ORE CONCENTRATION PROCESS-PATENT OIL FLOTATION PROCESS. The invention of the patent issued to Sullman, Picard & Ballot November 6, 1906 (United States Letters Patent No. 835120), is based upon the discovery of an wholly unexplained phenomenon arising from the agitation of ore pulp containing oil and air in certain proportions. This was a discovery in an art in which it was well known that the elements of oil, air, and agitation possessed certain characteristics and produced certain results. As early as 1860 a British patent first suggested the use of oil in water concentration of ores by pointing out the affinity which oils have for metallic sub- stances in preference to gangue. Subsequently many patentees employed the known affinity of oil for metal in ore concentration proc- esses by using oil in proportions varying from 2 per cent to 300 per cent of the ore and recovering the oil-coated metal particles by causing them to rise to the top or sink to the bottom of the pulp. In these processes the agitation was either gentle or thorough but never great, and though always employed to produce thorough oiling of the metal it was used in different degrees for the sole pur- pose of causing the metal particles to rise or sink. In the prior art the oil was used for its known selective affinity for metal, agitation was em- ployed to mix the oil with the metal, and air was introduced to supple- ment the buoyancy of oil in raising oil-coated metal particles to the surface. To this extent had the art of oil flotation advanced when the patentee entered it, having reached the commercial stage in only two processes, representing respectively metal-flotation and metal-sinking processes, and having reached the stage of success in none. In the line of experiments by the patentee when the proportion of oil to ore was reduced to 1.5 per cent a "float" appeared; at 1.04 per cent still more "float" appeared; at 0.32 per cent the "float" again vastly in- creased; at 0.1 per cent the "float" again vastly increased. It thus developed that in using oil at 0.1 per cent or even at 0.05 per cent of the ore and after violently agitating the pulp from 24 to 10 minutes, there arose to the surface when the pulp was brought to rest, a thick froth or foam of oil-coated air bubbles carrying oil-coated metal particles to the extent of about 90 per cent of the metal con- tent, the foam being sufficiently stable to permit removal and metal recoveries. This was a new result based upon phenomenon then unknown and still unexplained and constituted discovery and promised a change in the art of oil flotation from laboratory experi- ments and mill failures to commercial success. The patent referred to covering the points mentioned has been sustained by the District and the Circuit Courts of Appeals and by the Supreme Court. Miami Copper Co. v. The Miami Copper Co. in its process of concentrating ores by the oil flotation process used three distinct processes that were either the processes included and covered by the Sullman, Picard & Ballot patent or their fair equivalent and which were clearly an infringe- ment of the patent, and the company can not escape liability for such infringement by taking an additional step, although such additional step if taken alone would not constitute an infringement of the Sullman, Picard & Ballot patent. Miami Copper Co. v. Mineral Separation, 244 Federal, 752, p. 768. ORE CONCENTRATION PROCESS-VALIDITY OF GREENWAY PATENT. The patent issued to H. Greenway, June 9, 1914 (Letters Patent No. 1999699), is valid. The process disclosed in this patent was a substantial departure from processes of the prior art. The heating of water is a matter of large moment and the use of acids is a matter of constant and considerable expense. By wholly dispensing with both by the use of a minute quantity of hydroxy compounds, the patentee has disclosed an original and novel plan which has broad- ened and made more simple the agitation process of air flotation. The novelty and inventive character of Greenway's discovery is patentable.

Underground coal winning operations can broadly be classified as conventional, continuous, and longwall mining. In conventional mining, the operations of cutting, drilling, blasting, loading and hauling, and roof support are performed in that sequence in each working face in a work area. The major difference between continuous and conventional mining is that the coal is cut and loaded by a continuous miner in the former, thereby combining the unit operations of cutting, drilling, shooting, and loading into one. Longwall applications have been viewed with great interest in recent years, and although at the end of 1970 there were only 37 longwall installations in the U. S. with combined production of less than 4 percent of underground total, there is no question about the growth potential of longwall in the United States. Increased capacity, versatility, and power characterize continuous miners today. Although continuous miners have outsold conventional gathering-arm type loading machines for some years, the latter, in the new extra-high capacity types, are continuing to find wide use. Whether the mining system is continuous or conventional, the haulage units may include six-wheel articulated shuttle cars, tractor-trailer units, or extensible belt and bridge-conveyor systems, all tending to increase the productivity of the face units. The decision as to which to choose - continuous or conventional mining - is complicated, and both systems are capable of high production rates. According to the Bureau of Labor Statistics (BLS), workforce estimates of median age suggest that the median age of the mining workforce, which has been experiencing overall declines in numbers of employees, is rising more rapidly than for the overall U.S. civilian labor force. In the absence of detailed demographic data for the mining industry, the current study uses injury and illness data reported to the Mine Safety and Health Administration (MSHA) to examine differences, over time and by commodity, in the proportions of injured or ill workers aged 45 years and older. These data indicate that from 1988 to 1998, the percentage of injured or ill older workers (aged 45 years and older) have been steadily increasing. The most notable increase occurred at coal mining operations where the proportion of injured/ill older workers increased from 24 to 44 percent. A more detailed breakdown of the industry by commodity for 1998 showed the highest proportions of older injured/ill workers (over 40%) occurring in coal, iron ore, alumina mills, cement, and trona operations. In coal operations, as the employment size of the mine operation increased, so did its proportion of older injured/ill workers. Also, higher proportions of older injured/ill workers were observed at surface coal work locations than at underground locations. The distribution of older injured/ill miners by occupation for several select commodities shows the highest proportions for supervisors, electricians, mechanics, and surface equipment operators, and the lowest proportions for surface laborers and for underground coal roof bolters and scoop operators. With few exceptions, older injured workers have the highest median number of days lost per injury when examined by type of mining operation and by occupation. Given the high proportions of older injured or ill workers in many sectors of the mining industry, health and safety programs must consider the physiological changes associated with aging when evaluating job tasks and the working environment.

The year 1916 broke all previous records of mineral production in the Territory. As a consequence, there has been a noteworthy increase in the number of mines in active operation or under development, though the greater part of the increased output is the result of greater activity at mines already producing rather than of opening new mines. Owing to available funds not being sufficient to meet the cost of travel in the interior of the Territory during the winter months, the Federal mine inspector was unable during the spring to visit the placer mines of the interior as has been his custom in the past. However, by working in close cooperation with the Territorial in- spector, who left Juneau in June to take the first boat down the Yukon to Fairbanks after the spring break-up, it was possible to visit hurriedly all the larger mining centers of the Territory. The Territorial inspector covered the districts from Fairbanks to Nome and the Federal inspector covered those of southeastern and south- western Alaska. A number of applicants have begun mining coal on ground held under free-use 10-acre permits, and have furnished coal for local use. The larger leasing units in the Bering River and Matanuska coal fields have been advertised and applications for leases have been submitted. These applications came too late in the fall for active development to begin before the end of the year. The Government railroad has been built from Anchorage to the center of the Matanuska coal field, and private interests have under- taken the building of a standard-gage road from a point known as Goose City on Controller Bay to Canyon Creek, in the Bering River field. Capital has become interested in the oil fields on Controller Bay, and plans have been made for more active exploration and production. The work of the Federal mine inspector is still handicapped by the lack of funds for additional field assistants and of the office ac- commodations necessary for carrying on the work with the efficiency that its importance warrants.

Provide ear protection which allows normal, unaltered hearing at low noise levels, yet protects the wearer from excessive noise. The Approach: A commercial earmuff with integral speakers has been adapted with a special amplifier so that low sound levels are not affected, but higher noise levels automatically reduced. How It Works: The discriminating earmuff developed by the Bureau of Mines has two modes of operation. In the first mode, where input sound levels are less than or equal to 83 decibels, the wearer will perceive noise at its actual level. For inputs in excess of 83 decibels, the second mode of operation begins and the sound perceived by the wearer is progressively attenuated, or reduced, as the input level is increased. A recognizable difference still exists between two adjacent sound levels enabling the wearer to differentiate between them.

This report presents the results of a washability study of 322 coal mine samples showing the sulfur forms and distribution in the coals. The samples were collected from mines which were principally utility coal producers. Generally, the data show the total sulfur content of the coals evaluated could be significantly reduced by some combination of stage crushing and specific gravity separation. However, few coals could be upgraded to a final product containing 1 percent or less total sulfur. The complete washability data are presented for each sample processed. A statistical evaluation is included for the coalbeds from which more than 10 samples were collected and for the geographical coal producing regions. A graphical summation is presented for the coal producing regions and selected coalbeds.

Science involves the study of the nature and behaviour of natural things and the knowledge we obtain about them. Scientific endeavour leads to the unfolding of new knowledge and adjustments to our understanding and our behavior. To indicate that we ‘know’ something may merely mean we do not feel able to, or that we do not wish to, disagree with others who claim to know; or it may mean we have either heard about it, or studied it, or understand part of it, or accept that it is true, or have seen evidence to be convinced of its veracity. What do we ‘know’ about the health effects of vibration? There are many unknowns in the field of human responses to vibration. Not all would agree on what is known and what is unknown. This paper seeks to summarize what we know that we know, what it is sometimes claimed that we know, and what we know that we do not know about the relation between exposures to vibration and our health. It also speculates on what we do not know that we do not know. Hand-transmitted vibration What we know we know We know that exposures to hand-transmitted vibration result in various disorders of the hand, including abnormal vascular and neurological function. Not all frequencies, or magnitudes, or durations, of hand-transmitted vibration cause the same effects. What we may claim to know To enable exposures to be reported and compared, they are ‘measured’ and ‘evaluated’ using defined (e.g. standardised) procedures. This involves identifying what is to be measured and specifying how it is expressed by one (or a few) numbers. Summarising a vibration exposure in a single value involves assuming the relative importance of components within the vibration (e.g. different magnitudes, frequencies, directions, and durations), so standards define ‘weightings’ for these variables. The importance of the weighted values may also be suggested, allowing ‘assessments’ according to a criterion (e.g. the probability of a specific severity of a specific disease). Standards for the measurement and evaluation of hand-transmitted vibration define a frequency weighting and time dependencies that allow the severity of vibration exposures to be assessed and the probability of finger blanching to be predicted 1. What we do not know We do not know that the frequency weighting in current standards reflects the relative importance of different frequencies and axes of vibration in producing any specific disorder. We do not know whether the energy-based daily time-dependency inherent in A(8) reflects the relative importance of vibration magnitude and daily exposure duration. Consequently, the relation between A(8) and the years of exposure to develop finger blanching, as in an appendix to ISO 5349-1 (2001), is not well-founded. We do not know, or at least there is no consensus on, the full extent of the disorders caused by hand-transmitted vibration (e.g. vascular, neurological, muscular, articular, central), or the pathogenesis of any specific disorder caused by hand-transmitted vibration, or the roles of other factors (e.g. ergonomic factors, environmental factors, or individual factors). This paper is the first of a series that is to appear on smelting in the lead blast furnace. The objects of this investigation are to determine the conditions obtaining within the blast furnace by direct experimentation, and to correlate the behavior of the furnace at various times with the main factors governing the operation of the blast furnace, and metallurgical losses. The effects of electric shocks on man are an important factor in the design of power systems and protective devices. The current levels just below let-go and just prior to the onset of ventricular fibrillation must be known and taken into consideration in the design of power systems and protective devices. Isolated (ungrounded) electrical distribution systems are compared with resistance and solidly grounded systems. The advantages and disadvantages of each are discussed and recommendations are made. Transients on coal mine power systems are a problem that, until recently, have been ignored. Transient voltage levels that can be expected on both the high and low side of the load center and the effects of transients on electronic equipment and personnel are covered.

In fiscal 1996, the US Congress directed that the US Bureau of Mines (USBM) be closed. Certain functions were reassigned to other agencies. The remaining employees were separated and the unoccupied sites were decommissioned. As a result, 12 locations were closed and about 1,200 employees were terminated in March 1996. About 600 employees at five locations were reassigned to other federal agencies. This article provides a summary of the continuing functions, the agencies involved and the points of contact for each continuing function. The functions that were discontinued are also identified.

1. INTRODUCTION Underground mining in the USA has undergone significant change in the past 20 years. Two key elements have been increased mechanization and a more educated work force in spite of these changes, many jobs continue to be labor-intensive and repetitive in nature. They entail tasks that, performed over time, can take a toll on the soft tissues and joints. The problem may be compounded by an aging mining workforce. In 1996 the mean age of the coal mining work force was 45 years and the median total years of experience was 20 (NMA 1998). As a person ages, the body resilience to chronic wear and. tear is reduced, which may cause a worker to pay an increasingly higher health price for performing the same task. Mining companies, like many others, are becoming more aware of cumulative effects to the worker as reports of these types of injuries rise. . Conducting a job analysis is an important step when considering a job redesign or modification to reduce worker cumulative trauma exposure. A basic approach to job analysis is to examine the types of aches and pains reported, the tasks performed, and work site conditions. The US Bureau of Mines (USBM) conducted an evaluation of roof-bolting tasks performed at an underground coal mine concerned about early warning signs of cumulative trauma. This evaluation will comprise the primary focus of this chapter. The approach used for the roof-bolting race study may be applicable to other work environments. 2. FUNDAMENTALS OF CUMULATIVE TRAUMA EXPOSURE Musculoskeletal injury is a term used to describe a wide range of soft tissue disorders that affect the nerves, tendons and muscles. Common examples include lower back pain, tendinitis and carpal tunnel syndrome. The majority of these injuries are not the result of sudden mishaps, but usually develop gradually from repeated wear and tear. Symptoms may not appear immediately, but can take weeks, months or even years. Symptoms may result from many types of activities, performed at work or at home, and it is often difficult to attribute there to a single event. In fact, it is more common to identify factors that may have contributed to the development of the condition. The terms repetitive strain injuries or cumulative trauma disorders (CTD) have been commonly used to refer to disorders that have occurred due to work-related activities. Three main risk factors contribute to CTD: force, repetition and awkward postures. Any one or combination of these may contribute to the development of CTD. Therefore, the design of equipment in conjunction with the required tasks should be evaluated when attempting to reduce these risk factors. Examining the layout of the work area to help identify tasks which may contribute to cumulative trauma is necessary. The following list (Putz-Anderson 1988), describes ergonomics concerns that, overall, should be minimized at the work area: • Crowding or cramping the worker: a work area layout may unnecessarily constrain movements of the worker. • Twisting or turning: placement of tools and materials may require the worker to twist the spine to fulfill the requirements of the job. • Repeated reaching motions: the layout of the work area may require the worker to lean to reach and grasp the necessary tools and controls. • Misalignment of body parts: the arrangement of the work area may require the worker to frequently have one shoulder higher than the other or have the neck or spine bent to one side. While many of these concerns are a function of equipment design and environmental conditions, making workers aware of these issues may help them to adapt their work habits to reduce risk of injury. Additionally, this information is useful when conducting an ergonomic evaluation of a work area and associated tasks. 3. UNDERGROUND MINING ENVIRONMENT The underground mining environment is a unique challenge. It is more difficult to develop controls for an underground mine site as compared with a factory setting where equipment and facilities can be more easily designed to reduce worker force, posture and repetitive exposures. In an underground mine, workers are required to perform labor-intensive tasks that often cannot be avoided due to environment constraints. The dynamic nature of the environment does not allow easy implementation of mechanical assists to reduce force exposure. Many of the tasks performed by workers are repetitive. Restrictive work areas due to low ceiling height, low lighting levels and large pieces of equipment cause workers to perform these tasks in postures that are not desirable. Designers of underground mining equipment can control how a machine will function, but not the environment in which it will be used, Hazards in an underground mine cannot be completely removed by redesigning the system. There are many hazards and information sources that must be continually monitored by workers including their position in relation to large pieces of mobile equipment and unpredictable geological anomalies. Thus, immediate dangers may take priority over awareness of ergonomic considerations while performing a job. 4. CASE STUDY OF UNDERGROUND ROOF BOLTING 4.1. Roof Bolting and Cumulative Trauma Exposure In an underground coalmine, after an area is mined it is necessary to support the roof to keep it from collapsing. Since 1950, the primary method for supporting the mine roof has been installation of roof bolts. Long bolts installed into the roof compress the layers of strata achieving a uniformly distributed support anchorage. Roof bolts, typically 6-8 feet long, are installed by workers using large roof-bolting machines. There are different types of machines

The method of constant compositions involves the determination of the time required for the attainment of a given conversion at various temperatures. Heretofore, it has been used in evaluating the energy of activation only. A development of the method, made in the present study, makes possible the evaluation of the functional dependence upon composition and the frequency factor in addition to the energy of activation. INTRODUCTION Kinetics of reactions are best analyzed in the light of the mechanism, energy requirements, and forces involved in the reaction. Such physico-chemical information is not often available in solid state phase transformations. The reaction rates are followed by changes in a physical property during the course of the reaction, and repeating the experiment at different temperatures permits the determination of activation energy only. The possibility of a complete kinetic analysis by such a purely "phenomenological" approach has been questioned.4/ In this report a method is developed making possible the evaluation of the functional dependence upon composition and frequency factor in addition to the energy of activation. The application of the method to a study of solid state order-disorder changes is demonstrated.

The approval of the U. S. Bureau of Mines when granted to a manufacturer for a gas mask is a certification that the particular device has been submitted to the Bureau of Mines for inspection and test and has been found to meet that bureau's published minimum requirements for safety , durability , and satisfactory performance . Any de- Gas masks are approved by the Bureau of Mines only as a complete unit or assembly of parts , as canister , facepiece and harness . This is in order that responsibility for rigid adherence to the bureau's requirements may be definitely located and not divided . vice marketed under this approval must be a unit composed of parts identical in detail of design , assembly , workmanship , and quality , and produced under the same control and inspection as the original device to which approval has been granted . The particular parts which comprise the approved assembly are designated in a letter to the manufacturer at the time the approval is granted . In recent years they are also specified in the approval plate authorized for use in connection with the sale of the device . Each part permitted in the assembly is legibly marked by name or number for the guidance of users of masks in ordering and identifying approved parts when making repairs , and thereby maintaining their equipment as an approved device . In view of the foregoing , any change in the design of parts or deviation from the permitted assembly of parts would violate the conditions under which approval was granted and the device would not be considered as meeting the approval requirements of the Bureau of Mines . The U. S. Bureau of Mines has been frequently requested to interpret the approval status of a gas mask assembled from parts which have separately met its requirements as components of two or more approved devices but which in the form of a complete unit has not been submitted for tests or been granted approval . Responsibility for the elements and for their proper assembly is in such case divided . Such assembled units have no status as permissible equipment under the Bureau of Mines system of schedules . The reasons underlying this policy are that the approval is granted only to some one who assumes responsibility for the whole and that the details of assembly and coordination of parts are considered to be important to the satisfactory performance and safety of the device .

During the past quarter century, coal mine geologists have evolved from providing a qualitative description of drill core and coal reserves into quantitative geotechnical specialists who bridge the gap between geology and engineering. In the late 1970’s and early 1980’s, hazard prediction mapping was in its infancy. At best, hazard maps identified rudimentary structures and conditions such as stream valley locations, sandstone/shale transition zones, and lineaments. A “technical disconnect” had existed between geologists and mining engineers as each profession operated largely independent of each other. Engineers did not readily integrate geology and geologic conditions, with the exception of coal thickness, into mine planning. Geologists were relied upon for reserve estimates and did not participate in mine planning or design. The employment and market slump of the 1980’s and 1990’s combined with mining more challenging reserves mandated that this gap be bridged and forced geologists to learn to speak more “numerically” to engineers so they could be understood. The purpose of this paper is to describe the procedures and thought processes used by coal mine geologists when determining various mineability and reserve extraction feasibility issues. The paper will also address underground geologic hazard mapping and prediction techniques. To achieve these objectives, the opinions and experiences of leading coal mine geologists, geotechnical and strata control specialists across the United States were solicited.

Equipment control functions that were once hardwired are being implemented with software and very large scale integrated (VLSI) devices. Often this transition has resulted in increased flexibility, improved quality, and decreased costs. At the same time, it has created new concerns and challenges concerning worker safety. The visible and well-defined ladder diagram for relay-logic has been replaced by program in which the exact outcome for varied inputs can be more obscure. In the coal mining industry,-efforts to automate longwall mining systems hove resulted in semiautonomous machines operating within the same space as workers This paper describes an effort initiated by the National Institute for Occupational Safety and Health (NIOSH to identify the safety rules related to the use of processor-controlled equipment in mining. Specific findings in the areas of human factors, hardware, and some safety are presented in this paper, and a brief description of a plan to address identified weaknesses is given.

The objective of this U.S. Bureau of Mines hydrologic-subsidence investigation was to evaluate the effects of longwall mining on the local ground water regime through field monitoring and numerical modeling. Field data were obtained from multiple-position borehole extensometers (MPBX's) that were used to measure subsurface displacements. Survey monuments were installed to measure mining-induced surface deformations. Numerous drawdown and recovery tests were performed to characterize hydrologic properties of the overburden strata. Coreholes were drilled above the study area to determine lithologic and strength characteristics of the overburden strata using the rock samples collected. Electronic recorders were installed on all monitoring wells to continuously monitor ground water levels in coordination with mining of the longwall panels. A combined finite element model of the deformation of overlying strata, and it's influence on ground water flow was used to define the change in local and regional water budgets. The predicted effects of the postmining ground water system determined by the model correlated well with field data collected from the field site. Without an infiltration rate added to the model, a static decrease of 3.0 m (10 ft) in water level would occur due to mining of both longwall panels and if an infiltration rate was inputted in the model, no predicted long-term effects would occur to the ground water system.

Now you know why there is concern about mine illumination. You have some idea about how the human eye works and about the problems of glare, peripheral vision, and accommodation. And you know that lighting in a mine presents special problems because of the dark surroundings and low reflectance. This chapter describes what can be done to improve conditions. This chapter begins with a short discussion about Federal Standards on mine lighting -- what they are and what is being done to carry them out. The chapter then describes different types of lamps that can be used for mine lighting, and discusses their advantages and disadvantages. Finally, the chapter lists some things that you can do personally to improve lighting, or can point out to others so that improvements can be made. The Federal Government is doing its part to improve mine lighting by establishing regulations. Lamp manufacturers are constantly studying new lamps to provide better equipment. And your company will do its part to comply with regulations. Better lights may not be here yet, but they will be soon. But in the end, you are the one who will be using the lights, and you are in the best position to see the improvements. You are also in the best position to see and tell others where further improve¬ments can be made.

ATHOUGH scattered signs of increased activity in the mining industry accompanied an incipient improvement in the overall economic situation during the latter months of 1963, production levels for the year as a whole responded to the general 1962-63 business recession with a 4.2 percent decline. The petroleum industry, active since 1907, did not become a dynamic force in the economy until exploration and drilling contracts were concluded with private companies in 1958 and 1959; on November 15, 1963, having virtually achieved self-sufficiency in petroleum in the preceding year, those contracts were unilaterally annulled. In the field of metallics, the only approach to internal sufficiency-aside from the iron and steel industry that has depended heavily on the importing of basic raw materials-has been in mining, smelting, and refining lead and zinc although iron ore, silver, beryllium, tantalite, and tungsten have been mine production items of economic significance. Reserves of lead, zinc, silver, bismuth, vanadium, and low-grade and metallurgically difficult iron ore-as well as those of beryllium, tantalite, and tungsten which are produced primarily for export-appear to be fairly abundant. The exploration of deposits of copper, cobalt, tin, lithium, gold, manganese and uranium has been undertaken on a relatively small scale, and little precise information is available on the extent of reserves. Argentina is dependent on foreign sources for part of its required iron and steel and, except for lead and zinc, most of its nonferrous metals. Nonmetallies and solid fuels present an exceptionally varied array of production items among which cement had the second largest 1963 output in South America. Borates, bentonite, common clay, diatomite, fluorite, granite, lime, limestone, obsidian, onyx, rhodochrosite, salt, and spodumene ordinarily are produced for export either exclusively or in excess of domestic consumption requirements. Barite, cement, chalk, gypsum, marble, and mica are both exported and imported. Argentina depends entirely or partly on imports for coal and coke, certain special types of clay, mineral abrasives, graphite, magnesite, mineral fertilizers, sulfur, talc, and minerals for construction, the last group being chiefly attributable to convenience of river transport from Uruguay.

To improve the efficiency and speed of under-ground post-disaster rescue operations. The Approach: Develop a battery-powered mine-rescue vehicle designed to carry rescue crews, rescued miners, and their support equipment. How It Works: The experimental vehicle, shown below, was designed and constructed by the Mine Safety Appliances Company under contract to the Bureau of Mines. ATV Manufacturing Company and Delco Electronics were subcontractors. A rechargeable, silver-zinc battery provides power to a 3-horsepower permissible motor, the speed of which is regulated by a solid-state controller. Three wheels on each side are independently driven by a chain and mechanical trans-mission.
