Restoration of abandoned mine sites is still one of the weak points of mining practice. The latter stands especially for the case of the surface coal and lignite exploitations, where the extended size of the disturbed land and the drastic changes to the geomorphologic features do not facilitate the implementation of a cost effective and environmentally sound reclamation plan. The paper examines the parameters involved towards the legal requirements for the reclamation of the first lignite exploitation in Greece, namely the ?Plakes? mine, located at Euboea, due to the particularities of the site. Then an integrated redesign procedure is presented, aiming at minimizing aesthetic degradation, confronting technical difficulties and preparing the site to accept new uses.

Rare earth elements (REEs) have many critical uses in advanced technology and the lack of a reliable domestic supply has been identified by the US DOE as a vulnerability to US economic security. Our research focuses on developing an economical process for extracting REEs from coal fly ash and power plant wastewater sludge by coupling a hydrothermal extraction process with the engineering of a ligand-associated media for concentrating REEs from the extraction liquid. Ash samples have been collected from two Detroit-area Power plants that burn 100% low sulfur coal (Trenton Channel) or fuel blends of 75% low sulfur coal and 25% high sulfur coal or 70% low sulfur coal, 15% high sulfur coal, and 15% petcoek (Monroe Power Plant). Ash samples are then subjected to hydrothermal conditions from 100-350 °C for 1-24 h at Los Alamos National Laboratory and leachate concentrations are measured by inductively coupled plasma-mass spectroscopy (ICP-MS) and compared to hydrofluoric acid digestion results. Experiments designed to aid in ligand selection and loading optimization show that di-(2-ethylhexyl)methanediphosphonic acid (H2DEH or DIPEX™) can be successfully loaded to a commercially available swellable organically modified silica (SOMS) media. Preliminary results show that DIPEX-associated SOMS surface loading can exceed 4x on a mass/mass basis and in simplified sorption experiments with Nd solutions (~pH 2), the DIPEX-SOMS media can sorb >90 mg Nd per g of media. Recovery of the sorbed Nd with low pH solutions has had low efficiency with the high (4 g DIPEX/ g dry media); however, near complete recovery was achieved with lower surface loadings (0.05 g DIPEX/ g dry media). Column experiments are being conducted to evaluate the optimal ligand/media ratio for repeated use. Completive sorption with Fe and other major cations are also being evaluated.

Since the early 1970's, the U.S. Geological Survey (USGS) has carried out exploration geophysical research on non-basemetal strategic mineral commodities, including uranium, lithium, gold, potash, and chromite. The chromite study (largely completed) and the potash study (still going on) carried out during the past 4 years have not been aimed at the discovery of new ore reserves, but instead were designed to complement exploration by private mining companies. The USGS has carried out research not normally conducted by these companies, but which can be used by them in their efforts to increase production of strategic minerals. Results of the chromite and potash studies highlight the importance of: 1) a laboratory-research phase (petrophysical and petrographic studies) at the beginning of work on any new commodity; 2) an operative or functional ore-deposition model to serve as a conceptual framework, and the necessity to continually test, refine, and modify it during the study; 3) indirect geologic/geochemical indicators, secondary associations, and the use of multiple physical properties; and 4) the use of a systematic inverse-cost sequential-exploration (i.e. lowest resolution and lowest cost first) strategy to keen the exploration economically reasonable. The keystone to the success of the study is frequent and substantive dialogue among geologists, geophysicists, and geochemists.

Reserve depletion in Central Appalachia is continuously creating unique ground conditions for underground coal mines with many of these difficult environments directly attributable to multiple seam mining and/or deeper overburdens. While many empirical studies have been performed in an effort to improve understanding of these problems along with potentially improving safety and extraction, many of the difficulties encountered lie outside of the normal realm of expected behavior. This is often the case when mining in bump prone ground, where additional concerns are introduced and design buffers are warranted. The boundary element software LaModel was used to study three bump events in a deep-cover, multiple-seam reserve located in Harlan county in the Kentucky region of Central Appalachia. This region is notoriously bump prone due to significant areas of deep cover, the presence of strong to massive lithology (such as sandstone), and an extensive history of underground mining that increases the probability of multiple seam interactions. Multiple seam interactions are best understood with respect to site-specific parameters, including both the geological and geometrical components of interburden, overburden and mine workings. Initially, empirical-based approaches (ARMPS/AMSS) were used when attempting to back-analyze the bump events. However, it was recognized that a more detailed investigation was necessary to understand the fundamental causes/conditions associated with the bump events. Consequently, the LaModel study resulted in a mine-specific calibration method for the reserve. With this method in place, enhanced bump prediction throughout the reserve is expected, such that the stability, recovery and safety of future mining may be improved.

Auriferous sulfide ores often contain very finely disseminated gold and other precious metal particles inside the sulfide crystals. The encapsulation of precious metal particles gives rise to the refractory nature of such ores to current extraction methods. As a result, these fractions are frequently lost in the tailings. The purpose of this work was to investigate the feasibility of pretreating these refractory tailings with bioleaching before employing standard extraction techniques such as cyanidation. Leadville gold ore tailings containing auriferous pyrite were first concentrated by froth flotation. The pyrite concentrate was treated for different periods of time with 12 weeks adapted thiobacillus ferrooxidans before cyanide leaching. The bioleaching of the concentrate before cyanide leaching increased the gold extraction from 32% to 95% and that of silver from 48% to more than 98%.

The stability of pillars in old mined-out districts is greatly dependent on the weathering action caused by moisture penetration into the pillar structure. Field observations in old mining districts indicated that this weathering action becomes critical in terms of the stability of the pillar if the coal seam contains parting or binder (layers of claystone or mudstone). The weathering action caused by moisture penetration over a long period of time degrades both parting and coal. However, it has been observed that the structural deterioration is more severe in parting. Moisture-penetration rates in parting and coal are different. The extent of the weathered zone in various layers of the pillar is primarily time dependent. This paper investigates, both in the laboratory and in the field, the effects of weathering action on coal and parting. In the laboratory, slake durability indices and uniaxial compressive strength tests for dry and saturated specimens are compared for coal. In the field, the in situ strength profiles for coal and parting layers are obtained, and the effect of time (in terms of the pillar age) on the strength profiles is studied An attempt was also made to establish formulae for time-dependent strengths of coal and parting.

The La Perla Mine, owned by Altos Hornos de Mexico, S.A., is located approximately 100 miles east of the City of Chihuahua in the State of Chihuahua, Mexico. The mine began operations in 1958. Existing ore beneficiating facilities, consisting of heavy media and jig plants, upgrade the ore prior to shipment by rail to the Altos Hornos steelmaking complex in Monclova. Sizable reserves of two distinct ore types, which were not amenable to treatment in the existing beneficiating plant, or usable in the blast furnaces, have been mined and stockpiled in order to uncover the treatable ores. One of these ore types has been labeled "Diseminado" ore, and is low grade containing approximately 42% Fe with sulphurs ranging from 1 to 2%. The other ore type has been labeled "Pulverulento" ore, and is high grade containing approximately 65% Fe and 0.1% S, but at 80% minus 325 mesh, is too fine grained for efficient sintering. Late in 1968, Arthur G. McKee & Company became involved with the problem of improving the above ores for their efficient and economical use in Altos Hornos' blast furnaces. Early in 1969 representative samples of Diseminado ore were obtained for laboratory bench-scale testing at the University of Minnesota, Mineral Resources Research Center. Concentration tests incorporating magnetic roasting, wet magnetic separation, high intensity separation, high tension magnetic separation, anionic flotation of apatite, cationic flotation of silica and oleic acid flotation of iron were performed. Laboratory testing was concurrently carried on at La Perla Laboratory, which resulted in plans to construct a 10 TPD pilot plant. The pilot plant was operational in September, 1969. Analyzing laboratory results as well as pilot plant results, Altos Hornos and Arthur G. McKee & Company metallurgists agreed that the most promising flowsheet for the low grade Diseminado ores entailed wet magnetic cobbing, desliming, and oleic acid flotation of the non-magnetic fraction. Dramatic economic and political reform is under way in the transitional economies of the world. Transition extends beyond the restructuring of a nation's economy and political thinking. It also affects social, cultural and even religious aspects of society. Transition is a long-term process and generally unstable as the pace of reform is rarely the same across the many spheres of society. As nations modify their economies, industrial activities - including minerals exploration, extraction, processing and trade - are also being affected, according to a Financial Times of London management report. Mining policies are being revised to encourage greater foreign involvement, while legal regimes are being rewritten to protect foreign investments. From India to Peru, and South Africa to Russia, countries have been preparing, improving and expanding foreign investment laws, mining codes and economic stimulus measures to accelerate their minerals development. Privatization of mining is proceeding in many nations. Meanwhile, corporatization of former ministries and government agencies responsible for mining is also occurring. According to Minerals and Mining in the Transitional Economies: Poised For the Future, common objectives in the restructuring of a mining industry are to enhance overall economic and industrial growth, improve efficiencies in mineral recovery and use, acquire newer, advanced technologies, reduce environmental repurcussions of mining and improve safety conditions. The nature of mining is changing noticeably within the transitional economies. The industry is becoming more re¬sponsive to market forces and private sector concerns. The new report examines the changing characteristics of mining in the transitional economies. These include nations moving from centrally planned to market economies, as well as countries in the midst of economic and political reform, including the liberalization of industry. Information is presented to help business planners understand the impacts of transition on mining activities and re-evaluate their longterm strategies and market development policies. The document is divided into 10 chapters. Five of them are devoted to the evolving mining industries of Russia, South Africa, India, Peru and China. These countries were highlighted because their minerals sectors are undergoing changes. These include the opening up of their resources to foreign mining companies. According to the report's author, mining in the transitional economies during the next decade will be characterized by: ? Continued rewriting of national mining policies to create more favorable investment climates. ? Increased exploration for gold and selected base metals in newly opened regions. ? Innovative project financing schemes involving multiple partners and international lending institutions, such as the European Bank for Reconstruction and Development (EBRD). ? Increased gold and copper ore production capacity resulting from new investment and expansion of existing operations. ? Continued geographical shifting of metallurgical processing facilities from developed to other mineral-producing nations. ? Privatization of state-owned mining and processing assets requiring advanced technologies for improvement or expansion. ? Increased awareness of environmental concerns in business decisions related to mining and metallurgy.

Coal is a major source of energy in the U.S. and more than 51% of the electricity used in the country is generated from coal. Coal cleaning prior to combustion is necessary and often accomplished using wet physical processes at coal preparation plants to remove impurities such as ash, sulfur, mercury. However, the resultant clean coal product still contains a significant amount of impurity due to the fact that impurities are not well liberated from coal particles ranging from several millimeters to inches in size at which wet cleaning processes take place. A cleaner coal product can be obtained if a cost-effective dry process is developed to further clean pulverized and thus better liberated fine coal at the power plants prior to its combustion. The benefit of such a process is a significant reduction in the cost of expensive post-combustion chemical cleaning processes such as flue gas scrubbing employed to meet the stringent environmental air quality regulations. In this study, a novel rotary triboelectrostatic separator (RTS) was investigated for its application to dry cleaning of fine coal samples acquired from the power plants in the state of Illinois. The pulverized fine coal contains well liberated ash and pyrite minerals and is an ideal feed to the triboelectrostatic separator for further cleaning without the use of water or any chemical reagents. The proprietary rotary triboelectrostatic separator (RTS) is characterized by an innovative high efficiency rotary charger, charger electrification, laminar air flow, and specially designed electrodes. Compared to existing triboelectrostatic separators, the rotary triboelectrostatic separator offers significant advantages in particle charging efficiency, solids throughput, separation efficiency, applicable particle size range, etc. Testing with several fine coal samples has demonstrated that this technology can significantly reduce ash content with a process efficiency similar to or better than froth flotation. Important process parameters such as charger rotation speed, injection and co-flow rate, feed rate were investigated for their effects on separation performance.

Friction Rock Stabilizers, trade name II Sp 1 it Sets'" have been under research and development by the author and the Ingersoll-Rand Company since February of 1973. The United States Bureau of Mines and the Mines Enforcement and Safety Administration as well as many mining companies have cooperated in field testing the device. Split Set rock anchors are distinctively different from the widely used mechanical rock anchors or fully grouted rock anchors. They control ground movement internally in a manner that allows controlled deformation during the early phase of the ground reaction curve but then, as secondary creep develops, anchorage per unit length increases and they serve to strengthen and stabilize the opening for long periods of time. The history of research and development of the Scott Split Set rock anchor system with accompanying laboratory and field test data is presented in this paper.

The pioneers in pressure hydrometallurgy have provided a solid foundation during the past four decades. The pressure techniques are now capable of being used to push back the frontiers in the winning of metals. Pressure hydrometallurgy has been used to meet the objectives of extracting metals; purifying metal solutions, recovering metals; and rendering waste streams acceptable for disposal to waste repositories and the environment. Some examples of each of these functions are briefly reviewed. The applicability of pressure techniques to the recovery of precious metals is discussed.

This paper describes research being undertaken by the Chamber of Mines Research Organization (COMRO) which is designed to assist the continuous miner operator and section foreman in the performance of their jobs. The project will initially provide visual assistance to the miner operator, and later will semi-automate the mining (cutting) process. Using a technique known as "RF tagging," the project will also provide real-time or near-real-time information about the performance of the loading and hauling units to the section foreman, allowing him to quickly detect problems and take action where appropriate. The project is based upon the application of currently available technology, and the first phase is scheduled for in-mine testing within the next year.

The potential health effects of quartz-bearing airborne dust in mine and mill atmospheres point to the need for the quantification of quartz content in the source material for determining the source-sink relationships and for choosing applicable control measures. While a standard method exists from a regulatory point of view for the sampling of coal mine atmospheres for determining (i) respirable dust concentrations and (i) the amount of quartz in thesamples, there is no generally accepted standard method for quartz analysis in bulk samples of coal and host rocks. Generally, the bulk sample is reduced to a powder for producing quartz analysis samples. Extensive controls are necessary to ensure representativeness of the analysis samples when these are very minute fractions of the bulk samples. Since the amount of analysis sample is not limited, alternative methods for quartz analysis may also be tried. It is, however, necessary to adopt a procedure which will satisfy several statistical requirements to guarantee representativeness of the quartz analysis samples. In this paper, the important factors in the preparation of quartz analysis samples from the host rocks and bulk samples are discussed. The method developed to prepare the analysis samples is outlined. The results of application of the procedures are presented. The procedure developed for quartz analysis sample preparation is based on sound statistical foundations. The procedure has been validated for reproducibility and homogeneity.

Cyanide is highly toxic to humans and other organisms. Concentrations of RCN as low as 0.05 ppm can be lethal to fish (Scott and Ingle', 1981). In wet climates and in colder climates where natural degradation is slow, it is becoming mandatory to destroy cyanides in effluents before they can be discharged. The disposal of spent gold ore as tailings from cyanide heap leach processing facilities is a matter of concern to the public, the mining industry, and regulatory agencies. South Dakota mining laws and regulations require that spent ore be neutralized to a suitable level with respect to cyanide before disposal (Durkin, 1990). To safeguard the environment and protect ground-water and surface-water supplies adequately, a reliable test is needed to determine the amount of cyanide in the solid spent ore.

Meldon Quarry is a seemingly rare occurrence of acid rock drainage (ARD) in a quarrying operation.4 With surface waters discharging to a tributary of a salmon-bearing river, it is subject to stringent discharge conditions. The quarry predates effective environmental management, and preventative, control and treatment measures were not implemented until relatively recently. However, retrospectively implementing standard preventative approaches at the site is costly, technically difficult and of uncertain benefit. This paper overviews the recent site history and introduces data from a demonstration by KEECO (UK) Limited of its Silica Micro Encapsulation (SME) water treatment technology.

Production scheduling is an integral part of intermediate- and long-range open-pit mine planning, affecting equipment selection, manpower requirements and project economics. The development of mining phases, or pushbacks, is discussed in conjunction with generating the best spatial extraction sequence. An approach to scheduling production from these mining phases is then described. Using computers and a production scheduling algorithm, the impact of cutoff grade and advanced stripping policies can be evaluated through sensitivity studies to maximize the return on project investments.

This paper provides a summary of the studies performed over a period of more than fifteen years by the Italian National Research Council's Mineral Processing Institute in Rome to develop applications for the use of chelating reagents in the flotation of metallic minerals. A description is given of the various phases through which the studied progressed, starting with the combined use of commercial chelating reagents and a neutral oil and then moving on to the synthesis of new long-chain chelate collectors for the flotation of sulphide and oxidized Pb, Zn and Cu minerals. After a series of preliminary tests which confirmed the possibility of floating various metallic minerals with commercial reagents containing chelating groups exerting specific action on given cations, the studies were addressed to the development of a theoretical method of choosing chelating groups that exert selective action on one metallic mineral rather than others. The theoretical approach was based on thermodynamic data concerning the chemical equilibria in solution. The validity of the method has been proved in numerous cases by flotation tests on pure minerals. Subsequently the research was directed towards the design and synthesis of reagents with a mixed aliphatic-aromatic structure containing chelating groups for Pb and Zn and an alcoxyl chain of various length, position and configuration. The flotation results obtained on oxidized and mixed Zn-Pb ores provided interesting pointers for designing the nonpolar portion. The structural criteria identified via these studies were interpreted on the basis of chemical and steric considerations. A description is given of a new synthetic chelate collector which is effective in the selective flotation of Cu minerals from complex sulphides. The fact that this reagents is more selective than xanthate is demonstrated by comparative flotation tests on actual ores.

Basement rocks in southern Oklahoma are divided into two groups. One group is the Lower Cambrian Wichita Igneous Province, a diverse igneous suite that crops out in the western Arbuckle Mountains and in the Wichita Mountains. These largely bimodal igneous rocks were emplaced in an intracratonic-rift environment. The other group, the older, is a set of Precambrian rocks of the Eastern Arbuckle Province, yielding ages between 1,350 and 1,400 Ma, exposed in the core of the eastern Arbuckle Mountains. These are deeply eroded mesozonal granitic rocks and associated granitic gneisses cut by numerous dikes ranging in composition from diabase to rhyolite. The southern Oklahoma igneous rocks have long been utilized mostly as dimension and crushed stone. Most of the early quarries were in granite of various red hues for monuments and facing stones. Large crushed-stone quarries are now exploiting both granite and rhyolite, which is used chiefly as aggregate and railroad ballast. The exposed basement rocks in Oklahoma represent an underdeveloped and accessible resource.
