This paper presents one of a series of digests of foreign mining legislation and court decisions that is being prepared in advance of a general report relative, to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the mining laws of British Guiana has been prepared from the best available sources in Washington and is, released subject to amplification and correction, if necessary, by United States foreign-service officials. To provide a faster means to open and close permissible electrical enclosures. Approach: An inspection and repair port with a multiple start thread which provides a permissible joint has been developed and tested. How It Works: The inspection port screw thread has a large pitch, which allows the port cover to be rotated from fully closed 10 fully open, in less than one revolution. See Figure 1. When the cover is screwed back in. it be-gins engagement within one eighth turn because the screw design has eight separate threads. To prevent Its unauthorized opening, the port cover has a bolt guarded by ears which accept a padlock. The threads are designed to tolerate a reasonable amount of grit without binding, although wipe-off cleanness is necessary during reassembly. The Bureau of Mines developed hypereutectic aluminum-silicon alloys which 11.7.d better mechanical properties than the unmodified hypereutectic alloy. A commercial aluminum-20 weight-percent silicon LIr alloy was selected as a ary base for improvement. The primary silicon. grains were reduced from ASTM 4-5 to ASTM 8.5 by the use of phosphorus and phosphorus compounds. The remaining eutectic matrix was refined by sodium metal additions of 0.2 weight-percent. Solid solution strengthening of the alpha aluminum was obtained by adding 2 percent copper and 0.5 percent magnesium. Also, 1 percent nickel was added to harden the alloy. Optimum thermal treatment consisted of a solution treatment for 10 hour:, at 480° C with hot water quench, followed by aging for 6 hours at 175° C. The final alloy exhibited a Rockwell B hardness of 75 ±2 in the heat-treated condition. The ultimate tensile strength was 39,5O0 psi with no recordable elongation. The coefficient of linear thermal expansion was 20.4 x 10-6 per °C in the temperature range 20° to 300° C. No wear resistance data were collected.

Infrared and displacement studies were made of an unsupported roof in Kaiser Steel Corp.'s York Canyon coal mine, Raton, N. Mex. Monitoring of the roof continued until the roof over the area was caved. Loose slabs in the roof, about 6 inches thick, were detected by means of associated thermal anomalies, using remote-sensing infrared instruments. Displacement measurements taken during the study indicate that roof movement was cyclic in nature; the cycles appear to have been related to the mine work cycle (work days to idle days).

Legislation and Government Programs.-The Occupational Safety and Health Administration (OSHA) accepted written comments until July 23, 1976, and held an informal hearing on August 24, 1976, to receive oral testimony regarding an economic and inflation impact statement prepared by OSHA on the proposed standard for occupational exposure to inorganic arsenic. These written and oral submissions were to be used in conjunction with information supplied at 1975 hearings to promulgate emission standards. An in-depth study for the Environmental Protection Agency (EPA) assembled and interpreted comprehensive information on arsenic and its compounds and the effects of these substances on people, animals, and plants.2 Another study for EPA assessed the role of arsenic and its compounds in the environment and in the economy of the United States and evaluated the need for and the projected effect of controlling its production, use, dissipation, and emission.3

In the interest of safety in mining, the Bureau of Mines recommends: 1. That cages or skips used for hoisting or lowering men in vertical and steeply inclined shafts shall be provided with safety catches designed to prevent falling of the cage or skip if the hoisting rope or other connections break; and 2. That cars used. for hoisting or lowering men with ropes in slopes shall be provided with arresting devices, other than ordinary brakes, that come into action if the hoisting rope or other connections break. In presenting this decision, it is recognized that the principal requirements for safety in hoisting operations are the use of hoisting ropes of ample size and strength to provide a factor of safety recognized as adequate by the best en engineering practice; their proper care, protection against undue wear and corrosion, and frequent inspection; and immediate removal of ropes from service when inspection or tests cast doubt upon their further safe serviceability.

In modern warfare mica is truly indispensable. The coordination of combatant units necessitates maintenance of intricate communications equipment, in the construction of which high-grade sheet mica is essential. Scrap, ground, and the poorer qualities of block mica, which are less essential to the military program, are not considered in this paper. Furthermore, as the paper is designed primarily to assist mica miners, mica derivatives such as splittings and films are also excluded from discussion. The paper therefore relates solely to block mica of strategic quality.

"The number of investigations reported during the past year indicates that control of the health hazard due to abnormal air conditions is still a matter of serious consideration in the mining, metallurgical, and allied industries.Australia. - In an investigation into the health and working conditions of employees in the mining industry of Tasmania and Victoria3, it was found that although pulmonary tuberculosis may occur early in life, silicosis is e disease of slow evolution and does not appear frequently under the ace of 40. A period of at least ten years in the industry was found necessary to produce silicosis, and in no case was the disease found in those who had not worked underground. A very high incidence of silicosis was found in all fields among those who had worked underground 20 years and longer. There was some evidence that silicosis complicated by tuberculosis may occur earlier than uncomplicated silicosis.England. - In a paper presented before the Section on Occupational Diseases of the British Medical Association, Dr. E. L. Middleton, the medical inspector of factories, called attention4 to the occurrence of silicosis in various industries throughout the country.punitive on some quite harmless industries. Thus Middleton says: ""Where the amount of dust is small the action of the phagocytes is likely to be effective, but where it is great . . ."" What dosage is indicated by ""small"" and ""great"" in this connexion? If the meaning of ""small"" were known, would it be correct to go on to say, as he does, ""each successive dose of silica produces a summation of effects""? Then, again, would it be fair to say ""a comparatively brief period of exposure may be the only determining factor""? What, in minutes, hours, or days per week, per month,' or year, is intended by ""a comparatively brief period""? ""Intermittency of the process"" is another expression used in summing up the reasons for and against a standardization of air purity by a gravimetric process or enumeration of the particles; the arguments against such a standardization are, by Middleton, considered strong, but they are by no means convincing to us. A standard has been accepted in respect of the amount of lead in milligrams per 10 cubic metres of air; Dr. Ronald Lane showed in another paper read that adherence to this makes the occurrence of poisoning highly improbable. Mavrogordato has placed on record figures of silica dust at different stages of the improvements in the workings of the Rand mines, and such a control is in constant operation in them today.We emphasize these points because apparently the Government has taken the unusual course of legislating first and postponing inquiry to a later date, as in the ""Various Industries (Silicosis) Scheme, 1939."" The insurance companies also have a considerable interest in the matter of compensation for the silicosis risk. Where exposure - as in the refractories industries, the grinding industries, sandstone industry, and pottery industry - is day in and day out, they rightly demand a premium far higher than for any other disease scheduled under the Workmen's Compensation Act - 5 per cent on the wages bill. row every industrial employer, such as the paint and varnish manufacturer, who has a sack of crushed silica in his store .room, from which he extracts once a week enough to make a paste With spirit and add to his other ingredients in order to give them the necessary ""bite,"" becomes involved, and may have to abandon the use of the material or pay 8 per cent on his wages bill for an absolutely negligible risk.. This report is a self-contained User Manual for a computer program called SPASID -- Subsidence Prediction and System Identification. The program has two primary functions: (i) Precalculation of ground movements due to underground mining operations using the influence function method; (ii) Computation of influence function and site parameters from measured displacements. SPASID is written in FORTRAN and consists of four modules: (i) Preprocessor Module that prepares and maintains surface and mine data bases; (ii) Subsidence Computation Module that predicts movements of the surface; (iii) System Identification Module which is used to calculate the optimal influence function parameters, and (iv) Postprocessor Module for generating graphic displays of subsidence data. The last module is somewhat machine dependent but has internal documentation to indicate potential changes. All of the modules may be run in either batch or interactive mode. The manual does not assume previous knowledge of the influence function method or programming competence.

To obtain information on the effects of cobalt on microstructure and tensile properties of titanium-vanadium-cobalt alloys, the composition ranges of 4 to 16 percent vanadium with 1 to 4 percent cobalt have been studied. The beta phase was not completely retained with vanadium additions up to 16 weight-percent or in the same alloys containing up to 4 percent cobalt.

During 1991 through 1993, the U.S. Bureau of Mines (Bureau) -Alaska Field Operations Center (AFOC) in cooperation with the Bureau of Land Management (BLM) -Arctic District Office and the State of Alaska, Division of Geological and Geophysical Surveys (ADGGS), conducted exploration, geological, geochemical, geophysical, mineral resource, and mineral potential investigations in the 6.7 million hectare Colville Mining District (CMD) study area. This mining district study area, located in northern Alaska, includes the Colville River drainage basin as well as 0.35 million hectares of the southern part of the National Petroleum Reserve in Alaska (NPRA). This investigation was conducted as part of the Bureau's continuing Mineral Land Assessment (MLA) mining district program. The Bureau's MLA mining district program is designed to provide reliable and comprehensive mineral resource information that supports mineral resource policy and land use decisions made by Congress and Federal land management agencies.

The Bureau of Mines analyzed the cycle of secondary gold to determine the quantity of gold not being recovered from scrap, and to identify areas for research to increase the supply of gold from scrap. Secondary gold in 1967 was estimated to be 2.4 million troy ounces; this excludes secondary gold which is recycled within consuming plants. Firms contacted included consumers using about 41 percent of the gold in 1967, And refiners that recovered about 90 percent of the secondary gold. Results of the study indicate that loss of gold is small, and refiners and consumers are accelerating programs designed to reduce recovery costs. With the increasing generation of low-grade industrial scrap, research is needed to improve present recovery techniques and to develop methods to accelerate the flow of secondary gold back to supply.

The techniques are discussed briefly in the following sections. However, detailed information on the techniques is provided in the cited references. INTRODUCTION Coalbed methane, if not properly controlled in the underground mine environment, is a safety concern due to the potential risk for an explosion. This is a particular problem during longwall mining, where the high rate and volume of coal extraction can result in the release of large amounts of methane from the mined coalbed and other adjacent gas-bearing strata. The variability and potential hazards of these sometimes unexpectedly high gas flows provide the impetus to develop methods to predict methane emissions into the underground workplace. A forecast of the volume of gas that might be released during coal mining is helpful for designing ventilation systems and for implementing optimum methane drainage strategies to help mitigate expected gas emission problems. A complete assessment of the need for methane drainage prior to mine development generally requires both an empirical and a theoretical approach. If there are active mines in the general area with similar geologic conditions and coal characteristics, a review of gas problems in those mines provides an initial insight into the level of gas emissions to be expected at a new location. In addition, relatively simple methods exist to determine the in situ gas content (volume of gas per unit weight of coal) of the coalbeds in a particular mining area, as well as the gas-in-place (volume of gas in the coalbed(s) within a defined geographic area).

A seismic monitoring network has recently been installed in the North Fork Valley coal mining region of western Colorado as part of a NIOSH mine safety technology transfer project with two longwall coal mine operators. Data recorded with this network will be used to characterize mining related and natural seismic activity in the vicinity of the mines and examine potential hazards due to ground shaking near critical structures such as impoundment dams, reservoirs, and steep slopes. Ten triaxial strong-motion accelerometers have been installed on the surface to form the core of a network that covers approximately 250 square kilometers (100 sq. miles) of rugged canyon-mesa terrain. Spread-spectrum radio networks are used to telemeter continuous streams of seismic waveform data to a central location where they are converted to IP data streams and ported to the Internet for processing, archiving, and analysis.

The locomotives in service on the railroads of this country consume more than one-fifth of the total coal production of the United States. The amount is so large that any small saving that can be made effective in locomotive practice at once becomes an important factor in conserving the fuel supply of the nation. For this reason the United States Geological Survey gave attEmtion to the special problems of combustion in locomotive boilers. It approached this task from several different directions. The facts presented herewith constitute one series of results. In the fall of 1906 the locomotive-testing laboratory of Purdue University, at Lafayette, Ind., entered on a series of tests, one purpose of which was to determine in precise terms the degree of efficiency with which a modern high-class American locomotive utilizes the heat energy of the fuel supplied to it. The general interest in the subject, the elaborate plans which had been formulated for conducting the work, and the substantial character of the support which had been pledged to maintain it justified the Geological Survey in aiding the investigation. a The cooperation of the Survey consisted in detailing experts to assist the regular staff of the laboratory in the chemical and calorific work of the tests. These experts, working under the general supervision of the director of the Purdue laboratory, became responsible for the sampling of smoke-box gases, of the fuel used, of the cinders caught in the front end, of the sparks discharged by the stack, and of the refuse caught in the ash pan. The gas analyses were made by them at the university laboratory. The analyses of all solid samples and the calorific tests of the fuels were made at the government fuel-testing plant at St. Louis. The representatives of the Survey were not concerned with other phases of the work.

Computer-aided control of a mining machine requires a guidance system to aid remote positioning of the machine by determining its position and heading. The mechanical position and heading system (MPHS) developed by the U.S. Bureau of Mines provides such navigation information during face maneuvers. This report describes the required theory, which yielded a reliable algorithm for calculating machine position and heading, and implementation of this theory in hardware and software design, which made surface testing of the MPHS possible. Analysis of the errors and test results showed that the MPHS provides reliable results and can, therefore, provide useful guidance information for face navigation.

[Adequate supplies of suitable coal and coke are prime requisites in many industries, particularly those dealing with the utilization of mineral resources, recently interest has been focused on the possibilities of using electricity produced at Bonneville and Grand Coulee, Wash., in many electrochemical and electrometallurgical processes, in which core or some form of carbon is necessary in addition, discussion has been revived on the possibility of making iron and steel by the conventional methods employed in blast and open-hearth furnaces. The subject also is important at this time because of its relationship to industrial preparedness for national defense. A supply of coke from local sources on the Pacific coast is necessary in any program of production for strategic sufficiency of certain materials. An anal trio involving tae establishment of such industries should include detailed data on available supplies of coal, the quality and properties of the coke produced, and the technologic and economic factors involved in manufacture of echo and disposal of byproducts.]

Output of minerals was insignificant in 1981 and made a negligible contribution to the gross national product (GNP), estimated at $1.2 billion.2 Agriculture accounted for 40% of CNP and manufacturing accounted for 10%. The chief source of income was indirect taxes levied on traffic through the Port of Cotonou, an entrepôt. Trade statistics for Benin were incomplete and dated. Major trading partners were France and other members of the European Communities. Benin was a member of the West African Monetary Union and as such must coordinate its foreign currency, reserves, interest rate structure, and fund transfer with other member countries. Its currency, the Communauté Financière Africaine franc (CFAF), was fixed to the French franc.
