Characterizing the abrasiveness of soil/rock and the allowable wear of hard-facing products in various conditions is a critical factor in selection of the best material for certain applications related to drilling and excavation in mining and construction industries. The Soil Abrasion Index test machine at Colorado School of Mines (CSM) is one of the recently developed unique systems capable of testing soil/crushed rock abrasion under various conditions, such as dry, wet, and saturated settings. It is also capable of testing the performance of various types of hard-facing materials in a given geo-material. This paper studies the wear properties of different hard-facing materials in various crushed rocks from a surface mining operation in the iron range region of the USA. The hard-facing materials include regular and hardened steels and six different specialized hard facings, based on chromium carbide. The soil/rock include a standard sand and two rock samples from the surface mine. Fourteen abrasion tests were conducted, where the weight loss of each hard-facing material was measured over timespans up to 1 h of testing. The results show the distinct performance differences between the steels with 17 HRC and 43 HRC hardness and the hard-facing products for this application. The results show the possibility to evaluate the abrasiveness of different rocks at a mine or construction site and the performance of various hard facings in similar working conditions. This is a practical solution for selection of the cutting tool or reinforcement of bucket lips and truck beds for comparison of relative wear life between different wear-resistant materials.

Although the occurrence of deposits of titanium minerals on Kenya’s present day beaches and adjacent dune systems has been well documented, the potential for older formations to host economically viable deposits had not been recognised until recently. The Magarini sands formation in Kenya has been found to contain deposits of ilmenite, rutile and zircon in quantities and grades that have the potential to be commercially exploited. Since 1995, Tiomin Resources Inc. has explored these deposits and has identified one deposit, the Kwale project, as being able to support the development of a mine producing some 300,000 tpa ilmenite, 75,000 tpa rutile and 37,000 tpa zircon. Tiomin plans to start production by late 2002. Construction of a US$137 million operation is set to commence in the first half of 2001.

The factors which control chimney subsidence sinkhole development in weak rock were assessed by analyzing the characteristics of approximately 3000 chimney subsidence features along the Colorado Front Range. The area of study included features developed over abandoned mines in the Colorado Springs Coal Field, the Boulder Coal Field, and the Foothills District. The approximate locations of the areas studied are shown in Figure 1. Data were collected for sinkholes occurring over both room and pillar, and retreat mining areas in coal seams with a wide range of dips. The location, size, and approximate time of development of each sinkhole were documented. From these data, relationships were developed which describe the time rate of observable sinkhole development and the relative location of sinkhole development with respect to mined height, overburden thickness, and type of mining for relatively flat-lying coal seams. In addition, the observed locations of sinkhole development over steeply dipping coal seams were assessed for portions of the study area.

This session has been organized to suggest to you that the development of direct reduction is important to the iron ore mining and coal mining industries. The papers presented this morning will include a discussion of the costs of making direct reduced iron (DRI), the iron ore and coal supplies needed to produce DRI, the financing of direct reduction (DR) projects and, probably most important, the impact of the DR development on the iron ore and coal industries. For starters, this opening presentation offers a brief statement about DR practice and DRI, under the title that should surprise no one: "Direct Reduction: What Is It?" There is always the chance? that a brief statement may become long and complicated. But, by mixing some slides borrowed from Hal Lownie with a larger number of photographs accumulated from other sources, I hope to avoid such pitfalls.

A mine fire is one of the most challenging safety issues facing a mine operator and can occur at any location underground. The National Institute for Occupational Safety and Health (NIOSH) and the Twentymile Coal Mine, Colorado, conducted in-mine experiments to determine the capability of high-expansion foam for addressing underground fires. The tests were conducted in sloping entries with high-capacity diesel-powered foam generators. The following results were observed: a well-designed, maintained, and properly operated high-expansion foam generator can propagate a foam plug hundreds of feet in steep upward sloping (20 pct) multiple entries against a ventilation pressure; stoppings and partitions designed to contain the foam plug in upward sloping entries must be substantially constructed; and the predicted quantity of foam concentrate can be significantly less than the actual amount used due to foam losses, such as bubble breakage on dry surfaces. This paper describes the production of high-expansion firefighting foam and discusses the in-mine experimental tests and results. In 1993, a lawsuit was filed on behalf ofnative groups in Ecuador against Texaco for environmental damage resulting from petrole­um production activities which had occurred many years earlier. The basis of the lawsuit at the time was that Texaco had failed to perform its foreign activities in the same manner that it operated in the U.S. No environmental regulations were in existence in Ecuador at the time of Texaco's operations. Also in 1993, a lawsuit for over $3 billion Australian was filed on behalf of native New Guineans for alleged environ­mental damages and health impacts that occurred as a result of BHP's operations at its Ok Tedi Mine. Since then, Royal Dutch Shell has been subjected to major criticism for environmental damage caused by its operations in Nigeria. A more recent report has criticized Shell for groundwater contamination of an aquifer in Turkey. Southern Peru Copper is now defending against a lawsuit filed by citizens exposed to air emissions from smelter operations in Peru. In all of these cases, much of the alleged damages occurred many years previous. A defense com­monly made by the companies has been that operations were conducted according to the standards in place at the time. This has not limited the lawsuits nor minimized the international publicity which has followed. While such lawsuits have been common in the U.S. for many years, their appearance in other nations have pointed out a growing sense of worldwide concern with regard to the impacts of industrial operations. Of particular concern is the fact that lawsuits have been filed in countries that have up to now had few, if any, environmental regulations. The regulatory environment has been a part of most U.S. business operations since the early 1970's. Now, however, envi­ronmental regulations are starting to be implemented in many less developed nations. This has led to the formulation of a myriad of standards and approaches to environmental regulation around the world. For multinational companies, the challenge becomes one of anticipating the level of compliance that will be required to minimize liabilities not only for the present but also in the future. The purpose of this paper is to provide some guid­ance with regards to choosing a level of compliance, particular­ly as it applies to water quality.

Americans are taking a more critical view of various environmental laws because the effects of those laws are becoming more pervasive and intrusive, according to William Perry Pendley. And Secretary of the Interior Bruce Babbitt is seemingly so unpopular in the West, he no longer campaigns there for Clinton Administration policies. Pendley is president and chief legal officer of the Mountain States Legal Foundation, a public service, non-profit law association that takes on property rights cases for people who cannot afford representation. He was one of the luncheon speakers at the 101st Northwest Mining Association meeting, held in Spokane, WA in early December.

Réseau Express Métropolitain (REM) is the new Light Rail Transit (LRT) network of Montreal, Canada. This new LRT network uses a century-old Mont Royal Tunnel (MRT) to connect Downtown Montreal to the north side of the Island of Montreal by passing through Mount Royal Mountain. This railway double track horseshoe tunnel is approximately 5 km (3.1 mi.) long, 8.8 m (29 ft.) wide and 5.5 m (18 ft.) high, with a constant 0.6% grade. Due to different geological characteristics of the surrounding ground, varied from hard rock to soft soil, different cross sections and excavation methods were adopted for construction of this tunnel. In order to use MRT in the modern transit system, the tunnel needed to be inspected, rehabilitated and be compliant to the recent safety standards. This paper presents a summary of history and characteristics of the existing tunnel plus the implemented steps to upgrade the tunnel. It includes the details of the structural inspection and rehabilitation methods of the tunnel. Further, this paper summarizes the procedures for the space proong, construction of the separation center wall, and the tunnel enlargement. It also describes parts of complications encountered during the construction and solutions implemented to tackle these issues.

Introduction A subject long debated but rarely resolved involves the interaction between the academic community and industry in the sponsorship and conduct of research. The subject is, unfortunately, too often treated as a controversy involving ethics and the profit motive. But, in fact, the two branches of society - industry and academia - are necessarily part of the same system. In the last 25 years, the realization has developed that research alone is not sufficient to bring about use of those results to benefit society through productivity gains and economic growth. The flow of events shown in Fig. 1 was generally believed to be the steps required for reaping the benefits of research. Today, research still has the very important role of creating new information or new ideas. However, it is recognized to be but one of many steps in a process that we now refer to as technological innovation. Charpie (1967) said, "Technological innovation is the driving force behind economic growth in the US. In this context, innovation means the process by which a new idea is successfully translated into economic impact within our own society, by providing better products, and simultaneously creating new jobs in the manufacturing of those products. Only after an investigation is put into sufficient use to have an economic effect, is it termed an innovation." One of the best depictions of the technological innovation process is shown in Figs. 2 and 3. These are adapted from Haeffner (1975), and modified by the Committee on Mineral Technology of the National Research Council (1981). Figure 2 identifies the many steps involved in the process. It designates a generalized form for interaction between the academic community and industry. Figure 3 identifies the steps in the "innovation activity" box of Fig. 2. Academia is generally responsible for developing of new knowledge and ideas, as well as maintaining and enlarging the collected body of scientific knowledge. Industry is responsible for developing new products, methods, and processes. Both institutions operate for the benefit of society, but under different driving forces. Rhenium, molybdenum and tungsten are the elements demanded by high-end technologies. These metals are found in process solutions in forms of their oxyanions: ReO4-, MoO42- and WO42-. The later two can exist in forms of iso- and/or heteropolyanions. Basically all three metals demonstrate very similar chemical behavior in aqueous solutions. Unfortunately, in their mineral sources these elements commonly accompany each other, like pairs of rhenium-molybdenum or molybdenum-tungsten. Their economical separation is a challenging task.

"This article explains the ways in which investment on mining infrastructure is a geopolitical issue. It discusses the effect of installing sufficient infra structure to get the product to the world market, and argues that there is a risk involved in depending on traditional suppliers who wish to invest in the infrastructure. It explains how to make a distinction between dedicated purpose infrastructure and general use infrastructure by examining the positions of the main actors in mining projects. It argues that these positions can not be understood as analogous to projects in developed countries. To conclude, infrastructure is a crucial link in the supply chain to market but the relative size of such projects in relation to the economy means that investors decisions in developing countries have quite different implications from those in developed countries."

or more than 50 years the Portland Cement Association has represented the United States cement industry in matters relating to the technology and use of cement and concrete. Interestingly enough, PCA?s emphasis has been on concrete and its uses rather than on Portland cement. The cement industry realized long ago that cement is basic and serves its fundamental purpose as an ingredient in concrete. Cement could never be successful if concrete were not. Work with the users and specifiers of concrete had to be done at its end point of application--in a building, bridge, dam, highway or home. PCA, over its half century of existence, has been dedicated to this job. I should like to talk to you today on the less technical side of concrete--what it has been--what it is today--and what it can offer in future construction. Concrete, in many forms, has a long background extending from such notable historic times as the Roman Empire. Here, concrete made from pozzolanic cement from the slopes of Mt. Vesuvius was used to construct the Coliseum, home of the Roman circus; for the Appian Way, the ancient forerunner of the Interstate system; and the miles of aqueducts throughout Europe, many of which still carry water. "In March 2013, the Sanitation Districts of Los Angeles County began final design of the Joint Water Pollution Control Plant (JWPCP) Effluent Outfall Tunnel project. The new, approximately 7-mile, 18-ft internal diameter tunnel will provide additional capacity and redundancy for the existing 8- and 12-foot diameter tunnels, which were built in 1937 and 1958, respectively. Connections to an existing, active 14-foot arch force main and four existing ocean outfalls ranging from 5- to 10-foot diameter are required. This paper will present geological features for the project, and details of the proposed post-tensioned tunnel liner and associated structures. INTRODUCTION The Sanitation Districts of Los Angeles County (Sanitation Districts) are 23 independent special districts serving approximately 5.3 million residents in Los Angeles County. Seventeen of the districts that furnish sewerage services to the metropolitan Los Angeles area are signatory to a Joint Outfall Agreement that provides for a regional, interconnected system of facilities known as the Joint Outfall System (JOS). The JOS service area is shown in Figure 1. The JOS serves an area that encompasses 73 cities as well as unincorporated territory and parts of the City of Los Angeles. The JOS provides wastewater collection, treatment, reuse, and disposal for residential, commercial, and industrial users, and it includes seven treatment plants, the largest of which is the JWPCP, located in the City of Carson. Currently, secondary treated effluent is conveyed through two 6-mile long parallel tunnels, 8- and 12-feet in diameter, from the JWPCP to a manifold structure located at Royal Palms Beach, near White Point on the Palos Verdes (PV) Peninsula, from which four seafloor outfalls extend offshore. The two main outfalls, 90- and 120-inches in diameter, extend approximately 1.5 miles offshore and discharge at a depth of approximately 200 feet below sea level. The other two outfalls, 60- and 72-inches in diameter, are used for additional capacity during heavy rain events and extend a shorter distance offshore and discharge at shallower depths. A schematic of the existing system with the proposed tunnel and structures is shown in Figure 2, and the proposed 18-ft diameter tunnel alignment is shown in Figure 3. Both existing tunnels and main outfalls are required to be in service at all times."

Viewed abstractly, a mill may be defined as a mineral processing facility located somewhere between the mine and the tailings storage area, Just how mining operations and the demands of tailings storage affect mill design is, the subject of this paper. At the outset, it will be readily acknowledged that no two installations can, or ever will be the same. At one extreme is the bucket line dredge where the distance between the ?mine? and the tailings area is measured in terms of tens of feet. At the other extreme, the large open pit copper mines are frequently spread across twenty, miles or so of countryside with the ore moving to the mill, as exemplified by the operations at Bingham Canyon, Ray, or Ruth - the "upstream" counterparts of Garfield, Hayden and McGill. In each of these cases, mill location was largely determined by requirements for tailings storage and/or water supply.

"Production of industrial minerals remains important to the rural economy of New Mexico. In 2014, some 240 mines were registered in New Mexico, including 25 industrial mineral operations and 189 aggregate operations. New Mexico leads domestic production of potash, perlite, zeolite, and travertine. Other production includes aggregate, humate, pumice, gypsum, salt, common and fire clay, scoria, limestone, fly ash, cement, magnetite, silica, and decorative stone. New Mexico has potential for additional production of industrial minerals. One company is exploring for garnet. Cretaceous black sandstones in the San Juan Basin have drawn interest for titanium, rare earth elements (REE), and zircon. Other REE deposits are being explored. REE-Th-U veins are found in the Gallinas, Capitan, and Cornudas Mountains and Laughlin Peak-Chico Hills. Recent exploration has occurred for beryllium in the San Mateo Mountains, Iron Mountain, and Victorio districts. Companies also are examining High-Ca limestone and High-Mg dolomite for potential development. Aggregate continues to be important in urban areas and along highways. INTRODUCTION Industrial minerals and rocks are literally the building blocks of our way of life and they are an exceptionally diverse and vital group of raw materials that underpin almost all aspects of human activity, infrastructure, and standard of living. Industrial minerals and rocks are used in the manufacture of many products, from ceramics to plastics and refractories to paper. Although industrial minerals permeate every aspect of daily life, their presence and their role are typically invisible. A widely used definition of industrial minerals and rocks is “any rock, mineral, or other naturally occurring substance of economic value, exclusive of metal ores, mineral fuels, and gemstones: one of the non-metallics” (Bates, 1975). This definition includes the important construction materials sector as well as specialized industrial minerals, but complex interactions between consumer industries produce a number of apparent anomalies to this definition. Some metals are included as industrial minerals because their use is industrial rather than as a metal. Sulfur is now predominantly extracted as a by-product of cleaning natural gas, one of the world's major energy fuels. Production of industrial minerals has been and remains important to the rural economy of New Mexico. Industrial minerals constitute nearly 40% of the more than $2.8 billion generated by mineral production in New Mexico in 2013 (Table 1, see APPENDIX). In 2015, some 240 mines were registered in New Mexico. This total includes 25 industrial mineral operations and 189 aggregate operations. Rockbursts and rockfalls cause very large safety and productivity losses in underground mines. One of the major unsolved problems of safe, economical rock support in underground mining has been that of maintaining anchorage during dynamic rock loading conditions or seismic related occurrences. It is recognized that the large displacements and high strain rates in excavation walls and underground structures cannot be countered by increasing the strength of stiff rock-reinforcing systems but must be accommodated by introducing yieldability into the support elements. This paper introduces a low cost yieldable support system which provides viable solutions to dynamic support loading. Such system should not only provide a feasible and more effective rock mass stabilization strategy but improve mine safety and reduce losses.

With ever-increasing demand, low-grade complex ores and strict environmental regulations, metallurgical processing options have become limited. Heap leach technology provides several benefits to combat these issues including low cost, flexibility and diversified process conditions. This paper provides an overview of heap leaching technology with specific emphasis on chemical aspects. Hence, influencing factors, advantages and disadvantages, testing approaches and some fundamentals will be discussed. Finally, heap leach technology for different ore types (copper, nickel, uranium and gold) will be briefly compared.

Catastrophic failures of dams and tailing storage facilities (TSF) have triggered the development of integrated ground monitoring concepts for hazard assessment, risk management and public safety. These concepts are based on knowledge and expertise of persons technically responsible for TSF. The aim is to combine this implicit and explicit knowledge with the data of in-situ- and remote sensors. Risk management for TSF must include a comprehensive monitoring program that integrates data from ground based-, air-borneand satellite-based sensors. Researchers at Technical University Georg Agricola (THGA) in Bochum, and EFTAS, Muenster, Germany, are fusing a variety of sensor data to enhance the capability and performance of TSF monitoring to ensure public safety downstream of TSFs. This paper describes the variety of sensors implemented in numerous research projects. It gives an outlook in terms of planned satellite missions with innovative equipment like hyperspectral sensors. The implementation of the data of these sensors in the analysis will increase the understanding of spatio-temporal impacts of mining activities. Future opportunities are explained by a datacube approach.
