Just prior to the close of the century, the Mine Safety and Health Review Commission issued its long-awaited decision in Berwind Natural Resources et al. vs. Secretary of Labor[1] to usher in the new millennium. The case arose as a result of a mine explosion in Eastern Kentucky resulting in the US Mine Safety and Health Administration's (MSHA) issuance of 225 citations, not only to the contractor but to four affiliated entities of Berwind Corp. While an Administrative Law Judge dismissed citations to three of the four Berwind entities, MSHA and the remaining Berwind entity appealed the case to the commission. Although the commission effectively left intact the administrative law judge's decision, it announced a new theory of liability that would apparently be applied in the future, namely the unitary operator theory.

Western Australia is the largest state in Australia with an area one and three quarter times the size of Texas. Most of the State is desert or semi-desert, and only the southwest corner is heavily populated. The State has a population of one and a half million people, and one million of these live in and around the city of Perth. Perth is located on the narrow Swan Coastal Plain and is flanked by the Indian Ocean and the Darling Plateau. The Darling Plateau is an ancient peneplain rising some 300 metres above sea level, and forms an important resource base for the population. The Darling Plateau is old, having been formed some 200 million years ago, and its soils are deeply weathered. The parent materials were granite and gneis which have broken down to form lateritic gravels, overlying dense kaolinitic clays. Some 30 million years ago, in the Tertiary period, a sub - tropical climate prevailed. Appropriate conditions of moisture, temperature and drainage led to extensive laterisation. Some of the laterite contains bauxite of mineable quality. Some 1.9 million hectares of the south-west of Western Australia is covered by eucalypt forests. In the past, the center of most companies' e-initiatives has been on reduction of indirect costs, such as selling and procurement. Recently, e-commerce has moved its attention from back-office functions into manufacturing, in order to significantly reduce direct operating costs. This paper describes many of the Web-Powered Manufacturing initiatives being employed across various industries, and relates them to similar opportunities being started within the mining and mineral-processing sector. The following opportunities are enabled by Web-Powered Manufacturing: • Collaboration with outside experts to extend their pool of resources • Management of remote and distributed operations • Tie-in of small operations to a larger operation • Monitoring a position in a JV operated by a partner • Managing a plant located in someone else's facility • Having a chemical supplier manage his inventory in a customer's tanks • Having an equipment supplier remotely troubleshoot his equipment installed in a customer's site • Having an additive supplier provide remote pro-active. guidance in optimization of a customer's operation • Having software suppliers take responsibility for the results of their applications • Outsourcing software and systems support by providing remote access Details of one of these opportunities are described in this article, and the benefits captured using this approach and the technologies necessary to make them a reality are emphasized.

This paper presents EOLAVAL, an integrated mine ventilation design software. In its new expanded version it is a user friendly and fully interactive computer package. The features of the new version are a graphics interface fully compatible with Autocad files, an integrated database of fan characteristics and the optional use of the thermodynamic approach in carrying out network simulations. This software can be used in underground mine ventilation planning: mine ventilation network analysis and simulation, economic design of airways, auxiliary ventilation design, calculation of a mine air heating plant, and evaluation of the natural ventilation and pressure losses in a mine shaft. This paper presents a case study illustrating the use of the computer package in mine ventilation design.

A process consisting of leach, continuous countercurrent decantation, resin-in-column ion exchange, evaporative crystallization of beryllium sulfate, and decomposition of the sulfate was developed for Spor Mountain, Utah, ores. The process is metallurgically sound, has a minimum of process steps, and is applicable to a wide variety of beryllium ores. The most novel aspect of the process is a resin system of ion exchange which is highly selective for beryllium and which rejects substantially all impurities except for minor amounts of aluminum, magnesium, fluorine, and sulfate in addition to beryllium. The oxide from sulfate decomposition meets specifications of potential users.

In this investigation, the differences in the absorption spectra of etheramines, fatty amines and condensates, mostly present as acetates, from several suppliers are characterized by means of infrared spectrometry. Sharp differences were observed in the absorption spectra of three types of amines and derivatives. Etheramines show a characteristic and well-defined peak at 1,114 cm-1. This peak is due to the ether C-O group and differentiates etheramines from the other classes. The absence of such a peak indicates that the species is not an etheramine. The distinction between condensates and fatty amines is made by the presence of a sharp peak around 3,200 cm-1. This peak is probably due to the proximity of the N-H amine groups and C=O carbonyl groups in the amide portion of the condensate's molecule and by different and better-defined bands in the 1,800- to 1,500-cm-1 range. The flotation performance of these amines was evaluated by means of the laboratory-scale flotation of an itabirite ore. The etheramines proved to be the most effective collectors for this system. Monoamines presented better performance than diamines for the ore under investigation.

Cyanide has been recognized for about a century as the most effective reagent for processing gold ores. Cyanide leaching has been adapted to various metallurgical settings and continues to be improved. However, in recent years attention has been directed to alternative lixiviants for treating refractory ores and concentrates, and to the development of less environmentally controversial substitutes for cyanide. This paper reviews some of the reagents considered as alternatives to cyanide and focuses on environmental implications for using these newer reagents.

Many coal seams are associated with soft floor strata. During mine development, if coal pillars are not properly designed, floor heave occurs and causes interruption of coal production. In the severe cases, the section or mine is abandoned. One method for controlling floor heave is floor bolting. This paper describes the demonstration of flour bolting methods in a West Virginia, info coal mine. Three methods were used: vertical full resin bolting, floor truss bolting and floor truss bolting pins a floor slot at the center of the entry. The design of each method and the experimental results are discussed.

Nearly three decades of intense research, corresponding with a period of unparalleled discovery and the advent of scientific advances and hypotheses of ore formation, has resulted in a great body process-focused research concerning how ore deposits form. The development of process models and their application has proceeded more or less in step. Discoveries have been made in mineralized regions such as provinces and districts but generally without a comparably developed understanding of why provinces and ore bodies exist and, except in general terms, where ore deposits are within districts and regions. The process of discovery is still referred to as search and exploration budgets are heavily weighted toward exploration drilling.

The phenomena of dripping into cavities (e.g., tunnels and drifts) within an unsaturated fractured porous medium under ventilated conditions was studied to improve estimates of dripping rates, drop sizes and the chemical composition of droplets that could affect the integrity of high-level nuclear waste packages placed in drifts. The sensitivity of dripping rates and water chemistry to ventilation was analyzed at various flow rates using analytical expressions linking flow on fracture surfaces to drop formation and evaporation. The model was tested using laboratory experiments involving machined aluminum slabs designed to represent a simplified morphology of a fracture face intersecting a cavity and using natural fracture surfaces from a welded tuff Comparison with ten years of data on dripping in natural caves showed good agreement with model predictions. In particular, for low dripping rates, evaporation due to ventilation leads to larger drop sizes and alters drop chemistry by increasing the concentration of solutes in the drop relative to that in the water flowing on the fracture face.

Karst hosted lignite deposits are characterized by variable thickness of lignite that was deposited in depressions in the karst topography and by the variable extent and shape of the lignite pods. Since the lignite to be mined will feed a mine mouth generating plant, an extremely important criteria in the mine plan is to assure continuous feed to the plant. The variability in both the extent of the pods and the thickness of the lignite within the pods must be taken into account in any mine design in order to quantify the risk that an area being developed will have enough lignite to feed the plant for the specified period. Indicator kriging was used to create a model of lignite thickness of the deposit. Pod boundaries were determined from the indicator kriging model by two methods. First, contour maps showing the probability that the lignite is above a minimum mining thickness were prepared. Using these maps the mine planning engineer can determine either conservative or optimistic boundaries. The second method recognized that the most costly error that can be made in the mine plan is to run out of lignite. Thus, a loss function was determined from the costs of overestimation and underestimation. Using this function, the probability that minimizes the risks of overestimation versus underestimation was calculated.

The paper deals with a computer method and algorithm of optimization of the rescue routes for the endangered staff in the case of fire in a given place of the mine. The adapted method is based on the objective function and realizes the algorithm of the shorest path with weighers assigned to it. The objective function is so defined that it reflects possibly all the hazards and difficulties arising during a fire in the mine. The algorithm is enhanced by an empirical formula for calculation of the smoke zone as result of a mine fire. The presented results of computations of optimal routes for several simple examples using the canonical scheme of the mine network and simulated fires are satisfying and prove the method, the algorithm and the coded program to be correct. The program will be a part of the software library of the mine ventilation engineer. The data for the program will be updated on-line from the fire detection systems.

A study was conducted to assess a new wet gravity-separation machine, identified as the Multi-Gravity Separator(MGS). Chromite fines, obained from an Albanian chromite and olivine ore and containing 23% Cr2O3 and 18% SiO2, were used in the study. The first step was to determine the influence of various operating parameters. The study indicated that the most important variables for the MGS are rotational speed, tilt angle and shake amplitude. The best treatment conditions for the ore were then identified by investigating a series of circuits designed to produce a marketable product. In open circuit, a concentrate containing 50% CI-203 was obtained with a recovery of 72%.

Cast iron tubbing for two centuries was the only practical watertight shaft lining for deep waterbearing formations. However, since World War II composite welded steel and concrete lining has gained favor and today is often preferred. While tubbing may not be applicable in all cases, a good argument can still be made for this time-honored method. Watertight linings are complex structures designed to withstand both hydrostatic fluid pressure, non-uniform loading created by ground forces, and vertical bending caused by subsidence. Resulting stresses in the lining can be high. To date linings have been designed that withstand hydrostatic pressures as high as 1,500 psi. Watertight linings must be robust, constructed of the highest quality materials, and manufactured and installed with precision. Therefore, such linings are expensive. Today's ductile cast iron tubbing is greatly superior to gray iron formerly used for tubbing, and is stronger, and more resistant to corrosion than welded steel lining. Tubbing, unlike steel linings, can be installed in wet conditions and used to control water inflow and stabilize unconsolidated ground as the shaft is deepened. Steel lining requires absolutely dry conditions for welding, which often necessitates expensive ground freezing and a primary lining.

Lateral density changes in the subsurface cause a change in the vertical pull of gravity at the surface. By very accurate measurement of gravity and the practical application of common sense, a microgravity survey can sometimes detect natural or man-made voids, bedrock profiles, and geologic structures of engineering interest. This paper will give some practical guidelines for the application of microgravity surveying. Emphasis in many papers (Blizkovsky, 1979, Fajklewicz, 1983) has been on the anomaly size: herein emphasis will be placed on detectability and signal-to-noise ratios. First, some easy to use curves for anomaly valuation are adapted from Arzi (1974). Secondly, the predictable noise sources are discussed. Thirdly, representative models of abandoned underground workings are evaluated for microgravity surveying given the probable noise in the survey results.

The optimum of general mine ventilation networks is very difficult and has a considerable significance. Based on the content model, this paper presents a more general nonlinear programming model whose number of variables equals that of independent meshes. The constrained conditions are linear inequalities only. The model is changed into an unconstrained problem with multiper method. The optimum results are computed with DFP algorithm and the Improved Golden section method is used in its linear searching. The computer program written in Quick BASIC is suitable to the optimum of any type of large mine ventilation networks with different regulating devices. The paper presents two examples for optimum of ventilation networks.

Because of its pronounced tendency to undergo visco-plastic flow, coal ground in the energy- efficient high-pressure roll mill invariably comes out as a briquetted product which must be disintegrated in a conventional type of grinding device such as the ball mill. The aggregates comprise comminuted coal particles that are apparently extensively cracked and weakened during passage of the coal through the high-pressure rolls. Their deaggregation in a ball mill in the second stage is accompanied by further grinding of the coal with a relatively small expenditure of energy. Thus in spite of energy dissipation in briquetting in the roll mill and in disintegrating the briquettes in the ball mill, significant energy savings are possible in the fine grinding of coal in a two-stage serial grinding mode, as compared to ball mill grinding alone. It has been determined that for the best results the energy invested in the two grinding stages must be apportioned in an optimal manner, the energy consumption in the ball milling step is comparable to, even in excess of, the energy spent in the high- pressure roll mill; and 20 to 50 percent energy savings might be possible in grinding coal to minus 200-mesh size by this two-step process, as compared to conventional milling.

A technique was developed to determine the fraction of air recirculated from the scrubber exhaust toward the face and the fraction of gas captured by the scrubber. To determine these two values, a series of tests was required. In the first test, gas was released at the face area and concentrations measured at the scrubber exhaust. In the second test, gas was released directly into the scrubber with concentrations again measured in the scrubber exhaust. The simultaneous solution of two independent flow expressions gave values of recirculation and scrubber capture. A series of tests was conducted with various combinations of scrubber flow, curtain flow, setback distance, and machine location. Statistical analyses then were conducted to determine those factors which influenced the levels of scrubber recirculation and scrubber capture in a deep cut. INTRODUCTION As cutting depths increase, the trend is toward the use of blowing face ventilation systems. With these ventilation systems, the potential exists for recirculation between the scrubber exhaust and the intake air stream. One concern is that methane gas, having been removed from the face area, is subsequently recirculated back into the intake airflow. Under these conditions, methane-laden air could be substituted for fresh intake air, leading to increased methane concentrations at the face. There is currently no standard for recirculation between the scrubber and intake airflows. The implied understanding of the Mine Safety and Health Administration (MSHA) is, and has always been, that any recirculation of ventilation air is unacceptable. To minimize recirculation potential, MSHA suggests that operators maintain scrubber and curtain flows within 0.47 m3/sec (1000 cfm) of each other. Given that recirculation may occur in some circumstances, the question arises as to how much recirculation constitutes a hazard for the face workers. Unfortunately, there is currently insufficient information to answer this. Emphasis must instead be placed on means to quantify the amount of recirculation between the scrubber and face area. Methods must also be examined to control this phenomenon. This paper presents a technique for quantifying recirculation and scrubber capture levels in a blowing face ventilation system. Several ventilation parameters are investigated to determine their effects on these levels. DEVELOPMENT OF RECIRCULATION EXPRESSIONS One way to measure airflow quantities at a point near the face would be to measure the gas flow rate Qgas, and gas concentration c at that location. The airflow Qair, would be simply the ratio of these two values, Qair, = Qgas/c. Although gas concentration values, c, can be obtained easily with existing gas monitoring equipment, it is more difficult to obtain gas flow readings, Qgas, at specific locations. To obtain these values of Qgas, another method was needed. Previous work in this area was conducted by Kissell and Bielicki (1975). However, the calculations in their model assumed a constant gas concentration in the region around the continuous miner. In a deep cut, it is questionable that gas concentrations would remain constant or uniform around the mining machine. The technique presented here does not rely on this assumption. It instead assumes that the gas concentration in the scrubber exhaust remains constant. A quantity of gas released at the cutting face either flows into the scrubber inlets or bypasses the inlets and flows around the off-curtain side (in this example, the right side) of the continuous miner (Figure 1). The National Institute for Occupational Safety and Health's Pittsburgh Research Laboratory is now involved in research to identify silica dust generation in underground metal/nonmetal mines. The ultimate goal of this research is to develop control technologies to reduce worker exposure to respirable silica dust. Commodities and job classifications with the highest silica dust exposure have been identified through analysis of the Mine Safety and Health Administration's compliance dust-sampling database. Dust surveys were conducted in an underground limestone and gold mine to investigate silica dust sources, generation levels and the controls being used. A summary of the mining operations, sampling procedures, resulting data and suggested methods to improve dust control are provided.

There is a saying, the greater the gratitude, the shorter the speech. That puts me in a quandary, because while I am grateful for the honor you do me today, I also want to talk about a subject very important to all of us. A few months ago, when I was asked to submit a title for my talk, I chose "Quality where it counts." I did so because perhaps the most important thing we at Amax did in our restructuring was to commit to quality in all our businesses - quality people, assets, and operations. Together, they create quality performance, which produces quality growth and increased shareholder value - our prime corporate mission. We are dedicated to quality. At Amax, quality means everything. Today, I want to discuss quality in another context - the need for it in American education and what we have to do to achieve it. If we ignore this need, we will all suffer the consequences. And they will be upon us far sooner than the next century, barely a decade away. I think almost everyone in this room works for an organization that had to restructure in the 1980s. Mining companies that did not, just didn't make it. Well, we did. As an industry, we are seeing improved profits, positive cash flow, and a more competitive position in the world marketplace. But all the restructuring we have done, all the hard work, and all the pain that was part of it, will be in vain if, down the road, we do not have the educated people we need as workers. We need them to design, manufacture, and market the products that use the basic materials produced by the mining industry. Simply put, we are at a crisis point in education today. That is no new revelation. Nearly six years ago, the National Committee on Excellence in Education published its report, "A Nation At Risk." Since then, things have not gotten better. The Wall Street Journal, Business Week, US News & World Report, and Fortune have all recently published stories about the sorry state of education in the United States. The subject has become the topic of TV talk shows as well as national commissions, and for good reason. The pool of young people entering the US labor force is dwindling. In the next decade, 10 million fewer will enter the job market compared to the 1970s. But fewer of them will be qualified to do the jobs available to them. Here's why: • 20% of today's high school students drop out before they are 18 and another 20% graduate functionally illiterate; 40% of today's fourth graders think the world is flat; • 20% of today's sixth graders cannot locate the United States on a world map; • one of every three ninth graders cannot figure the change for a two-item meal - and I'm talking about a Big Mac and fries. These are not just problems of minority kids in big city ghettos. Fully 40% of all young working Americans cannot add up their lunch bill. Three out of every five college freshmen need some kind of remedial work. These statistics are frightening. Particularly so because, while the work force is becoming less qualified and our public education system is getting worse, our products and technologies are becoming more complex. We are approaching a time when we will have machines that recognize handwriting but people who cannot write. We will have technology to take voice commands, but people who do not know what they are talking about. The accelerating pace of technology is changing the nature of the job market. The fastest growing jobs now, and in the years ahead, are in professional, technical, and sales positions requiring the highest education and skill levels. Most of these jobs will require the use of a computer. Yet, 95% of today's graduating high school students have never laid a finger on a computer keyboard.
