Objective To develop a passive, inexpensive technique for monitoring explosion overpressures within sealed areas in underground coalmines. Background From 1994 to 2000, seven explosions of methane and/or coal dust occurred within the worked-out, sealed areas (gobs) of underground U.S. coal mines. These explosions, believed to have been started by lightning, destroyed many seals and caused much damage external to the sealed area. One gob explosion went undetected until the mine operator reopened the sealed area and discovered the damage. Fortunately, these gob explosions did not cause any fatalities or injuries. Because lightning occurs in just about all mining areas, several questions arise. Could gob gas explosions be occurring in other sealed areas and going undetected? If so, what is the magnitude of the resulting explosion overpressures? The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) undertook a study to identify and evaluate passive measuring devices to monitor and quantify the overpressures associated with such explosions. This work was done in parallel with full-scale explosion experiments for evaluating the strength characteristics of seals used for isolating areas in underground coal mines. Approach Evaluation studies were done in PRL's 20-liter explosion test chamber and in the full-scale Experimental Mine at Lake Lynn Laboratory to evaluate the response and accuracy of various commercially available automobile tire pressure gauges to overpressures generated from gas and dust explosions. The first series of tests was done in the 20-liter chamber, which is used to study the explosibility and inerting of fuel dusts and gases. Data from the tire pressure gauge tests were compared to the pressure-time data obtained from the 20-liter chamber 's traditional electronic strain gauge pressure transducer recorded on a high-speed data acquisition system. To evaluate the tire pressure gauges, the valved inlet (tip) of the candidate pressure gauge was removed and the body of the gauge was cemented with epoxy into a 0.25-in pipe elbow and attached to the outside of the test chamber. A second series of tire gauge evaluation tests was done at Lake Lynn during explosion-resistance testing of seals used in underground coal mines. Full-scale seals (20 ft wide by 8 ft high)were constructed as one wall of a 2,000-ft3 chamber and exposed to a series of methane explosions. Average overpressures ranged from20 to 80 psi. The seals were built with various strength materials ranging from 7 to 48 in thick. The modified tire gauges are attached on the outside of the chamber to a 0.25-in NPT pipe that extends into the chamber (figure 1). The axis of the gauge is mounted at a right angle to the plane of the seal to minimize the coupling of any seal movement to the stem of the gauge that may cause inaccurate readings. The internal explosion pressure history is recorded with a strain gauge pressure transducer mounted inside the chamber. Methane is injected into the chamber, mixed with air, and ignited with an electric spark located at the geometric center of the chamber. Maximum explosion overpressures are recorded and compared with the tire gauge pressure.

We have gathered here in Pittsburgh, at the Nineteenth Annual Safety Congress, in order to advance the cause of safety. Although my personal inter- est in this movement alone would have been sufficient to insure my presence here, specific duties have brought me to this congress in an official capacity. My responsibilities as the head of the United States Bureau of Mines, which makes the promotion of safety in the mining and allied industries one of its major activities, necessitate my attendance. My obligations as president of the Joseph A. Holmes Safety Association, an organization closely allied to the bureau and which has for one of its objects the public recognition and reward of outstanding achievements in safety, require that I be present at this time. This morning, my job is to present the Holmes safety certificate to the Lehigh Portland Cement Co. First I will remind you of the nature of this safety association, named in honor of the first director of the Bureau of Mines. After Mr. Holmes' death, in 1915, a number of influential organizations banded together to commemorate the name of this leader in the conservation of human life. In order that you may appreciate the significance of an award by the Joseph A. Holmes Safety Association, I shall read you the list of 24 national organizations which comprise its membership:

"The Bureau of Mines receives and answers many requests for information on the qualities and properties of American coals, and also publishes many papers that deal with coal characteristics. Compilations of chemical analyses of coal from specific locations are contained in a series of technical papers,2/ by States, whereas typical analyses of coal seams, by States and counties, are given in data books, volumes 1 to 7,2/ by producing districts, as defined in the Bituminous Coal Act of 1937. Bulletin 446, ""Typical Analyses of Coals of the United States,"" condenses and supplements these data books, which do not apply to the Western States. Other coal properties are described in numerous publications listed in the Bureau of Mines Bibliography of Publications. However, no recent publication lists average B.t.u. values by rank on a Statewide and national scale. Averages have been estimated in the past, and some of them are included in this paper for comparison.The average and the ranges of as-received B.t.u. values of American coals on a Nation-wide basis, as found by the statistical method described in this paper, are given in table 2 and on a State-wide basis in table 3. The following is abstracted from table 2:In deriving average B.t.u. values for coals, the results depend on the type of data available and the methods of calculation. The data, or analyses, may represent any of three types of samples - mine, tipple, or delivered. In mine sampling, a channel cut is made of a vertical face of the coal bed, carefully excluding most of the impurities, and the material retained is the sample. It is readily seen that mine samples are selected samples and do not strictly represent the unmined coal bed, unless the coal contains no major impurities. Mine samples generally represent the best-quality coal that could be produced. In contrast to mine samples, tipple and delivered samples represent coal that actually has been mined, and their analyses may show either lower or higher values than mine samples of the same coal, depending on treatment and preparation after mining.Of the thousands of analyses accumulated by the Bureau of Mines, most are of either tipple or delivered samples and represent the coal after it has been mined. Any average calculated from this aggregate of data will, consequently, reflect coal that has been produced, and not unmined coal in situ.The method of calculating an average from the basic data also will have considerable influence. If there are three seams of coal in a county, the average analysis for the county is not necessarily the arithmetic mean of analyses of the three individual seams. For a probable average of unmined coal, the B.t.u. values of each seam should be weighted in proportion to the unmined reserves of each seam. In similar manner, an average for past pro¬duction should be weighed according to the past production for each seam. Figures for coal reserves are only estimates based upon geologic evidence and its interpretation. Production records are much more accurate than estimated reserves, although detailed production records for individual seams by counties are very few."

Bulk carriers, freighters, and tankers are the three classes of seagoing vessels engaged in transporting mineral commodities. However, vessels in these classes are not wholly devoted to mineral commodity transport, as seen in tables 16 through 22. Bulk carriers move considerable tonnages of agricultural products as well as crude minerals, their concentrates, mineral fertilizers, and the like. Freighters, owing to their great variety, can be devoted wholly to hauling mineral products or wholly to non mineral goods, as well as carrying mixed mineral commodities and non mineral commodities. They include general cargo ships, full container ships, partial container ships, roll-on/roll-off ships, and barge carriers. Tankers, although largely engaged in moving crude oil and refinery products, also transport liquid chemicals, molasses, wine, liquefied natural gas, and other fluids. Table 16 shows the distribution of the world's merchant fleet by vessel type in terms of the number of vessels, their gross tonnage, and their deadweight tonnage. The increase of nearly 1.5 % in the number of vessels between 1990 and 1991 compared with a 2.7% growth in gross tonnage and a nearly 2.3 % increase in deadweight tonnage points to an increase in the average size of vessels. Of the four categories of vessels reported, all showed increases in number and in deadweight tonnage between 1990 and 1991 except for "other," and on the gross tonnage basis, all groups registered increases. Although physical characteristics of vessels such as size, draft, crew requirements, type of propulsion system, ratio of gross tonnage to cargo tonnage, and fuel costs have undeniable influences on shipping industry performance, problems of and changes in the quantity and types of materials moved also significantly affect the shipping sector of the world economy, and thus have a bearing on the minerals sector of that aggregate. Unfortunately, comprehensive global data reflecting changes in these critical variables are not published.

In restricted vertical working heights such as low-seam coal mines, workers are forced to assume kneeling or squatting postures to perform work. These postures are associated with increased risks for the development of significant knee pathologies such as meniscal tears and osteoarthritis [1,2]. Previous research has shown an increased applied knee flexion moment when kneeling in high flexion [3]. However, these models have been applied to flexion up to 140° which neglects contact between the thigh and calf which occurs beyond 140°. In addition to thigh-calf contact, when kneeling near full flexion there may be additional contact between the heel and gluteal muscles. To the author?s knowledge, heel-gluteus contact has not been previously investigated, but thigh-calf contact has received some attention. Zelle (2007) reported thigh-calf contact forces up to 30% bodyweight (BW) [4]. Zelle (2009) reported decreased knee forces when accounting for thigh-calf contact [5]. Caruntu (2003) reported erroneous force and moment estimations when thigh-calf contact was neglected from models to determine muscle and ligament forces [6]. In this study thigh-calf and heel-gluteus contact forces were quantified to determine their effect on the externally applied flexion moment in high flexion.

"Information gathered during recent months by field men of the U. S. Bureau of Mines shows that in one State alone there have been 71 fatalities from electrical causes during the last 51/2 years, of which 55 were from contact with mine trolley wires operated at 250 volts or less, direct current. The 1928 law relating to the guarding of trolley wires in the-mines of this particular State reads: ""All trolley wires carrying a voltage of class 2 must be properly shielded except where the same are at least 61/2 feet above top of rail."" Class 2 voltage is defined as being ""between 300 volts and 600 volts direct current, or 240 volts and 480 volts alternating current."" From this it may be inferred that no guards are required, for 250-volt trolley wires, and the natural conclusion to be drawn is that the lack of guards or shields must be held responsible for these fatalities. To prevent fatalities from this source, it has been advocated that every foot of trolley wire in mines should be guarded. While some such drastic step may appear to be amply justified, a closer examination of the records shows that lack of guards is not entirely responsible but rather that carelessness and neglect in the observance of certain well-established simple rules concerning installation and location of trolley wires must also bear a share in the responsibility. In -other words, if trolley wire is installed carelessly and its maintenance neglected, failure may be expected of any guards that have been put up.There are a-number of factors affecting safety as related to trolley wires in mines, among which the following may be enumerated.1. Installation relative to track and passageways.2. Guarding.3. Maintenance.4. Discipline.Acknowledgment is made to D. Harrington and K. L. Marshall of the safety division of the bureau for assistance given in securing data on cost of installing guards for trolley wires.The statement that fatalities should not be charged in every case to lack of guards is supported by the following example: A man operating a locomotive was electrocuted when the trolley wheel jumped the 250-volt trolley wire and allowed it to sag against his shoulder. He was sitting in the regular place provided in the locomotive, but the wire was 11 inches inside of the rail and only 39 inches above it where the wire touched him, or 11 inches from the roof at a distance of 12 feet from the nearest hanger. The accident occurred between two hangers 44 feet apart, and the trolley wire was inside the rail over the entire distance, being 2 inches inside at one hanger and 10 inches inside at the other hanger. A bolt in the roof indicated that there had been a hanger at one time between the two on the 44-foot span.This example is a violation of good practice in the installation and maintenance of trolley wire. In the first place the wire should have been outside instead of inside the rail. In the second place there should have been at least one intermediate hanger so that the span would not be so great and the sag would be reduced. Furthermore, it is possible that the wire was not taut enough even when the intermediate hanger was in place.To provide a degree of safety for men in the mines certain coal-mining States, recognizing the need, have enacted laws to regulate the installation of trolley wires. These limit the distance that the wire must be kept outside and above the rail. Thus, the 1927 mining laws of Ohio specify that:"

Falls of ground continue to be one of the most serious causes of injury to U.S. miners. Of the 256 fatal injuries that occurred in mining between 1996 and 1998, 59 (23%) were caused by falls of ground (Table 23.1). Falls of ground affect some sectors of the mining industry more severely than others. For instance, nearly 40% of the 98 coal mine fatalities between 1996 and 1998 were caused by falls of ground. Underground miners are at much greater risk than surface miners. Nearly half (45 out of 101) of underground mine fatalities were attributed to roof, rib, and face falls, while only 6% of the 155 surface fatalities were caused by falls of highwalls or slopes. The goal of this chapter is to provide guidance to safety professionals tasked with preventing ground fall injuries. This chapter combines an analysis of the Mine Safety and Health Administration's (MS HA) accident and injury data with a survey of industry "best practices" to safeguard miners from ground falls. Ultimately, this approach can help to form the basis of a sound, proactive ground control program for the mining industry. SOURCES OF DATA All the injury data examined in this study were derived from MSHA's fatal investigation reports and the MSHA accident database. Because falls of ground often result in serious injury, MSHA "Fatalgrams" and fatal investigation reports provide a useful snapshot of ground control issues in the mining industry. These reports are available to the public (on the M FHA Web site at www.msha.gov). Fatalgrams, are one-page summaries that are usually published within a month of an accident. They contain very basic information about the accident with a graphic and a short section on relevant best practices. Fatal investigation reports are the official accident investigation reports filed by MSHA personnel. These reports contain general information about the mine, a, description of the accident, physical factors involved in the accident, a conclusion, and enforcement actions, Enforcement actions typically identify citations and discuss violations to the Federal Mining Law. MSHA also maintains comprehensive statistical data on the mining industry's accident and injury record. The law requires that mines file a report on every reportable accident that occurs, containing information on the accident's location, severity, classification, activity, and nature of injury A short narrative is generally included as well. Accident reports can be searched by many of the above fields.

The following are abstracts from papers presented at the 4th Symposium on Respirable Dust in the Mineral Industries and· were produced through research funding under the Generic Mineral Technology Center for Respirable Dust. Full articles appear in the proceedings published in July 1996 in Applied Occupational and Environmental Hygiene. (Volume 11, Number 7). The two addresses included in the proceedings point to the progress, prospects, problems, and perspectives on control of respirable dust and dust-related disease in the mineral industries. The symposium papers deal with respirable dust issues that are longstanding such as characterization, health effects, control of airborne coal dust, new and emerging issues such as iron toxicity, diesel particulates, and sampling. The papers were grouped into the following topics: continuous dust monitoring, encompassing the development of a fixed-site monitor that will provide continuous information on instantaneous and time-weighted respirable dust concentrations; mechanisms involved in the generation of dusts in mine environments, important for dust control at the source; characterization and control of diesel emissions (particularly diesel particulates) in mine atmospheres; mining systems effects and models; dust control in mine working faces and in milling environments; characterization of the physical, chemical mineralogical, and biological properties of the dust and their relevance to health effects and sampling; dust-lung interactions, encompassing results from several biomedical studies dealing with acute and chronic inhalation of airborne dusts and associated lung responses; the role of iron in causing lung injury; and therapeutic strategies for ·the control of pulmonary disease. All papers submitted to the organizers were peer-reviewed. In the proceedings, we have not differentiated among the platform and poster papers; rather, they have been grouped into the above topical areas. Taken together, these papers reveal significant progress in the control of dust generation, characterization of dust, understanding of dust-lung interaction, and mining and milling practices to reduce dust exposure - all essential for reducing dust-related occupational hazards at the workplace.

Objective To improve seats on mine shuttle cars with ergonomic design and by reducing shock impact transmitted through the mine vehicle seat to the vehicle operator. Background Operators of underground mobile equipment, particularly shuttle cars, are often exposed to significant levels of shock and whole-body vibration. Past studies have reported that as many as one-third of underground equipment operators could be exposed to adverse levels of shock and whole-body vibration. Moreover, seats on mining equipment, historically, are inadequate relative to the ergonomic needs of the equipment operator. In the extreme, amine vehicle seat has sometimes consisted of blocks of wood or a bent steel plate bolted to the machine frame. Also, the lack of sufficient vertical clearance in some underground mines is an impediment to providing adequate shock isolation systems on mine equipment seats. Approach The NIOSH Pittsburgh Research Center (PRC) is conducting research with viscoelastic foams to improve seats on mine shuttle cars. Viscoelastic foams were used in an ergonomically designed seat to reduce the amount of shock transmitted through the mine vehicle seat to the vehicle operator. Data on selected viscoelastic foams were analyzed from laboratory shock tests at PRC. Using information from the analysis, two ergonomic seats incorporating selected foam were constructed for in-mine testing on a shuttle car (Joy 21SC) in eastern Kentucky. The shuttle car operated in a 35-in-thick coal seam with an approximate mining height of 43 in. Operational data were recorded on the ergonomic and original seats. Further, the shuttle car operator was asked to compare these seats. Results When comparing the original seat (figure 1) with the ergonomic seat (figure 2), the shuttle car operator described the ergonomic seat as generally “much better” than the original seat. The operator explained. “It’s just easy to adjust. And it’s got the lower lumbar support. And the pad is thicker. It’s just much better all the way around.” He added, “It does support you more and [there is] less shock when you hit a hole...I liked the lower lumbar support. That’s where most of your shock is at, in your lower back.” The operational data supported the operator’s comments. In the full-load case, significant improvements in isolation were achieved(down to 15 Hz) with the ergonomic seat. Additional laboratory testing of seven viscoelastic foams was done to further improve the level of isolation from shock and better characterize the material properties of each foam. Data from this testing were used in an analytical model of the seat pan isolation system. Results showed that two of the viscoelastic foams, SUN-MATE EXTRA-SOFT and PUDGEE, gave the most effective shock isolation of the seven materials tested. A composite of EXTRA-SOFT and PUDGEE foams improved the isolation characteristics of the seat pan to approximately 4 Hz. Similarly, EXTRA-SOFT by itself provided isolation to 5 Hz. These results will be validated with future in-mine measurements. Cooperative Research Opportunity NIOSH is seeking cooperators to assist in further research and development of this technology. Enthalpies were determined for synthetic chalcopyrite (CuFeS2) between 298° and 1,050° K and for synthetic bornite (Cu5FeS4) between 298° and 1,100° K by copper-block drop calorimetry. Two transitions were found for each compound. The lower transitions were both crystal transformations from tetragonal (low-temperature form) to cubic (high-temperature form). The chalcopyrite transformation occurred at 830' K with a heat of transformation of 2,405 cal/mole; the bornite transformation was at 485° K with a heat of 1,430 cal/mole. The other transitions were of the second order and were presumed to be magnetic in character. The second-order transitions for chalcopyrite occurred at 930° K, and the one for bornite at 540° K. Enthalpy increments, entropy increments, and heat capacities are tabulated at even temperatures above 298.15° K. Equations of enthalpy are also given.

An underground investigation was designed and implemented by the National Institute for Occupational Safety and Health (NIOSH) to evaluate the effectiveness of pre-driven longwall recovery rooms supported with pumpable concrete roof supports. The pumpable roof supports were instrumented with hydraulic pressure cells to measure support loading. Displacement of the support was also measured to assess the support reaction to ground movements. Movement up to 12.5 m (40 ft) into the roof was measured with sonic probes and multipoint extensometers. Borehole pressure cells were installed in the panel fender and outby pillars to evaluate load transfer. Shield loading was also assessed to determine the impact of the panel fender yielding on face loading. The results show that the yielding of the panel fender produced uncontrollable convergence that caused yielding of the shields and stiff pumpable roof supports when the face was approximately 3.12 m (10 ft) from the recovery room. The shields continued to yield until the face advanced into the recovery room. Convergence in the pre-driven recovery room typically reached 15-20 cm (6-8 inches) once the pumpable supports yielded and shed load through a declining residual load capacity prior to being cut out by the longwall shearer. Roof deformations occurred beyond the 10 m (32 ft) horizon with total deformation ranging from five to 10 cm (2 to 4 inches), indicating that standing support was necessary to help control the span as the longwall face advanced into the pre-driven recovery room. Stability improved as the pumpable supports were cut out, thereby reducing the span between the shields and the outby pillars. In the end, the shields were successfully recovered under stable ground conditions. However, a disconcerting discovery was the load shedding of the outby pillars as the recovery room was mined into. This behavior was not expected with a relatively narrow room that is fully supported with standing support. If this mechanism is indeed occurring, the width of the room and performance of the standing support becomes even more critical. Premature failure of the support can lead to excessive convergence on the shield line that cannot be controlled even with modern shields, resulting in instabilities that can lead to catastrophic results. Understanding the load transfer mechanics associated with the advancement of the longwall face into the pre-driven recovery room and the widening of the room to recover the longwall shields is providing valuable information for the refinement of the NIOSH Ground Reaction Curve for standing and intrinsic roof support system design.

In August 1984 the U.S. Bureau of Mines conducted a study of the mineral resource development potential of the Badger Canyon-Antelope Creek area, within the Boulder-Pioneer wilderness study area, about 5 miles northeast of Ketchum, 10. The purpose of this study was to investigate in greater detail an area which was designated by the U.S. Geological Survey (USGS) and the Bureau as having a moderate mineral resource potential for zinc, molybdenum, lead, and silver, and a low potential for copper. One hundred twenty-eight soil samples were taken along a 6,2S0-ft traverse on the ridge separating Badger Canyon and Antelope Creek. 5 Five rock samples were collected from old prospect pits and mineralized outcrops. All samples were analyzed for gold. Silver, copper, lead, zinc, molybdenum, arsenic, antimony, vanadium, and mercury. The metal concentrations in the soil samples along the traverse are irregularly distributed. Samples collected near old prospect pits tend to be high in lead and zinc, undoubtedly a reflection of underlying galena-and sphalerite-bearing quartz veins. All of the copper and mercury values in the soils are less than the detection limit, as are most of the lead, molybdenum, and antimony values. Except for lead and zinc values, the metal concentrations in the rock samples are low. Galena and sphalerite were observed in quartz vein samples collected at the old prospects. The results of the study indicate that the galena-sphalerite-bearing quartz veins and veinlets are too narrow, widely-spaced, and low in metal values to be economic. Low concentrations of metals in the soil and rock samples, combined with the lack of major mining activity in the past, indicate that the area has a low likelihood for economic development.

"So much has been written on the ore genesis of the Comstock Lode that it is sufficient here to describe the original ores as consisting chiefly of quartz and some calcite. In places .a considerable amount of pyrite appears. There are also minor amounts of galena, chalcopyrite, and sphalerite. The chief silver minerals are argentite, stephanite, and polybasite. Most of the gold is native.A composite analysis of the ore; obtained by averaging the results from the early workings of several mines, is shown in Table 1.The history of the milling of Comstock ores from the Sixties to date would call for a review of the development of precious-metal metallurgy. However, a brief outline of the methods employed will give a better basis for studying the difficulties that are to be expected in the final retreatment of the remaining residues.In the earliest days amalgamation was accepted as the main recovery method. The large tonnage of good-grade ore from the Comstock Lode attracted the best metal¬lurgical talent of the time, and developed there the highest skill in the art of amalgamation, including the auxiliary chemical preparation of the ores and the mechanical operation. In this work 0.5 to 6.0 pounds of mercury was used per ton of ore. The mercury loss probably averaged about 2.5 pounds per ton of ore treated.The better grade of tailings from the ores milled were impounded, often near the works. In many cases the same tailings were reworked several times before they entered the main outflow waste stream that had its course down Seven Mile Canyon to the Carson River. Following the water course down the canyon the tailings were re-impounded, and, as metallurgy advanced, new plants were erected to again re-treat them. The most successful of these plants used forms of amalgamation, chlorination, and cyanide methods of recovery. To the tailings from the re-treatment plants, smaller tonnages of untreated tailings produced by milling lower-grade ore are continually added.Along the stream bed down the canyon a series of blanket runways were constructed, and each was independently operated for years by one or more men. All, or the heavier portion of the stream flow was run over the blankets; in this way much of the heavier concentrate, mostly sulphides and mercury products, was reclaimed.All of the residues finally entered the run-off flow along with the sewage from Virginia City and waste from the gas works, saw mills, and stables. As the accumulation along the bed of the Carson River became a nuisance, the lighter and better grade of tailings was impounded on the banks of the river. This accounts for the large dumps locally known as ""Douglas tailings."""

"The belief is now fairly general among the coal-mining people of the United States that one of the most effective methods of preventing wide-spread coalmine .explosions is that of introducing rock-dust into coal mines to reduce the inflammability or explosibility of dusts found on mine surfaces. Notwithstanding this belief it is improbable that even a small fraction of 1 per cent of the coal mines of the United States are at all adequately protected by rock-dust; in a survey made in the summer, and fall of 1927 it was found that but 463 out of more than 7,000 operating bituminous and lignitic coal mines were using rock-dust at all, and that few if any of the 463 were fully or adequately protected by rock-dusting.Inspections of a large number of mines through the United States by Bureau of Mines safety division field men have failed to reveal a single adequately rock-dusted mine, Yet there is no doubt that many of the owners and operators believed their properties to be fully protected by rock-dust against the much-feared hazard of widespread explosion. Two of the most disastrous explosions of recent years occurred at properties where the owners were definitely of the belief that the rock-dusting done had made the mines immune to widespread explosion involving coal-dust. In both instances it was found that although some rock-dusting had been done, the mines were more nearly 1 per cent than 100 per cent rock-dusted.This condition as to inefficiency or insufficiency of rock-dusting in the coal mines of the United States is almost universal, and unless our mining men awaken to its, dangers, the disaster record of the coal-mining industry is much more likely to become worse than better. During the fiscal year ended June 30, 1928, the attention of the safety division of the United States Bureau of Mines was called to. 22 explosions With 320 fatalities in bituminous coal mines of the United States; and of the 22 explosions there were 10 with 258 fatalities in mines that were listed as having used rock-dust; upon investigation it was found that as usual the rock-dusting had been anything but comprehensive or adequate. It is probable that in a very few instances last year the relatively small amount of rock-dusting stopped the .extension of the explosion and thus prevented further expansion of the death list. In general, however, the explosions occurred in a part of the mine that had not been rock-dusted - and right here is the crux of the failure or probable failure of present-day rock-dusting in the United States, There should be no part of any bituminous or coal mine in which all of the exposed surfaces (roof, ribs, and floor) have not been thoroughly rock-dusted and kept thoroughly rock-dusted. In other words, all exposed surfaces of all accessible places in bituminous and lignitic coal mines should be kept covered with rock-dust so that the combined rock-dust coal-dust mixture at all times and in all places has less than 35 or 40 per cent combustible matter, The only exception to this rule is that surfaces which are wet (and this does not mean merely damp) need not be rock-dusted. However, a mine opening may have several inches of water on the floor and yet have much explosive dust on the ribs and roof above the water; in such places the ribs and roof should be kept rock-dusted, irrespective of the wetness of the floor."

Hand-Arm Vibration Syndrome (HAVS) was identified as early as 1918 in Bedford, Indiana in the U.S. Since then much research work has been done around the world in the areas of medical, epidemiological, engineering and legal aspects of HAVS. In Japan, much of the pioneering work in this field has been performed by Dr. Setsuo Maeda and his staff at the National Institute of Industrial Health (NIIH) in Kawasaki. Most recently, reports of work done by this group and by Dr. Ren Dong1 of NIOSH in the U.S., as well as many other suppliers and Japanese practitioners were presented at the 13th Japan Group Meeting on Human Response to Vibration held in Osaka2 during August 3-5, 2005. "A gratifying decrease is noticeable in the number of men killed in the coal minas of the United States during the past six months as compared to the quantity of coal produced.During July last year, when 221 men lost their lives, the production of coal was over 50 million tons. In January, 1920, the production had increased to 56 million tons, or 11 per cent, while the fatalities, instead of increasing proportionately, actually decreased to 166, or nearly 15 per cent. Nor is this decrease a mere accident or coincidence peculiar to the month of January, as may be seen from the following table.From the figures shown above it may be observed that the average monthly production for January and the five months immediately preceding, was 49,500,000, or only 2 per cent below that for July, while the average number of men killed was 183, or a decrease of over 17 per cent."
