The Mine Safety and Health Administration (MSHA) defines an independent contractor as “any person, partnership, corporation, subsidiary of a cor-poration, firm, association or other organization that contracts to perform services or construction at a mine.” Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines.

Continuing interest has been shown in developing processes for extracting nickel and cobalt from low-grade domestic deposits of these metals and in improving existing methods. Of special concern is the nickel-recovery installation at Nicaro, Oriente Province, Cuba, operated for the General Services Administration. The Bureau? of Mines felt that a bibliography would help familiarize personnel at various Bureau of Mines stations and General Services Administration contractors with extraction methods both in the United States and in foreign countries. When this task was under way it became apparent that to compile a complete bibliography would require considerable time, so it was decided to limit the first part to the later literature and issue it independently, thus making it available sooner. The present work supplements the first part and extends the coverage to the earliest years of nickel and cobalt metallurgy.

Certain roof shales in coal mines deteriorate upon exposure to the atmosphere, causing difficulties in the mining operations and adding to the cost. This report presents the results of both field investigations, in a West Virginia mine, and laboratory studies on the effects of atmospheric moisture on roof shales. Based on these observations, a conceptual procedure is presented on how shale deterioration might be predicted during exploration, and guidelines are given as to how air tempering or conditioning chambers may be designed to reduce moisture effects. Recommendations for further studies are included. An annotated bibliography of the literature constitutes the second volume.

A phase in strip mining of bituminous coal is the overturning of the surface of the land. The ;purpose of this report is to acquaint the operators and others interested in stripping with the work that has been done in certain States to reclaim the surface of land from which the coal has been removed by this method of mining. The preparation of this manuscript follows an extensive study of the subject in the field in the course of which a large number of strip mines were visited. ACKNOWLEDGMENTS The information used in the report was obtained through the courtesy and cooperation of the operators of the mines visited, State officials and educational institutions, and others interested in the subject.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash- softening temperature of ash, the free-swelling index, and the hardgrove grind- ability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instruc- tions issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the con- tractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal. The Government purchased approximately 5-1/4 million tons of coal in fiscal year 1953. In connection with these purchases, the Bureau analyzed 11,435 samples. These are published for the use of Government officials and the public. A series of publications has been completed on coal analyses by States, or, where production is small in any one State, by groups of adjacent States. In addition to analytical data showing composition and quality of coals of the States, the publications con- tain brief descriptions of the geological structure of the coal basins, typical mining conditions in the various districts, the principal economic data of the industry, and the relationship of mine or channel samples to delivered and tipple samples. The present publication covers many States but deals only with the analytical data of the coals. Twenty-two samples of West Virginia coals were carbonized at 9000 C by the Bureau of Mines-American Gas Association (BM-AGA) method, and yields of products and physical properties of cokes were determined. Eighteen samples represented the Coa1burg, No. 2 Gas, No. 2 Gas and Peerless, Powellton, Eagle, Big Eagle, Lower Eagle, Sewell, Fire Creek, and Pocahontas No.6 beds in Fayette County, and four samples represented the Sewell and Fire Creek beds in Greenbrier County. Expansion characteristics of the majority of samples were determined in the Bureau of Mines sole-heated oven. Chemical analyses were determined for all coals. The coals in Fayette County are high-volatile A, medium-volatile, and low-volatile in rank, and the Greenbrier coals are medium-volatile in rank. Most of the coals are chemically suitable for metallurgical coking. All coke strength indices are within acceptable limits for metallurgical coking coals. All the high-volatile A coals contracted and the medium-and low-volatile coals expanded in the sole-heated oven expansion test.

The spillage of liquid diethyl ether in rooms at floor level and 3 feet above the floor resulted in flammable vapor-air mixtures in the immediate vicinity of the exposed liquido The liquid temperature was found to decrease by as much as 35° C., with a resultant decrease in vaporization rate. A search of the literature yielded numerous references to unstable peroxide (residue) formed by the autoxidation of ether. Such residues appear to constitute an explosion hazard in the condensed state.

The Bureau of Minas has been charged by the Congress with the responsibility for administrating the provisions of the Federal Coal-Mine Safety Act. One of the important duties of bureau inspectors under this act is to determine whether proper measures are taken to prevent mine explosions, which in moat miner includes Judea adequate rock dusting The investigation made after the explosion in Orient No. 2 mine, December 21, 1951, showed that much information is lacking on the adequacy of current rock-dusting and duet-sampling practices in the United States. To obtain such information, an intensive sampling survey was conducted by the Bureau in an Indiana coal mine. This paper summarizes the more Important findings from this survey, describes special samplings at several Pennsylvania coal miners, and discusses related studies in the Bureau's Experimental coal mine.

A coal shuttle car equipped with a pulsed laser optical ranging system to provide guidance for an automatic steering system was tested in production coal mining. Test results are presented for the two mines where testing took place, and some operator's reactions are included. Automatic steering control keeps the car cantered in an entry, and automatic turns are made at intersections as signaled by the operator. All other controls-tram, conveyor, brake, etc, remain manual and require operator control. Complete override of steering while in the automatic mode is retained by the operator, who may grab the steering wheel at any time and turn in opposition to the automatic signal by applying about 10 foot-pounds of torque.

The Bureau of Mines Minerals Information organization collects worldwide data on virtually every commercially important non fuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. This data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 829), to place the collection of mineral statistics on an annual basis. The most recent authority for the Bureau of Mines Minerals Information activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress), which strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

Magnetite pellets were simultaneously reduced and indurated on a laboratory scale in order to determine the effects of temperature, induration time, degree of metallization, and sulfur content upon the physical and chemical properties of prereduced pellets. The reductants were commercially-pure tank gases. Among the findings were these: 1,100° C is the minimum temperature that will produce acceptably hard pellets using carbon monoxide as the reduc-ing gas. Prolonged treatment time improves the pellets' crushing strength, but the rate of improvement falls off sharply after 2 hours' induration. At 1,120° C, 75-percent metallization produces the maximum crushing strength; there was no corresponding peak at 900° or 1,050° C. Sulfur in the furnace atmosphere lowers the required induration temperature. A few tenths of 1 percent sulfur in the pellet increases the sintering rate of metallic iron in pellets by forming a liquid FeS phase that facilitates iron transfer.

This Bureau of Mines report describes the evolution of modern-day blasting agent and slurry products and the state of the art of the usage of these products as it exists today. The steadily increasing consumption of blasting agents and slurries at the expense of cartridged high-explosive usage is related. Although safety is not covered in depth, reference is made to pertinent safety literature available. Product formulations, detonation reactions, and detonation products are discussed. Product terminology is defined and the significant differences between the relatively insensitive modern-day dry blasting agents and slurries and cap-sensitive high explosives are described. Blasting agent and slurry properties are discussed, as well as methods of determining and describing these properties, and specific types of products are also discussed with reference to their ingredients,-properties, and field applications. Increasing consumption of slurries, particularly in small-diameter boreholes, and the development of more cap-sensitive varieties of slurries are forecast although dry blasting agents should continue to dominate the market. The consumption of cartridged high explosives will level off or gradually decrease.

One phase of Bureau of Mines health and safety work is promotion of the use of safe and effective dust-collecting devices in connection with rock drilling in coal mines. To insure that adequate equipment of this type is available to the coal-mining industry, the Bureau of Mines conducts investigations and issues approvals for dust-collecting equipment that meets the requirements of a schedule established for testing dust collectors intended for use in connection with roof drilling for roof bolting and for other rock drilling. 6/ Performance tests are conducted under the provisions of this schedule by engineers of the Branch of Health Research. This circular describes briefly the requirements and procedure for approval and lists drill-dust collectors that have been granted approval as of January 31, 1956. The addresses of manufacturers of approved devices are listed alphabetically at the end of this circular.

This study compiles data on the zircon resources of the Pacific Northwest States, Alaska, and California, to determine the productive capability of industrial concerns to make ductile zirconium and hafnium, and to investigate markets for the nonmetallic products of zircon. West coast zircon resources are large but mostly marginal to submarginal. Development of a stable and profitable zircon mining industry on the west coast will depend upon recovery and utilization of the other associated heavy minerals needed by regional and national markets. The west coast has the only completely integrated facility for processing zircon sand to reactor-grade zirconium and hafnium and for making fabricated products from these metals. The future of the zirconium metal industry appears to be good because of increased use of the metal for nuclear propulsion and power-generating plants.

As recently as the late 1920's there Were few indications that a 15-million-dollar-a-year industry would ever grow out of the mineralogic curiosity vermiculite. Today, it is an important industrial commodity, used primarily as an insulating material and lightweight aggregate, but with a wide range of other applications. The quantity of crude vermiculite produced and used in the United States increased 14-fold in the 17 years between 1935 and 1951. The vermiculite minerals are of secondary origin, formed by hydrothermal alteration of an ultrabasic igneous rock, generally pyroxenite, or by alteration of phlogopite or biotite mica or possibly other similar minerals. According to different authorities, vermiculite may originate either by direct hydrothermel means, by the weathering of biotite or phlogopite, or by a combination of these two agencies. Vermiculites frequently occur at or near the contacts of an acid intrusive rock, especially a pegmatite dike, with a basic or ultrabasic country rock.

The Bureau of Mines found the chemical and galvanic corrosion behavior of the TZM and molybdenum-30 tungsten alloys to be generally equal or superior to that of unalloyed molybdenum in many aqueous solutions of acids, bases, and salts. Notable exceptions occurred in 1 [N] nitric acid, where both alloys corroded appreciably faster than molybdenum. In mercuric chloride solutions, the TZM alloy was susceptible to a type of crevice corrosion which was not due to differential aeration. The alloys were usually not adversely affected by con-tact with dissimilar metals in galvanic couple experiments, but the dissimilar metals sometimes corroded galvanically. Both alloys were resistant to substitute ocean water spray at 60° C.
