The image of the open-pit miner in the eyes or the Environmentalist has never been very outstanding. The phosphate industry, whose history in Florida reaches back to the late 1800's, can-not be credited until recently with a large number or accomplishments in terms of protection or the environment to change this image. This lack of action was not deliberate or in opposition with the desires of the public. In the formative years, there was little or no public and the companies found it necessary to build towns to house their employees and their families, towns which remained in existence until the late 50's and early 60's or formed the core of present large communities. Neither these pioneers nor most subsequent resource developers considered themselves un-thinking spoilers, nor were they so regarded by their contemporaries. Instead, they acted in a manner consistent with their environmental circumstances and intellectual heritage. Early Americans did make mistakes in using the land but the mistakes became apparent only in the opinion of later generations. Over the past five to ten years, there has been a new self-awareness in the industry with regard to environmental responsibilities brought about, in part by a continuing onslaught of new regulations with jurisdiction over our activities. Part of the new regulations are aimed at industries as a whole while many, particularly state regulations, pertain specifically to the phosphate mining industry. Why all the new regulations? The reasons are encased in a complex web of activity but stem primarily from a new public awareness of its environment. More and more of our youth have become interested in the environmental science areas such as biology and ecology. The tremendous growth rate in both the population and industry has made personal issues out of subjects such as atmospheric inversions and water shortages which previously were abstract concepts. The State has grown from a population of 1,500,000 in 1930 to approximately 9,000,000 people today. This personal impact and general lack of knowledge on the part of the public concerning economics has resulted in big business no longer being held in awe, often in contempt and generally in suspicion where environmental concerns are encountered.

As globalization continues, sustainability and social responsibility has become essential in foreign mining investment. However this global trend and the increasing acceptability toward the globalization process, viability and sustainability are not always achieved. Viability and sustainability of mineral projects is dependant on the social and political environment of the region where the mining venture is located and is based on the interaction between the mining entrepreneurs, national-local government representatives, communities, grass-roots groups and independent civil organizations. These are the organizations, which play the acting roles on the viability of mining projects and are the main source of socio-political risks for the project. Throughout the decision-making process to invest in a mineral project, socio-political risks are quantified using a set of measurable variables. Nevertheless, these risk measures should be dependent on specific industries. Two mineral projects, even in the same mining district, may have significantly different political risk profiles based on their own socio-political variables. This paper describes a methodology that takes into account local social and political variables in defining a project-specific’s political risk profile. This contrasts with more typical political risk measures that focus on the country’s overall risk profile. Mining operations must operate on a local scale necessitating the development measure that considers more local variables.

Ceremonies for the induction of five mining industry pioneers into the National Mining Hall of Fame are scheduled for Saturday, Sept. 25, 2004 at the Las Vegas Hilton in Las Vegas, NV. The 17th Annual Mining Hall of Fame Induction banquet will begin with a reception at 6 p.m., followed by the dinner and program at 7 p.m. The five inductees are Georgius Agricola, David William Brunton, Herbert E. Goodman, David Ray Mitchell and Robert Peele. Georgius Agricola (1494-1555) wrote De ReMetallica, an original and valuable work that discussed everything known about mining during the first half of the 16th century. In De Re Metallica, Agricola reviewed practical means of finding ores, methods of surveying and mining, the assaying of ores, types and uses of mining machinery, smelting, mine administration and more. Our objective was to develop a transfer function model of phosphate heap leaching for design, optimization and control. The procedure included analysis of time-lapse photography of a laboratory heap. Our experimental results confirm the predicted system transfer function kinetics. Our conclusion was that the transfer function and z transform that we have developed will allow us to control flow rate and pH online.

The American Coal Ash Association, Inc. (ACAA) is an organization of producers and marketers of coal combustion byproducts. Since 1968, the goal of ACAA has been to gain recognition and acceptance of ccbs as an engineering material on par with competing virgin, processed and manufactured materials by advancing ccb uses that are technically sound, commercially competitive and environmentally safe. The use of ccbs is affected by local and regional factors including production rates, processing and handling costs, transportation costs, availability of competing materials, seasonal adjustments, and the experience of materials specifiers, design engineers, purchasing agents, contractors, legislators, regulators, and other professionals. An annual, survey of coal-burning electric utilities is conducted by ACAA to determine the quantities of ccbs produced and used in the USA. In 1993 approximately 88.5 million tons of ccbs were produced in the form of fly ash, bottom ash, boiler slag and byproduct from flue gas desulfurization (FGD). Approximately twenty-two percent of the combined production of these byproducts was used, while the remaining portion was deposited in disposal areas. The major markets for ccbs include cement and concrete products, structural fills, road-base layers, mineral filler in asphalt, grit for snow and ice control, blasting grit and roofing granules, grouting, coal mining applications, and waste solidification and stabilization.

As all of us know, the "heat" is on for western coal. The need for western coal is critical if the nation is to reach the goals of Project Independence by 1985. Without the development of western coal, the goals will not be met. It's that simple! That's because 50 percent of our nation's coal reserves lie in the states of North Dakota, Montana, Wyoming, Colorado, New Mexico, Arizona and Utah. And surface mining is the key to unlocking these reserves. Of the nine states in the coal provinces, five-Wyoming, Montana, New Mexico, North Dakota and Arizona-are the best examples since surface mining accounts for 88 to 100 percent of the coal mined in each of these states. Collectively, their annual production more than doubled between 1969 and 1972, rising to 35 million tons per year. And, taken individually, each state's production has more than doubled, also. Total annual production from these five key states could very well exceed 180 million tons per year by 1980-four times the 1972 production level. The biggest producer among the five is Wyoming. Wyoming's production tripled since 1969 to nearly 14 million tons in 1973. So the heat is on for western coal, especially from Wyoming. Now we come to the question of how to mine this increasingly precious mineral. What are the available methods? First, let's take a brief look at several characteristics of western coal deposits.

With both unit costs per meter and average depth of drilling constantly increasing, there is a strong incentive to maximize the information acquired from drill holes, and then to make this information accessible to the geological staff. The larger the drilling project, the more advantageous computerization of data is over manual methods. The conversion to computer-readable form and the verification of large amounts of drill-hole data can be a substantial data processing task, but once accomplished, the benefits in increased accuracy and speed of interpretation will compensate for the time and effort spent in the work. For an exploration project progressing towards a preliminary feasibility study, about half of both the time and costs for all computer work of the entire feasibility study are devoted to drill-hole data base organization, and maintenance. Once drill-hole results are quantified and verified to be correct, they are immediately accessible and are not subject to further transcription or reinterpretation of errors. To obtain maximum benefits from computer utilization in this area, the drill-hole data base should be set up along with availability of the first data. For some companies, this may initially comprise a large number of purely speculative drill holes on a spacing of perhaps 1 or 2 km. Although few of these drill holes may encounter economic material, thought should be given, at this time, to the variables which will be logged when such material is found. In this way, it should be possible to set up a consistent format into which all future drill-hole information will readily be accommodated. This format may even be carried over into the data base requirements for an operating property.

"The U.S. National Institute for Occupational Safety and Health (NIOSH) is conducting research on jackleg use and related accidents in underground metal mines. This paper provides an analysis and overview of jackleg drill usage, accidents, operational characteristics and alternatives, based on information from injury reports, legacy research, stakeholder input and published literature. The results indicate that jackleg drills are involved in more groundfall accidents in underground metal mines than any other drill, and jackleg-drill-related injuries are most prevalent at the face in the course of installing initial ground support. Practical mechanized alternatives to jackleg drills for drilling and bolting under incomplete support in narrow underground openings have not yet been realized. Small, versatile mechanized bolting equipment needs to be developed to address jackleg-drill-related accidents and improve safety at mines where jackleg drills are being used. IntroductionJackleg drill is a generic name for a handheld, rotary, percussion rock drill equipped with an attached reaction leg to provide stability and thrust (Fig. 1). All of the drill and leg controls are located near the operator’s handle at the rear of the head portion of the drill. Jackleg drills are classified according to the bore size of their pneumatic pistons, which normally range from 6.03 to 8.26 cm (2.375 to 3.25 in.) (Kurt, 1982; Clark, 2012). Jackleg drills typically weigh 46.7 kg (103 lb), but the weight can approach 54.4 kg (120 lb) after being fitted for operation with drill steel and air and water hoses (McKibbin and Clark, 2001). In underground mines, jackleg drills are commonly used to drill 3.8-cm (1.5-in.) diameter holes up to 1.83 m (6 ft) deep in rock."

The need for anti-corrosion coatings has existed for many years in the ground support industry, but the application requirements have made coating selection limited. Varying groundwater and chemical conditions continually challenge long term coating performance. Traditionally the industry coating preference has been hot-dip galvanizing due to its performance characteristics in highly corrosive environments and low cost nature. However, the galvanized coating has application limitations. This paper highlights some of these limitations and provides selection criteria for a new organic coating developed for one such difficult application, DSI?s Omega BoltPTM Pwhich is an expandable ground support. Tremendous strides have been made in front end loaders in the last fifteen years. Fifteen years ago a 2; cubic yard front end loader was the largest standard machine you could purchase. Today there are two commercially available 15 yard front end loaders and many 10 yard front end loaders. The estimated total worldwide market for all front end loaders over one cubic yard has increased to over 30,000 units yearly. The trend for front end loaders, in general, and for the mining market, in particular, is to larger and larger loaders. Today there are 18 cubic yard and a 24 cubic yard front end loader in prototype form. It is not inconceivable that within another fifteen years that there will be front end loaders in the 50 cubic yard class with design features quite different from today's. These larger loaders are being designed at the demand of the mining industry and the design criteria are being directed at this market area. The costs of these larger loaders will be greater per unit of capacity, and it is the intent of the various manufacturers that they will be more reliable, be easier to service, give greater availability, live longer, and cost less to maintain, than previous loaders. It is also the intent of the manufacturers to compete directly with the large mining shovel as the front end loaders become appropriately larger and more reliable. There has been some trend in this direction in the past with smaller shovels and loaders. In Figure No. 1 are data for U.S. production of front end loaders (5-6 cubic yard class and 10 cubic yard class) and U.S. production of cable operation, crawler mounted power shovels, draglines and cranes (1; to 5 cubic yard class) for the years 1965 and 1970. The Upper Reach segment of the Northeast Interceptor Sewer (NEIS) is a3.2-km-long tunnel excavated in interbedded marine sedimentary deposits with approximately 40 m of cover. The tunnel was initially classified by Cal/OSHA as “potentially gassy.” During excavation, high levels of hydrogen sulfide and methane were encountered, prompting Cal/OSHA to reclassify the tunnel as “gassy.” In addition, the tunnel excavation encountered an abandoned, 100-year-old water tunnel known as the “Narrows Gallery.” This existing tunnel was completely full of water and under 30 m of hydrostatic head. This paper will discuss the unanticipated difficulties and design solutions implemented to construct a gassy tunnel exposed to high volumes of water.

The stable domestic supply of gallium, indium, and germanium has been identified as a critical need for the USA. Electric arc furnace dusts processed to recover zinc produce a process residue that could be a potential source of these critical materials. An industrial zinc leach residue was characterized to determine the predominant mineral phases and leached with common mineral acids. Atmospheric agitated leaching using sulfuric acid and hydrochloric acid were examined to determine the extractions of gallium, indium, and germanium as a function of concentration, temperature, and time. Extractions of gallium were found to be similar to iron in all experiments. The maximum percentage of Ga, Ge, and In leached into solution were 82%, ~100%, and 89%, respectively.

During the 1980’s, laboratories opened throughout the United States to serve the analysis needs of a rapidly growing asbestos abatement industry. The samples analyzed were either collected during the abatement of known asbestos-containing materials or were suspect asbestos-containing construction materials. Many asbestos analysts received minimal training and used analytical protocols that were industry specific. False positives (reporting a sample as containing asbestos when none is present) went unnoticed or had minor repercussions. The mindset of the industry was to err on the conservative side – it would be better to identify a non-asbestos fiber as asbestos than visa versa. With growing public awareness of the health hazards of asbestos, other materials began to be tested for asbestos content. Rock and ores began to be tested for naturally occurring asbestos by these laboratories using the same protocols or an in-house protocol. Analysts were given no additional training and accreditation, in most cases, it was not required. With no consistency in sample collection, testing protocol or expertise in analysis, significant discrepancies in final results can be expected. If we further complicate this scenario with misidentification of naturally occurring look-a-likes for asbestos, expensive false positives are likely. To avoid the repercussions of misidentification of naturally occurring chrysotile asbestos from look-a-like fibers in rock and ores, correct sampling and analysis protocols with more stringent scientific diagnostic criteria are needed.

Spiral concentration has gained a great deal of popularity as a cheap, effective method for recovering fine coal (8x100 mesh). Typically, 6-turn, wide-profile spirals are used in either a single pass, open- circuit configuration or in combination with a middlings retreat circuit. Recent work conducted at Carpco, however, has indicated that a split feed scenario and/or hydraulic classification in advance of spiral concentration offers significant advantages in both capacity and metallurgical performance. In addition, it has also been shown that the apparent density separation which naturally occurs in a hydraulic classifier provides significant up-grading in terms of pyrite and ash rejection. The results from this study will be presented in comparison with those obtained from open-circuit spiral testing.

Approximately 1,390 t (44.7 million ounces) of gold have been produced in South Dakota since 1875. South Dakota's mining laws attempt to strike a balance between economic development and environmental protection by promoting mining as an industry while requiring prevention of pollution and reclamation of affected lands to a beneficial use. The mining laws have evolved since their inception in 1971, especially in response to gold mining. The laws have remained flexible to meet changing regulatory needs. Gold production has continued relatively unabated, even in the face of public scrutiny, two mining moratoriums, and isolated environmental problems. The department's system of "one-stop-shopping" for environmental permits streamlines the permit process, fosters quick resolutions to compliance problems, and helps keep enforcement actions out of the courts. Specific case histories at heap leach mines within the Black Hills are presented.

Gold ores containing high levels of cyanide-leachable copper minerals, such as covellite, chalcocite, bornite, malachite, azurite, and cuprite have traditionally been difficult to treat economically. A novel hydrometallurgical process for efficient treatment of cyanidation effluents obtained by leaching high copper gold ores (or concentrates) based on the use of Cherokee Chemical organo-sulfur reagents (OSR-A, OSR-B and OSR-C) is described. The process may be modified to selectively precipitate silver, or completely recover silver, copper and zinc, as well as regenerate significant amounts of cyanide. For example, data obtained demonstrate that 100 % of silver and zinc, and 98 % of copper were removed from the solution, while 80 % of cyanide was recovered. The treated barren solutions exhibit enhanced gold and silver leaching kinetics compared to the untreated controls.

Minerals contribute to U.S. gross domestic product (GDP) at several levels ? from mining and processing to the manufacturing of Anished products. In 2009, the estimated real GDP of the United States decreased by 2.4 percent compared with, and the estimated nominal GDP was about $14.2 trillion (Table 1). Trends in various sectors of the domestic economy are often reflected in mineral production and consumption rates. In 2009, the continued decline of the housing market was reflected in reductions in the production and consumption of cement, clays, construction sand and gravel, and crushed stone (those mineral commodities that are used almost exclusively in construction). Production of mineral commodities associated with the manufacture of goods for the housing market, such as ceramic tile, heating and air conditioning equipment, paint, plumbing and sanitaryware, roofing, wiring and wallboard also decreased. The Buick mine, located 195 kilometers (120 miles) southwest of St. Louis in the Viburnum Trend, is owned and operated by Homestake Mining Company. The mine produces lead and zinc ore from a room and pillar mining method at a depth of approximately 335 m (1 100 ft). The Buick orebody typically averages 60 to 120 m (200 to 400 ft) in width with ore thicknesses ranging from 2.4 to 36.6 m (8 to 120 ft). The mine is divided in two; the halves are referred to as the North mine and South mine orebodies. The North mine orebody contains the higher grade ore; however, the developed reserves for the South mine orebody comprise about 60 percent of the total developed reserves for the Buick property. Existing pillars represent one-third of the total developed reserves.

"The Zenith-Victoria /1/ and Jubileynoye /2/ hydrothermal fields have symmetrical structural position on the Mid Atlantic Ridge (Fig. 1). In order to compare the evolution of hydrothermal systems, we conducted mineralogical and geochemical studies of SMS from both sites.Radiochemical and geochemical investigations of massive sulfides of the Zenith-Victoria field distinguishes three major stages of evolution: initial, interim and final represented by Fe-S, Cu-Fe and Zn-Fe types of SMS respectively /3/. In this talk, we describe the results of geochemical analysis of massive sulfides from the Zenith-Victoria field. Geochemical varieties of SMS are considered to be indicators of the evolutionary stages of the hydrothermal system."

During the course of evaluations by the Mine Safety and Health Administration’s Roof Control Division, the controls on ground instability were investigated at surface and underground limestone mines throughout the eastern and southern United States. Structural geologic features, including joints and faults, were identified by basic geologic mapping as primary controls on highwall and back instability in surface and underground limestone mines. By comparing the spatial orientation of discontinuities and internal angle of friction with the orientation of highwalls on a stereonet, the potential for sliding, toppling, and raveling failures was evaluated in a semi-quantitative fashion. Structural geologic mapping identified faults and joints, which dismembered the back and were associated with ground instability, in underground mines. This paper documents the importance of recognizing structural geologic controls on ground stability in limestone mines, advocates basic geologic mapping as a critical component of ground control programs at surface and underground limestone mines, and provides examples of simple stability evaluations using the stereonet method.
