A greenfield open pit gold mine in Latin America suspended operations less than three years into an eight-year mine plan after a waste rock dump and heap leach facility sustained substantial damage from a deep-seated landslide. No injuries to employees were recorded because of the slow-moving failure. Due to early detection by the operations team, the owner had sufficient notice of the potential failure and successfully rinsed the heap leach facility prior to the failure event. Engineers estimated approximately 35 million cubic meters of mass movement below the waste rock and heap leach facilities. The original eight-year mine plan produced approximately 60,000 ounces of gold per year. After the failure, the owner terminated gold production, re-configured the mine site to a safe, standby condition and launched a detailed investigation into the root-cause of the failure. Approximately two years after the shutdown, legal interests filed a statement of claim and named three engineering design firms and individuals involved in the project. Several years of litigation, including discovery and deposition proceedings, followed as the legal process considered evidence spanning a 20-year timeline. Changes in project ownership and consulting firms during the development and operations phase complicated the process. In 2017, the plaintiff and last defendant settled. The author was involved as the corporate representative for one of the engineering design firms.

Kennecott Copper Corporation's Chino Mines Division concentrator is located in Hurley, New Mexico. Construction of the concentrator was started in 1910 and its capacity was progressively increased over the years to the present nominal 20, 425 t/d of ore (22, 500 stpd). The principal copper minerals present in the ore are chalcopyrite and chalcocite with much of the chalcotite intimately associated with pyrite. Lime is used to depress pyrite, and flotation at a high pH or alkalinity is required for optimum recovery of chalcocite with good rejection of the pyrite. Regrinding is also required to liberate chalcocite-pyrite middling grains. Accurate control of the lime addition is necessary to obtain both optimum metallurgy and minimum lime usage. At low pH levels, flotation cell control is difficult due to excess froth, but excessively high pH levels can go unnoticed because froth characteristics do not change from those experienced at the deisred pH. With manual control of the lime addition, the desired pH can be exceeded for periods of up to two hours. In 1972 a major renovation of the flotation and regrinding circuits was com¬pleted and at that time a new lime distribution and control system was placed in operation. Limestone is obtained from a nearby quarry west of Hurley. The limestone is crushed, sized and fed to a rotary kiln and the quicklime product is stored prior to slaking. The lime is slaked, as required, in a mixing tank-classifier type slaker and the lime slurry is pumped to a concentrator storage tank from which it is distributed through a conventional closed loop system. The current average lime usage rate is approximately 6 kg/t of ore (12 lb per st).

The study investigated the potential use of low activity circulating fluidized bed combustion (CFBC) ash and phosphate tailings for the production of a filling material based on the cement. The phosphate tailings were used as aggregate and consolidated by cement and CFBC ash. The results showed that the bleeding rate and fluidity of all mixtures decreased with the increasing the amount of CFBC ash. The fluidity of filling slurry is highly related to the experimental factors such as the content of sulfur solid ash, B/A ratio, and mass concentration. The replacement of CFBC ash ranging from 20 to 40% led to a significant decrease in setting time and an obvious increase in compressive strength, but the above effect was obviously weakened when reducing the mass concentration and B/A ratio. The hydrated calcium silicate gel and ettringite generated from the hydration of cement and CFBC ash were the main sources of strength for the filling materials. When the recommended proportion was 1/6 binder/phosphorus tailings ratio, 76% solid content, and 40% CFBC ash replacement, the filling material still met demands on working and mechanical properties; at the same time, the utilization of CFBC ash and phosphorus tailings was maximized.

On June 16, 1982, Rio Blanco submitted a request to the US Minerals Management Service for a suspension of operations under its federal oil shale lease. The company also wanted a five-year delay in the requirement for further minimum royalty payments and a five-year extension of the primary lease terms of 20 years. The request was granted in late July in the midst of yet another slump in oil shale activity. Rio Blanco holds one of four Federal oil shale leases that were granted under the Interior Department's Prototype Oil Shale Leasing Program in 1974. That year the DOI offered for lease six federal oil shale tracts, two each in Colorado, Utah, and Wyoming. The leases in Colorado and Utah were granted for substantial bo¬nus bids as shown in Table 1, but the Wyoming tracts had no takers. In the eight years hence, no oil shale has been produced commercially. Indeed, the prospects for successful oil shale development have fluctuated widely, continuing a 60-year- old cyclical pattern in the fledgling industry. The prototype program was developed and initiated while this infant industry struggled to begin anew, without the benefit of any federal oil shale leasing regulations, or any history of federal oil shale leasing at all. Permanent regulations were not required because the effort was limited and designed to provide the foundation for any future leasing program. Section 21 of the Mineral Leasing Act of 1920, a Nov. 30,1973 Federal Register notice, and the leases themselves constitute the legal and regulatory framework for leasing and developing prototype oil shale tracts. The prototype leases contain some unusual provisions including installment payments of the bonus bids, credit of early development costs against payments due the government, adjustment of royalty rates according to regional crude oil price fluctuations, and unusually extensive and detailed environmental stipulations. Several of the provisions were intended to provide incentives for early development and financial penalties for failure to develop. The requirement for minimum royalty payments in lieu of actual production royalties beginning in the sixth year of the lease falls in the latter category. After the sixth year, the required minimum payment is increased east year through the 15th year by an increment equal to that due in the sixth year. The minimum royalty then remains the same through the final five years of the primary lease term. Minimum royalty is calculates on a different production level for each prototype lease, based on the quantity of 125 L/t (30 gal/st) shale estimated to be recoverable from. each tract by room-and-pillar mining. That mining system was selected for reference as the only proven extraction method for oil shale at that time (early 1970s) The minimum royalty (production) rate was calculated for each tract by direct comparison of its estimated recoverable 125-L (30-gal) resource to a hypothetical tract containing 1.9 Gt (2.1 billion st) of recoverable 125-L (30-gal) shale. For the hypothetical lease tract, the minimum production for the sixth year was calculated to be 3.2 kt/d (3,500 stpd), increasing by a like amount each lease year through the 15th to a daily production rate of 31.7 kt (35,000 st). Under this formula, the hypothetical lease tract would yield $16 million in minimum royalty payments over the 20-year primary lease term if there were no production, no development credits taken, and no adjustment of the royalty rate due to fluctuation of regional crude oil prices. The production rate of 31.7 kt/d (35,000 stpd) was a somewhat arbitrary figure that was considered, in the early 1970s, to represent a minimum size for a commercial oil shale operation. A production rate of 7.9 dam3/d (50,000 bbls/day) soon supplanted that smaller mine production figure as a rule of thumb for the minimum size for a commercial facility. The proportional relation-

The story of America's progressing standard of living is the story of machines. The automobile, the airplane and the telephone for example have made our transportation and communication systems what they are today. Even they depend in turn on another machine -- the rock drill. By making it possible to economically mine and quarry minerals in large quantities, this versatile machine supports virtually every American industry relying on the earth for its buried raw materials. And, like all machines, the rock drill's mechanical evolution was stimulated by production demands placed upon it. All percussion drills are mechanized versions of the original drilling unit -- man, Figure - illustrates a double jack team at work before the turn of the century. The man with the sledge hammer is the impact device while the man sitting is the rotation mechanism and feed motor. The first drifter drills (Figure 2) performed the same function but with increased mechanical efficiency. A piston controlled by a valve produced impact. A built-in ratcheting mechanism provided rotation and a hand-cranked screw provided feed thrust. As the industrial revolution proceeded into the twentieth century, the demand for raw materials stimulated refinements of all recovery machinery, including rock drills. As drills became heavier and more powerful, a mounting (or carrier) had to be provided to move the drill from hole to hole. This resulted in the development of the wagon drill (Figure 3). Propelled by muscle power, the wagon drill was for years the standard tool of the surface drilling industry (Figure 4). The installation of equipment and structures at mines often requires the evaluation of unique loading and operating conditions. Consideration of these unusual features is required throughout design and construction and into operation. The necessity for employing sound civil, structural and mechanical engineering techniques to the design of structures and equipment is well understood. However, the influence of geotechnical factors on the overall behavior during construction and operation of these facilities is less appreciated. Mine operators routinely perform exploratory drilling for the purposes of defining ore deposits. These exploration activities can be extensive and often include provisions for assessment of subsurface conditions as they relate to the mining operation, i.e., requirements for ground support. All of these factors are important to the economics of the mine and are well justified. Surface facilities are provided to access and service the mine and they play an important role in the successful development and operation of a project. Headframes, hoist foundations and shaft collars, in particular, are examples of unique installations encountered at underground mine sites. The design and above surface behavior of these facilities can be analyzed with the usual fundamental engineering practices employed throughout the engineering professions. This requirement during the project development is understood and adopted. Unfortunately, near surface exploration for the purposes of assessing soil and rock conditions for foundations are often given a reduced priority and less consideration. This paper is aimed at providing an outline into the benefits and importance of performing such explorations and to provide a brief discussion of the merits of such an approach. References in the paper relate particularly to shaft headframes, hoists and shaft collars but the issues raised apply equally well to other installations of a similar nature, e.g. milling equipment.

Computer technology was applied to solve three problems in the selling of certain industrial minerals to the glass and foundry industries. The computer solutions provide for better service to customers and have helped increase sales. II. Summary Electronic data processing techniques were applied: 1. To automatically and continuously "trace" rail car shipments of bentonite. 2. To aid our sales people in recommending to glass plant purchasing agents which of several possible feldspathic materials is the best value at any of about 100 glass plants and to give guidance on the amount of value difference. 3. To help in locating plant sites for three blending or pre-mixing stations to serve the foundry industry at minimum cost and with maximum tonnage and maximum profitability.

The Spitzenberg Tunnel is a 600 m (1,970 ft) long twin tube motorway tunnel on Germany’s Autobahn A44 between Kassel and Eisenach. Since flexibility was considered to be very important in the continuously changing geological conditions, NATM was chosen as the construction method. When passing an old quarry with only 1,80 m (6 ft) of overburden, the excavation works became extraordinarily challenging. This paper not only describes the special methods, like double sidewall drifts and pipe umbrellas applied in this zone but also highlights the cooperation between the parties involved, which in combination made the project a joint success.

For the 36th consecutive summer, the Colorado Mining Association Education Foundation and the Colorado School of Mines have sponsored “A Total Concept of the Mining Industry” for kindergarten through grade 12 teachers. Teachers from 34 states, plus the District of Columbia and two foreign countries, have graduated from the four-week course. They received six hours of recertification credit. This summer 31 teachers from Colorado, Kentucky, Virginia and Alaska completed the program. The course is unique from other shorter courses in that it solicits teachers of all disciplines from all K-12classes. In addition to the expected earth science and mathematics teachers, the Class of 2004 consisted of educators who teach music, chemistry, biology, social studies, history, basic English and world history. Others in the program included those who teach American history, physical and life science, remedial reading, consumer/family studies, “world of work,” language arts, engineering technology, environmental science, world geography, human anatomy and physiology, and business.

A nickel-copper sulphide concentrate was treated in a pilot plant at Warren Spring Laboratory during 1961, by a hydrometallurgical roast-leach- solvent extraction process devised to cleanly separate the metal values, and produce acid sulphate liquors containing the metals. It is shown that 86 percent of the nickel and 95 percent of the copper could be leached from the calcine, after a sulphatizing roast on finely ground flotation concentrate. Iron was removed from the leach liquor by limestone neutralization with a small loss of values. Copper and nickel were separated by solvent extraction with naphthenic acid in kerosene after partial neutralization of the iron-free liquors with ammonium hydroxide. Hydrogen sulphide and chlorine were used to remove zinc (and residual copper) and cobalt impurities respectively. The recovery of pure copper and pure nickel, by electrowinning, from the acidic solvent extract strip liquors finally produced, appears technically feasible.

A digital computer program has been developed to mathematically simulate the effect of limited changes in feed rate on the grinding circuit of an operating mill. The data on which the program is based was supplied by the staff of the mill in question. Samples taken around the complete grinding circuit were analyzed for solids content and particle size distribution for two feed rates. Matrix models were used to represent the grinding units: rod mill and pebble mills. Parameters for these models were computed using a method developed by Mular(l). Classifier parameters were computed by the Powell search method(2) for the Plitt model (3) . The simulation program, which permits the computing of the size distributions in the circuit resulting from the changes in feed rate between the two measured values, assumes that a linear relationship exists between the corresponding parameter coefficients. The program uses an iteration method to bring the simulated grinding circuit to a steady-state material balance for any specified' feed rate between those measured. The program is, in addition, extremely fast and economic in computing time. The results show that the simulations are not everywhere consistent with practice. For example, higher feed rates on simulation predict finer products. These errors are shown to be attributable to anomalies in data gathering techniques. The ability to identify hazards during a workplace examination is a critical skill for mineworkers to have in order to maintain a safe workplace. While research suggests that being able to successfully recognize hazards requires a complex set of competencies, it is unclear which competencies are most critical to adequately perform a workplace examination. This paper presents a hazard recognition competencies framework as an explanation of the competencies that affect mineworker hazard recognition. To better understand how the industry is selecting and preparing workplace examiners, researchers from the U.S. National Institute for Occupational Safety and Health (NIOSH) interviewed nine health and safety (H&S) professionals at surface stone, sand and gravel mine sites throughout the United States. These interviews verified that the competencies included in the hazard recognition competencies framework agree with perceptions of the interviewed H&S professionals, who also provided validity for the critical role these competencies play. Finally, the results of this study are presented within the context of current NIOSH research findings related to hazard recognition.

"INTRODUCTION Foam, unless intentionally created, in any industrial process presents operational problems, or at a minimum, is a nuisance. Some foam problems are unique to a given industry and others are common across many industries. A few problems foam presents to any particular industry are: (a) Poor Housekeeping, (b) Environmental impact, (c) Safety Hazards, (d) Slower Production Rates and, (e) Reduced quality of the end product. Defoamers address these issues. Sadly, the assumption in most industries is all defoamers are alike. In reality, a lot of chemistry is involved in the manufacture of even the simplest defoamer sold today and rarely are any two defoamers “just alike”. Today’s defoamers can include polymer chemistry, fatty esters, alkoxylated alcohols, silicone chemistry, silicone surfactants, ethoxylated and propoxylated block polymers, and a tremendous amount of emulsion chemistry just to name a few. This paper will discuss the various types of defoamers, defoaming mechanisms, the advantages and disadvantages of defoamer selections, and how to choose the proper defoamer for your application. Before a discussion of defoamer can be brought about, foam generation and composition must be discussed. WHAT IS FOAM? Foam is a colloidal suspension of a gas dispersed in a liquid. Most often foam consists of air dispersed in water. If a stream of air is introduced into a liquid, the bubbles produced assume a spherical shape. As the density of the bubble is less than the liquid the bubble rises. When the individual bubbles reach and pass through a surfactant free liquid they collapse. Air from the bubble dissipates and the liquid previously surrounding the bubble flows back.It should be noted a pure liquid will not foam. In the case of air dispersed in water a surfactant is necessary to make the water support a stable foam. A surfactant is a term used to describe a surface active agent; a compound with a hydrophilic end and a hydrophobic end on the same molecule."

In the mobile crushing unit system trucks are replaced by a conveyor resulting in a "continuous" almost "fully-automated" operation with all its attendant advantages. In consequence, overall operating costs are greatly reduced. Because of the new designs of large mobile crushing units that have been brought on-to the market, the use of these plants has increased significantly during the last three years. This paper describes the designs of new mobile crushing units, and emphasizes the advantages that such plants offer to the rock products and mining industries. It examines operating costs, and indicates the conditions in which the application of these plants is most profitable.

Golden Sunlight Mines Inc. operates an open-pit gold mine and cyanidation plant about 11km (7 miles) northeast of Whitehall, MT. Golden Sunlight is a subsidiary of Placer Dome US Inc. Mining is accomplished with conventional open pit drilling, blasting and hauling methods. The mining rate is about 102 kt/d (113,000 stpd). Gold occurs as fine-grained disseminations in a pipe-shaped breccia and in immediately adjacent country rock. The ore body is low grade, averaging 2 g/t (0.059 oz per st) of gold. The metallurgical plant uses conventional carbon-in-pulp (CIP) technology. Daily throughput averages 6.5 kt (7000 st). Recoveries are enhanced through a sand tailing retreatment facility while a preaeration process reduces operating costs. The low grade ore dictates that maximum mill throughput at the desired grind size be maintained. Therefore, in October 1988, an Armco Autometrics (now Denver Autometrics) particle size monitor (PSM) 400 was commissioned. The PSM 400 is an on-line instrument. It measures particle size and percent solids in a slurry stream. The PSM pulls its own sample, deareates the sample and passes it through diametrically opposed ultrasonic sensors. The unit uses ultrasonic sound to measure the deareated slurry stream's particle size and percent solids.

Partners In Economic Reform, Inc., established a Polish-American Mine Center in Katowice, Poland, in 1996 to improve working conditions in the minerals industry. The program was based on the experience of mining companies, government, and labor in the United States, and was executed by a Coordinating Committee headed by the Center Director and Polish leaders from industry, State, labor, and academia. The cooperation among all parties has enabled safety and health issues to become part of industry restructuring with impressive initial reductions in coal mine fatalities. Existing work practices and attitudes of labor and management were assessed in coal mines throughout the country. Promotion, Rules, and Job and Task Analysis were identified as the areas requiring the most improvement, and are part of a post-graduate Safety Management program. Demonstration projects included measuring dust levels, using safety glasses, and promoting hazard awareness. Improved labor-management relations increased cooperation allowing for effective transfer of technology. Results can also be applied to improve the working environment of the manufacturing sector also undergoing restructuring.

Introduction Since the last decade the iron ore processing industry has undergone drastic changes from supplying screened and natural ores to manufacturing tailored concentrates and pellets. Increased need for the beneficiation of lower grade iron ore deposits and the increased demand for higher grade concentrates necessitate finer grinding of iron ores before concentration. The normal filtration stations used in the past are experiencing difficulties in dewatering the finely ground concentrates to moisture levels acceptable for balling. In addition to finer grinding, applications of complex beneficiation techniques has decreased the filterability of the concentrates and create problems in filtration of iron ore concentrates. An overview of the filtration literature indicates there are few research reports on the dewatering of iron ore concentrate slurries. There exists a need to understand the principles and mechanisms involved in the filtration of iron ore concentrate slurries with a goal of developing more efficient filtration techniques. This paper presents the results from the first phase of our research program that included the development of a reproducible benchscale filtration technique and the investigation of the filtration behavior of eight iron ore concentrates.

A glance at the accompanying table reveals that for the first time in many years the industrial minerals field did not post significant gains in production. Gypsum, cement, sand and gravel, and crushed stone production-which are very sensitive to construction industry performance-barely managed to stay even, or in fact, declined slightly. Even barite production, in spite of increased oil and gas drilling, was off 5% in 1979 from 1978. Domestic fluorspar production continued to decline while imports, primarily from Mexico, South Africa, and Spain, rose 11%. Worldwide production of iodine (which is used primarily as a catalyst, animal feed additive, and in ink and colorants, stabilizers, pharmaceuticals, photographic film, and disinfectants) grew about 9% on a worldwide basis-from 10.75 Tg to 11.16 Tg. This does not include US production. The two US producers increased demand as apparent domestic production increased about 5%. Increasing energy costs and the transportation situation have had a prohibitive effect on the industrial minerals field. The critical shortage of railroad cars, according to consultant Neil Johnson, is due to several factors: • High capital investment rind interest rates needed to build new equipment, • Accidents, obsolescence, and failure to repair equipment reduced car availability, •Reduction in some train schedules due to fuel economy, and •Increased turnaround time as a result of new safety regulations. Railroad rates have increased an average of 7% per year for the past 10 years. Last year's increases were about 11.1% due to fuel costs and surcharges. Truck shipments have increased their penetration in certain areas of the southeast because of the shortage of box cars and the producers' demand for quick shipment. Some producers report a 15-20% increase in truck use. In the feldspar-mica area, which formerly made most shipments by rail, trucks are now used for about half the shipments. Marketing prices, as expected, increased due to higher costs for energy, power, labor, and supplies used in production. Estimated average price increases were about 10% which, in many cases, did not cover increased production costs. These factors-rising energy costs and the critical transportation situation-resulted in an unsatisfactory year for industrial minerals. Stanley J. Lefond Cnntrihuting Editor

For the REM (Réseau Express Métropolitain) project, a 2500 m tunnel was built using a tunnel boring machine (TBM) under the Montreal Pierre Elliott Trudeau Airport (ADM). Although the geology under the Montreal Airport (ADM) would have been suitable for an excavation with a hard rock machine, the rst section reuired an earth pressure balance (EPB) TBM due to the soft soil located under wetlands. After excavating 280 m, the TBM was blocked in a transition zone of unconsolidated, water-bearing soils directly above the underlying bedrock. A free air intervention was not possible due to these geological conditions. After several failed attempts to create a slurry cake for hyperbaric interventions, a ground freezing system was designed and implemented, incorporating angled pipes drilled from outside the wetlands to directly in front of the cutterhead. This paper discusses the engineering reuired to form a frozen, water-tight zone in front of the cutterhead using liuid nitrogen. It also describes the complex method of replacing the disc cutters while holding the ground freezing system active in a manner protecting the health and safety of the workers.

Banks frequently manage large privately owned mineral land trust accounts for estate heirs. The bank has a fiduciary obligation to follow the “Prudent Man Rule”, which requires that trust properties be managed at least as well as a prudent and knowledgeable owner could. However, banks may not have internal staff proficient at mineral property values, lease contracts, royalties, mining practices, etc. This is an opportunity for experienced geologic consultants and certified minerals appraisers to provide needed help. Items valuable to Trust managers may include: 1. Marketing privately owned mineral trust lands to mining or oil & gas firms, assuring competitive offering prices and terms; 2. Negotiating favorable new mineral lease and purchase-option contracts; 3. Monitoring progress of mining, royalty payments, land reclamation, and environmental clean-up work; 4. Balancing future mining income with later industrial, commercial or housing development, timber harvest, etc.; 5. Assuring that Depletion Allowance tax advantage is taken for actual mine royalty payments, but not for annual non-mining lease (rental) income; 6. Appraising in-ground mineral value for bank audits, estate tax valuations, and equitable property division between heirs; and 7. Serving as expert witness, representing the legal interests of the bank, trusts, and the mineral heirs in litigation. Banks do welcome reliable advice which assists them in achieving the “Prudent Man Rule” and improving mineral income to their land Trust accounts.
