The Bureau of Mines investigated the applicability of carbon-in-pulp pro-cess for recovering silver from low-grade ores. The reasons for the research were (1) to illustrate a practical procedure for the process design of carbon-in-pulp adsorption circuits using leach slurries and simple equipment; and (2) to illustrate how equations of adsorption theory relating rate data and equilibrium adsorption curves can be helpful in process design. Carbon-in-pulp silver adsorption tests were made on Banner, Idaho; mine-run ore samples with silver contents ranging from 2.0 to 8.5 oz/ton and variations in cyanide leach extraction from 48 to 93 pet. The lower recoveries were attributed to the presence of complex silver sulfide minerals. Carbon-in-pulp batch adsorption tests provided rate data for the estimation of a silver equilibrium adsorption curve. Process design procedures in which the rate data were related to an equilibrium adsorption curvey by equations of adsorption theory were used to plan a four-stage pilot plant cascade. The pilot plant was successfully operated for 45 hr of countercurrent flow, producing a carbon product containing a mean silver loading of 571 oz/ton from a pregnant solution of 1.7 oz/ton of silver. Virtually all of the dissolved silver was recovered on the carbon.

Condensate waters from the Bureau of Mines Synthane process for coal gasification have been investigated by mass spectrometric methods to determine the organic contaminants. Waters from the gasification of six coals were extracted with methylene chloride, yielding 0.6 to 2.4 weight-percent extractable material. Using high-resolution mass spectrometry (HRMS), combined gas chromatography-mass spectrometry (GC-MS), and low-voltage mass spectrometry, 60 to 80 percent of the extract was found to be phenolic. About 20 organic contaminants have been identified and are present in the condensate waters from each coal gasified. The relative distribution of contaminants in the condensate water was nearly the same for the six coals gasified under various conditions; phenolic compounds were the most abundant in all cases.

"INTRODUCTION The question as to whether or not the flow of water through pneumatic rock drills commonly used in this country keeps to a minimum dust disseminated into the air during drilling arose during a study of the dust-in-air conditions in Butte mines from February to July 1936 and December 1936 to June 1937 made by the Bureau of Mines in cooperation with the Anaconda Copper Mining Co., Butte, Mont, The purpose of this report is to describe the study, including some experimental work on the subject, and to give test results.ACKNOWLEDGMENTSThe help of the ventilation department of the Anaconda Copper Mining Co. in planning the study and collecting the data is gratefully acknowledged.EXPERIMENTAL CONDITIONSTests were conducted in an untimbered 6- by 8-foot crosscut in medium-hard granitic rock near the shaft station on an inactive level of one of the active Butte mines. Figure 1 shows the plan and section of the test location. Air was drawn from the shaft at the station, through the crosscut, and up through another shaft. The flow of air through the crosscut was decreased by a brattice downstream from the sampling location, so that relatively high, easily measurable dust concentrations would be obtained in the tests. Impinger samples for determing concentration of dust in the air were collected in an opening 51 inches wide, 29 inches high, and about 4o inches from the top of the rails in a wooden stopping about 16 feet downstream from the place where the test holes were drilled."

Nine dust and gaseous inhibitors of propagating coal dust-air flames (lean, stoichiometric, and rich) were evaluated in a newly developed 15-cm-id, 3.6-meter-long instrumented flame duct, under conditions such that wall quenching was virtually absent and the dust concentration was temporally and spacially uniform to within about t5 percent. Listed roughly in order of increasing efficiency, the inhibitors evaluated were rock dust (calcium carbonate), powdered oyster shells (calcium carbonate), Halon 1301 (trifluorobromomethane), Halon 1211 (difluorochlorobromomethane), sodium chloride, Super-K (potassium chloride), regular-grade fire extinguishant powder (sodium bicarbonate), Purple-K (potassium bicarbonate), and Monnex (potassium bicarbonate combined with urea). Experiments were extended to clouds containing 1 and 2 volume-percent of methane. The inhibition of lean, stoichiometric, and rich methane-air flames without coal dust was also examined in a few instances; results agreed with those obtained for coal dust-air flames.

Demand for arsenic exceeded supply, and major domestic and foreign producers allocated available supplies to customers for the fourth consecutive year. Major demand for arsenic was about evenly divided between industrial chemicals and agricultural chemicals. Legislation and Government Programs.-Effective April 1, 1981, taxes were collected from companies producing and importing 42 chemicals and petroleum products designated as hazardous, The revenue was used to begin funding of the 5-year, $1.6 billion "superfund" being established under Public Law 96-510, the Comprehensive Environmental Response, Compensation, and Liability Act, designed to help clean up spills of hazardous substances throughout the United States. As hazardous chemicals, arsenic metal and arsenic trioxide were taxed at the rate of $4.45 and $3.41 per short ton, respectively.

"INTRODUCTION The increased use of coal as pulverized fuel has focused attention on the grindability of coal and on the necessity of evaluating this property by a method suitable for use in the usual coal-testing laboratory. Without some knowledge of how various coals behave in the grinding operation, that is, how their use affects mill capacity and power requirements, the selection of coals for pulverized-fuel plants cannot be made on the same critical basis used in selecting coals for other types of burning equipment. The grindability of a coal, serves principally as an indication of the mill capacity attainable in grinding it - not as a direct index of the total cost of grinding. Although the grindability of coal may play a minor role at some plants, it is a decidedly important factor where pulverizer capacity limits the ability to carry high loads.Purpose Standardized tests for determining the grindability of coal are relatively new, so that the information now available on the grindability of various coals is limited in comparison, for example, with that available on proximate analyses. Published information is restricted to determinations on many important Eastern coals by the Fuel Engineering Co. of New York, 4/ a bulletin giving the results of numerous tests by the Babcock and Wilcox Co. 5/, and a comprehensive report on. Alabama coals by the Bureau of Mines. 6/This report presents the results of grindability tests of 34 samples of coals from Illinois, Kentucky, Pennsylvania, Utah, Virginia, Washington, West Virginia, and British Columbia at the Northwest Experiment Station of the Bureau of Mines, Seattle, Wash., in cooperation with the College of Mines of the University of Washington. In the future, as the laboratories of the Bureau make grindalility tests of other coals, additional reports will be issued."

The objective of this Bureau of Mines research work was (1) to determine how well the E. I. Du Pont de Nemours and Company P-2500 personal dust sampling pump controls the flow rate at 2 L/min and (2) to compare respirable dust mea-surements made using the P-2500 with those made using a nonpulsating sampling flow system, both using the Dorr-Oliver 10-mm nylon cyclone dust size classifier. The calibrator and the operation manual for the P-2500, supplied by the manufacturer, were also evaluated. Flow tests consisted of long-term (6-to 8-hour) flow stability tests at various backpressures, a low-flow indicator examination, flow controller response time tests and pulsation tests. Dust tests were performed using coal, silica, and Arizona road dust. No tests were performed to examine effects of temperature, barometric pressure, vibration, or mechanical shock. These pumps performed well within manufacturer specifications in all tests.

Develop a training program to help mine workers effectively fight small fires in underground Goal mines. Training would enable miners to make rapid judgments on whether to attempt extinguishment, and how best to use the firefighting equipment on hand. Approach Fire reports were analyzed to define and delineate physical and behavioral variables which affect firefighting activities, and to determine effective procedures for extinguishing small fires. A course was then designed to train miners in such procedures. Finally, the course was reviewed by industry experts and administered to a group of miners to determine needed revisions and to validate the course. How It Works Analysis of fire data showed that six items should be emphasized in teaching proper fire response: 1. Alertness to fire potential. 2. Immediate power cutoff. 3. Internal, external communication. 4. Teamwork in fighting fires. 5. Role of ventilation and position of men inby the fresh air side. 6. Effective use of fire suppressant materials.

Experience, it is said, is the best teacher. Some experiences, however, should be shared so that no one else will ever have to live through them again. The fire at the Sunshine Mine is one such experience. ?Hard-rock mines don?t burn.? The Sunshine Mine near Kellogg, ID, was the nation?s premier silver producer for many years. In 1972, the mine was nearly 6,000 feet deep, contained hundreds of miles of worked-out areas, and employed nearly 500 people. Because of its depth and the type of host rock for the silver (unburnable quartzite), the general thinking of the day was that fires in mines such as the Sunshine were impossible, because ?hard-rock mines don?t burn.? What wasn?t really considered was that timber supports, foam insulation, and mining equipment do burn and that the carbon monoxide gas produced by burning is far more deadly than fire itself. Thus, no one was prepared when, on May 2, 1972, a fire of un-known origin broke out below the 3100 level of the mine. Before long, 173 miners on the day shift were trapped by thick, black smoke. By the time the fire was out, 91 miners had died, and the Sunshine Mine Fire became known as one of the worst mine disasters of the 20th century. It became the catalyst for passage of the Metal/Nonmetal Health and Safety Act of 1977, which applied the same federal safety standards to hard-rock mines as those regulating coal. Mandated safety training, mine inspections, and equipment standards were brought into force.

The technical feasibility of using energy from explosive ignitions of coal dust to pump water was .demonstrated in an exploratory investigation. Ignition of small amounts of pulverized coal that were dispersed in air over columns of water pumped up to 5.3 gallons of water per cycle when operated against a head of 30.75 feet. Water displacement was accomplished by either manual or automatic operation through a single cycle, and by automatic operation through a continuous series of cycles of I-minute duration. Operating through single cycles, slurries containing up to 3 pounds of coal and 4.6 gallons of water were also pumped. Possible uses of an efficient coal-fired pump would include pumping water for irrigation purposes, removing water from mines, transporting coal from mines in the form of a slurry, and pumping water to elevated reservoirs at electric powerplants so that it could be used to generate electricity during peak periods of demand.

General The underground mining environment has traditionally been hostile and as early mines were developed, coal seams with particularly difficult natural conditions were bypassed in favor of those more easily exploited. Barring the discovery of new and novel sources of energy, the depletion of petroleum and natural gas reserves will eventually force the United States back to the use of coal as its primary energy source. Figure 1 illustrates the trend away from coal which has taken place over the past half century. Today, the demand for coal requires a re-evaluation of all coal seams to meet the needs of the energy market. Difficult mining conditions may result in an increase in the consumption of roof control materials, require greater investment in pumping and ventilation systems, and increase the need for in-depth engineering of far greater safety in production plans. They may also cause delays in mine development and curtail production, all of which combine to drive up the unit production cost. It is reasonable to expect that conditions will continue to deteriorate as current reserves are depleted, thus bringing this factor into greater prominence in the future. For several years now, it has become apparent that in addition to economic objectives, coal companies must set and achieve several concomitant objectives to accomodate society's interest in the conservation of natural resources. Government action to meet this interest has taken the form of two categories of Federal legislation, environmental protection and employee health and safety. The effects of both of these have not been fully evaluated with respect to the total economic picture, although preliminary evidence indicates that an immediate increase in

Measurements were made of the flow of helium, methane, ethane, butane, and toluene through thin disks of coal. All measurements were made on a dense layer in the Pittsburgh seam identified as attritus. Flow increased with pressure differential and temperature. At room temperature and a pressure differential of 1 atmosphere flow rates along the bedding plane of Pittsburgh seam coal were helium 881 X 10-10 cm2 sec-1, methane 1.2 X 10 -10 cm2 sec-1, ethane 0.54 X 10-10 cm 2 sec-1, n-butane 0.35 X 10-10 cm2sec-1, and toluene 3.8 X 10-10 cm2sec-1. Flow rates were 50 percent lower across the bedding plane of the coal than along the bedding plane. Activation energies were 3.9 kcal mole-1 for helium and 13.6 kcal mole-1 for methane, with diffusion measured either along or across the bedding plane.

6. Computer Simulation of Mine Evacuation Analysis of mine evacuation involves manipulating a large number of interacting variables, such as mine passages, hoist movements, miner position etc. , which makes the problem very difficult to solve without use of a digital computer. Therefore, under this contract, a computer program is written to simulate evacuation of a mine under different configurations. The simulation input variables include characteristics of the mine, expressed in the form of a network of passages, properties of hoists and hoisting strategies, initial miner positions, ventilation and compressed air velocities, stench warning system and self-rescuer capabilities. The simulation can be carried out for cases in which there is no fire, i. e , fire drill simulation, or for cases in which there is a fire at any arbitrary location. The fire is assumed to generate gases which impede movement of miners in the gaseous region. However, the thermal effect of the fire on ventilation or on the miners is not considered. The simulation output includes the evacuation time for each miner, movement of the hoists, propagation of smoke through the mine passages and smoke exposure time of the miners. Details of the mine evacuation program are summarized in Appendices A and B Appendix A describes structure of the program and its capabilities. The flexibility of the program and its suggested uses are demostrated by a number of illustrative examples Appendix B is a user' s manual for the program which includes instructions for program use and explanation of the logic employed in the program. A computer listing and printout of a typical output are also included in the Appendix B The ten illustrative examples summarized in Section A 4 (Appendix A) provide proof of validity of the program and help make certain inferences about mine evacuation. The first example, which is simulation of an actual mine fire drill conducted in a mine, has predicted evacuation time within 5 percent of the actual evacuation time in the fire drill, demonstrating thereby, the ability of the program to make accurate predictions.

Cameroon's mineral industry continued to be dominated by crude petroleum, The economic development of the country depended on the production and export of crude on. Output was estimated to be 49 million barrels in 1985 compared with 56 million barrels in 1984 and 47 million barrels in 1988. The country's only refinery consumed approximately 12% of the daily production of crude oil while operating at slightly over 50% capacity. The refinery output, however, supplied the domestic need for motor fuel and heating oils. Cameroon's economic prospects were heavily dependent on the oil sector, which bad been responsible for the recent strong growth in the economy. The country consistently sought to avoid the problems associated with an overdependence on oil and followed a relatively broad-based development strategy, using oil revenues to sustain and encourage growth in other sectors. Approximately 75% of the gross domestic product (GDP) was attributed to the mineral industry in some form. GDP growth was approximately 6.5% during 1985.

This supplement has been prepared to furnish information on amendments to the regulations that were approved by acting secretary of the Interior on June 24, 1946, while this report was in the press. Page 14, item 2, and page 20, item 4, have been amended by the addition of the following footnote: "Pending the development of a satisfactory multiple-shot permissible blasting unit, a blasting unit of Type II, Class A, covered by Federal Specification WB 411, December 31, 1941 (with or without Amendment 2, June 16, 1945), may be used until Decem- ber 31, 1947. Should a satisfactory multiple-shot permissible unit be made available prior to that date, this interim approval may be terminated." Page 14, footnote / has been amended to read as follows: "The use of charges over 1-1/2 pounds and not exceeding 3 pounds is approved pending further investigation. The approval, which may be withdrawn at any time, expires December 31, 1947, unless renewed. For charges over 1-1/2 pounds, the following additional requirements must be observed: (1) Shot holes must be 6 feet or greater in length. (2) Explosives must be charged in a continuous train with no cartridges deliberately deformed or crushed, with all car- tridges in contact with each other, and with the end cartridges touching the rear of the hole and the stemming, respectively. (3) The permissible explosive must be one showing toxic gas omission that will place it in either Class A or Class B."

In laboratory tests using reconstructed soil columns, rubber latex showed good sealing efficiency when applied at a rate equivalent to 4000-5000 pounds per acre. Results of field testing, however, were inconclusive. The ideal situation in which latex would coagulate in a narrow zone two to three feet below the surface by reacting with acidic or metallic constituents of the soil was not attained. Rather, the latex was deposited progressively as it passed through the soil (most of it remained in the top foot), the rate of deposition being dependent on soil structure and composition as well as on properties of the latex such as particle size and emulsion stability. Latex stability appears to be a more critical property than latex particle size in controlling penetration. Addition of excess anionic or nonionic surfactants to latex improved its penetration into the soil. A styrene-butadiene (SBR) rubber latex of 2400 Å average particle size with high mechanical stability gave the best balance of penetrating ability and sealing capacity in laboratory tests and this was confirmed in tests on a 5 x 5 foot test plot at Lanse, Pennsylvania. This latex was subsequently applied to three one-quarter-acre plots at Lanse by sprinkler irrigation, and compared to adjacent areas that were sprinkled with water only. Soil moisture measurements did not enable us to judge the effectiveness of the seal because differences between sampling positions were greater than differences between treated and untreated sections, but permeability tests showed that water flow was much slower (90-99% reduction) within the top ten inches of soil in the latex- treated sections. This sealing effectiveness was reduced after wintering. There was no deleterious effect on the vegetation as a result of sprinkling the areas with latex. A laboratory study conducted in a 5 x 5 x 5 foot box containing uniform reconstructed soil from a New Jersey source suggests that latex penetration into the soil in the field occurs mainly through natural macro openings and not through the capillaries of the soil structure. Dilute solutions of ammonium hydroxide or sodium carbonate (with no latex present) were found to seal effectively in laboratory soil columns as well as in field applications. However, since these chemicals are water soluble, the seal is temporary. Raw material costs of latex at the application rates used in the field testing are in the order of $1000 per acre. Investigation into the expressions of the field produced by a loop over a conducting half space or in an infinite conducting half space are well documented. Reasonably complex descriptions of the effects of stratification also are reported. However, a model which must contain all of these complexities because of transmission to depths of 15,000 feet and also include the pertibation of the field by a verticle cylindrical steel casing loses its facility in the field or for quick, accurate approximation to field magnitudes and phase. This paper describes the results of two field tests to determine the attenuation and phase versus depth and frequency of an electromagnetic wave (induction field). A simple two-layer model is postulated to predict the magnitude and phase of the induced field which does not require sophisticated computing tools. Correlation of the model with experimental results show agreement of most amplitude measurements to within 3 db and most phase measurements to within five degrees. The tests were conducted in a 7400 foot deep well in Nevada and an 11,000 foot deep well in Wyoming which had conductivities ranging from .0025 mhos/m to .25 mhos/m. The surface transmitting dipole had an area of ~ 10 6 feet squared and constant frequency signals of 1.5 Hz to 20 Hz were transmitted through the earth utilizing less than 65 watts of power. Mining and reclamation procedures that meet the requirements of SMCRA are illustrated on pages 8 and 9 for each of the three major surface coal mining methods -- area mining, contour mining, and mountaintop removal mining. The three methods involve the same basic steps: clearing the land of trees and other vegetation, removing topsoil and overburden, mining the coal, and reclaiming the land. Although all three methods would not usually occur on any single site, the illustration facilitates comparison of mining and reclamation methods and aids basic understanding of the reclamation processes that take place under SMCRA. Area Mining The area mining method is commonly used to mine coal in the flat to moderately rolling terrain found principally in the western and midwestern states. After the overburden is excavated down to a coal seam, the mining area is enlarged horizontally to expose more coal for removal. In the West, where coal seams are commonly 10 to 20 feet thick (and range up to 100 feet thick in the Powder River Basin of Wyoming), the life of some mines maybe more than 50 years. In the Midwest, coal seams are typically 3 to 7 feet thick and 75 to 100 feet below the surface. Because of the large expanse of area mines and their relatively unrestricted sites, enormous equipment is used to remove overburden and reconstruct the land. The area mining operation in the illustration is on land that was formerly used for farming. The drawing shows that the agricultural use is being reestablished immediately following reclamation. Mining is proceeding across the land toward the left side of the site. The initial excavation was made far enough away from the stream along the right edge of the site to prevent damage to the water supply. The coal under most of the site has been removed, and reclamation has been completed on some of the land. For example, some of the cattle in the foreground and those in the feedlot behind the silo are grazing on reclaimed land that has been mined. At the far left of the illustration, topsoil from the unmined area is being removed by scrapers, transported across the area of active mining, and immediately spread on the land on the right, which is being reclaimed. (Reclamation of mined land as soon as practical, as required by the Act, is called contemporaneous reclamation.) A
