In the first place, let me thank you for inviting me to appear before you today to speak to you on "Mineral Industry Problems - Present and Future". It is a distinguished honor for me to have this opportunity, and I am highly appreciative of this distinction. The beautiful surroundings of Gatlinburg and the pleasantness of a summer occasion are a wonderful tonic for all of us, yet they should not blind us to the seriousness of our Industry's problems No doubt, because of my past appearances before members of the Society of Mining Engineers, at which I discussed wholly scientific topics, or research in the Applied Sciences, you may be expecting me to revert to these subjects. But I intend to venture in a field that is new to me, yet old to all of us, the field of Economics.

This paper reports on the first 2 years in operation of a special-purpose coal handling rig which provides blending, temperature reduction, and continuous, automatic mechanical sampling as part of midstream barge to ship coal transfers. Briefly reviewing some of the characteristics of coal handling peculiar to midstream transfers, the paper discusses how the most beneficial aspects of midstreaming were enhanced through the design of this blending and sampling rig.

The use of phosphorus by mankind is long established. From use in agriculture, foods, high tech electronics, and more recently in EV battery cathode production, one cannot escape its impact on today’s society. This paper will review and describe the circular journey of phosphorus through its value chain from the mining operation of phosphate ore through beneficiation into downstream chemicals production and finally into the EV battery cathode production space. This will include a review of phosphoric acid production from phosphate concentrate using wet process route and thermal route. The wet process route discussed will be via dissolution of phosphate concentrate by sulphuric acid. The thermal route will discuss thermal decomposition of phosphate concentrate using submerged arc furnace to produce yellow phosphorus followed by its combustion to produce phosphorus pentoxide and subsequent hydration to produce phosphoric acid. It will also discuss briefly other phosphate derivatives for specialty chemicals and recovery of phosphorus units from wastewater treatment plants, sewage sludge and incinerator ash. Finally, the paper will discuss the use of phosphorus in EV batteries in the form LFP cathode materials and its production. It will also briefly discuss the LFP battery recycle.

The reconstruction of the British mining industry which began shortly after nationalisation in 1947 continued until well into the 1950s with the support of the Government. This support diminished as plentiful supplies of cheap oil from the middle East made many coalmines un¬economic. The planned rundown which followed was foreshadowed in the 1965 White Paper which outlined the financial measures to speed the closure of uneconomic collieries. The decline appeared likely to continue into the 21st century as the role of coal in UK energy requirements became less and less significant. This policy was well on course in 1973 when the oil crisis led to a complete reappraisal of the position. A Government examination in 1974 of the coal industry then supported the National Coal Board's general strategy of major capital investment as set out in its 'Plan for Coal' (1). Plan for Coal aimed at halting the intended decline in the industry's capacity and restoring it to 120 million tons of deep mined output in 1985. The Plan proposed action along the following lines (a) increase output by major Investment in construction at existing collieries with sufficient reserves to give 13 million tons per annum extra output (b) invest in extending the life of existing collieries by gaining access to additional reserves, to give 12 million tons per annum extra output © by sinking new mines, produce an extra 20 million tons per annum. Figure 1 shows the contribution (2) expected from each of the three sources up to 1990/1. The measures taken were expected to offset the inevitable exhaustion of existing pits and provide the additional 40-42 million tons capacity needed to restore annual output in 1985 to 120 million tons. Parallel to this programme for expansion of deep mined output, opencast mining was to produce 10-15 million tons per annum. A recent review however, indicates that new mines are likely to yield only 10 million tons per annum by 1985, mainly owing to the need for public inquiries into proposals for new mining and the resultant fact that planning approval takes 'much longer than originally expected. Nevertheless the objective of 120 million tons deep mined output by 1985 is still considered achievable of means of a greater contribution from existing mines. This programme was originally estimated to cost 2,-56 million dollars at March 1974 prices, out revised estimates of the cost of Plan for Coal indicate that it may now exceed 6,960 million dollars at mid-1977 prices. Plan for Coal includes a substantial investment in new and reconstructed coal preparation plaints. At mid-1977 prices more than 322 million dollars Ls so be invested in coal preparation projects in the UK, at the rate of, about 70 million dollars a year. This rate 3f capital expenditure has been maintained over the past three years and covers investment in a wide range of coal preparation coals for the power station, coking and domestic markets.

Alacer Gold Corporation is constructing the Çöpler Gold Mine in eastern Turkey. Mining commenced in the fourth quarter of 2009 and gold production started in the fourth quarter of 2010. The mine is a 15,500 t/day oxide heap leach with three-stage crushing, agglomeration, carbon adsorption and electrowinning for final metal recovery. Leach solution copper levels are expected to be relatively low during the first two years of production, but will increase in later years due to higher copper content in the mined and processed ore. Over the mine life, approximately 40 Mt of ore will be placed on the leach pad, which will contain about 35,000 t of copper. Metallurgical testing indicates copper extraction will vary by ore type and, if controls are not implemented, may lead to copper levels exceeding 1,000 mg/L in pregnant solution. High copper levels in leach solution have the deleterious effect of increasing cyanide consumption and potentially overwhelming the ability of the carbon circuit to effectively adsorb the principal economic metals, which in this case are gold and silver. Using data obtained from laboratory leach column testwork, the heap leach facility was modeled using METSIM process simulation software to estimate the build-up of copper in leach solution over the life of the mine. Laboratory testwork was also performed to evaluate process conditions for treating a portion of pregnant leach solution via sulfide addition to precipitate saleable copper as copper sulfide (Cu2S).

To enable the analysis of stability for a mine feasibility study a variety of geotechnical engineering parameters need to be obtained. At the early stage of a project it is usual for those responsible for the study to require a wide spatial distribution of RC holes in order to define a resource at the lowest possible cost. By the time a geotechnical study has commenced drilling priorities have usually switched to improving the definition of a resource, by drilling with diamond coring methods in the central area of the main orebody. The usual timing for geotechnical data collection is therefore after a wide distribution of holes have been drilled but which contain little geotechnical information. Conventional methods employed usually involve estimation methods, including book values and examination of disturbed core, or expensive additional drilling. With downhole geophysical methods we can economically take advantage of existing holes to obtain continuous values for density, defect orientation and ranking, elastic modulus values, unconfined compressive strength estimates and fracture frequency. This paper presents the results of a geophysical study and discusses the advantages and potential pitfalls of the method as compared to conventional methods of data collection.

Langer Asbestos-related disease is increased with cumulative exposure (the concentration of asbestos in the air and duration of exposure). The maximum duration is assumed to be a working lifetime so federal agencies control cumulative exposure by limiting the airborne concentration of asbestos fibers equal to or greater than 5 lm in length. Air samples are collected in the environment of interest by entraining the airborne particulates including fibers on membrane filters and then counting the number of fibers using phase-contrast light microscopy. In addition to length, the fibers must have a length to width ratio of at least 3 to 1. This ratio is also referred to as the aspect ratio. Some counting strategies placed an upper limit on the fiber width restricting the counting to respirable fibers. Airborne asbestos is controlled by monitoring a sub-population of the airborne asbestos. No asbestos fibers shorter than 5 lm or fibers of any length having widths less than the resolution of the light optical method are counted. In the non-occupational environment, the Environmental Protection Agency requires the use of analytical transmission electron microscopy and fibers and counting fibers with lengths of 0.5 lm or greater and aspect ratios of 5 to 1 or greater are counted. The permissible exposure limit for asbestos has been reduced by more than 120-fold since 1969, when the standard was 12 fiber/ml and the current monitoring methodology was developed. The manufacturing and mining worksites are regulated by two different federal agencies and the asbestos exposure limit was higher in the mining environment until recently (Mine Safety and Health Administration 30 CFR Part 56, 57, and 7, Federal Registry, February 29, 2008). Currently the permissible exposure limit (PEL) is the same in both types of workplace and it is 0.1 fibers per milliliter (fiber/ml) over an 8-h shift as a time-weighted average (TWA). A milliliter (ml) is equivalent to a cubic centimeter (cc) and sometimes this standard is reported as 0.1 f/cc. As the phase-contrast methodology was used to monitor lower exposures and environments, other fibrous mineral particulates were incorrectly characterized as asbestos. These occurred in talc deposits and taconite ores from the Eastern Mesabi Range.

In the pursuit of increased safety the mining industry has worked to develop systems for remote control and autonomous operation of both stationary and mobile equipment. This paper reports on a newly developed system for teleoperation and autonomous tramming of LHD (Load-Haul-Dump) mining vehicles that not only increases the safety of the operators, but also has the potential to increase productivity.

This international symposium was convened to assess the current state of knowledge concerning the health hazards that might be associated with the ingestion and inhalation of fibrous particles produced from the processing of taconite ore. Concern about fibrous particles in taconite arose from their similarities to amphibole asbestos minerals that are known to be human carcinogens. The mineralogical characteristics of asbestos fibers are reviewed and compared with the fibrous particles known to be present in taconite ore from the eastern end of the Iron Range. The epidemiological and experimental animal studies for asbestos-related disease (including gastrointestinal cancer from asbestos in dinking water)were critically evaluated andcompared to those of the fibrous minerals in the taconite. The focus was on the amphiboles in the cummingtonite?grunerite and tremolite?ferroactinolite series and other fibrous particles in both the Iron Range and the Duluth Complex. This included examination of the reported occurrence of any asbestiform ferroactinolite, crocidolite asbestos, chrysotile asbestos, etc. In addition, an effort was made to provide a scientific framework to address fibrous minerals, which may be associated with nonferrous mineral deposits in the Duluth Complex. State-of-the-art risk assessment models for asbestos were presented. Risk assessment scenarios were developed for taconite-derived fibers at environmental exposure levels related to the operation of the Silver Bay taconite processing facility. These calculated risks were found to be trivial even after it was assumed that all mineral fibers were as carcinogenic as amphibole asbestos.

Libby, Montana is the site of a large vermiculite deposit that was mined between 1920 and 1990 to extract vermiculite for commercial applications such as insulation, gardening products, and construction materials. The Libby vermiculite deposit also contains amphibole minerals including tremolite, actinolite, richterite, and winchite. Historically, Libby mine workers experienced high exposures to amphibole structures, and, as a group, have experienced the health consequences of those occupational exposures. It has been suggested that Libby residents also have been and continue to be exposed to amphibole structures released during the vermiculite mining operations and therefore are at increased risk for disease. The Agency for Toxic Substance and Disease Registry (ATSDR) conducted two epidemiological-type studies of residents living in Libby and the surrounding areas to assess these risks. The Environmental Protection Agency (EPA) collected and analyzed exposure data in Libby and used those data to project risks of asbestos-associated disease for Libby residents. The EPA has placed the Libby Asbestos Site, which includes the mine and the town of Libby, on its National Priority List of hazardous waste sites in need of clean up. This article presents a review of the exposure studies conducted in Libby and an analysis of health risks based on the data collected in those studies. Libby mine workers have experienced elevated levels of asbestos-associated disease as a consequence of their occupational exposures to amphibole structures. Libby residents? exposures typically are substantially lower than mine workers? historical exposures, and the health risk projections for residents are, accordingly, substantially lower. © 2007 Published by Elsevier Inc. Enterprise unmanned traffic management (E-UTM) is a holistic system concept evolving from technological developments in radio frequency (RF), where dynamic tracking can be added into current and emerging platforms. This is done through inexpensive RF sensors capable of real-time and cooperative, non-GPS tracking enabling digital visualization of assets, including unmanned aerial systems (UAS). The RF sensors are low in size, weight and power (SWaP), creating efficiencies in energy and material consumption while transmitting positions in real time and at long ranges. Multiple UAS and other unmanned vehicles can be visualized for risk mitigation in operations, thus enabling mine management to have better decision-making capabilities in the current and future mosaic of mine operations.

Grunerite asbestos (amosite) has been shown in epidemiological and experimental animal studies to cause lung cancer, mesothelioma and pulmonary fibrosis commonly referred to as asbestosis. An overview of the human and experimental animal studies describing the health hazards of grunerite asbestos (amosite) is presented. Of the many human studies describing the health hazards of asbestos, only three factories using mainly, if not exclusively, grunerite asbestos (amosite) have been studied. The first is a series of reports on a cohort of 820 workers from a plant located in Paterson, NJ. Among this cohort, 18.7% died of lung cancer and 17 mesotheliomas occurred. The Paterson factory closed in 1954 and moved to Tyler, Texas where it operated until 1972. Among the 1130 former workers in the Tyler plant 6 mesotheliomas were reported with 15.8% lung cancer mortality. The third grunerite asbestos (amosite) exposed cohort was an insulation board manufacturing facility in Uxbridge, United Kingdom. Here 17.1% of the workers died of lung cancer and 5 mesotheliomas occurred. The lung content from 48 Uxbridge workers was analyzed by analytical transmission electron microscopy for mineral fibers. The relationship between grunerite asbestos (amosite) concentrations in the lung correlated with grades of fibrosis and asbestos bodies and was lower than the concentration found in the cases with malignant tumors. The lung cancer cases contained more grunerite asbestos (amosite) than mesothelioma cases, and in the cases of non-alignant disease the concentrations were still lower. In both types of malignancies the concentration of grunerite asbestos (amosite) was very high-over a billion fibers per gram of dried lung tissue. Occupational exposure to airborne concentrations of between 14 and 100 fibers of grunerite asbestos (amosite) per milliliter after 20 year latency causes marked increases in lung cancer, mesothelioma and pulmonary fibrosis (asbestosis). © 2007 Elsevier Inc. The central question concerning the health risks associated with mining and processing of taconite ores in the Eastern Mesabi Range is ??does asbestos, of any variety, occur within the gangue mineral population?? Free silica in the form of quartz does exist in the taconite, but silicosis has been relegated to a secondary issue. The focus has shifted to the asbestos minerals and the malignancies that might occur following low-level exposure to dust. Although mineral fibers do exist in the Mesabi taconite ores, Ross, Nolan and Nord conclude ??no asbestos?, as explained in their contribution ??The Search for Asbestos within the Peter Mitchell Taconite Iron Ore Mine, near Babbitt, Minnesota?. Their area of study is located in the eastern Mesabi Range. It is here that the tectonic and metamorphic effects associated with the intrusion of the Duluth Gabbro have been profound. A variety of amphibole minerals have developed as a result of these geological events, some with names recognized within the US Asbestos Standard. The issue tackled by the authors is whether or not these amphiboles are present in the mine and if so whether or not they are asbestiform in habit.

A state of the art computer simulation package, named UTAH-MODSIM is being developed. This package can run on a mainframe (eg. UNIVAC) as well as on a microcomputer (eg. IBM/PC with at least 512 kBytes of core memory). Friendliness was the major concern in developing this software. The user simply generates a complete flowsheet by presenting the flowsheet on a graphics terminal. This flowsheet defines the circuit to be simulated. With the minimum required data, the user can obtain a complete mass and water balances within a few minutes. Moreover, this package will provide scale-up and capital cost information of specified equipment relevant to design. In order to illustrate the utility of this software, three design examples are given. They are: a) A typical multistage crushing plant. b) A reverse closed grinding circuit comparing one stage with two stage classification. c) A standard closed grinding circuit suitable to liberate a specified fraction of chalcopyrite from a copper ore.

The Lower Olentangy Tunnel (LOT) Project involves the construction of a 17,000 ft (5,200 m) long, 12 ft (3.65 m) internal diameter Combined Sewer Overflow (CSO) tunnel. The tunnel is excavated by using an Earth Pressure Balance (EPB) machine designed to cope with soft ground, weak rocks and water pressure. The project is located in the city of Columbus, Ohio and the main geotechnical hazards are related to the heterogenous soils and the low overburden in an urban environment. This paper focuses on the performance of the EPB first drive and the comparison between the design assumptions and the actual TBM performance during construction.

Powered haulage and haul truck-related fatal accidents are among the most frequent at surface mines. Industry organizations developed guidance on accident scenarios to address haul truck and mobile equipment collision-related accidents. However, there is a need to investigate accident data to prioritize these scenarios and identify factors relevant to developing validation methods for collision warning/avoidance technologies and determining their capabilities and limitations. Standards and effective validation methods are necessary for improving system efficacy within mining operations and promoting industry adoption. To address these needs, researchers from the National Institute for Occupational Safety and Health (NIOSH) investigated available powered-haulage and machinery-related fatal accident reports documented by the Mine Safety and Health Administration (MSHA). Their objective was to gain a perspective for informing the development of test protocols and validation methods through determining the most prevalent accident scenarios and related factors. Our findings afford insight for addressing the most prevalent haul truck scenarios and relevant factors within U.S. surface mining environments.

As a cheap, renewable and non-toxic material, starch can contribute to the sustainability of the flotation process, albeit in a minor way as one type of reagent in systems involving materials with far greater impact. But the physical and chemical versatility of starch can help address another issue, namely, that of processing complex ores with decreasing grades of valuable minerals and increasing mixtures of gangue. This paper compares the results of two lab scale flotation studies where starches (native wheat starch (NWS), dextrin and two oxidised wheat starches) were used to depress two common gangue minerals, copper-activated pyrite and carbon (graphite), over a range of dosages. The oxidised starch with the larger molecular weight structures depressed copper-activated pyrite best, and the oxidised starch with lower molecular weight structures was better at depressing graphite. In both cases, the oxidised starches allowed greater recovery of chalcopyrite, pointing to selectivity potential. The extent to which the carbonyl and carboxyl moieties of the oxidised starches contribute to depressant performance is difficult to quantify, but it should not be discounted. Importantly, the results demonstrate relatively simple modifications of native starch by oxidation can yield structures suitable for depressing gangue minerals with diverse surface properties. The challenge remaining for greater application of modified starch depressants is being able to replicate the desired structures at scale in cold-water-soluble form.

In the early 1970s, it became a concern that exposure to the mineral fibers associated taconite ore processed in Silver Bay, Minnesota would cause asbestos-related disease including gastrointestinal cancer. At that time data gaps existed which have now been significantly reduced by further research. To further our understanding of the types of airborne fibers in Silver Bay we undertook a geological survey of their source the Peter Mitchell Pit, and found that there are no primary asbestos minerals at a detectable level. However we identified two non-asbestos types of fibrous minerals in very limited geological locales. Air sampling useful for risk assessment was done to determine the type, concentrations and size distribution of the population of airborne fibers around Silver Bay. Approximately 80% of the airborne fibers have elemental compositions consistent with cummingtonite-grunerite and the remaining 20% have elemental compositions in the tremolite-actinolite series. The mean airborne concentration of both fiber types is less than 0.00014 fibers per milliliter that is within the background level reported by the World Health Organization. We calculate the risk of asbestos-related mesothelioma and lung cancer using a variety of different pessimistic assumptions. (i) that all the non-asbestos fibers are as potent as asbestos fibers used in the EPA-IRIS listing for asbestos; with a calculated risk of asbestos-related cancer for environmental exposure at Silver Bay of 1 excess cancer in 28,500 lifetimes (or 35 excess cancers per 1,000,000 lifetimes) and secondly that taconite associated fibers are as potent as chrysotile the least potent form of asbestos. The calculated risk is less than 0.77 excess cancer case in 1,000,000 lifetimes. Finally, we briefly review the epidemiology studies of grunerite asbestos (amosite) focusing on the exposure conditions associated with increased risk of human mesothelioma. © 2008 Elsevier Inc. Relax: the world today is not running short of many mineral commodities, even though prices are spiraling upward. Einstein?s observation still holds true that everything is still relative, as long as one can pass on the incremental costs of production to the consumer. However, a strong consensus exists among many of the companies comprising the minerals processing industry that it is becoming increasingly difficult to find the easy-to-mine, high-quality resources that make juicy profit margins, which shareholders like. For the most part, the resource cherries have all been picked, and established mineral processing companies that are exhausting their reserves, or in the process of looking to add reserves so as to create longevity for their company, have no recourse but to look long and hard at what were once considered the dregs of the earth. Even end users, such as steel companies, are now looking to become ?miners,? to establish captive iron ore resources. Owning a captive resource facilitates a dependable supply of feed materials, which translates into effective cost control and a guarantee for a thriving sustainable business in the future.
