The Federal Coal Mine Health and Safety Act of 1969 (FCMHSA) begins with this statement: "Congress declares that the first priority and concern of all in the coal mining industry must be the health and safety of its most precious resource -- the miner; . . ." At the Federal level this responsibility is shared by the Department of the Interior and the Department of HEW. The health research and standard setting activities under the Act are largely the responsibility of the Department of HEW, and with the exception of Title 4, Black Lung Benefits, have been delegated to our Institute, which I will refer to henceforth as NIOSH. In addition, we bear certain joint responsibilities with the Department of the Interior. These include dust sampling and respirator approval. To complete the picture, the Department of Labor has recently assumed Black Lung Benefit respon¬sibilities from the Social Security Administration under Title 4 of the Act.

"Standing support is often used in conjunction with underground retreat mining. Knowledge of the load-displacement behavior of standing support and loading induced by the mine opening is critical to proper support selection. The NIOSH STOP database contains load-displacement laboratory test data for most commonly used standing supports. Hydraulic load cells currently used to measure in-situ loading of standing supports have exhibited leakage under load, producing irregularities within the dataset. An improved hydraulic load cell eliminates leakage and produces more consistent data.INTRODUCTIONA hydraulic load cell, more commonly known as a flat jack or JackPack, is a device installed to determine the loading characteristics of the roof-to-floor supports. These standing or roof-to-floor supports include, but are not limited to pumpable cribs, cans, wooden cribs (4-point, 9-point, etc.), metal props, wood timbers, concrete donut cribs, and other variations of these standing supports.Flat jack devices have been used previously to determine the loading of such roof to floor supports. The most commonly used load cell for standing supports is based on a design intended for pre-stressing standing supports, not load measurement. Preloading helps to keep the supports, such as timbers props and cribs, in place during the dynamic loading associated with blasting (Barczak and Tadolini, 2004).Flat Jacks are manufactured in various shapes and sizes depending on the application; common shapes are square and round that are 25.4 mm (1.0 inch) thick when collapsed, as shown in Figure 1. These load cells are produced in South Africa and can be formed into several different shapes depending on the application (Barczak, 2003). The sheet metal that makes up the bladder is comprised of 19-gauge or 1.11 mm (0.04 inch) thickness; the top and bottom pieces of sheet metal are resistance-seam welded around the perimeter. There are two different ports installed on one of the bladder skin corners of the flat jacks; these ports allow fluid to fill the unit, and the other port has a relief valve. The fill port is comprised of a check valve. The pressure relief valve is located in the second port; preset to 1,724 kPa (250 psi), the pressure relief valve keeps the load cell from bursting. Bursting of these load cells typically causes a small tear in the metal skin allowing the fluid to leak out without a large catastrophic failure.The effective inflation range of these load cells is between 25.4 mm (1.0 inch) to 254.0 mm (10.0 inches) thick. Different types of fluids can inflate these load cells but the most common and easily accessible fluid for testing applications is water. Water pressure from the mine supply line can inflate these load cells to the desired load. Depending on the pre-stressing requirements, a pneumatic powered pump, hydraulic pump, or hand pump may be required to inflate the load cells."

Each year, hundreds of mine workers are involved in machinery-related accidents. Many of these accidents involve inadequate or improper use of lockout/tagout (LOTO) procedures. To mitigate the occurrence of these accidents, new safety methods are needed to monitor access to hazardous areas around operating machinery, improve documentation/monitoring of maintenance that requires shutdown of the machinery, and prevent unexpected startup or movement during machine maintenance activities. The U.S. National Institute for Occupational Safety and Health (NIOSH) is currently researching the application of Internet of Things (IoT) technologies to provide intelligent machine monitoring as part of a comprehensive LOTO program. This paper introduces NIOSH’s two-phase implementation of an IoT-based intelligent machine monitoring system.

The Peñasquito deposit in Mexico is one of the largest grassroots precious metal discoveries developed in recent years. Goldcorp Inc. acquired the gold-silver-lead-zinc property with the acquisition of Glamis in 2006. The Peñasquito property is located in the northeast corner of Zacatecas state, Mexico. The elevation of the property averages 1,900 m (6,200 ft) above sea level. It is situated in a wide east-west valley. Minera Peñasquito, S.A. de C.V., wholly owned subsidiary of Goldcorp Inc. has operated twin SABC-flotation lines since June 2010. Each line is capable of processing 50,000 tonne per day using a SABC grinding circuit followed by flotation to produce lead and zinc concentrates. The addition of a Polysius Polycom HPGR 2417 with dual 3,000 kW drives to reduce the crushed pebbles produced by the SAG mills was planned to increase production to 65,000 tonne per day per line. The production has been limited to 100,000 tpd due to operating issues in the grinding circuit. The operating issue has been the amount of pebbles generated by the SAG mills is significantly less than originally planned. This paper describes the planned installation of a crushed augmented feed to maximize utilization of the HPGR capacity. This coupled with full utilization of the SAG and Ball Mill available energies there is the potential to achieve a 50% total capacity increase from the grinding circuit.

New erosion, corrosion resistant metal, ceramic, and polymer composite technologies are being developed and marketed by Alanx Products L.P. for use in hydrocyclones, pumps, valves, and other applications in mining and minerals processing. This paper will present an overview of the ceramic/metal composite material system and properties developed, which include excellent erosion/ corrosion resistance. Wear data will be shown from a variety of laboratory tests in dry and wet conditions, in aqueous neutral and corrosive environments. Comparisons will be made with a variety of competitive materials currently used in the industries sited. Data will also be presented on field tests with pumps and hydrocyclones in hard rock mining and other abrasive/corrosive environments. Field data from North and South America, as well as Australian mining applications will be highlighted.

Brightwater West (BT4) represents the state of the art in utility tunneling, namely a long relatively small diameter, soft ground tunnel, with no intermediate shafts, under significant groundwater pressures, requiring very precise survey control in order to hit a small exit window. The tunnel is over 6.4 km (4 miles) in length, is expected to encounter active earth pressures of over 5 bars in glacial geology, and a planned hole through into a shaft eye constructed at 45.7 meter (150 feet) below the water table. Despite the fact that all of these challenges have been previously overcome in larger diameter tunnels, the technical solutions are much more challenging in a smaller diameter due to the lack of space available for implementing the equipment and techniques required. In addition to the technical challenges, the project is faced with many of the constraints designed to minimize the impact of these types of projects on the neighboring community and environment. The work shaft for BT4 is within 15.2 m (50 feet) of Puget Sound and is on a site that was previously occupied by petroleum storage tanks, and all of the tunnel muck has to be removed from the site by barge as trucking is not allowed by contract. The paper addresses the work performed during the preparation for tunneling stage of this project both in assembling the TBM and in preparing the site for its arrival.

Traditionally, fuel oil or diesel was the collector of choice in coal flotation, but in recent years these materials have come under increased scrutiny because of concerns about the toxicity of some components. In response to these concerns, Georgia-Pacific Chemicals LLC has commercialized a patent pending coal collector (Talon® 9400 reagent) that is 100% derived from the pulping of trees. This study presents a comparison of yields and recoveries for different coal collectors, including the one derived from the pulping of trees.

Risk ranking of projects is one of the importance parts of the complicated risk management procedure. Recognizing the riskiest criteria enable the managers to plan for risk reduction. The first stage for meeting this aim is defining the risky parameters and then working to establish order between them. There are variety methods for risk ranking. The ELECTRE method is one of the best among the multi criteria decision making methods. In this paper with implementing the fuzzy ELECTRE, The risky criteria in the Tehran Subway project are being ranked. The result of this research presents damage and accident of machineries as well as the lack of labor and equipment safety is located in the first order. Collapse factors and local prices are in second rank. Also wrong design, pollution, urban facilities damageable are in third to fifth respectively. Delay and ? are located in the last positions.

Silica and Crystalline Quartz exposure continues to be a serious health threat to nearly 2 million workers in the United States, including more than 100,000 working in high risk jobs such as abrasive blasting, foundry work, stonecutting, rock drilling, quarry work, mining and tunneling. The primary focus of this study is to identify the best methodology to reduce particulate-laden air and limit/eliminate exposure to respirable dust with silica/crystalline quartz during tunneling operations. This study focuses on two de-dusting systems employed on similar tunnel construction projects. The first project is the Coxwell Bypass Tunnel located in Toronto, Ontario Canada. The second project is the Westerly Storage Tunnel located in Cleveland, Ohio. The Toronto project is utilizing a wet de-dusting system. The Cleveland project is using a dry de-dusting system. The objective is to determine which system provides the best protection and suitability to capture, remove and ultimately reduce respirable concentrations of silica/ crystalline quartz to safety and healthy levels in underground tunneling activities.

"Gaseous explosions are one of the most hazardous incidents in process and mining industries. Experimental research in this area is shown to be high risk and expensive. Computational Fluid Dynamics (CFD) techniques are reasonable alternatives to experiments; specifically when testing large scale gaseous explosions such as methane explosion in underground mines. The dimensions of a confined space where explosions could occur vary significantly. Thus, the scaling effect on explosion parameters is worth to be investigated using CFD tools. In this research paper, the impact of scaling on the explosion overpressures is investigated by employing two scaling factors. These two factors are the Gas-fill Length scaling factor (FLSF) and the Hydraulic Diameter scaling factor (HDSF). The combinations of eight HDSFs (1, 2, 4, 8, 16, 32, 64, and 100) and five HDSFs (0.5, 1, 2, 4, and 8) will cover a wide range of space dimensions where flammable gas could accumulate. Experiments were conducted to evaluate the selected premixed combustion and turbulence models. Large Eddy Simulation (LES) turbulence model was used because it shows accuracy compared to the widely used Reynolds’ averaged models for the scenarios investigated in the experiments. Researchers also simulated methane explosions in both deflagration and detonation regimes using different numerical schemes. Three major conclusions can be drawn from the simulation results. (1) The overpressure increases with both FLSF and HDSF within the deflagration regime; (2) in an explosion duct with length to diameter ratio greater than 54, detonation is more likely to be triggered for stoichiometric methane/air mixture; (3) overpressure increases as an increment hydraulic diameter of a geometry within deflagration regime. INTRODUCTION The most typical category of gaseous explosion accidents is methane explosion accidents in the mining industry. It normally leads to significant economic loss and massive amount of casualties (McPherson, 1993). It could occur in unconfined spaces, such as combustion due to flammable gas leakage, as well as confined spaces, such as inner-combustion in process equipment and methane explosions in airways of underground mines. Gaseous explosions in confined spaces are more intensive compared to unconfined spaces provided that the total energy of explosives is the same. In addition, explosion characteristics are also affected by the geometry of a selected confined space. The size of confined spaces commonly encountered in process and mining industries could differ as much as an order of four (Catlin & Johnson, 1992). A better understanding of the scaling effect on gaseous explosions could contribute to explosion mitigation and prevent operation activities within high risk regions. This research paper has investigated this scaling effect and its impact on explosion propagation. The approach to investigate explosions is either experimental or numerical. Large scale explosion experiments are often costly and dangerous (Catlin, 1991; Zhang, Pang, & Zhang, 2011). Lab scale experiments and numerical methods are common alternatives. However, it is not yet clear if the findings in lab scale experiments can be used to represent the explosion characteristics or not. On the other hand, CFD modeling has been used to simulate chemical combustions and, thus, can be used to evaluate the scaling effects in methane explosions."

Introduction Syncrude Canada Ltd. is the operating company for a consortium of industry and government participants that produce synthetic crude oil from their leases in the Athabasca Oil Sands. Production from the $2.3 billion (1978) integrated mining, extraction, and bitumen upgrading and utility complex started in September 1978. Production is currently about 6.4 Mm3/a (40 million bbl per year) of high quality synthetic crude oil. This is done by upgrading the extracted bitumen from the oil sands mined. Plans are to increase the production to 8 Mm3/a (50 million bbl pier year) by 1989. At that time, the mining operation will be required to deliver 100 Mt/a (110 million stpy) of oil sand (ore) to the extraction plants, and handle quantities of waste ranging from 50 to 75 Mt/a (55 to 83 million stpy). The Syncrude plant is located at Mildred Lake, 40 km (25 miles) north of Fort McMurray and 480 km (300 miles) north of Edmonton, Alberta. Climate, particularly winter, is therefore a major factor affecting the design and operation of all the Syncrude production facilities. Bitumen production, consisting of overburden removal, oil/sand mining, bitumen extraction, and tailings disposal, account for about half the total SCO production costs. Considerable research and development, therefore, continues to be applied to improve both material handling and bitumen recovery methods. Potential applications for feeder breakers were identified in the material handling aspects of both overburden and oil sand mining to reduce cost and to attain planned production increments. Overburden removal Overburden materials on the leases comprise thin Pleistocene sands, gravel and fill, and sands, silts and clays of the thicker Clearwater Formation with the silt to clay components predominating. The latter contains multiple leases of hard siltstone with unconfined compressive strengths up to 148 MPa and thicknesses up 0.1 to 0.9 m (1 to 3ft). Characteristics of the overburden as well as the climatic environment and scale of operation present unique problems for the efficient removal of the material. In a bucketwheel/conveyor system, the weak silty clay formations require relatively flat working slopes for safe operation, while the siltstone lenses and frozen overburden require blasting or selective removal by other equipment. These factors, combined with the normal bucketwheel/conveyor design parameters, lead to high capital investment and relatively inefficient use of that capital. Laboratory experiments were conducted to determine the responses of a prototype smoke detector and a commercially available photoelectric smoke detector to smoke particles generated from various combustion sources. The prototype smoke detector combines optical scattering measurements with ionization chamber measurements in order to reduce/eliminate nuisance alarms due to the presence of airborne dusts or diesel exhaust particles. The commercially available smoke detector is designed for use in harsh environments where airborne dust represents a major problem due both to nuisance alarms and detector contamination. In the experiments, the responses of the two detectors were measured when exposed to smoke particles from the exhaust of a diesel engine and from a variety of fire sources, including wood, coal, styrene butadiene rubber, and No. 2 diesel fuel. For the solid fuels, data were obtained for both smoldering and flaming combustion. This report describes the experiments, their results, and the use of these results as they apply to early-warning fire sensors capable of the rapid and reliable detection of fires in atmospheres that may or may not be contaminated by either airborne dust or the products produced from diesel engines. Subsequent to these laboratory experiments, six smoke detectors were installed in an underground limestone mine for further testing and evaluation. Canada produces close to 42 million tonnes of coal per annum of which some 38 million tonnes is produced by surface mining methods. The two Western Canadian provinces, Alberta and British Columbia, produce 31 million tonnes of coal by surface mining. These two provinces provide the bulk of the metallurgical coal for export. The geological conditions in the Western provinces particularly in the mountain region are complex. The coals are friable and the seams are steeply inclined, sheared, intensely folded and faulted. There may be as many as 15 to 20 coal seams present with true thickness ranging from 2.5 m to over 8 m. This paper reviews the surface mining methods used to extract such seams. The difficulties associated with steep seam and multiple seam mining of friable coal resulting in lower coal recovery, high dilution and the problem of cleaning fine coal in the wash plant have been highlighted.

Backfilling material such as tailing (mine wastes) mixing with cement or gypsum has grown throughout the world’s underground mines. However, despite their growing popularity, the typical hydraulic and mechanical fill types utilized in many mines still exist. Deep underground mining has increased due to the lack of commercial minerals nearby. Mine wastes were considered the main part of backfilling to prevent environmental pollution, ground subsidence after mine abandonment, and mine collapse during deeper extraction phases. The cemented backfill technique is the principal technique used in underground mines, which include cement with fly ash and/or filter dust, cement with tailing material and fly ash, gypsum with fly ash, and synthetic anhydrite with fly ash and have been reviewed. It has concluded that a backfilling material must be selected based on further goals, available material near the mine site, and economic factors. This paper analyzes different backfill material mixtures to create a technique that will increase safety in underground mining conditions and foresees an appropriate formula that gives high uniaxial compressive strength. The multiple linear regression (MLR) on the collected data from the experimental works to construct the relationship between the uniaxial compressive strength (UCS) of the mixture and the components of the backfilling and the prediction formula for expected compressive strength was obtained. The results revealed that the predicted regression equation was robust and reliable to predict the (UCS) for the new components of the filling (cement (CE), filter dust (FD), water content (WC), and time (T)).

One of the utmost severe mining catastrophes in underground hard rock mines is rock burst phenomena. It can lead to damage to mine openings and equipment as well as trigger accidents or even threat to life as well. Due to this, a number of researchers are forced to study some easy-to-use alternative methods to predict the rock burst occurrence. Nevertheless, due to the extremely multifaceted relation between mechanical, geological and geometric factors of the mines, the conventional prediction methods are not able to produce accurate results. With the expansion of machine learning methods, a revolution in the rock burst occurrence has become imaginable. In present study, three machine learning methods, namely XGBoost, decision tree and support vector machine, are utilized to predict the occurrence of rock burst in various underground projects. A total of 134 rock burst events were gathered together from various published literatures comprising maximum tangential stress (MTS), elastic energy index (EEI), uniaxial compressive strength and uniaxial tensile stress (UTS) that have been used to develop various machine learning models. The performance of machine learning methods is evaluated based on the accuracy, sensitivity and specificity of the rock burst prediction.

Introduction The Surface Mining Control and Reclamation Act was passed in 1977 to put an end to the uneven environmental standards and enforcement established by various coal mining states in the US. One year after passage, the Secretary of Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for state regulatory programs under the Act and to allow states to assume primary regulatory responsibility. To implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules. But they must take into consideration the differences between surface and underground coal mining. The regulations developed by the Secretary in 1979, with respect to subsidence control, included: • a subsidence control plan as part of the permitting process; • substantive provisions establishing performance standards for subsidence control; and • provisions providing for the prohibition of mining under perennial streams, impoundments larger than 24.6 dam3 (20 acre ft), and certain public facilities and urban areas. Industry challenged the Secretary's regulations implementing the subsidence control provisions. The litigation was consolidated with all other challenges to the permanent program regulations. (Permanent Surface Mining Regulation Litigation, Civil Action No. 79-1144; D. D.C., May 16, 1980.) In two opinions dealing with the multitude of issues raised by both industry and environmental groups, the US District Court of the District of Columbia ruled against industry. It upheld the promulgated subsidence control provisions. The US Court of Appeals stayed the appeals pending the agency's review and revision of its regulations. The regulatory reform was conducted in accordance with the order from the Secretary of Interior and the President in 1981. As a result, the subsidence control regulation was revised, reproposed, and finalized in June 1983 (Federal Register). This regulation, along with others, was again challenged by environmental groups and industry. On Oct. 1, 1984, the court, after finding the Secretary's reading of the Act reasonable, upheld the 1983 subsidence regulation except for one section. On Feb. 21, 1985, in accordance with the court's ruling, the Office of Surface Mining (OSM) suspended a portion of 30 CFR 817.121 (c)(2) concerning the damage correction requirement for structures or facilities and reproposed it on July 8, 1985 (Federal Register). In conjunction with a request for public comments, OSM now also seeks comments on the omission from the 1983 rule of the requirement in the 1979 rule regarding a presubsidence survey and monitoring of damage to structures. Technical issues related to subsidence regulations The subsidence regulations of June 1, 1983, consist mainly of two parts: a subsidence control plan as part of the permitting process; and substantive provisions establishing performance standards. Today’s industrial technology offers to optimize and reutilize the resources available in terms of scum that remains after hot rolling in steel rerolling mills in Rajasthan, India. Vast reserves of low-grade coal exist and tons of mill scale are produced everyday after hot rolling in steel rerolling mills in Rajasthan, India. The present research work aimed to optimize the various parameters of solid-state reduction of mill scale using low-grade coal from Rajasthan, India. This study investigates the effect of reduction temperature (850–950 °C in steps of 50 °C), reduction time (60 to 180 min, in step of 60 min), mill scale size (800– 300 μm), and mill scale to coal ratio (1:1, 1:2 and 1:3) on achievable metallic iron percentage and its metallization. A higher percentage of iron content is obtained at a lower particle size of 300 μm. The structural analysis is carried out on 300 μm mill scales using XRD analysis, which shows the percentage of iron is approximately 63%, and metallization above 80% can be obtained under the reduction temperature at 900 °C for 180 min, for 1:3 ratio (mill scale to coal ratio). The chemical composition of the mill scale is obtained using X-ray fluorescence (XRF), and particle sizes as well as distribution of mill scale are determined by scanning electron microscopy (SEM). The elements present in the mill scale are also verified using EDS, which indicates the presence of a major portion of Fe, followed by Fe2O3, Si, and C, respectively.

To evaluate methane explosion hazards in longwall coal mines, a CFD model was developed along with a 1/40th-scale, optically accessible model of an underground longwall coal mining section. In this project, CFD models assisted in the design of the physical model to ensure specifications were met for accurately representing the scaling physics as well as to assist in narrowing the experimental matrix and identifying key locations for sensor placement to measure velocity, pressure, and gas concentrations. This research will help develop strategies for methane monitoring that prevent methane ignitions and explosions in longwall coal operations.

"Fluorspar is one of the most important industrial minerals. It has a wide range of applications, for example it is used in the steel and aluminum industry, and is also the raw material to produce hydrofluoric acid, Teflon or Gore-Tex. There are only a few major fluorspar mines worldwide, with China being the most important fluorspar producer (U.S. Geological Survey National Minerals Information Center, 2017). At Okorusu, Namibia, fluorspar has been mined with conventional open pit mining methods from 1955 until 2014 from a large scale metasomatic fluorspar deposit with seven identified orebodies. There are about 7 million tons of measured resources left with an average grade of 27.5 % CaF2. This paper is based at an MSc thesis at Technical University Freiberg and describes the design of an underground mine for the A and D orebodies with an annual production rate of 100,000 t acid-grade fluorspar product. By comparing different mining methods and adapting variants of access to the underground orebodies the paper will emphasize on the selection of a suitable mining technology, with a special focus on the economic considerations to decide about the most profitable operation. INTRODUCTION Mining holds an important part in the economy of Namibia. In 2016 11.1 % of the GDP was made through mining activities with 22 active mines (The Chamber of Mines of Namibia, 2016). Only one of them consists an underground mining operation. The global annual production of fluorspar is approximately 6 to 7 million t (U.S. Geological Survey National Minerals Information Center, 2017). Okorusu produced on average about 50.000 t annually in recent years (U.S. Geological Survey National Minerals In-formation Center, 2015). Okorusu Mine is Namibia’s only fluorspar mine. Fluorspar was mined in an open pit mine with four individual pits (A-D) since 1980. In 2014 the mine closed due to the increased stripping ratio and beneficiation problems. The mine assets were bought by Gecko Namibia. Currently Gecko uses parts of the processing plant for beneficiation of graphite from a neighboring mine. Figure 1 shows a panoramic view with the four pits and the mine village. The intent is to develop a concept for the further underground development of the mine. There are still about 7 million t of measured resources left in the deposit, with an average grade of 27.5 % CaF2. This study focusses on the underground mine design. The above-ground plant and facilities are considered as remaining unchanged."
