Control of radiation hazards in mines is only one of many goals of the Bureau of Mines. Radiation research is only a small part of the Bureau's mine health and safety research program. In this paper I will describe the mission and programs of the entire Bureau of Mines, with emphasis on the mine health and safety program of which our radiation research is a part. The radiation program and its results will be described in detail by other speakers during this symposium. The Bureau of Mines was established in 1910 and is one of a number of agencies within the Department of Interior. Our mission is given by the Organic Act of the Bureau of Mines, last revised in 1913, which still accurately describes our work today. The amended Organic Act (Public Law 62-386) gives the Bureau authority "... to conduct inquiries and scientific and technologic investigations concerning mining, and the preparation, treatment, and utilization of mineral substances with a view to improving health conditions, and increasing safety, efficiency, economic development, and conserving resources through the prevention of waste in the mining, quarrying, metallurgical, and other mineral industries; to inquire into the economic conditions affecting these industries..." Since 1913 at least 52 public laws bearing on Bureau responsibilities have come into force. However, our basic role is still unchanged, i.e. improving health conditions, and increasing safety and efficiency in the mineral industries. The two principal activities of the Bureau are Minerals Information and Analysis and Minerals Research. The Minerals Information and Analysis programs provide the data base and the analytical capability to support the development of effective national mineral policies. Data on the availability, production, and utilization of minerals are collected, interpreted, and analyzed for some 100 commodities. Resources of the most important commodities are evaluated to support policymaking that influences utilization of the Nation's existing and potential mineral supplies. The President's budget for the Mineral Information and Analysis programs in fiscal year 1982 is $34 million. The largest activity of the Bureau is Minerals Research, which is divided into three major programs: Mineral Resources Technology, Minerals Environmental Technology, and Minerals Health and Safety Technology. The principal goal of the Mineral Resources Technology program is to help provide technology to maintain an adequate supply of minerals for the United States. The budget requested by the President for this program in fiscal year 1982 is $41 million. The goal of the Minerals Environmental Technology Program is to create mining and mineral processing operations that are more compatible with the environment. The budget for this program in fiscal year 1982 is $12 million. The largest program of the Bureau is Minerals Health and Safety Technology, which has the goal of providing the technology to protect the health and safety of mine workers. The budget for health and safety research for fiscal year 1982 is $55 million. Our radiation research is part of the health and safety research program. The Bureau of Mines has done research to improve health and safety conditions in mines since it was established in 1910. The research expanded greatly following the passage of the Federal Coal Mine Health and Safety Act of 1969 (Public Law 91-173) and the Federal Mine Safety and Health Amendments Act of 1977 (Public Law 95-164). These acts provided for increased health and safety regulatory activities, but they also significantly increased the funding available for mine health and safety research by the Bureau of Mines. Funding for the Bureau's health and safety research grew from $12 million in 1970 to $60 million in 1981. The funding in 1982 will be somewhat lower than that for 1981. However, the health and safety program funding is still approximately 40 percent of the total budget of the Bureau of Mines. Of the health and safety budget, 22 percent is spent on research to control health hazards in mines, including radiation hazards, which has a budget in 1982 of approximately $1.1 million. Other mine health hazards which the Bureau is doing research to control include respirable mine dusts which cause black lung and silicosis; excessive noise; toxic gases from explosives and diesel emissions; and excessive heat in deep hot mines. The other 78 percent of the budget is spent on safety research to prevent death and injury to miners from such causes as roof falls, fires, explosions, and accidents involving mining equipment. Over the past decade the majority of the Bureau's health and safety research has been done through outside contracts with private industry and universities. Our policy has been to do some research inhouse to maintain the expertise of Bureau personnel. Contractors are used to do research for which the Bureau does not have the necessary personnel available. The percentage of the program being done by contract has been gradually declining for the past few years, and in 1982 the program will be divided evenly between inhouse and contract research. The inhouse research of the Bureau is done at the 10 research centers located throughout the country. Our radiation research is done at three research centers, Denver, Spokane and Pittsburgh, and by contractors whose work is monitored by project officers at these centers. A critical aspect of the planning, investigation, design, and construction of an underground excavation project is the portal. The portal is the primary access through which most if not all tunnel construction is carried out and it is the lifeline of the tunnel. Planning considerations include depth of cover, slope stability, economics of open cut versus shaft access, environmental impact, and contractor staging area. Critical aspects of planning, investigation, design, and construction of portals are considered by discussing portal design and portal failure case histories.

A spherical agglomeration process for the separation of scheelite fines of less than 30 µm in very low concentration of 0.04% WO3 in a binary mixture with quartz fines of less than 30 pm has been described. A concentrate containing 14% WO, with more than 90% recoveries could be achieved by means of anionic sodium sulfo succinate collector at pH 3.5 and also with commonly used anionic sodium oleate at pH 10.5 as per the conceptual flowsheet suggested. Such a process is envisaged as commercial potential for the recovery of fine-grained scheelite present in the tailings of gold plants as found in India.

The Mount Baker Ridge Tunnel is a major improvement of Interstate Route 90 in the State of Washington. The total length of planned underground construction is about 3,400 feet (1,040 m) of which 1,332 feet (406 m) will be constructed by a stacked-drift tunneling method. Sized for vehicular traffic on two levels, the net interior diameter will be 63 feet (19.2 m) requiring an exterior diameter of about 80 feet (24.4 m). The material to be excavated is predominantly stiff clay, and this will be the largest-diameter tunnel ever attempted in soft ground. A construction contract for the stacked-drift tunnel was awarded in late 1982.

I wish to submit this discussion item on an article published in the August issue of MINING ENGINEERING by Wala and Altman on the use of canonical diagrams for mine ventilation networks. The advent of computer graphics and plotting has enabled complex underground mine layouts to be displayed and plotted in a variety of three-dimensional formats that very closely represent the actual mine layout. This enables the ventilation engineer, who is familiar with the mine, to display the network pressures, quantities, resistances, and fan locations in a way that can be understood by everyone working at the mine. This is important if the ventilation engineer needs to discuss changes in ventilation with production personnel, or escapeway procedures with union personnel. While I can see some of the potential advantages in the canonical ventilation network diagram described by Dr. Wala, it appears to me that the fact that the diagram has no visual equivalence with the actual mine layout means that most mine personnel will find such a diagram almost incomprehensible. The authors have alluded to certain advantages with the canonical diagram. However, I find it difficult to see that these outweigh the fact that almost everything listed can be duplicated in isometric diagrams, and in a manner that is easily understandable to everyone in the mine from the miner to the mine manager. Perhaps the authors could show a clear example comparing an isometric with a canonical portrayal of a mine network showing the information that is immediately available from the canonical network that is not obvious in the isometric diagram. There is in this country a severe problem with the need for ventilation engineering and expertise to be used and accepted by mine management as a necessary part of mine planning. It seems to me that to introduce the requirement for further explanation so that management can understand a canonical network display will hinder more than help the recognition that ventilation engineering needs at so many mines in this country. However, I can see that the canonical approach does have its place in assisting the practicing mine ventilation engineer, wherever he or she exists in the organization chart for a typical mine. In this case, could the authors please indicate the availability of the computer program to compute and plot the canonical diagram for a mine ventilation network.

Canadian sylvinites contain over 90% of KCl and NaCl and a few percent of water-insoluble minerals. Cationic flotation is used to produce KCl concentrates. Since water-insoluble minerals appear in the pulp as slimes, and since long-chain primary amines are utilized as a collector, desliming is essential. The potash industry utilizes different desliming methods. This may involve selective flocculation of the slimes with polyacrylamide and removal of the flocculated product by flotation, or mechanical desliming with the use of classifying cyclones. Whichever method is applied, desliming is never complete; the flotation feed after desliming still contains about one percent of the slimes which heavily affect collector consumption and flotation selectivity. Therefore, the remaining slimes have to be rendered inactive by “blinding” them with polymers such as carboxymethyl cellulose or guar gum. The commercial blinders used by the potash industry include natural and synthetic polysaccharides. The most common is the use of carboxymethyl cellulose (CMC) and guar gum (GG). These are quite different polymers, while CMC is anionic, GG is non-ionic; while the applied CMCs are of relatively low molecular weight (about 300,000) GGs have much higher molecular weight. Guar gums are also heavily used as the depressants of naturally floatable gangue in the processing of platinum-bearing ores, and according to Harris et al. (1999) quite a large variety of modified guar gums are available in South Africa for this application. Cheng et al. (2002) claim that natural guar gum’s molecular weight is 1.935 • 106. Robinson et al. (1982) found that the molecular weights of five grades of commercial guar gums ranged from 4.4 • 105 to 16.5 • 105. The highest molecular weight sample is then very close to the natural guar gum studied by Cheng et al. (2002). According to the manufacturer, the Rantec KP4000 guar gum which is used by the Canadian potash industry has a molecular weight of about 1.5 x 106. Since both KCl and NaCl are soluble in water, the flotation process is carried out in saturated brine. At 20 oC, 1450 kg of NaCl-KCl-H2O saturated solution contains about 0.300 kg of NaCl, 0.150 kg of KCl, and 1 kg of water (Gaska et al., 1965). Thus, in the saturated NaCl-KCl brine there are about 5.1 kmole of NaCl and 2 kmole KCl per 55.5 kmole of water. This gives 3.9 molecules of water per each ion assuming complete dissociation of NaCl and KCl. Thus, it is obvious that all water molecules in the saturated brine must be bound in the hydration shells around the hydrated ions. The surface tension of the NaCl-KCl saturated brine was recently measured to be 85 mN/m (Laskowski et al., 2003).

The coal mined by Cyprus at the Shoshone mine near Hanna, WY is highly susceptible to spontaneous combustion. Spontaneous heatings have occurred in the gob of several of the longwall panels and, in some cases, following roof falls. Prevention and detection methods have evolved over the years as more has been learned about the occurrences. Seal design and construction have progressed to reduce air leakage into the gob. Pressure balancing has been successful as a supplement to good workmanship in reducing leakage. Early heating detection has improved as knowledge has been gained. Prior methods of detection relied upon thermocouples detecting a temperature change. Later a gas chromatograph was used to analyze gob gas samples. Initially the products of combustion (POC) were relied upon for detection. Most recently, lack of oxygen depletion in the gob has been used as an early warning of problems. Examples are presented to illustrate the evolution of spontaneous combustion control at the Cyprus Shoshone coal mine. Methods have been developed which minimize the oxygen concentration in the gob and reduce the potential for spontaneous combustion.

This article reviews some important characteristics of the known Egyptian phosphate deposits, such as mining conditions, transport criteria, quality of products affecting their export markets and utilisation in fertilizers industry. Special attention will be given to the newly discovered large deposit of Abu-Tartur with some billion tons of ore reserves. A big project is now under implementation on Abu-Tartur deposit where the long-wall method of underground mining will be applied and a flow sheet of beneficiation will be in operation including a particular feature nontraditional in phosphate processing: high-intensity magnetic separation to eliminate dolomite impurities. Comparison with some international phosphates will be tried in order to trace the situation of Egyptian phosphates in the world market.

Peabody Western Coal Co. operates two mines in northern Arizona. The Black Mesa and Kayenta coal mines are unique for several reasons. They both have only two customers: Southern California Edison’s Mohave generating station near Laughlin, NV and the Navajo generating station near Page, AZ. Both mines are close together. Between the two, they ship nearly 11 Mt/a (12 million stpy) of coal. Material is shipped to the power stations in two ways. This first is a 440- km-long (273-mile-long) underground slurry pipeline, the longest in the world. The second is an 11 -km-long (17-mile- long) long conveyor to four storage silos. Product is then shipped by train from the storage silos to the plant sites. Another factor makes these mines unusual. They are both situated in the middle of the 68,795km2 (17 million- acre) Navajo Reservation, home to the Navajo Nation and Hopi Tribe members. Nearly 90% of the Black Mesa and Kayentamines’ 850 employees are tribe members. Peabody Western Coal is the United States’ largest private employer of Native Americans.

Since the start of this decade, our society has attached great importance to matters concerning environmental protection. Currently, most mining operations use the cyanidation process in working gold deposits. While this process is efficient, the dangerous aspects of cyanide are delaying the development and marketing of cyanidation in underground sites. There is a growing need to consider installing an underground leaching system that will make the processing of low-grade gold ore profitable by reducing certain major operating costs (transportation, crushing and grinding). Underground leaching is performed in two ways. The first way is in-site or underground and the second way is in-situ. CANMET (Harrison et al.), in collaboration with Dennison Mines, developed the underground leaching of uranium. This process is used commercially. Copper, salt and sulphur are recovered by in-situ leaching (Jacobson and Murphy). The recovery of gold and silver is under development (Van Staden and Laxen).

The knowledge-based expert systems (KBES) is a potentially powerful technique to the mining engineer in traditional areas of mine design and operations, as well as in the emerging areas of mining automation and robotics. Since KBES is still experimental in many respects, caution must be exercised as this "high tech" tool is developed and applied to mining. The objective of this paper is to demystify expert systems by introducing the elements of KBES, discussing the strengths and weaknesses, and identifying some areas of application in mining, based on the authors' experiences.

Introduction Hard rock mine closure (often referred to as decommissioning), mined land reclamation and financial assurance requirements are receiving considerable attention by governments and organizations around the world. In the United States, federal agencies and the states continue to consider and make changes to laws governing mine closure and mined land reclamation, most of which were originally enacted in the mid-1970’s through the mid-1990’s. Internationally, a number of prominent groups and various countries currently are considering new laws, regulations and policies for mined land reclamation. For example, the European Union has conducted a review of existing European laws concerning mining wastes and mine water and is considering new directives concerning mine waste and mine water management and liability schemes that are likely to significantly impact mine closure and mined land reclamation. Many countries, particularly those outside of North America, Europe, and Australia, have recently adopted or are considering new mine closure and reclamation legislation and regulations. These include significant hard-rock mining countries such as Chile, Peru and South Africa. This paper identifies recent developments in hard-rock mine closure and mined land reclamation laws in the United States, focusing on several of the more significant and controversial developments. It also discusses some of the more significant international efforts to consider mine closure and mined land reclamation laws and policies and some of the notable conclusions and trends from those efforts. The focal issues discussed in this paper include requirements for the reclamation of open pit mines, including backfilling; consideration of and measures to address the mining of sulfide ores and potential for acid mine drainage; and new requirements for the estimation of closure and reclamation costs and for financial assurance for closure and reclamation.

The primary concern in dealing with contractual arrangements for construction is getting the work completed satisfactorily, in the shortest time, and for the least expense for the owner--while assuring that all other parties associated with the contract make a reasonable profit for their effort. In our complex construction climate of today, achieving all of these is usually not possible. Somewhere between the beginning of design and the completion of the work, disagreements and delays arise which can destroy the best of intentions. Assuming that all parties associated with the contract are acting honorably and professionally, the disagreements generally arise through inappropriate contract types or through flawed contract documents. These flaws can be either sins of omission or commission, but we must find a way to lessen, if not completely eliminate, their impact. Disagreements and delays are directly related to the extra cost which the owner and the other involved parties must suffer. Usually the attorneys are the only ones who come out on the positive side. Inappropriate or defective contract documents can be the result of inadequate time for preparation and review, laziness in not searching out the proper terms and language, insufficient recognition of the proper assignment of risks, or just ignorance as to what is right and what is wrong for the particular project. They can also result from a client, particularly a public agency, providing rigid general conditions and format requirements with which the engineer is not allowed to tamper. Arguments

A hydrothermal bentonite located in the high Sierras in Nevada is being mined and processed for use as a natural dietary supplement. Because hydrothermal clay deposits are normally zoned and not uniform in composition, a special stockpile was constructed to assure uniformity of processed products. The stockpile of clay was layered and rectangular in shape. Channel samples were taken from 10 locations around the stockpile and were mixed and quartered to provide representative samples. The samples were then chemically and mineralogically analyzed. The results showed excellent uniformity. The mineralogy and chemical analyses will be discussed in the paper.

The problem of increasing underground mine ventilation efficiency is still of top priority. The complication of geological conditions with the depth of underground mining processes and reinforcement of requirements to technological and ecological safety are extorting the necessity of solving this complex problem with using of new information technologies. There exist different approaches to the ventilation problem. One of them, which the authors adhere to, is based on the concept of monitoring (under special mining and geological conditions-automatic control) of mining atmosphere and operative re-distribution of underground mining air among consumer , in accordance with the criterion of optimality [ 1.3 1. ] The set of tasks which should be decided in the frame of con- crete ventilation system depends on the peculiarities of deposit, technological schemes and so on. Nevertheless, some ventilation tasks such as: defining of ventilation network parameters; finding of dependence between these parametrs; operative redistribution of air streems, could be interpreted as universal ones. Main aspects of practical solving of different ventilation problems and their classification were investigated and considered in detail before [I ,2 ]. Some years ago we have began our investigations to develope quite simple and effective methods for decision of ventilation tasks on the base of neural network technology. It is well known that ventilation net, formed by various mine workings, is the main component of underground mining ventilation system. In general, network air distribution may be described by some functional F(Q,R,H), where Q- is a vector of air consumptions; H- is a vector of depressions; R- is a vector of airdynamic resistences. (Q,R,H) - are the informative entities , characterising every branch of the net. There exist some fundamental tasks which should be decided during the process of control of mining ventilation: calculating of natural air distribution Q = Q,{R, H,}, or Q = Q2(R, Q?}, where H, - is the maximal depression of the ventilation net, Q, - is the air consumption in the ventilation shaft; identifying of airdynamic resistance for some branches on the base either of air-depression removal or operative monitoring: [ ]

Maptek I-Site laser scanning expertise and software technology is being used to map the geology and layout of the deepest underground laboratory to be established in the U.S. The Deep Underground Science and Engineering Lab (DUSEL) in the former Homestake gold mine in Lead, SD, will provide for scientific studies in particle and nuclear physics, geology, hydrology, geo-engineering, biology and biochemistry. Most of us realize that our nation's roadways are under ever-increasing stresses, from higher traffic counts to increased tire pressures and their resulting loads. At a time when the interstate system as originally envisioned is completed, and the National Highway System is being drawn to replace it, it is appropriate that we examine design and construction methods for the next century. The stone industry shares a common desire to produce high quality, cost-effective roadways that perform over time. The superior sub-grade and road base structure provides for the superior roadway. Since I am neither an engineer nor a contractor, I will not attempt to suggest design or construction methods. What I can do is share my company's experience in supplying road base materials by using a historical perspective in Virginia and some trends in the market that we have observed. Road building and related non-building construction are still far and away our largest markets as an industry. If we can help to improve the end product of our biggest customers, we add value to our own product. Indeed, in a time of budget constraints and competing demands for government dollars, we must show value over the life of a pavement structure to ensure their long-term funding.

Spherical or oil agglomeration has been recognised for many years as a possible process for the recovery of mineraVmetal values. BP has investigated the potential of spherical agglomeration for a number of minerals as have other workers. Testwork has also been carried out by both BP and others on the selective agglomeration of fine coal. The spherical agglomeration of both minerals and coal depends on the use of an immiscible liquid e.g. a hydrocarbon which is added to a suspension of the solids in water. On agitation the oil is distributed over oleophilic/hydrophobic surfaces and particle impact allows inter-particle liquid bridges to form causing agglomeration. It is also possible to enhance the oleophilicity of the material to be recovered by the use of collectors similar to those used in froth flotation.

Separation of particles on a table deck* results from differences in specific gravity, plus a number of other interrelated phenomena: size of particles; shape of particles; stratification (consolidation trickling); and hindered settling. The effective use of these factors may be controlled and aided by the following table adjustments: differential action of the drive or head motion; speed of motion; length of stroke; side tilt; end elevation; size of deck area; shape of deck; character of deck surface; riffle design; amount and distribution of wash water; feed water-to-solids ratio; feed rate; and feed uniformity. The typical concentrating table used in the US coal industry is essentially a rhombohedral-shaped deck supported by a suitable subframe. It generally slopes in the direction of the short axis, tilts upward at the refuse end of the long axis, and is differentially reciprocated in the direction of the long axis. This head motion tends to move the particles longitudinally toward the end of the table. At right angles to this movement, wash water (distributed along the high side of the table) tends to move particles down the slope parallel to the short axis of the table. Hence, the natural path of a particle on a concentrating table is from the feed box corner to the diagonally opposite corner of the deck (Fig. 1). There is a natural tendency for heavier particles to sink to the deck of the table and for lighter particles to stay nearer the surface. As a consequence, the heavier particles are carried further along the longitudinal axis since, being on or near the surface of the deck, they are more affected by the table's reciprocating action. The lighter particles, being at or near the top of the moving bed, travel slower in a longitudinal direction and thus separate from the heavy particles. Wash water and the diluting water in the feed cause lighter gravity particles to move down the short axis of the table. The feed material then fans out from the feed box, where it enters onto the table with heavy gravity particles moving in one direction and lighter particles moving in another. By properly adjusting all of the previously mentioned factors, a clear-cut separation is possible between high- and low-gravity particles, or between refuse and coal. Riffles are of great importance to tabling. They create considerably more capacity than is possible with smooth decks, and they are responsible for better separation accuracy. Particles in their downward movement along the deck's slope are delayed behind the riffles. Hindered settling, consolidation trickling, and other phenomena occur as the particles tumble over the riffles and stratification ensues. The heavier particles settle to the deck of the table and are trapped behind the riffles, thus insuring their positive movement toward the end of the table. Since stratification and separation of particles are not complete as a result of any one riffle, a series of riffles are used. The cycle of stratification and hindered settling is repeated from riffle to riffle. The result is purer products as particles fan out and progress forward and downward over the table. The smallest, heaviest particles stratify downward to the surface of the deck more quickly and are carried out by table movement toward the refuse end at a faster rate than coarse, heavy particles.
