One of the several problems facing society today is that of disposing of its solid waste. Each year this nation spends approximately 4.5 billion dollars to collect, transport and dispose of some 360 million tons of domestic and industrial solid waste. Although considerable sums of time and money have been spent in researching various techniques for solid waste disposal, it is presently agreed that sanitary landfilling represents the most economic and universally adaptable solution to the problem of solid waste disposal. However, regardless of the factors favoring sanitary landfilling as the waste disposal method of choice, it should be recognized as carrying with it a potential for the degradation of ground- and surfacewater resources. Through an interdisciplinary effort regulations were promulgated during 1971 in the State of Iowa to govern sanitary disposal projects. Consistent with a set of rationales developed to preserve environmental quality, these regulations set forth hydrologic and geologic standards designed to protect Iowa's water resources. Minimum requirements have been outlined in the regulations through which the natural favorability of potential landfill sites may be evaluated. Natural favorability is primarily defined in terms of the hydrologic and geologic relationships between a proposed landfill site and those in the locality of the site. The regulations specify that leakage from a landfill to a subcropping aquifer must be less than 0.04 cu ft/day/sq ft at the base of the landfill. This factor is offered to quantify the maximum allowable leakage for all sites in unconsolidated sequences underlain by subcropping bedrock aquifers, Based on groundwater research in Iowa, the assumption is made that 50 feet of till will be sufficient to inhibit the downward flow of liquids from a landfill into bedrock aquifers. This assumes a difference of no greater than 40 feet in hydrostatic head between the water table in the unconsolidated sequence and that in the bedrock aquifer. Owing to the fact that bedrock aquifers in many areas of the state are mantled by less than 50 feet of till the regulations provide for site modification, through engineering, to meet the specified leakage standard, In such instances the leakage factor is evaluated by means of the generalized Darcy's Law Q = PIA where:

Both Canada and the United States are endowed with significant reserves of mineral resources. Mining industries in these two countries have a strong safety and health culture; skilled, dedicated and well-paid workforce; applications of state-of-the art technologies and high productivity, strict environmental requirements and social responsibility. Both countries are global leaders in safe, economic, productive, environmentally responsible and sustainable mining practices. Mining schools/ departments in Canada and the United States provide a strong and comprehensive education and training, hands-on learning experience, with support for internships and co-op opportunities to prepare graduates for careers not only nationally but also in the global mining industry. While there are many similarities in their industries and mining schools, there are also some differences. This article examines the contribution of mining to the economy, the political climate, the regulatory framework, the investment climate, environmental regulations, the language, the perception of mining, news and press coverage, and the academic landscape in both countries. Opinions, observations and perspectives shared in this article are of the author, and do not necessarily reflect the views, policies or positions of any organization, employer or affiliated group.

This paper deals with a group of subjects so familiar to all of us that we might question the need for discussion. Even so, nearly every day's business turns up expensive examples of differences in understanding, misdirected assumptions and incomplete technical purchase documents. As our international activities increase, so do these problem areas. Their expense in both money and embarrassment gives rise to this attempt to focus a little extra attention on technical criteria and specifications. The two terms ?criteria? and "specifications" are, we believe, worth separating with respect to meaning. They should not be used interchangeably, although they often are. Criteria are by definition "standards for judging", whereas specifications are "enumerations of particulars". In relation to plant or project engineering, the criteria are the general rules and data which apply to the whole project and the specifications are the further listing of detailed requirements for specific contractual items or pieces of equipment. We'll look a little more closely at specifications after we give another minute or two to this "criteria" subject,

The entire subject area of micro-seismic events due to stored strain energy, as distinct from gas-driven coal outbursts, can be readily sub-divided into firstly events with their energy source from within the coal seam (termed “bursts”) and secondly, event with their energy source outside of the coal seam in either the overburden and/or floor strata. The reason for sub-dividing micro-seismic events in this manner is that if the causation mechanisms and associated geotechnical conditions are materially different, then effective pre-mining predictions and subsequent operational controls may also differ. Attempting to explain a multitude of micro-seismic event types without consideration of varying source mechanisms will inevitably lead to inadequate causal explanations and effective controls.

Indonesia has enormous mineral resources. Its population of more than 180 million people inhabit most of the more than 13,000 islands. The country is becoming a significant economic power in Southeast Asia. Indonesia is the largest Muslim country in the world. Java, its largest island, is the most densely populated area. The country's diversity is its strength. However, as only an estimated 16 million inhabitants speak bahasa Indonesia as the first language, communication problems endure. Although burdened with large debts, Indonesia has been able to service the debts better than most developing nations. This has given it high credibility and, with increasing frequency, creditor nations compete to provide Indonesia loans with the most the most favorable financial terms. Recent rising prices of petroleum crude has further improved Indonesia's economic status. It maintains a policy of stable oil prices that it promotes in OPEC, of which it is an influential member. As a result, Indonesia is becoming increasingly attractive to foreign investors. The South East Consortium for International Development (SECID) is made up of 34 universities in the southeastern US and Indonesian partners Lembaga Afiliasi Penelitian dan Industri (LAPI) of the Institute of Technology in Bandung, West Java. SECID bid successfully against international competition to develop new academic programs and campus for the Sriwijaya University UNSRI) in Palembang, South Sumara. I have some general comments on optimizing profitability based on working in heap leach operations in tropical environments. Many of my planned comments this morning have been stated earlier in the Conference. I get the opportunity to say only a few words, and follow up on some specific comments and concerns. In normal operations, stack the ore higher, where possible. The surface area of the stacked ore controls the total solution volume that can be sprayed on the pad at a specific time period. With higher lifts, solution will contact more ore particles as it percolate through the lift, and therefore the solution grade flowing through the base will be increased, whether it is freshly stacked or almost completely leached ore. This also allows more tonnage to be stacked per lift on the pad, decreasing conveyor movement and downtime. Increasing from 6 to 8 meter (20 to 26 feet) lifts have worked successfully, and some mines are using 10 meter (33 feet) lifts in 10,000-15,000 dmtpd plants. The same concept will work with smaller plants, but initial 6 meter lifts should be used until the start-up period has shown the leaching is working as planned. As the stacked ore lifts get higher, the solution flowing through the highest lift is diluted by solution retained in the lower ones. Eventually no real increase is noted from putting fresh ore in service, and gold production rate suffers. To address the dilution problem, an HDPE liner should be installed between each 2 to 4 lifts, depending on each site specific lift height, recovery, % slump in the lift, recovery rates, and grade treated, among others. The surface of the previous lift should be leveled and sloped to control the effluent draining from the planned lift, then the liner is placed, including berms and discharge pipes. The intermediate HDPE liner does not need to be completely sealed as would be the case with the base liner, and can accept some solution penetrating into the lower lifts. A one-mm (40-mil) thickness liner can be used. This intermediate liner allows the upper lift(s) higher-grade effluent to report to the pad discharge point. This will maintain higher gold solution grades going to the ponds. The slopes of the previous lifts should not be covered with HDPE in this concept, and precipitation falling on the lower lift slopes and benches can be directed to barren or surge ponds.

INTRODUCTION The Sacramento Regional County Sanitation District (SRCSD) serves unincorporated areas of Sacramento County, parts of the cities of Sacramento and Folsom, and the cities of Citrus Heights, West Sacramento, Rancho Cordova, and Elk Grove. SRCSD maintains 145 kilometers (km) (90 miles) of interceptors that convey a combined total of 0.6 million meters3 per day (160 million gallons per day) or more of waste-water, with additional miles of sewer interceptors that are scheduled to be built by 2020. Wastewater is conveyed to the Sacramento Regional Wastewater Treatment Plant in the southwestern portion of the County, also managed and operated by SRCSD, in interceptors with diameters as large as 3.0 m (120 inches.) As part of its overall expansion program, SRCSD has constructed a number of major interceptors over the last few years with tunneling methods due to concerns associated with either the impacts of open cut construction in an urban environment (traffic, safety, noise, environmental concerns) or the need to achieve a crossing of a stream, river, or transportation corridor. This paper focuses on a specific issue that affected construction of the Upper Northwest Interceptor (UNWI) Sections 3&4 project, located at the northern limit of the SRCSD service boundary and within the limits of the City of Sacramento. This project involved the construction of 3.2 km (2 miles) of 2.1-meter (84-inch) and 2.4 km (1.5 miles) of 1.7-meter (66-inch) diameter reinforced concrete pipe (RCP) using MTBM, EPBM, and 3.3-meter (130-inch) two-pass TBM methods. The owner elected to install the RCP using tunneling for a number of reasons including a desire to avoid traffic impacts in a dense urban corridor, to minimize disturbance to the neighborhood, and to avoid potential dewatering-induced settlement issues along the western one-third of the project. For the western portion of the alignment the 2.1-meter (84-inch) reinforced concrete interceptor pipe was to be installed using a 2.7-meter (105-inch) earth pressure balance machine (EPBM). No external dewatering of shafts or tunnels was permitted for reasons of concern about settlement, discussed previously. At the intersection of Elkhorn Boulevard and Natomas Boulevard (at the extreme northwest corner of the project) the 2.7-meter (105-inch) EPBM tunneled past a recently constructed 11-million liter (3-million gallon) water storage reservoir, passing within 3 meters (10 feet) of the tank?s shallow foundation while tunneling through clean sands with a shallow groundwater table. The paper will discuss the implemented solution to mitigate additional settlement risk that was developed as a joint collaboration between the owner, CM, designer, and contractor.

Escanaba, Michigan, is located on the South¬ern shore of the Upper Peninsula on a sheltered area of Lake Michigan called Little Bay de Noquet. The Chicago and North Western Transportation Company has operated a rail-to-ship ore transfer facility at this location for well over 100-years. It is the only terminal of its type on Take Michigan and thus can offer a longer navigation season to lower lake markets than other upper lake ports. It all started in 1864 when the Peninsula Railroad of Michigan, now a part of the C&NW, completed a 100 km rail line from Little Bay de Noquet to the Jackson Mines at Negnauee, Michigan. During that first year of operation approximately 31 000t of ore were loaded onto ships at Escanaba from what was then called the Merchants Dock. By 1871 demand had already exceeded capacity and it was necessary to build a larger dock, which in turn was replaced with a still larger pocket dock in 1903. There are no plans or records available to indicate how the ore was handled from rail to ship prior to the construction of the pocket dock.

Crocidolite is a well-known causative agent for mesothelioma. However, studies have shown that the pathogenicity of the fiber from different mines varies considerably and it has been postulated the parameter that appears most likely to account for this variation is fiber width although this has never been formally confirmed. To date, crocidolite appears to be the only asbestos mineral for which an epidemiological study comparing the risk of mesothelioma in a population exposed to ‘thin’ fibers with another exposed to ‘thick’ fibers of the same species may be carried out. Finnish anthophyllite, South African amosite, and African Transvaal crocidolite can also be classified as thick fibers, and there is a paucity of mesotheliomas in populations exposed to them compared to those exposed to thin Cape crocidolite. No thin occurrences of these minerals are known. Our previous study looked at crocidolite from several sources. The present study considers the amphibole anthophyllite found in many places in the world. This mineral, regardless of source, does not show the same variation in fiber width found with crocidolite from different areas. All anthophyllite fibers that have been mined may be classified as thick and populations exposed show very low levels of mesothelioma. We suggest the most likely explanation is related to the fiber width distribution and a concomitant reduction in the ‘Stanton fiber size’ fraction.

During the SME Board of Directors’ midyear meeting in Monterey, CA Aug. 25, I discussed trends in the construction aggregates industry. Many construction-material suppliers may not have yet fully internalized the changes that are taking place. But the changes are significant. And they have shifted the focus in the aggregates industry from “assets” to “people and innovation.” Construction-material suppliers serve many customers. A typical quarrying operation at Graniterock would have more than 1,000 customers, mostly civil engineering contractors. Along with the push toward people and innovation, there is increased emphasis on vertical integration from aggregates to ready-mix concrete and hot mix asphalt, to final construction. If a company is not vertically integrated, it will at least have strong partnerships with other firms, to deliver a high-quality finished project on time.

The commercial life of a mineral product can be long, but like hitech electronic and software products that soar in sales one day to become obsolete and forgotten a few months or years, mineral products have a life cycle. They are invented, commercialized and eventually decline and disappear from commerce. Diatomite and perlite are produced from mined minerals, but almost none of the products in these industries spring from the earth in finished form. Straight calcined diatomite was invented over 100 years ago and flux calcined diatomite just a few years later. The expansion properties of perlite were discovered and first exploited about 75 years ago. Some applications for diatomite have disappeared or currently face competition from newer products. Dry cleaning was once the second-largest application for diatomite but disappeared over 30 years ago. Both the beer and wine filtration markets for diatomite face increased competition from membrane filters. A pipeline of new, proprietary products is critical to the future of the industry.

Blast induced damage to the final wall of rockmass in any civil or engineering application is a major concern to the rock excavation engineers. There are at least four distinct techniques practised by blasting engineers to minimise the damage to the parent rock during blasting that are classified as contour blasting. One of the methods to achieve a smooth wall or rock surface in blasting is pre-splitting, where blastholes in the final row are mildly loaded with explosives and fired first in sequence before the rest of the holes in a round of blast to achieve a split in rockmass. Since blasting is one of the most adopted methods for achieving a final wall in a desired shape, while maintaining the rockmass integrity, the design of pre-split blast assumes importance. There are several variables that determine the final shape of the pre-split face including the rock type, the drill diameter, the explosive characteristics, the orientation of major joints with respect to drill hole, the linear charge density, the spacing of drill holes and inclination of the drill holes. This study attempts to determine the importance and sensitivity of variables in pre-split blasting using historical data from open excavations of a hydroelectric project in India. Keeping in view the multitude of variables, low correlation of independent variables with responses and high level of interactions between the variables that define the blast results, it was found suitable to use ANN to determine the importance and sensitivity of the variables involved. A new method to determine the blast induced damage to rockmass, namely, undamaged area (AUD%), is introduced. Half Cast Factor (HCF%) and AUD%were calculated for a high wall and trenches by digital image analysis technique using the Fragalyst software. Joint spacing and linear charge density emerged as most controlling variables in determining the final result of pre-blast. The relative importance of other variables assuming significance in the case of both the designed outputs is also discussed. A comparative analysis of HCF%and AUD%on the basis of results obtained from ANN analysis is also presented. A futuristic approach concept has also been introduced.

The 1987 recovery in the US mining industry permitted modest increases in exploration expenditures that year (Fig. 1). Favorable market conditions apparently allowed the gains to be sus¬tained in 1988. There was great uncer¬tainty early in the year as to whether world and US economic growth would be a casualty of the October 1987 worldwide stock market crash. By nearly all measures, the performance of the US minerals industry was strong¬. A weak US dollar and the strong growth of worldwide capital spending resulted in in¬creased US exports of con¬sumer and producer durable items as well as strong domes¬tic demand for metals. In fact, 1988 US steel industry exports reached levels not attained since the mid-1970s. It was re¬ported that steel industry labor productivity is now roughly twice the 1981 level. Among metals with signifi¬cant average nominal price increases in 1988 over 1987 levels were copper (43%), alu¬minum (52%0), and zinc (44%). Even though domestic copper production has grown since 1984 by 30% in mining and 24% in refining, em¬ployment in mining and milling is 4% below the 1984 level. Domestic unit costs are reported in the range of $1.10 to $1.33/kg (50 to 60 cents per lb). The US base metals industry is proba¬bly in its best cash position in many years. However, there has not been a large increase in exploration expendi¬tures. This is due mostly to the percep¬tion that worldwide capacity can easily be increased. Industry reports do show that "low cost" copper producers have been buying reserves from weaker com¬panies. The 1987 Society of Economic Ge¬ologists (SEG) survey of exploration activity indicated that 95 cents out of every exploration dollar spent by US and Canadian firms was for base and precious metals (Economic Geology, January 1989). Press reports, though, make it clear that most of that spending was targeted for precious metals. US claim staking data (Fig. 2) rein¬forces this suspicion. The apparent lag in new claim filings in Alaska and phe¬nomenal growth in filings in the lower 48 states suggests that exploration is directed at relatively low risk targets. In the conterminous 48, more than 40% of the new claims were made in Nevada, indicating an emphasis on gold (although even Nevada had some base metals exploration). Even with a price decline during 1988, the difference between the gold price and average global "cash" production cost of $7.30/g ($227 per oz) still leaves room for an attractive return (Northern Miner, 1988). Exploration plans and results Metals Economics Group (Halifax) indicated in its 1988 exploration survey that exploration expenditures by US and South African firms would be at about 1987 levels. It also reported that Canadian and Australian firms were ex¬pected to reduce their exploration spend¬ing significantly. Firms in both coun¬tries were caught in changes in tax laws. In Canada, the Mining Ex¬ploration Depletion Allow¬ance (MEDA) once permitted generous tax write-offs to in¬dividuals investing in miner¬als exploration. It was to be replaced in January 1989 with the Canadian Exploration In¬centives Program (CEIP). Although structured and ad¬ministered differently than MEDA, CEIP can provide an equivalent or possibly greater financial incentive for min¬eral exploration, for junior mining companies. In 1987, it is estimated that junior com¬panies accounted for two¬-thirds of the off-property (or grass roots) exploration ex¬penditures in Canada. Australia will revoke the tax exemption for gold in 1990. Australian operators, therfore, were expected to concentrate efforts on speeding up pro¬duction during 1988 and 1989. In 1988, Chile and Mali announced special efforts to attract gold explora¬tion by foreign companies. The Cana¬dian government continues to express concern about the write-off (and drawdown) of base metal reserves. One of these systems has been operating in our Diamond Smokeless Mine, Boltz, Pennsylvania, since 1959 servicing a continuous mining machines For those of you who are not familiar with this method of transportation, I would like to offer an explanation.

The present article sets forward the results of field tests that made it possible to validate the mathematical model used in the VENTGRAPH ventilation engineer programmes. The case considered relates to the introduction of a new heading to the ventilation network of the mine. The utilisation of computer programmes in practice is justified by the necessity of ensuring expected performance and secure conditions in the network of mine headings, where - for example - plans are being made to utilise the transport dip-heading, taking into consideration fire and methane hazards. In the article we have presented the methodology of preparation of a database for computer programmes of the VENTGRAPH system, obtained on the basis of ventilation measurements. The next step consists in the execution of a design of the modified network and prediction, this on the basis of heading geometries, of parameters characterising the flow of air for the designed headings. Due to the fact that the heading was in the final stage of driving, following its introduction to normal operation and the stabilisation of flow values it was possible to retake ventilation measurements, which validated the results obtained through computer simulations. In order to execute measurements of the volume flow in the dip-heading, we employed a new wireless multipoint measurement system to determine the velocity field of air in the mine heading; the results are characterised by a high accuracy of measurement. As a part of fire prevention and incident management planning, a series of underground fire case studies for the a validated network flow model has been made. Results of simulations show the capabilities of the FIRE module of the mentioned software, including assessment of stability of flow directions and hints on counter and preventive measures for particular locations of fire.

Grinding efficiency in a vertical stirred mill is affected by a wide range of process and mill configuration variables. Of these, the media fill, size, and intrinsic density have a significant effect on power draw and grinding performance. Media-related factors that influence grinding performance include, e.g.,a higher media filling providing additional particle breakage sites, or a lower bead density decreasing the running torque at a given media filling. It has been estimated that the grinding media can cause up to a 30% change in the specific energy required to grind. FLSmidth has generally recommended that the intrinsic density (specific gravity) of the grinding media be more than triple the slurry density. This density difference helps to ensure that sufficient stress intensity is generated in the mill to provide particle breakage. It also reduces the chance of media ?float? if there is a spike in either slurry density or slurry flow rate. The VXPmills have historically operated at slurry density values between 1.2 and 1.5 kg/L, which translates to nominal bead intrinsic density range between 3.6 and 4.5 kg/L. The current trend towards regrinding bulk flotation concentrates to even finer sizes, to improve recoveries of fine grained minerals, has provided motivation to consider closed-circuit operation of stirred media mills. The slurry density in this application is typically higher than in open-circuit operation due to the higher percent solids in cyclone underflows. An additional effect is that closed-circuit operation increases the potential for media float due to higher flow rates as slurry is recycled to the mill. The normal progression in extending the operating range of existing equipment is to carry out laboratory testing before pilot-scale and plant-scale trials. The results presented in this paper examine the media density to slurry density ratio and its effect on grinding performance.

The 2006 North American Tunneling (NAT) Conference was held June 10-15, 2006, in Chicago, IL. The biennial conference was the first NAT conference by the newly formed Underground Construction Association of SME (UCA of SME). The UCA of SME was formed earlier this year at the request of members of the American Underground Association (AUA) (ME, April 2006, page 75). The conference included a keynote session, technical programs, workshops, a trade show and social activities. The conference exceeded expectations with 570 attendees. They included engineers, equipment manufacturers, representatives from government agencies and other interested individuals in the underground construction industry. The trade show was also a success with more than 86 booth spaces sold. Vendors included the biggest names in the underground construction and tunneling industry and included equipment manufactures, construction contractors and engineering companies. The trade exhibition provided a forum for interested parties in the tunneling industry to meet and discuss services, equipment and techniques.

The U.S. cement industry, including Puerto Rico, again set a record in terms of production and shipments. The increase in shipments came primarily from imports of portland cement as domestic production from produced and imported clinker gained only 1.9 Mt (2.1 million st). Clinker production as reported to the U.S. Geological Survey (USGS) was 88.6 Mt (97.6 million st), an increase of 1 percent. Gray and white portland cement production from domestic and imported clinker, estimated at 93.5 Mt (103 million st), was up 1.9 Mt (2.1 million st). Masonry cement shipments of 5.5 Mt (6 million st), which equates closely to production, was up 6.3 percent. Blended ce-ment shipments were up 35.9 percent from 2004 at 2.35 Mt (2.6 million st).

The kinetics on the growth of Thiobacillus ferrooxidans was studied by use of series piezoelectric quartz crystal ( SPQC ). Arsenic ioninhibits the growth of Thiobacillus ferrooxidans, which is consistent with the previous results by other measuring method. This further demonstrates that the SPQC can monitor the chemical activity of the growth of Thiobacillus ferrooxidans. Cupric ion accelerates the growth of Thiobacillus ferrooxidans. The mechanism was discussed, it was considered that copper promotes the protein enzyme of Thiobacillus ferrooxidans, rustic yanin, to form over the range of cupric ion concentration studied. There action order of cupric ion in accelerating the bacterial growth is 0.067. The growth of Thiobacillus ferrooxidans is dependent on temperature, the apparent reaction activation energy decreases from25.56 kJ / mol to 18.32 kJ / mol because of the addition of 10 mg / L Cu(II) to the bacterial growth solution of pH 2.0 at initial inoculum of 10%.
