Research performed by the U.S. insurance industry has determined that mine subsidence is uninsurable. Consequently, the insurance industry has decided not to voluntarily offer mine subsidence insurance. The U.S. Department of the Interior has long been investigating the effects of mine subsidence. These investigations have resulted in Federal regulations and controls of mine subsidence. This U.S. Bureau of Mines report generally describes mine subsidence, the development of mine subsidence insurance programs, and the eight current mine subsidence insurance programs in the United States. The States that have these subsidence programs include Colorado, Illinois, Indiana, Kentucky, Ohio, Pennsylvania, West Virginia, and Wyoming. Major aspects of the programs include history, administrative and operational procedures, insurable structures, recognition of mine subsidence, major exclusions, claims, insurance premiums, and the economic health of each program. Addresses of agencies involved with mine subsidence insurance are also given. Information within this report can be useful for residential and commercial property owners and mine operators. States that are considering starting or have an existing mine subsidence insurance program can also use this report as a model for initiating or modifying their programs.

The small-scale surface mining operation in northern regions is typically located in a remote, ungaged basin. With the recent increase in the economic potential of mining, the number of small operations is increasing. The year-to-year variability in precipitation in this region under study is of great concern to mine operators. Some years may yield only 5 to 6 inches of precipitation, while others may yield in excess of 15 inches. Such variability makes placer mining operations difficult to plan, since low water years may result in too little run-off for gravel washing and high water years may result in flooding of mining developments. There are no official streamfloaw records in many watersheds in the northern region containing placer mining claims. However, information from other streams permits calculation of an estimated discharge for a watershed under consideration using average flows per square mile of drainage. It is to be emphasized that these are average or expected figures in reality, one water year may be significantly wetter or drier than another. This high variability of annual precipitation is significant in relation to placer operations because of the large quantities of water required for this type of mining. Some operations can not operate in low water years. In the larger watersheds, operations may continue in low water years but at a slower pace because of longer water collecting times. The high variability of available run-off rakes placer mining in many parts of Alaska difficult to plan on a long range because of the unpredictability of water supplies.

The use of protective canopies can result in canopy roofing and/or serious restrictions to operator comfort and vision. To document this experience, BCR conducted a field study of cab and canopy design and application which resulted in a catalog of 164 canopy designs and an analysis of field data which showed no simple relationship between working height and canopy-related problems. The relationship also involves (1) machine frame height, (2) mine floor undulations, (3) operator compartment dimensions, (4) canopy design and location on the machine. Data analysis indicates (1) present technology does not always permit successful application of canopies in working heights below 42 inches, and (2) development of satisfactory low-coal canopies is doubtful. The basic conclusion of the study is that future R&D studies should be directed at development of alternative protection systems and remote mining methods.

[THIS PAPER, tine of a series on placer ml n in iii Alaska, describes mining methods and gives unit costs at operations where hydraulic and mechanical excavation equipment is used with nonfloating washing plants. The mining methods described were developed during the last 30 years to copy with conditions peculiar to arctic and subarctic regions arid are now used by a large segment of the placer mining industry in Alaska. The operations described have been classified if m ii into three main categories: Those having sluices at a bedrock level, those having sluices above bedrock and those having mobile nonfloating washing plants (dryland dredges). Diesel-powered bulldozers and draglines convey or clevate gold-bearing gravel to the sluices, remove tailings, and strip waste gravel and other overburden. Diesel-powered centrifugal pumps supply water foe sluicing and hydraulic stripping. Detailed descriptions and unit cost arc presented for 14 operations to illustrate the numerous arrangements udder the first 2 categories.]

This report summarizes the activities performed and the results achieved during a two-phased investigation of the technical and economic feasibility of disposing of coal mine refuse underground in active mines, Three coal regions in the United States that are most severely affected by coal refuse disposal problems are identified: southwestern Pennsylvania, southern West Virginia, southwestern West Virginia and eastern Kentucky. For each region, a conceptual mine model is presented that describes the geologic conditions, mining methods, and environmental circumstances typical of that region. The model mine that was prepared for the Kanawha Region in Southwestern West Virginia and eastern Kentucky was selected as the basis for developing alternative conceptual designs of underground disposal systems in the second phase of this investigation. Procedures used in selecting the regions and in modeling typical mines are described in Part I of the report. Part II of the report describes existing methods for stowing refuse underground, presents three alternative conceptual designs of stowing system that would be appropriate for the model mine postulated in the first phase of the study, discusses technical characteristics and environmental effects relative to the various systems, and evaluates the technical and economic feasibility of the three alternative disposal system designs. Comparisons costs among systems and with costs or surface disposal are presented.

A GaC12--B2 l-eachtng procedure and meEal-recovery method for treating an arsenical Cu-Co sulfide concentrate was developed by the Bureau of Mines as an alternative to smelting, which is no longer considered an environmentally acceptable method for treating arsenic-containing ores. The procedure involved leaching in a CaC12 solution with CaC03 for 96 h at 26 pct solids (concentrate and CaC03), 1150 C, and a pressure of 50 psig (345 kPa) with oxygen. More than 98 pct of the cobalt and 97 pct of the copper were extracted, and 99.98 pct of the arsenic and 99.9 pct of the iron remained in the leached residue. A filtration rate of 2.9 gal/(ft2.h) [118 L/(m2.h)] and a cake formation rate of 36 Ib/(ft2.h) [172 kg/(m2.h)] were obtained by filtering reacted pulp at 1000 C. More than 99 pct of the copper in the pregnant solution was extracted as CuCl2 by golvent extraction with a new copper extractant. Copper was stripped from the loaded organic with a sulfate-chloride solution, which was used as the anolyte for electrowinning of copper in a membrane cell. Copper plate produced was more than 99.99 pct pure and requi.red 0.81 (kW'h)/lb Cu [1.78 (kW·h)/kg Cu]. Cobalt sulfide was precipitated at pH 3 with Ca(HS)2.

The number of major coal-mine explosions occurring annually in the United States is decreasing, due mainly to fuller recognition of explosion hazards in coal mines and knowledge of methods to prevent them, which can be attributed largely to the dissemination of information by the United States Bureau of Mines, State departments of mines, and other coal-mining agencies. Conditions vary considerably from one coal field to another; consequently, outstanding causes of and methods of combatting explosions vary, also. The Safety Division of the United States Bureau of Mines is making a critical study of coal-mine explosions in the various coal-mining States, and an analysis of the results is published as each study is finished. It is believed that, with completion of the series enough information will be at hand which, if applied, will prevent all coal-mine explosions. The Bureau of Mines is involved in research directed toward the utilization of municipal solid waste. One of the primary objectives is the recycling of the magnetic fraction of municipal solid waste (raw refuse). This is consistent with one of the Bureau's goals, which is to minimize the requirements for mineral commodities by maximizing metals recovery from secondary domestic resources, In this investigation, cupola trials were made using combinations of refuse scrap with shredded automobile scrap under basic and acid slag practices. Furnace operating information and the behavior of alloying and tramp elements was obtained. The research showed that it is possible to utilize up to 60 percent refuse scrap in the cupola under basic practice and 30 percent under acid practice, Aluminum in refuse scrap, present in bimetallic cans, increased the recoveries of silicon and manganese charged to the cupola. Increased use of refuse scrap provided iron of lower sulfur. The alumina resulting from oxidation increased the slag volume. The aluminum and tin contents of the iron increased with increasing levels of refuse scrap in the charge. Lead was not a problem with respect to contamination of the iron. In basic practice, operation of the cupola was satisfactory since all slags were adequately fluid. In acid practice, operation became troublesome above the 45-percent level. Under both practices, the cupola iron melting rate decreased. Particulates in scrubber water and stack condensate samples contained lead, zinc, and tin, and the dust load increased. The tensile and transverse strengths of the iron produced under both practices are reported.

The principal official test performed by the Bureau of Mines to determine the permissibility of coal-mine explosives, commonly referred to as the gallery test, has been in use at the Bruceton station for many years (2, 16).4/ In this test the explosive under study is loaded into the borehole of a steel cannon and fired into a flammable mixture of natural gas and air or natural gas, air, and coal dust. To meet the requirements for permissibility, the explosive must not ignite the gas mixture under the conditions of the test. There is little doubt that these tests have succeeded in the main objective, namely, to screen the relatively safe from the relatively hazardous explosives. It has been generally conceded that adoption of permissible explosives by the coal-mining industry in the United States has substantially reduced the frequency of disastrous underground explosions caused by blasting. In recent years, however, research workers planning programs for improving the safety of coal-mine explosives have felt the growing need of a more quantitative method for measuring the incendivity of explosives based on a better understanding of the role of the important variables in the gallery tests, Accordingly, it was decided to apply certain statistical methods and techniques to the gallery test to develop it into a more precise tool for evaluating permissible explosives. One of the first and more important methods applied for this purpose was the up-and-down technique (6,7,17), It was demonstrated (14,15) that the weight of the explosive charge directly affects the ignition probability of the natural gas-air atmosphere and that the curve of ignition probability versus charge weight is a cumulative normal curve. Following these experiments, a program, still in progress, was set up to study how the addition of sodium chloride to various permissible-type ex-plosives affects their incendivity. In this Bureau of Mines investigation, the low-temperature heat capacities of polycrystalline phases corresponding to the sulfide compounds CoSO?89' CoS1?33, and CoS2 were measured by adiabatic calorimetry within the nominal temperature range 5 to 300 K. The derived absolute entropies S298 were 10.36±O.02, 12.96±O.03, and 16.31±O.03 cal?mol-1?K-l, respectively, assuming third-law behavior. In addition, the standard enthalpy of formation 8Hf298 of CoSO?89 was determined by bromine solution calorimetry. The derived value of 8Hf298 was -50.63±2.1 kcal?mol-1, based on the 8Hf298 of Co0. This result is considerably more negative than previously published formation values based on high-temperature gas equilibrium studies.

This report, the second of a series, presents the results of laboratory corrosion studies which were made in connection with a one-year test on aluminum lease tanks conducted by the United States Bureau of Mines. Part 1 of the report contains the results of the field tests. The studies were made on an oil lease in a so-called "sour district," near Borger, Tex., where free hydrogen sulphide accompanied the production of oil, gas, and salt water. Steel tanks previously used on the lease had suffered severe corrosion, because steel is inherently susceptible to attack by hydrogen sulphide. Because of the high resistivity of aluminum to the action of hydrogen sulphide, it was believed that this metal had promising possibilities as a material for the construction of lease tanks in "sour districts." The results of the one-year field test proved that aluminum lease tanks will withstand corrosion by hydrosulphide, but it as found that aluminum was susceptible to attack by salt water, which was invariably present in certain portions of the tanks, and that hydrogen sulphide accelerated this salt-water corrosion in an indirect manner, as will be explained hereinafter. In order to study corrosion conditions encountered in the tanks during the test period, a laboratory was maintained at the site of the aluminum lease tanks.

Rock-dusting of coal mines is a most important safety measure for preventing or limiting the propagation of explosions. The Bureau of Mines has recommended for many years that rock dust be distributed on the top, ribs, and floor of mine entries and other workings of all bituminous coal and lignite mines in sufficient quantities to maintain the incombustible content of the dust above the minimum requirements. Rock-dust barriers constitute a secondary safeguard used occasionally to complement generalized rock dusting at entrances to panels and side entries or at other locations. In general, rock dust can be applied effectively with modern rock-dusting machines. However, in thin coal beds, in certain back entries, and in some other areas, rock-dusting machines cannot be used conveniently. Furthermore, many small mines find the purchase of machines costly. In such cases, rock dust is not used at all, or else it is distributed by hand, a relatively slow and costly procedure. In recent years some coal mines have started applying rock dust with the aid of permissible explosives. This may be done in various ways. One method consists in placing a stick of explosive on the floor of a room or entry midway between the ribs and covering the stick with two bags of rock dust that are slit on top and set crosswise one above the other. The explosive is then fired, causing the rock dust to be distributed on the nearby roof, rib, and floor surfaces. The procedure is repeated at desired intervals until the entire area is rock dusted. The method is claimed to be rapid, safe, and inexpensive.

[The formation of gas hydrates in natural-gas pipe lines depends on temperature and pressure conditions in the lines as well as on the presence of condensed water. The operating pressure in a pipe line may be determined easily and usually is available from the records of operation, but the temperature seldom is known. In cooperation with the American Gas Association, the Bureau of Mines, in its investigation of gas hydrates, conducted a pipe-line-temperature survey and studied underground temperatures at depths at which pipe lines ordinarily are buried and the relationship of these temperatures to prevailing atmospheric conditions. A similar but more limited study of this type was, conducted by engineers of the Bureau of Mines a number of years ago.4/A summary of the earlier findings was included in a general report by the Bureau on the flow of natural gas through high-pressure transmission lines.5/ In the present study, data on temperature variations were obtained at several places widely separated geographically. This information should assist pipe-line engineers in designing and operating natural-gas pipe lines. In the pipe-line-temperature survey here resorted, a study was made along a 22-inch natural-gas pipe line: originating near Amarillo, Tex., and extending northwestward through New Mexico into Colorado (fig. 1). Its effectiveness in this connection has been demonstrated not only by research but by actual coal-mine explosions in which hundreds of lives have been saved because of its presence. In a general way this paper gives pertinent facts concerning rock-dusting practices in the United States. Information has been obtained from many reliable sources, and various coal-mining companies have furnished data on cost and other details.

This report present the results of a laboratory and field research program aimed at design and development of a torque-thrust controlled bolter with the capability to (1) predict the "quality of anchorage" attained while installing mechanical anchor roofbolts, and (2) improve the uniformity and tension levels achieved among a group of roofbolts. The prediction accuracy of the anchorage quality algorithm ranged from low to moderate because of the complexity and variability of the phenomena involved. The best roof support with mechanical anchor bolts was found to be achieved by simply installing them under ? proper torque-thrust control, and with ? a hardened washer under the bolthead. This procedure resulted in an improvement in uniformity of 3 times, along with an increase in mean tension levels of 75% over conventionally installed roofbolts.

Two underground installations of the sprayfan system are described and evaluated. The spray fan proves capable of reducing by 1300 percent downtime due to high methane. Spray fan face ventilation at 20 ft brattice setback is shown to give improved methane control over conventional sprays at 10 ft setback. In addition, this report describes: ? A simple method for determining the most economical application of ventilation for face methane control ? The effect of place variables (primary ventilation, auxiliary ventilation, seam height, etc.) on methane concentrations ? The correlation of methane concentrations with brattice setback. These results are utilized to suggest a safer and more economical approach to face methane control.

MESA Corporation has completed a four-year program for the Bureau of Mines to develop a technique for measuring roof competence in underground coal mines. The preferred technique employs a tracer gas that is injected into a roof borehole drilled near the working face. The tracer gas performs the dual purpose of determining the pressure loss rate from the borehole and of marking the diffusion pattern of the the escaping gas. The primary detection technique relies upon observation of the rate of pressure drop in a hole drilled in the roof strata under test. If this measurement indicates a significant probability of roof collapse, the gas diffusion pattern is outlined with the Leak-gun tracer-gas detector. These two techniques provide a comprehensive method for predicting the relative probability of roof collapse in operating coal mines.

Mineral resources, or a potential for their discovery, occur at 34 localities in the Glacier Peak Wilderness and adjacent areas of the north Cascade Range of Washington (see plate). Eighteen of the mineral deposits are in the established Wilderness, four are in or partly in contiguous RARE II (Roadless Area Review and Evaluation) lands recommended by the Forest Service for addition to the Wilderness (A, D and G6031.), three are in adjacent RARE II lands excluded from wilderness consideration, and nine are in nearby roaded areas excluded from the RARE II inventory. Mineral commodities that might be produced from the Wilderness and recommended additions are gold, silver, copper, lead, zinc, molybdenum, arsenic, cadmium, tungsten, cobalt, limestone (marble), pumice, and volcanic cinders. Mineral production from adjacent lands might include most of these commodities, plus antimony, decorative stone, pyrite, silica, and garnet.

The NASA Lewis Research Center, under U.S. Bureau of Mines program direction, performed an assessment of alternative mobile power sources for mining applications. A wide variety of heat engines and energy systems was initially examined to ascertain which could be considered as potential alternatives to presently used power systems. The present mobile power systems are electrical trailing cable, electrical battery, and diesel - with diesel being largely limited in the United States to noncoal mines. Each candidate power source was evaluated in terms, of the following requirements: (1) Ability to achieve the duty cycle (2) Ability to meet Government regulations (MSHA certification) (3) Availability (production readiness) (4) Market availability (5) Packaging capability An initial screening reduced the list of candidates to the following: (1) Diesel (2) Stirling (3) Gas turbine (4) Rankine (steam) (5) Advanced electric (batteries) (6) Mechanical energy storage (flywheel) (7) Use of hydrogen evolved from metal hydrides This list of candidates was divided into two classes of alternative power sources for mining applications - heat engines and energy storage systems. A summary of each class follows.
