Fatalities from falls of roof and coal are responsible for the death of more than 1,000 miners annually in the bituminous coal mines of the United States, or practically one-half of the total fatalities in and about these mines. The men are killed by falls singly or in small groups and little or no publicity is given these accidents as they lack the spectacular features of gas and dust explosions. As a result, the public and even the miners have the impression that accidents from falls of roof and coal are just one of the unavoidable hazards of the coal-mining industry. This belief is not true. Accidents caused by falls can be avoided largely by the application of sound engineering principles, by education, and by proper leadership in the industry, just as gas and dust explosions and accidents caused by explosives have been reduced in recent years.

Ability to signal the hoisting engineer in shaft mines is of utmost importance from the standpoint of safety and economy. The problem of signalling from the cages and especially from the moving cages has received too little attention from mine operators; however, this problem has been given considerable thought and attention by at least one large metal-mining company in Utah which has devised successful, economical, and safe systems of signalling from the cage whether it is moving or at rest. A Report of Investigations on "Methods used in Utah for signalling mine hoists from moving cages," by C. A. Allen, then a metal-mining engineer in the Bureau of Mines, was issued in June, 1920. As this report contains interesting history of systems of signalling from moving mine hoists, and describes several systems then in use, it is here quoted in full.

Using a fluidized, countercurrent multiple-compartment ion-exchange (MCIX) column previously developed by the Bureau of Mines, Bureau researchers have successfully extracted uranium from a simulated acidic in situ leach liquor that contained 150 ppm U30s? This successful demonstration of the MCIX system is reported, and the effects of varying the operating conditions on the performance of the system are also examined. Operating the MCIX system with a flow rate of 15 gpm/ft2 and an aqueous-to-resin flow ratio of 200:1, more than 90 percent of the uranium Has extracted, and a resin containing approximately 28 grams U308 per liter was produced. The absorption column used to investigate the operating variables was approximately 18 feet long with a 2-inch ID and was divided into compartments that were 1 foot long.

"INTRODUCTION AND SUMMARYDuring 1946 several high-grade limestone deposits in western Washington were examined by the Bureau of Mines. This report presents the data obtained from investigation of the Sauk Mountain deposits in east-central Skagit County, Washington.The investigation consisted of transit and topcgraphic surveys and sampling. The areas selected for sampling were first cleaned by blasting; channel samples up to 40 pounds were cut where practical. Chip samples averaging 30 pounds were taken where channel samples could not be cut. A total of 21 samples in the Sauk Mountain area were taken and. analysed. The locations of the samples are shown in figures 2 and 4, and the analyses are listed in tables 1 and 2. This investigation is a part of a long-range program of general investigation of mineral resources for future industrial development of the Pacific Northwest. The Sauk Mountain deposits were investigated for the purpose of disclosing now sources of high-purity limestone, which could be mined and shipped at low cost to Seattle and other industrial cities in the Pacific Northwest."

To determine the retorting characteristics of a column of mine-run, ungraded oil shale ranging in size from fines to 5-ton pieces, a 150-ton batch-type retort was designed and constructed at the Bureau of Mines Laramie Energy Research Center, Laramie, Wyo. The retort vessel is 45 feet high by 11 ½ feet inside diameter, and is supported in a 95-foot-high steel superstructure. Mine-run shale from the Bureau of Mines facility near Rifle, Colo., assaying about 25 gallons of oil per ton, was used as the test shale. To date, 11 runs have been completed, and the results of the last 10 of these are reported. The effects of oxygen content of the retorting gas and the superficial gas velocity of the retorting gas on oil recovery from a column of mine-run oil shale were studied. In one run, the average particle size of the shale was substantially increased to determine its effect on oil yield. Oil recoveries ranged from a low of 39.3 to a high of 65.8 volume-percent of Fischer assay.

In 1969, new coal mine health and safety legislation was enacted in the United States. As a result of this legislation, the Department of Interior, Bureau of Mines has carried out communications research aimed at developing whole mine communications for increased safety and efficient operation. The research has advanced and many promising results are now being demonstrated to the mining industry. However, there remains a challenge to further improve wireless communications within the mine workings, and through the overburden above the workings. The objectives for future research and development will be discussed, together with the physical and operational constraints that new mine communication systems must face.

The NIOSH suite of coal mine ground control software addresses nearly every aspect of coal mine ground control planning, including geologic characterization, mine layout, pillar design, and support selection. Mine planners who use the soft-ware have access to the knowledge gained during years of NIOSH research—packaged in a simple, easy-to-use format. Several of these software packages have recently been updated and improved. Analysis of Roof Bolt Systems (ARBS) (Figure 1) helps select the proper roof bolt system design from the immense variety of available bolt types and patterns. It was developed from statistical analysis of extensive bolt performance and roof fall data. New features in Version 2 include— • The capability to analyze roof bolt systems that use two types of bolts; and • A roof support cost module that estimates the total in-stalled cost of different patterns, considering the costs of consumables, labor, maintenance, and other factors. The Support Technology Optimization Program (STOP) (Figure 2) can be used to make judgments regarding which secondary support system will be the most effective in a particular mine condition and to evaluate the advantages or dis-advantages of alternative support systems. Version 3.0 includes additional improvements: • Supports with large load-shedding following yielding can be designed based on the peak loading capability as well as the residual loading capability; • Seven new support systems have been added to the program; and • Easier access to photo gallery has been provided. The Coal Mine Roof Rating (CMRR) replaces com-plicated geologic information with a simple numerical rating that mine planners can use in many ground control applications. The CMRR can be readily integrated into a geologic exploration program, and the software package is capable of generating an AutoCAD CMRR "layer." Version 1.2 contains— • The complete CMRR database with more than 250 ratings obtained from 70 different U.S. coal seams; and • An all-new "Help" file that clearly explains all aspects of the program. Analysis of Horizontal Stress in Mining (AHSM) can help find the optimum mine layouts for control of horizontal stress. It can be used to analyze both development and longwall retreat designs, and it shows how the stress condition varies as the entry, crosscut, and panel orientations are changed. Version 2 features— • Improved graphics that enable the user to observe the effect of design changes without adjusting the display on the computer screen; and • Resource files containing information on stress map-ping, advance-and-relieve mining, stress measurements in U.S. coal mines, and other topics. As a result of interest by the U.S. Department of Energy, the Bureau of Mines conducted studies on comminution of bituminous coal to the 2-um particle size range using the Bureau-developed turbomill. Both "plant grind" size (80 pct minus 75 um) and microsize (minus 10 um) coal can be produced in a single step with the Bureau's turbomill. In 15 min, minus 2.4-mm coal milled in water with steel shot was reduced tc 65 pct minus 75 m and 26 pct minus 2 m, with an energy requirement of 139 kW^h/mt coal. Plant-grind size coal milled in water, with Ottawa sand as the milling medium, was reduced to more than 45 pct minus 2 m in 15 min, at 175 kW?h/mt. Plant-grind coal milled with steel shot was reduced to 57 pct minus 2 um in 15 min, at 138 kW?h/mt. When diesel fuel was substituted for water, the milling of the coal was less effective and less energy efficient. Keeping the pulp dispersed was critical. Without an effective dispersant, the slurry became very viscous with increased milling time, resulting in higher energy requirements, low heat dissipation, and poor grinding efficiency.

The Bureau of Mines has developed several techniques for draining methane from coalbeds in advance of mining. Drilling long horizontal holes from an underground location is one such technique, which was successfully demonstrated in the Pittsburgh and Sunnyside Coalbeds. The same technique has now been applied in the Mary Lee Coalbed at Jim Walter Resources, Inc. 's No. 4 Mine, Brookwood, Ala. , where two holes were drilled horizontally--one to a depth of 1,010 feet (308 m) and the other to 540 feet (165 m). The 1,010-foot (3083) hole proved successful in degasifying a portion of the Mary Lee Coalbed. The hole drained methane for 1 year, during which time the initial gas flow of 200,000 ft3/d (5,663 m3/d) declined to 65,000 ft3/d (1,840 m3/d). Total gas production was 40 x lo6 ft3 (1.1 x lo6 m3 ). The gas was of commercial quality, with 98 pct methane and a heat rating of 990 Btu/ft (36.89 Mj/m3). The methane emissions from the faces of the mine section advancing into the degasified zone were reduced by 60 pct. The 540-foot (165-m) hole was terminated prematurely when it became impossible to maintain an open hole. Because of caving, very little gas was drained through this hole.

Three-dimensional time-lapse velocity tomograms were generated to image stress redistribution around a longwall panel to produce a better understanding of the mechanisms that lead to ground failure. Mining-induced microseismic events provided passive sources for the three-dimensional velocity tomography. Surface-mounted geophones monitored microseismic activity for 18 days. Most similar studies have utilized active sources including longwall shearers, controlled explosions, and hammer blows. These active sources generally require a person to initiate and measure the location and time of the source, and are not conducive to continuous monitoring. This method utilizes mining induced microseismic events as passive sources and lends itself well to continuous monitoring. Two event location methods were compared in order to move toward quantification of tomographic results in terms of ground conditions. Additionally, LAMODEL was utilized to determine the expected stress distribution around the longwall panel and compare these images to the velocity tomograms. Eighteen tomograms were generated, one per day, and high velocity regions in the set of tomograms generated from the initial location algorithm correlated with abutment stress redistribution predicted by numerical modeling. This research is significant as it has the potential to improve safety in underground mines and is the only example of long term passive velocity tomography implementation for the purpose of inferring stress redistribution around an area of active mining. Though still immature, this technology has the potential to allow mine personnel to image areas of active mining on a regular basis and detect areas with anomalous velocity distributions indicating potential safety hazards.

Like many experienced workers, remote control continuous miner operators perform their everyday jobs making choices and decisions that they may not consciously think about. While performing tasks, they are continuously processing feedback and cues which guide them for the next move. Initial training teaches the operators the tasks necessary to operate the equipment and perform the job. However, with experience they are better able to deal with hazardous conditions and non routine situations. To better understand what potential cues and feedback help to guide the operators, a questionnaire was developed to learn what factors affect decisions. Operator responses address issues related to specific tasks, equipment operation, visibility, lighting, and communication issues. The information collected is useful to understand what cues experienced operators use to make task performance decisions. Results will be used to develop interventions and training for safe and effective operator performance.

"INTRODUCTION AND OBJECT OF EXPERIMENTAn explosion in and rupture of a gas-tight switch box on an electric loader in a mine located near Pittsburgh indicated that the cause was an internally generated inflammable gas-air mixture. This led to the suspicion that moisture condensation or ""other unusual conditions might have caused a spark or are across the surface of the material and that the heat may have created a carbonized path across the synthetic plastic base which would then conduct a large current with the generation of considerable heat and thermal decomposition of the base materials base in the box which exploded gave every indication that this series of events had taken place, and accordingly it was desired to determine what explosive gases such a decomposition of these insulating materials would produce.ACKNOWNLEDGMENTSThe desirability of making this investigation was suggested to the authors by L. Voice Frequency (VF) electromagnetic trapped miner location devices were tested for reliability and effectiveness in 93 coal mines. Tests included uplink pulsed CW, downlink pulsed OW and downlink voice evaluations. Frequencies were 630, 1050, 1950 and 3030 Hertz. Overburden depths varied from 70 feet to 1550 feet. Successful communications were established at 91 of the 93 mines. Data indicate the transmitters and receivers will operate in practically all coal mine environments. Reliability and accuracy as location devices appear to depend on noise, depth and presence of metallic objects which distort the magnetic field. In addition, theoretical models appear to define best case situations in terms of noise and conductivity. Minor hardware problems were encountered, mostly involving battery contacts, switches and antenna cables on the receivers. No hardware problems occurred with the transmitters.

To provide insights for the optimization of ventilation systems for U.S. underground coal mines facing both methane control and spontaneous combustion issues, a computational fluid dynamics (CFD) study was conducted to model the potential for spontaneous heating in longwall gob areas. A two longwall panel district using a bleeder ventilation system with a stationary longwall face was simulated. The permeability and porosity profiles for the longwall gob were generated from a geotechnical model and were used as inputs for the CFD modeling. In this study, the effect of methane emissions from the mined coal seam, including the longwall face and overlying rider seam reservoirs on the gob gas distribution was considered. The spontaneous heating is modeled as the low-temperature oxidation of coal in the gob using kinetic data obtained from previous laboratory-scale spontaneous-combustion studies. Unsteady state simulations were conducted, and the effects of the coal’s apparent activation energy and reaction surface area on the spontaneous heating process were also examined.1

This circular is part II of a series of papers reviewing the literature on air conditioning in mines with particular reference to the health, safety, and efficiency of employees. It deals with the physiological aspects of the principal physical qualities of mine air; part I (Information Circular 7001), chapters 1 to 3, discussed the physiological aspects of the chemical qualities of mine air, especially when contaminated with organic matter and noxious and toxic gases; part III will describe theoretical and practical methods of air-conditioning mines to try to correct or alleviate the conditions mentioned and will discuss the results attained by some of the systems now in use in various parts of tae world. With the present emphasis on the necessity for preserving the health of the Nation's defenders, industrial as well as military, attention should be called to the various conditions that may affect adversely their health and efficiency. One of the most important of these is exposure to abnormal air conditions, especially high temperatures and humidities. Therefore, it is believed that although the data presented here on the physiological effects of exposure to high temperatures cue intended mainly for the mining and allied industries, they are applicable to many other defense industries as well as to conditions present in some activities of the Army and Navy.

[Health and safety hazards from contamination of the atmosphere in places frequented by persons depend to a considerable extent on whether the contaminating agent possesses sense-perceptive properties which will give warning of its presence before it '.an create harmful conditions. If a distinct and easily recognized warning is given in advance of harmful conditions, hazards ace mitigated, but if warning properties are inadequate or absent, the hazards are augmented. When evaluating the hazard presented by a potentially harmful substance used under conditions of possible escape into the air of places frequented by persons, it is therefore necessary to consider the warning properties of the substance along with ether pertinent information such as toxicity, inflammability, physical properties, and mode of use. If the contaminating agent inherently lacks warning; properties it may be possible to impart them by adding to the hazardous substance a small quantity of a relatively harmless substance which has a high warning intensity.]

"INTRODUCTION The ventilation of working places in mines by jets of air discharged from fan-pipe lines is an important phase of mine ventilation, whether the primary purpose is to dilute gas or dust concentrations or to provide air-motion cooling effect. Jets of similar nature are very prominent factors in the ventilation of enclosed spaces, such as buildings and ships. The effectiveness of such jets depends on the distribution of the air in the jet streams, a subject on which the little definite information previously available applied to jet discharge into large, open spaces under conditions quite different from those ordinarily associated with fan-pipe discharge in mines.The results of an initial series of experiments on the discharge of air from fan-pipe lines in mine openings have been described. 3/ This report presents the results of a second series of experiments and compares the results of both series with theory and experiment on jet discharge into large, open spaces. The results of this second series confirm and supplement those of the initial series, in which a 10-inch pipe discharged into an 8- by 8-foot develop¬ment end through seven short discharge pieces of different designs. In the present series the same 10-inch line was used, but the discharge was through 10- to 30-foot lengths of 5-inch, 10-inch, and 20-inch-diameter pipes and through a 20-foot length of 29- by 3-inch pipe. Tests were made with the air discharged into a closed drift or development end, as in the previous series (in which case the discharged air returned past the end of the pipe) and into an open drift (in which case the discharged air did not return past the end of the pipe but continued out along the drift). Test conditions corresponded to the discharge of a jet into a channel closed at one end; in one case, the discharge was directed toward the closed end and in the other toward the open end. The former typifies fan-pipe ventilation of development ends and the latter an abrupt increase in the sectional area of an airway. In both the flow had to pass from jet to open air against some resistance.The tests were made in the Mount Weather Testing Adit of the Bureau at Bluemont, Va., on the pipe line installed for ventilating the adit, and extended from late September to mid-November 1940. Preparations were made for directly comparable series of experiments on the injector effect of fan-pipe discharge in an open drift and on free expansion in large, open spaces, but these test programs were .first postponed in favor of other work and finally abandoned until the war is over."

In December 1975, a report entitled "An Evaluation of the Accuracy of the Coal Mine Dust Sampling Program Administered by the Department of Interior" [1] was prepared by the Analytical Chemistry Division of the National Bureau of Standards (NBS), in response to a request by Senator Harrison A. Williams. Chairman, Committee on Labor and Public Welfare. The report attempted to evaluate the adequacy of (1) the personal sampler unit used to measure the coal dust concentration in the mines, (2) the procedures used by the Department of Interior (DOI) to analyze the dust samples obtained from mine operators, and (3) any recent studies made by the Department or private industry concerning the coal dust sampling equipment. Recommendations in the report of NBS included continued research efforts by the appropriate organization to correct the personal sampler deficiencies and to consider the use of area or stationary samplers as a supplement to the personal samplers. Concurrent with the NBS report cited above, the General Accounting Office (GAO) also issued a report in December, 1975 [2], suggesting that improvements are still needed in coal mine dust sampling programs and procedures relating to penalty assessments and collections. Among recommendations made by GAO, the following paragraph specifically called for actions by the agencies involved:
