Critical minerals are becoming more important in our technological society because they are used in many of our electronic devices, batteries, and magnets. In New Mexico, low to moderate concentrations of critical minerals are found in Late Cretaceous coal and related strata in the San Juan and Raton Basins. These rocks are being characterized as part of the DOE’s CORE-CM (Carbon Ore, REE, and Critical Minerals) program. The New Mexico coal, humate, and clinker deposits are relatively low in REE (<325 ppm TREE), Li (<90 ppm), V (<168 ppm), Co (<51 ppm), Ni (<108 ppm), Zr (<557 ppm), and many other critical minerals compared to normal economic deposits. Some of these rocks are enriched in Al2O3 (<40%) and Sr (<3740 ppm), both critical minerals. Common minerals hosting the critical minerals in these rocks include clay minerals, zircon, and rutile/anatase. As the demand for some of these elements increases because of increased need and short supplies, the dollar value per ton of ore rises, enhancing deposit economics. Ultimately, economic potential will most likely depend upon production of more than one commodity, maybe even from coal, humate, and clinker deposits.

Mine fires and/or explosions continue to occur. While these are unusual events, they comprise emergency situations. Whenever one of these events occurs, the Mine Safety and Health Administration (MSHA) responds with specially trained teams, mine fire experts, sophisticated scientific instrumentation, and trained instrument operators. In order to analyze mine air samples on-site, because time is of the essence, MSHA has a Mobile Gas Laboratory. The laboratory, which is stored near Pittsburgh, is totally self-contained. Sending air samples to a laboratory would take too long. Mine fire experts need the results of the latest analyses as soon as they are finished. The mobile laboratory is housed in the box of a diesel truck. Benches line both sides of the laboratory. Gas chromatographs are mounted on the benches. There is sufficient bench space for multiple bench top gas chromatographs. These instruments and their controllers are shock and vibration isolated to protect them during transit. The mobile laboratory can operate using on board diesel generators or line power. An uninterrupted power supply (UPS) supplies power to the instruments while switching from generator to line power or visa versa. Therefore, analysis of samples can proceed without interruption if a power failure would occur. In the rear of the mobile laboratory are racks that hold compressed gas cylinders. These cylinders contain carrier gas and compressed air. An air compressor is housed under the laboratory to operate the gas chromatograph actuators. Within several hours after arriving at a mine the instruments have stabilized and have been calibrated. The mobile laboratory is ready to begin analyzing air samples. The mobile laboratory has proved itself at many mine fires and explosions since its purchase.

During the past decade, a general awareness of the need for and subsequent development of increased safety in United States coal mines has taken place. Government and industry alike were stimulated into accelerating their actions through unacceptable accident statistics and costs (in terms of human misery dollar values). Those of us who work in the United States coal industry are aware of the development of governmental controls on nine safety. Both Federal and State regulations have placed increased responsibility upon mine owners and operators to insure a safe working environment and to provide training for miners. No other industrial group of workers has received such attention or, in our opinion, deserves it more.

13.1-SUBSIDENCE AND GROUND MOVEMENT ROBERT STEFANKO 13.1.1-SUBSIDENCE AND FAILURE This treatment of subsidence and ground movement will be confined to subsidence control for limiting surface damage by assessing the significant parameters affecting ground movements during mining to optimize mining techniques. The material will be equally applicable to evaporite mining as well as coal but will not deal with block caving or similar systems where failure is deliberately induced and surface protection is not necessary or provided. When an underground opening is established, the original equilibrium is disturbed with resultant stress concentrations. While many factors are involved in opening stability, the span (W) undoubtedly is one of the most important factors in failure. Assuming it is relatively small, the overlying rock strata can bridge across the opening and little if any movement or convergence of top and bottom will occur. However, as the span increases, a point is reached where the stress in the overlying rock strata exceeds some strength value of the rock, and the top breaks. If the opening span is limited to some subcritical value (-We) and/or is at great depth (D), a pseudo-arch will form, achielring stability before rupture occurs to the surface. The boundary of this arch is thought to approximate an ellipse in form with the major axis vertical and equal to four times W, although there has been little field research to substantiate this theory. However, if the width of this opening is increased at this horizon to some critical value (W,) or the same span is created in a shallower seam, the overlying strata ill progressively rupture to the surface and the characteristic subsidence trough is formed (Fig. 13-1) The area of the surface affected is much greater than the area of the seam extracted, depending on the "angle of draw" (a), which is the angle between a vertical line from the edge of the opening and another line extended to a point at which subsidence tails out to zero. This angle has been found to be about 35° in Europe but is rather academic, being a function of instrument precision in detecting subsidence. Since the subsidence effect is so small at any point beyond n 25° angle, this latter may be considered the practical limit of subsidence. Further- more, indications are that the angle of draw varies with depth and nature of the strata.&apos; In a field study over a 1,000-ft-deep potash mine in New Mexico, the maximum angle of draw was found to be 51.5°.2 So far, only a single opening has been considered. However, the width of the excavation applies to any complex mining system of entries, rooms and longwalls as long as the seam has been fully extracted and the width represents the distance from one solid rib to another. It will be noted that the amount of vertical displacement varies from point to point on the surface (s), but the maximum subsidence for a given trough occurs at the center (S). This latter value may not he equal to the maximum possible subsidence (Sm) which occurs only if a critical or super- critical (+W,) width has been exceeded (Fig. 13-1). Substantial surface damage can result when subsidence occurs. Factors affecting the amount and type of ground movement are: thickness and properties of the seam, angle of draw, width of excavation, depth and type of overburden, inclinations of strata and surface, and the amount of support left in the gob. Results are presented for the first phase of an experimental program to study the feasibility of using acoustic velocity for predicting the state of stress in a rock mass. Compressional wave velocities were determined axially in cylindrical samples during uniaxial compression for several rock types conditioned in dry and water-saturated environments. Results indicate that in rocks containing compressible voids or cracks, substantial velocity change occurs with the application of stress in the lower (below 100 MPa) stress regime. The effect norm- ally is nonlinear, however, and diminishes to asymptotic values when cracks or voids become closed or with saturation. Empirical prediction equations were derived for each rock type by linear and nonlinear regression analyses, and correlation coefficients were calculated to determine the equations that best fit the stress- velocity data. The operational range for predicting stress using compressional-wave velocity appears to be within the range of vertical stress expected in most shallow to intermediate depth mining operations (less than 1,000 m). Based on the experimental results to date and theoretical considerations, it appears that the technology can be advanced to predict in situ stress based on acoustic P-wave velocity determinations in most mining situations.

The Fort Knox Mine is located in Alaska’s interior, where the average ambient air temperatures range from -24oC in January to 16oC in July. The mill processes a free milling gold ore utilizing both a gravity recovery circuit and a conventional cyanide leach/carbon-in-pulp circuits. Mathematical models have been developed to accurately predict the impact of leach circuit slurry temperature on gold leach, carbon adsorption and cyanide destruction kinetics. Additionally, an energy balance approach has been used to model the seasonal variations in slurry temperatures throughout the Fort Knox mill. The energy balance model, combined with the kinetics models previously developed to predict plant performance, was used to justify a tailing thickener installation at the Fort Knox Mine. This paper describes the development of the energy balance model and its prediction of plant performance assuming a tailings wash thickener to reduce heat loss from the mill. Also presented is an analysis of the post project plant performance that validates the model and shows the mine produced an additional 596 kg (19,155 ounces) of gold, while reducing mill reagent costs by $6,302,000 during the first 38 months of operation.

"Uncertainty exists in ultimate-pit limits due to geologic variation and unpredictable economic landscapes. In this work, we show how this uncertainty affects the ultimate pit and how it can be analyzed to improve the mine planning process. A stochastic framework using geostatistical simulation and parametric analysis was used to model the effects of geologic and economic variations on ultimate-pit limits and overall project economics. This analysis was made possible by a new pit optimization implementation that can be automated and set up to calculate ultimate pits for hundreds of different scenarios in a matter of hours. Quantifying ultimate-pit uncertainty early in the mine planning process allows mining engineers to make informed decisions regarding infrastructure placement and to mitigate the possibility of incurring substantial costs to relocate critical mine facilities. Resumen ¦ Existen dudas sobre los límites del pit final por causa de la variación geológica y lo impredecible de los paisajes económicos. En este trabajo les mostramos como esta incertidumbre afecta el pit final y como puede ser analizada para mejorar el proceso de planificación de la mina. Se usó un marco estocástico con simulación geoestadística de análisis paramétrico con el fin de poder hace la modelación de los efectos de las variaciones geológicas y económicas en los límites de pit finales y proyectos económicos en general. Este análisis fue posible gracias a una nueva implementación de optimización de pits que puede ser automatizada y configurada para calcular pits finales para cientos de escenarios diferentes en cuestión de horas. Unmanned aerial vehicles (UAVs) are being explored by researchers to measure concentrations of gas emissions in situations where such measurements are otherwise extremely difficult to obtain, such as NO and NO2 (NOx) emissions from surface mine blasting. Recently, countries have imposed or are planning to impose surface blasting gas pollution regulations, which creates a need for an improved understanding of UAV-based gas measuring systems. The experiments detailed in this paper were performed to determine if airflow generated by the rotors, also known as downwash, unnaturally alters concentration measurements. Downwash turbulence could create locations of varying pressure, which could affect concentration. A UAV fitted with gas sensors was attached to a stand in a controlled environment containing a mixture of NOx. The gas sensor measuring points were placed at various distances on and from the UAV body to evaluate downwash effects on gas concentration. Results show that the presence of downwash turbulence causes no statistically significant changes to concentration measurements at any distance or direction from the UAV. Based on these results, it is possible to use a UAV-mounted gas monitor to measure concentrations without concern for downwash interference, provided the UAV and measuring point are entirely contained within the gas cloud.

AngloGold Ashanti operates the world`s deepest mine, Mponeng gold mine, in South Africa. A vast refrigeration and ventilation system provides acceptable working conditions 3800m below surface at 60°C rock temperature. In such a system, optimisation and assessment of modifications becomes very difficult. With that in mind, a research project was launched to determine whether recently developed system simulation technology can be applied to a mine as vast and complex as Mponeng. Using the techniques and methods as implemented in FLOWNEX software, it was indeed proven to be possible to do a mine-wide combined simulation of compressed air flow, ventilation air psychrometry and refrigeration water systems. Interactions between the various streams included heat transfer, pressure drop, evaporation and condensation. The simulation model was used in a parametric study to test various water flow and temperature operating points for the refrigeration system. It was found that, given current limitations, the mine refrigeration system is running fairly close to optimal but with some opportunities for improvement. The simulation model also provided useful insight for future changes or extensions to the system.

In the UK, powered supports are normally salvaged from longwall faces on completion of production, for reuse on the next unit. Where a spare set of supports are held, the salvaged supports are often stored in underground roadways awaiting installation. One mine in the UK extracts a 5m section, and holds two sets of 2x950t powered supports, each weighing approx. 35t and having closed dimensions of 8m long, 2.5 high and 1.75m wide. As the first set would not be required for over 12 months, and because of space limitations below ground, it was decided that the supports would be left in situ, the district sealed, and reopened at a later date for support salvage. The paper described the decision making process, and the inertisation of the sealed district utilising nitrogen generated on the mine surface and piped to the point of use. The re-entry and re-ventilation of the district are also described. The paper then goes on to describe in more detail the discovery of a spontaneous combustion event that occurred in the waste behind the powered supports, and its treatment and control using extra nitrogen brought to the mine by tanker and introduced at strategic locations along the faceline via boreholes, leading to a successful salvage and re-sealing.

Rich iron ore deposits were discovered during the 1960&apos;s in the mountain range of Serra dos Carajas, State of Para, Brazil, near the headwaters of the Tocantins River some 400 miles southwest from the state capital of Belem. (See Fig. 1 and 2). The key to the successful exploitation of this deposit was the development of an efficient an economical transportation system. The rugged terrain, and the dense tropical vegetation of the Amazonian jungle and the irregular coastline with its high tidal range presented severe obstacles to the planning and building of such system. Starting in 1972 extensive surveys and studies were carried out by Soros Associates on behalf of CVRD to determine the optimum way of transporting the ore from the mine site to the markets, most of which are located overseas. Overland transportation to the coast, loading into seagoing vessels and the ocean voyage to the ports of destination was treated as an integrated system in these studies.

The surface backfill, serving as the operational platform for continuing mining in upward slicing and filling stopes, is required to possess sufficient strength and thickness. Currently, there are limited model methods for determining the strength and thickness of the surface fill body. By analyzing the mechanical actions on the surface backfill, it is determined that its stability is mainly influenced by the combined effects of normal and tangential uniform loads under full-load conditions of trackless equipment. Assuming a circular contact surface between the tire of the trackless equipment and the surface backfill, and utilizing solutions from elastic mechanics theories such as the Boussinesq and Cerruti solution, the stress and displacement distribution of the surface fill body were obtained. Based on the maximum vertical stress condition, where the surface backfill body undergoes maximum deformation while still in an elastic state, and considering the stress–strain relationship, a model for the strength and thickness of the surface backfill has been established. According to the research findings, the design for the strength and structural parameters of the surface backfill has been developed to meet the full-load operation of the Atlas ST7 scooptram, with a compressive strength of 1.32 MPa and a thickness of 0.5 m. Numerical simulation analysis results indicate that the stress and displacement of the surface backfill align with theoretical analysis results. Practical results from industrial application in the western section of the Dahongshan Copper Mine demonstrate that the designed strength and thickness of the surface backfill meet the operational requirements for trackless equipment, resulting in significant engineering application effects and economic benefits. The research findings hold significant importance for advancing the theory of backfill mining and have high applicability and promotional value for similar mines.

There is little doubt that the stability of both highwalls and spoil piles is essential to efficient strip mining. Accurate determination of the appropriate geotechnical parameters will pay dividends during mining, but only if the mine operation closely follows the engineering plans which have incorporated These factors. Productivity is invariably higher in mines where failure of highwalls and spoil piles does not occur. This is the result of the reduced rehandle and better working conditions found in stable mines. Control of the waste piles and highwalls also leads to better coal recover since failures can result in the burial of uncovered coal, which is then lost to mining. Safety is an important consideration. The importance of providing a safe working place for employees and of protecting costly mining equipment is hard to overemphasize. For miners, working in areas where instability exists, the degree of hazard involved in their occupation is increased particularly where night operations are involved. It is true, too, that there have been many cases where loading equipment has been buried and severely damaged by failures.

The use of diesel-powered equipment in underground coal mines has increased substantially during the last ten years in an effort to enhance mine safety and productivity. Pennsylvania and West Virginia are two of a number of states with regulations governing the use of such equipment. These states both developed and promulgated regulations before permitting diesel equipment in their underground coal mines because of concern for miners’ safety and health, especially with regard to the contamination of mine ventilation air with diesel exhaust emissions. The major components of diesel exhaust emissions are combustion gases and diesel particulate matter. The gaseous emissions consist of carbon monoxide, carbon dioxide, oxides of nitrogen, sulfur oxides and unburned hydrocarbons. The diesel particulate matter (DPM) is comprised of solid carbon particles, liquid and solid hydrocarbons, sulfates and moisture. The Federal Mine Safety and Health Administration (MSHA) also promulgated regulations in an effort to control diesel emissions in underground coal mines. MSHA has adopted threshold limit values (TLVs) for all gaseous components of diesel exhaust, which were established by the American Conference of Governmental Industrial Hygienists (ACGIH). MSHA (30 CFR Part 72 Subpart D) has established a tailpipe DPM emissions limit of 2.5 g/hr for diesel engines used in permissible equipment, heavy-duty non-permissible equipment, generators and compressors used in underground coal mines. A tailpipe DPM limit of 5.0 g/hr has been established for light-duty outby diesel-powered equipment. The rationale for the tailpipe emissions limit was that an ambient measurement of DPM in a coal mine was not feasible because there is no established sampling method able to distinguish between coal mine dust and DPM. The stringent tailpipe emissions limit mandates the use of exhaust aftertreatment devices for most diesel engines used in underground coal mines today. One method by which tailpipe DPM can be reduced to MSHA limits involves using an exhaust cooling device in conjunction with a high-temperature, disposable diesel particulate filter.

"In recognition of his inspiring dedication to the mining industry through education, research contributions and dissemination of practical knowledge, exceptional leadership and excellence in mining engineering practice and for his lecture, “You can&apos;t make a silk purse out of a sow&apos;s ear.” Recipient of the 2002 D.C. Jackling Award Introduction It is always difficult to decide on the most appropriate title to give to a paper or talk. It is a particularly difficult decision in the case of the Jackling Lecture, because the title becomes part of the award citation. I hope that the significance of this unusual title will become crystal clear as you read the pages that follow. However, to assist you in this journey, I will provide the following few words of guidance. In making a cake, you need the proper ingredients. If one or more of them are missing, it will not be a cake. In addition, the quality of the cake depends on the quality of the ingredients. In my lecture, the "cake" is the U.S. mining industry of the future. A national perspective President George W. Bush in his State of the Union Address (Bush, 2002) delivered on January 29, 2002, defined three national objectives: •win the war on terrorism, •protect the homeland and •revitalize the economy. Under the heading "revitalize the economy," he indicated the importance of "good jobs" and "energy production" by saying: "Good jobs begin with good schools. Good jobs also depend on reliable and affordable energy. This Congress must act to encourage conservation, promote technology, build infrastructure and it must act to increase energy production at home so America is less dependent on foreign oil." I wish that he would have broadened his focus and stated instead that: "This Congress must act to encourage conservation, promote technology, build infrastructure, and it must act to increase materials production at home so America is less dependent on foreign sources." With regard to jobs, all jobs are not equal. To paraphrase John Reeves of MidContinent Resources (Reeves, 2002): "If our nation is to prosper, we all cannot make a living by doing each other&apos;s wash. Some of us, at least, must be actively engaged in the primary production of raw materials from the riches of the earth and other Americans must turn those materials into consumer products." The unfortunate trend in our country has been to neglect the primary production of basic materials, even those coming next in line. We have left those responsibilities to others while we concentrate instead on performing various services, i.e., doing each other&apos;s wash and flipping burgers. This cannot continue. It must be remembered, especially by those in leadership positions, that all "jobs" are not created equal. Some jobs are much more essential to the security and wellbeing of our country than others. We must be sure that the important ones are in place. We cannot produce the basic materials that our nation requires without access to those materials. This leads to my Proposition 1: You cannot have a viable mining industry without a clearly enunciated, positive U.S. materials policy. Background regarding U.S. materials policy Resources for freedom. In January 1951, President Truman created the President&apos;s Materials Policy Commission, with William S. Paley as chairman. As expressed in the invitation letter from the president to Paley: This commission, within the executive office of the president, is to study the broader and longer-range aspects of the nation&apos;s materials problems as distinct from the immediate defense needs. The task of the commission is to make an objective inquiry into all major aspects of the problem of assuring an adequate supply of production materials for our long-range needs and to make recommendations that will assist me in formulating a comprehensive policy on such materials. The commission should study, together with any other aspects deemed by it to be pertinent, such questions relating to production materials as: - the long-range requirements outlook; - the long-range supply outlook; - the prospect and estimated extent of shortages; - the consistency and adequacy of existing government policies, plans and programs; and - the consistency and adequacy of private industry practices.

Cyprus Sierrita Corp. has 16 parallel 5.03 m-diam x 5.8 m long (16.5 ft-diam x 19 ft) primary ball mills, each operating in closed circuit with a nest of cyclones. Before the upgrade to 840 mm (33 in.) cyclones, each mill operated with a nest of five 660 mm (26 in.) cyclones - four in use and one on standby. In this configuration, the mill throughput was 88.5 kt/d (97,500 stpd). Flotation feed averaged 25.9% +212 pm (+65 mesh). The 660 mm (26 in.) cyclones normally operated at an inlet pressure of 34 kPa (5 psi), lower than the inlet pressure of 55 kPa (8 psi) recommended by the manufacturer. The circuit was typically operated with cyclone overflow densities greater than 40% solids to achieve the required throughput. This resulted in inefficient cyclone operation and excessive coarse oversize reporting to flotation. The apexes choked frequently. Larger apexes were tested but reduced the classification efficiency and resulted in circulating loads greater than 800%.

Unmineable coal seams present an opportunity to sequester carbon dioxide emissions from power plants, while enhancing the recovery of coalbed methane. Injected carbon dioxide is adsorbed and stored on the coal surface while releasing methane that can be commercially recovered. Carbon sequestration, therefore, allows the utilization of unexploited mineral resources while reducing “greenhouse” gas emissions. This paper presents the feasibility, efficiency and enhanced recovery potential of coalbed methane production using carbon dioxide sequestration in the Central Appalachian Basin. The focus of research is on geological characterization of unmineable coal seams in Central Appalachia and the corresponding carbon dioxide storage capacity.
