Introduction Tailings disposal methods used by the mining industry include the use of on-land impoundments, surface and underground mine backfill and marine disposal. The latter method, where applicable and under certain circumstances, can be the most economical and best environmental option. The term marine disposal is used to describe deposition of tailings in the open ocean, coastal waters, fjords and inland lakes. A major element in planning and designing a marine outfall is the assessment of its potential environmental impacts. The nature of the disposed tailings, and the physical, chemical, and biological characteristics of the receiving water body must be carefully assessed prior to deciding whether marine disposal is an acceptable option for a particular project. During the last decade, the North American mining industry has demonstrated a commitment to studying potential adverse environmental impacts of marine tailings disposal and to continue monitoring of the receiving waters. Extensive monitoring programs have been undertaken by Canadian mines. Marine tailings disposal is not used in the United States today. One of the largest U.S. mines proposing to use this option is the Quartz Hill mine of U.S. Borax in Southeastern Alaska. To assure the regulatory agencies and the public of the viability and acceptability of this option, U.S. Borax undertook an extensive program of environmental studies aimed at assessing the impact of marine tailings disposal. This program was part of the feasibility and environmental permitting studies conducted by Bechtel Civil & Minerals, Inc, on behalf of U.S. Borax. Due to the unique nature of the proposed tailings disposal system, a Board of Consultants was established. The Board assisted in planning the modeling and field program and reviewed ongoing work. This paper outlines the basic elements of the marine tailings disposal study program which can be viewed as a prototype for similar studies elsewhere. Background The Quartz Hill molybdenum deposit is located on a knoll in an elevated valley in a mountainous region of southeast Alaska, about 45 miles east of Ketchikan (Figure 1).

Canadian junior mining companies whose gold exploration and exploitation programs take them across the border into the western United States should be prepared to deal with the myriad of title issues involved in acquiring unpatented gold mining claims. The purpose of this paper is to serve as an introductory outline for Canadian junior mining companies to mining laws of the United States, as well as to relevant laws of some of the western gold mining states. Topics will include the five w's (who, where, what, why and when) of Canadian junior mining companies1 rights and responsibilities in acquiring interests in U.S. gold mining properties by claim staking, lease or purchase. Historic terms of common parlance among U.S. miners, such as "claimjumping" are defined and discussed. Various legal doctrines, such as "pedis possessio" and "good faith" in the location of claims are covered as well. Controversial subjects of contemporary interest are addressed in some detail, such as whether to locate a bulk-mineable disseminated gold deposit with placer claims or lode claims, and whether lodes may be staked over placers. By thus heightening the awareness of Canadian junior mining companies, it is hoped that they can be properly prepared to avoid title disputes, and to win lawsuits when they are unavoidable.

The Pit Lake at Island Copper has evolved into a 3-layered meromictic system. Acid Rock Drainage (ARD) is collected and injected into the lake at 220 m depth via 2 diffuser systems. In situ dye studies were conducted during 2 differing hydrological regimes in order to determine the behavior of the ARD plume within the Pit Lake. Results indicated that when runoff from the waste dumps was low, the injected ARD remained within the bottom half of the intermediate layer of the Pit Lake, initially below depths of 90 m. However, when runoff from the waste dumps was high, the injected ARD at -220 m depth rose through the intermediate water column layer rapidly, but did not breach the top pycnocline at -10 m depth. Overall, the system is currently performing as a mixing bowl with a strong boundary or cap at the upper pycnocline. maintaining mixing below the 10 m depth water level.

First comes our definition of education--and education is not the merely formal acquiring of academic knowledge, but the understanding, using and projection of knowledge into our channels of life and thought activity. This past year makes us realize the extent to which price and economic cut-off may stimulate or curtail exploration,, But exploration does not consist solely in the discovery of sources of material. There is just as inspiring and imaginative a territory in the develop¬ment of uses and application--and no one in our base metal industry but would hope that our educational processes would fertilize those springs of inspiration that lie dormant in us all, toward the- imaginative conception of new uses--lead roofing cloths or felts, non-tarnishable copper utensils, further zinc solid state application. The ore at this new underground operation is a massive sulfide breccia with high copper values. A major highway and electric transmission line pass directly over the near-surface orebodv. The mining method being used is undercut and fill. A continuous miner together with a single boom, hydraulic jumbo is used for the mining. Backfill is a weakly cemented sand-gravel mixture that is pneumatically placed. The ore is treated by conventional crushing, milling and flotation.

The Chamber of Mines of South Africa is an association of major mining corporations, gold mines, coal mines, diamond mines and other metalliferous mines. It looks after those interests of its members which can best be handled on a co-operative basis. The Chamber's activities include the engagement of labour; the negotiations of all labour matters, including minimum wage rates, with recognised trade unions and associations; the carrying out of advanced technological research; representing the industry in dealings with the government and the administration of miners' training colleges and rescue training stations. Subsidiary companies of the Chamber handle matters such as the refining of gold and other metals; the processing and marketing of uranium and the marketing of Krugerrands. The thirty-two gold mines members of the Chamber of Mines of South Africa produce approximately 694 tons of gold per annum. To achieve this they employ 430000 persons and break about 8400 kilotons of rock per month. The working revenue is approximately 4 225 million US dollars per annum and the annual working profit is approximately 2 050 million US dollars. The electric power consumed by the gold mining industry is 1650 MW, about 20% of the total power produced in South Africa, and the annual costs of this power is approximately 200 million US dollars per annum. It is estimated that about 25% of this power is used for ventilation and refrigeration appliances. Thus the annual power costs for ventilation and refrigeration is approximately 50 million US dollars. The gold bearing reef is a narrow tabular deposit situated at varying depths throughout the gold fields. The weighted mean rock breaking depths and, virgin rock temperatures range from 1 700 - 9 000 ft (520 - 2 740 m) and 68 - 113°F (20 - 45°C) respectively. The maximum virgin rock temperature at which mining currently takes place is 130°F (54.5 C). Obviously at such depths and temperatures and with such a large labour force the provision of an acceptable environment is critical and to achieve this 59 000 000 cfm (28 000 m3/s) of air is downcasted during the main shift and 122500 tons (430 MW) of refrigeration are provided. Legislation in South Africa requires that on metalliferous mines when more than 1000 persons are employed underground during any one shift the manager shall appoint one or more ventilation officers. The legal responsibilities of the ventilation officers are concerned mainly with the measurement and control of dust. In practice, this is not the main part of their work and ventilation personnel perform many other duties such as measuring and controlling the distribution of air, checking the performance of fans and cooling plants, planning air and refrigeration requirements and, more recently, measuring and controlling noise and illumination levels. Ventilation personnel are specialists who provide management with advice on all matters relating to the mine environment. At the present time there are 506 persons engaged as ventilation personnel in gold mines and a further 1744 persons are employed in gold mine ventilation departments in a non-technical capacity, for example as construction workers, filter cleaners, fire patrollers, etc.

In spite of the tremendous amount of research conducted in the last few decades. no single blasting theory has been developed and accepted that adequately explains the mechanisms of rock breakage in all blasting conditions and material types. Given specific test environments, conditions and assumptions, individual researchers have contributed valuable information and insight as inputs into blasting theories, although a simple "plug-in" type formula for predicting optimum fragmentation, muck pile geometry and casting distance, is still largely unresolved. There is as yet, no consistent and widely applicable theory of blasting, but only a number of limited and disconnected theories; many of which are empirical in nature and based on ideal blasting conditions. Blasting theories have been formulated and based on pure speculation, years of blasting experience on a trial-and-error approach, laboratory testing, field investigation, and mathematical and physical models adapted from other disciplines of science.

Placer material, regardless of the value of gold, tin, titanium, diamonds or other value mineral it contains, remains worthless until the valuable constituent is separated from the bulk of the material. This separation is no mean task when considering that a gold placer containing 0.01 to 0.03 oz/yd3 of gold, which is the range of grade of typical placer deposits; yes, 1:3,000,000! It is a miracle that gold placer mining has ever been profitable. Added to the situation of minute quantities of gold are several other problems, such as the gold often being very finely divided, the association of boulders and clay, and running and/or ground water. As each placer deposit is individual and distinctive, many factors have to be considered in planning the method for gold recovery from the alluvial deposit. Previous chapters have shown that in the exploration and sampling stage, some knowledge of the amount of each size of coarse and fine material which occurs in the deposit as well as the size distribution of the discrete gold particles is determined. Unless informed to the contrary, as a general rule of thumb, plant designers will consider that 40 percent of the material will pass through a 5/8-inch screen or punched plate hole. The DEAREX knowledge acquisition and engineering system is a teaching and exploration tool designed to facilitate the under- standing and development of expert systems by explorationists without the aid of a knowledge engineer and without recourse to expert system languages. To fulfill its objective, the DEAREX system considers the selection of exploration methods in desert areas. The system consists of three parts: 1. A tutorial which introduces the basic and selected advanced concepts of expert systems, 2. A sample program illustrating how an expert system works and can be used, and, most importantly, 3. A knowledge acqusition and engineering program which enables users to develop their own expert systems. The tutorial provides a brief and concise introduction to expert systems, a 10 rule exploration example which defines, explains and illustrates the basic concepts and design of expert systems, and a glossary of expert system terms including cross references. The sample program is a larger, self contained example of an expert system with some commentary illustrating addition- al expert system concepts and the role of the knowledge engineer in particularizing rules and ascertaining the knowledge base. Restricting itself to the selection of exploration methods in desert areas, the knowledge acquisition and engineering program questions the user and converts the answers into an expert system. Questions pertain to geology, infrastructure, availability of instrumentation, personnel, etc. Additional information may also included. In conclusion, some salient points concerning knowledge engineering toolkits, shells and knowledge acquisition capabilities such as contained in DEAREX are discussed.

The direct recovery of precious metals from a1kaline cyanide solution is frequently accomplished by the well-established Merrill-Crowe process involving zinc-dust cementation. This is particularly true for silver. Plant data from two operations are presented and analyzed in terms of intrinsic reaction features. In such Merrill-Crowe plants a plate-and-frame filter press acts as a semicontinuous fixed-bed reactor with a distribution of particle retention times. For the plants studied, 99Yo of the silver is recovered with a solution retention time of less than 2 min. Differences in plant operating conditions and product characteristics can be related to the nature of the surface deposit of silver which forms on the zinc particles. From laboratory experiments and plant samples it has been found that the presence of lead in the system activates a change in the silver deposit morphology to the dendritic state which affects the rate of silver deposition as well as the filter cake porosity. Finally the plate-and-frame press is considered from an engineering perspective as a semi- continuous fixed - bed reactor to describe the behavior of the system.

The impact of smoothing on the definition of ore and waste boundaries using linear estimation and conditional simulation methods is discussed. The nature of transfer functions is examined including their ability to incorporate categorical data (e.g. a dominant lithology code). An Ore Block Optimization (OBO) transfer function is presented that provides a clear guide for the mining geologist. Advantages are seen in defining stockpile cut-off grades and meeting production targets such as maximizing head grade, maximizing ore tonnes or minimizing ore loss or dilution. Each of these scenarios impacts on mine profitability and grade control.

Mine ventilation has been evolving as a separate field of study since the middle of the nineteenth century, and some practitioners might assert that mine ventilation has come of age as a discrete field in the last decade or two. Certainly the extensive literature now available on many facets of the subject, international congresses, the phenomenal upsurge of interest in mine ventilation in the United States of America since the passage of the 1969 Federal Coal Mine Health and Safety Act, and the existence of a virile mine ventilation society in South Africa with its own monthly journal all point in this general direction; on the other hand the lack of a rational design philosophy for ventilating mines suggests that mine ventilation may still be on the threshold of maturity. To generalise, many mines are still ventilated simply to comply with arbitrary statutory regulations, or with some ill- defined notion of reducing the risk of injury associated with the atmospheric environment in mines. Hazards in this category include oxygen deficiency, toxic gases and particulates, pathogenic gases and aerosols, explosive gases and dusts, and extreme climatic conditions. Although many mines are ventilated to abate the risk of a specific injury, there is inevitably a spectrum of latent and patent atmospheric hazards in every underground mine. The writer (Martinson, 1976) has previously drawn attention to the dearth of material on mine ventilation design in textbooks and technical journals, and to the overly simplistic approach sometimes adopted in the limited work published on the subject. The available material undoubtedly contains useful technical data and persuasive views, but seemingly could not be used to demonstrate the rational engineering approach to mine ventilation design advocated in the present paper. The range of papers presented at the 1975 and 1979 Congresses, and the diverse interests and affiliations of delegates, emphasize the multidisciplinary nature of mine ventilation. Easily recognisable topics include: Fluid mechanics Thermodynamics Heat transfer Flames and combustion Aerosol physics Radiation physics Geophysics and geomechanics Occupational diseases Epidemiology Industrial physiology Despite these heterogeneous connections there can be little doubt that mine ventilation is fundamentally an engineering field and not an off-shoot of some other branch of applied science. The distinction is important because mine ventilation has essentially developed as a form of ad hoc trouble- shooting, and in the process mining engineers have relied extensively on the assistance of experts drawn from other fields. Thus historically there has been limited scope for the application of rational design techniques, and personnel enlisted from scientific disciplines may not have had any previous experience in the intricacies of engineering design.

Limestone and dolomite production is of significant importance to the Baltimore and Ohio Railroad. Except for coal, more tons of limestone and dolomite are moved by the Railroad than any other mineral raw material. In the territory served by the Railroad, these materials are produced from every geologic system from Cambrian through Pennsylvanian. Some of the operations produce premium stone acceptable for high-specification steel and chemical use; at others, the stone finds application as aggregate materials and for cement manufacture. The Railroad is interested in seeing continued production from the operations it now serves, and in serving operations in a way mutually beneficial to the Railroad and to the producer. In working with producers, the importance of geologic knowledge in prospecting and development of deposits has been clearly recognized. In turn, knowledge of the economic and technological facets of production and consumption is needed for the geologists to participate with maximum efficiency.

Once considered the dowdy country cousins of the glamorous metallics, industrial minerals are shedding their old image. They are neither common nor easy and their time has come in an age of increasing specialization. Consider that of the 45 or so industrial minerals and rocks listed in [Table 1], almost three-quarters have ten or fewer significant suppliers (i.e., those individual countries contributing 2% or more of total world production); in more than half the cases, 85% of world production is accounted for by only five countries or fewer. Curiously, even materials that appear to be virtually ubiquitous like crushed rock and common salt have significant production vacuums. For example, there is a severe lack of sound aggregates along the US Gulf Coast and common salt production on a large scale is virtually absent in central Africa. These examples all underline the obvious, but acute truism that "The single most important fact about mineral resources is that they are not distributed equally over the world" (Flawn, 1966). Just as significant today is that human resources are not distributed equally over the world, and so arise some interesting commercial incongruities. In certain regions raw materials are plentiful but consumers are not, and without a market a mineral deposit is merely a geological curiosity. Elsewhere, there may be a market but no local raw material supply. For example, despite a huge market there is no or virtually no commercial production of chromite, diamonds, and manganese in the United States and Canada, nor phosphate rock, diamonds, rutile, and zirconium minerals in western Europe. In contrast, Australia with its small domestic market is the world's largest supplier of bauxite, diamonds, ilmenite, natural and synthetic rutile, and zircon; the same is true for South Africa which is a leading producer of chromite, manganese, diamonds, andalusite, ilmenite, rutile, and zircon (Table 2). In the commercial world, Nature's uneven distribution is counterbalanced by deep sea international trade.

In-situ soil washing using surfactants shows great potential to remove hydrophobic organics from subsurface environment. Lab scale soil washing experiment were performed using Sodium Dodecylsulfate (SDS), an anionic surfactant, and anthracene, a highly hydrophobic compound. The results of this research show that solubility of anthracene increases linearly with an increase in SDS concentration above the critical micelle concentration. Furthermore, SDS can be effective in removing anthracene from contaminated sand.

Several mineral process modeling and simulation packages are currently available for use in evaluating the performance of alternative process flow schemes. A critical link that has been missing from these packages is the ability to quantitatively model the effect of size reduction on the liberation of the valuable and waste minerals in the ore being processed. Although there have been several approaches taken to this problem over the past 25 years, none of them has led to a satisfactory conclusion. A technique was developed for measuring the effective liberation characteristics of magnetic taconite ores, and a program was constructed that makes use of these liberation characteristics in simultaneously simulating both size reduction and mineral liberation as it occurs in tumbling mills. This is an especially important step in the modeling of magnetic taconite processes, where magnetic rejection of low-grade wastes between grinding stages mandates that a predictive capability be available. The current application is specific to magnetic taconite, but it is possible that a similar approach could be used for other types of mineral systems. The $2 billion (A$) Melbourne City Link Project is one of the largest and most important metropolitan road developments ever undertaken in Australia. The project involves two three-lane vehicular tunnels totaling 5 km, constructed as deep as 65 m underground. The 3.4 km Burnley tunnel is one of the world's longest three-lane tunnels. The project is being delivered under a DBOOT [design-build-own-operate-transfer] process and all design and construction is performed to ISO 9000 standards. Tunnel excavation began in May 1996, and the tunnel will open to traffic in 1999. This paper focuses on the range of construction techniques utilized during construction.

[An innovative framework is proposed which most efficiently and systematically handles the large quantity of information needed for equipment failure and other non-performance analyses. It is based on the accepted engineering dimensions of mass (material), length (geometry), and time (MLT). To these are added human and machine factor. Several failure "Modes" are identified for each dimension, which are then subdivided into specific "Types". Material Failure Modes such as Separation and Slip are easily recognized, but others had to be established. Geometric Failure Modes are usually straight-forward, Obvious ones include Geometrics Design and Stability with more synthesized. Time Failure Modes are again largely self-evident such as Life and Chemical Effects, others are needed. Human and Machine Factors as failure modes are loosely assembled. The results contain strengths, but also organizational weaknesses which are noted. Lacking a better alternative its use is recommended.]

In past years, water drainage control in coal mines has been primarily directed on the basis of water quantity rather than quality. Due to the recent intense interest in total ecology and environment, emphasis has shifted to the point where the water exiting from a mining operation may be of better quality than when it enters. In most operations this has meant the use of treatment methods (neutralization) while the technology for the prevention of acid drainage is being developed or refined. To date, underground abatement of acid formation has generally been less expensive but also less effective than surface treatment of the mine water. It seems probable that total mine water pollution control will have to include both underground abatement and surface treatment methods. The general acid producing reaction involving the oxidation of pyrite - 2FeS2 (pyrite) + 702 + 2H20 ? 2Fe2S04 + 2H2SO4 - is well known, even though the individual steps are not clearly understood. The major implication of this reaction, that acid production can be eliminated by not allowing the contact of pyrite with free oxygen or water, has been well substantiated both in the laboratory (1,2) and in practice. (3) Underground abatement or control processes can be generally classified into two types: (1) the effective control or elimination of acid causing reactions within the mine, and/or (2) the reduction or prevention of water flow into and out of the mine. Recognizing the fact that these two types may be directly inter-related, this paper will, for the purposes of clarity and simplification, discuss each separately.

In the southwest porphyry copper province, the virgin prospect with good copper mineralization cropping out has disappeared. Future discoveries will require an increasingly sophisticated arsenal of exploration techniques and concepts. One of the latter, stratigraphic analysis, is a technique which is often overlooked. A surprising number of exploration geologists still think of porphyry copper deposits as occurring wholly within intrusive bodies such as quartz monzonite or granodiorite. Disseminated copper mineralization, though genetically related to intrusive rocks, can occur within both the intrusive and the intruded rocks. At present, as much as 30% of the total copper produced from disseminated copper deposits in the Southwest originate from the intruded rocks rather than the intrusive. George M. Schwartz, in "Geology of the Porphyry Copper Deposits of Southwestern North America" points out that the host rocks at porphyry copper deposits include such diverse rock types as diabase, granite, limestone, dolomite, quartzite, skern, sericite schista, and others in addition to the more common monzonite, quartz-monzonite, and diorite porphyrys. Therefore, a porphyry copper can be defined as a disseminated copper deposit occurring either in or adjacent to a granitic-monzonitic-dioritic intrusive which can be exploited using bulk. mining techniques.
