In the absence of any subsequent enactment of mining legislation, the Turkish mining law in effect in 1914, when Iraq became a British mandate, is still operative. The Constitution, or Organic Law, of Iraq, adopted by the Constituent Assembly on July 10, 1924, in articles 113 and 114, provides that:3 Ottoman en laws date and thao remained and lave pub- lished on or after that date and which have remained in force in Iraq u to the time of the publication of this law shall remain in force in Iraq' so far as circumstances permit, subject to any modi- fication or repeal in conformity with the proclamations, regula- tions, and laws referred to in the following article, and until they are altered or repealed by the legislative power or the High Court issues a decision rendering them null and void in accordance with the provisions of article 86. (Art. 113.) All proclamations, regulations, and laws by the Commander-in- Chief of His Britannic Majesty's Forces in Iraq, the Civil Commis- sioner, and the High Commissioner, and those issued by the Govern- ment of His Majesty King. Standard erosion plots (4.6 m by 22.1 m on 9 percent slope) were constructed on the Alston Surface Mine of Peabody Coal Company in Western Kentucky to evaluate the effects of placement technique and density on the erodibility and eroded size distribution from mine spoil and reconstructed topsoil. PLots were constructed with a dozer and scraper pan from shale spoil material, topsoil (A horizon) and subsoil (B and C horizon mixture) using soils stockpiled at the Alston Surface Mine. Plots were evaluated under fallow conditions with a tilled plot surface and two compacted conditions. One compacted condition was generated by tracking the surface with a dozer and rolling with a loaded scraper pan. The second was generated by rolling the surface with a solid wheel compactor. Rainfall was supplied with the Kentucky Rainfall Simulator at a rate of 63.5 mm h-l with the plots in three different soil moisture conditions; dry, field capacity, and very wet. Runoff was evaluated for flow rates, sediment concentrations, and aggregate and primary particle size distributions. Sediment yields and the Universal Soil Loss Equation E130 indexes were calculated from the data for each plot. The erodibility was calculated from the tilled plot data using a weighted soil loss and E130 value from the dry, field capacity and wet runs, and a cover management factor calculated for every other condition. For the topsoil and subsoil plots, sediment yield was greatest for the dozer scraper pan plots and lowest for the tilled plots. For the shale plots, erosion rates from the wheeled compacter plots were the highest and tilled plots the lowest. Average erodibilities were 0.14, 0.38, and 0.41 tons ac h ft-1 tonf-1 in-1 hundred ac-1 for the shale, subsoil, and top-soil plots. Cover management factors for each plot were 1.29, 1.42, and 1.17 for shale, topsoil and subsoil plots compacted with the solid wheeled compacter and 1.29, 3.79, and 2.51 for shale, subsoil, and topsoil plots compacted with the dozer scraper pan conbination. The accuracy of the Wischmeier erodibility nomograph was evaluated on the data collected. Erodibilities were accurately predicted for the topsoil plot and poorly predicted for the sub-soil plot. The accuracy of the CREAMS procedures for predicting the composition (size distribution) of eroded particles was also evaluated. The composition was well predicted for the topsoil plots, moderately well predicted for the shale plots and poorly predicted for the subsoil plots.

A revolutionary development in blasting materials has occurred in recent years. Ammonium nitrate, sensitized by the addition of a small percentage of No. (class) 2 diesel fuel or other suitable petroleum product, has been adopted as a low-cost, efficient blasting agent2 in a wide variety of mining, quarrying, and heavy construction operations. Moreover, the ready availability of the component supplies throughout the Nation, together with the ease of formulating them into effective blasting agents, has made it possible for the blaster himself to prepare the mixes at the site of use. Recently, most established explosives manufacturers have begun supplying premixed AN-FO (ammonium nitrate-fuel oil) or a comparable product to various mining operations. However, many individuals and small business establishments are marketing premixed products prepared in facilities that are often poorly constructed and poorly located. Although these blasting agents have partly or wholly displaced explosives such as dynamites in many applications, there are some blasting operations in which the fuel-sensitized ammonium nitrate agents do not appear to be well adapted. As long as the hazards they present are clearly understood and respected, ammonium nitrate-based blasting agents have important safety characteristics when prepared under competent factory control or field-mixed under equivalent close control. This publication attempts to summarize the knowledge of those hazards and to incorporate practical ways to cope with them.

Fire on surface mining equipment is a serious hazard to life and property. The Bureau of Mines, through a program of contract and in-house research, has developed and in-mine demonstrated reasonably priced, reliable automatic fire protection systems to deal with this problem. This report reviews the development and subsequent testing of systems for haulage trucks, front end loaders, coal augers, dozers, drills, and shovels. A variety of fire sensors, extinguishing agents, and control systems arc discussed in the context of mine equipment designs and operating environments

This publication contains analyses and related source data for 269 natural gas samples from wells and pipelines in 18 States. All of the samples were obtained and analyzed during, calendar year 1979 as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the general public. This U.S. Bureau of Mines report presents an overview of ground control considerations associated with cutter roof failure. Many of the relevant U.S. and international research studies since the late 1940's are reviewed, and summaries of recent design guides are included. Factors affecting cutter roof, such as underground stress field and rock structure around the entry, are described. Strata control techniques are also outlined. These techniques are divided into three sections: artificial support, mine structure design, and multiple-seam extraction. Other subjects covered in the report include monitoring and prediction, effect of geologic features, and mapping of adverse mining conditions. The emphasis of this report is on practical considerations; theoretical discussions are minimal.

USBM Contract H0133045 consists of the design, build and test of 50 waveform generators. The waveform generator is a small ULF transmitter operating in the 1 to 3 KHz frequency range for the purpose of locating trapped miners during a mine disaster. This contract provided for the design, test, and building of 50 waveform generators using a discrete component construction with an option of using hybrid construction techniques within 105 days after the effective date of the contract. Because of large quantity economic considerations, this option was not initiated. Two engineering models were designed, constructed and tested and 50 final production units were fabricated using discrete construction. Complete documentation is supplied under a separate package which includes final schematics, parts list, layout information, equipment specification, production test procedures and qualification test procedures. Ten units have been delivered to the USBM. The remaining 40 units are being retained for packaging under contract H0242010 Transmitter Package and Receivers.

This publication is a compilation of tested methods for the analyses of titanium tetrachloride, titanium sponge, and various intermediate materials and products. They are presented in concise form without the detail usually found in publication of new methods because many of them are modifications of well known procedures. The Electrometallurgical Experiment Station, Boulder City, Nev., has been developing titanium production methods since 1945. Most of this development was on a modified Kroll Process but also included work on sodium reduction and electrolytic methods. During these years a large variety of samples were analyzed. Most of the analytical problems were solved using published methods or modifications of the same. At the start, there were no published procedures for analyzing titanium sponge using spectrochemical methods. A great deal of study was given to testing several of the well known techniques, and some of them, such as direct sparking of the metal, proved to be completely unsatisfactory. Solution-spark techniques were finally tried, and satisfactory procedures were developed for some of the more common impurities. These spectrochemical methods were then put into routine use for several months before their publication.2/ Some new modifications have been made, and techniques have been developed to determine other impurities found in titanium sponge and tetrachloride. All spectrochemical methods used in 1954 are included in this publication.

This U.S. Bureau of Mines report describes the development, system by system evaluation, and preliminary surface testing of a flywheel-powered shuttle car (FPSC). The use of a self-contained flywheel-power source has the potential to eliminate the numerous safety and routing problems associated with tethered mobile equipment. An alternative to conventional power cable systems was developed consisting of the world's fIrst seven-rotor stacked flywheel system capable of storing 6 kW·h of energy at 16,700 rpm. Numerous interdependent systems were necessary for successful interfacing with a conventional shuttle car. Each of these systems was evaluated and tested individually. Finally, the entire shuttle car was surface tested. The tests indicated that the flywheel energy system can function and operate a shuttle car. The economics of the system and the design of required support systems were not addressed in the project.

A pilot program was undertaken to evaluate a process developed by the U.S. Bureau of Mines to recover nickel, cobalt, copper and chromite from domestic nickel laterite resources. An existing five ton per day pilot plant was modified to accommodate treatment of laterite by the Bureau process, which employs reductive roasting, ammoniacal sulfate leaching, solvent extraction, and electrowinning to extract, separate, and recover nickel, cobalt and copper as high purity cathode products. Three distinct types of laterite i.e., limonite, saprolite and a mixture of limonite/saprolite were processed through the plant during three operating campaigns. Nickel cathode was made during all three campaigns, while cobalt cathode and chromite concentrate were recovered only during processing of limonite. Leach extraction of nickel and cobalt averaged 83 and 67 percent, respectively, while the overall recovery was 80 and 63 percent for nickel and cobalt, respectively. Initially, over-reduction of iron in the saprolitic calcine contributed to poor settling of the leached solids. This problem was overcome by careful control of reducing conditions and flocculant addition. An economic feasibility study was made for a 5000 TPD grassroots laterite processing facility scaled-up from pilot plant data. Estimated (+ 30) percent capital cost for a Nine and plant is $367 million with an estimated $103 million per year operating cost. The study indicates that low-grade domestic laterite may he processed with marginal profit- ability.

U.S. Bureau of Mines personnel examined mines, prospects, and mineralized areas to determine mineral resources and resource potential in and adjacent to the North fork Smith RARE II study area. Most mineral resources identified in this area are in laterites, highly-weathered residual soil zones. In the RARE II area, resources of nickel, cobalt, chromium, and magnesium were identified at 15 laterite properties and chromium resources at one chromite mine. Other commodities include copper, gold, silver, and mercury (fig. 1). Approximately 1,100 lode and 1,200 placer claims have been located in or adjacent to the area. Most placer claims are for literites. There are no patented claims or mineral leases. Forty laterite deposits on 15 ,properties within the RARE II area (fig. 2) contain about 16 million tons of identified marginal reserves and subeconomic resources containing nickel, cobalt, chromium, an magnesium (table 1). Most deposits have keen explored and are currently claimed. California Nickel Corporation is developing laterites on Gasguet Mountain, within and adjacent to the southeastern and western parts of the study area. If this project proceeds to production, a laterite processing plant on Gasquet Mountain would enhance the minability of other deposits in the study area. The Climax, PFM, DF, and Stone Corral properties (fig. 1, nos. 1, 6, 9, and 23) have deposits of sufficient tonnage and grade to attract mining interest; resources at these properties are in and adjacent to the RARE II area.

The Federal Bureau of Mines contacted 29 organizations--mine maintenance departments and equipment manufacturers--concerning service experience and construction of diesel exhaust-gas water scrubbers. Scrubbers are used primarily on mobile diesel-powered mining equipment subject to 30 CFR 36. Because the scrubbers cool exhaust gas and act as flame arresters, their failure would compromise safety in underground mines. Scrubber maintenance problems and frequency and modes of failure were identified, and construction materials and techniques were evaluated. Three failed scrubbers were randomly selected from two cooperating mines, and their modes of failure were determined. In conjunction with failure analyses, mine water and scrubber water solution samples were chemically analyzed to characterize corrosive properties. Sludge and mineral deposits and different types of corrosion and metal fatigue were identified as problems leading to scrubber failure. The corrosion process is explained; maintenance practices, construction materials, and manufacturing methods that could be used to reduce premature failures and allow longer effective scrubber life are identified; and basic changes in scrubber design are suggested. If type 304 stainless steel is used throughout the scrubber and regular maintenance is performed, long, dependable service can be expected. Other materials such as 304L, 316, or other more exotic steel alloys may be necessary under certain conditions.

This report covers a technical and economic investigation of old electrical power systems, equipment and practices being used in the metal/non-metal raining industry. The principal sources of information were the MSHA District offices, visits to representa¬tive mines and mills, equipment manufacturers and the literature. A list of 85 mines and mills, submitted by the MSHA Districts as candidates for this study, is given and their characteristics are analysed. The electrical power systems and practices at the 10 mines and 9 mills which were visited are described. The principal areas which do not conform to standard electrical practices are discussed with emphasis on the safety aspects of these practices. The costs to update electrical power systems and practices in metal/non-metal mines and mills are given. The principal findings of the study are summarized and recommendations are submitted.

In an earlier series of 15 Reports of Investigations on Smelting in the Lead Blast Furnace, experimental data were given on the operations of a custom smelter, a smelter treating rich lead products, and a smelter treating highly zinciferous charges. Five "reports" were written on each of the three types of operation, which were later compared in a summary written for the Institute. Developments in each of these types of operation in lead smelting since the last of the above reports was written have continued and have followed modifications necessitated by changes in the nature of the products received for smelting. The sintering-blast furnace-smelting plants have improved their sintering operation .and have made "2-pass" sintering a more standard operation; the richer lead feeds are diluted when marginal precious metal ores are not available to prevent fusion of the sinter cakes and to permit air to contact the sulfides. Means have been devised to make it easier to remove metallic lead from the wind boxes, but no attempts have been observed to use the D & L somewhat as an ore hearth to make more metallic lead. Except in those cases where zinc-rich lead blast-furnace slags were to be retreated in a "slag-fuming furnace," the sintering and the blast-furnace operations were so carried out that a relatively "clean," lead-poor, final slag was discarded.
