"Electron spin resonance (ESR) measurements show that grinding of quartz particles in air produces silicon-based (Si- and SiO-) radicals which decay with aging in air. ESR spin trapping measurements provide evidence for the generation of hydroxyl and possibly superoxide radicals from a suspension of fresh quartz particles. The hydroxyl radical generation potential of the fresh quartz particles decreases on storing in ambient air and on the addition of catalase, superoxide dismutase, desferoxamine, or DMSO. Silica-induced lipid peroxidation also decreases on storing the fresh particles in ambient air. These findings suggest that oxygenated radicals play a role in the biochemical mechanism of pneumoconiosis in general and acute silicosis in particular.INTRODUCTIONThis communication summarizes our electron spin resonance (ESR) investigation of the formation of oxygenated radicals by freshly crushed quartz particles in a cell-free aqueous medium, and its potential role in the biochemical mechanism of acute silicosis. This study was undertaken because the mechanisms by which the quartz particles exert their toxic action on cells and the process(es) by which these actions progress to fibrogenesis are still not well understood. 1-3 It is generally believed, however, that the action of quartz particles on the cell membrane is the starting point of the silicotic process. 1,4 Since the first step must involve surface reactions, characterization of the chemical structure of the surface of quartz particles has been the subject of several recent studies!-' For example, we reported that mechanical crushing of quartz under normal atmosphere generates silicon-based (Si• and SiO•) radicals which decay with time, and that these radicals are associated with a higher cytotoxicity of fresh quartz dust as compared to that of an aged dust from the same stock. 6,8 Independently Fubini and coworkers' have also reported on the formation of Si• and SiO• -type of radicals from quartz particles crushed under atmospheric conditions. Gulumian and van Wyk9 have reported that quartz particles react with hydrogen peroxide (H202) to generate hydroxyl (•OH) radicals. These authors9 suggested that this process might contribute to quartz's pathogenicity but the mechanism of the -OH radical formation was not clarified. Earlier, Gabor and Anca10 had suggested that the cytotoxicity of quartz particles might be associated with the generation of some factor or factors possessing the properties of a free radical and hence capable of promoting the peroxidative chain cleavage of polyunsaturated fatty acid moieties of the phospholipids in the cell membrane. More recently, Weitzman and Graceffa 11 reported that asbestos is able to catalyze the generation of -OH radicals from H2O2. Their later work12 indicated that lipid peroxidation might be one of the mechanisms of tissue injury by asbestos."

"Geologic materials emit transient noises when stressed /1/. The rate and pattern of these transient noises or acoustic emissions (A.E. hereafter) depend on the stages of deformation of the material /2/. It has been demonstrated that rock/coal fracture processes under stress consist of three distinctive stages--crack initiation, propagation and ultimate fracture--and that coalescence of numerous cracks leads to ultimate failure rather than the propagation of a single crack /2,3/. This paper presents an analysis of fracture formation in rock/coal specimens subjected to straight wedge indentors using A.E. technique.The effect of specimen geometry, wedge indentor angle, confining pressure, and material anisotropy on fracture type (tension, extension, and shear crack), fracture length, and fracture intensity were studied. Two types of material mainly Berea sandstone and Coal Berg No. 2 coal were used in this study. Prior to the experiment the mechanical properties of both sandstone and coal were determined using rectangular specimen (Figures 1 a) in standard compression tests and are given in Table 1. In this study cylindrical and rectangular specimens were first prepared to proper dimensions of 2 in. x 1.5 in. and 3 in. x 1.5 in. x 1.5 in. (5.08 cm x 3.81 cm and 7.62 cm x 3.81 cm x 3.81 cm), respectively and then instrumented with SR-4 strain gages as shown in Figure 1. The instrumented specimens were then tested under four distinct load boundary conditions as illustrated in Figure 2. During a typical experiment the instrumented specimen was placed in a specially designed loading jig (Figure 3) where a predetermined lateral pressure was applied mechanically to the specimen by adjusting the inner plate of the confining chamber via screw while monitoring strains in the specimen. Using rock/coal elastic constants and measured strains, a predeter¬mined lateral pressure was applied to the specimen. Then a vertical load was applied by the straight edge of a wedge indentor attached to the upper platen of the universal loading machine via ball and socket arrangement (Figure 4). The arrangement allowed uniform application of load in a straight line manner on the surface of the specimen. During the test a number of parameters namely strains, load and A.E. rates were recorded (Figures 5a-b)."

The Bureau of Mines conducted studies related to SO2 air pollution to determine attritioning rates, SO2 sorption rates, and sulfur loads that could be obtained on commercial alkalized alumina sorbent pellets. Fluidized-bed attritioning rates ranged from 0.025 pct/hr for alkalized alumina with a crushing strength of 4 kg to 0.075 pct/hr for 0.5 kg crushing strength mate¬rial. Airlift attritioning rates ranged from 0.50 pct/hr for 3 kg crushing strength alkalized alumina to about 3 pct/hr for 0.5 kg material. Attritioning rates for the commercial alkalized alumina were comparable to those obtained for sorbent pellets prepared in the Bureau of Mines laboratory. Sorption rates were related to S02 concentration in flue gas, temperature, and presence of nitrogen oxides in the gas stream. Sorption rates at 300° C were 0.35 X 10-6 gS/gp/sec (grams sulfur per gram pellet per second) in 0.045 pct so, gas, 5.1 x 10-5 gS/gp/sec in 0.34 pct SO2 gas, and 65 X 10-5 gS/gp/sec in 10 pct SO2 gas. For the 0.34 pct S02 gas, sulfur loads of 0.10 gS/gp (the projected load for regeneration) were obtained in 47 min at 130° C and in 116 min at 300° C. The presence of either NO or NO2 in the 0.34 pet S02 gas increased the SO2 sorption rates 2 to 3 times at 300° C, but had no effect at 130° C.

"Two recent occurrences in Western metal mines in each of which 3 men were killed due to breathing fumes from explosives, have aroused keen interest among mining men not only as to the exact cause of such accidents, but also as to possible preventive measures.In sinking the forty five degree incline Marsh *haft near Burke, Idaho, on May 13, 1920, a round of holes containing about sixty pounds of 40 per cent gelatin explosive was blasted by the night shift upon leaving at 11:30 P.M. It was customary for the night shift to leave compressed air blowers open at bottom of abaft until the compressor was shut down slightly before midnight. Presumably this was not done on the night of the lath as the fumes were so heavy in the shaft bottom on the morning of the 14th that at about 8 o'clock, Superintendent Bergen and one of the shaft men, on reaching the shaft bottom, were overcome and fell from the bucket into the sump containing about six feet of water; and when two other men went down in the bucket a few minutes later to investigate, one also fell into the sump and the other was barely able to roach the shaft collar. The three bodies were later on recovered from the sump.At 400 P.M., June 10, 1920, at the Dominion Mine, Colville, Washington, a round of 11 holes containing about fifteen pounds of 60 per cent nitro¬glycerine explosive was blasted in a fifty degree raise about fifty feet above the main tunnel level by the shift going off for the night. in this mine it was the practice not to try to blow out the fumes until just before the shift went to work the next morning, Although no work was being done on the night shift, one of the raise men, curious to ascertain the effect of the shots, about 7:45 P.M., wandered into the mine (which was a tunnel only a few hundred feet in length), and was missed by one of his companions about an hour later. When three men tried to remove the body of the inquisitive miner, two of them were also overcome; ultimately these two and the first man were removed from the point at which all were asphyxiated, which was practically at the foot of themaise."

In this Bureau of Mines investigation, the electrochemical polarization behavior of Fe and Fe-1BCr has been characterized in rigorously controlled 1[N] H2S04 solutions stirred with oxygen or an inert gas. Samples that under-went various levels of corrosion or passivation were examined using Auger electron spectroscopy (AES) and ion sputtering. Passivation of iron occurred at a potential of approximately 0.6 volt (1) in poorly stirred, oxygen-saturated solutions for forward polarization (scanning from cathodic to anodic potentials); (2) in pH-adjusted (increased), well-stirred, oxygen-saturated solutions for forward polarization; and (3) in well~ and poorly stirred, oxygen-and helium-saturated solutions for reverse polarization. Passivation of Fe-18Cr occurred at a potential of approximately -0.1 volt in helium-, nitrogen-, and oxygen-saturated solutions for all cases of forward polarization and most cases of reverse polarization. Elemental depth profiles obtained from AES sputtering measurements indicated that films or adsorbed species were present on iron samples in solution subjected to open-circuit, active, and transpassive corrosion, cathodic reduction, and passivation. This conclusion was reached by considering the distribution of the solution species, primarily sulfur, in the films, which were composed primarily of iron and oxygen. Sulfur was present throughout the films on actively corroding samples, in the outer regions of films of passive and transpassive samples, and on the film surfaces of open-circuit and cathodically reduced samples. For Fe-18Cr, sulfur was found on the surfaces of films on passive samples only, indicating that only the passive samples had films on their surfaces in solution. The films on electropolished and passive Fe-1BCr samples had the largest chromium concentrations, estimated to be approximately 45 at. pct, with less chromium in films of cathodically reduced, active, and open-circuit samples, in that order.

Acid pollution from abandoned mines causes serious contamination of major streams in coal mining areas. In Pennsylvania alone it is estimated that 3000 miles of streams are devoid of fish and plant life because of coal mine effluent.1 The pollution arises because water and oxygen react with iron sulfide in the mine cavity to produce sulfuric acid and iron sulfate, which later find their way back into surface streams. Two general approaches to the problem are possible: (1) prevent the acid-forming reaction from taking place, (2) treat the acid mine water after it is formed so that it will not be harmful to the ecology when discharged into streams and other surface waters. The work described in this report belongs in the first category - it was based on the assumption that acid formation in the mine cavity can be prevented by keeping water (one of the reactants) out of the mine. This was to be accomplished by-forming a waterproof seal over the mine cavity which would prevent the seepage of surface water into the mine. It was planned to form such a seal at or near the surface of the ground by applying latex to the soil. Ideally a dilute latex would be applied to the soil and would penetrate to a depth of two to three feet below the surface where it would be coagulated by reacting with a constituent of the soil or by other means., A seal below the surface of the soil would have several advantages over a surface seal - it would not be subject to destruction by traffic, frost or vegetation and, more important, it would allow the use of the top soil for many agricultural purposes. A preliminary feasibility experiment was performed prior to application for the present grant. It showed that it was indeed possible to form a sub-surface seal by means of latex. A core of soil was obtained locally (Wayne, N. J.) by driving a 6.5 cm inside diameter steel pipe about 100 cm long into subsoil for a distance of 71 cm. The soil was retained within the pipe for this experiment. A part of the free space above the soil in the pipe was charged with water, and the seepage rate of the soil after it had become saturated was 15 ml/min under a total head (wet soil plus supernatant column of water) of 92 cm. After the supernatant water had drained completely, 100 ml of 5% rubber latex was added and allowed to seep into the soil. This was followed by additional water and the seepage rate was found to be 2 ml/min under the same head. This seepage rate remained unchanged when remeasured on the following day. Since there was no visible evidence of the latex in the collected drain water it is presumed to have been retained by the soil.

HAVIC is a collaboration of investigators from North America, Sweden, and Finland having a scientific mandate from NIOSH, to study the exposure response relationship between vibratory tool exposure and adverse health effects. Five cohorts, the Suomossalmi forest workers cohort, Volvo truck cab workers, Connecticut shipyard workers, and matriculating dental hygiene students and experienced dental hygienists have been under study. In the case of shipyard workers, there was survey and tool exposure data from 1988, although detailed subject testing was only available within the timeframe of the study. The truck cab assembly workforce was an inception cohort that had been followed from 1994 along with age-matched controls. The Finnish forest workers had cumulative health data on a cohort (n=52) that had been studied from 1976. For a subset of these subjects, there was detailed tactometry testing in 1990, 1995, and 2003. Accordingly, there was historical as well as new prospective data for the industrial cohorts. The Suomossalmi cohort was reassembled only for our study, which precluded follow-up evaluation and because of retirement is almost certainly the last time this historic group will be studied. The study features are: • Characterization of the exposure response relationship for hand-arm vibration through a study design, incorporating multiple cohorts, some having existing historical data, • Selection of cohorts to include different types of vibration: oscillatory (forest workers) impact (truck cab workers), high frequency (dental hygienists) and mixed (shipyard workers), • Inclusion of two inception cohorts: dental hygiene students and Swedish truck cab workers, • Methods for multi-site and historical integration A description follows. [ ] Methods The study included surveys, physical evaluation, and a selection of battery of “best tests” (cold challenge plethysmography, multi-frequency tactometry, segmental sensory nerve conduction velocity [SNCV]1,2,3) applied across groups to quantify responses to exposure. Exposure monitoring included exposure characterization through daylong data logging at the individual level. Workers at each site were instrumented with a microcomputer-based Vibration Exposure Monitoring (VEM) system, developed at the Biodynamics Laboratory of UCHC and about the size of a police walkie-talkie, to record user-specific tool-operating times, vibrations, and grip forces throughout all, or a representative part, of their workday. More specifically, data logging methods involved the direct monitoring of work cycles, involving tool operation time and measures of tool vibration, namely the root-mean-square (RMS), root-mean-quad (RMQ), and root-mean-oct (RMO), and grip forces, each calculated per minute. For this study, the questionnaire was homogenized with other vibration studies4,5,6. Cross-translation was directed by the multi-lingual investigators, and then reviewed by the study team. The air is delivered to the loco- motives at a pressure of 1000 pounds per square inch. There are no receivers in the system. The air for running the locomotives is compressed by one three-stage and two four-stage compressors which have capacities of 600 and 300 cubic feet per minute, respectively. These machines are operated by electric power, and are in an end of the main compressor building in which air is compressed to supply the air drills in the mine. Whenever the demand decreases, as at the noon hour, one or more of the Compressors are shut down. On this particular occasion, at the end of the noon hour, one of the operators was approaching the high-pressure compressors to start the two smaller machines that were not running, when the explosion took place under the floor a few fost ahead of him. The man was mocked down and received some superficial cuts and bruises, but was not seriously injured. The floor was torn , the side of the building blown out, and holes imo cited in the roof some twenty feet above. The explosion was immediately followed by a fire which was quickly put out by the plant operators with hand fire extinguishers. At the time of the explosion the 600 cubic foot compressor was running alone, and the pressure in the system at the machine registered 1040 pounds por square inch. On examination it was found that two 6-fout sections of pipe, about tan feet apart, were completely ruptured into twisted fragments; the rest of the pipe line, apparently, was not injured. The destroyed sections were in that part of the pipe near the large compressor and above the connection from the two smaller machines. It is not definitely mom what caused the explosion. Explosions in other compressed-air systems have taken place, and, although of rare occurrence, have caused loss of life. Such explosions are not confined to high-pressure installations and several have occurred at plants compressing air te one hundred pounds per square inch, or less. plosions of this nature are not to be confused with the rupturing of compressor cylinders from excessive air pressure caused by the discharge valve being closed.

The need of protecting mines from the danger of inflow of natural gas from neighboring wells has become more apparent each year since it was found that oil and gas underlie the productive coal measures of Pennsylvania, West Virginia, Ohio, Indiana, Illinois, Kansas, Oklahoma, Colorado, and Wyoming, and, to some extent, the coal measures of other States. The proximity of the known gas and oil areas in the United States to the coal fields and the manner in which the fields overlap in certain States are shown in the map comprising the frontispiece (Pl. I). As the result of many requests received from various sources a conference to consider the protective measures necessary to insure the safety of mining operations in gas and oil fields was called by the Director of the Bureau of Mines to assemble in Pittsburgh, Pa., Feb- ruary 7 and 8, 1913. To this conference were invited a considerable number of gas-well, oil-well, and coal-mine operators within conven- ient distance from Pittsburgh, as well as State geologists and State mine inspectors from a distance. Gas and oil wells are also found near other kinds of mines, such as shale and limestone mines in western Pennsylvania, but these cases are so few that for this and other reasons it was deemed best to con- fine the present inquiry to the consideration of the questions involved in connection with coal mines. It was also not thought advisable to consider the protection of mines from other kinds of bore holes than those for gas and oil, such as coal-prospecting holes, drilled either with churn or diamond drills, or salt wells and artesian wells, because little trouble has been ex- perienced in mining operations from these classes of wells. There- fore the following papers and discussions concern almost entirely the following relations between coal mines and gas and oil wells: (1) Protection of coal mines froin gas and oil wells penetrating -through: (a) Open workings; (b) inaccessible spaces or goaves; (c) pillars, or coal which may be left as pillars. (2) The manner of drilling gas and oil wells passing through workable coal beds so as to provide protection for future mining. The preliminary inquiries of the engineers of the bureau had dis- closed that there was no uniformity in the methods of protecting mines against the leakage of gas from wells, that thousands of wells in coal fields are abandoned yearly without adequate plugging, and without surveys or records being kept to show the location of the holes, from which the casings are generally pulled. According to the State geologist of Pennsylvania, as many as 3,000 wells are being drilled annually in Pennsylvania, 2,000 of these holes being aban- doned within a single year. It is such unplugged, uncharted wells that are the greatest menace in mining. The quantity of gas that the wells produce, although not sufficient to be commercially avail-

Table 10 and figure 4 show the number of fires and fire injuries occurring at the surface of underground metal/nonmetal and stone mines by state during 1990-2001. Table 10 also shows the injury risk rates, employees' working hours, and lost workdays. A total of 12 fires occurred in 11 states; 5 of the fires caused 5 injuries. The yearly average was one fire and 0.42 injury. Five fires with two injuries occurred at metal mines, five fires with two injuries occurred at nonmetal mines, and two fires with one injury occurred at stone mines. None of the fires involved contractors. The Ewhr value was 58 x 106 hr (Irr = 0.017), and the LWD value was 75. Nevada had the most fires (two fires and no injuries). Ohio, New Mexico, Missouri, South Dakota, and Idaho each had one fire with one injury. Of these states, Missouri had the highest injury risk rate value (In = 0.25). Table 11, partly illustrated in figure 5, shows the number of fires, fire injuries, risk rates, employees' working hours, and lost workdays by time period. The number of fires decreased during most of the six time periods. The number of fire injuries and employees' working hours decreased during all of the periods. The Irr values follow patterns similar to those shown by the injury values. Tables 12-17 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 6 shows the major variables related to fires for 1990-2001. Table 18 shows the number of fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

1. COAL PRODUCTION: Under Section 402 of Public Law 95-87 (SMCRA), coal operators are required to pay a fee when coal is sold, used, or transferred. These fees are deposited in the U.S. treasury as the Abandoned Mine Land Fund. Information about the type of coal (bituminous, lignite, or underground) and tonnage are tabulated on Form OSM-1 and submitted with the fee, which is paid quarterly to the Office of Surface Mining. The coal production data presented in this report was compiled from information stored in the Office of Surface Mining Fee Collection System computer data base. Collection of the fee began with the last quarter of 1977; therefore, 1978 data includes the last quarter of 1977 and the first three quarters of 1978. Information for each successive year follows the same tabulation pattern. Surface production includes both bituminous and lignite coal; underground includes tonnage reported as underground mined. In New Mexico and Montana, coal production on Indian land is listed under the Crow, Hopi, and Navajo Tribes. 2. HISTORIC COAL PRODUCTION: Federal Government agencies have published coal production data since 1807, the date of the earliest record. The source of coal production data used to compile this graph was: 1891-1895, U.S. Geological Survey, Division of Mineral Resources; 1896-1977, U.S. Bureau of Mines annual Minerals Yearbook; 1978- 1991, Office of Surface Mining data described in footnote 1 above. 3. NUMBER OF MINES: The number of mines was compiled from Office of Surface Mining Fee Collection System data described in footnote 1 above. Annual totals were calculated by adding together the number of operations with the same Mine Safety and Health Administration numbers reported each quarter and dividing by four to give an annual number in each state. 4. ENFORCEMENT ACTIONS: Enforcement action data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The data presented are all actions taken by both the state regulatory authority and the Office of Surface Mining. Citations issued are the sum of Notice of Violations (NOVs) and Cessation Orders (COs). Because the Hopi and Navajo jurisdictions overlap in Arizona and New Mexico, enforcement actions data for the tribes have been combined in annual reports prepared by the Albuquerque Field Office; therefore, they are combined for this report and listed under Navajo Tribe. 5. ACREAGE PERMITTED: Acreage permitted data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The acreage listed was permitted during the year shown and is not the total acreage under permit during that year. 6. BONDS RELEASED: Acreage of reclamation bonds released was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The sum of final Interim Regulatory Program bonds and Phase 111 (or final release) bonds shows only the land area where reclamation is complete and has been released by the regulatory authority.

GLOSSARY Acid- and toxic-forming materials. Rock or coal layers containing significant amounts of pyrite or other minerals which, if exposed by coal mining, will cause acid or toxic drainage to occur when acted upon by air and water. Add mine drainage. Any water with a pH less s than 6.0 draining from a coal mine. Water is often orange-colored because of the presence of oxidized iron. Adit. An underground mine entry at sites where coal seams are exposed at ground level. Apple core. A complete hilltop (360°) left exposed by not backfilling the highwall. Approximate original contour. The surface configuration achieved by backfilling and grading the mined area so that be reclaimed land closely resembles the general pre-mining surface configuration and blends into and complements the drainage pattern of the surrounding terrain. Area mining. A surface mining method that is carried on in level to gently rolling topography on relatively large tracts of land. Active area mine pits may be several miles long. Arid and semiarid regions. Lands, generally west t of We 100% meridian, where water use by native vegetation equals or exceeds that supplied by natural precipitation, and rainfall is insufficient to support agriculture. Annual precipitation is normally 20 inches or less. Auger mining. A mining technique often used by surface mine operators when the overburden becomes too for the coal to be mined economically using traditional surface mining methods. The level or flat working area at the base of the highwall that is excavated between the exposed coal seam and the original surface of the ground. Bucket wheel excavator. A continuous-digging machine that uses a rotating vertical wheel with buckets for large-scale stripping and excavating. Cessation Order. Order to cease mining issued to a coal operator by the regulatory authority due to severity of violations, Contemporaneous reclamation. Restoration of mined land that occurs as soon as practical after coal removal. Contour mining. A mining method commonly used in eastern mountainous topography where coal is removed in a narrow strip around the hillside. The extent of the cut into the hillside is determined by the depth of overburden at the highwall compared with the thickness of the coal seam. Daylighting. A term used to describe a surface mining procedure that exposes abandoned underground coal mine workings to enable removal of the remaining coal. Daylighting is followed by land reclamation. Dragline. An excavating machine, usually used in large, flat areas, that drags a bucket (which holds up to 220 cubic yards of material) toward the machine by cables, loads it with spoil, and then hoists it wit a boom up to 350 feet long, allowing the machine to excavate wide benches by depositing the spoil hundreds of feet away from the highwall. Grading. The process of smoothing the disturbed areas of the mine site, after the coal is removed, to closely approximate the pre¬mining terrain. Haul road. Any road constructed, improved, maintained, or used by mine operators and located within the permit area. Head-of-hollow fill. See "valley rill." Highwall. The cliff-like excavated face of exposed overburden and coal in a surface mine. Hydroseeding. Planting of seed mixed in a water medium. Water, mulch, lime, fertilizer, and seed are blended and sprayed onto regarded soil.

Four catalytic converters for diesel exhaust systems were tested to determine their effectiveness in reducing the amount of harmful substances discharged into the air. Tests were conducted with four different catalytic converter designs, using two diesel engines as exhaust gas generators. (Of the four noble metal catalytic converters, three are commercially available.) Testing showed that the catalysts varied widely in oxidation efficiency at light to intermediate engine loads, but that all were very effective in reducing emissions of CO, HC, aldehydes, and odor intensity at heavy loads (engine operating modes resulting in high exhaust temperatures). Particulate loading, particulate size, and NOx emissions were generally unaffected by any of the catalysts. The catalysts had one ad-verse effect on exhaust quality--increased sulfate emissions. Because of the potential problem of sulfate emissions, the exclusive use of catalytic reactors for emissions reduction does not appear to be satisfactory. However, when used with a means for subsequent removal of sulfates, a catalyst can function as a key component in an emissions control system for diesel engines operated in underground mines.

"In accident prevention, a study of statistical data is necessary to determine primary causes of accidents to devise means to eliminate causes at the original sources. Explosions in coal mines of the United States during the 10 years ending December 31, 1931, ranked third in the causes of fatal accidents; they constituted 16.2 per cent of all fatal accidents in bituminous mines and 8.4 per cent of all fatal accidents in anthracite mines. A study of coal-mine explosions in Pennsylvania, with approximately 160,000 men employed in anthracite mines and about 145,000 in bituminous mines or about 205,000 out of -the approximately 525,000 men employed in all coal mines of the United States, should give information of value to all persons endeavoring to reduce or eliminate coal-mine explosions. This circular reviews explosions of gas or dust or of both in the coal mines of Pennsylvania to show the hazard of gas and dust, to point out the influence of certain factors in causing explosions, and to emphasize the efficacy of explosion-preventive measures.The data published annually by the State Department of Mines and of the United States Bureau of Mines were used in compiling the tables of explosions. Through the cooperation of W. H. Glasgow, secretary, Department of Mines of Pennsylvania, and his assistants, many doubtful cases were clarified, so that as far as recorded the history is comparatively complete. Figures used in compiling some of the tables were furnished by W. W. Adams, chief statistician, demographical division, United States Bureau of Mines.Anthracite in the Wyoming Basin of Pennsylvania was used locally by gunsmiths in 1755, by blacksmiths in 1769, and as domestic fuel in 1808.Mining and shipments developed slowly between 1806 and 1812, but more rapidly after that.Early mining along the outcrops gave essentially no trouble from gas, but by 1870, when State inspection was established, explosions were frequent; ventilation was crude and accumulations of gas were generally ""brushed"" or burned out.Table 1 lists 1,232 ignitions and explosions of gas in anthracite mines from 1870 to 1932, inclusive, every one of which was accompanied by loss of life. Some details are given of 110 representative cases in which five or more lives were lost or in which it appeared that some violence was present.During the period 1870 to 1932, inclusive, gas explosions caused 2,213 fatalities, or an average of about two deaths for each ignition or explosion. Records are not available as to the number injured in these and in other explosions where no deaths occurred, but from a study of explosion reports it appears probable that the number injured exceeds the number killed. In the 110 cases described, 599 were killed and 294 were injured. As shown in Table 2, fatalities from gas explosions averaged 8.3 percent of the total fatalities in Pennsylvania anthracite mines from 1870 to 1931, varying from 6.0 percent in 1931 to 13.1 percent in 1927."

The principal deposits of carnotite, so far as now known, are con- fined to a well-defined area lying in the southwestern part of Colo- rado and the southeastern part of Utah (see Pl. I). Approxi- mately, this area is bounded as follows: On the east by a line ex- tending from a few miles east of the southwest corner of the State of Colorado, to a point about 6 miles west of Naturita, thence di- rectly north to the San Miguel River, thence along the course of this river and the Dolores River to Mesa Creek, thence toward the head- waters of Mesa, Blue, and Calamity Creeks on the south side of the Uncompahgre Mountains; on the north by a line extending from the last-named point westerly to the San Rafael Swell near Green River, Utah; on the west by a line extending from San Rafael Swell to the Henry Mountains, and on the south by a line extending from the Henry Mountains toward the southeast corner of the State of Utah. This area includes the main districts wherein carnotite has been found, claims have been located, and the ore produced. There are of course, extensive tracts within this area which do not contain carnotite in paying quantities. In places the carnotite beds have been entirely eroded or are not present, or lie so deep that mining is not practicable. The main deposits of carnotite within the area lie in different districts which in Colorado are as follows: Summit and Bush Canyons in Dolores and San Miguel Counties; McIntyre, Gypsum Valley, and Bull Canyon districts; the Paradox Valley, La Sal Creek, Roc Creek, Long Park, Hieroglyphic, Saucer Basin, and Hydraulic districts in Montrose County; Mesa, Blue, and Calamity Canyon districts and the Gateway area in Mesa County. The included dis- tricts in Utah are as follows: The Green River and San Rafael Swell district in Garfield County; the Thompson deposits in Grand County; the Dry Valley, Yellow Wash, and Lisbon Valley districts in San Juan County; the district around the Henry Mountains in Garfield County; and the deposits recently reported in Montezuma Canyon (south of Monticello) in San Juan County. Outside of the area described there are scattered deposits north of the Denver & Rio Grande Railroad at Coal Creek, near Meeker, Rio Blanco County; along Skull Creek and Red Wash, near Rangely, Routt County; on Horse Mountain, near Eagle, Eagle County, and in South Park, near Garos, in Park County, Colo. The claims leased from the Crucible Steel Mining & Milling Co. by the National Radium Institute are situated on the north side of East Paradox Valley, in the Long Park and Hydraulic districts. The National Radium Institute has mined no ore except from its leased claims in the Long Park district. For information regarding the general geology of the region, the probable origin of the ores, and descriptions of other carnotite deposits, the reader is referred to the literature on these subjects. The carnotite of the area described is deposited in a light-colored, cross-bedded sandstone that lies almost horizontal between the La Plata formation below and the Dakota sandstone (conglomerate) above, and is included in the McElmo formation, which is of Jurassic age. Underlying the white sandstone of the La Plata is the Dolores formation, or "Red Beds," which is plainly visible along and just below the rim rocks of the steep canyon walls in many of the carnotite districts. Along such canyons the ore crops out at different places, so that prospecting is comparatively easy. For ore on the benches and on the mesa prospecting is more difficult, especially where the ore lies at some depth and no surface indications are visible. The carnotite deposits are flat, lenticular, and irregular, varying greatly in extent and thickness. The carnotite itself forms incrustations on exposures of the white sandstone, in joints and fractures of the rock, and is deposited around and between individual sand grains, replacing the original cement. The Utah and Colorado carnotite is amorphous, and to the naked eye appears as a very fine yellow pow- der. It is often granular, and as a rule can be readily separated from the individual sand grains.

EXPLOSIVES RESEARCH. As the physical laboratories of the explosives section of the Pitts- burgh experiment station were equipped for testing the physical properties of explosives, both the Army and Navy Departments for many years had requested the Bureau of Mines to make such tests. Chemical control of the physical tests through analyses, heat tests, analyses of gaseous products of combustion, and sand tests was exer- cised through the explosives chemical laboratory. Often an investigation was cooperative between two laboratories. The explosives chemical laboratory also aided the work of the Ex- plosives Regulation both by chemical tests and investigation of acci- dents in explosives plants. COOPERATIVE WORK FOR ARMY AND NAVY DEPARTMENTS. The explosives chemical laboratory devised, at the request of the Bureau of Ordnance of the Navy, a more economical method of making hexanitrodiphenylamine. This problem was assigned to the Bureau of Mines by Dr. C. E. Munroe, chairman of the committee on explosives of the National Research Council, acting as the depart- ment of science and research of the Council of National Defense. Before the United States entered the war the following reports of investigations were submitted to the Army or the Navy: 1. Report of sensitiveness and relative efficiency of TNT and ammonium picrate, dated February 6, 1913, undertaken at the re- quest of the Chief of Ordnance. 2. Report of tests and examination of two samples of TNT and one of TNA for the Ordnance Department of the Army, dated August 5, 1915, was undertaken at the request of commanding officer, Frankford Arsenal. 3. Report of tests for sensitiveness to detonation of mercury ful- minate of 21 samples of TNT crystallized from various solvents, for the Bureau of Ordnance, Navy Department, dated June 17, 1916. 4. Report of tests of two samples of mercury fulminate for Frank- ford Arsenal, dated December 2, 1916, undertaken at the request of the commanding officer, Frankford Arsenal. After the United States entered the war the following reports of investigations were submitted: 5. Report of pendulum friction and large impact tests on two samples of "sodatol" and two samples of "amatol." The final report was dated July 20, 1918; and the preliminary report, May 15, 1918. To a greater or lesser extent, the economies of the smaller Caribbean Island countries continued to have common problems. These included unemployment, inflation, foreign exchange shortages, trade deficits, and unstable world prices for their exports. Declining prices for petroleum provided some relief from scarce foreign exchange. Overall, the mineral sector remained stable. The Amerada Hess Corp. crude oil transshipment terminal on St. Lucia was completed during 1981. However, there were no shipments during the year. No official reason was offered for the delay in opening the terminal, but it may have been related to the world surplus of crude oil that occurred in 1981. There has been no further action on the refinery, which was to complete the island's petroleum complex. During the first half of 1981, an announcement was made that a second oil transshipment terminal would be built on St. Lucia. The report indicated that the terminal was to be financed by Saudi Arabia and include underground storage. After the original announcement, no further information was made available. This terminal, like the Hess petroleum complex, may have been temporarily postponed because of the crude oil surplus.

The Bahamas Oil Refining Co. (BORCO) refinery in Freeport continued to operate at less than half its full 500,000-barrel-per-day capacity. Although owned through subsidiaries by the Carey Energy Corp (65%) and Standard Oil Co. of California (35%), BORCO is ineligible for participation in the Crude Oil Entitlements Program granted to companies operating within the United States proper or its territories. Like some other Caribbean refineries, BORCO has suffered a loss of normal market outlet due to the wt advantage afforded U.S. refineries by the Entitlements Program. Saudi Arabia, Nigeria, and Libya are the major suppliers of crude for the refinery. Its principal products, motor spirits, aviation fuel, distillate fuels, and residual fuel oils, were marketed in the United States and Puerto Rim. The Government-owned Bahamas Development Corp. and Burmah Oil Co. Ltd., held discussions pertaining to a renegotiation of Burmah Oil's management contract for the Grand Bahama Oil Transshipment terminal. The desired contract modifications were not made public but financial problems have plagued the terminal and its operation since construction started in 1972.

The settlers of a new country necessarily suffer at first from the lack of accumulated stocks of metals - in-use that are possessed in older countries . Our American colonists were at first compelled to import their metals in manufactured forms , and it must have proved difficult to produce an exportable surplus of commodities with which to pay for them . These circumstances stimulated a search for domestic ore deposits . Various discoveries resulted , so that as early as 1628 , we find the colonists importing two craftsmen from England to establish iron -works in Massachusetts to beneficiate local ores . In 1648 , an iron -works at Lynn was producing metal at an annual rate of 400 tons . Later on , the colonial iron industries became of importance , some metal being actually exported to England . The people of this country thus early became convinced of the necessity for domestic mineral production . It is now little realized how persistent were their efforts to - make mineral discoveries , before the gold- rush to California ; the extraordinary success of our subsequent mineral explorations has overshadowed the earlier record . Precise and complete accounting of our mineral production , having the character of national bookkeeping , is available only for the series of years beginning with 1880 , when commences the official record that is provided by the Government publication called Mineral Resources of the United States . In the period of 52 years , from 1880 through 1932 , the value of mineral production of the United States amounted to more than 122 billion dollars . Only 12 billions of this total were produced in the 21 years , 1880-1900 , while nearly 110 billions were produced in the first 31 years of the present century . Of this 110 billions , over 53 billions were produced in the most recent decade , 1921- 1930 , the production of the previous decade , 1911-1920 , having been only 37 billions , though it included the war period ; that of the decade 1901-1910 was 16 billions . In 1931 , the total value of mineral products of the United States was $ 3,180,000,000 , compared with an average annual value of $ 5,556,000,000 during the previous five - year period , 1926-1930 . The decline in 1931 from that average was therefore 43 per cent . As to the three great groups of mineral commodities , metals fared worst , with a decline of 55 per cent in the value of their production , while the value of fuels declined 39 per cent , as did that of the nonmetals group .

By 1980, the U.S. mining community had reached a broad consensus regarding coal pillar design. The pillar load could be estimated from tributary area theory, and the pillar strength from empirical formulas and laboratory coal strength testing. Then the growth of longwall mining required new thinking. Recently, powerful design methods have emerged from analysis of large data bases of real-world pillar successes and failures. These include the Analysis of Retreat Mining Pillar Stability (ARMPS), the Analysis of Longwall Pillar Stability (ALPS), the Mark- Bieniawski rectangular pillar strength formula, and guidelines for preventing massive pillar collapses. Sophisticated numerical models have also helped transform the pillar design landscape. In the process, our understanding of pillar mechanics has been greatly enriched.
