The report covers tests and criteria for the establishment of safe grounding systems for coal mines. The work deals primarily with under-ground coal mines, but much is applicable to surface mines as well. Included is an extensive guide to grounding and bonding procedures for mine surface substations. Xit-Rods are evaluated and shown to deviate from manufacturer's claims. An analysis shows that very long cables are difficult to monitor using audio frequency ground-check techniques. A method is developed to detect failing cable splices without removing the cable from service. Simulation and measurement are compared for a technique to detect bad rail bonds, and an assessment is made of grounding techniques for dc face equipment.

In This Chapter [Measuring the gas emission from the coal Methane at the top of the silo Methane at the load-out area and Actions taken after a silo explosion] Methane accumulations in coal silos have resulted in the occasional silo explosion. These can be quite violent and dangerous because coal dust adds to the strength of the blast. However, with the appropriate precautionary measures, methane accumulations in silos can be greatly reduced. Mine Safety and Health Administration (MSHA) regulations at 30 CFR2 77.201 require that the methane content in the air of any coal silo be maintained below 1.0 vol %.3 Also, MSHA requires that methane tests be conducted before any electrical equipment is energized, unless a continuous monitor capable of deenergizing the electrical equipment is used.4 Measuring the gas emission from the coal. The first necessary step in dealing with silo methane issues is to measure the gas emission from the coal going into the silo. Such measure-ments allow one to estimate the silo ventilation needs and permit a comparison with the methane controls used at other mines that have similar gas levels. The gassiness of the coal can be measured by taking conveyor belt grab samples.5 Matta et al. [1978] measured the gas emission from conveyor belt grab samples using a simple desorption test. To conduct the test, they collected several grab samples of coal, weighing a few pounds each, from the conveyor belt entering the silo.6 They then sealed the coal into an airtight sample container that was equipped with a valve and short hose along with a pressure gauge. Every few hours they opened the valve and bled the emitted gas into a water-filled graduated cylinder that had been inverted and placed in a pan of water (Figure 11–1). The results are shown in Figure 11–2.

1. Potential groundwater pollution resulting from large-scale surface mining in western states should be evaluated. 2. Criteria should be developed for the design, construction, operation, and abandonment of sediment ponds for maximum removal of suspended solids. 3. Methods should be developed for reducing suspended solids discharges from surface mines to less than 30 milligrams per liter. 4. A manual should be developed in the form of guidelines for sediment and erosion control planning and implementation. These guidelines must be designed to cover all phases of the coal surface mining operation (i.e., before, during and after mining). 5. A mine road manual should be developed for use by surface mine operators and State and Federal Agencies. Erosion, water control, and dust control should be covered in detail. 6. The block-cut, head-of-hollow fill, and mountain-top removal methods and techniques of contour mining should be evaluated, designed, and ultimately demonstrated in steep, mountainous terrain. Designs should be prepared for single and multiple seam applications. The demonstrations must show that these mining systems will secure rapid achievement of reclamation require¬ments and provide maximum, safe, economic coal recovery in an environmentally safe manner. 7. A Blasting Manual should be developed for use by industry and enforcement agencies. Stress should be placed on how to keep vibration levels and air blast pressures well below accepted safe criteria. Also, methods that can be used to control noise should be listed. 8. Investigations should be conducted on the effect of continued vibrations from blasting on structures that are near quarries. 9. Additional guidelines need to be developed for sampling and analysis of overburden material and associated coals for trace elements and noxious strata. Samples are extremely sensitive, and the source and manner of their collection, handling, storage, and treatment, as well as the techniques of analysis, need to be developed and described. This information can be used to predict possible future problems.

[This Bureau of Mines study is intended to identify and evaluate potential effects of impending large-scale U. S. rail line closings (abandonment) on domestic nonfuel mineral industries. This is the first nationwide study of rail abandonment impacts focused on nonfuel minerals. The analyses presented is based principally on a survey of 200 rail freight records and on statistical tests that correlated 2,000 points in the Bureau's Mines Industry Location System (MILS) with 700 prospective abandonments throughout the United States. The conclusions derived from the analysis can be useful in evaluating proposed national rail abandonment policy rind legislation regarding nonfuel miner it shipping. Among these conclusions are the following: (1) Certain mineral materials (especially fertilizers) are likely to account for a large percentage of the rail traffic affected by abandonment in the next few years, but the total tonnage- involved will be small; (2) abandonment will adversely affect some mineral shippers, particularly local smart haulers; and (3 abandonment could significance reduce the opportunity to develop new resources or reopen defunct mining facilities. Despite these problems, however, the data examined in this study do not indicate that current abandonment trends will cause widespread disruption 01 domestic nonfuel mineral shipping.]

An exhaustive program of geologic studies and mapping has been conducted by the Geological Survey in the Iron River district of Michigan since May 1943. Means of contributing to the success of these studies were sought by the Bureau of Mines, and eventually a program involving geophysical studies and core-drilling was undertaken in the area. All of the work was done either to develop data that would contribute directly to geologic studies or to investigate geophysical methods that might be used as a primary means for the discovery of minable iron ore.

The Tennessee Copper Co. operated two mines in the Ducktown district during 1928. The Burra Burra mine is much the larger operation and is the chief source of the ore smelted and treated in the, company's smelter and acid plant rat Copperhill, 4.5 miles from Ducktown. This mine operates steadily and furnishes a regular output of about 40,000 tons per month. The Eureka mine is operated irregularly and produces a much smaller tonnage of high-sulphur ore the rate of output depending upon the demand for sulphur. During 1928 about 60 per cent of the combined output of these mines was shipped directly to the smelter, and the balance was concentrated before shipment in the flotation plant located near the mines. The purpose of the work reported herein was to investigate whether available telephone multiplexing equipment offered a means to rapidly upgrade the traffic-handling capacity of present mine telephone systems and provide for selective calling for safer and more efficient mine operation. Common sense was used to decide whether or not an item could be termed "available." Since conventional telephone gear is not designed to interface pager phones for example, existing shelf items would require adapters to compatibly interface these two types of gear for independent operation over the present single twisted pair used in mines. These and similar small items were allowed, but if a system required any extensive design work to adapt it for the mines, we ruled it "not available."

A preliminary mineral-dressing study of five samples of East Texas limonitic brown iron ores was conducted as part of the Bureau of Mines program to develop and extend domestic resources of iron ore. The samples were considered to be typical of ore currently being mined and beneficiated by the Lone Star Steel Co. and Sheffield Steel Co. The objective of the research was to investigate those mineral-dressing unit operations that might recover some of the fine iron lost in current industrial wastes or perhaps improve the recoveries when applied to the ores as well. Since current industrial beneficiation practice yields a washed limonite analyzing 41 to 45 percent iron, higher grade concentrates were not sought in this laboratory study. Laboratory investigation included washing and sizing, reduction roasting, and subsequent magnetic separation of the finely ground roasted materials. The results showed that laboratory recoveries of over 80 percent of the iron were possible, for the ores investigated, at concentrate grades comparable to those expected from cur-rent industrial beneficiation practice. Injury experience in the coal-mining industry was worse in 1965 as both the frequency and severity rates of injuries increased 2 and 6 percent, respectively, over comparable data for 1966 (tables 1-8). The retrogression in the safety record during; 1965 resulted frog the less favorable record at bituminous-coal mines, which more than offset the improved injury experience at anthracite mines. The 259 fatal and 11,138 nonfatal injuries occurred at a rate of 45.77 per million man-hours of exposure and resulted in a severity rate of 8,960 days lost per million man-hours. Although the number of fatalities was the second lowest annual total in the recorded history, it was 17 higher than in 1964. At anthracite operations the total of 6 fatalities in 1965 was the lowest annual figure in statistical history. The annual numbers of nonfatal injuries at ill coal mines and the resulting rates of occurrence have varied little in the past 5 years (table 1). The total days lost from all injuries rose from 2.1.3 million in 19b4 to 2.23 million in 1965 (table 5). Fatal and permanent total injuries, with a standard time charge of 6,000 days each, accounted for 1,650,000 days; Permanent partial injuries, 191,932 clays; and temporary total disabilities, 383,911 days. The severity rate for fatal injuries was 6,241, 8 percent higher than in 1964, and the nonfatal severity rate of 2,718 days lost per million man-hours was 2 percent higher than in the preceding year. The average severity of permanent partial injuries ire; 730, or 48 days fewer per injury than in 1964. The average days lost for each temporary total injury was 36 days in each year.

The Act of Congress authorizing the establishment of the United States Bureau of Mines became effective July 1, 1910. One of the most important duties Congress delegated to the Bureau in this Act was the study of health and safety conditions in the mineral industries. Early investigations of these conditions revealed the need of prompt Care of injured employees, as, under the difficulties inherent in their occupation, seemingly unimportant wounds if not treated promptly might become infected and cause permanent disability or even death. Many seriously injured persons brought out of mines and plants by fellow workers ignorant of approved methods of giving first aid or of safe means of transportation have been caused suffering and have had injuries accentuated to such a degree as to bring about permanent disability or death. The need of general instruction in first aid thus became apparent. BRIEF HISTORY OF FIRST-AID WORK The education of miners in the United States in first aid probably was conducted systematically first by the anthracite industry in Pennsylvania. Subsequently, first-aid training was carried on actively in Alabama and Indiana. Meanwhile, a general training campaign was carried on among industrial workers by the American Red Cross Society; when the Bureau of Mines began its nation-wide campaign of instructing employees of the mineral industries, the Red Cross turned over that part of its industrial training work to the Bureau but continued to cooperate by furnishing surgeons as judges in important first-aid contests and demonstr tions and assisted for a number of years in determining training methods.

"The recovery or partial recovery of the oil remaining in oil sands after the usual methods of production have become unprofitable is perhaps the greatest problem in the petroleum industry today. The amount of this oil remaining in the sand is variously estimated by those familiar with the subject to be 25 to 90 per cent of the original content.2Lewis3 states, ""The estimate of 80 to 90 per cent of the oil left underground does not seem incredible.""It is estimated by the writer that approximately 91 per cent of the oil originally held in the Elliott pool, was still in the formation on January 1, 1924, and that it would take at least 12 years, at the 1923 rate of production, to further reduce this quantity by one per cent of the original content.The progress made in the oil industry during the past few years relative to the prevention of evaporation losses; to improvement in cracking processes, whereby the gasoline yield from many crudes has been doubled and trebled; to the increased recovery of gasoline from natural gas; and many other developments, remarkable as they are, can be applied only to that comparatively small portion of petroleum products which are raised to the surface. A device or process which would cut development costs to one-half would probably result in a much smaller profit to the oil industry, than the profit derived from an additional 10 per cent recovery of the total amount of oil in a pool. Various methods have been used and many others proposed, for the increase of oil recovery from normally depleted sands.In France, oil sands are being mined by means of shafts and galleries. In other places, notably the Bradford, Pennsylvania field, the yield has been increased by means of water flooding, wherein water is introduced into the sand to displace oil, and drive it to producing wells."

Anticipating the need for convenient, economical, and safe means for disposing of combustible wastes contaminated with low-level activity, in connection with private and institutional uses of radioisotopes, the Atomic Energy Commission (AEC) has provided the Bureau of Mines with funds to develop an incinerator for this purpose. A prototype incinerator, designated hereafter as BOMAEC-30, was designed, constructed, and tested, based on fundamental and applied research investigations of the combustion characteristics of rubbish and sawdust, which will comprise the bulk of contaminated wastes. No radioisotopes were used in the tests; the objective was to remove as much particulate matter from the products of combustion as possible. The prototype unit was designed to burn 30 pounds per hour, using 100 percent over fire air admitted tangentially in an all-metal, cylindrical combustion chamber. The gas-cleaning system consisted of special fabric bags and absolute filters.

Several federal and state agencies have promulgated regulations that require the installation of operator protective structures on mobile equipment used in mining, construction, agriculture and logging industries. These regulations cover many different types of vehicles, from small farm tractors to large rubber-tired front-end loaders, and require structures that help protect the operator from death or injury from vehicle overturns, from falling tree tops and logs, from falling rocks, and from tree limbs in clearing operations. Two general types of vehicle operator protective structures have evolved over the past twenty years. The first of these is the "Roll-Over Protective Structure" or "ROPS" that is essentially a "roll bar" or "roll cage" that provides a relatively safe area for the vehicle operator if the vehicle should tip over and roll. The second protective structure is the "Falling Object Protective Structure" or "FOPS" that provides overhead protection against falling material. The terms "ROPS" and "FOPS" are often used interchangeably (sometimes inaccurately) with "cabs", "canopies", "roll bars', "protective structures" and other such descriptive names. In this report, 'ROPS" describes the function of the structure; 'FOPS" also describes a particular function. Thus a ROPS/FOPS could describe a cab or a canopy that provides both roll-over protection and falling object protection.

An investigation was conducted to study possible sources of Utah refractory and structural clays that could be used for the manufacture of refractories and light or buff burning heavy-clay products. A field study was made and the clay samples tested to determine their firing characteristics. Results of the Bureau's work indicate many small noncommercial deposits of hypogenic clay occur in igneous rocks. Commercial hypogenic deposits are mostly halloysite clay developed by hydrothermal replacement of limestone. The high firing shrinkage of halloysite precludes its use as a refractory, however, halloysite produced at the Dragon Mine south of Eureka, is used for making oil catalysts. Clays and shales suitable for low heat duty refractory products are found in the Manning Canyon shale, in shales associated with coal bearing rocks, and in the Dakota formation. Some of the clays from the Dakota formation are also suitable for high-duty refractory products.

Research by the National Institute for Occupational Safety and Health (NIOSH) on multiple-seam mining has resulted in two new ground control products. Information Circular (IC) 9495 In some U.S. coalfields, particularly in central Appalachia and the West, most mines are operating above and/or beneath previously mined seams. The effects of multiple-seam interactions can include roof falls, rib spalling, and floor heave. These can seriously threaten the safety of miners and disrupt mining operations. Information Circular (IC) 9495 is a proceedings document containing a variety of papers that summarize recent knowledge about multiple-seam mining. A NIOSH study that analyzed case histories collected from 44 U.S. coal mines is described in detail. The study confirmed that overmining is much more difficult than undermining, and isolated remnant pillars cause more problems than gob-solid boundaries. The study's results were the basis for the Analysis of Multiple-Seam Stability (AMSS) software package. The proceedings also contain two papers describing the LaModel family of software. The original three-dimensional version of LaModel is essential for detailed analyses of complex multiple-seam scenarios. LaM2D implements a simplified, two-dimensional model suitable for quick approximations of the multiple-seam stresses and strains. Three papers in the proceedings focus on case histories. One describes the extensive multiple-seam experience at the Harris No. 1 Mine in West Virginia, a second contains examples of "extreme" multiple-seam mining from the central Appalachian coalfields, and a third describes interactions with regard to longwall mine experiences in Pennsylvania, West Virginia, and Utah. The final paper reports on a numerical modeling study that provided some insight into the mechanics of multiple-seam mining. [ ] AMSS Software Package NIOSH has developed a simple, user-friendly computer program called Analysis of Multiple-Seam Stability (AMSS). AMSS can help mine planners to evaluate each potential multiple-seam interaction and take steps to reduce the risk of ground control failure. AMSS begins by evaluating the pillar design. An electrochemical method to selectively determine sulfur dioxide in the presence of sulfur trioxide was investigated. A hydrophobic gas-permeable membrane separates the gas sample solution from an internal filling solution containing a fixed quantity of chloride ion and a sufficiently large excess of sodium bisulfite so that its concentration may be considered constant. Sulfur dioxide diffuses through the membrane to dissolve in the internal filling solution and liberates an equivalent quantity of hydrogen ions. The electromotive force between a precision-ground, flat-ended pH electrode, which acts as the sensing element, and a chloride sensing electrode, which acts as the reference element, gives a direct measure of S02 in the gas sample solution. Calibration curves in water, tetrachloromercurate (TCM) , and citrate buffer absorption solutions were closely parallel with slopes in their linear segments, ranging from 57 to 52 mv/decade of S02 concentration. The slopes compare reasonably well with the theoretically expected slope of 58 millivolts at 21° C. The water standard curve was linear with respect to the logarithm of S02 concentration from 1 to 1,000 ppm S02; the TCM standard curve was linear from 10 to 2,000 ppm S02; and the citrate standard curve was linear from 30 to 5,000 ppm S02' The high efficiency and nontoxicity of citrate favor it as a substitute for the conventionally used TCM in the absorption solution.

A study of the consumption of reagents used in flotation gives useful data as to the market which employment of the flotation process creates for the manufacturers of the necessary chemicals and oils, and furnishes a useful clue to the trends in flotation practice influencing the choice of reagents used and the' extent to which new reagents are displacing less suitable older reagents. In the present investigation an attempt has been made to cover both of these phases of the consumption of reagents in flotation. Unfortunately, however, the data collected in tie various districts have not been equally informative; some operators have reported very completely both the consumption of reagents and the metallurgical results obtained therewith, while others were apparently unable to supply these figures in sufficient detail to meet the requirements of this investigation. RESULTS OF INVESTIGATION Table 1 gives the tonnage of ore treated by flotation, as reported. This table shows that flotation has been most largely used in the concentration of copper ores, next in complex lead-zinc ores, followed by lead ores, zinc ores, miscellaneous ores, and copper-iron ores.

This report presents engineering drawings for six material handling devices for underground coal mines. The devices were designed under a U.S. Bureau of Mines program to reduce injuries from material handling during mine and equipment maintenance. The six devices are (1) scoop-mounted 1411: boom, (2) swing-arm boom, (3) heavy-component lift-transport, (4) mine mud cart, (5) container-workstation vehicle, and (6) timber car. Each device is described briefly, and recommendations are made concerning the design of new devices.

Tests were made at the Government Fuel Yard , operated at Washington , D. C. by the Bureau of Mines , Department of the Interior , in order to determine and improve the adjustment of the carburetors on the trucks used for transporting coal from the Fuel Yard to the different Government buildings in Washington . The tests were made possible through the hearty cooperation of G , S. Pope , engineer in charge of the Fuel Yard . Joseph Burrows and A. E. Foote of the garage department assisted during all the tests and supplied information on the mileage obtained by the trucks for the months preceding and succeding the time the tests were made . The Mack trucks used range in capacity from 2-1/2 to 7-1/2 ttoonnss .. The majority of the carburetors were Stromberg G- 3 type , as shown in Table 2. During the winter months , when the demand for coal is heavy , from 30 to 35 trucks are used . At the time the tests were made , only about ten of the trucks were in daily use , owing to the small demand for coal during the summer months , and scarcity due to labor conditions . Samples of the exhaust gas were taken on the trucks kept in service for summer hauling in order to determine the carburetor adjustment as used . Changes were then made to a more economical adjustment wherever possible , without sacrificing flexibility of operation and power . In every case the adjustments were maintained for maximum power , but were adjusted to the leanest position to give that power . In all but one case the carburetors were found to be adjusted too rich for maximum power and economy . These results are considered in detail in a later part of this report .
