To respond to this FLAMDOCS allows to calculate the stability of reinforced concrete structures during fire load for a series of prede?ned time steps. Elementary theories of non linear material properties and reinforced concrete structures are used.

Coastal States Energy Company (Coastal), a wholly-owned subsidiary of The Coastal Corporation of Houston, Texas, owns coal mining operations in Utah and Kentucky. One of the Utah operations, Southern Utah Fuel Company (SUFCo), located 30 miles west of Salina, Utah, has been operated by Coastal since 1974. This operation is a single-seam, six-section mine operated from one portal area. It produces 2.2 million tons of coal per year and has a payroll of approximately 300 employees, Coal is mined by continuous miners, hauled by diesel-powered haulers and transported by belt conveyor to outside crushing and screening facilities. Sized coal is hauled by contract truckers 80 miles to a unit-train facility located at Levan, Utah.

THE FUTUREGEN CLEAN Coal project will be the recipient of $1 billion worth of federal stimulus money by way of the U.S. Department of Energy (DOE), which announced the commitment to the project. The money is expected to kick off years of further work that could finally see the project completed. One of the companies involved, Ameren Corp., said the $1.2 billion project ? which will include some private funding ? still has a number of hurdles to clear.

Fan stall is a notorious phenomenon with axial-flow fans. When multiple fans of this type serve a ventilation system, their mutual impacts are very complicated and not well understood. Results from laboratory experiments indicated that the immediate consequence of a fan working across its stall zone (i.e., the pronounced trough on the fan characteristic curve) is that some branches in the system may suffer abrupt and even drastic changes in air quantity and pressure. The quantity range of the fan that causes the abrupt change is called an unstable operating range. The corresponding quantity range of a branch is called a non-achievable quantity range of the branch because any quantity within this range cannot be achieved without changing some parameters of the ventilation system (e.g., branch resistances). These concepts are introduced based on the test results from tubing networks to bring attention to these important characteristics of ventilation systems.

INTRODUCTION The widespread use of desktop computers by an ever increasing number of people, both for personal and for business and government uses, has brought public attention to surprising stories about computer abuse. Before the advent of microcomputers in the information processing environment, hundreds of amazing misdeeds involving large computers had already been reported, most of them perpetrated by highly skilled professionals. The undreamed enlarging of microcomputer potential has steadily posed a major threat to complex mainframe computing systems, as joyful teenagers become familiar with the habit of hacking around someone else's large processing system, by means of makeshift phone communication networks, based on their intended homework for personal computers -- for the sheer fun of it. Now, the never ending capacity and speed improvement of commercially available micros has given rise to a brand new concern for society: the hazards of processing sensitive information in the powerful, but still unsafe microcomputer itself, whether or not linked to other micros or mainframe networks. This paper deals with some aspects of the problems and presents some practical hints as to enhance protection and minimize risks to sensitive and secretive information when processed on microcomputers. The physical considerations of computer security and pertinent safety precautions will not be discussed, because while essentially relevant to information protection, recommendations are well defined by processing resources suppliers and their importance is more widely recognized by users in general. Definitions and Classifications. The following definitions and classifications will be considered in this report: Information Assets: Any knowledge or information processing, storing or conveying device displayed in one's environment. It consists of two main categories: INFORMATION RESOURCES: End user's application data wherever recorded. PROCESSING RESOURCES: EDP skilled user's hardware, software, peripherals, magnetic media, communication devices, auxiliary equipment, supplies and related operational procedures. Information Protection: In a broad sense this is the set of necessary procedures to assure to the legitimate user the effective control of the operation and allow modifications of information assets, so that their physical or cognitive integrity be preserved or any unexpected loss minimized inspite of accidental occurrences or intentional actions. Classification Processes: Commonly two classification processes are used to define key terms in information protection: SENSITIVE CLASSIFICATION: Pre-defined standards for assessing the vulnerability to losses due to lack of proper processing continuity if information is destroyed, disclosed, secluded, or misused. SECRECY CLASSIFICATION: A spectrum of degrees as to the expectancy of holding exclusiveness of unique information whose destruction, disclosure, seclusion or misuse will cause a negative impact on the legitimate holder environment. Sensitive Information: Any knowledge whose destruction. disclosure. seclusion or misuse - - - implies losses to its legitimate holder. "The third phase of the Bagram Drainage System project at Bagram Air Force Base in Afghanistan included construction of a shallow, 540-m long, 1.8-m inside diameter drainage tunnel. The tunnel penetrated mostly stiff to hard clayey and silty soils. The contractor’s Value Engineering Change Proposal (VECP) to use pipe-jacking with a microtunnel boring machine (MTBM) instead of the specified two-pass Earth Pressure Balance method was evaluated and supported using hand calculations. Contractor support was provided throughout the project by providing design reviews and instrumentation monitoring during construction. This paper compares the value-engineering proposal to the specified method and describes the construction conditions encountered. INTRODUCTION As part of a larger improvement project at the Bagram Air Force Base in Afghanistan, a shallow, 540-m long, 1.8-m inside diameter drainage tunnel was constructed to provide additional capacity for Coyote Creek to pass below several critical structures, including taxiways and the main runway, for mitigation of recurring flooding (see Figures 1 and 2). Overburden over the tunnel crown ranged from about 3 m to 5.5 m. An existing cast-in-place twin barrel concrete culvert runs approximately parallel to the new tunnel and is within about 8 m at its closest point. The contractor’s Value Engineering Change Proposal (VECP) to the specified two-pass Earth Pressure Balance (EPB) method (steel ribs and lagging or steel liner plate with a carrier pipe later grouted in-place) called for installation of the required drainage pipe by pipe-jacking (one-pass installation) using a slurry microtunnel boring machine (MTBM). The critical nature of the operations at the air base resulted in significant construction coordination challenges and a greater than usual need to avoid excessive settlements. Substantial restrictions were placed on drilling of investigative borings and installing instrumentation near runways and taxiways due to drill mast height. The prime contractor was SERKA TAAHHUT INSAAT A. S. (SERKA), the microtunneling subcontractor was Ludwig Pfeiffer Microtunnel GmbH & Co.KG (Pfeiffer), the jacking pipe designer was Gollwitzer Pipe and Shaft Technology GmbH (Gollwitzer), and the contractor’s tunnel engineer was Lachel & Associates, Inc. (Lachel). Lachel provided contractor support throughout the project including preparation of a VECP/Design Summary (including interpretation of existing and new geotechnical information), design reviews for jacking pipe, estimating settlement of an existing drainage structure above the new tunnel, and instrumentation planning, monitoring, and analysis during construction."

BHP Diamonds is developing Canada's first diamond mine, Ekati, located in the Northwest Territories (NWT). The mine is a joint venture between manager and operator BHP (51%), Dia Met Minerals (29%), Charles Fipke (10%) and Stuart Blusson (10%). BHP Diamonds is part of BHP Minerals: Production at Ekati began Oct. 14,1998. The mine is situated on a 3,450-km2 (853,000-acre) claim block located in the Lac de Gras region of the NWT (Fig. 1). It is about 300 km (185 miles) northeast of Yellowknife and 100 km (60 miles) south of the Arctic Circle. The seasonal winter ice road to Echo Bay's Lupin Mine passes along the eastern margin of the project area. This allows road access each year from mid-January to mid-April. For the remainder of the year, the project is accessible only by air.

Two weathering procedures are being developed by the Acid Drainage Technology Initiative in cooperation with federal agencies(OSM and EPA). Objects are to: (1) standardize existing humidity cell and leaching column procedures; (2) improve test methods by maintaining a carbon dioxide enriched environment needed to optimize carbonate mineral dissolution, and quantifying particle size variables to evaluate reaction kinetics, and (3) provide flexibility in test method implementation consistent with EPA guidelines for Performance-Based Measurement Systems. Preliminary results indicate the CO2enriched leaching environments produce alkalinities that are similar to field observations and greater than the tests run under atmospheric PCO2. Leaching columns produce higher alkalinity than humidity cells.

GENERAL CONSIDERATIONS The design of a mine or any underground opening in rock is similar to the design of any other structure, such as a building or a bridge, in one important way. This similarity lies in the fact that the stability of the structure is a function of the loads that will be applied during the structure's expected lifetime. In the case of an underground opening, the applied load is the product of the existing in situ stress field and the concentration of this field that is produced by the extraction of a load¬bearing material. Thus, a knowledge of the in situ stress field is considered a basic requirement in the design process and essential to the eventual stability of the underground structure (Duvall, 1976; Obert, 1972; Merrill and Peterson, 1961; Dahl and von Schonfeldt, 1976; Hedley and Wilson, 1975). The in situ stress field can be used along with the physical properties of the rock masses involved, the ge¬ometry of the various rock types, the geometry of the openings involved, and a failure criterion to evaluate structural stability of a planned mine by theoretical or numerical techniques. This same information can be used to investigate ground control problems in existing mines. In situ rock stress determinations can be separated into three categories: the determination of applied stress, also called the absolute or field stress; the deter¬mination of concentrations of the field stress near open¬ ings; and the determination of changes in rock stress as load-bearing material is removed. The applied stress field is more difficult to determine than are stress changes. Various instruments and techniques have been developed to determine applied rock stress and stress changes in rock. ABSOLUTE OR FIELD STRESSES Theoretical Considerations In the absence of actual measurements, it is often assumed that at any point, the vertical stress is equal to the weight of the overlying material. [ ] where S„ is vertical stress, S is average weight density of overburden rock, and h is depth from the surface. This is normally consistent with actual experience. The horizontal stresses are assumed to be equal and related to the vertical stress through the Poisson effect. [] where Sh is horizontal stress, S„ is vertical stress, and v is Poisson's ratio. The derivation of Eq. 2 is dependent on lateral con¬finement of the rock mass. An increasing amount of information is rapidly becoming available which indi¬cates that the in situ stress field at a particular location cannot simply be assumed to be a gravity-induced stress distribution in which the secondary principal stresses in the horizontal plane are due to confinement and Pois¬son's effect. Rather they can be a complex function of gravity loading, regional stresses, structural features, ex¬cavation geometries, and variations in surface and/or possibly basement rock topography. Furthermore, the underground principal stress dis¬tribution is not necessarily vertical and horizontal as is often assumed. The deviation of the three-dimensional stress distribution from vertical and horizontal can be due to a combination of both topographic (Hooker, Bickel, and Aggson, 1972) and structural features.

The successful application of factors limiting the? availability of coal in eastern Kentucky depends on ac-curate assessment of the original resources. Examination of several previous coal-resource estimates for the region reveals significant differences among the outcomes. These differences relate to methods of analysis, biases in data and their utilization, and the problem of defining the lateral continuity of mineable beds. Improvements in the methods of estimating the original resources would greatly enhance the reliability of the results of the Coal Availability Program.

Over the past few years, the School of Mines of Paris has carried out a program of research* on the grade-tonnage relationships in the border zones of porphyry copper deposits. The initial problem was quite difficult : how does the grade vary at the border of the known orebodies? Does it decrease regularly, or do some thresholds exist, where the grade diminishes abruptly? The answer to these questions have important repercussions on the prediction of the future reserves in the fringe of the orebodies. If the grade decreases regularly, very important reserves could exist; if not, there would be strong limitations to the possible recoverable reserves. The first step of our study was a critical study of previous work done on the subject. It appeared that, following Lasky's pioneering paper (Lasky, 1950), most of the authors used what we can call an historical approach to the problem. In this, the grade-tonnage relationships are calculated from the available figures for production and reserves and the results are then extrapolated to the future. The strong limitation of this model are brought out in this article.

Kaiser Steel Corporation's Eagle Mountain Mine is located in the Colorado Desert, 60 miles east of Indio, California. Concentrates from the mine are shipped by rail 164 miles to the company's steel mill at Fontana, and also to Longbeach, California for export. Temperatures are typical of the lower desert ranging from a high of 120 degrees in the summer to a low of 25 degrees in the winter. The average annual rainfall of about two inches comes mainly as cloud bursts during the summer months. From its inception, the Eagle Mountain Mine has had the problem of breaking its mine rock. Practices followed from 1949 until 1962 were very costly, did not produce uniformly good fragmentation, and were incapable of sustaining high production. During this period, every conventional type of explosive then in use was tried and found to be unsatisfactory for one reason or another. The first slurry test work at Eagle Mountain was started in 195E and finally by 1962, after having tried all the slurry mixtures then available including some "home made" formulas, a metallized slurry was perfected at the mine which overcame all of the disadvantages of former blasting methods.

The increasing public interest in a useful framework for an assessment and classification of mineral resources (1) is documented by the recently published international classification scheme of the United Nations (1979) and the revision of the classification system of USBM/USGS (2) (1980). Moreover, various classification systems are currently discussed by the mining industry. In spite of major improvements in respect of the concepts, definitions, and taxonomy of ore classification, it has been recognized that the recent practice to classify mineral resources does not create truly reproductible results, i.e. an assessment to the various categories which is free from personal bias or corporate interests. Following are geostatistical methods proposed for a standardization and quantification of various terms in ore classification. After critical review of present practices, we will establish a precise link between the classical terms such as "measured", "indicated", and "inferred" reserves and the geostatistical concept of estimation errors. Moreover, we will demonstrate, how the basic criteria of economic feasibility, geologic assurance and recovery can be taken into account by geostatistics. A specific algorithm will be proposed to block out and to classify reserves according to the degree of geologic assurance. . We will also show computerized methods which perform complete classification procedures, and will also exemplify them with typical case studies.

Empirical methods for describing the shape of the subsidence trough over coal mines in Europe are tested against field measurements of subsidence over longwall panels in the United States. The graphical methods developed by the National Coal Board in the United Kingdom do not correlate well with the U.S. measurements; however, the profile functions typically used on the Continent give quite acceptable fits to the data. In the case of two longwall panels mined at Old Ben No. 24 in Illinois, a trigonometric profile function appears the best choice; in the case of two longwall panels mined at York Canyon in New Mexico, an error integral function is somewhat superior. Analyses of subsidence development curves show that rate effects occur. A comparison of fitting parameters establish influence functions as an important methodology for future analysis. In conjunction with the evaluation of empirical methods, an analytic model based on material failure and bulking was developed. A key element of the model is the void-volume distribution function which establishes a mechanism for transfer of significant amounts of the mined volume to the surface. Preliminary calculations demonstrate the features of the model and illustrate close correlation to physical observations in the field. Moreover, centrifuge models simulating the subsidence process have been used successfully to demonstrate the dominant or key failure modes necessary to the analytic model. General features of the centrifuge simulations and model calculations correlate well.

Coal mining historically has been a hazardous occupation but, in recent years, tremendous progress has been made in reducing accidental coal mine deaths and injuries. The purpose of this chapter is to discuss the basic principles of accident prevention as they are related to coal mining. Accident prevention fundamentals are no different for coal mining than for any other type of work. The fundamentals apply to all industries. Construction workers may be struck by falling tools and materials, and miners may be struck by falling slate and coal. Sailors may be trapped by shipboard fires, and miners may be trapped by mine fires. Railroad brakemen may lose hands and fingers positioning couplers, and miners may lose hands and fingers positioning couplers. Many other examples could be cited, but the point is that accidents that happen in coal mines are basically similar to accidents that happen in other industries. Thus, the basic principles for preventing accidents apply in coal mining as they do in any other type of work.

Effective control of balling line circuits is a problem taconite companies have been dealing with for over thirty years. The sensitivity of balling circuits to changes in moisture, bentonite, concentrate particle size, and other operating parameters are the main reasons for control problems. This paper presents test results and describes the integration of existing instrumentation with a digital image analysis system on a balling circuit. This work has the goal of developing control strategies to automatically adjust water spray and bentonite addition, to optimize the size distribution on the roll screen and reduce the variability in control between balling attendants, resulting in more consistent greenball product quality.

In underground coal mining, one of the biggest challenges is spontaneous combustion, which will not only present safety hazards but result in reserve losses as a result of burnt coal. The released heat coupled with other combustible gases commonly encountered underground will significantly increase the risk of explosion. In this paper, three-phase foam as an environment-friendly fire fighting agent composed of nitrogen, water and fly ash is introduced. The nitrogen facilitates inertization of the fire zone; the water helps cool down the fire and the fly ash can closely cover the coal to isolate the oxygen. What's more, the fly ash and the foaming agent are good free radical absorption. The comprehensive merits mentioned above make three-phase foam quite effective in quenching spontaneous combustion. Experiments indicate that three-phase foam can significantly slow down the temperature rise of coal during oxidation. The comparison between slurry and three-phase foam shows that the latter one is capable of flowing upward in the porous media so as to extinguish the high-point fire and concealed fire.

The Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), also known as "Superfund", requires a listing of sites that have known releases or threatened releases of hazardous substances, pollutants, or contaminants throughout the U.S. When EPA determines that a significant threat exists, it places the worst contaminated sites on the National Priorities List (NPL). CERCLA provides EPA broad authority to clean up hazardous sites that threaten human health and the environment. There are currently 52 sites on the NPL that were placed on the list because of high human health or environmental risk as a result of non-coal mineral extraction, beneficiation, or processing operations. This list covers mining sectors from aluminum to zinc. While some of these sites were abandoned, many are still operating. (There are additional mine sites that have been recently proposed to be included on the NPL that are not included in this paper.) EPA is continuing to develop a mining program to address human health and environmental threats from active non-coal mines. EPA has performed a comprehensive study to assess the waste management practices at all of the 52 mine sites on the NPL. In addition, EPA is continuing to collect information on the specific mining sectors (i.e., gold, copper) that represent many of the NPL mine sites. One of the goals of this effort is to attempt to identify the types of mining practices that lead to human health and environmental problems at the NPL mine site. EPA estimates that there are currently 500 to 1,000 active mines (not including placer operations). While some mining NPL sites began operations before the turn of the century, only a handful of the NPL mines entirely ceased operations prior to 1970. Of the 52 NPL sites studied by EPA, 12 are currently active. By definition, these mines represent current mining practices. Approximately 17 additional NPL mines that ceased operations between 1970 and 1990 represent some degree of current mining practices. Therefore, at best, less than half on the 52 NPL mine sites can be said to definitely represent past mining practices. Although some mining waste management practices have changed over time, the basic technology for extraction and beneficiation of mineral ores have remained fairly constant over the last fifty years. While the use of acid to leach copper dumps, the use of cyanide to leach gold in heaps, and the spread of solvent extraction techniques has changed some aspects of mining, the basic operation of removing ore from the ground and concentrating it through beneficiation has remained fundamentally the same as when most of the non-active
