An independent technical audit by a consultant is part of the accountability process of publicly owned or publicly quoted companies when raising finance through share issues or loans or the sale of equity, and of banks or development funds when granting loans. Africa is undergoing a renaissance in investment in its mining industry. It is forecast that capital investment, in major mining projects in Africa, will be over US$ 4.4 billion, in the next few years. Most, if not all, of the capital to be raised will require an independent technical audit. The aim of this paper is to assist the management of mining companies seeking finance in appreciating the role of such technical audits. The reasons for such audits, especially to attract international investment, are listed. The role of the audit is explained in assessing the underlying robustness of the company as ?a going concern? and the viability of any ?expansion plans?. Its use is emphasised in establishing the underlying value of the company based on the mine life as supported by the mineral reserves. The independent consultant role is stressed as a representative of the parties in a finance deal who cannot, in practice, carry out their own detailed and specialized technical due diligence. The various components of a typical audit are examined with examples of critical matters which may require resolution. The definitions, which are used commonly in audits, in respect of competence and reserves and resources, as stated by various regulatory bodies, are compared.

The results of over 900 coal strength tests done during the period 1993?1994 for the SIMRAC project COL021A were re-analysed with a view to find a method to delineate areas or seams that can be grouped together for analyses of coal strength and strength decay characteristics. It was confirmed that the strength of a coal specimen increases linearly with increasing diameter-to-length ratio and decreases exponentially with increasing size of specimen. However, by extrapolation of the data, it was shown that beyond a diameter of approximately 2 m, the size effect is insignificant. For larger specimens, the diameter-to-length ratio (referred to as the width-to-height ratio for full scale mine pillars) alone continues to influence the strength. The slope of the linear strength vs. diameter-to-length ratio relationship is independent of the size of the specimen and is not unique for coals from different mines. However, the intercept of that relationship is unique and is a function of specimen size. This offers a previously unknown method to distinguish between the coals from different mining areas and coal seams. Kriel Colliery has experienced some sub-standard blast results on the overburden. Blast results are considered poor when the fragmentation is too big, back break into the new highwall, capping is experienced and/or excess overburden material is thrown into the void. Poor blasting leads to lower productivity, equipment breakdowns, and poor drilling and blasting results on the adjacent blast, contamination of coal or loss of coal. A simulation was developed in Microsoft Excel to model blasting results while changing various parameters. From the simulation results, it could be seen that a change of blast design could be beneficial. As an example, smaller drilling patterns were simulated (10 m x10 m to 8 m x8 m, and 8 m x8 m to 7 m x7 m in Pit 5 and Pit 6 respectively) in combination with changes in explosives (P700 emulsion vs. ANFO) and drill bit diameter (311 mm vs. 251 mm). The results show that each of the options has a specific scenario that will be most beneficial to the mine. These results are quite specific and subject to variable inputs. The purpose of the example is to demonstrate how the simulation can be used as a tool to asses blast design variations.

The seismicity of the Witwatersrand Basin and Bushveld Complex has been analysed, revealing significant differences in source and damage mechanisms. A comparison of mining taking place at similar depths and extraction ratios indicates that the seismic energy release rate is considerably lower in the Bushveld Complex. Technologies introduced in the past decade to manage the risk of rockbursting are reviewed and assessed. These include geophysical methods to detect hazardous structures ahead of mining, new mining layouts and support systems, and the mechanization of in-stope processes. Despite important differences in geology, in situ stress, mining layouts and methods, there are many opportunities for the reciprocal transfer of knowledge, experience and technology between the gold and platinum mining sectors to improve the management of the rockburst risk.

The slags produced by the Imperial Smelting Process (ISP) are based on the system ZnO-?FeO?-Al2O3-CaO-SiO2. The slag chemistry is important to the process since it determines the fluxing practice and the operating temperature of the furnace required to produce fluid slag. The paper presents the results of the first systematic experimental investigation of these ZnO-containing slags in equilibrium with metallic iron, and provides information on the primary phase fields and liquidus temperatures in these slags over the range of compositions used in ISP practice. A feature of the slags is the presence of alumina, which has a major influence instabilizing the spinel phase. This information presented in the form of pseudo-ternary sections ZnO-?FeO?-(Al2O3+CaO+SiO2) enabling the data to be readily used by plant engineers. In this study, the general case of semi-batch precipitation of nickel hydroxide, Ni(OH)2, is modelled. In practical terms, this precipitation may occur at high ionic strengths, and therefore the model for solution chemistry requires a thermodynamic model that is applicable for these non-ideal systems. The activity coefficient model used is the ELEC-NRTL. The simulation of the solution chemistry is performed using AspenPlusTM, which is a steady-state process simulation program. This allows for rigorous evaluation of the solution speciation, and hence the degree of supersaturation which dictates the precipitation kinetics. The solution chemistry provides the basis for predicting the formation of solids. The model consists of a solution chemistry part and a solids formation part. The inputs to the model include the initial concentrations of the streams entering the reactor, kinetic parameters for the precipitation processes, and a particle size distribution obtained from experiments. The solids formation part of the model employs the method of moments for the evaluation of the population balance. The population balance accounts for total particle number, and the formation and increase in size of particles across the entire particle size range. This balance requires kinetic parameters for the processes of nucleation, growth and agglomeration. Using optimization routines inherent in AspenPlusTM, parameters for the rate of nucleation, growth and agglomeration may be extracted from experimental particle size distributions. These are then used in the model to extrapolate to other conditions. Once an understanding of the kinetics of the precipitation processes is gained, the model provides a predictive tool for optimization of these kinetics, in order to increase the overall particle size and therefore improve solid-liquid separation. The work is deemed to be significant as it sheds some light on solids formation processes involved in precipitation?including nucleation, growth and aggregation?and develops a predictive modelling tool applicable to solutions of high ionic strength. We argue that this dewatering of suspensions is affected significantly by particle size distribution and surface properties of the solids formed by precipitation. This modelling tool should facilitate the design of solids formation processes where downstream dewatering is enhanced.

The equilibrium distribution of Cu, Fe and Ni between Cu-Ni-Fe mattes and Pt alloy was measured as functions of the sulphur partial pressure (pS2), oxygen partial pressure (pO2),temperature and Fe content of the matte. The distribution ratios of Cu, Fe and Ni between matte and alloy were independent of oxygen pressure when the pS2was fixed at 2.5x10-5atm and pO2was varied between 10-15and 10-12atm. The distribution ratio of Cu, Fe and Ni increased as the sulphur partial pressure increased. The Cu and Ni distribution ratios decreased with increasing temperature and the Fe distribution ratio increased slightly over the temperature range of1350?1500°C. For mattes where the proportions of Cu and Ni were kept constant, the distribution ratio of Cu increased as the Fe content in the matte increased. The Fe and Ni distribution appeared to be independent of the iron content in the matte and had a value of 1.2 and 1.6 respectively. The activity of Cu, Fe, Ni in the matte was calculated using a regular solution model for solid Pt-Fe-Ni-Cu alloy. The activity coefficient of Cu, Fe and Ni decreased as pO2and pS2increased.The activity coefficients also appeared to be independent of the Fe content and temperature over the range of 36 to 54 wt% iron and 1350 to 1500°C respectively. INTERNATIONAL SOLVENT EXTRACTION CONFERENCE, 1971 The Society of Chemical Industry has agreed to sponsor an International Conference devoted to the science and technology of solvent extraction. This will be held in The Hague in the Netherlands during the week commencing 19th April, 1971. The organisation of the Conference will be in the hands of a Conference Committee under the chairmanship of Mr B. F. Warner. The emphasis of the Conference will be on technical solvent extraction of both inorganic and organic substances, including basic principles and practical applications. Sessions are envisaged covering the chemistry of solvent extraction, industrial processes and economics, the performance of contacting equipment and the underlying phenomena involved, and the response characteristics and control of such units. The Conference Committee will welcome offers of papers for presentation at the Conference. In the firts instance, intending authors should submit a preliminary title and an indication of the scope of their contribution to the Conference Secretary: Dr. C. SOUTH AFRICAN TUNNELLING CONFERENCE TO BE HELD IN 1970 A South African Tunnelling Conference, to be known as TUNCON 70, is to be held in Johannesburg during the latter half of July, 1970. South Africa, in common with other countries, has a vital and growing interest in tunnelling. Apart from the 800 kilometres of tunnel excavated annually in the gold mines, the 82 kilometre-long Orange-Fish Tunnel is being driven to carry water from the Orange River to the drier areas of the Eastern Cape Province. This and the realization that services such as water and transport are increasingly being carried underground in various parts of the world have emphasized the need for a forum at which the technology and potential of tunnelling can be discussed. TUNCON 70 is being supported by three professional engineering societies representing some 6,000 engineers, namely, the South African Institute of Mining and Metallurgy, the South African Institute of Civil Engineers and the South African Institution of Mechanical Engineers, as well as by the Geological Society of South Africa. The conference has three main purposes. Firstly, to pool and exchange expertise by authorities on tunnelling; secondly, to discuss future developments in tunnelling technology with the aim of making those concerned with long-term planning aware of the potentialities of tunnelling; thirdly, to propose standards for tunnel shapes and sizes. Adoption of standards for tunnelling equipment and accessories would be a major step forward in improving tunnelling efficiency. The five themes of the conference will be: tunnel utilisation, exploration, design, construction and standards. The conference will be held at the University of the Witwatersrand, Johannesburg, from 21st to 24th July, 1970. Because of problems encountered with conventional timber supports, a system of concrete sausageshaped support pillars was tested. The pillars are 3 m long, 0,6 m wide, and between 70 and 80 cm high (the height of the stoping width). They consist of bags filled with a grout of cement (slagment and sand in the ratio of I :2, and are installed in a staggered pattern 6 m apart on dip and 2 m apart on strike. These support packs have proved successful, and, although they cost more than the timber supports formerly used (R4,63 per cent are supported as against R2,26 for the conventional timber pack), their use is felt to be justified when account is taken of the costs of lost production and low productivity due to the bad hangingwall conditions that occurred with the conventional system.

After a brief description of the structure of these technologies? development under COMRO?s stewardship, the paper turns to an overview of the structure of innovation within which these hydraulic technologies were developed. A central focus of this paper is systematic review on whether similar technologies are likely to emerge in the present system of innovation and the role played by innovation policy.

Computer Integrated Mining (CIMG) is a process of using computer networks to transform islands of enabling technologies into a highly interconnected mining system. CIMG involves the integration of advanced technologies at various levels in the mine business to achieve higher flexibility, better quality of processes and control, and improved profitability. Justifying the benefits of CIMG are difficult as many of the advantages are derived from improved flexibility, quality, and control. Justification is based on the evaluation of the benefits to be gained, compared to the required capital investment. Management tools used in mining are currently inadequate in assessing the value of advanced technology whose benefits are primarily qualitative. A key aspect of successful implementation is management acceptance, which has to be won through the capability to justify the technology?s financial costs and the true value of all of its benefits. The manufacturing industry faced similar justification difficulties when adopting advanced technology in factories. A significant amount of funding and research was invested in developing management strategies and approaches to justification. Many of the problems that faced the transformation of the manufacturing industry in the late Eighties and early Nineties are now facing mining. The solutions derived for manufacturing may help mining in its transition to an increased reliance on integration technology. Reviewing the industrial history of computer integrated manufacturing identifies several tools and strategic frameworks that can be adapted for mining. This paper describes the decision to implement and then the implementation itself, through trials, of electronic ?Smartdets? over previously used shock tubes. It concludes that Mufulira Mine has become the first mine in Zambia to convert 100% of its stoping to ?Smartdets?, because the Mine?s management was prepared to look beyond the unit cost of product and were ready to look at the broader picture of cost effectiveness and increased productivity.

The equilibrium nitrogen solubility in the CaO-SiO2system was studied by a slag-gas equilibration technique, in graphite crucibles at 1823K under a CO-N2 atmosphere. The nitrogen content of the slags was determined by the Kjeldahl method. A reliable technique was used to obtain an initial nitrogen content in the master slags, from the addition and pre-melting of silicon nitride. Reduction of silica by graphite was found to occur during the equilibration experiments, resulting in compositional changes of the slags. The results were extrapolated to equilibrium by kinetic evaluation of the data. The nitrogen solubility showed good agreement with the result of Suito and Sano, while Fruehan?s results were lower. However, the results of the present study do not support the maximum nitrogen solubility values found by Sano.

The practice of pumping gases which inhibit combustion for purposes of controlling or extinguishing mine fires is now universally accepted. The practice has been used many times in coal mines in India and the experiences are reviewed. The procedures relating to a membrane based nitrogen generator and to a combustion gases generator are described. The physical properties, practical requirements and economic implications of using different gases is briefly reviewed. Some aspects of the practice as related to mine fires in certain collieries in other countries are dealt with.

The paper deals with the technologies required for opening up anew idealized ultra-deep level mine. First the overall philosophy of accessing ore at ultra depths is discussed. Then the individual technologies which will be required are explored. Finally a detailed overview on one of the key technologies, namely tunnel support, is given. Because this project is still in its infancy, few definitive answers are provided; instead each of the envisaged technologies are briefly discussed, with emphasis on those which require the element of speed for rapidly accessing the ore body.

Raw material fed into a processing or refining plant is required to be uniform in composition for several reasons. When the mined ore is highly variable in quality the only way to ensure consistency is to homogenize the ore prior to the process. The problem is more complicated in the case of multiple ore sources. The idea behind the research is that theoretical blending ratios can serve not only to meet predefined specific criteria but also to reduce grade fluctuations of variables under consideration. In this paper, the problem is formulated as a quadratic programming problem, whose objective function is in quadratic form and constraints are linear. A case study was conducted on a data set from an iron orebody to demonstrate the technique. The objective was to minimize the blend variability in terms of each variable (in this study, iron, silica, alumina and lime) grade of ores extracted in three different production faces. The stockpile capacity, lower and upper limits of each variable satisfying operational requirements and non-negativity were constrained to the model. A modified simplex method developed by Wolfe was used for solving the blending and homogenization problem. The promising results can be used as apart of the stacking and reclaiming design. A bubble population balance model is proposed for the prediction of Sauter mean bubble diameters in mechanical flotation cells. In the model, the flotation cell is treated as two separate, statistically homogeneous zones?the impeller zone, and the bulk tank zone. Balance functions for the rates of bubble breakage, coalescence, recirculation and inlet-outlet events are proposed based on classical chemical engineering research in two- and three-phase fluid mixing systems. An initial simulation of the population balance model shows trends in bubble size distributions comparable to measured distributions in industrial mechanical flotation cells.

What separates the support of mining openings from the support of similar civil engineering structures is the fact that mine openings have to survive large deformations as a result of changing stress conditions induced by progressive mining. Steel fibres impart to concrete and shotcrete a high degree of ductility which not only allows the shotcrete and concrete linings to absorb important rock movements but also to increase its bearing capacity by a redistribution of the loads. A range of applications will be discussed technically and economically.

Small replacements of C12-trithiocarbonate (C12-TTC) for dithiocarbonate (DTC)/dithiophosphate (DTP) in a reagent suite for the flotation of platinum group metals (PGM) have significantly improved the rejection of gangue. Coupled to this is an improvement in kinetics, grade and recovery of PGMs. In a pilot-plant trial, after a 5 mole per cent replacement of the current DTC/DTP collector combination by C12-TTC, large opaque bubbles were replaced by small clear ones. In addition, a similar flotation response was realized with one-third of the current depressant dosage. During a preliminary plant trial on underground UG2 ore, the initial rougher concentrates were characterized by higher PGM concentrate grades and this was in part due to improved chromiter ejection. The concentrate produced from the TTC trial also exhibited a much finer particle size distribution. The overall circuit performance, which included secondary regrind and flotation, showed an increase in concentrate grade of approximately 44% while the tailings grade remained unchanged
