Common clay is a natural, fine-grained material composed of hydrous aluminum silicates. Shale is a laminated sedimentary rock that is formed by the consolidation of clay, mud or silt. Production About 150 companies produced common clay and shale in 41 states. In states not reporting production, common clay and shale probably was mined and sold for construction applications by companies not participating in the U.S. Geological Survey (USGS) canvass of producers. Domestic production in 2005 was estimated to be 24.8 Mt (27.3 million st) valued at $176 million. This was based on a preliminary survey of the common clay and shale industry. The leading producer states, in decreasing order by tonnage, were North Carolina, Texas, Alabama, Georgia and Ohio.

Free energy of interaction between particles in water can be calculated if one knows the values of appropriate interfacial tensions, which in turn can be determined from the surface free energies of the particles involved. The latter can be determined using the Van Oss-Chaudhury-Good (OCG) equation. This method requires the measurement of contact angles of well-defined liquids on the surfaces of the particles of interest. In the present work, the contact angles were determined using heat of wetting, capillary rise, and thin-layer wicking methods. The results are compared, and the utility of the surface free energy data obtained from the contact angles are discussed.

Mega projects present unique challenges with regard to estimating costs. With such projects, which may span decades, these challenges often begin as soon as a project is conceived. The importance of having a sound, resource based estimate avail-able early in the process cannot be overstated because it provides the basis for ongoing project decisions. For the final phase of providing an updated cost estimate, often while bidding by contractors is underway, the Engineer?s Estimate (EE) must incorporate present market conditions; account for possible volatile material price swings; be based on actual labor and fringe costs; rely on meaningful productivity rates; and accommodate any recent technology advances while identifying and allowing for risk factors. This paper explains the benefits associated with consultants adopting a contractor?s estimating approach when preparing the Engineer?s Estimate on mega projects like the various tunneling projects in New York City.

Illumination is essential for mine safety because miners depend most heavily on visual cues to detect hazards associated with slips/trips/falls and powered haulage. The National Institute for Occupational Safety and Health (NIOSH) is conducting mine illumination research to improve miner safety by enhancing a miner?s ability to see mine hazards. Thus far, 16 papers have been published covering diverse topics such as cap lamps, machine-mounted lighting, glare, lighting maintenance, and light-emitting diode (LED) technology issues. NIOSH has also developed an LED cap lamp, LED area lighting, and a Visual Warning System (VWS). This paper provides an overview of the improvements from NIOSH-developed lighting that include: 94% faster trip hazard detection with the NIOSH LED cap lamp; 79% faster peripheral motion detection to detect pinning/striking hazards; no increase in glare; 71% faster machine movement hazard detection with the VWS. Current research is described concerning an LED cap lamp for metal/nonmetal miners, illumination for refuge alternative deployment and inspection, and whether lighting could be used to improve miner escape and rescue in smoke. Lastly, future possibilities of using lighting to improve miner safety are described.

Creede, one of the younger major mining camps in Colorado, grew spectacularly to a town of eight or ten thousand people in the early 1890's following discovery of rich ore in the Amethyst and Last Chance mines. Gross metal production in gold, silver, lead, copper and zinc rose to a maximum of four million dollars a year in 1893. Annual production dropped to much lower figures and ranged between one hundred and five hundred thousand dollars per year during the period from 1914 to 1940. Production reached a gross of eight hundred thousand to one million dollars per year by the mid-1950's. In the years 1953 to 1957, Steven and Ratté conducted geologic investigations which were carried on as part of a cooperative program of the U. S. Geological Survey and the Colorado Metal Mining Fund Board. In a preliminary report on the Creede District, Steven and Ratté suggested that the Bulldog Mountain Fault Zone appeared to be a favorable structure to prospect. On the basis of that recommendation, augmented by independent work done by Manning W. Cox, the property was acquired, transferred to Bulldog Mountain, Inc. and financed by an O. M. E. loan. Late in 1963 Homestake Mining Company, under a Lease and Option Agreement, backed the venture by furnishing additional funds plus management.

"Around Minneapolis and Saint Paul, Minnesota, the local geology includes the St. Peter Sandstone, which is easily minable and has facilitated construction of interceptor tunnels for storm water and sanitary tunnels since the 1800s. The elevation of the geologic units allowed gravity-driven flows from the downtown areas all the way to the Mississippi River. Through many years of service, some of these tunnels have experienced degradation and require maintenance. Additionally, increased stormwater surface runoff can result in internal pressurization of the tunnels, accelerating degradation. Because structural failure or collapse of any of these interceptor tunnels would create a significant repair challenge, the city of Minneapolis has been inspecting and designating tunnels in its system for periodic review and repair. One of these, the St. Mary’s/Hiawatha tunnel, was rehabilitated using a grouting program. A hydrologic model was also used to improve understanding of pressurization events during some storms, leading to construction of a near-surface pressure dissipation chamber to provide increased hydraulic capacity. BACKGROUND The St. Mary’s/Hiawatha tunnel in Minneapolis has three segments; the first two were constructed in 1942 and the third was added in 1987 (Figure 1). Segment 1 is approximately 4,700 feet in length and outlets to the Mississippi River. Segment 2 intersects Segment 1 approximately 3,500 feet upstream of the river outlet and continues for approximately 2,500 feet in a southeasterly direction. The third and newest segment is approximately 500 feet long. There are four different cross sections of tunnel along the entire system.Originally, tunnel construction often consisted of mining the St. Peter sandstone with a pressurized water lance and constructing wood lagging support (Payne, 1967). An underdrain was generally installed below the invert during construction; this resulted in localized dewatering and provided groundwater control during construction. Non-reinforced concrete liner sections were cast in place. Often void space existed between the tunnel liner and the native sandstone bedrock. These voids, particularly in the crown, prevent direct contact between the liner and the bedrock."

In 1978, Congress established a series of mineral institutes for a limited time to assist financially in mineral industry education and research. Later, education and research were separated, establishing generic institutes for specialized research that transferred the former research budget from the base mineral institutes program. One of the generic institutes is the Mine Systems Design and Ground Control (MSDGC). It provides for research funding specifically for mining. Other parallel generic institutes were established in pyrometallurgy, comminution, waste management, etc. MSDGC was established at Virginia Polytechnic Institute and State University(VPI). The founding group included the University of Alabama, University of Kentucky, University of Nevada Reno, University of Idaho and University of Alaska reporting through VPI to the US Bureau of Mines (USBM) and Congress. Other universities also participated on an ad hoc basis.

Mining companies require accurate short-term mining forecasts to meet budget targets and customer needs. Challenging mining conditions along with employee turnover and lack of standard geologic modeling and mine planning processes can result in time-consuming and inconsistent mine plans. Documentation and automation of the processes involved in mine planning, as well as proper software utilization, are critical in overcoming these challenges. This paper discusses the steps involved in achieving an optimized mine planning system to accomplish productive and cost effective operations. In addition, a case study is included to describe the process of implementing a semi-automated system whereby the geologic model and mine scheduling database are updated monthly to incorporate changes in geology in a relatively complex open-pit coal mine. This case study proves that the ability to update geologic models based on the latest information gathered from production drilling and mining activities can greatly enhance the ability to accurately predict short-term mining production.

The California High Speed Rail Authority (Authority) was created by the State of California through legislation in 1996. The purpose of the Authority is to plan, construct, finance and operate a statewide intercity high speed passenger rail system. In 2004 the Authority prepared a programmatic level environmental document in compliance with the California Environmental Quality and National Environmental Protection Acts (CEQA and NEPA).The Authority and Federal Railroad Administration (FRA) were the lead agencies overseeing the development of the environmental documentation. The resulting document includes two volumes and 64 supplemental technical reports analyzing the transportation needs for California and the selection of an approach to meeting the project transportation needs. The Programmatic Environmental Impact Report and Environmental Impact Statement (EIR/EIS) identified High Speed Rail as the most environ-mentally protective, sustainable and economical approach to meeting the state?s projected transportation needs.

This paper presents a hydrologic closure design concept to minimize the risk of water discharges from closed mine tailings facilities. It evaluates the applicability of U.S. Nuclear Regulatory Commission guidelines to develop acceptable designs for the closure of tailings facilities that have a calculated adequate surcharge capacity for environmental protection and an emergency spillway for dam safety. The guidelines provide a basis to estimate an acceptable surcharge capacity of a Probable Maximum Flood series for storage of surface runoff. To be conservative and for redundancy with respect to dam safety, an emergency spillway is provided to pass the Probable Maximum Flood. Depending on the annual water balance, the surcharge capacity may be used by surface runoff and minor amounts of sediment that accumulates in the impoundment from year to year. The emergency spillway crest is then set at this level or above the surcharge capacity, whichever is higher. An example is given of the active Red Dog Mine tailings facility in Alaska where this method was used for the preliminary design of the tailings main dam at its ultimate closure configuration.

The main phosphate minerals, apatite and francolite, are characterized by intensive selective photoluminescence, connected with impurities of Eu2+, Ce3+, V4+, Mn2+ and (UO22+ ). The non-uniform distribution of phosphate minerals in lumps makes photoluminescence sorting possible. As result, an intermediate product is recovered which is enriched by P205 and has relatively small amounts of chert, dolomite, calcite, fluorite, etc. In the case of Zin Phosphate Plant coarse rejects, for example, it is possible to separate a product enriched by francolite, practically free of chert and with a lowered calcite content. This material is suitable for flotation, with a potential 6-7 % increase yield of concentrate.

Introduction The weight of a Mining Truck can be affected by field modifications, the selection of items like tires, rims or even the conditions in which it operates. Truck performance and the compliance with a number of ISO standards, e.g. braking, steering and ROPS are dependent on truck weight. It is critical that truck owners understand the impact of changes in weight1. What makes this even more difficult for owners to evaluate is that there is no standard terminology or definitions for Mining Truck weights. This paper discusses and defines weight terminology, how it applies to performance and standards and the impact on the application of Mining Trucks.

Maintenance costs in the mining industry often account for as much as 18-20% of total operating costs and with the cost of labor and materials rising, they threaten to become an even larger percentage of the total. Yet, without an effective maintenance program costs can soar beyond what they would be without a program. In other words, when production equipment is down, there is no production and no product to sell in the marketplace. This cost of downtime in lost product far exceeds the actual cost of maintenance, which is defined here as labor and materials. Thus, mine management must have an effective maintenance program to avoid downtime and meet production targets. Attaining an Effective Maintenance Program Many mine management and operations supervisors believe that an effective program is a function of how hard they push maintenance. Yet, when vital production equipment is inoperable and production is lagging, no amount of pushing helps. In actuality, maintenance has little control over its own destiny and needs support from other departments to deliver good service. Success of the maintenance program depends on gaining control of those factors that directly influence maintenance. Consider the following. Organization-The maintenance organization must be structured for maximum responsiveness to production needs. Unfortunately, some needs are immediate and many are unknown in advance. The maintenance department has little control over them. These outside influences limit the department manager's ability to control his own organizational structure. Preventive maintenance procedures-Routine lubrication, equipment inspection, minor adjustments and the like are controlled mostly by maintenance. Yet, scheduling preventive maintenance depends also on the availability of equipment controlled by other departments. Planning-The purpose of planning maintenance jobs is to ensure that the best use is made of maintenance resources. If the production department creates an environment of running repairs and emergencies, there can be little planning. Even well-planned jobs will suffer if there is less than full cooperation in carrying them out. As a consequence, the maintenance department is not blocked from planning, but the value of its planning is reduced. Scheduling-Maintenance scheduling should be a joint effort. Although maintenance does the planning, production must agree to the scheduled maintenance of its equipment. Workload-As a service organization, the maintenance department has limited control over its workload because it must consistently respond to other department's demands. At best, maintenance controls only the fixed portion of its workload-utility work, janitorial service, maintenance shop work, and assigned repetitive and preventive maintenance duties. Unscheduled and emergency work are initiated by operations. Major maintenance actions require full cooperation. Labor productivity-The effective use of labor is tied to other key functions of maintenance. These include organization, preventive maintenance, planning, scheduling, and emergency work. An area type organization, for example, can often respond more quickly to immediate needs than a centrally controlled maintenance group. Yet, area maintenance can result in lower labor productivity unless tight control is exercised. One of the advantages of a good "detection-oriented" preventive maintenance program is early discovery of problems and better opportunity to schedule corrective work in advance. Under planned work conditions, use of labor can be more productive. Complete planning and scheduling can minimize time spent on each job, increase effectiveness of supervision, and improve labor productivity. Finally, if emergency work is minimized, there are fewer delays, less lost time, better coordination, and more productive use of labor. While labor productivity is an important factor in carrying out maintenance, it also is influenced by outside factors. However, few realize the impact of being able to improve maintenance productivity. An initial point that I would like to make very emphatically?and as our title might erroneously suggest for those of you old enough to remember . . . Peter Harben and myself do not intend to shoot ourselves in the foot. We derive our livelihood from a number of aggregate, industrial and other minerals producers, both here in the United States and outside. This paper, therefore, is a fence-straddler or for information purposes (we hope) only, rather than any "fur or agin" stances. In essence, some of you may consider it a U.S.G.S. publication! In fact, we hope that it serves to inspire aggregates producers to do some radical thinking, to promote introspection, and to that end it would benefit both domestic and foreign producers. The title could be shortened into a brief question of "Aggregates Travel?" with an emphatic no for the answer. In the past, the success of a construction materials venture depended upon your ability, through siting, to provide the customer f.o.b. the job site, a product at the lowest possible cost.

INTRODUCTION As illustrated in Figure 1, the Washington Metropolitan Area Transit Authority's (WMATA) rapid transit system (METRO) ultimately will comprise 100 miles of line divided among 10 routes. At this time about 46 per cent of the system is under construction or in operation. Planning and design of an additional 38 per cent is at an advanced stage. Of the 84 miles under development or construction, about 10.4 miles consist of soft ground tunnels, and another 1600 feet of mixed face. This paper describes most of the factors considered by designers in setting grades for such tunnels. It is hoped the paper will be a useful guide to planners and engineers in developing similar transit systems. The problems faced in Washington, including those related to geology, are not so unique that the solutions cannot be applied to other systems. The paper also may be of interest to contractors who have not perceived the logic behind the selection of a particular vertical alignment. An attempt is made to explain the background constraints that make most tunnel alignments a compromise among competing alternatives. Readers might assume that the choice of alignments is largely controlled by geological conditions. In fact this is merely one of many factors to be considered.

The generation of microscopic bubbles by cavitation may enhance particle-bubble attachment and improve flotation performance. It is shown in this paper that tiny bubbles or cavities can be generated by strong shear and turbulence in high speed liquid flows. These conditions create the necessary pressure fluctuations in the bulk water to cause the local pressure to drop below a critical value. The formation of bubbles is favored by high dissolved gas contents to promote gas diffusion into the cavities, and by the presence of surfactants to provide some mechanical strength due to the adsorbed film. Experimental results on bubble formation by cavitation and consequent flotation of fine silica (d50 = 1.6 µm) are presented.

The 2000 inductee, guest of honor and featured speaker at the banquet will be Ronald C. Cambre, chairman and chief executive officer of Newmont Mining. He will be honored for his role in positioning Newmont as an innovative and key player in the gold mining industry.

The deployment of large machinery for low cost, bulk surface mine production operations has resulted in high-impact shovel loading operations (HISLO). In extreme cases, shovels load large dump trucks with 100-ton (or more) passes generating high-impact forces under gravity. HISLO generates high-frequency shockwaves that cause severe truck vibrations exposing operators to whole body vibrations (WBV). Current research study in this area has established that the vibration levels affecting the operator?s seat, lower-back, lumbar and cervical regions fall within the extremely uncomfortable zone compared to the ISO 2631 comfort zone. These results pose health threats to truck operators over long-term exposure to these vibrations. In this paper, the authors will examine engineered solutions to mitigate these health threats.

"In June or July 2005, the European Commission will present its Thematic Strategy on the Sustainable Use of Natural Resources proposal to the Council and European Parliament, one of the seven Thematic Strategies to be developed and implemented under the 6th European Environment Action Programme in support of the European Union’s Sustainable Development Strategy defined by the European Union’s Head of State at the Göteborg European Council, in June 2001. The time scale for this Thematic Strategy is 25 years (2005-2030). This paper discusses some of the key issues related to the EU minerals and metals industry that needs to be addressed by the Strategy. These are: - the need for access to mineral reserves in the EU and abroad; - the need to strenghten the capacity of developing countries to sustainably promote and regulate the use of their mineral potential; - the need for an EU mineral resources intelligence capacity. There are additional important needs, which are not discussed in this paper, such as: - the need to foster further innovation in mining, ore beneficiation and metallurgical technologies; - the need to integrate and simplify the exisitng complex regulatory framework applicable to the EU mining industry and to effectively implement existing legislation."

This paper describes the field application of the NTH fracture classification to rock encountered in the construction of the 9.6 km long, 10m diameter, Second Manapouri Tailrace Tunnel. Excavation of the tunnel was undertaken by TBM between 1997 and 2002, in gneisses, granitic and diorite rocks. The paper outlines an adaptation of the NTH fracture classification used during the geological logging of this tunnel. The NTH fracture classification was primarily applied to assess discontinuity spacing for tunnel support requirement decision-making. The paper includes some general comparison of NTH classes with overall penetration rate.
