70 cents a ton royalty at their pit and the guy down the road only has a 65 cent royalty.") These reports have been authored by people not familiar with the mining industry. Lease clauses In addition to the amount to be paid the lessor, there are several other items to be addressed in the lease agreement. The following list may not be all inclusive, but briefly describes most of the common clauses any good mining lease should contain. Identification: This opening clause names the owner (lessor) and the operator (lessee), the address of each, and gives the legal description of the property. Granting clause: This part of the lease gives the time period or duration of the agreement and information about renewal periods. It also has language about the exclusive right of the lessee to mine the property. Reservations: If the owner wants to exclude any portion of the property or set some specific conditions about the operation, there needs to be a clause that describes these reservations. Definitions: This section should address some of the technical terms that the lessor may find confusing - short tons versus cubic yards, dollars versus percentage of average selling price, any escalator indices such as consumer price index or producer price index, and material mined versus material sold. Royalty: This section spells out what the royalty rate will be, how often it will be paid, if there is an annual minimum, the pay dates, and how the records will be kept. This section also describes the conditions under which the lessee is exempt from the annual minimum - natural disasters, strikes, governmental actions, or other causes referred to as force majeure. Taxes and title: The lease needs to identify who is responsible for the property taxes, severance taxes (if applicable), and other taxes that relate to the mining activity - taxes on equipment, improvements, or stockpiles. This is a good place in the lease for the owner to certify his ownership of the property and its mineral rights and also certify that no other leases are in effect. The lessees may want language that allows them to pay mortgages or other debts on the property to keep their lease in effect. Indemnity: This portion of the lease identifies that the lessee assumes the risks for lessee's mining operation. Lessor should expect indemnification by the lessee through standard insur¬ance policies - workers compensation, liability and property damage. Termination: Both the lessor and lessee want language that will allow them to terminate the lease. Money... not many subjects are as personal or as emotional. Hessiod said it well in 700 B.C. "Money is life to us wretched mortals". Are you getting paid enough? Does your company reward its top people? Does coal or copper pay more? Production or engineering? How is the synfuels industry going to influence mining salaries? Do high salaries attract and retain the best people? Do modern compensation systems ensure fairness or destroy entrepreneurial spirit? With our tax system and high standard of living why are we so salary conscious? Salary is not only important for what it can purchase but it is also a yardstick, measuring how well we are doing. We all need money to pay the bills and maintain our standard-of-living, but once we reach a certain point the psychological ramifications become more important than the purely practical side. Even necessary payments like the mortgage and the car are a function of our egos. Are our choices of cars and homes based on simple transportation and shelter?

Water-swellable layered silicates, namely, the smectite clays can remove suspended materials (called herein as debris) and metal ions from aqueous streams. The present study shows that the flocculating and metal extracting abilities of smectite clay-based flocculants can be enhanced when these clays are used in conjunction with a specific anionic polymer. Such performance enhancement is attributed to the following: i) the clay-dispersing ability of the polymeric additive, that would translate into an increase in the clay-surface area available for the attachment of the debris particles onto the clay particles; ii) the possibility of dispersant-to-coagulant transition of the polymer during the later instants of the treatment process, as a result of reduction in solvency of the wastewater for the polymer due to the release of cationic species from the clay-based flocculant solids; iii) metal-complexing ability and adsorption properties of the polymer.

During the last years many new concepts have been presented for magnetic separation of feebly magnetic minerals by using the new high-duty permanent magnetic material especially in Open Gradient Magnet Systems (OGMS). In this respect KHD Humboldt Wedag AG developed an improved version of a drum-type magnetic separator called PERMOS® with a special magnetic field configuration for the NdFeB permanent magnets, which gives a magnetic field strength of at least 0.7 Tesla and a wide working zone outside the drum. The magnet system within the PERMOS® unit is no longer made of relatively large magnet blocks of alternating radial magnetisation; the system is now made up of a multitude of small NdFeB bars with a specially oriented magnetisation. This PERMOS® Open Gradient Magnetic Separator can be used for dry magnetic separations in "top-feed" and 'free-fall" feed configuration as well as in the conventional wet "drum-type" feed mode. It allows high throughput rates of up to 40 metric tons of solids per hour and meter of drum length without any clogging problems, even when strongly magnetic com-pounds are present in the feed material. The important design features and the actual machine characteristics of the improved PERMOS® units for dry and wet magnetic separation are described and typical examples for their commercial application for industrial minerals and for martitic iron ores are presented.

How will technology and innovation be used to help miners reach deposits that are getting harder to access, and what are the dangers of this new world? Who will work at the mine of the future, and what will that work look like?These are questions that do not yet have definitive answers, but they are questions that need to be asked for the mining industry to move into a future that is as filled with uncertainty and challenge as it is with promise and opportunity.On Feb. 16, the 2015 SME Annual Conference and Expo and the 117th CMA National Western Mining Association conference began with a keynote address, "The mine of the future: Forecasting opportunities and challenges for the global mining industry." Panelists from five sectors of the mining industry participated in the session, which was followed by the conference and expo, that in large part, were also trying to answer the question of what the mine of the future will look like.In coming months, Mining Engineering will continue the discussions and answer some of the questions submitted by members of the 2,000-person audience during the keynote address in a monthly feature called, "Predicting the Mine of the Future," and in Thought Leaders Podcasts with the panelists and other industry experts."

As man's need for minerals continues to grow and as the known mineral deposits become depleted, it may be expected that these increased demands will result in greater exploration for additional deposits and at continually increasing depths below the earth's surface. As labor and material costs continue to rise, the need for more economic material handling will be emphasized. The quest for heavier payloads, safely moved at faster speeds from deeper mines, will be vigorously pursued. Strenuous efforts are, therefore, being made in the wire rope industry to develop ropes with greater strength-to-weight ratios than presently available while maintaining the dependability and long life being received from the conventional rope manufactured today. For many years, high quality rope wire has been manufactured from rods of selected steel compositions. Carefully-controlled wire drawing combined with proper heat treatment has resulted in high quality wire and wire rope throughout this period. Refinements in the rod produced from specially-selected high carbon steels combined with the latest improvements in wire drawing and heat treatments have made it possible to manufacture higher strength rope wire of uniform composition and structure that is suitable for use in Special High Strength wire rope.

Wound rotor motors are used in difficult mining applications where there is a need to start high inertia, hard starting loads while limiting inrush current They are recognized as robust and simple to control. This paper will cover the performance, specification, and important issues to be considered when applying medium voltage wound rotor motors in mining applications. Medium voltage grinding, crusher, and conveyor applications will be discussed. Specifically covered are motor efficiency, speed range, and rotor control. Crane motors often have wound rotor construction, but their load cycle and ratings are outside the scope of this paper.

Abstract-Since 1982, the US Bureau of Mines has inves¬tigated improvements in protection for operators of thin seam shuttle cars. Due to working height restrictions in thin seam mines (<_1.22 m or 48 in.). Federal mine regulations require that canopy protection on shuttle cars he provided only in mines >_1.07 m (42 in.). However, court obtained variances are granted to mines <_1.22 m (48 in). This paper presents ongoing research to design and evaluate a uniquely positioned, ergonomic compartment for a shuttle car that provides the operator with full canopy protection in working heights of 1.02 m (40 in.).

A study has been conducted to control iron in copper electrolyte streams using Eichrom Industries’s new Monophosphonic /sulphonic acid resin. The resin strongly and selectively extracts ferric ion over copper and cobalt from highly acidic copper electrolytes. The resin has a loading capacity of 27 g/L of iron and can be readily regenerated. In addition, the new resin can be easily synthesized using commercially available starting materials. This paper presents the experimental results for iron control in copper electrolyte streams using the new resin and discusses its potential applications to other hydro-metallurgical streams.

"INTRODUCTION Beneficiation of ores and minerals in a concentrator plant requires a significant amount of water [1] for the grinding and particle separation processes; most of it ends up being recirculated for reuse, slurry pumps are used after crushing and grinding feeding the ore to a classifier to separate fine-grained material (less than 5 mm) from coarse-grained material requiring further grinding. The lower ore grades [2] in the past couple of decades have demanded an increase on power size and efficiency of process machines to maintain a competitive plant throughput; Hydro-cyclone feed pumps to control both under and over milling or grinding are not the exception; Fig. 1 shows a conventional drive train [3] comprising an (1) asynchronous motor (also known as squirrel cage induction motor = SCIM), a high speed coupling (2), a gear reducer (3) and a low speed coupling (4) attached to the shaft of the pump (5), to accommodate the motor rated speed (typically 1800 rpm) to the process requirements (in the range of 250 rpm to 350 rpm), requiring additional components related to the gearbox: instrumentation, maintenance, disposable lubricants and filters, spare parts, thus reduces the overall system efficiency ultimately reflected into CAPEX and OPEX.WHY VARIABLE SPEED DRIVES FOR CYCLONE FEED PUMPS Hydrocyclones or commonly referred as “cyclones” are one of the most important devices in the minerals industry [4]; almost universally used in close-circuit grinding because of their high capacity and relative efficiency, the evolution of Power Electronics made affordable the use of Medium Voltage - Variable Frequency Converters (VFC) for Cyclone Feed pumps in combination with induction motors larger than 500hp (373kW) to gain multiple benefits: - Soft start with minimum electrical utility disturbance = inrush current mitigation - Full Torque available at zero speed for overload startup with pulp solidification after long still stand periods, superior to any other reduced voltage starting method. - Optimum and constant pump speed (independent of the electrical network or load condition), compared to across the line SCIM operation - Flexible Motor Voltage and Speed regardless of the power distribution Voltage and Frequency - Improved Power Factor (close to unitary), over the entire operating speed range"

Lime addition to acid mine drainage waters (AMD), possibly accompanied by aeration, has been the basis for their remediation by precipitation of predominantly metal hydroxides. An efficient novel alternative technique causes precipitation of double M(II)-M(III) hydroxy sulfates which readily precipitate and are easily dewatered. When the Fe(II)/Fe(III) + Al(III) ratio of the AMD is appropriate, the Green Precipitate (GP) Process provides a more effective alternative to normal liming/aeration. The process can be adapted to give a continuous in-line treatment by the choice of suitable computer-controlled reactors designed to improve the liming efficiency, reduce scaling and control the rate of treatment. The processes are described in terms of the chemistry involved.

At the 25th Peruvian Mining Convention, the start-up of Antamina was called ?the mining event of the year.? Antamina, one of the largestcopper-zinc mines in the world, began operations in May 2001.Augusto Baertl is Executive Chairman of Compañía Minera Antamina, the operating company. He said in a convention address that Antamina would be in full production in 2002. ?I would like to stress that Antamina is, in every respect, a highly stringent operation, as it intends to be the Peruvianmine of the future,? Baertl said. ?Antamina has set the target of being, and remaining throughout time, a model mine as to technology, environmental practices and social responsibility.? [ ] In the areas of technology and operations, Baertl noted that ?we have incorporated the best engineering design available and state-of-the art technology for mining, grinding and transportation processes, among others.? In the environmental area, he said that ?we have carried out careful environ-mental impact studies and have incorporated modern technologies and methods to control and minimize any environmental impact.? In the social field, Baertl noted that ?our relationship with neighboring communities is being developed under the premises of the social responsibility philosophy.? These include popular consultation processes, environmental committees and conciliation discussion committees. The purpose, he said, is to encourage communities located within the area of influence of the project to find and lead by themselves their path toward sustainable development, beyond the life of the operation itself.?

In 1995 I was asked to participate in a litigation matter between a corporation and its insurance carriers concerning insurance coverage for remedial costs at a large, environmentally contaminated closed-down former industrial facility. One of the buildings on this site became known to the lawyers representing the company as “the infamous Building 8”. This building housed millions of documents retrieved from various locations at the facility while it was being shut down. It became apparent that the facility management had no document destruction policy, and thus Building 8 contained internal memoranda, notes, copies of correspondence, permits, operating records, inventory records, and the like from fifty years of operation. Needless to say, some of these documents, all of which were subject to discovery by the insurance companies in the litigation, contained material that was less than helpful to the company’s case. Of course, there were also a few helpful documents, but the overall usefulness of these records was outweighed by the negative impact they had on the conduct of the litigation. A second example involves e-mail. Several years ago, acting on an anonymous complaint that we later discovered was made by a disgruntled former employee who had been fired, a small army of federal environmental investigators descended on a client’s operating facility and, armed with a search warrant, literally commandeered the facility’s EH&S department. The investigators impounded the computers of the EH&S personnel and extracted all of the data from the hard drives of those PCs, as well as all EH&S related files from the hard drives of several servers used by the facility. These computers contained many years’ worth of stored e-mails, draft letters and memoranda, and other documents that provided grist for a four and one-half year criminal grand jury investigation of the facility and its EH&S staff. Both of these companies would have benefited from following a rigorous, enforceable, corporate records policy. Here is a third problem. My client had, during the 1960s, made a brief, and unprofitable foray into the nuclear fuel processing business. It ultimately sold the subsidiary, and was forced to give the purchasing company a broad indemnity against future liability. As might be expected, years later the facility was found to have considerable soil and ground water contamination both by chlorinated solvents and low-level radioactive material. Several years into the remediation program, my client discovered a tractor-trailer load of files, apparently removed from the subject facility, sitting in a parked trailer in a company-owned lot 300 miles away from the facility, where they had been for nearly thirty years. These documents were not helpful to the client, but had to be reviewed, at considerable cost, by paralegals. Moreover, several of the boxes turned out to have been mildly radioactive, setting off a chain of health and safety issues that consumed tens of thousands of dollars of legal expenses before they were resolved. Today, formal, enforceable corporate records management programs have become an extremely important element of overall corporate management. What was for most of the last century little more than a low level warehousing function is now a critical, actively managed, operating function that affects every level of corporate management. The rapid assimilation into corporate culture of electronic document management and the prevalence of e-email as the primary means of internal communication have created records management complexities the likes of which were not even conceived of fifteen years ago. Record preservation and destruction are no longer matters that can be handled on an ad-hoc decision making basis. Because of regulatory requirements affecting various classes of documents and the litigation consequences of ad hoc retention and destruction of corporate business records, and the need to have the ability to quickly retrieve documents in either a litigation or business negotiation context, a set of records management norms have evolved over time that have become the core elements of virtually every corporate records program. Gold Fields acquired an option to purchase the Cerro Corona Project, located in Hualgayoc, Cajamarca Department, Perú, in December 2003. In January 2006, the option was taken up and the transaction closed. During the intervening months, Project development occurred against the backdrop of a Presidential election, increasing national social activism and environmental regulation, rapidly escalating operating and capital costs, as well as unprecedented demand for engineering and technical skills. Project “Lessons Learned” are outlined and discussed in the context of an evolving strategy.
