Thee Brightwater water treatment facilities, currently scheduled to be completed in 2010 and begin operating in 2011, will serve the northern part of King County, WA. The facility includes a new treatment plant and extensive conveyance system consisting of more than 21 km (13 miles) of influent and effluent conveyance tunnels and five portals. The majority of the conveyance system tunnels are mined by tunnel boring machines (TBM) and microtunnel boring machines (MTBM). Tunnel and portal construction is divided into three main contracts. The Ballinger Way receiving portal, constructed under the central tunnel contract, is the terminus for the BT-3 leg of the central contract and the BT-4 terminus of the west contract. The shaft has a 7.3-m (24-ft) finished inside diameter (ID) to accommodate removal of the central project TBM and the west contract TBM and extends to a depth of 66 m (216 ft) below grade through a complex and challenging soil profile characterized by multiple ground water tables. Vinci Grand Projects/Parsons/Frontier-Kemper Constructors (VCFK) was the joint venture team for the Ballinger Way portal. Frontier-Kemper was responsible for the shaft sinking. VCFK evaluated either slurry wall techniques or ground freezing for earth support during excavation of the portal and liner installation. The selection process took into account the vertical depth, cost, past practice, geology, water tables and a 9-m- (30-ft-) thick zone of contaminated soil at the top of the shaft. Ground freezing, which would also act as a hydraulic barrier, was deemed the better option for this project. The contract was awarded to New Jersey-based geotechnical contractor Moretrench. Typically, frozen walls, by design, key into an underlying cutoff. At the Ballinger Way portal, however, the [ ] freeze bottomed out in a substantially thick stratum consisting of predominantly clay, but with some inclusions of permeable soil that indicated significant ground water pressures. To ensure stable conditions at the bottom of the shaft, Moretrench, which also specializes in dewatering, designed and installed a perimeter array of deep wells to temporarily depressurize the permeable soils. The Wharf Resources mine, located in the Bald Mountain Mining District approximately 6.4 km (4miles) west of Lead, South Dakota, has operated a surface gold and silver mine and heap leaching processing facility since 1983. Wharf Resources intends to mine and process gold and silver ore from the Wharf Expansion area which is located on the eastern flank of the currently permitted Foley Ridge Mine. The Trojan Pit for the Wharf Expansion area was initially designed with an overall highwall slope angle of 45o. During mine permit presubmission meetings with personnel from the SD Department of Environment and Natural Resources (SD DENR), the question arose as to whether a detailed slope stability analysis of the proposed Trojan Pit highwalls was completed to justify the 45o slope. Wharf’s response was that the highwall design was based, in part, upon studies completed in1987 on the Annie Creek and Foley Ridge Mines; and, in part, upon subsequent slope stability analyses conducted by Wharf mine personnel through 1996. It was suggested by the SD DENR that the stability study be updated to reflect structural geological conditions in the Wharf Expansion area.

New and developing communication systems enable underground miners to not only connect to the surface from an increased communication coverage area but also to be discovered in the event of an emergency. Communication and tracking systems are required by MSHA regulations, aiming to enhance health and safety and routine production in underground operations. Modeling a mine?s potential communication coverage area will increase overall coverage and efficiency of the communication network itself. Modeling the propagation of wireless communications enables ideal broadcast locations to be found when designing a communications network. Strategic placement of broadcast devices results in a reliable communication network that can better withstand disruption in both daily operation and emergencies. This paper will discuss recent regulatory developments in underground coal communication systems, the implementation of these new technologies, and how communication system?s networks can be modeled and analyzed using computer simulations.

The mineral industry" has made and will continue to make important contributions to the growth of our economy. However, the industry is presently under continuous and increasingly severe attacks by organizations and individuals interested in the preservation of our environment. Yet neither the public interest value of preservation nor the public interest value of our mineral industry is known. In the absence of such values, judgments about best land use where minerals are involved are nearly always made on emotional grounds. An example of the sort of problem that has been created is in the New York Metropolitan Area. Because of institutionally-created shortages stemming largely from zoning decisions and building over deposits, the effective cost of fine aggregate delivered at dockside at Manhattan rose from $2. 65/cubic yard in July, 1969, to $4.10/cubic yard in May, 1970, this in spite of approximately ;l0,000 years of reserves on Long Island. The cost of fine aggregate for New York City alone has "Increased over $S million annually within one year, with the cost increase for the Tri-State Metropolitan Area (coastal Connecticut, New Jersey, and New York)" exceeding $10 million annually. The ab0ve situation has created a cost increase which is clearly the result of non-conservation of a mineral resource. That is, in readily measurable values, it Is costing the public about $10 million per year because good conservation practices were ignored-a public-interest loss. Admittedly, this is not the whole story because the public is simultaneously obtaining other values from the land surface that would otherwise have had to be dedicated, temporarily to be sure, to mineral recovery-a public-interest gain. However, the point is that we do not know where the balance lies-the net public interest value; it may lie one way for deposits zoned out of existence by a growing suburb, another for areas designed as permanent greenbelts, and still another for areas under new highways

As the 2009 George Fox Conference neared its conclusion, Arthur Silber, project chief of the Mass Transit Tunnel (MTT) project was able to pull away from the constant buzzing of his Blackberry long enough to give a short presentation and a significant piece of news to the record 318 attendees at the Graduate Center, City University of New York regarding the MTT project. ?As the former administration (The Bush administration) was leaving office, we were told that Congress was notified of the FTA?a (Federal Transit Authority?s) intent to issue final design construction approval to us,? Silber said of recent advancements concerning the $7.2-billion dollar project. It will add passenger rail service from New Jersey to New York City as part of the Access to the Region?s Core project in the form of the Trans Hudson Express Tunnel (THE tunnel). ?That 10-day waiting period ended yesterday (Jan. 26).? In days leading up the Fox Conference, those involved in the tunneling industry, and the MTT in particular, had a lot to be optimistic about. The MTT received environ-mental approval on Jan. 14 (see page 9) and, with the acceptance of the final design, the multi-billion dollar project moved that much closer to a ground-breaking ceremony. So close, in fact, that before leaving his office for the conference, Silber posted the contract documents and plans for the Manhattan Tunnel project online at www.arctunnel.com (an indepth look at the project from Silber is on page 22). While many were interested in the progress of the project, Silber also spoke about the new plans for the cavern complex at the New York Penn Station expansion. The original plans called for two lines that would come into a large cavern complex with a north and south cavern to access the trains. After numerous core samples were taken from the streets of Manhattan, it was deter-mined that this design was not feasible and changes were made that will include a deeper cavern under Sixth Avenue, with 14-m (45-ft) of cover with a 30-m (96-ft) wide cavern that resides entirely under 34th Street. The cavern was also moved 20 m (60 ft) to the west to remain at least 61 m (200 ft) away from New York City Water Tunnel #1. The new design will include three-over-three track arrangement. The mezzanine will be 46 m (150 ft) below street level at 8th Ave, Silber said.

Understanding the effects of various ventilation and climatic parameters on the work conditions and comfort in underground mines is critical for efficient ventilation system design and cost savings and to ensure the health and safety of mine workers. To understand the effects that the thermal damping effect (TDE) and the thermal flywheel effect (TFE) have on the ventilation system design and potential cooling system, this paper compares and analyzes the wet and dry-bulb temperatures at the bottom of an intake shaft using two modeling software packages, Ventsim™ and Climsim™. The comparison shows the consequences and importance of taking into account the TDE/TFE when predicting the climatic conditions in future underground mines, especially when deciding on whether a cooling system should be employed in order to provide adequate climatic conditions in the production stopes, dead-end development headings, and throughout the mine. Ventsim™is able to account for the TFE, while Climsim™does not. Both software packages have their uses and are used within the mining industry, but it is useful to understand their limitations and where the future of underground climatic modeling will lead.

The surface heat transfer coefficient is measure of the rate of heat transfer from exposed rock surfaces to the ventilating air. Knowledge of its value is of particular importance to accurately simulate the early stages of rock cooling after the opening of an excavation. A number of theoretical formulae for the calculation of the coefficient are available for use in mine climate simulation. However, direct determination by in situ measurement is preferred. Instrumentation, which has been developed for in situ mine measurement, and experimental procedures involving measurement at varying air velocities, are described. In a major study covering four Australian underground mines, the system has been used to determine surface heat transfer coefficients. A direct relationship was clearly established between the measured surface heat transfer coefficient and air velocity. Comparison is made between experimental results and those previously measured or calculated by others. The relationship established can be described by an equation and holds for air velocities above 0.4 mls. The derived relationship was con- firmed at all mines tested and is independent of geology and tunnel dimensions found in modern mines.

The global tunneling industry has many challenges, both technically and financially, with the latter likely to be a significant feature over the next few years. Many industries have ad-opted standard practices in order to overcome specific technical challenges, from which standard out-comes are anticipated. In tunneling, however, every project is unique so standardized practice is not easy. This requires original thinking and being open to adopting new techniques and technologies as they emerge. Sprayed waterproofing is a hot industry topic and a paper recently presented at the North American Tunneling conference not only discussed this methodology for achieving a dry tunnel but also how it can reduce build costs and construction time. Despite their being relatively few ?universal truths? throughout the tunneling industry, there is one opinion that appears to be shared by most in the sector, ?all tunnels leak.?

The upgrading project for two hydropower plants in Slovenia, Europe, requires two new pressure tunnels: Plave II (5.9 km Flysch) and Doblar II (3.6 km Limestone). It is the worldwide largest application of the Double-Shield TBM technology combined with an extremely thin-walled monoshell honeycomb lining system. The first drive has been completed by end of June 2000 achieving best performances of 50m/d and almost 1,100m/mth. In September 2000 the TBM started the second tunnel without any required adjustments due to geological or other reasons. Another 52m/d have been bored already within one production day of two 8 h shifts achieving a maximum penetration rate of more than 6m/h. The completion of the Doblar drive can be expected by February 2001.

Around the world, mining has been done for thousands of years for the benefit of humankind. The winning process in mining operations ends with the depletion of the deposit or its closure if the operation becomes economically unprofitable. After that, a period of post-mining follows which may last for a very long time and which is generally regarded as a period of hazards, risk and high cost. In the USA alone, approximately 500,000 abandoned mines do exist; worldwide, there are millions. In Germany, too, we have had to deal with abandoned mines for a considerable period of time now.

The extraction of nickel has been carried out by the hollow fiber membrane technique using D2EHPA as the mobile carrier from the manganese nodule leach liquor after separation of Cu(II), Zn(II) and Co(II). The experiments were designed according to central composite design (CCD), which is a response surface methodology. The process parameters used for the experimental design were: pH, concentration of D2EHPA in the membrane phase, flow rate and H2SO4 concentration in the strip solution. Based on the analysis of variance, a reduced quadratic model was found to best fit the experimental data. The process parameters were optimized to maximize the nickel flux and the optimized conditions were flow rate: 630 mL/min; pH: 6.37; D2EHPA: 1.15 mol/L (1,150 mol/m3) and H2SO4: 2.39% (430.2 mol/m3), for a maximum nickel flux of 7.08 x 10-5 mol/m2.s, which was in good agreement with the actual Ni flux of 6.99 x 10-5 mol/m2.s.

However, automation changes the tasks performed by people and may introduce new tasks. For the system to function optimally, these tasks must be designed taking human abilities and limitations into account. Humansystems integration refers to systems engineering processes that ensure that human-related issues are adequately considered during system planning, design, development, and evaluation. During procurement of automated systems, a human-systems integration program plan should be prepared that describes the human-systems integration activities that will be performed to address each of the six core domains of human-systems integration: staffing, personnel, training, human factors engineering, safety, and health.

INTRODUCTION This contract is the most northerly portion of the Metropolitan Sanitary District of Greater Chicago's Tunnel and Reservoir Plan. (TARP) The project begins at Addison Street in Chicago and proceeds northerly approximately ten miles to end at Wilmette Harbor and Lake Michigan. The project which consists of 2 work shafts, 32 drop shafts, 7.322 km (24,020 ft.) of 6.7 m (22 ft.) diameter circular rock tunnel, 8.458 km (27,750 ft.) of 9.2 m (30 ft.) diameter circular rock tunnel and miscellaneous rock bolting and grouting, was bid for a total cost of $63,140,480. The tunnel invert elevation varies from 65.5 m (215 ft.) to 77.4 m (254 ft.) below the ground surface, which places the tunnel in a rock formation of dolomite limestone. At the tunnel invert, the unconfined compressive strength of the limestone varies from 96 MPa (14,000 psi) to 152 MPa (22,000 psi). The 6.7 (22 ft.) diameter tunnel required the mining of 10.9 cu m. (14.2 cu yd.) of rock per lineal foot of tunnel while the 9.2 m (30 ft.) diameter tunnel required the mining of 20.1 cu m (26.3 cu yd.) of rock per lineal foot of tunnel. The total cubic meters of rock required to be excavated from both tunnels was 818,821 cu m (1,070,978 cu yd.). All of this will be mined by tunnel boring machines (TBM). These tunnels were not to be lined with concrete. The thirty two drop shafts have upper portions that are cylindrical in the overburden and rock sections. During 1996 and 1997, Oregon experienced flooding on a scale not seen in many years. Some gravel pits located near rivers experienced erosion. In several cases, breaches occurred between the gravel pit and the river. Initial evaluation of several sites that experienced these breaches showed that impacts to the river system were complex and varied significantly from site to site. The impacts to the adjacent river system may be viewed as positive and negative. Several flood-plain-mining sites in Oregon located in areas of historic river flow reverted to active riverbeds. In many cases, state and federal fisheries biologists and university researchers saw the resulting increase in channel complexity and habitat as favorable. The Oregon Department of Geology and Mineral Industries —Mined Land Reclamation Program (DOGAMI-MLR) is studying the effects to the off-channel areas that resulted from the 1996 floods. More data is needed to make sound flood-plain decisions regarding mining.

Some of these factors include large capital investment in a minimum of processing lines, highly complex process control systems, and stringent regulations on plant effluent, to name a few. More than ever, operating mistakes during the start-up phase can lead to substantial delays in achieving design production, as well as problems with government authorities if permit limits are exceeded. The only way to assure your return on plant investment is to ensure new plant operators have the knowledge to properly run the plant from the outset. A comprehensive set of operating manuals specifically targeted for plant operators and foreman, written by experienced operating personnel, is the only effective way to provide the necessary information for start-up-related training.

The paper gives a concise overview of the influence of time on the deformations and the stability of underground openings, including topics such as face stability in soft ground or the time-development of pressure or deformations in squeezing or swelling rock. While keeping in mind practical questions of tunnel engineering, emphasis is placed on understanding the observed time-dependency, on the underlying mechanisms (such as pore water pressure dissipation or chemical processes) as well as on the respective inherent prediction-uncertainties and design-uncertainties.

The dissolution of iron oxides in mixtures of acids is fairly uncommon but can result in a more efficient dissolution process. The objective in this work was to investigate the dissolution of synthetic hematite powder in mixtures of oxalic and sulfuric acid. Experiments were done at different acid ratios and temperatures. An increase in temperature from 15 to 35 °C increased solubility, whereas an increase from 35 to 50 °C did not change the solubility but had a profound effect on the kinetics. An important finding was that oxalic acid advanced the dissolution process since increasing the amount of oxalic acid in the system resulted in faster kinetics and higher solubilities. The dissolution kinetics were well described with the Kabai model, which was the only studied model able to describe the whole reaction time. However, the solid specific constant a varied for the different acid ratios and this is argued to be a result of changes in the solid phase. The changes in the constant a were not in line with the original study of Kabai, which indicates that a cannot be the solid specific constant but it can be the constant connected to dissolving media describing the changes in the dissolution mechanism.

Mine explosions are one of the most concerning risks related to underground coal mining, as a single gas explosion can cause injuries and fatalities among miners. Underground infrastructure seals and build-in-place (BIP) refuge alternatives (RAs) are employed to isolate an area from active workings to mitigate coal mining-related accident risks. They are designed to withstand blast pressures from a possible accidental detonation of the contained gas or a coal dust explosion. Crosscut seals and BIP RAs, typically consisting of steel-reinforced concrete, are prone to strong convergence and have a significant leakage potential due to high convergence damage near mined-out areas. The roof-to-floor convergence can change the structural integrity of these structures, and altered structural integrity can lead to less explosion resistance capability. Hence, a thorough analysis is needed to further understand their explosion response under various strata conditions.

The E1 Indio Mine is located in the Andes mountains about 180 kilometers East of La Serena, capital of the Fourth Region of Chile. It is reached by an international highway running up the Elqui Valley as far as Juntas from where the last 42 kilometers is on a road constructed by the Company. The plant is located at 3.900 meters above sea level among extremely rugged terrain with nearby mountains rising about 5.500 meters. Mineral extraction activities in the deep sea will expose the local fauna to potentially toxic compounds. However, very few data are currently available on the complex ecotoxicological risks to deep-sea fauna from the potential release of heavy metals, trace metals and Rare Earth Elements (REEs). Nonetheless, this is key information essential to support the regulation of industrial activities in the deep sea. One of the fundamental issues that the MIDAS project will address consists in exploring the concept of whether the existing toxicity test protocols and limits established in shallow-water species are applicable to deep-sea mining. We will detail the specific challenges to recommending exposure limits within the deep sea and show preliminary results of comparative toxicity tests in the shallow-water and in the deep-sea environment.
