The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions2 issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor; if it is not, a price adjustment is made, Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

Time and motion studies were made by the Federal Bureau of Mines on the hand and machine dismantling of scrapped auto starter motors, generators, and alternators for recovery of copper, aluminum, and iron. The studies showed that an individual with power handtools and convenient access to a hydraulic press, power bandsaw, acetylene torch, and power lathe could, in an 8-hour day, disassemble about 100 starters, or 150 generators, or 30 alternators. The scrap copper yield would be 280, 390, and 45 pounds, respectively, and the iron yield would be about seven times the copper weight. About 100 pounds of aluminum would be obtained from the alternators.

Domestic production of lithium minerals, source of the lightest metallic element, has increased from an average of 1,327 short tons of concentrate in the 1935-39 period to approximately 37,830 short tons in 1954. This rather phenomenal growth in production and use reflects growing industrial interest in the metal and its salts. This information circular has been prepared to summarize for the casual technical reader the reserve, mining, processing, and consumption situation pertaining to the mineral spodumene - the principal source of lithium. A relatively complete bibliography is included for those who may need more detailed information.

Excellent gold recovery was demonstrated in a laboratory-scale leaching test on waste material from an open-pit mine in northeastern Nevada. An injection system of leaching was applied in which the sodium cyanide solution was introduced into the interior of the dump at selected points. Dissolution of gold from the waste material, which assayed 0.06 ounce gold per ton, was readily achieved because the gold occurred as submicroscopic particles in a porous host rock. Gold recovery of 80 percent was obtained in 11 days from material crushed to 1 inch in size, and recovery was 90 percent after 21 days.

"The Keely mine at Dagger, Indiana, is one of the few mines that is being operated successfully on a cooperative basis. This shaft mine is developing 133 acres of coal in the Indiana No. 6 bed, which here averages 5-1/2 feet thick and. lies about 110 feet below the surface. Thirty seven (37) miners and twenty (20) company men or day man are employed, and the daily output is around 300 tons. Practically the entire production is sold by contract for railroad use. No mining machines are used and all coal is produced by pick work.The mine was originally owned and operated by the Stockton Coal. Co. of Dugger, but about eight years ago it was leased to Mr. Roy Price. He sub-leased the property to ten miners, who formed an association known as the Dugger Mutual Coal and Mining Co., to work the mine cooperatively.At first many difficulties were encountered; the cooperative idea is an old one, but the practice was new to those interested. Some of the men were energetic, ambitious workers; others were inclined to let their associates produce the coal but wanted to share in the profits. In time, after a hard struggle and many changes in the personnel of the company, business-like methods were adopted and the mine was put on a paying basis."

Iron foundries that melt automobile scrap produce flue dusts averaging about 32 percent zinc and 6 percent lead. Some is sold to smelters, but because of the meager return and difficulty in handling, most of the dust is discarded. As part of the Bureau of Mines program to find uses for mineral wastes, research was initiated to develop an economical process to recover zinc and lead from the flue dust. Research encompassed the extraction of zinc and lead by fuming, leaching, and agglomeration. Controlled vacuum fuming of zinc to produce Prime Western zinc and a lead-rich residue was the most effective method for treating the dust. This process involved two distillations, or fumings, with carbon and methane as reductants, and resulted in recovery of 91.4 percent of the zinc in a Prime Western grade product, and 98 percent of the lead. Hydrometallurgical techniques involved several leaching methods, but the simultaneous extraction of iron, manganese, and copper resulted in contamination of the solution and made the zinc recovery processes too complicated. Agglomeration was done by pelletizing or briquetting the dust for possible use as feed to a zinc smelter.

The possibility of improving the volatilization of gold through the formation of a metal-gold chloride vapor complex was investigated. Gold-silica mixtures, containing ferrous and nonferrous minerals and salts as additives, were treated in a laboratory tube furnace with a flow of chlorine gas at various temperatures. The addition of pyrite (FeS2) to a charge of gold-silica increased the volatility of the gold from 3, 20, and 62 percent of the total gold to 62, 93, and 100 percent at 200°, 300°, and 400° C, respectively. Chemical analyses of the condensate indicated the volatile species to be FeAuCl6.

COUNTRIES of the Near East, with the world's largest and insist prolific petroleum resources, produced nearly 277 percent of the world's estimated total output of crude& oil in 1964 and accounted for about 60 percent of world exports of this commodity. Although petroleum largely dominated the mineral industry of tine area, production of antimony, chromium, copper, mercury, boron, potash, and phosphate rock was of world significance. Production of crude oil in Near East countries reached a record high of 7,520,000 barrels per day in 1964, an increase of nearly 11 percent over that of 1963. Kuwait maintained its position as the leading producer, accounting for almost 28 percent of the area's output. Saudi Arabia, Iran, and Iraq followed with 22.5, 22.2, and 16.5 percent of total area output, respectively. Despite record production, the Near East, proved crude oil reserve remained in excess of 211 billion barrels, or more than two-thirds of the estimated world proved crude oil reserve.

The Coal Mine Inspection Branch of the Health and Safety Division, Bureau of Mines, was established to carry out the provisions in Public Law 49, 77th Congress, H. R. 2082, approved May 7, 1941. The series of major disasters that beset the coal-mining industry in 1940 aroused public interest in mine-safety measures, and the act 18 the direct result of this rekindled interest. Under the provisions of the act, the Secretary of the Interior, acting through the Federal Bureau of Mines, is authorized and empowered to make, or cause to be made, annual or necessary inspections and investigations in coal mines, the products of which regularly enter commerce or the operations of which substantially affect commerce. The principal functions of the Federal coal-mine inspectors are to determine the causes of accidents and occupational diseases in coal mines and then endeavor to eliminate or ameliorate them (1) by revealing, through personal conferences with mine personnel, correspondence, and published reports, the unhealthful and unsafe conditions and practices existing in the mines and (2) by recommending practical means for correcting the conditions observed. The act does not provide any enforcement powers, and therefore compliance with the inspectors' recommendations is not mandatory; it does give Federal coal-mine inspectors the right to enter coal mines for inspection purposes.

This report, which updates and supersedes the Office of Surface Mining's 10-year progress report published in 1987, deals with the accomplishments of the regulatory and abandoned mine land reclamation programs during the first 15 years of the Surface Mining Control and Reclamation Act of 1977 (SMCRA). Part 1 is an illustrated description of on-the-ground accomplishments; Part 2 presents statistical information for the 15-year period. The data in this statistical report are organized in two sections: national statistics and state statistics. The national statistics provide an overview of coal mining and the implementation of SMCRA since 1977. The information reported for the states presents a brief description of the coal reserves in each area, accompanied by detailed statistics and graphs that relate each state to the nation as a whole. The statistics compiled in this report are from the Office of Surface Mining's files, computer data systems, and annual reports. During the early years of the program, many of the data categories were evolving and changing; therefore, data reported over the 15-year period are not complete for all states for all years, and where data was unavailable or zero, a dash (-) is shown for that item. The data sources used to compile the tables and graphs are listed and described in detail on page 76. Due to the number of requests for this information in the past, statistical information about coal mining and its regulation will be available each year as an appendix to the Office of Surface Mining's Annual Report to Congress. High extractions of lead, gold, and silver resulted from treatment of an oxidized, arsenical refractory ore by chloride volatilization. The ore was roasted in an oxidizing atmosphere at 1,000° C. for 1 hour. The chloridizing reagent was 300 pounds of CaC12?2H20 per ton of ore. Ninety-nine percent of the lead, 98 percent of the gold, and 96 percent of the silver, and only 6 percent of the arsenic, were volatilized. These results indicated that a satisfactory method could be developed for treating this type of ore. Recovery and separation of the volatilized values and developing metallurgical and operating data for this process require further investigation on a more extensive scale. Tests by gravity concentration, flotation, and cyanide leaching did not give satisfactory results.

Emerging laser technologies are quickly gaining acceptance in the industrial workplace. Besides the risk of human exposure, one safety concern with the more intense lasers is the potential for ignition of flammable gases, vapors, dusts, fibers, or flyings often found in hazardous (classified) industrial settings. In underground coal mines, lasers are being considered for remote measurement of explosive methane gas. Current federal safety regulations for underground mines contain no specific guidance for evaluating the safety of optoelectronic components such as diode lasers. The National Institute for Occupational Safety and Health is conducting research to help provide a scientific basis for developing appropriate safety guidelines for optical equipment in the presence of flammable methane gas and/or coal dust. One phase of the study is an experimental evaluation of methane-air ignition by laser heated small particles. Minimum observed igniting powers for laser energy delivered by 200-, 400-, and 800-um core diameter fiber optic cables and directed onto selected targets in methane-air atmospheres were 0.6, L l, and 2.2 W, respectively. Comparisons are made with other ignition phenomena, including heated wires.

The mining ordinance of Costa Rica dates from 1830. In spite of the numerous attempts to enact a new ordinance , it has been so much amended and reamended during the hundred years of its existence either expressly or , more often , by implication , and sometimes by Executive Decrees of which the validity has been called in question - that in most cases no one but a lawyer thoroughly conversant with Costa Rican mining practice could properly advise with reference to it . The present attempt at a digest of these laws is based on the 1929 edition of Bolandi and Johanning - the only source available in Washington . Apparently this edition has no official character , and the editors themselves often made surmises although one would think that definite facts would be available in Costa Rica where it was published .

Low-temperature heat capacities of chiolite (Na5Al3F14) were determined by adiabatic calorimetry in the temperature range 5.8 to 300 K. The derived standard entropy (S°, 298.15) was 115.6 ± 0.2 cal/deg-mole. High temperature enthalpies relative to 298.15 K were obtained by precision drop calorimetry up to 1,000 K. Tables of experimental data and related thermodynamic functions are given for the temperature range of experimental observations.

Bench-scale experiment~ by the Bureau of Mines showed the gross effect of retention times ranging from 0.1 to 14.5 minutes on the conversion of high-volatile C bituminous coal to liquids and gases. The uncatalyzed coal was hydrogenated at 400°, 450°, and 538° C. and 500, 1,000, and 2,000 p.s.i.g. The percent coal conversion increased rapidly during the initial 3 minutes and asymptotically approached a maximum within 7 minutes at all conditions. Reasonably good correlations of coal conversion with time, pressure, and temperature were obtained. Temperatures up to 900° C. and retention times of about 1 minute are recommended for future experiments with the objective of producing only gaseous hydrocarbons and partially devolatilized coal suitable for use as solid fuel. The reactor contained 13 semicircular ledges, and the retention time was controlled by the rotation of scrapers which swept the coal from ledge to ledge. Only coal feeds that did not adhere to the internal mechanism could be used.

The productive capacity of natural gasoline and cycling plants in the United States on January 1, 1956, was 46.4 million gallons per day, according to the Bureau of Mines r biennial survey. This represented an increase of 7.5 million gallons per day during the 2-year period since the last survey. In the previous 2-year period, capacity had increased 4.8 million gallons per day. The total number of plants increased from 535 on January 1, 1954, to 600 on January 1, 1956. The number of operating plants increased from 521 to 571. The major increases in capacity took place in Texas, Louisiana, New Mexico, and Oklahoma, with the absorption-type plants continuing to account for most of the new construction. All types of plants showed construction gains with the exception of charcoal which showed no change.

The method of analysis was to test a large model containing potentially significant variables and on the basis of the results obtained, to reduce the model to one containing only the essential significant variables. This stepwise procedure of "scanning" a large proposed model and subsequently condensing the model consisted of two cycles of the same series of computational procedures. Data Preparation A majority of the variables measured were continuous over a specific range of values; for example, the variable "Width Ratio" varied in practice from 0.25 to 1.00. However, "dummy" values were assigned to certain operational variables in order that these varia¬bles would have numerical expression. The following variables were described in this manner. "During the development of the sulphur dioxide leaching process for the treatment of ""mixed"" copper ores at the Southwest experiment station of the Bureau of Mines*** the pulp from treatment of roasted cupriferous pyrite with sulphur dioxide gases and water showed an unexpected amount of sulphuric acid. After following out several false premises it was found that this was due to iron in the solution, and also that this iron tended to oxidize to the ferric state if the concentration of sulphur dioxide in the roaster gases used did not rise above a certain figure. While the percentage of iron present was email it was enough to cause an entirely different set of conditions from those of the original sulphur dioxide leaching process and to promise a much wider application of the general idea. Sulphurous acid dissolves only certain copper minerals, sulphuric acid solutions certain additional minerals and ferric sulphate solutions certain further additional copper minerals, so this observation was of importance in connection with possibilities in the hydrometallurgy of the so-called ""mixed"" or partly oxidized copper ores.The work has been carried along by a number of experimenters. L. R. Eckman, junior chemist of the Southwest station, contributed largely to the early developments. L. Roberts, W. D. Bonner and C. G. Maier each in turn physical chemists at the Pacific Experiment station, (Berkeley, Calif.) have studied the reactions involved. A complete report of all the work on this process will be prepared later under the direction of O. C. Rolston. The purpose of the present paper is to place a summary of the more practical phases of this seemingly important piece of work before those interested."
