Recovery of uranium from slightly alkaline mine water, available in the Ambrosia Lake district of New Mexico, was studied using countercurrent ion exchange columns developed by the Bureau of Mines. Approximately 5 million gallons of mine water containing 9 to 12 ppm U308 was treated by ion exchange using a 14-inch-diameter absorption column composed of five or six compartments each 4 feet deep. Uranium recoveries averaged in excess of 98 percent at solution flows ranging from 15 to 25 gallons per square foot per minute and resin loadings up to 3.6 pounds of U.08 per cubic foot. In subsequent tests, loaded resin was continuously eluted in a countercurrent elution column with a diameter of 4 inches and containing a bed of resin 9 feet deep. The resin was eluted to a residual loading of less than 0.06 pound of U305 per cubic foot, at a resin-retention time of 224 minutes, using only 1.9 volumes of 1.1 M NaCl-0.05 M NaHCO3 solution per volume of resin. Compared with existing ion exchange practices for recovering uranium from mine waters in the Ambrosia Lake district of New Mexico, use of these improved ion exchange contactors would reduce ion exchange resin requirements at least 70 percent and allow further substantial reductions in capital and operating costs.

This regional report covers the mineral industries of Canada and 40 countries and territories in Latin America and the Caribbean Basin. Also included is a brief description of the mineral potential of Antarctica. The Latin American region encompasses an area twice that of the United States. Latin America and Canada have a rich and diversified endowment of mineral fuels, metals, and industrial minerals. Tables 1 and 2 provide a summary view of Latin America and Canada's output of its major mineral commodities in world mineral supply in 1991 (revised) and 1992. Table 3 shows the relative importance of a selected group of minerals produced in Latin America in the world mineral economy.

This report describes Bureau of Mines laboratory test results in electrokinetic dewatering and consolidation of metal-mine tailings. Tailings were placed in 0.3-cubic-foot Plexiglass models, and dc potential was applied until dewatering ceased. Time-oriented measurements of water removal, changes in resistivity, and power consumption were recorded during the dewatering process. Dewatered material was tested for moisture content and density. Equipment and procedures were developed to optimize the method for unclassified mill tailings from a particular mine in the Coeur d'Alene, Idaho, district. Results indicate the method to be highly effective in dewatering and consolidating this material.

To improve mine safety, the Bureau of Mines has conducted a search for better materials and systems to anchor roof bolts. This report describes a study on the ability of a gypsum-based anchoring medium to withstand short- and long-term loads. Results showed that 2-ft-long bolts anchored with gypsum that was injected as plaster slurry at a 0.370 water-cement ratio and cured for 10 min sustained pull test loads equal to the ultimate strength of the bolt steel (about 37,000 lb). For comparison, the minimum required capacity is 17,600 lb. Long-term loads of 15,500 lb were sustained with estimated 10-yr movement of less than 1/2 in. Two-foot-long bolts anchored with gypsum installed in a cartridge in which the water was contained in tiny capsules sustained a pull test load of about 30,300 lb at a 0.319 water-cement ratio and 10-min cure time. At a 0.288 water-cement ratio, load capacity was about 37,000 lb. The lower load capacities of cartridge-installed bolts resulted primarily from the remnants of the water-wax capsules. Above 10,000 lb, creep movement of cartridge-grouted bolts appears excessive, but longer bolts may be capable of resisting creep better.

As part of its overall program of coal carbonization, the Bureau of Mines is studying the coking properties of coals that may be used for metallurgical purposes. The objectives of this study were given in detail in a previous report.2/ The suitability of coal for metallurgical use depends primarily on (1) chemical composition, (2) preparation characteristics, and (3) carbonization behavior. The first two factors, as well as the available reserves, are considered in selecting coals for carbonization tests. The Bureau of Mines used a linear cutting apparatus equipped with a 7-inch disk cutter to cut grooves in marble, limestone, granite, and quartzite under a normal force of 7,000 lb. The size distribution of the muck for various grooves was determined through sieve analysis. A statistical search showed that Weibull distribution describes the size distribution better than other available functions. Results indicate that fineness modulus, chip population, and dimension of the largest chip can be used as indicators of cutting efficiency. The results correlate with those obtained from the boring machines and other lab experiments. This report summarizes a study conducted by The Service Bureau Corporation for the Bureau of Mines. Evaluations reflected herein are the result of an independent investigation by The Service Bureau Corporation of methane considerations during coal mining. The study is oriented toward a systematic analysis of methane control problems during coal mining. Throughout this study an attempt has been made to ensure considerations consistent with the recently enacted Federal Coal Mine Health and Safety Act of 1969. References to reports by The Bureau of Mines and others are made for the purposes of establishing identification between the evaluations contained in this report and on-going research efforts.

Tailings embankments can develop a high phreatic surface if the original design for the embankment does not include drainage facilities or if existing drainage facilities become ineffective. Subsequent raises can develop a seepage surface due to a high phreatic surface that can lead to stability problems. The U. S. Bureau of Mines amended contract J0100013 to initiate this study of horizontal drains in tailings embankments. This study developed a technique for determining the length of and spacing between parallel drains through the use of the finite element model UNSAT2. The analysis is based on the combined output of a vertical planar mesh and a horizontal planar mesh. The slot opening in the drain pipe and the length of the perforated section are determined from an analogy to water well design. The pipe diameter and gradient can be determined from Manning's equation. To the authors' knowledge, this is the first attempt at horizontal drain design using a finite element model. Additional research is recommended in this area.

The Bureau of Mines is engaged in a research program on the characterization of tars produced by low-temperature carbonization of coal and their economical upgrading to more valuable materials, Throughout the years, hydrogenation has played an important role in the treatment of these tars, mainly as a means of converting the whole crude tar or selected fractions to motor fuels; diesel oil, lubricating oil, or various solvents. In some instances, production of specialty chemicals has been the objective. The purpose of this report is to summarize, without critical review, the information of the past 25 years on the hydrogenation of low-temperature tars and related substances as presented in the literature or its English translation. Published articles and patents not abstracted in the main body of this report are included in a bibliography at the end. An automatic steering control system was designed, installed and tested on a coal mine shuttle car. The system utilizes sensors and associated signal processing electronics developed under a previous phase of this contract. The automatic steering system performs the routine guidance functions of turning corners and straight-through tramming. The shuttle car driver retains full authority of speed, braking, load and unload functions and at any time may exercise his option with manual override or steering. Steering information is generated from signals derived from the existing Lateral Guidance sensor subsystem, and all operational features of the previously developed open-loop system are retained. Above ground system tests were conducted in a simulated mine constructed of wood panel ribs. Results were in good agreement with prior hybrid computer simulations undertaken to validate the basic control system over a broad range of conditions and to select system parameter values. The automatic steering system was successfully demonstrated in the above ground simulated mine to USBM technical representatives. Designed to meet USBM permissibility requirements, the system is ready for a Phase II underground testing program. Testing in actual underground mine environment is expected to provide additional data regarding recommended performance improvements and implementation techniques.

The basic mining law of Netherland India is contained in N. I. Statute 1899 , No. 214 , as amended by N. I. Statute 1910 , No. 588 , and 1919 , No. 4 , which is quoted as the " Indian Mining Law, " the effective date of which was fixed as May 8 , 1907 , by proclamation dated October 12 , 1906. The Indian Mining Law was supplemented by Ordinance No. 38 , of 1930 , which was passed by the Volksraad on March 18 , 1930 , to become effective on October 1 , 1930 ( superseding an earlier ordinance entitled " Government Gazette , " 1906 , No. 434) . An important law with respect to American petroleum rights , Statute No. 23 , passed February 9 , 1928 , approving contracts between the Indian Government and the Netherland subsidiary of a large American oil company , is in the nature of a private law or of an enabling act ( see section of this paper entitled " Rights of Foreigners" ) . Statute 1930 , No. 348 , effective October 1 , 1930 , sets forth in minute detail conditions under which prospecting and mining permits may be granted. Statute 1930 , No. 341 , effective October 1 , 1930 , embodies the police regulations of the mining industry.

As part of its efforts to maximize process efficiency and decrease energy requirements in mineral processes, the Federal Bureau of Mines has investigated methods for beneficiating bastnäsite ores from Mountain Pass, Calif. The results of a bench-scale study on the flotation of bastnäsite ore are presented. Flotation at a pulp temperature of 40° to 45°C yielded a cleaner concentrate containing 58.7 pct RE203 at a rare-earth recovery of 67 pct. These results are comparable to those reported for the commercial beneficiation method in which the pulp is heated to boiling before flotation. An attempt was also made to recover a barite flotation concentrate from the bastnäsite rougher tailing. Concentrates containing only 70 pct barite were obtained.

The investigations of fuels conducted by the technologic branch of the United States Geological Survey had their inception at the Louisiana Purchase Exposition in 1904. By an act approved Febru- ary 18, 1904, Congress authorized the work of analyzing and testing at the Louisiana Purchase Exposition the coals and lignites of the United States, under the supervision of the Director of the United States Geological Survey. An appropriation of $30,000 was made for this purpose. In the general deficiency bill dated April 27, 1904, the sum of $30,000 was added to the appropriation. To carry out these investigations the Director of the Geological Survey appointed a committee consisting of E. W. Parker, statistician of the Geological Survey; Joseph A. Holmes, State geologist of North Carolina; and Marius R. Campbell, a geologist of the Geological Survey. Under the first act authorizing this work all of the machinery and coal for the tests was to be furnished the Government free of charge. The buildings containing the testing apparatus were all paid for out of the first appropriation. After the close of the Louisiana Purchase Exposition every Congress made an appropriation for continuing these fuel tests. These subsequent appropriations permitted the purchase of appliances better adapted for the testing work.

A number of columbium and tantalum alloys were investigated to determine their suitability for use at elevated temperatures . Columbium-vanadium , tantalum-vanadium , and tantalum-hafnium alloys , and also columbium- 10 wt pct titanium alloys modified with additions of 0.1 to 2 mole pct ZrO2 , TiO2 , ZrB₂ , TiB , ZrC, or TiC were prepared and examined . Workability , tensile properties , and oxidation resistance were tested . Of the columbium alloys studied , the columbium- 12 at . pct vanadium exhibited the best properties ; it compared closely with the columbium- 10 at . pct vanadium alloy studied in a previous investigation.

The U.S. Bureau of Mines developed an alternative electrochemical process for the production of calcium metal. The current industrial practice is costly, complex, and inefficient. The Bureau method involved electrowinning of a calcium-tin alloy followed by electrorefining to produce calcium metal. In the electrowinning cell, CaCI2 was fed to a KCI2-CaCI2 electrolyte. The calcium was electrowon at 6500 C into the pure molten tin cathode until the cathode contained 7.5 wt pct Ca. Current efficiency for electrowinning averaged over 90 pct. The resulting calcium-tin alloy served as the anode for the electrorefming cell, which employed a [CaC~-CaF2] fused salt as the electrolyte. Calcium metal was electrorefmed at 8500 C with a current efficiency of 85 pct based on calcium metal recovered. The calcium metal analyzed 99.2 pct, which is purer than commercially produced calcium.

In 1989, the u.s. Bureau of Mines initiated a contract to gather engineering, operating, and environmental cost data for 1988 for 30 major foreign primary copper smelters in market economy countries. Data were collected for 29 of the designated smelters together with information on applicable environmental regulations. Materials balance data obtained were used with available data for the eight U.S. smelters to determine the approximate extent of copper smelter sulfur emission control in 1988. A broad characterization of the status of sulfur emission control regulation was made. The 37 U.S. and foreign smelters represented roughly 73.2% of world and 89.3% of market economy primary copper production in 1988. The 29 non-U.S. smelters attained 55.3% control of their input sulfur in 1988. Combined with the 90.4% control of U.S. smelters, an aggregate 63.4% sulfur control existed. Roughly 1,951,100 mt of sulfur was emitted from the 37 market economy smelters in 1988. Identifiable SO2 control regulations covered 72.4% of the 29 foreign smelters, representing 66.5% of smelting capacity. Including U.S. smelters, 78.4% of the major market economy smelters were regulated, representing 73.1 % of smelting capacity. Significant changes since 1988 that may increase sulfur emission control are noted.

Analyses of statistical data indicate that haulage accidents are one of the largest sources of injuries and fatalities in underground coal mines, and that the rate of accidents in transportation has been increasing during the past few years. These previous analyses were performed by correlating accident or fatality data at a rather high level of miner activity. In this present investigation, underground surveys were made by observing conditions and activities in some detail at a rather low level of activity in an attempt to understand factors contributing to hazards in the specific situations observed. The aim of the current study was to derive preventive measures that might obviate the hazardous conditions and unsafe acts observed; and, following this, to provide recommendations for additional research and development to reduce accident potential in underground transportation. The major project tasks are diagrammed together with the task outputs in figure 1-1. Initially, a preliminary study of ell underground haulage operations was performed in order to establish the kinds of data needed and to provide the rationale leading to the data requirement. At the same time, the various types of haulage equipment used for each operation were defined. A preliminary analysis of each type of haulage operation was performed in order to establish the sequence of tasks required to operate haulage equipment. These tasks were transferred directly onto observation forms, and were used in developing interview forms. In parallel with the task analysis, a review was made of accidents and hazards that might occur during each type of operation.

This report summarizes all work performed under U.S. Bureau of Mines Contract No. J0395028, "Noise Control of Rubber-Tired Front-End Loaders Used in Surface Mining. " Two loaders, a Caterpillar 988 and an International H-400B, were chosen for this program, and the noise sources and acoustic paths that contribute to the operator's noise exposure were identified. Retrofit noise control treatments were designed and installed on these loaders, and noise reductions of more than 10 dBA at the operator position were achieved on both machines. The retrofit packages are low cost and have been field tested in two mines for more than two years. The results of the program were communicated to the mining industry through a series of noise control workshops and a field manual. The workshops were given in nine states across the U.S. and more than 440 manuals were distributed An audio/visual slide presentation was also developed which the program.
