Research performed on arcing faults and their interactions with electrical insulating materials within coal-mine power system enclosures are described. This work was performed at The Pennsylvania State University from December 1, 1976 through August 31, 1978. The thrust of this research has been divided into several primary areas. These include the development of a theoretical procedure for computation of three-phase and line-to-line arcing fault currents as a function of time, formulation of arc and tracking models so that arc voltages and energies may be computed, development of a simulation for pressure and temperature rises when a fault interacts with an electrical insulating material within an enclosure, experimental evaluation of electrical insulating materials in terms of their tendency to support and maintain an arc as well as their potential contribution to enclosure pressure rises, and integration of the above research areas to form overall procedures for theoretical and experimental evaluation. During the course of this research, consideration has been given to the possible effects? of an internal methane-air explosion within an enclosure as well as the potential influence of utilization-voltage-level, conductor spacings, and enclosure venting. Conclusions and recommendations address potential means for protection against enclosure failure, internal design considerations, and low-power testing procedures which might be used to evaluate insulating materials to be utilized within an enclosure.

The production and processing of crude petroleum and natural gas are the dominant economic sectors of the Middle East. Development of downstream petrochemical and fertilizer industries continues as a major investment area. In 1993, the 15 countries that constituted the region accounted for 29 % of world crude petroleum output, 19 % of world natural gas plant liquid production, and 6 % of world dry natural gas production. Only Cyprus and Lebanon were not crude petroleum producers. Regional output was up for most major mineral commodities. A major exception was phosphate rock, which declined sharply owing to reduced worldwide demand. Total crude petroleum output declined by over 100 Mbbls, again owing to slack demand in the major industrial countries.

"Summary: In this report the differential regulation of NF-KB and nitric oxide (NO) was investigated in the mouse macrophage cell line RAW 264.7 following exposure to a mineral dust (silica) and /or an endotoxin (Lipopolysaccharide, LPS). The results indicated that silica and LPS can significantly induce the activation of NF-KB as well as elicit enhanced production of NO in RAW 264.7 cells as part of an early inflammatory response mechanism. A 24-hour time-course study showed that NO release from these cells continued to increase following the initial stimulus by LPS or silica. In contrast, activation of NF-KB was maximal at 6 hours and then showed a steady decline to 24 hours. The production of NO was suppressed by protease inhibitor and antioxidant, both of which block the activation of NF-KB. Surprisingly, the use of an NO synthase inhibitor resulted in an enhancement of NF-JCB activation. These findings suggest that NO produced in macrophage cells in response to an inflammatory stimulus like silica or LPS my be linked to a negative feedback role on the activation of NF-KB. It is now accepted that nitric oxide (NO) plays a pivotal role in the inflammation response process when macrophage cells are activated by a pro-inflammatory stimulus (l). Production of NO is dependent on the activity of the enzyme nitric oxide synthase (NOS). Up until now, at least three distinct genes have been described which encode different isoforms of NOS. NOS has been cloned from a variety of different mammalian cells, including constitutive neuron NOS, constitutive endothelium NOS and inducible NOS (2). Macrophages appear to be the principal cellular source for the inducible form of NOS (iNOS) activated in response to an inflammatory producing event. The mechanisms subserving the regulation of the iNOS gene and NO production have been under intense investigation in recent years (3-5). This report on the properties of motor fuels sold through service stations in the United States was made in accordance with a cooperative agreement between the American Petroleum Institute and the Bureau of Mines of the United States Department of the Interior. By agreement with the American Petroleum Institute, identification of the items is confidential. .It presents analytical data for 4, 457 samples, representing the products of 92 companies. The samples were collected by companies during June, July, and August 1956, As in previous surveys, the gasolines covered by this survey include those from both large and small suppliers. The data were obtained by laboratories of various refiners, motor manufacturers, and chemical companies and submitted to the Bureau of Mines for compilation. A list of the National Motor Gasoline Survey reports published during the past 10 years is on page 5.

An investigation of hazardous surface openings of abandoned and inactive underground mines in the Black Hills area of South Dakota has revealed: (1) tracing legal ownership of mineral claims via county courthouses is confusing, complex, and oftentimes misleading, (2) in general, the selected mine openings in this investigation are to be considered relatively high in risks and hazard potential which poses a threat to the general public, (3) mine closure procedures and designs can generally be categorically implemented depending on the overall situation of the particular mine opening with subsequent unit costs estimates, (4) few preventive state or federal legal measures exist to date concerning mine closures, and (5) liability damages relating to mine opening accidents usually involve expensive and complex common law cases.

Several research projects have been conducted in the western United States to determine the optimum soil replacement thickness for reconstruction of rangeland and cropland. However, the information gained from these studies tends to be site-specific and not broadly applicable. Moreover, the possible interaction between soil thickness and mechanical and fertilizer manipulation of the overburden has not been adequately studied. To meet these information needs, research was initiated at Trapper Mine in northwestern Colorado in 1980 to study vegetation response to soil thicknesses of 15,30,45, and 60 cm and five manipulations that included disking, ripping, and fertilizing. All crops were harvested at peak standing crop and then weighed in the laboratory. Wheat grain yields were highest when soil thickness was 45 cm and the soil and overburden were ripped. Alfalfa yields appeared to be highest when overburden was disked and fertilized and soil was replaced to a thickness of 60 cm. For range vegetation, standing crop biomass was highest when overburden was ripped and soil was replaced to 60 cm thick. However, optimum performance was obtained from the maximum number of species and life forms by disking overburden and replacing 15 cm of soil. The performance of most range plant species has improved over the three years of the study. When the results of this study are compared to the results of other soil thickness studies, we can conclude that selection of management practices should be influenced by local climate, local soil and overburden conditions, type of crop or vegetation to be grown, and specific management goals for that crop or vegetation.

The Bureau of Mines developed by core drilling the Cove Meadow copper property, also known as the Patterson property, from May 6, 1949, to August 6, 1949. It is in the Cove Meadow mining district, northwestern Humboldt County, Nev., 102 miles northwest of Winnemucca. The purpose of the work was to determine possible reserves in a mineralized shear zone in andesite that has been partly explored by several surface cuts and two shallow underground workings. Production from this zone to August 1, 1,949, was 98 tons of hand-sorted copper ore assaying 5.1 percent. The development work performed by the Bureau of Mines comprised a study of the geology, mapping the area, sampling the outcrops, and exploring by diamond drilling the shear zone adjacent to the fault. Seven holes were drilled for a total of 1,246 feet. Mineral reserves indicated by the project are confined to a length of 500 feet along the strike.

The principal causes of many methane-gas explosions that have occurred in anthracite mines, especially in thick pitching veins, during recent years can be traced to lack of a satisfactory method of testing for such gas in areas adjacent to those in which blasting is to be done or other sources of ignition introduced. As coal-mine officials and inspectors are required to make examinations for methane in all accessible open workings, including high places, and permissible flame safety lamps have been used almost universally for making these examinations, considerable difficulty has been experienced in proper testing of atmospheres at elevations beyond the normal reach of the examiner, and resultant explosions have often indicated perfunctory tests. The accepted practice of testing for gas in voids or high places generally consists of raising a flame safety lamp, suspended from the end of a long drill, stick, or pipe, into the atmosphere to be tested. Disadvantages noted are: Action of the flame within the lamp cannot be seen readily when the lamp is more then 18 inches overhead, the flame will not be extinguished when less than about 4-1/2 percent of methane is present, and indications of small percentages of methane within the lamp may disappear entirely while the lamp is being lowered slowly to view; the examiner must usually be exposed unnecessarily to falling material; and the lamp may fall and be broken. Thus, the need for a more reliable, safe method of testing for gas in out-of-reach places is apparent. Several electrical methane detectors, tested and approved by the Bureau of Mines, have been used satisfactorily, though infrequently, for making the aforementioned gas tests. Some of these detectors employ a rubber aspirator bulb and rubber tubing of suitable length to draw the atmosphere from high places through and over energized parts of the detector. However, the original expense, susceptibility to damage, and awkwardness of tarrying these instruments in steep-pitch workings has precluded their general use in everyday examinations. Although not as efficient as the electrical detector for determining small percentages of methane or as reliable because of the limitations imposed by oxygen-deficient atmospheres, the modern per¬missible flame safety lamp can, it is believed, be used safely with the rubber aspirator bulb and tubing to greater advantage and with comparative reliability in testing for gas in out-of-reach places. Slight reference to this method of introducing air into a safety lamp is made in a Bureau of Mines publication of l921,2/ and it is quite possible that the method has been utilized in some manner by individuals in American mines during the intervening years. A similar method was used in connection with a nonpermissible Wolf flame safety lamp in at least one coal mine in Japan before World War II. Burundi, a small central African republic located between Tanzania and Zaire, remained essentially a nation of small family farms in 1978-79 with approximately 95% of the population engaged in subsistance agriculture. Coffee and tea continued as the nation's major export commodities. Mineral exports, small tonnages of cassiterite, wolframite and bastnasite, accounted for an estimated 3% of total exports in 1978 and 2% in 1979, or $2 million2 in both years. Burundi's major mineral imports in 1978-79 were cement, iron and steel, and refined petroleum products. Abnormal weather conditions, a drop in world coffee prices in 1978, and the conflict in neighboring Tanzania and Uganda in late 1978 and early 1979 combined to re-strict economic growth in Burundi during 1978-79. The gross domestic product (GDP) posted a gain of 6.7% in real terms for 1978 and an estimated 2.5% for 1979 which was significantly less than the 13.7% recorded in 1977, a time of high world coffee prices. The manufacturing and construction sectors were hard hit in 1979 by the conflict between Burundi's eastern neighbors because of transport disruptions which made building materials and manufacturing inputs almost unobtainable.

This report presents a detailed study of low temperature, entrained-bed carbonization of an Australian coking coal. The coal studied was high-volatile B bituminous from the Foybrook mine, an open-cut operation in the Liddell seam, New South Wales, Australia. Carbonization was conducted in an 8-inch diameter, continuous vertical reactor at several temperatures from 960° to 1,300° F. It was demonstrated that this bituminous coal can be carbonized within this temperature range to produce tar and a nonagglomerated char, without prior oxidation or char recirculation. Carbonization rates from 138 to 287 lb/hr (as-carbonized basis) were investigated. It was found that the carbonization temperature and the air-to-coal ratio must exceed minimum values to insure continuous operation. At the higher air-to-coal ratios employed, all or most of the carbonization heat was provided by internal combustion with air in the reactor. At the lower air-to-coa1 ratios, part of the heat for carbonization was supplied externally. On the moisture-and ash-free basis, the yield of tar plus light oil ranged from about 26 to 44 gallons per ton, and the char yield ranged from approximately 1,160 to 1,370 pounds per ton. The heat in the gas ranged from about 900 to 3,000 Btu/lb of moisture-and ash-free coal. Carbonization product yields correlated well with air-to-coal ratio and carbonization temperatures. The volatile matter in the char was found to be temperature dependent. At 1,300° F carbonization, the volatile matter in the char was 8.7 percent (dry basis), whereas at 9600 F carbonization, the residual volatile matter was about 16 to 18 percent (dry basis).

As the use of electricity becomes more and more general in mining opera- tions, interest in regulations governing its application becomes greater. During the past year the electrical section of the Bureau of Mines has made a study of State regulations now in force relating to the use of electricity in coal mines. Technical Paper 271, entitled "State Mining Laws on the Use of Electricity in and about Coal Mines", has been published as a result of this study. The present paper represents a compilation of all laws relating to accident prevention with respect to electrical circuits. This group of regulations is perhaps the most important of any that relate to safety in coal mines. Its importance is shown by reference to accident statistics in Bulletin 115, (Fay, A.H., Coal-Mine Fatalities in United States, 1870-1914, Bureau of Mines, 1916), which show that about 77 per cent of the fatalities due to electricity in and about coal mines were caused by direct or indirect contact with trolley or other power circuits. In actual number this means that of 710 men killed by electricity, 546 were killed by contact with electric wires. Undoubtedly, a large percentage of these accidents might have been prevented had the wires been properly guarded. The compilation follows:

In 1987, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 6,022-acre Spring Basin Wilderness Study Area (OR-005-009) in order to evaluate its mineral resources. The study area is in Wheeler County about 13 miles southwest of Fossil, Oregon. No mineral resources were identified. The area is underlain by volcanic flows, domes and sediments ranging in composition from olivine basalt to rhyolite of the Clarno and John Day Formations. There are three mining claims in the study area, all apparently located for lapidary material. Samples of agate were of poor quality. Four of 13 alluvial samples, two inside and two adjacent to the area, contained gold; content ranged from 0.0000097 to 0.00416 troy ounce per cubic yard. About 23 percent of the Wilderness Study Area is covered by oil and gas lease applications.

This publication provides an historical overview of research undertaken by the U.S. federal government over the last 100 years to improve the health and safety of our nation?s miners. Federal research efforts began with the establishment of the U.S. Bureau of Mines (USBM, or the Bureau) in 1910. They have continued over the past century, even after the Bureau?s closure in 1996. It is hoped that this publication will give the reader an appreciation for the work of mining health and safety researchers over the past century, and of the miners served by this research. Although not a comprehensive history, this report highlights the key organizational changes made within the Bureau and the federal government that affected mining safety and health research. Some mention is also made of Bureau research not directly related to mining health and safety. Note that the work classified as safety and health research has varied over the last century. For example, before 1970 the Bureau separated mining research and safety and health research. At that time, mining research included ground control and methane drainage because they had direct implications for mine safety. Explosives research was also reported separately from health and safety, even though permissible explosives research was obviously related to safety. Therefore, where budget figures from the Bureau are mentioned in this report, it is often not possible to separate safety and health research from other types of research. This history is generally chronological, with a few exceptions. Because of their prominence and direct links to Bureau research, most of the Public Health Service mining studies completed before 1970, when NIOSH was established, will be discussed in a single section, even though the work spanned many decades. Likewise, for convenience, the brief histories of the Bureau?s mining research centers are located in one section.

Thermodynamic properties of indium oxide (In203) have been studied with a high-temperature galvanic cell employing stabilized zirconia electrolytes. In the temperature range 790° to 1,230° K the free-energy change for the cell reaction 21n(1) + 3Cu20(c) = In203(c) + 6Cu(c) together with the standard free energy of formation of cuprous oxide gives the standard free energy of formation of indium oxide from the elements as ?Gf° = -218.78 + 75.34 X 10-3T ±0.7 kcal/mole. A third-law analysis yields the standard enthalpy of formation: ?Hf°298.15 = -221.5 kcal/mole.

"This paper presents an analysis of fracture mechanisms in coal subjected to bi-axial state of stresses, indentation of laterally confined coal specimen. Coal specimens were loaded to failure by the straight wedge indenters at various lateral confinement pressures. Strain distribution and acoustic emission characteristics of coal specimens under stress were recorded. The influence lines of vertical forces acting on the horizontal straight boundary of the coal specimen for each type of wedge indenter have been established using holographic interferometry technique. The effects of wedge indenter angle, confinement pressure, and coal anisotropy on fracture types, failure modes, and post-failure conditions were studied. The results indicated that combined application of holographic interferometry and acoustic emission monitoring techniques is not only suitable ·for studying deformability of heterogeneous and microscopically discontinuous material under stress but it also enhances the mode of fracture during the post failure stage. INTRODUCTIONOne of the relevant processes in the coal cutting technology is the application of indentation theories. Since most cutting tools in the coal industry are wedge shaped most of the indentation research is found for a wedge shaped tool.A wide range of behavior is found in different rocks subjected to the wedge penetration. A rock which is elastic brittle at standard pressure might become elastic plastic at high confining pressure (Gnirk and Cheatham, 1963). It was also observed that some rocks will merely be crushed and indented by a wedge whereas others will crack and form chips, furthermore the existence or non-existence of chips depends mostly on the geometry of the indenter, type of rock and the depth of penetration (Evans and Murrel, 1958). However, coal cutting technology is mostly explained by models which use rigid wedge to penetrate into a brittle material in which both crushing and chipping will occur (Evans and Murrel, 1958, 1962)."

"INTRODUCTION The veins of the Clark Fork district have been mined on a small scale since 1913. In May 1943, the district was examined by an engineer 3/ of the Bureau of Mines with a view to possible exploration for larger ore deposits that might be of value to the war effort. The area adjacent to the Hope, Whitedelf, and Lawrence mines was re-examined 4/ December 27, 1943. As a result, the Bureau of Mines started exploratory operations in the district during the summer of 1944 which was continued until the late spring of 1946. This report presents the data obtained from the investigation.ACKNOWLEDGEMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. The value of mineral production increased 6.2% in 1976. With the exception of coal, practically all commodities registered an increase in production and value; most had an increase in unit value. Total value exceeded $1 billion for the first time. The increase in nearly all nonmetallic mineral production was a complete reversal of the 1975 experience. Alabama led the Nation in the production of crushed marble and was second in bauxite and scrap mica, third in oystershell, third in kaolin, and fifth in dimension limes-tone and dimension marble. International Trade.-The international trade passing through the Mobile customs district was valued at $2,524 minion in fiscal year 1976, up 20% from that of the previous year. Of the total value of trade passing through the district, 52% of the value of experts and 89% of the value of imports were handled through the port at Mobile. The major export Commodity was coal through McDuffie Coal Terminal which amounted to nearly 2.9 million tons, up from 2.4 million tons in 1975. In pursuit of innovative methods to improve mining productivity, the Bureau of Mines is investigating the use of inorganic salts as drilling fluid additives for penetration enhancement. Laboratory diamond drilling tests were performed on Westerly Granite with aluminum chloride solutions and on Sioux Quartzite with aluminum nitrate and aluminum, calcium, sodium, and zirconium chloride solutions as drilling fluid additives. These drilling results were compared with the average drilling performance using distilled, deionized water on Sioux Quartzite (12 replicate tests) and Westerly Granite (3 replicate tests). Maximum in-creases in penetration per given time and bit life were obtained when drilling with zero point of charge (ZPC) concentration solutions of each additive. For Sioux Quartzite, maximum increases in penetration and bit life ranged from 96 to 115 pct and 64 to 99 pct, respectively. For Westerly Granite, maximum increases in penetration of 155 and 165 pct and bit life of 109 and 136 pct were obtained at or near ZPC aluminum chloride concentrations of quartz (7.3 x 10-7 mol/L AIC13) and alkali feldspars (1.1 to 1.5 x 10-6 mol/L AIC13), respectively. This simultaneous increase in penetration per time together with extended bit life should result in increased productivity and reduced bit costs.
