OCAW appreciates the opportunity given to us by the sponsors of this Conference to present our position and policies on the issue of radiation hazards in mining. Our principal concern is the health impact that the mining of uranium has on our members. OCAW represents 1,500 underground uranium miners and more than 10,000 underground miners with 3,000 in the Rocky Mountain region. The U.S. Public Health Service has determined through mortality studies that the number one cause of death among uranium miners is lung cancer. It was also determined that exposure to radon daughters and mine dust correlates with the lung cancer experience of uranium miners. Data from the U.S. Mine Safety and Health Administration has also shown that not only uranium underground miners, but all underground miners, are exposed to radon daughters -- especially underground miners in the Rocky Mountain region. It is our position that any OCAW underground miner is at potential lung cancer risk. The dosages of radon daughters that our miners are exposed to are very many times the background levels of radon exposures in the communities where they live. We are also aware that cigarette smoking accelerates the onset of lung cancer; however, it has to be clear that the available scientific evidence shows that alpha radiation does initiate lung cancer and that cigarette smoke, as a recognized co-carcinogen, promotes cancer already initiated by radiation. It is true that cigarette smoke increases the risk of cancer significantly for miners exposed to radon, but nonsmoking miners have experienced lung cancer rates twice as high as the comparable members of the U.S. population. OCAW's position is that the occupational regulatory agencies should concentrate on the exposures that can be controlled; that is, occupational exposures rather than life-style exposures. Our Union has maintained a consistent posture in relation to carcinogens in the workplace -- that is, exposure to cancer-causing agents should be limited to the [lowest feasible level]. OCAW has interpreted lowest feasible level as the lower limit of detection of the collection and analytical method used to detect the carcinogen. Our posture is based on the available scientific information on carcinogenesis. We have asked the scientific community, many times, to provide us with safe levels of exposure to carcinogenic substances, including radon daughters. The answer has been: "We cannot determine levels of exposure low enough to assure that no cancer will occur." In short, there is not a "safe threshold" for any carcinogen. This statement does not come from one of the few so-called "pro-labor scientists," it comes from the National Cancer Institute and the National Institute for Occupational Safety and Health. I don't need to be a scientific sage, then, to conclude that the lowest level of exposure corresponds to the lowest risk of developing cancer. That is, then, our policy on exposure to carcinogens. It seems there has been an attempt to ignore the fact that lung cancer in uranium miners is the principal cause of death. Uranium miners are no exception from workers exposed to carcinogens. Our policy applies to them. Uranium miners should be exposed to the lowest feasible level of radon daughters and any decrease in the permissible exposure level is a decrease in their lung cancer risk. Accordingly, OCAW has petitioned the Department of Labor for a new permissible exposure limit to radon daughters in uranium mining, which lowers the current exposure standard from 4 Working Level Months (WLM) per year to 0.7 Working Level Months per year. We made our demand to the Department of Labor on April 20, 1980. We are still awaiting action from the Federal Government on our petition. OCAW is also very concerned with other important health impacts of uranium mining. We are concerned with a rate of disabling accidents and fatalities which is twice as high as the same rate in other underground mines, excluding coal. We are also concerned with the rate of respiratory disease fatalities among uranium miners which is almost four times the rate among a comparable U.S. population. We have expressed those concerns when the U.S. Senate proposed a Federal Compensation Act for uranium miners. That proposal, by Senator Dominici of New Mexico, found a quiet death in two Congressional sessions. In conclusion, our position on lung cancer induced by radon daughters is the same position we have taken with all other industrial carcinogens: The lower the exposure, the lower the risk. OCAW is demanding a drastic decrease of the permissible exposure limits. OCAW will never accept that a segment of our membership which mines uranium should take the lion's share of the risk while the uranium mining companies take all the benefits.

In a mineral processing plant there are a number of routine decisions which are based at least in part on the plant's metallurgical performance. Among these are those related to: 1) equipment functioning properly 2) suitable operating conditions 3) reagents achieving desired results 4} determining operating response to changes in ore 5) defining circuits offering potential for improvement A step beyond the routine, are the periodic management evaluations of operating supervision and technical assistance, which are based largely on profit -a direct function of are availability, metallurgical performance and operating costs. The "yardstick", excuse me -"meterstick", by which performance is best measured is the plant metallurgical balance, which tells not only what was produced but how it was produced. Since this metallurgical balance is directly related to both plant profits and individual rewards, it is only reasonable to make that "meterstick" as precise as humanly possible.

Using an approach based on the theory of similitude, the author develops a general equation and related concepts that provide new insights to an old problem. The load-bearing capacity (strength) of a square, rectangular, or cylindrical prism of a brittle material such as rock, coal, or concrete is expressed as the mathematical product of a size effect, a shape effect, and a function of the mechanical properties (deformability, cleat/joint spacing, and friction) of the pillar, roof and floor materials. Through an application of multivariate statistical analysis, the results of assorted tests and observations of failed pillars can be combined into a fundamental scaling equation, which provides a unified, consistent approach to the estimation of mine pillar strength. The form of the equation is sufficiently general to be able to incorporate refinements in the characterization of the basis factors, as they become available through future experimentation and analysis.

An erector transporter (ET) has been designed and built to lift, carry and erect heavy machinery components, in particular the components of a 7.6 m diameter tunnel boring machine (TBM), within the access tunnels of a submarine coal mine in Eastern Canada. The ET is capable of manoeuvring within a 7.6 m tunnel while precisely positioning components as large as 6 m in diameter and weighing up to 27 tonnes each. The unit can negotiate 20% grades while carrying loads of 30 tonnes. The major design features, verification tests and performance trial results are presented. The versatility of the ET is such that many other applications are possible.

Determining the correct combination of mix components and water for high-density paste backfills with the transport and deposition properties necessary in a mining operation is a difficult task. Rheologic properties cannot be determined without conducting full-scale pumping tests, and data from existing tests are very limited. The following presents the findings of investigations undertaken to determine if paste backfill rheology can be determined using existing techniques and which mix and system variables have the greatest influence on transport pressure loss. Data from lab-oratory-scale pumping tests were used to produce a rheologic model of flow behavior for comparison, and a statistical analysis was conducted to determine the most significant factors affecting transport pressure loss.

The 56,000' (17 km) long San Vicente Aqueduct Pipeline tunnel is being constructed using precast concrete rings to act as preliminary ground support through two sections of the bored tunnel with lengths of 9,450' (2.9 km) and 33,700' (10.27 km).The six segment bolted trapezoidal ring was manufactured using a combination of steel fiber reinforced concrete and self compacting concrete in vertical moulds. This paper briefly describes the design and function of the segments, and reviews the development stages of the concrete mix, and the advantages and disadvantages of the adopted manufacturing method.

NPV is a static measure of project value which does not discriminate between levels of internal and external risk in project valuation. Due to current investment project?s characteristics, a much more complex model is needed: one that includes the value of flexibility and the different risk levels associated with variables subject to uncertainty (price, costs, exchange rates, grade and tonnage of the deposits, cut off grade, among many others). Few of these variables present any correlation or can be treated uniformly. In this context, Real Option Valuation (ROV) arose more than a decade ago, as a mainly theoretical model with the potential for simultaneous calculation of the risk associated with such variables. This paper reviews the literature regarding the application of Real Options Valuation in mining, noting the prior focus on external risks, and presents a case study where ROV is applied to quantify risk associated to mine planning.

The National Institute for Occupational Safety and Health (NIOSH) is staffed with Engineers, Geologists, and Field Technicians conducting a variety of ground control research. The mission of the ground control teams within the Mine Systems Safety Branch (MSSB) is to eliminate ground failures leading to mineworker injuries and fatalities. Advancing the science behind ground control relies heavily on conducting mutually beneficial research at participating mines which is detailed in specific references throughout the paper. The ground control teams have several types of field instruments at their disposal to measure the ground response in underground mines. These include borehole pressure cells (BPCs), vibrating wire stress meters (VWs), hollow inclusion cells (Hi-Cells), roof and rib extensometers, load cells, and convergence meters. These instruments are used to measure changes in pressure, strain, and displacement within the underground environment. Instrumentation data is collected automatically using intrinsically safe or MSHA permissible dataloggers if required. Information is transmitted to the dataloggers using approved cable to distances of 200–1,000 ft. depending on the type of datalogger being used. Once mining is completed, the dataloggers are retrieved and brought to the surface, providing in-mine data to mine management and engineers for the conditions currently being encountered in a particular mine. This data, in conjunction with geologic data and stress mapping, can be used to validate numerical models. The practical application of these models is extremely important for mine management and engineers, particularly when faced with more challenging mine environments. Insight gained from applying these models can be used to make better engineering-based judgments for areas that will be mined in the future. The impact of such applications can result in a reduction of ground-fall accidents and injuries as well as generally safer working conditions.

The Saskatchewan industry has the advantages of an ore body of a size and consistency unmatched anywhere else in the world, and large, efficient mines with production costs that compare favourably with those in other countries. On the minus side, Saskatchewan is remote from most major markets, and producers face a distribution challenge to reach the offshore markets which is the main focus of this presentation. One of the characteristics of the world potash business is that all of the major sources of production are located in the developed areas of the world, while there is no significant production in any of the highly populated developing countries. The major potash producers are located in Canada and the United States, in West Germany, France, Spain and the U.K., in Russia and East Germany, and in Israel and Jordan. There is currently no significant production in any of the countries in Asia (with the exception of Jordan where a plant is currently in the start-up phase), Africa, Latin America or Oceania, and all of these areas must, therefore, import a11 of their potash requirements from the producing countries.

A unique collector dispersion techniques was developed and used to improve the flotation rate and recovery of coarser and ultrafine coal-rich particles in the froth flotation processes. In this novel collector dispersion method, the collector such as hydrocarbon-oil is gasified and transported by gas phase (air stream) into the pulp. In addition to the excellent mode of collector dispersion, the collector-encapsulated air bubbles are generated in the pulp. This approach alters the surface properties of air bubbles and provides the fast rate of flotation compared to that of direct liquid collector addition froth flotation. Using gasified kerosene as the collector, the effect of altering surface properties of bubbles on the recovery of larger and finer coal-rich particles of -1.7 mm (-12 mesh) and -600 µ m (-30 mesh) raw coal samples were studied. The Redstone seam coal obtained from Northern Central region of West Virginia was used in this work. The effect of particle size on oil-coated bubble flotation rate and recovery were also evaluated. The conventional froth flotation test with a liquid form of kerosene addition was also conducted for comparison purpose.

"Gob ventilation boreholes (GVBs) are widely used in underground coal mines for longwall gob degasification purposes. GVBs are often drilled within 10 to 30 m above the top of the coal bed into the fractured zone, completed with 20 cm (8 in.) diameter casing and 60 m of slotted pipe at the bottom. The purpose of this completion strategy is to create a pressure sink to capture the emissions before they can enter into the underground workplace. For GVBs to work effectively, they must be drilled close enough to the working areas to capture methane from the fractured zone while the setting depth must be kept above the caved zone to minimize the amount of ventilation air that is drawn into the GVBs. Well completion parameters are important for creating safe working conditions. In this paper, computational fluid dynamics (CFD) studies will be presented to analyze the effect of different practices for GVBs completion parameters for methane extraction, formation of explosive gas zones in the gob and methane concentrations at the longwall face and tailgate. Authors have identified the optimum completion parameters for GVBs, which can maximize the benefit and minimize fire and explosion risk. INTRODUCTION Coal mines may be considered gassy based on the presence of CH4. Gas from the mined coalbed or from rider seams above or below the mined coalbed can migrate into the gob and then potentially move towards the working areas. In longwall coal mines with high methane emissions, sufficient ventilation and additional methane control measures are usually required to reduce the methane concentration in working areas to below statutory levels. Several techniques or combinations of techniques are available to control the methane hazard. These may include mine face ventilation to dilute methane, coal bed degasification, nitrogen injection into the gob to render a methane atmosphere inert and the use of gob ventilation boreholes (GVBs). Longwall face ventilation and dilution alone can only handle methane emissions up to a certain amount. When methane emissions exceed the face ventilation capacity, additional control measures are required. Drilling horizontal or vertical methane drainage holes into the coal seams as well as gob ventilation boreholes from the surface into the gob area to extract methane are common practices. GVBs are usually drilled from the surface above the longwall panel ahead of mining. When the face moves outby the GVBs and the gob begins to form, methane production starts from the boreholes. It is important to control the performance of GVBs to maintain a safe working environment in the mine. The performance of GVBs depends on multiple factors, including borehole location, length and diameter of slotted casing, setting depth of casing above the coal seam being mined, wellhead vacuum pressure, and permeability of caved-fractured zones."

In the past thirty years, there have been a large number of ownership changes in the industrial minerals arena and many medium to large companies have made industrial mineral acquisitions. Industrial minerals are exceedingly important to the achievement and maintenance of a high standard of living in the United States and in other developed countries. In the developed countries of the world the value of industrial minerals exceeds the values of the metallic minerals. In the U.S., the value of our industrial minerals is some 2 112 times that of the value of our metallic minerals. Almost every single thing we use or touch in our daily lives can be related to an industrial mineral. Examples are the construction industry, agriculture, ceramics, paper, paint, plastics, electronics, glass, petroleum, and many more in which an industrial mineral or minerals playa functional role. Industrial minerals are exceedingly diverse in their values, properties, and applications. Sand and gravel is an example of an essential industrial mineral commodity which has a low price but moves in very high volumes. Geographic location of this commodity is critical because of transportation costs. High calcium limestone or marble has a moderately high price particularly if it is white enough for use as a pigment or extender. This moves in moderately high tonnages and location is not as critical be-cause it can be shipped for considerable distances and still be competitive. Some specialty industrial minerals such as a white tale or white bentonite sells at a high price at low volumes and geographic location is not a major factor in marketing. Prices of industrial minerals do not tend to be cyclic and generally keep up with inflationary increases. Because of the diversity of industrial minerals very careful analyses of acquisitions or divestitures must be undertaken by buyers and/or sellers in order to prevent serious mistakes.

INTRODUCTION The Alchem trona mine, owned and operated by Allied Chemical Corp., is located approximately 32 km (20 miles) west of the town of Green River, and 8 km (5 miles) north of Interstate 80 in southwest Wyoming. Trona, a naturally occuring sodium sesquicarbonate (NaCO3 • NaHCO3 • 2H2O), is used for the production of sodium carbonate (Na2CO3), commonly known as soda ash. Present annual US consumption of soda ash is approximately 9.07 Mt (10 million st), out of which approximately 7.3 Mt (8 million st) is produced from the Wyoming trona mines. About 44% of soda ash is consumed by the glass industry; 3 % by exports; and the remaining portion by paper, chemical, soap, textile, and nonferrous industries. Allied Chemical operates an underground mine at an average depth of about 488 m (1600 ft). There are three other trona mines in the area operated by FMC Corp., Stauffer Chemical Corp., and Texasgulf Inc. (see Fig. 1). Allied Chemical became interested in southwest Wyoming trona deposits in the early 1940s. Explora¬tion work was begun in 1959 with the acquisition of federal leases. Exploitation of the reserves began in 1968. Two shafts, one 6.1 m (20 ft) and another 3.7 m (12 ft), were completed prior to 1968. The 6.1-m (20-ft) diam service shaft is divided in half by a cur¬tain wall, with one half used for men and material and the other for ventilation as a return air shaft. During the period from 1968 to 1974, the 3.7-m (12-ft) shaft was used as production shaft with two 7.3-t (8-st) skips. Due to the increased demand for soda ash, plant and mine expansions were completed during 1974. Under this expansion, the material handling system capacity was increased by constructing a new 2721-t (3000-st) capacity ore bin, sinking a 6.1-m (20-ft) diam produc¬tion shaft, and installing a friction hoist with two 22.7-t (25-st) skips. The Alchem mine manpower is 484 employees and about 2.3 Mt (2.5 million st) of trona was produced during 1976. Three different mining systems are used at the Alchem mine: conventional, continuous, and longwall. Allied Chemical introduced its first longwall unit in 1973, which was also the first longwall system introduced in the Wyoming trona district. At present, four conventional, seven continuous, and two longwall units are in operation. This equipment is operated in ten production areas. GEOLOGY The bedded trona and trona-halite in the Green River basin of southwestern Wyoming is a major re¬source for the nation. There are 25 beds that exceed 0.9 m (3 ft) in thickness and underlie areas of about 2590 km2 (1000 sq miles). There are other minor beds that range in thickness from 0.3 to 1.2 m (1 to 4 ft). Allied Chemical's Alchem mine is located in bed 17. The trona bed numbering system starts at the lowest elevation and increases upwards. The trona beds are in the Wilkens Peak member of the Green River formation. The Green River formation was deposited in a lake that began in early Eocene as a large body of fresh water, shrank in size and became saline, and then became fresh water again. The sedi¬ment during the saline phase of the lake, which includes the trona beds, is called the Wilkens Peak member. The underlying freshwater lake deposit is called the Tipton member and includes a 25.9-m (85-ft) sand unit which is a high pressure, low permeability aquifer. The over¬lying sediment is called the Laney shale. The Green River formation is underlaid by the Wasatch formation and overlaid by the Bridger formation (see Fig. 2). The structure of the beds in the area of the Allied Chemical mine is mostly postdepositional asymmetrical folds of small amplitude. These folds range in size of 3 to 6.1 m (10 to 20 ft) to as much as 45.7 m (150 ft). The trend of the folds is northwesterly with the north¬east flank of the anticlines having a steep dip and the southwest having gentle dips. Trona bed 17 varies in thickness from 2.4 to 3.4 m (8 to 11 ft) over the 93.2 km2 (36 sq miles) holdings of Allied Chemical and is flat lying except for the rela¬tively minor folding and a negligible regional dip of about 0.017 rad (1°). Trona occurs naturally in several physical forms in the Green River basin, being both massive and crystal¬line. ME?s Arizona Conference was held at the Hilton El Conquistador resort in Tucson on Dec. 2 and 3, 2007. The annual conference is organized by the Arizona Conference Board of Directors, which represents SME sections in Arizona and adjacent areas. The conference provides an opportunity for individuals and corporations associated with mining in the region to get together once each year to discuss the status of the industry. The 2007 meeting featured a keynote address, a distinguished lecturer and more than 25 technical papers that were presented in seven sessions. The sessions included environmental, geology, safety, metallurgy, mining, new projects and a special session on Mexico. Topics covered included mine closure, sustainable mining, exploration methods, health and safety issues, mining equipment and drilling. Much of the discussion at the conference concerned major new developments in the region?s copper mining industry. For example, Freeport-McMoRan?s new Safford Mine and BHP Billiton?s Pinto Valley restart were the topics of technical presentations. There was also much discussion among the attendees on the current and future price of copper, community relations, education issues and recruitment concerns. At the time of the conference, the price of copper hovered around $3.30/lb, up considerably from the 61 cents/lb in late 2001, when the industry was being challenged by world market conditions and a weakened domestic economy. Since then, strong demand from China helped push copper prices to record levels that at one time reached as high as $4/lb. The general consensus among the attendees is that the current price of around $3.30/lb will continue through 2008. Most attendees also expect increased corporate investments in the industry to continue. Copper mining in Arizona has been a major industry since the 1800s. In 2007, Arizona was the leading copper-producing state in the United States and produced more than $5 billion worth of copper. The copper mining industry in Arizona also produces byproduct gold, silver and molybdenum. Arizona is the second largest molybdenum producer in the United States.

Editor’s note: This is the second part of a two-part series on longwall mining in the United States. Part one was published in the December 2005 issue of ME (pp. 21-26). It provided a history of longwall coal mining in the United States. It also discussed the technology involved in the productivity gains and operational improvements. Boyd anticipates that U.S. coal production will increase by 61 Mt (67 million st) (6 percent) from 2004 to 2010. A combination of higher surface and underground mine production will be required to meet the projected market demand. Boyd’s projections of coal production by major mining methods are shown in Table 1.

Site-specific blast vibration prediction can be more accurate than using a universal prediction equation. Vibrations from 37 blasts were monitored using three seismographs. Data analysis showed that square root, cube root, and site-specific scaling predicted ground motion with equal reliability. Imprecise prediction is caused by geologic and blast variability, particularly, inaccurate delay times. Vibrations at some mines were consistently lower or higher than vibrations predicted from US Bureau of Mines (USBM) equations. Vibration restrictions based on USBM studies could then be too conservative or too lenient. Predominant vibration frequencies were generally less than 50 Hz, but several blasts had significant energy up to 125 Hz. In some cases, energy was concentrated at frequencies corresponding to delay intervals.

Despite technological advancements and organizational adjustments, lost time accidents are major issues in occupational safety. However, there is very limited work that focuses on variables influencing days lost as a result of occupational accidents. In this study, decision tree and artificial neural network methods were used as machine learning techniques to investigate the impact of factors on accident lost day duration. Degree of injury, worker age, and worker activity were found to be the top three variables impacting loss of time from work. It was also identified that the mining method, location, and nature of injury had a moderate influence on duration lost due to occupational accidents. However, worker experience and ore type did not have any significant impact on the duration, which is an unexpected result. These results confirmed that some accident factors that might have a large influence on the number of mine accidents can be less critical when it comes to accident lost day duration.

National Institute for Occupational Safety and Health (NIOSH) researchers conducted an investigation to quantify sound levels and to determine the amount of sound reduction provided by engineering noise controls installed in a talc processing plant. Baseline sound level and sound intensity measurements were performed at the plant and the measurement locations were recorded for comparison to post-control measurements. Follow-up measurements were then made at the same locations after the initial noise controls were installed. The plant subsequently decided to implement additional noise controls and the researchers returned to conduct measurements for a final analysis of all noise controls. The most significant results showed a sound level reduction in the main mill area from a range of 93-104 dB(A) down to 90-94 dB(A), and a total sound power level reduction of 21 dB(A) for air classifying mill 3.

When the two come together, the returns can be phenomenal.The first day of talks at the 68th Annual Colorado MPD Conference, held April 26-28 at The Broadmoor in Colorado Springs, covered the ground on these industry wisdoms.Coming together as a team“Think of the people, not just the lab and the numbers. That makes all the difference,” said Dee Kippers, of FMI Henderson Mine, in her talk on “Process optimization during a market downturn (A Moly MacGyver story).” Kippers told an entertaining story of the journey she and her team took in tackling the issue of an annual spike in iron content in the product at Freeport- McMoRan’s Henderson primary molybdenum mine near Empire, CO.As the metallurgists tried one thing after another — cranking up the iron depressant, adjusting pH with sodium hydroxide and hydrated lime, modifying reagent levels — Kippers found that when she shared her results with the operators, communicated with them on what she was doing and got their input, they were more willing to work with her, and more understanding and supportive of her efforts.The results make the case for getting people on board and coming together as a team. The cost savings from their optimization efforts, with little capital investment, have been “enough to cover the annual salaries of our metallurgy department and then some,” Kippers said.Considering the environmentDavid Lemieux, of Dundee Sustainable Technologies (DST), talked next on “Cyanidefree process for gold extraction,” presenting the results obtained from a demonstration campaign of the company’s novel chlorination process for gold extraction and associated arsenic stabilization process. The expanding volume of maritime coal transportation is intensifying the problems concerning large vessel service port construction, transshipment and environmental control. The major problem is the transshipment of coal. Customary methods for bulk transfer must be improved and/or new systems developed. Slurry unloading has a key role in the new systems. The present report reviews progress in slurry transportation research which has been done in Japan since the 1960s when large scale experiments for domestic transportation were done. Experiments on the effects of vibration on the slurry cargo and on reslurrying are discussed.
