High-pressure, high-temperature hydrogenation of coal has been known and practiced for many years. A full' understanding of the mechanism in this process by which coal is converted to oil and gas must rest on a critical interpretation of the manner in which external variables influence the rate and the course of the coal-hydrogenation reactions. Same Bureau of Mines studies on the effect of temperature, catalyst, and rank of coal on these reactions have been published. The effect of pressure was not studied in this earlier work, and the effect of reaction time was complicated by the interruption of long reaction periods in order to refill the autoclave with hydrogen. It is the purpose of this paper to present data from more recent autoclave experiments that extend the results of Storch, et al, on the kinetics of coal hydrogenation. These data must be explained by any comprehensive theory of coal hydrogenation; their detailed evaluation, however, will be deferred until a later publication.

The pendant drop interfacial tensiometer is being used to study interfacial phenomena that influence the production of crude oil. A description of the instrument showing the modification of the cell and cell holder is presented. The modified cell and cell holder allow formation of a precise and reproducible drop size, and the image of the drop is easily alined and focused. Interfacial tension measurements and observations of film formation can be conducted at various temperatures with the jacketed cell.

The lack of good communication is a very real problem in mine emergencies. Sometimes critical information is not communicated to those who need it to make decisions. At other times, those on the receiving end of a warning do not think to ask the right questions. What happens in underground coal mine fires is a case in point. The authors interviewed 48 workers who escaped three serious fires in western Pennsylvania. In each case the location of the fire was known but did not get communicated to many of those who had to evacuate. Sometimes, even the nature of the problem was not clearly communicated. Some workers began their evacuation knowing nothing about what was happening. In an effort to improve emergency communication National Institute for Occupational Safety and Health (NIOSH) researchers worked with safety professionals to determine what sorts of information are critical in a mine emergency. An extensive list was generated, which proved too long to be remembered by individuals. The list was therefore collapsed into six categories. A communication protocol was derived from these categories.

Steel liner plates, which are bolted together to form a shell, are commonly used to provide temporary protective linings in the tunneling industry to ensure the stability of the tunnel and safety of the workers until more permanent ground reinforcement can be installed. As the ground deforms to try and close the opening, the liner plate is radially stressed, and by deforming redistributes these loads back to the surrounding insitu earth. Grouting behind the plates is done to fill any voids and ensure uniform contact to the strata around the back of the plates. Another function of the liner plate in some applications is to act as a platform or structure for the mining machine to react against in order to develop the necessary forward thrust to be able to excavate the face. In this case, the liner plates are loaded axially as a horizontal column of bolted liner plate rings, creating a jacking force against the liner plate assembly. In general, the buckling strength of the plate sections determines the jacking force capacity. Historically, the jacking force capacity of tunnel liner plates has been theoretically determined by some simplistic equations developed from tests of single liner plates. Recently, full-scale tests on a complete circular section of bolted liner plate ring segments have been conducted in the NIOSH Safety Structures Testing Laboratory using the unique Mine Roof Simulator to apply controlled loading in a manner that simulates the real world environment. Due to the unique size and capacity of the Mine Roof Simulator, these are believed to be the first full-scale tests conducted on the jacking force capability of tunnel liner plate rings. These tests indicate that the previously used theoretical equations tend to over predict the jacking force capacity of these tunnel liner plates. Unanticipated deformations in the field have been observed at loads below these theoretical design loads, therefore, a more accurate determination of the jacking force capability was needed. This report summarizes the full-scale test results, examines design parameters that impact the jacking force capability, and develops new mathematical models to improve the prediction of design loads.

In an effort to increase productivity, many longwall mining operations in the U.S. have continually increased face lengths. Unfortunately, the mining of larger panels may increase methane emissions. The National Institute for Occupational Safety and Health (NIOSH) conducted a mine safety research study to characterize and quantify the methane emissions resulting from increasing face lengths in the Pittsburgh Coal-bed. The goal of this research effort was to provide the mine operator with a method to predict the increase in methane emissions from the longer faces for incorporation of additional methane control capacity into the mine planning process, if necessary. Based on measured methane emission rates of 0.066 m3/s (140 cfm) for a 315 m (1032 ft) face, projected longwall face methane emission rates were 0.090 m3/s (191 cfm) for a 366 m (1200 ft) face, 0.106 m3/s (225 cfm) for a 426 m (1400 ft) face, and 0.124 m3/s (263 cfm) 488 m (1600 ft) face.

This preliminary paper is intended to answer briefly some of the inquiries coning to the Bureau of Mines regarding the so-called "paraffining", of oil wells and methods of preventing and remedying that trouble. The increased difficulties in operation and the losses of production caused by the deposition of gummy and waxy hydrocarbons, commonly called paraffin, in the wells, tubing, other pumping equipment, and in the pores of the productive sands, have long been recognized but the trouble has not been overcome. The nature and causes of the trouble, together with some of the possible methods by which it may be diminished or overcome, are outlined below. Character of the Peraffining Materials. The so-called paraffin that collects in oil wells end in the pores of the oil-producing sands immediately around the wells, is generally made up of amorphous wax or uncracked paraffin, asphalt, or other gummy hydrocarbons mixed with more or lees water, oil, and inorganic silt. Some of the samples of this "paraffin" collected from oil wells in different fields and examined by the Bureau of Mines contain as mach as 20 per cent by weight of water and inorganic silt, whereas other samples are composed entirely of waxy hydrocarbons and oil. The inorganic silt accompanying this "paraffin" is mostly fine sand, clayey materials, common salt and finely disseminated precipitates of calcium and magnesium carbonates. Sulphates of calcium, barium, and strontium are less common constituents of the "paraffin."

The manufacture of lubricating oils from wax-bearing crude petroleums involves the removal and recovery of the paraffin wax contained in the lubricating distillates. During this process several intermediate products are formed, among them the mixture of waxes and oils known to the refiners as "foots oil." Because of its complex character, foots oil is little understood, and therefore methods of handling it in refineries are often inefficient. The Bureau of Mines is studying the manufacture of lubricating oils, and during the work has investigated the redistillation of foots oil. This report gives in brief the results of the investigation, and recommendations based upon it.

Well-prepared personnel and an effective emergency response plan are essential components of any emergency command center. Unfortunately, evaluating emergency preparedness is often difficult until a disaster actually occurs. For example, unexpected events may develop during an emergency that were not considered during the planning phase. Also, the command center may need to cooperate with organizations that it has not worked with previously. Preparation can be especially difficult for smaller or remotely located command centers, or those with limited resources to conduct mock drills. This paper explores the potential of using the Internet to teach and evaluate command center skills. The National Institute for Occupational Safety and Health (NIOSH) is developing an Internet-based, computer simulation training package for the mining industry. Trainees will play the role of command center leaders at a mine, while the actions of other individuals and organizations are simulated. Trainees will be able to test their emergency response plans and learn valuable lessons from past mine emergencies. Nationally recognized experts will be able to create new training scenarios and make them available to mines throughout the U.S. This product should better prepare command center personnel for large-scale disasters such as fires and explosions. The term "konimeter" is used generally to designate a type of dust-sampling instrument that collects the dust from a small volume of air by impingement on a glass plate prepared aced with an adhesive film. The konimeter was first developed by Sir R. N. Kotze about 20 years ago and was followed a few years later by the circular-type konimeter, by which a number of samples may be collected on a glass disk. The present discussion will be confined to the circular type, as it is used most. Various techniques have been developed for using the konimeter, and many materials, such as petrolatum, mineral oil, and glycerine jelly, have been used in preparing the adhesive film. In South Africa, Australia, and Canada, where the konimeter has been employed most widely, dust samples are treated by ignition and washing before being counted. In Canada the dust samples are collected on a disk of special heat-resistant glass prepared with a film of mineral oil; the disk is then heated to a dull cherry-red in a muffle-furnace to remove the film and organic matter, cooled, and washed with a few drops of 50-percent hydrochloric acid followed by distilled water and alcohol, and then heated again to remove residue left by evaporation of the alcohol. After this treatment, the dust samples are counted under a magnification of 150 diameters with dark field illumination.

"Eicosanoids and cylokines produced by the pulmonary alveolar macrophage (PAM) are key mediators for the defensive role this cell plays in neutralizing the inhalation of particulate dusts and foreign microbes. However, these factors are also mediators of inflammation and their uncontrolled release may cause the lung injury and liorotic changes observed in individuals exposed occupationally to mineral dust. In vitro studies have suggested a link between the production of certain eicosanoids and cylokines released from the activated PAM. To this end, we have studied the release of eicosanoids (PGE2, TXB2 and LTB4) and cylokines (IL-1 and TNF) by cultured PAM, obtained from healthy human volunteers by bronchoalveolar lavage under basal culture conditions and following acute exposure to provocative agents such as the endotoxin lipopolysaccharide (LPS) and mineral dusts including silica. Studies were also carried out in the presence of specific cyclooxygenase inhibitors. The addition of LPS (10 µg/ml) to the culture medium produced a significant increase in PAM release of the eicosanoids: PGE2 (3.5 fold over baseline), TXB2 (2.8 fold over baseline) and LTB4 (4 fold over baseline). LPS also elicited a 2.5 fold elevation in IL-1 from these cells and a 9 fold increase in TNF release. The cyclooxygenase inhibitor, ibuprofen, significantly inhibited the LPS-induced rise in PGE2, TXB2 and TNF but had only a modest suppressive effect on IL-1 release. Exposure of these cells to silica dust elicited a similar augmentation in eicosanoid and cylokine release which was neutralized by prior exposure of the cells to ibuprofen. These results suggest that the enhanced production of eicosanoids and cytokines by PAM exposed to endotoxins and/or mineral dusts may be linked and that inhibition of eicosanoid release is linked to the production of TNF. IL-1 release however is not effectively neutralized by cyclooxygenase inhibition.INTRODUCTIONThe initial pulmonary cellular response to inhaled mineral dust involves the elaboration of potent inflammatory mediators from the pulmonary alveolar macrophage (1). These mediators include the eicosanoids (oxygenated metabolites of arachidonic acid) and cytokines (intercellular peptides) which are released into the alveolar space by the interaction of mineral dust with the PAM surface membrane. The eicosanoids and cytokines promote local nonvascular and vascular smooth muscle contractility changes, elicit the recruitment of additional mononuclear cells into the alveolar space, and enhance the activation, growth and differentiation of lung fibroblasts (2). In this study we sought to examine whether eicosanoid release and metabolism are linked to cytokine release when PAM are activated upon exposure to endotoxin or mineral dusts. Modulation of these pathways through inhibitory pharmaceutical agents may help attenuate the Injurious effects caused by a sustained release of these proinftammatory intercellular factors (3). To that end, we have studied the in vitro effects of endotoxin and silica on eicosanoid and cytokine release from cultured PAM obtained from healthy human volunteers."

Electronegativities of the rare-earth elements were calculated from heats of formation. The values obtained from different compounds varied widely. The postulates of Pauling's electronegativity theory were interpreted for bonds that are primarily ionic; the study showed that many compounds obey rules of the form expected. Revised electronegativity values are given for the more electropositive elements, including the rare-earth metals (which are near magnesium in electronegativity). Estimates of un-known heats of formation are made from electronegativities and are compared with other estimates. INTRODUCTION Calculation of the electronegativities of the rare-earth elements is interesting to show how these metals stand relative to the other metals and to each other, and also possibly to systematize the thermochemical data on them.

The National Institute of Occupational Safety and Health has classified diesel exhaust as a potential human carcinogen. Though standards for diesel particulate matter (DPM) in the work place have not been established, concern for the health of miners is prompting mine operators to consider methods for reducing worker exposure to diesel exhaust. Approach One of many methods for reducing DPM being investigated by the Bureau of Mines is the use of additives in diesel fuel to improve combustion. Research Results Three fuel additives have been tested in Caterpillar and Deutz diesel engines which are similar to types used in underground mines. One iron-based additive containing ferrous picrate had no effect on emissions. A second iron-based additive containing ferrocene reduced DPM between 5 and 45 pet depending on engine operating conditions. The 37-pct reduction for an 8-minute duty cycle, which includes a wide range of transient loads and speeds, is considered to represent in-mine performance.

A variety of dynamic failure cases with regional impact were described at a bump symposium held in 1958. These types of events, while rare, are of particular interest because their ability to impact a large area has disaster potential. These cases can be grouped into two broad classes of events by mechanism. These are (1) slip along steeply dipping faults and (2) fracturing of strong strata above, or below, the coal seam. Both failure modes produce dynamic or ?shock? loads on the perimeter (roof, rib, floor) of mine openings. Special consideration should be given to these failure modes in planning of deep coal mines since their occurrence is not within the professional experience of many contemporary workers, and their potential is not evaluated by many of the analysis tools commonly used to evaluate hazards in coal mine plans.

Recent employment figures (taken from the Mine Safety and Health Administration's database) indicate that the number of independent contractor' employees working in the coal mining industry has doubled over the past ten years. As their numbers increase, they become a more visible segment of the industry. [ ] Increased exposure to mining hazards has also brought an increase in the number of fatalities involving independent contractor workers. One gauge that is traditionally used to evaluate the overall safety of an entity is the "number of fatalities." Over the five-year period from 1985-89, 27 independent contractor employees were fatally injured while working on coal mine property. This number increased to 45 fatalities during the subsequent five-year period from 1990-94. Nearly half of these fatalities (47%) were due to accidents involving powered haulage (See Table); 13% were electrical accidents; and 9% were machinery accidents. Combined, these three accident classifications accounted for 69% of all coal nine independent contractor fatalities. Information taken from fatality data is an important piece of the safety puzzle; however, other variables need to he examined in order to better define contributing factors associated with accidents. More specifically, information on trends in fatal and nonfatal accident and injury data is necessary before deciding what approach should be used to improve safety. In order to implement appropriate safety strategies, it is important for safety practitioners to examine all available lost time accident and injury information. The following coal industry data sites specific and present trends of independent contractor employees working in underground locations at coal mines, surface areas of underground coal mines, surface coal mines, and preparation plants. The data compares employment and accidents for time periods at the beginning and the end of a ten-year span from 1985 to 1994. Because the number of incidents involving independent contractors in certain accident categories during any one year may be small, three-year totals are used; the first three years (1985-87) of the ten-year period are compared with the last three years (1992-94). Interest in training evaluation in the mining industry was piqued with the promulgation of Title 30, Part 46, of the Code of Federal Regulations. Under Part 46.3, a training plan is considered to be approved if it contains certain information, including “The evaluation procedures used to determine the effectiveness of training.” The present paper is a broad overview of training evaluation and is intended to give trainers and decision-makers a framework for planning or assessing training evaluation strategies. It discusses questions to consider when starting an evaluation plan, Kirkpatrick’s model of evaluation categories, and various ways to collect data. It does not provide detailed instructions on how to develop evaluation methodologies, but reviews topics to consider when creating an evaluation plan. Training evaluation is a term that has many different meanings: assessing the quality of a course, effectiveness of materials used, teaching style of an instructor, or the comfort of a classroom. An evaluation can be done informally over lunch or with highly structured data-gathering tools. It can produce results that are useful to trainers, program administrators, corporate decision-makers, or no one. The key to a worthwhile evaluation is clearly defining why the evaluation is being conducted. Once the purpose is defined, planning the evaluation strategy can begin. For an evaluation to be effective, it should be incorporated into the development of the training activity itself. The training evaluation worksheet at the end of this paper can be used to guide evaluation planning.

During the nine years that have elapsed since the Bureau of Mines was established in 1910, the work of the bureau has included many investigations that have proved of high value to the Nation. Eleven mining experiment stations established by act of Congress have greatly increased the bureau's usefulness; being situated in the mining fields, these stations are closely in touch with industrial needs, and the results of their research and educational work are more directly available to those engaged in the mining, metallurgical, and mineral industries. In the United States mining is second in importance to agriculture only. The Federal Government annually appropriates large sums in the interest of agriculture, whereas the appropriations for mining are relatively small. But the nation-wide popularity of Government assistance to agriculture should not overshadow the need of Federal assistance to the mineral industry. With scientific management farms can be made to produce indefinitely without any depletion of the potential resources of the soil, but the mineral wealth of a country is a fixed quantity, and every year's production brings nearer its ulti- mate exhaustion. As the deposits of the richer or more readily available ores, espe- cially those in the West, have been depleted, development of methods for mining and treating the leaner or more inaccessible ores has lagged, so that meeting the increasing demands for certain metals is becoming more and more difficult. In some branches of mining the small inde- pendent operator is greatly handicapped. He has to rely on custom mills and smelters for the profit or loss of his product, and because of relatively inefficient methods of milling or smelting he may receive no return for much of the ore he mines. Even though the small operator thinks he knows of improved methods of obtaining the metals from the ores, he can not afford to install the necessary machinery or to carry on experiments that may or may not prove successful. In view of the increasing need of metals and the impossibility of renewing the ore supplies, efforts should be directed toward developing the most economical and efficient methods in mining and metal- lurgy. The great mining companies carry on independent research work, some of them on a large scale; but as such work is usually undertaken for gainful purposes, these companies do not feel under any obligation to give the results of their investigations to the world. Clearly the solution of the difficulty is to place in the mining districts trained mining and metallurgical engineers who will investigate and solve the problems for the benefit of the whole industry. It is with this purpose in view that experiment stations of the Bureau of Mines have been established to investigate economy, efficiency, and safety in mining, and to make public the results of the investigations. The Federal Government can be of most help in developing the mineral resources of the country when its forces are brought in direct contact with these resources. Mining is as old as civilization, but only within a generation has this country busied itself with any other problem of mining than the amount of mineral products that could be put upon the market. Little concern was felt if much of the metal in an ore was wasted, if the miner lived in unsanitary surround- ings and died of preventable disease, or if accidents occurred fre- quently and from causes that could easily be controlled. Now we realize that the waste of any resource is inexcusable. The mineral wealth of the country can be mined but once. The task before the Nation is to recover as much metal as possible from the ore in the ground, and to do this in the most economical way without waste of human life. This task is of such magnitude as to warrant aid from the Government through experiment stations. In its efforts to make the work of these stations of most benefit to the mineral industry the Bureau of Mines seeks the cooperation of State authorities, of mine operators, of miners' organizations, and of every person interested. These experiment stations also serve an educational purpose. Gen- erally speaking, mining is not a preferred occupation. The miner should have reason to take greater interest in his work; he should feel that the experiments the Government is making affect him vitally by enabling him to increase his production and by making his work safer. The mine operator should realize that the Government stands ready to aid him, and he should know that he can bring his own problems to a Government organization that is trained and equipped to solve them. The surest method of accomplishing these results is to carry the work of the Bureau of Mines into the mining regions through the establishment of experiment stations easily accessible both to the mine operator and to the miner. Many miners in this country do not read English, but they can understand motion pictures of mining methods; they can learn how lives can be saved in case of accident; and they can appreciate the larger results gained by modern methods and equipment. The investigation of the transmission of heat into steam boilers is one of several researches now being carried on by the Bureau of Mines that have for their object the testing of methods by which the mineral fuels in this country may be used more efficiently. A better understanding of the laws governing heat transmission into boilers will result in the design of more efficient boilers, and more efficient boilers will reduce waste in the use of fuel. The results of the investigations described in this report indicate that the conductivity of the heating plates of steam boilers is so high that the present steaming capacities can be tripled or quadrupled by forcing over the heating surfaces three or four times the weight of gases now passed over them. With well-designed mechanical-draft apparatus this greater weight of gases can be forced through the boilers at a small operating cost. It is possible to increase the capacity of many of the present boilers in this way without reducing their efficiency much; in fact by a proper arrangement of the heating surfaces the efficiency can be made higher than the present rating. The efficiency of any boiler can be increased by arranging its heating surfaces in series with respect to the path of hot gases. New boilers of high efficiency can be constructed by making the cross section of the gas passages small in comparison with the length. In Bryan Donkin's book, entitled "The Practical Physics of the Modern Steam Boiler," it is stated that James Watt obtained nearly as good an evaporation per pound of coal and per square foot of heating surface as is obtained now. The remark is probably true. At any rate, about the only decided superiority of the modern steam boilers over older types is in mechanical construction, and for this superiority credit should be given to the designers of machine tools quite as much as to the boiler engineer. The main reason for tardi- ness in boiler improvement probably lies in the reluctance of educated engineers to do the dirty and disagreeable work involved in boiler tests.

Differential thermal analysis measurements were used to characterize a phase diagram for the KF-YF3 system at compositions between 0 and 60 mole-percent YF3, A congruent melting point compound was observed at 3KF?YFs, which melts at 965°±5° C and undergoes solid-state decomposition at 725°±2° C. One peritectic and two eutectic compositions are also defined.

One of the primary means of .control of health hazards from respirable contaminants in mine atmospheres is through design and operation of mines to meet mine health and safety regulations and recommended practices. A U.S. National Academy of Sciences study concluded that for significant progress in coal mine dust control, research should be directed more toward obtaining fundamental understanding of the origin, transport and characteristics of respirable coal mine dust. Theoretical and experimental studies on transport of dust in mine airways, particularly coordinated efforts to validate theory with practice, are scarce. Some empirical models, developed on the basis of experimental data, are available but these models cannot be applied to new .conditions. The purpose of this paper· is to present the results of theoretical and experimental studies on the transport and deposition of dust in mine airways. This study is a part of an on-going research project in the Generic Mineral Technology Center on Respirable Dust. In the paper, the assumptions of the modeling phase of the project and the development of a convection-diffusion equation for dust transport in mine airways will be outlined. The important aspect of the modeling effort.is the capture of the deposition phenomenon. The experiments performed under controlled conditions in a typical mine airway as well as under normal mine operating conditions will be discussed. The comparison of the model predictions ·with experimental results will be made to identify critical areas of agreements and deviations. The implications of the findings and areas for further research and development will be identified.

The National Institute for Occupational Safety and Health (NIOSH), with US Foam Technologies, Inc. and On Site Gas Systems, Inc., conducted research on the remote application of extinguishing agents with the intent of improving deployment strategies to limit miner exposure and to help ensure the best possible outcome during a mine fire. Full-scale in-mine were conducted at the NIOSH Lake Lynn Experimental Mine to determine the flow characteristics, stability and fire-suppression capability of gas-enhanced foam. The in-mine experimental work was designed to evaluate movement of gas-enhanced foam through mine workings closely simulating an underground coal mine environment and how long gas-enhanced foam would remain stable. This paper presents results of the experiments and provides valuable insight into mine fire deployment strategies for gas-enhanced foam technology.
