As originally conceived, this paper was to address the costs of environmental compliance, focus on environmental impact statements, and describe how those costs impact mining projects. The intent was to do wide ranging mathematical analyses to demonstrate the varying impacts on mining projects depending on their size, timing, return on investment and other salient project features. The initial portion of the numerical analysis necessary to this purpose was performed. The results showed a pattern of impacts familiar to the mining industry:

There is a tendency for managers of mining companies to regard the performance of a process plant as essen­tially fixed, with only incremental improvements to be realized by optimizing individual unit operations. However, a number of op­erations management methods are available that will substantially improve plant performance, through both productivity increases and cost reductions. Known collectively as "world-class manufac­turing" techniques, these include total quality control, just-in-time production and inventory management, the systematic develop­ment of innovative plant practices, and progressive management accounting and business control systems. The implementation of these techniques by plant managers and operators will enable the plant's performance to exceed levels that are currently believed to be maximized.

Attendance exceeded 4,500 minerals professionals from all over the world at SME's March 9-11 Annual Meeting and Exhibit in Orlando, FL. The exhibit, of more than 600 booths, featured 398 of the mining industry's premier suppliers. The keynote session, "Change makers in the industry," opened the meeting. The session featured Jeffrey Clevenger, president of Cyprus Climax Metals; Mark Baker, senior vice president of Modular Mining Systems, a division of Komatsu; and John Correnti, vice chairman, president and chief executive officer of Nucor. The SME meeting also featured four specialty programs: Bulk materials handling by conveyor belt, Latin American perspectives, plant operators' symposium and waste characterization and treatment. Also open to attendees were more than 60 technical sessions encom¬passing coal, the environment, industrial minerals, mining and exploration, minerals and metallurgical processing and minerals resource management. Ed Dowling was the chair of the 1998 SME technical programming committee. And Dowling, director of process management and engineering for Cyprus Minerals, acted as the host of the SME keynote session. Dowling said the mining industry has undergone incredible change over the last decade. And the forces of change continue to accelerate. These changes include globalization, regulatory pressures, technology, labor, competition, pricing and other market influences, he said. With that in mind, the SME program committee selected as the theme of this year's SME Annual Meeting, "The changing world of mining ... our role." Given some of the current commodity prices, Dowling said, the theme is timely. He also noted that a large percentage of the 60 technical sessions spoke to the evolving operational and business aspects of the mining industry as the industry crossed international boundaries. The keynote session mirrored the meeting theme by focusing on the increasing challenges and required changes the minerals industry faces. Dowling reminded keynote attendees that change is not a new idea. He said Benjamin Franklin described three types of people: Those who are immovable, those who can be moved and those who are movers. And so it was appropriate that three of the most forward-thinking movers in the business - Clevenger, Baker and Correnti - address the keynote session, Dowling said. John Callaway moderated the keynote session. He is senior correspondent for WTTW TV, the public broadcast station in Chicago. For the past 13 years, Callaway has served as host of WTTW's award-winning, primetime news analysis program, Chicago Tonight. Callaway said that the keynote changemakers are recognized as industry leaders whose vision has led to significant business transformation and results. The present contribution investigates the way of applying benchmarking for large-scale open-pit mining operations based on sustainability indicators proposed by numerous institutions or groups of experts. These indicators have been developed taking into consideration the legal and regulatory framework that are in force. However, their scope is not only to declare the mining company?s compliance with all legal requirements but also to represent its economic, environmental, and social performance. In this way, sustainability indicators allow assessment of a company?s capacity to produce commodities, to meet the environmental quality requirements and to contribute to a long-term economic, cultural and social development of the local communities.

In 1999, the Bonneville Power Administration (BPA) replaced approximately 730 m(2,400 ft) of damaged 42- and 36-inch concrete pipe by microtunneling Permalock pipe through sand and partly below groundwater. Microtunneling saved $3.5 to $5 million from the estimated cost of a shored excavation and avoided a railroad and contaminated valley fill. A slurry microtunnel boring machine (MTBM) was used for two segments where groundwater was present and a wheel excavator MTBM was used for one segment where groundwater was not present. This paper describes design and construction of this project that was completed within 2% of the bid and engineer’s estimate.

Pumps are one critical element in pipelining. Pumping slurries is a particularly arduous task, calling for special design and construction. Heavy medium cyclones (HMCs) are commonly used to clean run-of-mine coal in the 50 x 0.5 mm size range. Unfortunately, field studies suggest that industrial HMC circuits are often poorly designed or improperly operated, resulting in significant losses of recoverable clean coal. To assist plant engineers in overcoming these problems, a spreadsheet-based simulation package has been developed to predict HMC performance based on mathematical expressions originally developed by Wood (1990). A case study is provided to illustrate the predictive capabilities of this simulation package for an industrial HMC.

Environmental considerations are extremely important in planning and carrying out mergers, acquisitions and real estate transfers. It is not inconceivable that potential or actual environmental liabilities could exceed the targeted company's net worth or the book value of the real estate of interest. It is therefore essential that an environmental due diligence investigation (DDI) be performed to quantify environmental liabilities before sales, mergers or acquisitions. This paper will discuss general procedures used in environmental due diligence investigations. The emphasis will be placed on mergers and acquisitions. It should be pointed out that the procedures discussed in this paper are general and must be modified to fit each particular merger or acquisition under consideration.

The objective of this presentation is to demonstrate the utilization of process mineralogy to improve the plant performance of a large gold-silver operation. From raw ore to tailings, from concentrate to off-gases, nearly all aspects of the recovery process have benefited from the mineralogical work. The involvement of a process-oriented mineralogist on a routine basis permitted the plant to "unlock" the reasons for process problems and to take corrective measures such as adjusting and modifying the mill circuit and the process parameters. Process mineralogy has also been of substantial value for the selection and operation of equipment. This resulted in a more cost-effective operation with improved precious metals recovery and better by-product quality. Specific modifications made in recent years are largely related to mineralogical factors, particularly the inherent precious metals mineralogy and alteration characteristics of the ore.

This paper describes the development and testing of the RAMEX excavation system. Incorporating a synergy of low velocity, high energy impact and kerf cutting, this machine offers a competitive alternative to drilling and blasting in hard rock. It is a boom mining machine that incorporates the features of a lightweight roadheader and it can mine nearly any shape opening in hard rock. The RAMEX Tunneler has been developed to satisfy industry demands for a non-explosive, flexible, continuous and rapid underground rock excavation system. It will produce minimum ground vibration in the urban environment and allow the flexibility necessary for thin seam mining conditions. It will also reduce initial ground support costs and has a minimum impact on rock integrity. Developed by RAMEX Systems with cooperative research provided by the U.S. Bureau of Mines, this system, could produce the next step in the continuing evolution of mechanical mining systems.

Adsorption of residual flotation reagents onto equilibrium fluid cracking catalysts is a promising method of purification of flotation process water. In the present paper, adsorption of sodium dodecyl sulphate (SDS), dodecyl ammonium chloride (DAC) and sodium oleate onto a spent catalyst from petroleum industry was studied by analysing the residual concentration of the surfactant after contact with the zeolite catalyst. The adsorption of the DAC was rather low but SDS and sodium oleate presented a high affinity for the catalyst surface. The loading capacity was 4.2 kg/ton for SDS and 5.5 kg/ton for oleic acid. After the treatment of the loaded catalyst with a HCI 1 N solution these surfactants are desorbed and the catalyst may thus be regenerated. This would be an additional advantage to its low cost, not to mention its condition as a discarded product and its availability in large tonnages.

The Red Dog zinc/lead deposit in northwest Alaska is the second largest zinc deposit ever discovered. Being developed by Cominco Alaska with startup scheduled for early 1990, it will ultimately be the largest zinc mine in the Western World. Table 1 illustrates the reserves of the deposit.

The new Niagara Falls Intake Tunnel, mined in the highly fractured Lockport Dolomite, encountered prolific inflows of water contained in rock seams directly linked to the Niagara River. These inflows were pressurized and, more significantly, contained high concentrations of dissolved H2S gas. The contractors attempts to control the water/gas inflows included cement and chemical grouting from inside the tunnel. Ultimately, improving the rate of air exchange in the tunnel by increasing the fan capacity, in conjunction with a pattern down-hole pre-grouting program along the tunnel alignment allowed the contractor to control the concentration of H2S gas and complete the tunnel.

Analyses of jointed, cracked, and fractured rock masses are needed in a variety of applications, including estimates of reduced elastic modulus for damaged rock, estimates of permeability changes as a function of stress changes, and estimates of relaxed regions due to excavation. A numerical model of a jointed rock mass, the compliant joint model, was used to study the response of a jointed rock mass near a circular excavation. The joint constitutive model was linear elastic in shear and nonlinear elastic in the relationship between normal stress and joint closure. Initial stresses were geostatic and representative of stresses in a granitic jointed rock mass approximately 300 m deep. The joint properties were based on values that are representative of joints in granite. The results from numerical simulations were compared with analytical results for stress near a circular opening in an elastic medium having reduced Young's Moduli to simulate jointing effects on the rock mass. The differences in response between the two models resulted from the differences in the symmetry of elastic properties, the shear modulus of the continua, and the constitutive relations in the two models. For example, the non- linear anisotropic elastic continuum described by the compliant joint model resulted in vertical stress concentrations near the side of the circular opening that were 25 percent higher than the vertical stress concentrations in an isotropic linear elastic medium. The equivalent Young's Moduli in the vertical and horizontal directions of the compliant joint continuum deviated by as much as 50 percent from the values assigned to the modeled region prior to excavations. The perturbations of the elastic Young's Moduli extended to distances of two to three radii from the opening.

Alternative material handling methods are allowing material handling operations to be performed with increased cost savings. This allows for higher production levels with better returns. RAHCO International Inc.'s Continuous Mining Excavator (CME) has recently received a lot of attention due in part to its operating efficiency, flexibility, and associated low operating costs. The CME is designed to perform three primary functions. These include material excavation, sizing and loading operations. In many applications, a drilling and blasting process can be eliminated. The CME was developed originally in 1985 for open pit coal mining. See figure I. Since this time, it has been proven an effective system for excavating many other types of materials including friable and sticky materials. It has also been shown to suitably handle hard rock in certain site conditions.

Roller Press grinding has become an accepted technology in the cement industry, and finds a growing application in iron ore processing. Its introduction to the gold industry will depend on anticipated benefits such as a reduction in power requirements, the increase in throughput, and higher gold recoveries from the ground ore. The presentation highlights some of the specific features of the KHD Humboldt Wedag Roller Press and the effects of various operating parameters on the grinding result. Based on recent experiences examples are given on the use of the Roller Press in mineral applications. The anticipated reduction of grinding energy when using the Roller Press is discussed, together with the reduction in Bond Work Index.

Since geologic anomalies are one of the governing factors of instability of underground openings, it is extremely important to know in advance the locations and extent of these anomalies such as faults and weak zones. At an underground coal mine in the Black Warrior Basin, core drilling was conducted to find a fault in an area where they were planning to locate longwall panels and possibly a shaft. Core logging did not provide sufficient information to delineate the exact location, strike, and dip of the fault. However, a high resolution reflection seismic study successfully solved this problem. This experience proved the seismic exploration technique could be used for premining coal exploration by reducing drilling costs and providing more accurate and detailed information about geologic anomalies.

For the African continent promoting a sustainable utilization of its mineral resources could be considered as a key determinant to fight against poverty. Sustainable development performance indicators for measuring the economic, environmental and social impacts of mining activity are necessary for drawing up policies and sectoral actions, identifying and controlling risks, identifying and implementing sustainable development actions, negotiating between stake-holders, improving mine production, etc. To respond to this need, the SIGAfrique Network proposed to develop a joint decision support tool entitled the African Mining Observatory (AMO) and, to this end, develops a system of indicators to be integrated within the SIGAfrique database. The development of both the OMA and the indicators is based on a participatory method within the working groups, which comprise experts/participants from the 13 SIGAfrique partner and observer countries (Guinea, Burkina Faso, Mali, Tanzania, Niger, Mozambique, Kenya, Uganda, Senegal, Angola, Madagascar, Ethiopia, and Mauritania).

Little comprehensive information has been reported on the behavior of room-and-pillar mines. The objective of this paper is to present case data on mine failures in the Illinois basin for use in practice. Presented are results of an ongoing study and details on the site characteristics of cases where sags have developed on the surface. Site data are reported to show the geologic, mining, and sag conditions that existed. Sags mainly develop from pillar, floor, or pillar-floor failure. The character of the sags depends upon the type of mine failure as well as the overburden response.

An ongoing research program at the Colorado School of Mines is investigating the application of low to moderate pressure water jets to assist the cutting performance of drag type cutter bits commonly used on coal mine cutting machinery. The results to date indicate that a water jet directed to impinge the rock in the immediate vicinity of cutter tip can provide significant benefits in terms of reduced cutting forces, prolonged bit life and less airborne dust, as well as reduced tendency of sparking during cutting. This paper describes the findings of this research effort designed to fully evaluate and optimize the parameters affecting the performance of a combined water jet assisted drag bit cutting system for coal mine applications.
