This paper describes an experimental method for the monitoring of diesel-generated exhaust gas pollutants in a dead-ended drift for the purpose of assessing the effect of control approaches. Experiments were conducted to determine the relative merits of these ventilation configurations: no auxiliary ventilation, induction ventilation at the entrance to the drift, and ventilation of the dead-ended drift with positive displacement tubing. The drift used in this experimental work was approximately 105 ft. (32.0 mf long and slightly downsloping, with an average height and width of 8 ft. (2.4 m) and 28 ft. (8.5 m1 , respectively. The data were gathered for assessing these ventilation methods and for gathering data to support a computer model of the dispersion and mixing processes. For this drift, it was found that ventilation with positive displacement tubing provided the best removal of diesel-generated pollutants. Induction ventilation appeared to be the least effective of the three methods examined. A comparison was also made between personal monitoring and area monitoring. Results of this analysis showed that in regions of high concentration gradients, it was not possible to get good agreement between point sampling and personal monitoring. In well-mixed areas, good agreement between the two methods of monitoring was obtained.

Several recent developments in fine screening technology have been implemented at the DuPont Starke, Florida plant allowing enhanced zircon recoveries while minimizing operator requirements and total operational costs. The total design concept came about through the efforts of engineers at Derrick Corporation (Buffalo, New York), DuPont Titanium Technologies (Starke, Florida) and Roche Mining (Carrara, Australia). The use of the Kelsey Jigs for zircon recoveries from the tailings stream requires two wet sizing functions in order to operate properly. The first wet sizing is required on the initial mineral slurry feed to the Kelsey Jig. This sizing is intended to protect the Kelsey Jigs internal screen basket from plugging with nearsize particles, thereby keeping production rates maximized. The second sizing function is intended to recover properly sized garnet ragging material, which inadvertently ends up in the tailings stream leaving the Kelsey Jig. The unique machine design developed by the three partners in this project incorporated both wet sizing functions (protection and garnet recovery) into a single patented high capacity wet screening machine fitted with patented screen surface technology. This screen surface technology allowed for high capacity slurry handling capabilities at separations as fine as 230 microns while experiencing no nearsize blinding and extremely long screen panel life. The high open area urethane screen surfaces utilized in the application typically last 20 to 30 times longer than stainless steel wire surfaces. The stacked machine design minimized total equipment requirements and screen footprint requirements, and reduced power consumption and overall installation costs.

Tunnel construction on the Brightwater Conveyance System?s East and Central contracts required ground modifications of the existing site soils, comprised of sandy alluvium to very dense glacial till, to assist with both hand-mined and TBM tunneling operations at vertical access shafts. The ground modification program was completed with a modified double fluid jet grouting system to construct continuous overlapping soilcrete columns to depths up to 94-ft below existing grade. This paper presents the sequence and methodology for the ground modification work and capabilities of jet grouting for structural support and groundwater control in the challenging soil profile present at the Brightwater Conveyance System Project.

Introduction Ontario's diverse industrial mineral resource base includes structural minerals such as sand and gravel, crushed stone, building stone, clay, shale, limestone, and dolostone. These resources are used to produce aggregates, brick, metallurgical stone, fillers, cement, lime, and other construction materials. The majority of the operations are in deposits of Palezoic and Quaternary age in southern Ontario, close to the major markets. Province-wide, there were more than 140 Mt (154 million st) of aggregates produced in 1985. About 115 Mt (128 million st) of that was produced in southern Ontario with the rest being largely from Crown land in northern Ontario. Structural industrial minerals account for more than 80% of the value of total industrial mineral production. The remaining 20% is accounted for by the nonstructural minerals, such as salt, which is produced in the southwestern part of the province. A host of other nonstructural industrial minerals are known. Production, though, is currently restricted to calcite, gypsum, quartz, talc, nepheline syenite, and byproduct metallurgical sulfur products (Fig. 1). Major production is close to the large markets of urbanized southern Ontario and the northeastern and northcentral US. With an abundant variety of industrial mineral resources and the large population within 650 km (400 miles) of most deposits, the market offers great potential. Ontario's nine million people accounted for about 35% of Canada's entire $476.3 billion gross domestic product in 1985. This equates to about one-third of the nation's buying power being within a 200-km (125-mile) radius of Toronto. This major concentration of industrial and economic activity has resulted in a well-developed industrial minerals industry that fulfills most of the structural industrial minerals demand in Ontario. Nonstructural industrial minerals are similarly well placed to compete in this high demand area. Although Ontario manufacturers still import some of these materials, Ontario products are achieving significant market share. And, they serve the needs of neighboring provinces and states. Present production and trends Ontario has traditionally produced significant amounts of industrial minerals. This produc¬tion had a value of $956 million in 1984 (Table 1). Structural materials production in 1985 and 1986 approached or exceeded levels not seen since the early 1970s. Many new products have been developed using these raw materials. Mining and processing activities which are proposed on private land, state leases, or unpatented mining claims are governed by numerous local, state, and federal laws which identify the procedures and conditions which must be met before resources can be developed. The respective government agencies responsible for the administration and enforcement of these laws have promulgated supporting regulations and guidelines, and have implemented certain permit and approval processes to ensure compliance. Each exploration project has a unique environ- mental setting and location which further dictates the types of air, water, hazardous waste, and wildlife laws and regulations which must be complied with before development commences. The environmental planning process should be the first step in the evaluation of existing company properties and the potential acquisition of other mineral properties. However. many company don't consider the environmental requirements for a project until the decision is made to develop the property for mining and processing. If a mining company wants to expedite the environmental planning process, it must first develop an in-house process for evaluating the project and determining the environmental approval procedures in the state where the project is located. The first stage of environmental planning involves general information which can set the overall company philosophy for development of projects.

In truth, despite the development and refinement of new and potentially valuable technological tools, the approach or philosophy of the explorationist has received meager attention in professional literature. In many areas, the explorationist relies upon experience, subjective judgement and general intangible inspiration, often traveling together under the misleading pseudonym of "art," in achieving both an exploration plan and in making the myriad day to day decisions necessary to the execution of that plan. Without a solid, objective basis for decisions, exploration under this concept is little more than guesswork largely by intuition, and it is small wonder that many exploration programs flounder in a sea of over-expenditure inefficiency or fail to fulfill their expected goals within the funding which has been provided. From a rational management point of view, such a state of affairs is frustrating and inconsistent with the application of the same scientific principles which are presumed to be the basis for the exploration methods which are used. This paper presents preliminary test results obtained with a 0.38 kg/s (3000 lb-hr) beta prototype MagMill™. In processing Upper Freeport coal the beta prototype recovered 82% of the weight of the feed and 91% of the heat content while reducing the potential emissions of sulfur, kgSO2/GJ(lbSO2/MBtu), by 61%. Pyritic sulfur in the MagMill™ product was reduced by 78% compared to that in the feed. For all runs, the mill product was controlled between 70 to 80% finer than 74 µ particle size. Recoveries of mercury, arsenic, and selenium ranged from 35 to 45% of that in the feed. Power draw was reduced by 26% and mill throughput was increased by 9% compared to the pulverizer operating with no magnetic separator attached.

In order to address the difficulty of accurate segmentation of froth images of different sizes, a method of froth image segmentation based on highlight correction and parameter adaptation is proposed. First, a machine vision system on a single-cell flotation machine is built to collect froth images. Homomorphic filtering is used to improve the uneven brightness and shadow of the images. Fuzzy c-means (FCM) clustering is then utilized to classify similar highlights that belong to the same froth. After Otsu threshold segmentation, a parameter-adaptive morphological operation is used to extract the marker points and edge bands and correct the froth edges in the original image. Finally, the modified image is filtered by morphological reconstruction, and the highlight mark is used as the local minimum point for watershed segmentation. Three sizes of froth images are segmented in comparative experiments. The results show that the proposed method is suitable for the segmentation of froth images of different sizes. The position of the extracted segmentation line is close to reality, with average over-segmentation and under-segmentation rates for froth images of 2.6% and 6.8%, respectively. The froth image segmentation performance is stronger than that of the other methods examined.

In August, 1977, the Federal Surface Mining Control and Reclamation Act was signed into law [I]. It stated that: "The Congress finds and declares that because of the diversity in terrain ... and other physical conditions in areas subject to min ing operations, the primary governmental res- ponsibility for developing, authorizing, issuing, and enforcing regulations for-surface mining and reclamation operations subject to the Act should rest with the States." Section 516 of Title V (Control of the Environ mental Impacts of Surface Coal Mining) of the Act deals with the surface effects of underground coal mining operations. "Each permit issued under any approved State or Federal program pursuant to this Act and relating to underground coal mining shall re quire tfieoperator to adopt izeasures consist ent with known technology in order to prevent subsidence, causing material damage, to the extent technologically and economically feasible, maximize mine stability, and main tain the value and reasonable foreseeable use of such surface lands, except in those instances vhere the mining technology used requires planned subsidence in a predictable and controlled manner: Provided, that nothing in this subsection shall be construed to prohibit the standard method of room and pillar mining. "

Kenny/Shea JV is constructing the water intake tunnel for the new Elm Road Generating Station, a supercritical coal-fired power plant in Oak Creek, Wisconsin, being built by Bechtel Power Corporation. The intake tunnel system consists of a temporary mining shaft, pump house and intake channel riser shafts, and four lakebed intake shafts. An 8.33 m diameter, 2,800 m long TBM mined rock tunnel is being constructed to connect the shafts. The intakes are located 2.4 kilometers offshore in Lake Michigan. The shafts and tunnel are being constructed in glacial tills and Silurian Dolomite. The estimated tunnel completion is December 2007.

National Institute for Occupational Safety and Health (NIOSH) researchers are conducting a cross-sectional survey of equipment noise and worker noise exposures in the mining industry. Surface and underground limestone is one commodity recently surveyed. The sound levels of mining and processing equipment were recorded to identify noise sources. Full-shift worker noise exposures were completed to determine the exposure of various occupations. This paper presents the results of the noise research conducted in both underground and surface limestone mines, detailing the equipment likely to cause worker overexposures, and the occupations experiencing overexposures. Implications for worker noise exposure reduction are also reported.

Long before the dawn of recorded history, man began to dig into the earth's crust in a never ending search for useful materials. It has been well established that prehistoric man discovered flint. "The Flintstones" were aptly named. The flintknappers of southern England and Wales still exist today in ever dwindling numbers as they seek out chunks of flint. It is a well known fact that more than half of the earth's crust is composed of silicon dioxide (SiO2), also known as silica. Silica and silica containing materials have a great many uses in modern society. However, this material is potentially extremely hazardous to our health. Centuries before the Christian Era, Hippocrates wrote of a lung disease common to those who mined in hard rock. It is obvious to us that he was describing silicosis. It is also apparent from ancient writings, that the Egyptians were aware of this malady. Dioscorides also wrote on this subject in the fifth century, B.C. It is undoubtedly the oldest and best studied of the occupational lung diseases. It was certainly described by Agricola in his "De Re Metallica" published in 1556, in which he described lung disease among hard rock miners. This publication, I'm sure, is of special interest and perhaps known to many of you in the mining community. The original document was written in Latin and was translated in 1912 by two gentlemen, Hoover and Hoover. One of these translators was Herbert L. Hoover, a former president of the United States, who made his living before his presidency as a mining engineer.

Award of the Design/Build Agreement for construction of Ontario Power Generation’s (OPG’s) Niagara Tunnel Project was made after an intensive 8-month international procurement process. The 14.4-m diameter × 10.4-km long rock tunnel will divert 500 m3/s of water from the Niagara River to the Sir Adam Beck hydroelectric generating complex. The procurement process and Design/Build Agreement included features to address the owner’s requirements regarding risk allocation and cost and schedule certainty, while encouraging innovative ideas from the industry, both technically and commercially. The process included an international expression of interest and prequalification, followed by an invitation for design/build proposals to qualified proponents, and comprehensive proposal evaluations and negotiations with several respondent proponents. An honorarium was provided to the unsuccessful participants in the proposal stage. The resultant negotiated Design/Build Agreement includes Owner’s Mandatory Requirements, negotiated contract terms and conditions, performanceincentive bonuses and liquidated damages for schedule and water delivery performance, a multistaged Geotechnical Baseline Report, joint risk management, references to preexisting community impact agreements and measures to reduce impact on tourism. It also addresses regulatory approvals and permits, an owner controlled insurance policy that required reference to the International Tunneling Insurance Group (ITIG) Code of Practice for Risk Management as a condition of coverage, site specific safety, security and environmental plans, formal team building, a dispute review board, and escrow documentation.

It is probably safe to assume that most operating personnel working in coal preparation plants are exposed to noise levels in excess of the MESA Noise Regulations unless they are wearing ear protection. The excessive in-plant noise levels have received little attention until recently. Noise control has not been an important design consideration in existing coal preparation plants. This situation is rapidly changing as plant owners and plant operators are requiring that new coal preparation plants be designed to provide a safe noise environment for operating personnel and also meet MESA Noise Regulations. This paper discusses the noise exposure hazards, noise generating mechanisms, and some possible noise control solutions for typical coal preparation plants.

Utilization of low-grade manganese ore adopting the carbothermic reduction roasting process is a proven method to produce high-grade manganese ore. To minimize industrial waste and protect the environment, gas cleaning plant sludge (GCPS), which is a solid waste from steel industries, was employed as a reductant to perform the reduction roasting process. The optimum conditions to carry out reduction roasting of the low-grade manganese ore were found to be: a roasting temperature of 950 °C, a residence time of 2 h, 40% GCPS as reductant, and magnetic separation at 5000 G for a manganese ore size of –10 mm. A lowgrade manganese ore comprising Mn grade 31.27% and Fe grade 19.78% having a Mn/Fe ratio of 1.58 containing a high silica content of 26.48% was used for the carbothermic reduction roasting having mineral phases of pyrolusite (MnO2) and hematite (Fe2O3) as found from XRD. The gangue minerals were separated during the magnetic separation, and the upgraded product was obtained, which reached a maximum value of TMn 49.5% with RMn 76.55% and TFe 62.19% with RFe 42.51%. In the study, activated charcoal (AC) was also taken as a reductant for comparative analysis; the experimental results revealed that GPCS performed better than that of the AC, showing potential to be used as a reductant in metallurgical industries. However, the resultedMn/Fe ratio was very low for the reduced sample; therefore, it can be used for smelting along with high-grade manganese ores as a feed.

The use of more productive mining equipment, the tendency to longer development and the advent of new mining methods have introduced new challenges to the ventilation practitioner in Western Australia. These new and more productive mining methods have presented specific ventilation problems, that if not properly addressed, present additional hazards to miners. Factors influencing the increased hazards are larger diesel units, the use of series ventilation systems and an increasing incidences of long (single entry) development and production headings where miners could be trapped in a fire emergency. This paper discusses these new ventilation safety challenges, how they have been and are being addressed, and the legislation changes that take cognisance of technological developments.

The roles of pulsating mechanisms such as the amplitude and frequency of the jig cycle are well established in jigging. Also well established are the roles of the size ratio and the volume fraction of the feed. In iron ore beneficiation plants, these process parameters are optimized to achieve the highest efficiency. However, the role of one of the more important feed characteristics, the liberation characteristic of the feed, has not been studied in detail. Evaluation of the liberation characteristics is difficult because the required washability test is not viable for iron ore feed. In this paper, a new method is proposed in which the liberation characteristics are measured through a separation efficiency value. In the new evaluation method, jigging parameters such as amplitude and frequency of the jig cycle are optimized from the fundamental understanding of the process dynamics and feed characteristics such as size distribution. Then, feeds with different liberation characteristics are tested to evaluate the liberation characteristics of feed in jigging.

Expert control of grinding and flotation plants has been successfully used in the minerals industry since the 1970?s. The earliest of these systems were written in a hard-coded fashion in FORTRAN, BASIC or Pascal. Second generation systems were built using the first experimental expert system shells that were being developed in the artificial intelligence community. Later systems were deployed in expert system shells designed for real-time processing plants that also included the ability to model the process with neural network models and optimize setpoint selection through the use of genetic algorithms. Significant performance increases have been achieved using these systems, but in general, they suffer from the static nature of their rules and to a degree the process models also. Typical improvements quoted in the literature suggest throughput rate increases of 4 to 8 percent and recovery increases of 1 to 4 percentage points. In over 30 years of designing and installing expert systems we have never seen performance numbers less that these but have often seen numbers in excess of the high values. However, once the system has been installed and tuned up the performance usually does not improve much thereafter. Granted, the initial increases in throughput rate and recovery are significant but a question always lingers, that is, can the expert strategies be modified further to squeeze a little more improvement out of the system. The answer to this question is a resounding yes, however a complete understanding of what we do well as designers and operators of expert control systems is required as well as how we can improve upon our best practices is required to move us from the performance plateau we have been on for a number of years to a new higher level of performance.

A study was made on six collapses that occurred during large-diameter tunnelling through weak sedimentary rocks and soil using SES methods in three stages?top heading, bench and invert. The collapsed lengths are between 20 m and 277 m. The collapses were re-mined using essentially the same tunnel-ling method with larger excavation profiles to accommodate the designed remedial measures consisting of ground treatment, pre-support and stronger initial support/outer lining required to carry higher ground loads acting in the collapsed lengths. The paper presents information on the collapses and the design and execution of the remedial measures.
