"INTRODUCTION The First Supplemental National Defense Appropriation Act, approved August, 25,, 1941, authorized the Bureau of Mines to investigate sources of raw, material for western production and appropriated funds for that purpose. Numerous iron deposits and prospects in the Western States were investigated. Among those selected for more detailed investigation were tile Apache and Chodiski deposits in Arizona.The United States Geological Survey had examined these deposits in 1929 3/ and estimated that ""the quantity of minable ore reasonably to be expected in this locality will reach 10,000,000 long tons, but it will require prospecting by core drill to demonstrate this quantity with certainty"". C. H. Johnson, a mining engineer of the Bureau of Mines, made a preliminary examination in October 1941 and proposed exploration of the Apache deposit Canyon Creek.A trench sampling project was set up, and work at the Apache deposit commenced in November 1941. Mapping, trenching, and sampling of outcrops was completed in March 1942. Trenches were laid out at approximately 200-foot intervals for about 9,200 feet along the iron outcrop east of Canyon Creek, and channel samples were taken across the iron formation. The outcrop also was explored by trenching and sampling along a 1,900-foot outcrop on the west side of Canyon Creek.The first diamond-drilling campaign at Apache was initiated in May 1942 and continued to January 1943, when work was suspended owing to depletion of funds. Six holes spaced at approximately 500-foot intervals and, 500 feet back from the outcrop on the east side of Canyon Creek were drilled through the iron formation during this period.While this drilling was in progress, the Chediski deposit was mapped, trenched, and sampled. The trenches were spaced at intervals of approximately 800 feet along 10,000 feet of the iron-ore outcrop."

On 26 August 1971, the Bureau of Mines, through the Spokane Mining Research Center at Spokane, Washington, approved initiation of the evaluation of oscillatory energy toward enhancing flow of polymer into shale. The effort was an outgrowth of work performed under Bureau of Mines Contract H0210055, "Feasibility Study of Surface Impregnation equipment for the Chemical Stabilization of Coal Mine Structures," wherein feasibility of the impregnation concept was expressed and the detailed design of a machine for impregnation of coal mine roofs with polymer (under static pressure head) accomplished. Under these efforts, the potential enhance¬ment of polymer uptake into the shale thru superposition of oscillatory energy on the static impregnation pressure was suggested. A proposal for investigation of this phenomena entitled "Feasibility Study of the Application of Oscillatory Energy as an Aid to Afford Chemical Stabilization" was presented to the Bureau whereupon a three month program for initiation of investigation was approved.

This report (part 3 of a five-part series) presents computer programs for evaluating moments and moment relationships of the generalized probability distributions extended or developed in parts I and 2. The principal program is for evaluating the first three moments and moment relationships of the compound-multinomial distribution for finite as well as for infinite populations. This is the generalized distribution for sampling to some amount of items per sample. Another program is for evaluating the first four moments, the moments of the mean, and the moment relationships of the multinomial and generalized hypergeometric distributions. This is a general moment program in sampling to some number of items per sample or for sampling to some number of samples. This program will accept either ungrouped data, frequency data, or probability data.

The Union of South Africa has been interested in oil shale for a long time, and deposits of oil shales, torbanites, and similar rocks have been found in many parts of the country. (Fig. 1.) Samples differ markedly in oil yield and in the characteristics of the oil. The strata vary in thickness, and most of the deposits that have been found are in unfavorable locations because of remoteness from markets or absence of transportation facilities. This report deals mainly with the torbanite deposit near Ermelo, Transvaal, in the Union of South Africa, and the operations of the South African Torbanite Mining and Refining Co., Ltd. (hereafter referred to as Satmar), in mining the torbanite, retorting it, and refining the crude oil.

This paper discusses the results of two recent case studies in which high-tech prototype instruments were used. The first case study describes the results of a ground-based hyperspectral imaging tool used to map the geology of an open-pit mine highwall. The second case study outlines the use of interferometric synthetic aperture radar and how this type of radar can be used in a variety of geotechnical situations. These case studies are part of an on-going research project at the National Institute for Occupational Safety and Health’s (NIOSH) Spokane Research Laboratory. The project objective is to implement engineering controls and design methods in order to reduce the number of injuries and fatalities associated with slope failures at mining operations. Project personnel are hopeful that these new developments in technology will lead to better geotechnical monitoring and design in slope stability and other important areas of rock mechanics.

"INTRODUCTION An extensive test program is in progress by the Bureau of Mines to determine ways and means of recovering ferromanganese ore 5/ from the widespread domestic manganese and manganiferous iron deposits.Samples were received from the Stance property in southwestern Virginia, 12 miles northwest of Stoney Gap, in Bland County.The Stange mine is situated on the crest of Flat Top Mountain and is developed by open-cuts extending over several acres. The manganese deposit occurs in the Oriskany sandstone largely as a replacement of the sandstone, to some extent as breccia filling in the crusted parts of the sandstone, and as veins along joints, and bedding planes.The mine was first worked in 1917 and was operated during the war years. A long period of idleness was followed by intermittent operations in recent years. A small log-washing plant, consisting of a 20-foot log washer, was operated 1-1/4 miles northwest of the mine. The log-washer concentrates were crushed to minus- 1/2 inch and then washed in a second log washer to remove as much of the siliceous sandstone as possible. According to a communication from the operator, the double-washed concentrates were jigged and the jig concentrates marketed without further beneficiation."

[The U. S. Bureau of Mines at its Pittsburgh Experiment Station is frequently called upon to determine by laboratory tests the explosibility of suspensions in air of various dusts encountered in mines and elsewhere. Not all dusts which are combustible or contain combustible material will form explosive mixtures with air under ordinary conditions of temperature and pressure. They may not be highly combustible enough. They may contain a considerable amount of inert or non-combustible material or, the dust particles may not, be fine enough to form explosive mixtures. A knowledge off the chemical composition of a dust together with a determination of the size of the particles often gives valuable indications. But in many cases actual explosibility tests are necessary. Such a case is evidently that of powdered soap, whose explosibility hazard the Bureau was recently called upon to determine, Although an explosion which occurred in a soap plant as early as 1890 was attributed4 to powdered soap, it is apparent, due to the great number of inquiries received by the Bureau, that the hazard presented by powdered soap has not been at all generally appreciated. To the writers' knowledge, no extensive investigation of the explosibility of powdered soaps has been made. It is only recently that pure powdered soap has been manufactured on a large scale. The familiar "soap powder" in the past was usually a mixture of soap with a relatively large quantity of sodium carbonate. Often it contained large amounts of moisture and abrasive material. Even a highly combustible dust when mixed with large quantities of inert dust will not form explosive mixtures with air. Pure powdered soap, however, presents a different aspect. Pure soap is formed by combination of alkali (incombustible material) with fatty acid (combustible material). Toilet soap fray also contain a certain amount of glycerin and essential oil winch, being combustible influence the explosibility]

Study of the ignition of firedamp by explosives and the phenomena that underlie it is one of the long-term investigations of the Bureau of Mines. This report is the third in e series by the Explosives Branch summarizing the progress made at Bruceton in this study. The first paper described preliminary work on small, carefully controlled cannon shots the second discussed the results of suspended shots.5/ In this paper, experiments are described and interpreted that extend and support the concept of ignition presented previously. The overall injury experience, excluding officeworkers, at metal mines and mills during the period 1961-63, reported by operators, was 174 fatal and 11,357 nonfatal disabling work injuries during an aggregate worktime of 451 million man-hours. These injuries occurred at a frequency rate of 25.55 per million man-hours, comprising 0.39 for the fatal and 25.17 for the nonfatal injuries. The combined severity rate of the disabilities was 3,779 days lost or charged per million man- hours, consisting of 2,314 for the fatal and 1,465 for the nonfatal injuries. The average severity of all disabilities during 1961-63, was 148 days per injury. The number of days lost and/or charged, ex- cluding officeworkers, at metal mines and mills during the period 1961-63, was 1,440,000 days charged to fatal injuries and 661,290 days lost from nonfatal injuries. An average of 70,966 men were at work daily. The outstanding cause for fatal injuries was the fall of rock or ore from the back, while most of the nonfatal injuries were caused by handling materials, slips or falls of persons, machinery, falls of rock or ore from back and side, and haulage. Injury experience at primary nonferrous smelters, refineries, and reduction plants during 1961-63, excluding officeworkers, was 23 fatal and 3,214 nonfatal disabling injuries during a total work- time of 277 million man-hours. The injuries occurred at frequency rates of 0.08 per million man-hours for the fatalities and 11.61 for the nonfatal disabilities. The severity rate for all injuries of 1,085 days lost or charged per million man-hours comprised 498 for fatal and 587 for nonfatal injuries. The number of days lost, excluding officeworkers, at primary nonferrous smelters, refineries, and reduction plants during 1961-63 was 138,000 from fatal injuries and 162,385 from nonfatal injuries, An average of 34,938 men were at work daily an active plant days during the three year period. The injury experience for officeworkers at metal mines and mills during the period 1961-63 was 20 nonfatal disabling work injuries, (there were no fatal injuries reported), during an aggregate work-time of 28,694,244 man-hours. These injuries occurred at a frequency rate of 0.70 per million man-hours. There were no fatal injuries reported for officeworkers at non-ferrous smelters, refineries, and reduction plants during 1961-63, but seven nonfatal injuries were reported during an aggregate work-time of 30,814,772 man-hours. The frequency rate for these injuries was 0.23 per million man-hours for this period.

"The House/Senate Joint Conference Committee has instructed the Bureau of Mines to have the Advisory Committee on Mining and Mineral Resources Research review on an annual and simultaneous basis each generic mineral technology research center (GMTC). In order to accomplish that review promptly and uniformly, committee members have revised and approved an in-depth questionnaire. That document formed the basis of their review. The information provided by that questionnaire was an important factor in their recommendations concerning the future direction of the program; a presentation was made at the last National Plan Update.The comprehensive nature of the questionnaire and the scope of the information contained therein make it an excellent retrospective of the Center. Having a clear vision of where the Center has been and knowing where it is now will help guide it into the future. It is felt that such a detailed view of the Center's facilities and research program will be of value to Center personnel and Advisory Committee members.Each aspect of the questionnaire has been examined, answered in detail, and documented throughly. With the completed questionnaire as a guide, this volume examines the research program, Center personnel presently active on GMTC projects, number of graduate degrees granted with GMTC support, GMTC publications, degree of individual interaction, technology transfer, the reference center, GMTC equipment and facilities, and any envisioned plans for future research. It is hoped that this volume will serve as a review of the years 1984-1988, the first four years of the Center's operation."

The monthly summary of the climatological record for the demonstration mine is presented in Table 1. Tear normal temperatures occurred throughout the growing season. From May to October precipitation was more than normal except in June when it was 2.55 inches below normal. Corn and soybean plantings were delayed until June 2-7 because of wet field conditions. This is about one month later than normal for corn planting. Insect infestations were much less than those encountered in previous years. Cutworm activity was not noticed and alfalfa weevil infestation were small and patchy. Stalk rot in corn was a significant problem at harvest and resulted in much Milk lodging. The wet and generally overcast conditions of July, August and September were bend 10 beneficial al to certain plant disease organisms. For example, pumpkins planted in a small garden area at the demonstration mine did not ripen because of a powdery mildew resulting from overcast, wet conditions. Field operations and row crop plantings were greatly delayed by wet field conditions. It was difficult to plant by conventional tillage because the soil remained soft and sticky where the moldboard plow had been used. After thoroughly covering the health and safety training subjects required under Title 30, Part 48, of the Code of Federal Regulations (CFR), mine operators often find themselves with little or no time left in the class schedule for other important topics. This paper discusses a technique developed in partnership with RAG Twenty mile Coal Co., Oak Creek, CO, for incorporating employee participation at all levels in fire prevention and safe equipment operation training outside of traditional classrooms. The process involves development of training modules consisting of short, 5- to 7-minute videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner’s workplace.

To develop a safety training module for surface miners and road construction workers exposed to the hazards of highwalls. Background Investigators collaborated to develop a new training module that would address the hazards of working around highwalls. Such a module would be applicable to surface mines and road construction sites, both of which require personnel to work under and on top of steep and often unstable slopes.

Recent developments in portable communication equipment for use in emergency recovery work following mine fires and explosions have wade possible a convenient and dependable means of directing rescue teams working under hazardous conditions. INTRODUCTION Mine rescue and recovery operations following; fires and explosions are frequently conducted under adverse conditions that require the use of oxygen breathing apparatus by members of a 5- or 6-man team. Conventional apparatus used for this purpose for many years was equipped with an oxygen supply adequate for at least 2 hours. The design of the apparatus is such that the nose passages are closed with a clamp, and breathing is accomplished through a mouthpiece connected to the apparatus by tubes and arranged to prevent inhaling air or gases from outside sources. The use of the mouthpiece has presented difficulties in the development of telephone communication because of the wearer's inability to speak while wearing the mouthpiece. The method of conducting operations of rescue teams requires a person to direct operations at a fresh-air base as close to the rescue team as possible. At least one standby rescue team and 2 or 3 other persons assigned to various tasks are stationed at the fresh-air base. An efficient and reliable means of communication between the director of operations and the rescue team is necessary for reasonably safe and efficient work in hazardous areas.

The annual survey of the fuel-briquet industry by the Bureau of Mines, United States Department of the Interior, revealed that 21 fuel-briquet plants in 11 States were in operation and reported production in 1956. The demand for fuel briquets in the United States has gradually declined since 1948, and the number of operating plants has decreased from 36 to 21. Also, the annual productive capacity of the industry has decreased, although not a proportionate amount because most of the plants that were abandoned were small and in most instances had a designed capacity of less than 25,000 tons per year. In 1956 the 21 active plants had an annual capacity of 3.7 million tons (table 2), which was only 20 percent less than the total capacity of the 36 plants in 1948. This indicates that most of the larger plants have remained active, even though operating at reduced rates, and the average capacity of the industry has increased from 130,000 tons per plant in 1948 to 177,000 tons in 1956. Since 1948 operating rates have decreased from 67 percent to 41 percent of annual capacity.

A superintendent is one who has the oversight and charge of some organiza- tion or enterprise, with porer of direction. The superintendent of a coal mine is the official who is in general charge of conducting the operation of the nine for the purpose of producing coal; he is accountable to his superiors for all matters that relate to the cost of production and safety in operation, ed under him are all the underground officials and other personnel making up the mine organization. The responsibility of the superintendent covers all the principal phases of mining, purchases of materials, issuance of supplies, accounting, and upkeep of the property and equipriont. In a broad sense, the superintendent must view his job as embraced under four gneral heads: (1) Construction, (2) instruction, (3) supervision; and (4) discipline. The degree of efficiency with which each of these phases of his work is conducted is a measure of the safety factor which the superintendent injects into his job. Injury to workmen and damage to property may be due to neglect of one of these general headings; as for example in the collapse of a scaffold there has been faulty construction which may be found upon investigation to have been the result of faulty instruction or lack of instruction. It may be that the condition of the scaffold was not ascertained in advance of its collapse through faulty supervision, or the discipline of the workmen had been neglected.

The Joseph A. Holmes Safety Association acid the Holmes Association have fostered many chapters that have served as a medium in increasing safety in the mining industry. Details relating to the formation, operation, and achievements of the J. J. Forbes District. Council of the Holmes Safety Association, which operates in the Uniontown-Brownsville bituminous coal district of western Pennsylvania will be of interest to all who are striving to increase safety in mines, quarries, and in the oil fields. The Joseph A. Holmes Safety Association The Joseph A. Holmes, Safety Association' was organized in 1916 by 24 of the leading technical societies and mining organizations to perpetuate 'the memory of Dr. Joseph Austin Holmes, first Director of the United States Bureau of Mines.
