The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) and the Mine Safety and Health Administration (MSHA) conducted joint research on dust explosions by studying post-explosion dust samples. The samples were collected after full-scale explosions at the PRI, Lake Lynn Experimental Mine and after laboratory explosions in the PRL 20-L chamber and the Fike 1-m3 chamber. The dusts studied included both high and low volatile bituminous coals. Low temperature ashing for 24 hr at 515°C was used to measure the incombustible content of the dust before and after the explosions. The data showed that the post-explosion incombustible content was always as high as or higher than the initial incombustible content. The MSHA alcohol coking test -was used to determine the amount of coked dust in the post-explosion samples. The results showed that almost all coal dust that was suspended within the explosion flame produced significant amounts of coke. Measurements of floor dust concentrations after LLEM explosions were compared to the initial dust loadings to determine the transport distance of dust during an explosion. All of these data will be useful in future forensic investigations of accidental dust explosions in coal mines or elsewhere.

This investigation was made as part of a larger program to develop basically new methods for preparing yttrium metal in high-purity form. It was performed under a cooperative agreement between the U.S. Atomic Energy Commission (AEC) and the Federal Bureau of Mines. Laboratory-scale tests were made to devise methods for preparing high-purity, anhydrous yttrium trichloride, for reducing the yttrium trichloride with sodium or lithium, and for consolidating the resulting yttrium sponge into ingots.

Approach Use short-term gravimetric sampling to determine the severity of various dust sources, and to evaluate dust control techniques used in longwall mining. Short-term gravimetric sampling can be used to isolate dust levels produced by various dust sources. How It Works Traditionally, gravimetric samples have been collected over an 8-hour shift, yielding time-weighted, average dust concentrations. This method gives a good indication of the full-shift respirable dust exposure of underground workers, but is less than satisfactory for identifying dust sources, determining their severity, or for evaluating the effectiveness of dust control techniques. Short-term gravimetric sampling uses equipment available to all mine operators. Two individuals composing the survey team each collect multiple (three to four) gravimetric samples during selected segments of the mining cycle. Multiple samples are necessary to insure accuracy, and to obtain a valid average measurement of the respirable dust concentration when sampling for short periods of time (typically 20 to 30 minutes). The gravimetric instruments may be carried in a sampling package or in a "sampling vest." A fishing vest with four large pockets can be used for this purpose. The sampling pumps are carried in pockets and the sampling head assemblies arc hung across the front of the vest.

The design of retort interchamber pillars is important in determining surface stability over in situ retort mines and to the health and safety of miners, particularly with respect to possible escape of heat and toxic gases from retort chambers. Stress distribution in retort interchamber pillars, roof, and floor was examined with the aid of linear, finite-element analysis using data from experimentally determined mechanical properties. Properties determined included elastic moduli, strength, and creep constants in laboratory tests on core covering a 100-foot depth interval in the oil shale from the Piceance Basin in Colorado. The most critical stress concentration was found in the rib side of the interchamber pillar at a height above the floor line of 1.25 times the width. Guidelines for pillar design that consider pillar strength, creep, and retorting temperature effects are proposed.

"Modification of Quarry Process.Limestone beds are formed by processes of nature, processes that have been in operation for thousands and perhaps millions of years. Therefore, their com- position and physical properties are long-established and unalterable features over which man has no control. He must take them as he fields them.It is undoubtedly true that the character of lime depends largely on the nature of the parent limestone. A high-calcium lime cannot be manufactured from a dolomite, nor can a pure lime result from the calcination of an impure raw material. However, in the process of turning limestone into lime man is not entirely helpless in his control of quality. Even though a deposit is variable in character a single lime product of uniform quality may be produced by judicious quarrying. A single grade of product may not always be desired, the producer may wish to supply the needs of a variety of users each demanding U different grade or quality of lime such a series of graded products may be produced in part at least by modifying the quarry method. Thus, by changes in quarry practice a single product or a variety of products may be made. The latter problem will be considered at a later time, and the present paper devoted to the first named question' that of producing a single grade of lime from a deposit of variable rock,It is realized of course that uniformity in the product is influenced greatly by manufacturing processes such as calcining' hydrating' grinding or storage, but the present discussion is confined to the influence of raw materials only. In considering the various devices that may be employed it is realized that much remains to be learned, and it is hoped that many operators will contribute to the discussion as they have already done in connection with previous papers of this series."

"A complete list of permissible mine equipment, tested and approved by the Bureau of Mines previous to January 1, 1947, was published as Information Circular 7432. 3/The present list is a supplement thereto that includes all of the equipment approved during the calendar year 1947.The items are numbered to indicate the consecutive order in which each type of machine or device was approved in its particular classification. Thus, Information Circular 7432 showed six air compressors on the active list; two additional compressors, Nos. 7 and 8 in this category, were approved during 1947.Items 2 and 7, unmounted loader and power unit, respectively, under Loading and Conveying Equipment, item 2, rubber-mounted mining machine and item 8, distribution box, appear in Information Circular 7432. They are repeated to show that approvals of these four equipments were extended to cover an additional voltage rating which requires material change in design.Equipment listed in these circulars is approved by the Bureau of Mines only when found upon inspection and test to comply with minimum standards of safety as outlined in schedules prepared on the basis of many years of experience in dealing with safety problems of the coal-mining industry. The use of such equipment in mines known to be gassy, as well as in those that may become so, is earnestly recommended in the interests of safety. This circular is published so that the industry may be kept informed as to the many types of machines, devices, and lamps that are available for reducing explosion and other hazards incidental to coal mining. The present paper, with Information Circular 7432, gives the complete list of permissible mine equipment that is available under the various classifications."

Various aspects of judgment and decision-making are key themes in this book. The model presented here serves as a loose structure for the chapters that follow this one. The notion of a model is introduced because growing research interest in the subjective aspects of group and individual behavior has led to a debate over whether judgment is a skill that can be understood scientifically. A related point of contention is whether such an understanding could lead to the development of methods for estimating people's ability to make good decisions during an emergency. There is some literature that supports the potential usefulness of this approach. However, little agreement seems to have been reached on how to define and operationalize even those basic concepts necessary to assess the soundness of decisions from within their environmental and group contexts [Jensen and Benel 1977; Godden and Baddeley 1979; Baumann and Bourbonnais 1982; Brecke 1982; Stone et al. 1985]. A look at the real-world process is clearly needed. The need to attempt a better understanding of judgment and decision-making properties stems from those occasions in the existence of an organization when there is a lot at stake. The process of decision-making (which is part of the exercise of judgment) has been analyzed in situations such as corporate takeovers [Janis and Mann1977], military combat [Begland1979], clinical emergencies [Baumann and Bourbonnais 1982], and aviation events [Billings and Reynard1984]. The fundamental assumption of these analyses is that, while there are untold successes, there are also notable numbers of failures resulting from decisions that can be ascribed to one or more errors in judgment. From a cognitive perspective, any person engaged in decision-making (either alone or in a group) is actively involved in a process characterized by certain elements. These were mentioned in chapter 1, but are reiterated briefly at this point: (1) detection of a problem, (2) definition or diagnosis, (3) consideration of available options, (4) choice of what is perceived as the best option given recognized needs, and (5) execution of the choice based on what has transpired [Flathers et al. 1982; Baumann and Bourbonnais 1982]. At any moment in this process, there are factors at play that have a large impact on one's ability to solve complex problems in a limited time: (1) an internal state [Hedge and Lawson 1979] is the sum of a person's psychomotor skills, knowledge, attitudes, etc.; (2) uncertainty [Brecke 1982] is caused by faulty or incomplete information received from the external environment; (3) stress [Biggs 1968; Jensen and Benel 1977] is generated both by the problem at hand and any background problem that may exist; and (4) complexity, as it is used here, refers to the number of elements involved that must be attended to. These variables are depicted in figure 5.1, and their relationship to each other and to an outcome is indicated. This schema is designed to suggest interaction, because while the judgment and decision-making process may be conceptualized as discrete stages, experience tells us that this is not the way people function in real-world situations.

The theoretical relationships that are used to calculate in situ rock stress magnitudes and directions from borehole deformation data obtained during overcoring are based on the assumption that the rock is a linearly elastic material. Strictly speaking, this assumption is not valid in any rock. Thus, investigators using overcoring techniques must either accept various degrees of nonlinearity and the associated inaccuracies or use core testing techniques that address the problem and compensate for elastic nonlinearity. Previously developed test procedures for stress-relief overcores partially correct for nonlinearity. This Bureau of Mines paper describes a test procedure that completely corrects for elastic nonlinearity in stress-relief overcores.

This Bureau of Mines publication describes the hardware system and software package for the semiautomatic acquisition and automatic processing of high-resolution mass spectrographic plates. The semiautomatic data acquisition allows a tenfold saving of time compared with manual data acquisition. Automatic processing of the high-resolution data to yield exact masses, intensity, and the corresponding empirical formulas is accomplished by efficient programming on a small, inexpensive, programmable calculator system.

Physical beneficiation, leaching, and solvent extraction investigations were made to recover a high-grade thorium oxide product from Bald Mountain, Wyo., conglomerate. The monazite in the Bald Mountain deposit contains 8.8 percent Th02 and, therefore, is higher in thorium content than the usual domestic or foreign monazite. A sample of composited drill cuttings for the study contained 4.3 pounds of monazite per ton of are. The work showed that the monazite, although unusually fine grained and friable, could be concentrated by tabling and magnetic treatment to yield a product assaying 5.65 percent Th02 with a recovery of 61 percent of the thorium. Subsequent decomposition of the concentrate by treatment with sulfuric acid and solvent extraction of the resultant solution with a primary aliphatic amine yielded a thorium oxide product of 99-percent grade.

The Federal Coal Mine Health and Safety Act of 1969 has dictated major changes in mine ventilation with regard to both air quantity and quality. Requirements have also been placed on the ventilation of beltlines, gob and face areas, and air velocities on trolley haulage roads are limited. Escapeways, separate from trolley haulage roads and on an intake split of air, must be maintained continuous to the surface. These and other similar requirements have not only precipitated several modifications to existing ventilation systems but also have greatly increased the complexities of new mine ventilation planning. It is apparent that the use of computers in ventilation system analysis and design is a necessity. SUMMARY Although computer oriented analysis of mine ventilation systems was introduced over two decades ago, it has yet to receive widespread acceptance in the United States. Central to this problem is the fact that, while many computer programs for network analysis have been developed, no attention has been paid to the development of computer input data. Consequently, without this foundation, program applications have been infrequent. This thesis has directly attacked this problem and has presented all pertinent information basic to the development of good computer input data. The areas that were covered include quantity measurement, pressure measurement, fan testing, survey data balancing, and the development of a network schematic from the ventilation survey results. These discussions on data collection and the corresponding reduction to computer coding have been illustrated by an application of a ventilation simulation program to an existing mine in Southwestern Pennsylvania. 2. Preliminary Study - Initial Probing 2. 1 Introduction Initial probing of the mine passage is required prior to the emplacement of the sealant material or deployment of the seal checker system. Factors which are of interest in sealing and checking include a. size and condition of the mine passage b. location of the borehole with respect to the ribs c. the presence of water flows d. the proximity to an intersection The importance of each of these factors depends strongly on the sealant material. Because the sealant material had not been selected at the time of the initial probing study, a broad survey of probing techniques was conducted. The capabilities and limitations of each technique as they applied to probing through the borehole were identified. To facilitate this comparitive evaluation, Table I was prepared which lists all passage conditions which might affect the emplacement of sealant material in the passage. The most satisfactory techniques for observing each condition of interest are listed together with the effects of the observation on the sealing operation. Laboratory and underground studies were conducted by the Bureau of Mines to evaluate the effectiveness of a water-powered scrubber and a brattice partition to create a clean split of air for longwall workers at the tailgate. In simulated laboratory tests, the system was very effective in creating a clean split of air. Observed system efficiencies were 74 and 84 pct with induced airflows of approximately 2,000 and 2,500 cfm, respectively. Underground evaluations indicated that the system was capable of reducing respirable dust at the tailgate. The first underground evaluation resulted in protection efficiencies of 30.7 and 42.5 pct at scrubber water pressures of 150 and 450 psig, respectively. A 33.7-pct protection efficiency was observed in the second underground evaluation with a modified partition and the scrubber operating at 250-psig water pressure. To be most effective, the system should have the scrubber operating at a flowrate of 10 gpm at 500 psig to deliver a maximum quantity of cleaned air behind a well-sealed partition.

THIS INFORMATION CIRCULAR contains 1956 and 1957 injury experience and employment data for metal mines in the United States and Alaska. Unlike previous publications, this report covers only metal mining and contains statistical data on injuries and employment pertinent to metal mines and mills reporting voluntarily to the Bureau of Mines on an annual basis. Injury and employment data for the nonmetal industries, which from 1911 through 1955 were published in the same series as the metal industries, for the first time will be published separately as an information circular entitled "Injury Experience in the Nonmetal Industries, 1956 and 1957." The Bureau of Mines is authorized to make requests for injury and employment data, and the information submitted by operators of metal mines and mills is a step forward in promoting safety in the metal-mining industry. Every effort has been made to make this coverage as complete as possible.

"The new permissible blasting device, Cardox, utilizes as a blasting agent liquid carbon dioxide which is discharged.as a gas from a steel container or shell. The loaded shell is placed in a borehole, stemmed, and tamped in a manner similar to that employed with explosives, and is fired by electricity.The Bureau of Mines' approval for use of the device in coal mines was granted as Approval No. 1 under date of October 3, 1928; as the result of tests made under the conditions and requirements of Schedule 20. There have been three subsequent extensions whereby minor modifications in the original design were granted.The permissibility of the device is subject to the following conditions; (1) It shall be in all respects similar to the sample submitted for tests; (2) certain thicknesses of disc and. weights of heater ingredient and of carbon dioxide, all of which are set forth in Table 2 under the provisions governing permissibility, must be used: (3) the rear cap must always be in place after the shell has been charged, to prevent accidental firing; and (4) firing must be done by means of a permissible-type blasting unit.The permissibility of Cardox was established by gallery tests similar to those used in testing explosives for permissibility. In these tests the shell was discharged into gallery 1 without causing any ignition of gas and air or of gas, dust, and air mixtures there. The conditions of charging the shell, such as weight of the ingredients of the heater element, the carbon dioxide charge, and thicknesses of the disc, were varied according to the conditions under which it would be likely to be used in blasting. The tests made in gallery 1 are here described in detail, as are also the tests which have been made for determining the propulsive strength of the device and the quantities of poisonous gases given off when a shell is discharged."

A comparison has been made between cubes and spheres in the matrix of the high-intensity wet magnetic separator. For two inclined plane surfaces, such as may occur with cubes, the maximum force value, H [dH-dx] is at the point of nearest approach and is much higher than the force resulting from adjacent spheres. Although the maximum force value for cubes is higher, it decreases more rapidly at increasing distances. The maximum force for spheres is at an appreciable distance from the point of nearest approach. At field intensities for magnetic saturation of the iron spheres, the force extends to further distances with greater uniformity approximating that of the constant force or isodynamic field. The force is also independent of the sphere diameter, which permits the scaling of the sphere diameter to provide changes in particle migration distances without changes in force gradient.

Back injuries from handling materials in underground mines continue to be a major safety problem. In spite of the ingenuity of many people and the development of numerous mechanized aids, the number of materials-handling injuries remains second only to the number of roof fall injuries in underground coalmines. Relocation and repositioning of electrical cable, conveyor belt parts, and roof bolt sup-plies in particular are the sources of significant numbers of back injuries. To help reduce such injuries, researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health are examining Mine Safety and Health Administration accident data to determine correlations between materials-handling tasks and the number of back injuries. Also being investigated are new technologies used in underground mines in the United States. Equipment is being developed or modified that would replace the necessity of doing lifting tasks manually. A Coleman manipulator was tested, and modifications were made to make it more suitable for underground mine use. To reduce or eliminate the need to manually clean off materials that commonly plug grizzly openings, a track-guided pincher arm device was developed. Oversized rock can be broken with the pincher arms in the up position, and the arms can be lowered to grab and remove debris. The arm can also be used in a sweeping action to remove cohesive fines that may bridge grizzly openings.

"Tetrandrine is a bisbenzylisoquinoline alkaloid which has been shown to exhibit antifibrotic activity against silicosis. Tetrandrine is characterized by its strong binding to alveolar macrophages and inhibition of particle-induced respiratory burst activity in these phagocytes. In contrast, tubocurine and tubocurarine are structurally similar to tetrandrine but exhibit little effect on fibrosis or activation of alveolar macrophages. The objective of the present study was to test the effect of tetrandrine on macrophage production of monokines in response to occupational dusts, and to determine tetrandrine's effect on monokine-medicated cell growth using a mouse thymocyte proliferation assay and lipopolysaccharide (LPS) as a positive control. Stimulation of alveolar macrophages by respirable silica dust resulted in a release of monokines which caused a fourfold increase in thymocyte proliferation. Coal dust, on the other hand, had no effect on macrophage production of this cytokine. Tetrandrine was found to exhibit a dose-dependent inhibition of monokine release from both silica and LPS-stimulated alveolar macrophages. In experiments where thymocytes were directly treated with tetrandrine, a dose-dependent inhibition of thymocyte proliferation was noted with both interleukin-1- (IL-1) specific and nonspecific mitogenic (concanavalin A) actions. In contrast to the inhibitory potency of tetrandrine, tubocurarine was found to have no effect on either the production of monokines by LPS-stimulated alveolar macrophages or IL-I-mediated thymocyte proliferation. These results provide a correlation between the ant:fibrotic effect of tetrandrine and inhibition of macrophage activation. INTRODUCTIONThe pathogenesis of chronic pulmonary fibrosis caused by inhalation of occupational dusts has been associated with abnormal activation of alveolar macrophages such as the release of various cytokines capable of inducing fibroblast proliferation and collagen synthesis. These macrophage-derived cytokines include interleukin-1 (IL-1), tumor necrosis factor (TNF), platelet-derived growth factor (PDGF), transforming growth factor-B (TGF-(B), macrophage derived growth factor (MDGF), and interferon [1, 2].Interleukin-1 is a major macrophage-derived cytokine that has been shown to exhibit multiple biological effects on a variety of target cells. It is known to cause leukocyte [3, 4] and endothelial cell activation [5, 6], and to affect the synthesis and maintenance of the extracellular matrix by stimulation of fibroblast proliferation [7-9], synthesis of collagens [10] and gluco-saminoglycans [11], and prostaglandin E2 production [12]. In addition, IL-1 plays an important role in the initiation of an immune response through its direct activation of lymphocytes and stimulation of the production of other cytokines, such as interferons and hemopoietic colony-stimulating factors, needed for the expression of an immune response [13]. As a major cytokine in the immune-inflammatory sequela, IL-1 is also produced by epidermal, epithelial, lymphoid, and vascular tissues after infection, injury, or antigenic challenge [14]. Agents such as lipopolysaccharide (LPS), phorbol myristate acetate (PMA), immune complexes, and particulates are known to activate the synthesis and release of IL-1 by monocytes and macrophages [15]. These substances also trigger intracellular signals leading to altered arachidonic acid metabolism. Although the mechanism is still not clear, prostaglandins have been shown to suppress IL-1 translation via the induction of cyclic adenosine-monophosphate (CAMP), whereas leukotrienes produce a positive signal for IL-1 production [13]."

"The central rescue station maintained jointly by several mining com¬panies in a district, is gaining in popularity in a large number of mining districts throughout the country. A very efficient first-aid and mine rescue association, with rescue station, is in operation in 'the Globe-Miami, Arizona, district. This association, known as the ""Globe-Miami District Mine Rescue and First-Aid Association""; was organized on January 1, 1918. Due to the effective work of this organization, several incipient mine fires have been extinguished before the fire got under headway and before any severe damage was done.The mine rescue station, which is situated on the highway between the towns of Globe and Miami, Arizona, is centrally located with respect to the various mines in the district. The station was completed, and a full craw em-ployed for conducting it work on January 1, 1920.The directors and other officers of the association are selected from the mine officials whose properties are served by it. It includes seven large metal mining and metallurgical companies in the Globe-Miami district. The names of the companies, together with the number of men employed by each follows.A director is in charge of the station; he performs the executive work, and, is the managing head of all training in first aid and mine rescue. The director is assisted by three station attendants, one of whom takes the morning shift, another, the evening shift, and the third, the night shift. They exchange shifts every two weeks. As three shifts are maintained, an attendant is on duty at all times. He answers emergency calls in case of fires or accidents, assists with the first-aid and mine rescue training, the inspection of the first-aid boxes and supply bases that are located at the various mines, and attends to miscellaneous duties in connection with the operation and maintenance of the station."
