This paper will cover the problems confronting an owner when planning and estimating the cost of a proposed tunnel. Three factors are known: the length, size and the time allocated for the completion of the work. In general the difficulties encountered when driving a tunnel in California are the greatest at the lower elevations and in the Coast Range and are minimal in the Sierra Nevada mountains particularly in granitic formation. The writer will discuss the experience gained from observing the driving of about 120 miles of tunnel in California as well as the repairs of some tunnels. SIZE OF TUNNELS It is known that a small tunnel may be more costly to drive than one of somewhat larger dimensions. This fact was found to be true when a tunnel about 4,000 feet long was constructed to eliminate 7 miles of canal. The formation was lava so it was anticipated the ground would be self supporting because of the small bore. Actually the tunnel required support for most of its length and working conditions were poor. It became apparent that a larger size could have been driven at no additional cost and probably in less time. Throughout the 1960's and 1970's world trade grew rapidly, reaching a peak of USS1.8 trillion in 1980. Since then the world recession of the early 1980's shrunk trade to about US$1.6 trillion. The reduced cash flow to developing economies made it difficult to service their huge international debts, Nowadays lenders are reluctant to grant Third World countries additional credit. The shortage of export financing, plus trade barriers set up by developed countries, is further inhibiting international trade. Therefore, countries are turning to new and creative alternatives to financing imports of consumer as well as of investment goods. Non-cash transactions, including different forms of countertrade, are rapidly growing alternatives to traditional trade financing patterns. In 1983 about 30% of international trade, or close to US$600 bill ion, were presumably done by non-cash transactions, up from barely 2% in 1976. By year 2000, half the world trade is likely to be conducted on basis of barter. As of mid-1984 some 88 nations used countertrade regularly and Governments of at least 15 Latin American countries had arranged or mandated commercial countertrade.

"Among Tokyo Metro’s approximately 200km of subway lines, the Tozai Line that connects Chiba Prefecture and mid-Tokyo experiences congestion of up to 199% at worst and relief of this has become urgent. Therefore, as it is imperative to increase the number of trains operating in the exceptionally congested area from mid-Tokyo going east, a large-scale renovation work is planned between Iidabashi Station and Kudanshita Station that will facilitate turn-back via 3 tracks. While ensuring the safe and stable operation responsible for about 1.35 million passengers daily, this highly difficult work of inner wall demolition and reinforcement of the side walls and floor slabs will only be implemented for 3 hours during late night. This paper discusses large-scale plans to improve turn-back facilities, and the methods of construction therein as an example of operational improvement of a subway network. 1) INTRODUCTION The Tokyo Metro Tozai Line (“Tozai Line”) opened over the entire 30.8 km distance from Nakano to Nishi-funabashi on March 29, 1969. It has the longest operating length of the nine Tokyo Metro lines, and was the first subway line to extend past the borders of the Tokyo Metropolis. Through train services with two other railway companies are available from the Tozai Line. Tozai Line trains join the Sobu Line of the East Japan Railway Company (“JR East”) and the Toyo Rapid Railway Line of Toyo Rapid Railway (“TR”) from Nishi-funabashi Station, and the JR Chuo Line from Nakano Station. The line is structurally distinctive in that 51% of it was built using the open-cut method, 43% of it is elevated and the remaining 6% was built when we used the shield method for the first time 1)2)3)."

This study delves into the satisfaction levels of indigenous communities in Apurimac-Cusco, Peru, concerning mining activities in their region. Our primary objective is to elucidate the interrelationships among observable variables, which are conceived as linear combinations of multiple factors. Employing the statistical methodology of exploratory factor analysis, we aim to pinpoint the pivotal factors influencing the progress of mining activities in Apurimac-Cusco. Through our analysis, we have identified eight key factors that exert a significant impact on mining’s sustainable development in the area. These factors encompass diverse facets, ranging from the support offered by mining company to communities, environmental considerations, education, economic factors, provision of basic services, transportation and communication, support for social organizations, and social-health-related aspects. This research endeavors to provide a comprehensive understanding of the complex dynamics surrounding mining activity satisfaction among the indigenous population, offering a basis for further exploration and policy development.

"Mine refuge shelters are designed to protect mine workers from hazardous environmental conditions after a mine disaster, but high temperature and humidity levels inside these shelters may pose a significant safety risk. Due to the safety risks associated with human testing, detailed thermal models of shelters and human occupants have been developed using TAITherm simulation software. These models are used to predict the temperature and humidity within the shelter resulting from metabolic heating, evaporation due to sweat and respiration, moisture and heat from the shelter’s carbon dioxide scrubbing system, and heat transfer within the shelter. A detailed human thermoregulation model simulates the sensible and latent heat generated by the shelter occupants, and predicts the occupant’s body core temperature and moisture lost due to sweating and respiration. This information is used to assess the safety of the shelter. This paper presents the technical details of the human thermal model, validation comparing the human model to human subject test data, and results of a mine shelter analysis. IntroductionPortable mine refuge chambers are used in U.S. coal mines to provide protection to mine workers from hazardous conditions following a traumatic event. Although these shelters are designed to supply clean air and sustenance for up to 96 hours, prolonged exposure to the mine shelter environment itself can pose a substantial risk to human safety. Heat generated by the shelter occupants combined with heat from the carbon dioxide (CO2) scrubbing system can raise the shelter interior temperatures and relative humidity to dangerous levels that can lead to heat stress in humans. Unfortunately, the thermal burden associated with mine shelter exposure is not well characterized due to potential hazards associated with underground human subject testing. In order to assess the thermal burden on people within a mine shelter environment, a detailed thermal model was created to accurately predict the temperatures and humidity levels within the shelter, and the impact of these environmental conditions on human occupants. The model consists of a mobile inflatable tent-type mine shelter with 23 humans, and includes the surrounding mine environment. The thermal simulations were performed using a validated commercial heat transfer prediction computer software. Additionally, a module of the software provided the capability to simultaneously model the thermophysiology of 23 unique humans contained within the mine shelter. The human thermal models accounted for the thermal interaction with the environment and provided a core temperature response prediction that can be used to evaluate survivability in heat stress situations (U.S. Army, 2003). The models can also be used to determine maximum occupancy in order to maintain safe temperature and humidity levels inside the shelter in specific mine environments, to optimize shelter size for maximum heat dissipation, or to simulate active cooling systems."

The mining industry responded to public concerns about use of cyanide by developing a voluntary certification to allow companies to demonstrate their commitment. The International Cyanide Code (Code) establishes standards for the manufacture, transportation and use of cyanide. Key concepts in closure planning to comply with the Code are to decommission all facilities related to cyanide operations and to provide a financial assurance mechanism for those activities. Code requirements may differ from state-specific regulations, but requirements are based on closure goals for protection of the human health and the environment. Only issues related to cyanide operations are required to be included in decommissioning demonstrations. For example, the disposal method of cyanide solution holding tanks and the cost must be included in the closure plan, but information regarding closure of roads is not required. Closure costs must be based on a third-party contractor as opposed to internal budgets. Compliance with the closure requirements of the Code allows companies to show their stockholders, lending institutions, and the public that their operations are environmentally responsible.

For the past several years, inflation has placed increasing pressure on our economic system. The total effect of inflation is complex when combined with other factors which affect the economics of equipment. A mathematical model is described herein which can be programmed on a computer to determine the effect of inflation on economic life and profits after taxes. The computer output results in graphic plots which clearly show the relation of various percentages of inflation to life and profits. Inflation has become a common topic of conversation in the recent past. What is it and how can it be measured? What effect does increased inflation have on equipment policy? Research now in progress at the Construction Institute at Stanford University is beginning to unravel some of the mystery of inflation. As a start, let us answer the first question by defining the word inflation. The dictionary says that inflation is "an increase in the volume of money and credit relative to available goods resulting in a substantial and continuing rise in the general price level. It appears, in fact, that we are in an inflationary spiral which is "a continuous rise in prices that is sustained by the tendency of wage increases and cost increases to act on each other." 3 Inflation behaves just like compound interest. It takes more dollars of future years to buy an equal amount of a given commodity, be it a material or a service. Let us assume an annual inflation rate of 5 percent. This summary of international mineral exploration activities for the year 2013 draws upon information from industry sources, published literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analyses of exploration activities performed by the mineral industry. Three sources of information are reported and analyzed in this annual review of international exploration for the year 2013: 1) budgetary statistics expressed in U.S. nominal dollars provided by SNL Metals & Mining (SNL) of Halifax, NS, Canada (formerly Metals Economics Group (MEG); 2) regional and site-specific exploration activities that took place in 2013 as compiled by the USGS; and 3) regional events that affected exploration activities, including economic, social and political conditions, that were derived from published sources and unpublished discussions with USGS and industry specialists. Commodity and regional compilations are presented in this summary. Because multiple sources are used to develop commodity and regional compilations, reported statistics may vary depending on the source and type of data that are being reported. The SNL data summarize planned company budgets for worldwide exploration activities in 2013 for 20 nonfuel mineral commodities based on surveys returned by companies primarily focused on precious metals (gold, platinum-group metals and silver), base metals (cobalt, copper, lead, molybdenum, nickel, tin and zinc), bulk commodities (coal, iron ore, phosphate and potash), and specialty commodities (diamond, lithium, niobium, rare-earth elements, tantalum and uranium). Information on uranium exploration activities was included in the MEG overview for the first time in 2007. MEG included data on the commodities lithium, niobium, phosphate, potash, rare-earth elements and tantalum for the first time in 2010 because of the increased topical significance of these commodities. Since 1999, companies with exploration budgets of $100,000 and greater were included in the MEG and SNL compilations. SNL budget estimates exclude aluminum, coal, and oil and gas. Budget estimates for iron ore have been compiled since 2011 but reported separately. The post-1999 budget surveys by MEG and SNL cover at least 90 percent of world?s reported nonferrous, nonfuel mineral exploration budgets; the 2013 survey is reported by SNL to cover an estimated 95 percent of these budgets. The 5 percent that is not covered is accounted for by companies that chose not to participate in the SNL survey, private companies that do not publish their budget data, and government-funded exploration activities.

Two 610 m (2000 ft) long tunnels were driven through water bearing silts, sands and clays beneath the Sacramento River using a 4.59 m (15.1 ft) diameter Earth Pressure Balance Tunnel Boring Machine (EPBM). Four sheet pile shored shafts were sunk with and without dewatering. The pre-cast concrete segmentally lined and grouted tunnels were driven down at 6% grades beneath the river flood protection levees, buildings, roads, a railroad and adjacent to a Freeway Viaduct. Details of the schedule, cost, shaft construction, TBM, tunnel construction, and installation methodology for the twin1.676 m (66 in) steel force main pipes and environmental constraints are provided.

An ongoing problem for industry in Korea is effective removal of heavy metals from and safe disposal of spent power plant fly ash. This research endeavor attempts to develop selective separation of Ni from leach liquor using a selective chemical precipitation method. The research was conducted by changing two variables, the pH and the concentration of ions in solution. The effect of other ions present in the system on the separation efficiency of Ni species was also investigated by adjusting OH and NH3 concentrations. In the pH range of 7-9, the chemical precipitation method produced a high yield of Ni by precipitation from the fly ash leach liquor.

The formation of the gas emission zone in longwall mining and the potential amount of gas in this zone are factors of local geology and spatial variability within this geology. Therefore, geostatistical methods can be used for modeling and prediction of gas amounts and for assessing its uncertainty in the gas emission zone of longwall mines. This study used core data obtained from 64 exploration boreholes drilled from the surface to the bottom of the Pittsburgh coal seam in a mining district in the Northern Appalachian basin. After identifying important coal layers for the gas emission zone, semivariogram modeling was conducted for different coal seams to define the distribution and continuity of various attributes. Sequential simulations were performed for stochastic assessment of these attributes to calculate gas-in-place (GIP) in each coal seam. GIP calculations for coals of various gas emissions zones were combined and ranked for their cumulative distribution function to find GIP in the caved zone and in the fractured zone at the 5%, 50%, and 95% quantiles. Fifty percent quantile results were later used to isolate a panel from the whole area and create a mosaic representation corresponding to the daily advance rate of the longwall face. This approach helped to estimate the daily emissions of this panel from the caved zone and from the fractured zone. Results showed that gas-in-place in the Pittsburgh coal seam, in the caved zone, and in the fractured zone showed spatial correlations that could be modeled and estimated using geostatistical methods. This study showed that gas-in- place volumes in the study area may be as high as 12.3 Bscf and as much as 3.5 MMscf per acre of mining.

The human element in large measure dictates success in contracting relationships. Because of our professional backgrounds, we view contracts primarily as either engineers, contractors or owners. A beneficial contractual environment--one in which decisions, risks and benefits are shared--demands equal consideration of all three points of view. Most of the older cities in the United States, for example, suffer from bad contracts--generalized, patched-together documents that represent an accumulation of modifications originally written to compensate for specific situations that have occurred over the years. Because such documents lack coherence, they often present conflicting instructions which lead to defensive, ultimately destructive attitudes among the parties involved in the day-to-day administration of the project. Good contract development begins with a strong central philosophy to which the details of the contract can be related. First, the owner should establish a comprehensive philosophy in which risks between the parties are identified. Following this, a specific contract document can be written to satisfy this established philosophy. The contrast between two opposed contractual situations, NYC Water Tunnel Number Three and the Seabrook Nuclear Power Plant Cooling Water Tunnels, illustrates how comprehensive, well-written contracts--contracts which share both risks and benefits--provide the basis for achieving quality construction that will reward engineer, contractor and owner.

The service hoisting plant in the mining transportation is an installation serving for the vertical transport of material and persons. An adequate mathematical model is presented for simple evaluation of the project parameters where different plant designs and the ways of transport are take into consideration. The technical and economical optimization procedure is added to the basic mathematical model of the project. This approach enables on one hand the optimization of the reconstruction of the multi-purpose hoisting plants in order to suppress possible bottle necks, while on the other hand it enables the determination of such values of the parameters of the choice and of the operation that the sum of total expenses per a transport unit' becomes the lowest. The optimization procedure is designed in such a way that all numerical data of the optimum hoisting plant are printed out together with the graphical representation of dependencies of the fundamental parameters in broader optimization region.

In late 1994, EPA and OSM acknowledged that efforts by any one agency or by the many different agencies to remedy the water quality impacts of decades of contamination from abandoned coal mine lands in Appalachia would not be successful if their disjointed efforts were not unified and if the local watershed organizations were not included. The result of the collaboration between EPA and OSM was the creation of a statement of mutual intent which was a pledge by government agencies, watershed organizations, and the industry to restore watersheds degraded by acid mine drainage from abandoned coal. The presenter will describe the evolution of this pledge from a paper promise to on-the-ground remediation projects.

"Shallow-depth (<200m) high temperature submarine hydrothermal systems are not commonly observed on mid-ocean ridge settings, as most known systems are located within arc - island-arc volcanic settings, often proximal to coastal areas (meteoric waters added). In 2013, during the Centre for Geobiology’s 2013 oceanographic cruise (R/V G.O. Sars), a dredge successfully sampled massive sulfides and hydrothermally altered rocks from the top of a volcanic edifice (~144-284 m depth) located on the northern sector of the Kolbeinsey Ridge. Dredged samples include vesicular altered basalts, and matrix supported anhydrite, barite and barite-pyrite-anhydrite volcaniclastic breccias. Sulfidesulfate breccias depict complex zoning where numerous small vent orifices are distributed with large blades of marcasite that appear intergrown with barite. Native sulfur was observed in one of these small vent orifices. On a microscopic scale, numerous spherical silica-rich structures appear associated to these breccias. These rocks are evidence for the presence of a relatively high temperature (minimum 150ºC) shallow-water seafloor hydrothermal system in the Arctic mid-ocean ridge, far from mainland influence. This new discovery presents a unique opportunity to study the dynamics of fluid chemistry, metal mobility and precipitation in shallow hydrothermal systems. The remote location of this system dictates that fluid recharge will be influenced solely by seawater and magmatic fluids, In July-August 2014 we expect to survey this new field and acquire new and comprehensive data."

Refractory copper ores (CROs) in central Africa contain copper minerals that are locked up in a micacious solid matrix or associated with carbonate, sulfide and phosphate minerals. Several researchers have reported that the recovery of copper from CRO material by an acid-leaching process is not economically feasible, due to the presence of excess gangue-acid-consuming minerals such as calcites, dolomite, asbolane and iron oxides. Since the proportion of acid-insoluble copper (CuS) is about 28% of total copper and total free sulfur is extremely small, sulfide flotation was considered unfavorable. Consequently, hundreds of millions of tons of CRO material have been stockpiled specifically at the Nchanga Mine of Zambia. In terms of copper distribution in CRO material, a significant portion of total copper exists as carbonates (39%) and oxides (17%), while 28% of the copper is acidinsoluble (CuS). The rest of the copper is in the form of carbonates (16%) and (hydr) oxides (17%). This means that only about 72% of total copper is recoverable through the non-oxidative acid-leaching process. In this study, batch leach tests were performed on CRO solids (d95 = 95%) to establish the gangue acid consumption values at different feed pH values and to evaluate the leaching characteristics of copper, manganese and iron within the CRO material. Subsequently, continuous leach tests were performed on CRO solids (106 um, 80% passing) using optimum leach conditions derived from batch tests. This paper aims to show that sustainable copper recovery can be achieved by selecting leaching conditions whereby gangue acid consumption (GAC) values become significantly small and the final concentration of manganese and iron in the leach solution are appreciably low.

The Tunnel of Guillermo Gaviria Echeverri, spanning 6.05 miles, will be Latin America’s longest road tunnel, is currently under construction in Colombia’s Antioquia Department with a single bidirectional tube connected to a parallel rescue tube through multiple cross-passages. The study faces challenges in implementing the prescriptive semitransversal ventilation system due to design restrictions. Different ventilation concepts are eplored to nd the most suitable system for regular operation and re scenarios. A quantitative ris assessment evaluates each alternative system and identies the longitudinal ventilation system, accompanied by ris mitigation measures, as the safest choice, since it surpasses the prescribed semitransversal ventilation concept.

The Nevada Moly Operation of Anaconda Minerals Co., (a molybdenum/copper ore body) was initiated in 1978, with a contract to Bechtel Civil and Minerals Inc. for construction of a mining and milling facility near Tonopah, NV. Ground was broken on the concentrator portion of the project in August 1979$ with a multi-phased startup of the mill beginning in June 1981. Processing design tonnage of 20 000 t/d (22,000 STPD) was reached in early 1982. Major pitfalls of rapid design and implementation of engineering, construction, and startup are considered. The operation of the concentrator including SAG milling, ball milling, bulk rougher flotation, copper/moly separation, moly regrinding and cleaning, thickening, and product loadout are discussed.

Over the last years, the importance of the assessment of environmental and social aspects as well as of issues of good governance has increased significantly in mining finance. For this, international standards as well as internal guidelines of the banks and other involved institutions have been established and continuously improved. Considering these standards and regulations, the banks can influence the sustainability of mining projects - and they have done so in the past -, mainly by implementing certain provisions and covenants in the loan documentation, binding the financing to the mining company’s adherence to the agreed sustainability standards. However, there are limits to the banks’ influence due to the competitive environment with other available means of financing. Nevertheless, the experience of the last years has shown that the standards and regulations bound to the financing by the banks help to lead the mining industry towards more sustainable projects.

"Virtually every article you read on safety has a statement to the effect: “It’s obvious that safety pays”. If it is so obvious, why is it so hard to answer these questions? • How does the Maintenance or Operations Manager convince the Plant Manager to spend money from the annual budget for safety improvements? • How does the Plant Manager influence Corporate to prioritize safety improvements? • How does an engineering firm persuade the owner to spend more on design and equipment up front to reduce risk? There are many cultural and structural reasons why it is so difficult to prove the obvious. In my opinion the main culprits are: the almost universally used ‘Low Bid’ process, variations in reporting incident statistics between industries and countries, and, the Generally Accepted Accounting procedures (GAAP) [or International Financial Reporting Standards (IFRS)]. Conventional wisdom is it’s smart not to spend more than you need to meet the minimum regulations and maximize production. But buying on price alone often harms people, degrades the environment, and reduces the company’s bottom line. How can this be? You met the minimum safety requirements and saved money by buying on price. Don’t those savings go right to the bottom line? When you buy on price you get minimum quality, minimum compliance and are often backed corner with no reasonable options to rectify the problems that arise from buying on price instead of buying on long term life cycle cost. Culturally few companies actually ‘walk the talk’. It is trendy to have giant billboards at plant entrances proclaiming world class compliance with quality and safety standards. Annual reports are embellished with safety slogans and sustainability statements. Behind the front gates and the glossy annual reports the message is clear: produce or be replaced. Only a few companies go beyond the window dressing and actually endorse, from the top down, continuously improving their safety culture. Those that do embrace safety, show significant performance advantages over their competition that are reflected in their safety, productivity and environmental records and, ultimately their financial statements and share price. Current accounting (and reward) systems make it unlikely financial managers will accept non-conventional approaches to justifying expenditures on safety because they are driven to report “hard” numbers that can be documented and are within the “GAAP or IFRS Rules.” But in reality, accountants quantify soft or intangible costs all the time in their financial statements. Justifying safety investments is greatly enhanced by quantifying what most financial managers would call intangible costs. Government agencies have no problem assigning intangible costs to justify regulations to improve safety. How many times have you heard that the regulation is justified because the cost to industry is X while the benefit to the society is 2 or 3X? How can they say that without including intangible costs? We find it hard to believe these government claims of benefits to society because we have been trained to think about saving hard direct costs to justify investments."
