In 1991, LTV Steel Mining Company decided to close an open pit taconite mine in northeastern Minnesota, using a passive treatment approach consisting of limiting infiltration into the stockpiles and wetland treatment to remove metals. Over 50 million metric tons of sulfide-containing waste had been stockpiled adjacent to the mine during its 30 years of operation. Drainage from the stockpiles contained elevated levels of copper, nickel, cobalt and zinc. Nickel is the major trace metal in the drainages, and prior to closure annual median concentrations ranged from 1.5-50 mg/L. Copper, cobalt and zinc are also present but are generally less than 5% of the nickel values. Median pH ranges from 5.0 to 7.5, but most of the stockpile drainages have pH greater than 6.5. Based on the chemical composition of each stockpile, a cover material was selected. The higher the potential a stockpile had to produce acid drainage, the lower the permeability of the capping material required. Covers ranged from overburden soil removed at the mine to a flexible plastic liner. Predictions of the reduction in infiltration ranged from 40% for the native soil to over 90% for the plastic liner. Five constructed wetlands have been installed since 1992, and have removed 60-90% of the nickel in the drainages. Total capital costs for all the infiltration reduction and wetlands exceeded $6.5 million, but maintenance costs are less than 1% of those for an active treatment plant. Since mine drainage problems can continue for over a hundred years, the lower annual operating costs should pay for the construction of the wetland treatment systems within seven years.

"INTRODUCTION Project Background The U.S. Army Corps of Engineers (USACE)/Port Authority of New York & New Jersey (PANYNJ), as part of their New York and New Jersey Harbor Deepening Project, will dredge this shipping channel to a depth of 16.5 m below mean low water (MLW). By deepening the channel, the new generation of larger, “post-panamax” container ships coming to U.S. waters as a result of the expansion of Panama Canal can be accommodated in local marine terminals, helping to retain the nearly 300,000 jobs and $12 billion in annual wages the PANYNJ provides to the region. The existing siphons are situated at a depth that could be compromised by the planned dredging of the channel (nycedc.com). The purpose of this project is to build a new 1.83 m diameter water main inside a 3.66m diameter tunnel replacing the two existing siphons in order to provide the necessary backup water supply to Staten Island across the Anchorage Channel within the Upper New York Bay from Brooklyn. The proposed tunnel is approximately 2.9 km long and at a depth of at least 26 m below MLW. The project is funded jointly by New York City’s Department of Environmental Protection (NYCDEP) and PANYNJ and is managed by New York City Economic Development Corporation (NYCEDC). The contractor of the project is Tully/OHL JV, the designer is CDM/HMM JV, and the CM is LiRo/PB JV. History of New York City’s Soft Ground Tunneling The New York City area has a relatively long history of soft ground tunneling, commencing in the late 19th century. Construction of the first Hudson River tunnel crossings was begun (but not completed) in 1874 for the Hudson & Manhattan Railroad using compressed air supplying a shield. The work continued intermittently until the project finally opened for service in 1907. These 1.72km long tunnels (maximum depths of 29 m) are still in operation and now operated as the PATH Tunnels. They are approximately 5.5m diameter utilizing cast iron segments. The river bed consisted of primarily silt with shallow rock near the New York side. Air “leaks” occurred during the compressed air excavations resulting in some serious “blows” with water and soil entering the tunnel, including one incident with 20 deaths."

Electrical Vertical Sounding (EVS) profiling has proven to be a valuable tool to set the alignment and guide the design of a 17 km-long, 4.7m diameter water-conveyance tunnel in the Peruvian Andes at an altitude of 4,260 m. EVS profiling helped determine where to locate boreholes, and reduce the amount of drilling to 1,200 m of vertical and inclined boreholes. EVS profiling allowed the designer to identify and verify by drilling the existence of zones with difficult tunneling conditions that were avoided by realigning the tunnel. The rock quality was checked by drilling and a combined scheme of excavation by TBM and conventional drill and blast technique was developed for the final design.

Potash is an important natural mineral used largely as a fertilizer in the production of food and fiber. About 93 percent of all potash consumed globally is used in agriculture as fertilizer. The balance is used to manufacture potassium chemicals. Most potash is extracted by conventional underground mining methods. Solution mining is used when underground deposits are irregular and very deep. The other main production method involves the evaporation of brines in shallow salt lakes, followed by the harvesting of potassium minerals.

Mineral flotation is effective over a relatively narrow particle size range of approximately 10 to 100 µm. If the upper particle size limit can be increased, however, a run-of-mine ore may be coarse ground, and only the middlings are ground further to achieve required grades. This will result in significant energy savings and increased throughput. In this communication, methods of increasing the upper particle size limit will be discussed on the basis of a flotation model that can predict flotation from both hydrodynamic and surface chemical parameters. An example of increasing flotation recovery by control of a chemistry parameter is given.

This paper focuses on remediation of a 3.6 km long water conveyance tunnel that suffered two large falls of ground (FoGs), one of which subsequently progressed to the ground surface, resulting in full collapse of the tunnel. The tunnel is part of a network of water conveyance tunnels and open channels that direct water into two turbines located in an underground powerhouse, originally constructed in the 1970s. At the time of construction, the tunnel was partially supported with shotcrete or rock bolts, with no further ground support added since construction. Two sonar surveys in 019 and 01 identied two adacent large FoGs in the tunnel, approimately 1.2 km from the tunnel outlet. Historical geological and geotechnical information indicated that the FoGs occurred within a 60 m wide fault zone. Remediation plans were developed, which included stabilization of the outlet channel, the portal, the tunnel leading up to the FoG areas (1.2 km length) and the FoG areas. Several remediation options were considered to restore the tunnel, including construction of a diversion tunnel to bypass the FoGs or remediation of the FoG areas with steel ribs and backlling the void above the FoGs to surface.

Six companies mined fire clay in Missouri and Ohio during 2004. Production, based on a preliminary survey of the fire clay industry, was estimated to be 398 kt(438,700 st), valued at $9.81 million. This was slightly less than the production and value figures from 2003. Missouri was the leading producer state. It accounted for more than 70 percent of the U.S. production. Consumption Domestic producers sold or used fire clay primarily for refractory applications. This application accounted for 79 percent of the market. Refractory products made using fire clay include firebrick and block, grogs, high-alumina brick and specialties, refractory mortars and mixes, and saggers.

Coal dust explosions in underground coal mines are prevented by generous application of rock dust (usually limestone). If an explosion should occur, the rock dust disperses, mixes with the coal dust and prevents flame propagation by acting as a thermal inhibitor or heat sink. To investigate this process in more detail, a number of explosion experiments using various coal dust and limestone rock dust mixes have been carried out at the Lake Lynn Experimental Mine (LLEM). These were conducted in a single entry of about 1600 ft (488m) in length and initiated with a methane gas explosion. A consistent set of post-explosion floor dust samples were taken along the entry after each test. These dust samples have been analyzed in the laboratory using thermogravimetric analysis (TGA) and solubility to determine how the limestone rock dust behaved during the coal dust / rock dust explosions. The preliminary results are reported in this paper and indicate that the chemistry of limestone plays an important role in its capacity to inhibit coal dust explosions. The results also show that it may be possible to estimate the intensity of the explosion using these conventional methods of analysis. The combined 78th Annual Minnesota Section of SME Meeting and 66th Annual University of Minnesota Mining Symposium was held April 19 and 20, 2005, in Duluth, MN. More than 300 mining professionals, including engineers, executives, mining managers and suppliers, from throughout the United States and eastern Canada attended the meeting. This year’s theme was “Global Demand: A Window of Opportunity.” The meeting included a keynote address, technical presentations and a trade show. The atmosphere at this year’s meeting was upbeat. The iron ore mining industry in Minnesota is experiencing one of its biggest turnarounds in history. Because of greater demand, iron ore prices increased 20 percent during 2004 and 71.5 percent so far in 2005.

The microstructures and kinetics of a rich iron ore ( TFe = 65.84%) of Na Rua mine, Vietnam, used for the iron production were investigated in this study. Thermal behaviors of iron ores were well-examined by heating microscopy, thermogravimetric analysis, and differential thermal analysis. After being pelletized and then oxidatively fired at 500–1200 °C for 2 h, the pellets fired at 1200 °C (P1200) displayed a hard and dense structure with a decent compressive strength of 317.9 kg/pellet whereas those fired at 500 °C (P500) had a soft and spongy structure. The reduction of iron pellets conducted in a flow of a 60–100% CO2/ Ar gas mixture at 900–1100 °C showed significantly higher efficiency than the reduction using coal. The spongy pellets showed superior performance for the reduction in the CO/Ar gas mixture compared to the dense ones, compatible with the production of sponge iron. When mixed with an amount of coal, P1200 designed for iron production in the blast furnace demonstrated an impressive reduction activity compared to P500 and previous studies. The kinetics of pellet reduction was determined by the diffusion of substances through the solid product layers having the mathematical model of 1 − 2 3 f − (1 − f )2∕3 = kt . The microstructures of pellets during the oxidative firing and reduction were also examined by X-ray diffractometry; scanning electronic microscopy; energy-dispersive X-ray spectroscopy; and Brunauer, Emmet, and Teller method.

Constructing tunnels in congested urban areas requires tunnels to be placed closer together and with less cover than was previously necessary. Contract CQ031 of New York?s East Side Access project will construct four six-meter diameter bored tunnels in a three-up one-down ?T? configuration, with less than three meters of soil between the tunnels. Mixed-face rock and glacial till conditions with a high ground water table will be encountered under active railroad yards. The tunnels will also pass beneath the busiest railroad interlocking in North America with cover as shallow as three meters. This paper discusses the challenges of designing segmentally lined tunnels for these conditions.

Strategic alignment throughout a mining organization is critical to effective strategic execution and good business performance. The alignment of strategic goals and objectives in the different operations and functions in a large global operation is a challenge facing executive management in light of legacy organizational structure and processes. An additional confounding factor in strategic alignment of acquisition and new project expansion is that mining projects and operations are frequently multi-cultural in terms of country origin as well as organizational culture. This brings together many cultures to accomplish the project or complete an acquisition (Financial Times, 2006). The mining industry presents numerous challenges to executives and mine management by the nature of the operation and organizational processes used in running it. For example, there seems to be an inherent conflict between the individual goals of the components that constitute a mineral processing operation (the mine, the mill, the smelter and the refinery), and lowest cost production of the final product. Managers of these component operations have specific objectives passed down from the corporate executives. Those site managers tend to be compensated based on throughput and perform to this main metric. This tendency to maximize throughput for an individual operation can contradict the general process flow of a best-fit solution to producing the final product at the lowest cost. In an effort to become more aligned, firms are increasingly using balanced scorecard derivatives at great cost and effort (whether internally or externally sourced) in an attempt to help with strategic alignment. Balanced score-cards have been effective in providing a good strategic scorecard to companies with some measure of strategic alignment. Many firms make this effort of using balanced scorecards. However, most firms are not strategically aligned or, at best, are sub-optimized, in terms of strategic alignment (Kaplan and Norton, 2006). The tendency in mining operations is to focus on operating individual components as optimally as possible and stretching existing assets to the best possible production rates. ?Making tons? is the common operational focus. Numerous factors underpin this focus and can affect the ability of the operation?s ability to align properly with the corporate strategy and strategic goals. Critical factors are legacy organizational structure, culture, processes and performance measurement systems. Changing anyone of these factors to affect better strategic alignment requires significant attention to managing change.

Developers of advanced mining projects face the challenge of how to craft a “Request for Proposal for a Feasibility Study” that will result in bids that are comparable and will lead to a successful execution of the study. Mining engineering consulting firms are challenged by “Request for Proposals” that may consist of a limited description of the Scope of Services and other items, which could present difficulties in the subsequent financing and/or development of the project. Changes in international disclosure requirements have also changed the landscape on how resources and reserves are reported by introducing new disclosure requirements and concepts such as qualified persons. This paper lays out a strategy for preparing a Feasibility Study “Request for Proposal” based on the experiences of a mining engineering consulting firm working on a diversity of projects around the world, and in light of the recent changes in international reporting standards for reserves.

Classification of rock and coal is one preliminary problem for fully automated or intelligent mining. It assists in automated rib stability analysis and enables the shearer to adjust the drums without human intervention. This paper studies the classification of rock from coal on rib images using machine learning techniques. A database of rock and coal images was created by filtering photographs taken by NIOSH researchers during site visits. Machine learning was conducted on patches, smaller images randomly extracted from each rock or coal image. After training, the classifier was validated with the testing dataset and achieved an accuracy score of 0.9.

Probability function integration method is one of the influence function method. It is a widely accepted method in many mining districts in China and Poland mainly because its theory and formulae can well-represent the surface subsidence basins due to longwall mining of flat or near-flat seams. This paper introduces the basic theory of the probability function integration method and determines its 4 basic parameters by analyzing the measured subsidence profiles in eight longwall panels in Northern Appalachian Coal field. It also discusses the two methods for determining the 4 parameters. Finally the acquired parameters are used to predict the subsidence and deformation of the houses for damage assessment. Comparisons are made between the measured and the predicted subsidence. Probability Function Integration Method The probability function integration method for predicting surface movements and deformations is widely used in China and Poland. The governing equation of the method contains five parameters: subsidence factor, a, offset of inflection point, d, tangent of the major influence angle, tan fl, horizontal movement constant, b, and major dispersion angle e (e = 90. for flat seams). Its applicable range iis much larger including seams less than 30' from the horizontal, critical and noncritical mining and soft to hard overburden.

Crocidolite is a well known causative agent for mesothelioma. Studies have shown that the pathogenicity of the fiber from different mines varies considerably and it has been postulated the parameter that appears most likely to account for this variation is fiber width. Epidemiological studies have shown that ‘thin’ fibers from mining areas of Western Australia and the Cape Province, in South Africa are associated with a high mesothelioma risk while exposure to ‘thick’ asbestiform amphibole fiber of the same fiber type are associated with little or no mesothelioma risk. This study is concerned with ‘thick’ Bolivian crocidolite but similar findings also probably explain the paucity of mesotheliomas in the Finnish anthophyllite, South African amosite and African Transvaal crocidolite mines. The findings from the present study suggest the incidence of mesothelioma in the three major cities of Bolivia is not significantly elevated above background even though Bolivian crocidolite has been used for the past 60 years commercially and residentially in all three cities. Although some cases of mesothelioma may have been missed due to a failure to reach hospital or a shortened natural lifespan, mesothelioma generally occurs after the age of 50, we cannot tell precisely the extent to which these were confounding. We suggest the most likely explanation for the lack of mesotheliomas despite the large populations at risk from the long and extensive residential and commercial use of crocidolite containing products, is related to an increased fiber width distribution and a concomitant reduction in the ‘Stanton fiber size’ fraction.

A 16.5-kt/day underground molybdenum mine is being developed at Questa in Northern New Mexico by Molycorp, Inc., a wholly-owned subsidiary of Union Oil Company of California. Construction of the underground mine began in 1979, and first production is scheduled for early 1983. A gravity block caving method has been selected for mining the ore. Access to the mine will be through a service shaft, development shaft, and a conveyor decline. The shafts are being sunk under contract and the conveyor decline is being driven by Molycorp. The driving of the decline began in February, 1979 with a 10-man mining class. By the first of May, enough men had been trained to begin a continuous operation and by March 1, 1980 the face had reached the 1500 m mark. The heading is being driven with trackless rubber-tired equipment using a three-boom drill jumbo, 2.7 m3 LHD units and 7.3 m3 trucks. Ground support has been by rock bolts and wire mesh, followed by Fibercrete. A 16.5-kt/d underground molybdenum mine is being developed at Questa in northern New Mexico by Molycorp, Inc., a wholly-owned subsidiary of Union Oil Company of California. The new $200-million underground project will revitalize mining and milling activity at Questa, where small scale underground mining first began in 1920. Large scale open-pit mining was initiated in 1965 but now, because of the high stripping ratio, surface mining is being phased out. Construction of the underground mine began in 1979, and first production is scheduled for early 1983. The company expects full capacity - 9 Gg of molybdenum per year - to be reached in 1984.

INTRODUCTION The Waste Isolation Pilot Plant (WIPP) is a research facility located in Southeastern New Mexico. The WIPP is being developed by the U. S. Department of Energy (DOE) to demonstrate the safe storage of defense-related radioactive wastes in bedded salt. Since the WIPP is a research facility. a number of large-scale in situ experiments have been planned and are currently under construction (Munson, 1983). These experiments were designed to study various aspects of nuclear waste storage in bedded salt such as mechanical responses and creep closures of drifts, thermal response due to heated canisters, and thermally-induced fluid migration. One purpose of the WIPP is to develop and demonstrate a general predictive structural analysis capability for a bedded salt repository. One set of experiments, called the Geomechanical Evaluation (Room G), is heavily instrumented to study the creep around several rooms with different configuration. A Layout of the Geomechanical Evaluation room is shown in Figure 1. One portion of it consists of wedge shaped pillar where two drifts intersect at an angle of 7.5 degrees. The pillar can be seen at the bottom of Figure 1. One purpose of the wedge pillar experiment is to study progressive pillar failure in the tip region. Another is to determine how nonuniform pillar thickness affects creep closure of the drifts. An important aspect of the experiments is the correlation between experimental data and corresponding pretest finite element analyses of the site. The finite element simulations serve two purposes. First, the computer simulations aid in understanding the experimental results by providing calculated stress. strain and displacement fields that cannot be measured directly. Second, comparison of calculated and measured drift closures serves as a method for validating or improving the finite element models and the constitutive models employed. The wedge pillar geometry required a 3-D finite element creep calculation. Results from these 3-D calculations will be presented in this paper. A 2-D plane strain double drift model which approximates the wedge pillar geometry at a slice perpendicular to the drift has also been performed and will be compared to the 3-D results in this paper. FINITE ELEMENT COMPUTER PROGRAMS Two finite element computer programs. JAC (Biffle, 1984) and JAC3D (Biffle. 1986), were used. JAC is a 2-D finite element program developed for quasi-static analysis of non-linear solids. It employs the conjugate gradient iterative technique to obtain a solution Spatial integration is performed using a single gauss point in each four node quadrilateral element. An hourglass viscosity technique is used to control the zero energy modes that occur with single point integration. The single point integration combined with the explicit nature of the program and exploitation of CRAY-1 computer architecture results in very efficient execution J4: results were compared to results obtained with eight other 2-D structural creep computer codes in the second WIPP benchmark exercise (Morgan, 1981) JAC3D was derived from JAC to treat 3-D finite element models and has many of the same characteristics including single point integration and hourglass viscosity. The Construction of Tunnel and Edison Force Mains contract involves the installation of two new force mains to provide a redundant means for sewage conveyance from Middlesex County Utility Authority?s (MCUA) Edison Pump Station on the northern shore of the Raritan River to the Central Wastewater Treatment Plant on the southern shore. The force mains will be installed in a 1,192 m (3,910 lineal foot) long tunnel with a 4.09 m (13'-5') inside diameter, fully gasketed precast concrete segmental lining, which is to be tunneled underneath the Raritan River utilizing an Earth Pressure Balance TBM. The tunnel is anticipated to encounter flowing soils near and beneath the river. Two new 60-inch diameter Centrifugal Cast Fiberglass Reinforced Polymer Mortar force mains will be installed within the tunnel leaving an open utility corridor above the force mains for future consideration. The project also includes the design and construction of two slurry wall shafts with associated piping. The paper will provide an overview of design and provide a case history of the construction of the tunnel and highlights of the construction methods implemented to date.

Without an exclusive definition of administration in business, we could propose to define it as performance by management to adopt or implement established business formulas. Administration could also be defined as a universal process that organizes people, and achieves, through efficiency, common objectives and goals. Humanity developed some form of this process from the beginning of civilization. To imply that something is new in administration might be considered specious or naïve. Moreover, what is new in management? Administration of business is not new to the world. To prove this statement, we need only ask this question: Does the architecture and monumental workmanship of the past civilizations of ancient Egypt, Rome, and the Incas demonstrate management without administration and without definition of objectives? The answer must be a resounding ?NO!? In spite of this acknowledgment and for the purposes of this presentation, I will use the word ?new? in business and hope that the reader will follow my reasoning. The mining industry has unique characteristics in respect to other industries. It is multi-disciplinary, has a single purpose (majority for one metal), has two players (man and nature), and it involves high risks for generating environmental imbalance. Mining exploits non-renewable and finite resources, creates an unstable job market (work hard to have no work) and a speculative economic market with unpredictable prices ? a one-time payment for a finite resource with multiple recycling. On top of all that, the industry still operates within obsolete petroleum-based technology, utilizing practices that were designed two centuries ago. Today, we confront the challenges of the millennium with outmoded practices and management. Ordinarily, several styles of administration are standardized into a FRAGMENTED vertical system of organization. Mining has rigid objectives in production, with profitability as the focus from the beginning to the end. Citing the concept of safety, as an important facet of production is bombastic since, in truth, mining is an experimental industry that consistently reports high numbers of fatal accidents. In mining, we designed a process to work according to our objectives, demanding attention and supervision of all levels of management with a halo of parameters that are not assimilated into the design. We continue to perform a rigid style of management in an industry that is still not responsive to variations of the market ? losses in particular. The existing design process generates loss without capitalization and without response to said loss. This perception is reflected in a mindset that is only too ready to ignore mining liabilities. The reality of the enterprise has created an immense pressure from top to bottom in the hierarchy to do more with less. It is for all of these reasons that I propose to set forth a new essence for administration that encompasses an alternative vision and style in mining: Management by Loss. MANAGEMENT BY LOSS Management by Loss (MBL) is a systematic, integral process organized to quality control operation and the human profitability within the industry. It permits focus on achievable goals by utilizing the best practices (Mining Open-closing). Identification and characterization of loss in the process determine how objectives are defined, controlling the time limits to execute based on constant balance of mass, energy, water, and ?wastes? in each stage of the industry, in order to reach final objectives. The concept of loss can be defined by various criteria. Generally, it is the mass that could not make or arrive at its destination from a designed process or simply, it could not maintain balance. Otherwise, the design of the process describes the final point of the resource. However, those resources could not make their destination because of failure to use the best design, resources and TIME. The loss has typical characteristics such as Identifiable, classifiable, measurable, manageable, controllable, valuables, negotiable, avoidable, reportable, and monitoring. In the traditional scheme, these losses are not registered; they are made exclusions. We are trapped within a system, which was designed to obtain objectives of the industry in a specific timeframe. In the present style of administration, the focus is total - our emphasis in this treatise is in the loss. The current traditional report form contains only the most positive achievement of objectives, only the best of the exercise, humanizing numbers, without touching what we left behind or what we were waiting for to assimilate as a ?surprise account?(new account of liabilities). Management by loss is a method that redefines the concept of waste (waste zero) for controlling the mine operation under the equilibrium of the ecosystems. This method confronts the problems that impact our industry in this millennium. Understanding and quantifying losses (reserves, resources, time, energy, water, soil, materials, equipment, tasks, labor, ecosystems, etc) is a priority mandate for the industry and demands the application of a ?new ? style of administration by seeking to maintain balance instead of the disequilibrium that mining now creates in nature. It is necessary to answer questions such as: How can we minimize loss? How can the loss be assimilated during the life of the mine? What is the vision of mining in respect to the generation of waste? How can we convert liabilities into assets? In addition, the control of loss is determined in the achievement of the plan. Loss occurs because of a failure of the process in the original plan. Still we do not plan to fail but we fail to plan appropriately. It is a remarkable thing to accomplish and compel those objectives described in the original plan when that plan is designed with a determined budget. If not, we lose time and, of course, capital. Moreover, in Management by Loss (MBL), we can find answers to the following questions: What is the multiplier of productivity in mining? What are the influences of identification and characterization of loss and what is the level of efficiency of energy in order to achieve waste zero (effective cut off grade)? The challenges of mining in this millennium validate this new style of administration. Finally, it is important to point out that mining is entering into an era that has different rules, but the industry is still run by companies functioning with objectives from two centuries ago. They are trying to confront issues with concepts that are not designed for new tasks. Therefore, I ask you to consider this new style of administration of business under a vision of how the industry should be organized and managed, with an attitude of balance toward nature and social responsibility.
