INTRODUCTION The first phase of the Los Angeles Metro Rail Project consists of 7.1 km (4.4 miles) of subway and stations running through downtown Los Angeles from Union Station to MacArthur Park. Shank-Ohbayashi has two of the tunnelling contracts on this initial phase: A-171 and A-146. Contract A-171, the Wilshire/Alvarado Line, involves tunnel construction beneath 7th Street from the 7th/Flower Station to the Wilshire/Alvarado Station. The project consists of the excavation and lining of 3000 m (9900 ft) of twin-bore, 6.7 m (22 ft) excavated diameter, 5.5 m (18 ft) finished diameter subway tunnels. Contract A-146, the 5th/Hill to 7th/Flower Tunnels, comprises 1220 m (4000 L.F.) of twin-bore tunnel identical in cross section to the tunnels in Contract A-171. The majority of the excavation on Contract A-171 is beneath city streets in a weak siltstone/claystone bedrock with cover varying between 10 m and 25 m (32 ft and 82 ft) to the street surface. Approaching the 7th/Flower Station some fine-grained alluvium is encountered. The tunnels on both contracts are excavated with an open face digger equipped shield. On Contract A-146 the tunnel alignment is a 305 m radius curve of approximately 550 m (1800 L.F.) length underneath several multi-storied buildings of various construction. Excavation is still ongoing on Contract A-146. The contractor's choice for initial tunnel support on both contracts is a system of precast concrete segments similar to what the contractor had used on 7 miles of tunnel in Phoenix, Arizona, for the Arizona Department of Highways.

A study of coal pillar strength was done at the Beehive Mine during a three year period, 1974?1977, in a cooperative effort involving the University of Utah, RE/SPEC, Inc., and the American Coal Company (Pariseau et al, 1977). The Beehive Mine is located in the Wasatch Plateau coal field in central Utah near Orangeville, Utah, where mines are developed from outcrops between steep canyon walls with topographic relief of a kilometer or so (3,600 ft). Coal is found in Cretaceous sediments that dip gently to the west. Detailed geology of the Wasatch Plateau is described by Doelling (1972). Mining was done in the Blind Canyon seam. An earlier Deseret Mine worked the Hiawatha seam that is lower in the stratigraphic column by about 36 m (120 ft). Mining progress and ownership changes occurred in time with mine mergers and name changes eventually to the collective Des-Bee-Dove label. At the Beehive Mine, depth varied with topography but was approximately 360 m (1200 ft) on average; seam thickness varied from 1.5 to 6 m (5 to 20 ft) and usually required two passes of the miner. The mine was eventually closed and finally reclaimed in 2003. Semborski and Oakley (2006) present a brief history of the mine and describe the reclamation work in some detail. Figure 1 shows the surface topography in the vicinity of the mine that is in the center of the figure.

The purpose of this paper is to show how contractual problems are resolved in these countries. The focus will be put on describing the theoretical approach, several case studies will show how contractual problems were dealt with on site.

INTRODUCTION The British mining industry comprises 228 nationalised coal mines producing some 113 million tonnes of deep mined coal and employing 242,600 persons of whom 185,200 work below ground. There are in addition 174 small privately-owned coal mines employing 1500 persons underground and producing 1.5 million tones of coal. In the non-coal sector there are 108 privately-owned mines producing some 20 different minerals, including tin, wolfram, fluorspar, potash, rock salt, china clay, ball clay and fireclay. There are currently 4,100 persons employed in these mines of whom 2,346 are employed below ground. One mine producing potash employs 870 persons of whom 465 are underground workers. Since 1975 all matters relating to the health and safety of persons at work and of the general public who are exposed to industrial hazards have come within the purview of the Health and Safety Executive (HSE). The Mines and Quarries Inspectorate (MQI) is a constituent part of that organisation and enforces legislation applicable to all mines and quarries. The National Radiological Protection Board (NRPB) is a statutory and independent body that was established in 1970 to advance knowledge and provide information and advice about radiological protection. The NRPB has an agency agreement with HSE to provide advice and services relating to radiological protection, including protection against exposure to radon decay products in mines. There are as yet no statutory requirements controlling exposure to this source of radiation in Britain. Investigations for the presence of radon in British coal mines were begun in the mid 195Os. The concentrations found were of low order, typically around 2 pCi/l (Duggan et al., 1968). This was not surprising since big coal mines are well ventilated to control methane and airborne dust and it is now generally accepted that radon and its decay products do not constitute a health hazard in British coal mines. At one or two small mines where igneous intrusions were in close proximity to the coal workings, slightly higher readings were recorded. The MQI then commissioned NRPB to make investigations at metalliferous mines and in these much higher readings were detected. It was later agreed that the NRPB should undertake a survey of all non-coal mines in Britain to establish the extent of the problem. This survey was conducted mainly in 1973, (Strong et al.,1975) and follow-up surveys at various mines have since been conducted by the MQI. These investigations revealed that radon readings could be high in mines producing tin, haematite and fluorspar. Some small mines working other minerals in the same localities also showed high readings. More recently owners have been making environmental measurements at mines where there was some cause for concern. LEGISLATION AND RADIATION STANDARDS As a result of the survey work for MQI the Board in 1975 recommended an occupational limit of 4 WLM in a year from radon decay products together with a programme of radiological supervision (Strong et al., 1975). The MQI accepted the recommendation and advised employers and employees that the 4 WLM limit should be adopted. The limit corresponds to a concentration of 0.3 WL, equivalent to 30 pCi/l of radon-222 in equilibrium with the decay products, and was in accordance with an earlier recommendation by the International Commission on Radiological Protection (ICRP, 1959). ICRP recommendations are usually endorsed in Britain. It was recognised that some years would probably be required to achieve general compliance, and this is proving to be the case. Some confusion has been caused in Britain by the conflict between successive Euratom Directives on this and other standards of safety. As relative newcomers to the Community, we were not affected by earlier Directives, but the situation is different now. In 1959, the Commission of the European Communities provisionally recommended a maximum permissible concentration for radon-222 and daughters of 3 x 10-7 µCi/cm3, which corresponds to 300 pCi/l (CEC, 1959). The number was affirmed in 1962 (CEC, 1962) and reaffirmed in 1966 (CEC, 1966) but without any specification of the state of equilibrium. In 1976, the CEC again recommended 300 pCi/l, but on this occasion, the daughters were assumed to be present in the same quantities as in unfiltered air (CEC, 1976): this implies 40 WLM a year in poorly-ventilated mines. The formula is repeated in the latest version of the Directive (CEC, 1980), but the value is now said to be an interim one because it might not ensure compliance with the appropriate dose limit. ICRP (1955) recommended 300 pCi/l in equilibrium with the decay products in 1955 and reduced this value to 30 pCi/l for unfiltered air in 1959 (ICRP, 1959), endorsed it for equilibrium conditions in 1976 (ICRP, 1976), and held to it until 1980: these values imply respectively 40 and 4 WLM a year. The recent recommendation of the ICRP (1980) that the annual limit of intake for the decay products should be 0.02 J in a year corresponds to 5 WLM, but there is a rider that reduction should be made for exposure to gamma rays and long-lived airborne radioactivity. An allowance of 20% is suggested for uranium mines, implying 4 WLM a year for the decay products. The

Earl C. Herkenhoff Publication of the article "The Flotation Behavior of Digested Asphalt Ridge Tar Sands" by R.J. Smith and J.D. Miller has confirmed and again spotlighted a most significant and important development in the field of tar sand and heavy oil mining. This is the ability to recover 95 % of the bitumen in dry tar sands by a hot water process. The initial investigation by Miller and Sepulveda in early 1978, "Separation of Bitumen from Dry Tar Sands," was the first blockbuter. It is disappointing that there has been so little scientific and industry ackowledgement that the authors laid to rest the long entrenched belief that the sand grains had to be "water wetted" for a hot water process to be applicable. Dr. Miller and his researchers at the University of Utah used slightly different mineral dressing terminology in describing their process but it is essentially the old, established technique of high solids attrition scrubbing at elevated temperatures with a conditioner or modifier, followed by dilution and froth flotation. Similar techniques were described in detail for other nonmetallic minerals in the mid-1940s by Stuart Falconer of American Cyanamid Co. The authors used a 15-minute "scrub" period (or in their terminology "digester step") at 73% solids and 95°C (203°F) in a 0.3 m solution of sodium carbonate -about 4 kg/t (8 lb per st) of tar sand. Flotation was at 10% solids. Obviously, the scrub is an expensive step with respect to energy input but the high recovery of bitumen appears to justify it. Two basic questions then arise: • What are the effects of shorter scrubbing time, lower temperature, and less sodium carbonate? • Would a two-stage approach be advantageous? That is, could you get the major proportion of the bitumen with a mild scrub and apply the high power and temperature only to the refractory portion? These variables should be evaluated. Apparently, all results were only for rougher flotation. What would the grade and recovery of bitumen be if multiple cleaner flotation steps were employed? We must concede that a 60-62% grade of bitumen leaves considerable room for upgrading. Finally, it should be noted by all executives who approve funds for heavy oil recovery schemes, most of which are variations of in-situ methods, that mining can yield a 95% recovery of bitumen. That is correct, 95%. Imagine what that does to the total barrels recovered from a heavy oil resource compared with the scrawny 30-35% maximum recovery we are getting now. The conclusion-let's mine heavy oil and tar sands. Reply by R.J. Smith and J.D. Miller We, too, share Mr. Herkenhoff s enthusiasm for the mining of tar sands-heavy oil and continue the development of related processing technology. Specifically, it will be noted that by appropriate control of bitumen viscosity in the feed (probably the most important variable for successful separation) the recovery can be accomplished at low digestion temperature and low addition of alkali. A 91 t/d (100 stpd) pilot plant based on our technology is now being operated by Enercor in Salt Lake City (Hatfield, Oblad, and Miller, 1982). In these same pilot facilities, rougher concentrates containing more than 80% bitumen on a dry basis are being produced from Asphalt Ridge Feed. However, the processing of certain other tar sands results in incomplete digestion of bitumen/sand aggregates as discussed elsewhere (Miller and Misra, 1982). Such undigested aggregates are shown in Fig. 1. In this regard, it is intended that a recycle stream will be installed in the pilot plant to provide for redigestion of middling products. Further details regarding surface chemistry aspects of this tar sand technology have recently been published (Misra, Aguilar, and Miller, 1981). Continuous monitoring of carbon monoxide and other fire-related parameters by means of an atmospheric monitoring system (AMS) is used in the mining industry for early fire detection. Researchers at the U.S. National Institute for Occupational Safety and Health (NIOSH) have developed a direct method to calculate the fire heat release rate (HRR) when a mine fire is close to the AMS sensors, but this method is only applicable to the case where a fire occurs in AMS-monitored airways. This paper presents an improved method for determining the fire HRR using AMS sensor data at any location downstream of the fire. The method was validated using a full-scale diesel fire test conducted in the Safety Research Coal Mine at NIOSH’s Pittsburgh Mining Research Division.

Can the United States mining industry achieve its long-stated goal of zero fatalities ? and what will it take to do so? Does it require new laws and regulations, as some propose, and a continuation of the commandand- control model that has been born out of more than 40 years of regulation and enforcement under the Federal Mine Safety and Health Act of 1969? Or, is it time to consider a new model to manage safety and health and drive continuous, sustained improvement? These are questions that many are debating as mine safety performance, while improved, appears mired in a trough where improvement followed by declines seems to have become the rule rather than the exception. Without doubt, U.S. mines have made significant progress in safety performance during the last four decades, yet the stalled decline in fatality numbers, the industry?s report card of its success or failure, has led some to question whether the industry will achieve zero fatalities in U.S. mining by relying solely on the Mine Act?s framework and implementing its regulations. These are questions the CEO-led task force, set up by the National Mining Association (NMA), considered as it sought to identify impediments to zero fatalities posed by the current regulatory regime. Out of that effort came CORESafety, a common safety and health framework that relies on a management system approach to improve safety and health performance. The goal of CORESafety is to achieve zero fatalities and a 50-percent reduction in the rate of injuries in U.S. mining within five years ? 0:50:5. CORESafety is built on the plan-do-checkact model, which has been successfully deployed by industries, mining and nonmining alike, to drive continuous improvement in safety and health performance. The improvements in safety performance that can be achieved by shifting from a command-and-control regulatory approach to a risk-based systems approach built on the plando- check-act model have been documented in numerous industries. For example, the United Kingdom quarrying industry (Fig. 1), not satisfied with the number of reportable accidents being experienced 1995-2000, established a hard target of a 50-percent reduction in the number of reportable accidents during the period 2001- 2005. Having met this target, the industry then established a further target zero for the period 2006-2010. The mechanism to achieve these reductions? The plan-do-check-act model.

I was very glad to see an article on alkali-silica reactivity of concrete aggregate in Mining Engineering. It is a topic that should be reexamined every 45 or 50 years. The last paper (that I am aware of) that examined this topic in Mining Engineering was Rexford (1950), who, at the time, was chief of the Petrography Section, South Pacific Division Laboratory, Corps of Engineers, Los Angeles, CA. The paper was presented at the AIME meeting in Los Angeles in October 1948. Professor Leming's discussion generally reflects the current state-of-the-art; but it provides no references for more detailed information. I wrote a paper titled "How to avoid excessive expansion of concrete due to alkali-aggregate reaction," which was included in the Proceedings of the Second International Conference on Alkali-Aggregate Reactions in Hydroelectric Plants and Dams (Mather, 1995). In it, I emphasized that it was the hydroxide ion (not the alkali ion) that caused the pore fluid in the concrete to dissolve reactive silica, producing alkali-silica gel capable of taking up water, thereby, causing swelling and rupturing of the concrete. Excessive expansion will not occur unless there is a sufficient amount of potentially expansive alkali-silica reaction product and water. However, this will not occur unless there is a sufficient quantity of reactive aggregate and unless there is a mechanism by which the pH of the pore fluid can get well above the normal value of about 12.6. In many cases it is sufficient that the cementitious medium not only contains portland cement but also contains ground granulated blast-furnace slag (GGBFS) or a pozzolan such as fly ash, silica fume, metakaolin, volcanic glass or calcined shale - any of which may have been included for economic reasons. If, however, the person selecting the ingredients for concrete knows that the aggregate is reactive (with no alternate nonreactive aggregate available) and if the person knows that the only available portland cement has a high alkali content (i.e., more than 0.6% Na2O.; Na2e = % Na20 + 0.658 x % K20), then it becomes irresponsible not to establish what reasonable precaution one should take. Professor Leming suggests using one of the following: 30% Class F fly ash, 50% GGBFS or 7% to 10% silica fume. My view is that one should prepare test specimens with the cement and aggregate to be used and then expose these both with and without at least two dosages of each of the various alternative materials (slag, pozzolan and lithium salts), so that the required dosage. to control the expansion is established. Then, economic considerations can dictate the final selection. I would point out to the author that GGBFS is not a pozzolan and is not an admixture, but, rather, it is a latent hydraulic cement. An admixture is, by definition, a material other than hydraulic cement. I commend him for suggesting that aggregate producers should become more active in knowing about the reactivity of their products and the precautions needed to permit those products to be safely used in concrete.

In 1989, an autogenous grinding task force was formed to study potential autogenous grinding circuits to replace the existing semi-autogenous grinding (SAG) at the National Steel Pellet Plant in Keewatin, MN. Pilot plant test work, performed by the Hanna Research Center (HRC), indicated that fully autogenous grinding with pebble extraction and crushing could be incorporated into the existing circuits. In 1990, one of the existing 10 grinding mills was converted for an in-plant test incorporating pebble crushing. Full-scale test work were conducted in 1990 and 1991. They verified the pilot plant projections with primary mill throughputs from the fully autogenous circuit using pebble crushing being greater than throughput of the existing SAG mill circuits. The plant produces 5 Mt/a (4.9 million ltpy) of iron ore pellets from 17.6 Mt (17.3 million It) of crude taconite. Crude ore is single-stage crushed by gyratory crushers. Primary grinding is performed by 10 semi-autogenous wet grinding mills. Secondary grinding is performed by five ball mills. Induration is with an Allis Chalmers grate-kiln pelletizing system. The primary grinding circuit consists of 108.2-m-diam x 5.5-m long (27 ft-diam x 18-ft) SAG mills. The mills are charged with 127 mm-diam (5 in.diam) steel grinding balls at from 3% to 5% by volume. Ball consumption rate is about 0.55 kg/t (1.25 lbs/lt) of crude ore feed to the mill. Each SAG mill is powered by two 2.6 MW (3500 hp) motors drawing 5450 kW (7300 hp) at 76% of critical speed. The mills are grate discharge with 16 mm (0.6 in.) slotted grate openings when new. The mill discharge is sized on a trommel screen having 4.5 mm (0.2 in.) openings. The plus 4.5 mm (+0.2 in.) oversize material is returned to the discharge end of the mill by a reverse screw auger located in the center of the trommel. The -4.5 mm (-0.2 in.) trommel screen undersize is pumped to magnetic cobbers.

Unrecognized roof beam failures resulted in 69% of the falls of ground injuries occurring in underground U.S. stone mines from 1990 to 1996. Field investigations at 45 underground stone mines suggest that excessive beam sag or deflection is the principal unstable roof behavior characteristics associated with miner injuries. Laminated roof structures, common in most underground stone mines, allow the immediate roof to separate into distinct beams. The timely determination of roof beam deflection could provide stone miners with advanced knowledge of potentially hazardous roof. Existing methods to assess roof conditions consist of observational and monitoring techniques. Observational techniques include open drillholes, sounding, wedging, and borescopes. Monitoring techniques include scratch tools, extensometers, telltales, Miners Helpers, and Guardian Angels. 1 Miners have difficulty utilizing these techniques because roof beams are located an average of 8 m (26.5 ft) above the miner's head in environments that are dark, dusty and noisy and these deflections are measured in millimeters of movement. To help mitigate the potential for falls of ground injuries to underground stone miners, the National Institute for Occupational Safety and Health (NIOSH) has developed the Roof Monitoring Safety System (RMSS) to aid in monitoring dangerous levels of roof beam deflection. If enough site-specific information is collected and placed on highly visible maps, individual mining operations could establish general guidelines for responding to specific roof beam deflection occurrences. This would help in implementing a pro-active, comprehensive roof control plan for reducing falls of ground injuries.

The paper presents increasing importance of mineral secondary and waste raw materials in the minerals management in Poland. Definition of mineral secondary and waste raw materials is proposed, according to current Polish law. On this basis, sources of various types of mineral waste raw materials are analysed. The special attention is paid to the wastes from mining and processing, wastes from power plants, and wastes from steelworks and other smelters. Other types of waste and secondary materials, such as metallic containers, glass containers, batteries, metallic wastes and scraps, are also taken into account. Analysis of sources of such materials is shown together with the main directions of their economic use. Available sources of information on manufacture and use of the mentioned secondary and waste raw materials are also analysed. Finally, for a wide range of waste materials, their current and expected significance as substitutes for some industrial and construction minerals in Poland is given.

Underground construction is a matter of dealing with the inherent uncertainty of subsurface geology. If the encountered conditions are less favorable than the expected ones, the execution of excavation, support, ground treatment or lining works is likely to require more or different efforts than anticipated, thereby delaying the works and increasing the costs. The 2019 first edition of the FIDIC Emerald Book model contract (FEB) addresses many of the issues to which underground works give rise, including those related to differing site conditions (DSC). This paper examines how under the FEB disputes arising from or in connection with DSC could or should be avoided.

In the mining and quarry industries, rock fragments are often transported by conveyor belt. To estimate the qualities of the rock fragments (i.e., size distribution and shape), an operator must take samples from the conveyor and manually perform a sieve analysis, which is time-consuming and tedious. Alternatively, an image-analysis system can be used to monitor the fragment quality on a fast moving conveyor belt. However, images of fragments on a fast moving belt vary to such a degree that the quality of any two successive images are not the same, and some of the images are of such poor quality that they are unrecognizable by human eyes. If poor-quality images are directly analyzed by a segmentation algorithm, the analysis will not be satisfactory. To resolve this problem, it is necessary to use an image-classification program for the automatic selection of fragment images with good quality. Because of this need, an image-classification program was developed and tested both in the laboratory and in the field Testing of the system on different types of fragments showed that the system works reasonably well.

Increased technical and legislative analysis by all parties of interest could result in more efficientand better directed regulatory legislation in the mining industry. Efforts to forestall or frustrate legislation through massive lobbying and public relations efforts are seldom effective over time and often lead to more stringent and far reaching legislation than necessary. The Federal Coal Mine Health and Safety Act of 1969 is perhaps an outstanding example of such insufficiences; a future example may well be regulatory surface mine legislation. Although a lack of extensive hard data seldom enables rapid or sophisticated analysis early in the legislative process, even preliminary analysis may be sufficient. Simple statistical analyses of available data, assessment of the legislative rationale, and subjective appraisal of other non-quantifiable constraints to improved mine safety. An average of 115 underground fatalities at an exposure frequency rate of 0.67 can be reasonably expected in the immediate future, under existing levels of technology, degree of regulation, and economic conditions. If gross unrefined estimates of 6 preparation plant, 5 surface, and 30 strip mining fatalities are assumed, the total fatality industry level could be expected to approximate 156 Serious professional, economic, and technical constraints within the the industry probably preclude any major decrease of these accident levels within the near future

During the last decade, there haven't been any great innovations in the design features of a copper concentrator. What has worked well in the past continues to work well, so that major breakthroughs have been minimal. Conservatism in the ranks also plays an important part. As a copper concentrator is not designed and built everyday, Davy was elated to have an important part in this project. This is the story of the design of the oracle Ridge Project located north of Tucson on the back of Mt. Lemmon at an elevation of 5,900 feet on the N.E. slope of the Catalinas. The Oracle Ridge property, formerly known as the Control Mine, is owned by Oracle Ridge Mining Partners, a joint venture between Continental Materials Corp. of Chicago and Union Miniere of Brussels, Belgium; both or¬ganizations specializing in the non-ferrous metal industry.

"What is your history and how did you get involved in mining?Like many SME members, I came from a mining community with a family history in mining, in my case Walkerville, MT. Both of my grandfathers were underground miners. My father was a miner for a short time. He later sold drinks to the miners. Unfathomable by today’s standards, my dad would pick up the miners’ checks at the pay office and have them cashed and waiting with a shot and beer for the miners when their shift ended. My mother was a nurse, who from time to time, would patch up an unfortunate miner. I remember walking past multiple picket lines on the way to and from grade school, watching homes being boarded-up. I grew up with a deep respect for the critical relationship between labor and management.I had no intention of going into mining and initially set out to pursue a career in chemical engineering. But I attended my first two years of engineering at Montana Tech, due to the proximity and affordability. This is where I met Dr. Tom Finch, a mining professor who taught statics to the engineering students. After a coaching session in a hallway, half way through my sophomore year, I switched to mineral processing engineering. In his colorful way, Professor Finch advised me that, “You do not want to make #@*!! erasers and #@*!! Jell-O the rest of your life go talk to the guys in mineral processing.” He was very persuasive and here I am today.How about your involvement with SME?I encountered SME out of school and a little later in my career. Terry Maio and Jim Arnold invited me to local section meetings in the Missouri Lead Belt. That was my first exposure to the technical programming and relationship building that was possible at the local level. After Ozark Lead shut down and I relocated to Nevada, Rich Johnson, Scott Barr and Dave Collins encouraged me to attend my first annual meeting in Salt Lake City, UT. I joined SME at that time and was fortunate to be engaged by members like Art Schweizer and Jim Arnold, and I soon began the leadership progression for the Mineral & Metallurgical Processing Division. Since then, I have supported SME at the national and the local level serving in multiple roles and capacities."

Coal mine safety of the past was plagued by disasters that took the lives of thousands of miners. Through the years new mining methods, improved laws, and a commitment from the mining industry has reduced the frequency of such incidents to a minimum. History tells us that coal was mined in the early 1700's in Virginia primarily for use by blacksmiths -- most of that mining was done in the Richmond area. It was in those mines that methane was encountered; as workings became more extensive, methane explosions became more frequent. In the early 1800's the first recorded explosion occurred near Richmond, Virginia -- 40 men were killed.

The Gaudin lecture is devoted to fundamentals. Given my involvement with column flotation over the last 20 years, this is my topic. I have tried to identify spinoff basic research and provide a personal list of favorites. Two are selected for discussion here. They are single bubble rise and bubble surface area flux. The rationale for such work, as well as some of the findings, are reviewed. Support for fundamental work seems as volatile as the economy (and the link is probably not coincidental). I hope some utility to the minerals industry is evident in the text. Column flotation in its current form originated in the early 1960s. The method was invented by Boutin, patented by Boutin and Tremblay and pursued doggedly by Wheeler. Their aim was to overcome the problem of mechanical entrainment of fine particles in the water carried by the bubbles, which they were convinced contributed to lowering flotation concentrate grades (Wheeler, 1988; Finch and Dobby, 1990). The solution was a combination of columnar geometry, the addition of wash water into a deep froth and the maintenance of an excess of water to the tailings, as compared to the feed (a so-called positive bias). Success at Les Mines Gaspe, Quebec, on cleaning Mo in the early 1980s signaled the start of industrial acceptance, making the column one of the flotation machines of choice today. Over the next 20 years, column applications mushroomed to cover virtually all mineral commodities, as well as nonmineral applications such as soil decontamination, deoiling of water and deinking of recycled paper. In the wake, research groups are continuing to probe the fundamentals, conferences and workshops have been transferring the technology and specialist companies have emerged to service the demand. Innovations were triggered as problems arose (for instance, in gas injection systems) and novel flotation cells, much in vogue in the 1990s, had the door opened. Mechanical cell manufacturers have not been idle - there is nothing like competition to provoke a fresh look at an established business. Flotation-cell technology has probably not seen so much activity since the patent rush in the early days of flotation, which occurred around the turn of the century. For an industry often considered reluctant to risk innovation, this is not a bad record. A good idea will find a place, but patience (not always an innovators strong suit) and careful preparation are required. Two books (Finch and Dobby, 1990; Rubenstein, 1996), three symposia (Sastry, 1988; Agar and Huls, 1991; Gomez and Finch, 1996), and a series of reviews (Dobby and Finch, 1991; Finch and Dobby, 1991; Finch, 1995; Finch et al., 1995) document the period. Like many good ideas, column flotation has been overexposed, and there have been disappointments. The United States contains one of the world's largest reserves of uranium. Domestic production and exploration activities, however, have declined since the early 1980s due to weaker-than-expected growth in nuclear power demand and to foreign competition. The main result has been that more costly and less productive conventional mines and mills have closed. Meanwhile, industry productivity as measured by uranium output per employee has increased threefold since 1980. At the end of 1992, only six plants, all nonconventional, were operating in the United States. Due to cost considerations and increased environmental awareness, any additions to existing capacity are expected to be met through nonconventional in situ leach plants.

"To more rigorously address tunneling risks to above-ground structures, vulnerability evaluation of all structures along a tunnel route is required. This multi-block area along the route can be considered a district. To fully assess each structure within a tunnel’s zone of influence, a multi-block or district-level model may provide new insights as to risk evaluation and mitigation strategies. However populating such a model with the existing geometry of the built environment poses a major challenge as measured drawings are not readily available for all structures along a tunnel’s route. Cost-effective population of such a model could arguably involve remote sensing data in the form of laser scanning or photogramme-try. However even for unreinforced masonry structures, where external, above-ground geometries can be captured, without a prohibitively expensive building-by-building, in person survey many factors would remain unknown. To consider these uncertainties in an automatic way, a performance assess-ment framework is proposed. Such a framework allows a more rigorous, initial, risk quantification than is currently possible within the simple empirical models generally being used in industry when tunneling risk is initially assessed. This paper introduces (within the allowable space limits of this format) consider-ations for auto-population and application of a district-level, tunnel-risk screening tool. INTRODUCTION Challenging topography, intense urbanization and infrastructure development, combined with limited land availability and a growing awareness of environmental issues have lead to increasing usage of un-derground spaces to control aboveground traffic and provide essential services in metropolitan areas. Tunneling, however, is not without its own risks, especially with respect to aboveground structures whether it be widespread minor damage (Burland et al. 2001) or the more notable, although less fre-quent, large-scale collapses such as the 2003 Shanghai (Allianz 2015) or 2004 Singapore (Magnus et al. 2005) events."
