Over the past 20 years, diesel-powered equipment has been introduced into the underground mining environment in increasing numbers. While the introduction began years earlier in the metal-nonmetal sector, the exponential growth in coal mining use during this time has been more pronounced. Reasons for the continued use and rapid growth of diesel equipment in underground mines are easily understood. The safety and operational advantages afforded by this equipment in production and support systems are demonstrable. As other mine operators witness the advantages enjoyed by their competitors, they too move to introduce an increasingly diverse array of such equipment into their underground mines. As with any industrial technology, the use of diesel-powered equipment entails potential safety and health concerns. Existing Mine Safety and Health Administration (MSHA)approval regulations (30 CFR Parts 31, 32 and 36) apply only to diesel locomotives and mobile diesel-powered equipment for noncoal mines. In the absence of specific regulations, MSHA has required the use of equipment approved under Part 36 (gassy noncoal mines) for areas of underground coal mines where permissible electrical equipment is required. However, a considerable amount of diesel-powered equipment without explosion-proof or fire prevention features is in use in areas of coal mines where permissible electrical equipment is not required. It is on the use of this latter class of equipment that MSHA is focusing much of its regulatory attention relative to coal. The agency also is focused on revising existing occupational exposure limits for gaseous emissions and instituting limits on diesel particulate emissions for both coal and metal-nonmetal mines.

Introduction This is an exciting day. It isn't often that you can find the best minds in a particular business gathered together in one place. But that is what we have here. You are the best and the brightest people there are in the business of gold mining. What we discuss at this conference confirms the major issues facing us and sets out the issues governing how our mines and mining companies will be run in the next few years. In looking over the list of papers to be given, I have noticed something. It is something that I have noticed at almost every mining convention I have ever attended. Almost every paper at this conference concerns itself with the technical side of mining. Most of us in this roan are professionals; we are either engineers, geologists, accountants or representatives of some other profession. In getting where we are today, we have had to work hard to acquire the technical skills needed for our individual professions. We are all proud of our knowledge and work hard to claim the right to be considered an expert in a particular technical field or subject area.

It is obvious from recent events in The Peoples Republic of China that a major effort is underway to increase trade with the Western World. The production of Gold contributes to China's ability to participate in international trade and consequently they place a high priority on increasing gold production. Many of the operating gold mines in China contain refractory ores which to date have not been efficiently treated. Figure 1 illustrates the description and location of some of the major gold mines in China. Recognizing that the technology necessary for the economic treatment of this ore has been developed in the United States and other Western Countries, China has begun to seek assistance in evaluating several potential projects. This paper will examine the recent history and current trends in developing a refractory gold treatment project in China.

In mechanized roadheading predominantly two methods of rock breakage are applied at present: the cutting method by means of picks and the cutting/crushing method by means of roller cutters. Both systems meanwhile reached a high degree of technical development and consequently show very few possibilities of further improvement. While application of hard-metal picks is limited by rock hardness, the roller cutters require a high specific thrust, and, accordingly, heavy carrier systems. Roller-cutter equipped tunneling machines are therefore only cost-effective in hard-coal mining if the high investments for transport and assembly are justified by a corresponding length of road to be headed. The limit for acceptable cost-effectiveness is at present a minimum heading length of approximately 3 km. Subsurface migration of cyanide is attenuated by naturally occurring geochemical and biogeochemical processes. Geochemical mechanisms which remove or immobilize cyanide and metal-cyanide complexes include precipitation/coprecipitation, sorption, and volatilization. Geochemical properties of soils and geochemical materials that promote the functioning of these mechanisms include the following: 1) acidic soil pH; 2) presence of illite and smectite clays; and 3) presence of iron hydrous-oxides and organic carbon. Naturally occurring soil microorganisms play perhaps a more important role in attenuating cyanide movement than previously realized. Biodegradation of cyanide is a "renewable" process, limited in its effectiveness by the avalibility of oxygen and micronutrlents (usually phosphate) to the microorganisms.

The clays in Eastern Washington occur in a variety of forms and are extracted for uses in Face Brick, paper coatings, and aggregates. Not in large volumes in comparison to other areas, not even from impressive large mines. However, mans utilization of these clays has progressed from historical clay tablets to the present technically oriented manufactured products of today. White Face Brick, perhaps the whitest produced anywhere is the unique product produced by INTERPACE CORPORATION's Mica Plant from these unusual clays. It is this basic characteristic feature of the clay's in the Mica area that differentiate them from the other clay's in this belt. ORIGIN The significant properties of clay's used in Face Brick are plasticity, fired color, fired strength, dry and fired shrinkage, the PCE or Pyrometeric Cone Equivalent, and extrudability. Testing clay's for these properties is standard laboratory procedure. No two clays are alike, and seldom can one clay be substituted for another. Mica White Clays respond favorable to all these properties, but more especially, the Mica Clays fire to a brilliant white color, from almost the natural state. The geologic history of Eastern Washington is largely conjectural because of the absence of rocks representing segments of geologic time. The oldest rocks in this area are the argillaceous and arenaceous sedimentary rocks which have been slightly metamorphosed. These rocks have been correlated with the Belt Series of the Pre-Cambrian age, although some may be older. Microwave power, used in conjunction with properly designed applicators, is an efficient and practical energy source for pre treating a wide range of mineral ores and concentrates. Novel processes which take advantage of the unique properties of rapid microwave excitation present many distinct advantages over other pretreatment methods. These include dramatically reduced costs and elimination of all or most of the toxic by-products. A capital and operating cost analysis is presented of EMR's microwave process for treatment of refractory gold ores and con­centrates based on the company's experience using both small and large scale pilot plants. Comparisons are presented between the microwave process and roasters, autoclaves and bio-oxidation.

Thin-seam mining presents unique challenges when management or economic conditions require significant productivity increases. These challenges can be further amplified depending on such factors as labor unions, federal and state regulations and market characteristics. This article explores the turnaround situation occurring at Tanoma Mining Co. (TMC), a medium-sized, underground coal mining company in central Pennsylvania. The company has used a systematic approach of improving management controls and direction, labor relations and communications to improve its cash flow from negative to positive within a projected five-year span. An intensive upgrade-rebuild-replacement program for mining equipment and systems has also been established to support other management activities. Discussion Thin-seam coal mining is an industry within the broader industry of coal mining. Thin seam mining faces the same cost pressures and engineering problems as its higher-seam competitors, without the advantages of moving volume per foot of extracted material. To stay at economic parity with others requires additional creativity within the management team to extract higher productivity gains from the existing workforce and mining systems. The Tanoma operation is a deep mine in Indiana County, PA, about one hour northeast of Pittsburgh. Coal is extracted from the Lower Kittanning "B" seam. Investigations show that injuries and fatalities in mining workplaces in developing countries are increasing. In Turkey, the number of workers killed in occupational accidents in the Zonguldak Hard Coal production region per 100,000 tons of coal production is 2.83 in the private sector and 2.03 in the public sector. For this reason, it is important to conduct risk analyses in terms of occupational health and safety and to implement measures quickly. Risks are evaluated with reactive and proactive approaches. Because hazards and events are often unpredictable in high-risk areas such as coal mining, it is not practical or meaningful to plan proactively in advance for every possible situation underground, especially psychosocial risks. However, it is important to develop protective strategies and measures for unexpected events or to take a reactive approach to prevent future incidents or accidents and to identify psychosocial risks. Therefore, reactive risk assessments based on the tactics and strategies of criminology can be conducted and spatiotemporal geographic information system (GIS) techniques can be utilized, enabling managers in mining workplaces to correct assessments.

The pocessing of gold bearing sulphide minerals wr ich contain arsenopyrite and other complex arsenic sulphide minerals results in arsenic containing emissions and effluents which must be given careful consideration in relation to clean air and clean water standards. The sources of arsenic and the various process options for treating arsenical gold ores and concentrates are briefly reviewed. The problem relating to the removal of arsenic from gaseous emissions from roasting processes is considered. Residues from aqueous processing contain a variety of arsenical materials which have not been characterised, and the long-term stability of these is suspect. 'rhe use of lime to stabilise aqueous residues as either calcium arsenate or calcium arsenite has been shown to be inadequate for long term disposal since both compounds are converted into calcium carbonate due to the influence of carbon dioxide in the atmosphere. Ferric ion solutions have been used to precipitate ferric arsenate or to form ferric hydroxide which binds the arsenic for short term disposal, The long term stability of these ferric materials is poor, but could lead to the acceptance of a slow release option rather than complete containment of residues.

The complex chemical make-up of electronic waste as well as the variability of feed material from post-consumer sources requires resilient processing systems that are able to handle a range of material without adversely effecting production. Several of the successful processes that are being operated by a number of large-scale metal producers are reviewed in this paper. This review outlines the processing path and final disposition of many of the important individual elemental components. Determining the chemical characteristics of processes is required to understand both metal recovery possibilities and controlling the fate of minor elements. The behavior of both the organic and metallic fractions of electronic waste during processing is evaluated thermodynamically and general conclusions are given. I

Understanding the nature of coal surface heterogeneity is a prerequisite to accurate characterization and efficient control of coal surfaces. New techniques based on the centrifugal immersion of particles from the liquid/ vapor interface and film flotation have led to independent estimation of surface energy distributions in individual coal particles. Changes in the distribution of surface sites due to oxidation and polyacrylamide adsorption on coal are studied here using the above techniques. New information on -possible conformations of adsorbed polymers is also obtained.

The Turnkey Project contracting approach is a very viable project delivery system for many mine and mill owners. Generally speaking, the Turnkey Project approach makes sense when the owner knows what it wants, is willing to accept the contractors judgement on process elements and maintenance standards, and early construction completion/facility stmt-up are of primmy importance. Projects with unclear process and project objectives make poor candidates for true Turnkey applications. If the objectives are unclear, under development or significant refinement, the owner's effort should go into a good schedule "A" package allowing Engineering, Procurement, and Construction (EPC) contractors to develop cost and schedule proposals for the final design ( engi­neering), procurement and construction of the facility. Figure 1 and 2 graphically depict (in general terms) the stan­dard Design-Bid-Build, Construction Management (CM) Fasttrack, EPC, and Turnkey Approach.

Sewage sludge contains heavy metals, pathogens and bears annoying characteristics that limit its land application. For the sewage to be applicable on land, several stabilization methods can be used. Stabilization with lime (CaO) is used to raise pH and temperature and therefore, according to ASTM standards, reduce pathogen levels and achieve compliance with regulatory requirements. Although the process results in the production of a stabilized material, its direct application to soils is rather limited mainly due to the improper product texture. Inert materials can be further added to sewage sludge stabilized with lime to tackle this problem. The objective of this study is to investigate the potential use of dried bauxite residues as an inert material together with lime for the stabilization of sewage sludge from a municipal water treatment plant. It was indicated that the addition of bauxite residues and lime to sewage sludge apart from meeting the requirements of ASTM standards, it further reduces moisture content, improves material texture and eliminates odors. It was also found that although some elements leachability increased due to the treatment with lime, it further decreased when bauxite residues were also added.

Carbon-in-pulp (CIP) is the preferred method of gold recovery om cyanided plp. However, other gold adsorbents (namely, ton-exchange resms) are being introduced to the industry as they are considered to have several advantages over carbon for the recoery of gold. A set of test methods have been developed by the industry to evaluate the quality of different carbons. owever, many ?f these tests are not applicable to evaluating ton-exchange resms. Hence, a need has arisen for a method to evaluate the different adsorbents. This paper introduces a philosophy to evaluate an adsorbent that results in an estimation of the capital cost and the operating cost associated with the adsorbent. Tests that have been devel­ oped to evaluate the ability of an adsorbent to adsorb gold (in­solutton . counter-current) and to evaluate the optimum adsorbent for a specific pulp (in-pulp batch) are introduced. A method of converting the test data into an economic dimension is present­ed. Case studies are presented to highlight the discussion.

Social License to Operate continues to emerge as a paradigm fundamental to sustainable mineral resources development. It relates to a set of concepts, values, tools, and best practices that represent the view of reality held by each participant (industry and stakeholders). It enables a forum for negotiation through which all parties involved are heard, understood and respected. The exploration phase of the mine life cycle is generally the initial contact with local communities and forms the cornerstone for effective communication and trust building. This paper presents the development of a mineral exploration template, based on field studies, aimed at assisting exploration personnel to establish effective communications and engagement with local communities within a process to build a Social License. The template aims to provide practical assistance in conducting situational analysis - a process of examining and mapping a situation, its elements and their relations - in order to acquire knowledge and understanding of a project, locale and region. Situational analysis is the ?full situation of inquiry?, going beyond just ?knowing the subject? to being fully situated. It forms the initial foundation for a planning process presented in the paper that prepares for a strategy of initial engagement and consultation.

This paper examines two comminution circuits on a hypo­thetical gold ore deposit with both small-scale (1,000 short tons per day) and large-scale (35,000 short tons per day) production rates. The most appropriate circuit is dependent on the highest economic performance with a combination of crushing and grinding equipment to achieve the desired product size. The selected circuit is dependent on costs associated with project cri­teria, equipment selection and ore characteristics. Factors influ­encing the selection of the comminution circuit require system­atic evaluation to optimize plant performance and maximize eco­nomic return. The small-scale circuit economics responded best to three-stage crushing followed by a single-stage ball mill. The large-scale plant favors a primary crusher followed by SAG milling and ball milling. The conclusions from this paper indi­cate that each project must be evaluated separately to determine the most economic means of reducing the size of the ore.

Along with the inexpensive availability of computing hardware, a proliferation of powerful personal computers is being realized throughout the mining industry. People from every arena within the industry are designing, developing, and/or applying mining specific software, which is increasing at a rapid rate. In this section applications (or potential applications) that are being made in the analysis and design of mine systems are discussed, including the design of compressed air networks, the simulation of hoisting operations, analysis of longwall face maintenance, and a summary of computer and software applications for analysis and design of coal operations. In "Computer Aided Design of Mine Compressed Air Networks" the authors describe software, called CompAir, and the underlying theoretical and mathematical foundations of it that can be used to make accurate, cost-effective designs of compressed air systems for mines. It includes algorithms for network analysis and the optimization of pipe diameters. The techniques embodied in the software replace traditional rule-of-thumb approximations which have been used in the past and avoid the operating problems that often result from using average, steady-state parameter values, estimated for ideal operating conditions. CompAir, coded in Turbo Pascal for personal computer use, bases calculations on compressible fluid theory, which gives more accurate results than incompressible fluid theory whenever high flow rates or long line distances are involved. The net- work and pipe diameter analysis is formulated as a nonlinear programming problem. The solution technique requires a trial and error approach that iteratively applies the unconstrained optimal pipe diameter algorithm to successive solutions of the constrained network problem until the diameters become "fixed." The authors conclude by recommending the use of a mine-wide monitoring system to improve cost control and provide a better understanding of flow regimes in compressed air networks.
