First - aid training is an essential part of safety programs in the mining industry , but it is only a means to an end ; first -aid training will not eliminate accidents , but unquestionably it is of considerable value in any accident prevention program . Numerous features should be incorporated in any efficient , well - developed safety plan ; in addition to first -aid training safety work , to be reasonably effective , should include the establishment and maintenance of a safety organization , safety competitions between mines or sections of mines , safety- inspection committees , accident - investigation committees , safety meetings of mine officials , safety bulletins and posters , employees ' safety publications , Holmes Safety Chapters (which provide for monthly safety meetings of all employees ) , and numerous other activities looking to safe operation of mine or plant . These features are supplementary to the fundamentals of safety-- adequate and effective supervision and discipline . Years of experience , however , have demonstrated that first - aid training is a good accident -prevention auxiliary and should be made an integral part of every company's safety program . Many safety-organization plans have failed because they have been based upon the assumption that the supervisory force should be given full authority and responsibility for achieving safety and eliminating accidents and that the workers , who are most vitally concerned , are nonessential . First -aid training causes the employees to feel that they have a personal and full participation in the safety program and is now available so readily that no individual or organization has any valid excuse for not having it . Early investigations made with a view to bettering health and safety conditions among the employees in the mineral industries demonstrated the need of prompt care of injured employees because , under the difficulties inherent in the occupation , seemingly unimportant wounds , when not treated promptly, became infected and caused permanent disability and even death . Many seriously injured persons , brought out of mines and plants by fellow workers who were ignorant of the approved methods of giving first aid or of safe means of transportation

Systematic leakage surveys of natural-gas transmission lines not only aid in the conservation of gas, but can be made to show direct financial returns of large magnitude. 1. Such surveys reveal the actual leakage from the lines, and indicate repairs to be made in order, to eliminate unnecessary waste. 2. Tests on lines, after repairs are made, show the actual saving that has been accomplished. 3. Tests on newly constructed lines reveal the presence of leakage that should be eliminated before the lines are put into service.

For nearly 30 years the Bureau of Mines has contended that mine explosions can be prevented and has pointed out to the industry ways and means by which they could be avoided. The record of co2l-mine explosions • during the past fiscal ?Bar bears out the :Bureau1s contention, inasmuch as fewer men were killed by coal-mi~e e:xplosions in the United States during that year than in :gi_y corresponding 12 months in the history of coal mining in the United States, insofar as records are available; and more than a year has elapsed since·a major explosion (in which five or more men were killed) has occurred, this being t.1-J.e first continuous 12- month period without a major coal-mine explosion disaster in the United States in more than 60 years. The methods of preventing mine e:iiplosions are well known to experienced, well-informed persons cngnged in coal mining. Despite this knowledge, many coal-mine operutors continue to use practices and methods that they should know have resulted in countless explosions, and mine workers persist in following past procedure or in breaking safety rules and practices almost certain eventually to result in disaster. ' Virtually all explosions are the result of human failure, such as carelessness or neglect by officials or workers or others. These human failures can be corrected chiefly by ed.ucation and proper and adequate supervision and strict discipline. In some instances mine officials are ·lax, careless, poorl~• informed, and often incompetent; end in many instances miners have repulsed the introduction of known preventive methods because of sheer obstinacy, ignorance, heedlessness, or possibly fear that the operator was trying to o'bta.in some unfair adva.,.'1. tago or would neglect some other phase of accident or e,:plosion prevention. The Bureau of Mines conducted a study to develop a standard fire test for 5-gal containers used for storing combustible fluids in underground coal mines. A standard test method was developed which evaluates the performance of the container in a 4-min tray fire. Bureau investigators used the standard test method to evaluate several types of closed 5-gal plastic and metal cans in outdoor tests. Each can tested contained 1 gal of nonfire-resistant (NFR) hydraulic oil. A container failed the test if it lost its contents in any of seven trials. Contents spilled either as a result of thermal rupture or melting. Fewer than 10 pct of the metal containers failed this criterion, but all the plastic containers failed. The metal container failures were usual-ly due to tipping over during pressure relief, which spilled the NFR oil. Replacing the NFR oil in the container with kerosene resulted in failure of more than 30 pct of the metal containers. The standard tests and preliminary tests showed that plastic containers are not equivalent to metal containers in their ability to contain combustibles such as lubricants and greases in a fire. For solvents and lubricants more volatile than NFR hydraulic oil, approved metal safety containers are recommended.

The magnetic susceptibility, the geographical source, and associated minerals are given for 44 copper-, 26 lead-, and 19 zinc-bearing minerals. Of the 44 copper minerals/ all had a susceptibility of less than 15 X 10-6 cgs, and about 20 percent of them were diamagnetic. Of the 26 lead minerals, all had a susceptibility of less than 11 X 10-5 cgs, and almost half of them were diamagnetic. And, of the 19 zinc minerals, all except four had a susceptibility of less than 9 X 10-6 cgs, and about one-fourth of them were diamagnetic.

The use of a partially slotted 6.5-inch-inside-diameter vertical pipe to remove methane from a longwall gob area at a depth of 2,260 feet in the Pocahontas No. 3 coalbed ms investigated. The value of gas removed by such a pipe under free-flow conditions was found to equal the cost of the installation in this case. Approximately 25 percent of the available methane passed through the pipe without the use of an exhauster; an additional 10 percent was removed when an exhauster was employed. The diversion of methane through a vertical slotted pipe to the surface permitted the use of increased mining rates and decreased the ventilation air requirements.

An inert-gas fusion technique was applied by the Bureau of Mines to the oxygen analysis of mixed-fluoride electrolytes used in electrowinning uranium and the rare-earth metals. Method development included: (1) Thermodynamic and experimental evaluation of the temperature required to quantitatively remove oxygen from a fluoride melt; (2) installation of a water and an acid trap to entrain the volatilized fluorides; (3) development of a suitable sample-preparation technique for the heterogeneous fluoride baths in which both pulverizing and pelletizing were necessary to achieve reproducible results; (4) comparison of platinum flux and dry crucible techniques, which showed that the use of platinum was not necessary. The accuracy of the method was evaluated by analyzing fluoride baths containing known amounts of oxygen added as the metal oxide. In the 0.05-to 0.5-percent range, the relative error was about ±5 percent.

Researchers at the U.S. Bureau of Mimes monitored rock mass response to mining of an experimental underhand longwall stope in Hecla Mining Co.'s Lucky Friday Mine, Mullan, ID. This stope design, the Lucky Friday underhand longwall (LFUL), was proposed as a means of controlling rock bursting while also allowing increased mechanization of mining operations. Instruments were specifically manufactured to monitor three geomechanical factors (backfill performance, ramp stability, and rock mass response) that directly affect the success of stope design. Despite considerable difficulties with instrument installation and survival in the harsh mine environment, especially within the stope fill, sufficient information was collected to suggest that the LFUL method was successful in achieving project goals. This conclusion, in addition to favorable economic and operational evidence, led the mine to adopt the method throughout the mine. Indeed, this study and mining experience suggest that underhand longwall mining could be considered a feasible mining method for rock-burst-prone ground throughout the Coeur d'Alene District. Further Reports of Investigations (RI) in this series present in-depth analyses of the effects of backfill on rock bursting and calibration of a stope numerical model.

Work has been carried out under Bureau of Mines Contract HO 395132 to develop improved sensor cells for use in direct-reading detectors and diffusion exposure meters. A pumped CO sensor cell was developed which has a shorter response time, improved temperature cycle characteristics, and improved linearity and stability at high CO concentrations. Diffusion CO sensor cells have shown good response level stability and linearity up to 1000 ppm. In addition, a new sensor cell catalyst has been developed for NO2 sensor cells which has a much shorter response time and improved response stability characteristics.

This Bureau of Mines report summarizes the results of a study of mine inspection records covering 2,200 mining installations over a 3-year period ending December 1974. Tables show the relative frequency of violations of certain provisions of the Coal Mine Health and Safety Act of 1969 in particular areas of concern, such as circuit breakers, grounding, and permissibility. Examples of past use of the data and analyses are presented.

A self-contained breathing apparatus has been developed to provide complete respiratory protection for a miner in an irrespirable atmosphere. The apparatus has the desired features of comfort, reliability, maintainability, and quick-donning capability. The apparatus is packaged in a moistureproof envelope and is protected in a shock absorbing, fiberglass resin carrying case. The apparatus is a small, lightweight, one-time-use device that can be readily worn on a miner's belt, requires no maintenance and is designed to have a shelf life of five years and a carrying life of three years. It is deployed to the use position in a period of 15 to 30 seconds. Man tests conducted in-house and at the National Institute of Occupational Safety and Health (NIOSH) testing laboratories established that this unit meets all performance requirements listed in the Code of Federal Regulations, Title 30, Part 11, Subchapter B, Subpart H (CFR 30, Part 11) for respiratory protective devices. The unit, which has received joint approval (TC-13F-37) on a prototype basis from the Mining Enforcement and Safety Administration (MESA) and NIOSH has: (1) Ten-minute service life under escape conditions. (2) Thirty-minute service life when the wearer is at rest. (3) Peak-to-peak breathing resistance of less than our inches water column height. (4) Inspired gas temperature of less than 135°F. (5) Breathing gas contents greater than 19.5 volume per cent of oxygen and less than 2.5 per cent carbon dioxin. (6) A weight (complete in carrying case) of 2.75 lbs. (7) A carrying case size of 6-1/2"x 5-1/8"x 3-1/8".

In the manufacture of steel by any process the refining period involves the partial elimination of the metalloids carbon, manganese, phosphorus, and silicon, by virtue of their reactions with ferrous oxide. At the end of this refining stage the metal consists chiefly of iron in which small amounts of these materials are dissolved. Unless some deoxidizer is added to the steel at this time, the reaction between carbon and ferrous oxide will continue with such force that it is impossible to form sound steal in the ingot molds. Instead, the product will exhibit a marked porosity due to the formation and trapping of carbon monoxide-the product of the reaction mentioned. However, if deoxidizers are added, steel may be obtained which is dense and free from gas bubbles. At the same time the deoxidation products will remain in the steal as impurities. For example, silicon additions form Si02 or combinations of Si02 and FeO. Additions of manganese form deoxidation products consisting of various proportions of MnO and FeO. It is also quite obvious that simultaneous additions of manganese and silicon will form oxide combinations either in the binary system MnO-SiO2 or in the ternary system FeO-MnO-SiO2. Work at the Pittsburgh Experiment Station of the United States Bureau of Mines, in cooperation with the Carnegie Institute of Technology and the Metallurgical Advisory Board, involved the study of such deoxidizing reactions and their products. In this connection considerable information is necessary concerning FeO, MeO, Si02, and Al 203, and their various combinations. Some of the most needed data are the melting points of all of these materials. At the outset of this work ordinary methods of melting point determinations were found to be inadequate for various reasons, and the procedure finally selected involved the use of the micropyrometer with occasional corroboration by quenching methods, The reasons for this selection, together with a description of the apparatus, are given in the following pages.

In connection with its renewed study seeking solutions to problems created by release of acid water from bituminous coal mines, the Bureau of Mines recently surveyed reports already written on the subject. This publication is based on that search. The Problem Poor distribution of water is evident on an ordinary geographic map of the United States. The more abundant supplies of surface water appear to be centered in the northeast, the southeast, and the central humid areas of the country. It is in the midst of this abundant surface water, in the Ohio River Valley, that most of the bituminous coal is mined. Varied industry has located in the valley to use the coal and the river. The coal is a source of power and o raw material. The river provides transportation for raw and finished materials; equally important, it provides the water that is used for cooling and processing in manufacturing. It also serves as a vehicle for the disposal of waste.

The Belize economy recorded modest growth during 1980; the growth of the gross domestic product (GDP) in real terms was between 1% and 2%. At current prices, the 1980 GDP reached $108 million2. This output was largely attributed to the performance of a few industries, mostly nonminerals. Such performance improved significantly the balance of payments situation by reducing the deficit from $19 million in 1979 to $4 million in 1980. The rate of inflation was an estimated 18% in 1980 and would have been greater if not for a conservative monetary policy and price control on a number of essential items. Expert earnings increased $43 million, or 50%, from the 1979 level. After increasing more than 25% in 1979, imports increased only 6% in 1980 to a level of $141 million owing to the decline in investment and stabilization of petroleum prices. The balance of trade deficit was $9.8 million in 1980, a marked improvement from the 1979 level of $45.1 million. The mineral output for Belize accounted for only a fraction of 1% of the GDP. Such activity was limited to the production of limestone, marl, and sand and gravel, all of which were primarily used in construction of the Northern Highway between Orangewalk and Belize City. Mineral resources are deficient or nonexistent in Belize for the majority of metals and nonmetals, although the Government and others continue to believe that petroleum must exist in Belize. The proximity to Mexican oilfields and the growing finds in the Peters area of Guatemala support this expectation. The general nature of the special constructional features that are required to provide safety from explosion hazards on machines approved as permissible by the Bureau of Mines is fairly well known to mining men who are at all interested in safety. These requirements are outlined in the schedules under the provisions of which the investigations of such machines are conducted. Also, the method of conducting inspections and tests of such machines has been described in Bureau of Mines Bulletin 305, Inspection and Testing of Mine Type Electrical Equipment for Permissibility, published in 1929. A more detailed knowledge of the special safety features of a particular machine is often useful and sometimes essential for inspectors, safety engineers, maintenance men, and engineers in selecting machines for a particular application. Three bulletins that give information of this nature have been-published by the bureau, viz., Bulletin 313, Permissible Storage-Battery Locomotives and Power Trucks. Bulletin 343, Permissible Coal-Handling Equipment. Bulletin 382, Permissible Coal-Cutting Equipment. Report of Investigations 3309, Permissible Electrically Operated Air Compressors, which contains similar information, was issued in August 1936, and a Report of Investigations 3326, Permissible Electrically Operated Room Hoists, was issued in January 1937. Thus, the present paper is the third to give detailed information concerning permissible machines of types not included in bulletins, and covers all the rock-dust distributors approved prior to October 1, 1936.

"The New Mexico potash exploration described herein was begun in February- 1944 by the Federal Bureau of Mines with the object of determining the amount of potash ore in the United States Potash Reserve in Eddy County, N. Mex., by exploring the deposit from the surface with vertical drill holes. The work was completed in October of the same year after 16 holes had been drilled on the reserve and in the immediate vicinity.The Potash Reserve is located in secs. 26, 27, 34, and 35, T. 20 S., R. 29 E., Eddy County, N. Mex., about 14 miles northeast of the city of Carlsbad. Drilling was done in secs. 26 and 35 of the reserve, in sec. 14 to the north, and secs. 25 and 36 to the east. All work was done on Government-owned, unleased land.The reserve may be reached from Carlsbad by traveling northeast by automobile for about 14 miles on paved U. S. Highway 62. This highway passes through the southern part of the reserve. Other parts may be reached by a State highway which passes along the eastern side of the area, then by poor dirt roads to various drilling sites. A branch of the Atchison, Topeka and Santa Fe Railroad also passes across the southern part of the reserve en route from Carlsbad to the plant and mine of the Potash Co. of America, a few miles northeast of the Project and 22 miles from Carlsbad.Work on the project was greatly facilitated by the help of Ralph H. King, associate geologist, R. K. Bailey, geochemist, H. C. Spicer, geophysicist, Hope Bunker, junior geologist, and R. H Allport, district mining supervisor, all of the Federal Geological Survey; and Charles H. Johnson, who at that time was district engineer for New Mexico for the Mining Branch of the Bureau of Mines."

Mine seals can he remotely constructed in underground coal mines through vertical boreholes when direct access to a fire is impossible or considered to he too dangerous. This method has great merit because the boreholes can be drilled to specific mine areas, and the seals can be positioned close to a fire zone. The technology however can be largely ineffective if the constructed seals do not provide of effective barriers to airflow or if they cannot he used to impound water and other inert materials. Unfortunately, no viable alternatives exists to sealing the entire mine to the ground surface. Full-scale remote mine seal construction research is being conducted at the National Institute for Occupational Safety and Health (NIOSH) Lake Lynn Laboratory (LLL). Under this effort. Howard Concrete Pumping Company and GAI Consultants Inc. have joined forces to evaluate a potentially significant improvement to the current state of the art. This paper covers the development o f novel technology or rewrote mine seal construction, the evaluation of rite materials used, the construction practice and the Fellow-up testing.

This report describes the development and operation by the Bureau of Mines of a pilot plant designed for using high-volatile A bituminous coal-in-water suspensions as a source of preheated coal and superheated steam in the pressure gasification of coal with oxygen. Figure 1 on page 2 is a block diagram of the integrated gasification process, in which a total of 70 tons of coal was fed from slurry and gasified. The present work included (1) development of equipment and methods both for mixing pulverized coal and water to produce slurry and for pumping and metering the slurry at gasification pressure; (2) development of equipment for heating the flowing slurry and, because slurry that can be pumped produces more steam than is necessary as a gasification reactant, developing equipment for removing and metering the excess steam; and (3) demonstration of the process under actual gasifier operating conditions, at a coal rate of about 800 pounds per hour and gasification pressures in the range 100 to 300 pounds per square inch gage. By using the forced-convection principle, a flow of slurry made from a caking, high-volatile A bituminous coal can be continuously heated to 600° F. in a coil-type heater. The flow rate and concentration of the slurry and the temperature gradient along the length of the heating coil must be closely controlled. In a radiant-type heater, involuntary reductions in flow rate, even momentary, can lead to coking and plugging of the heater coil.

Under the procedure of the American Standards Association, with the American Society for Testing Materials as sponsor, the Sectional Committee on Classification of Coals has arrived at the classification of coals by rank as shown in Table 14/. The standard explains the term "agglomerating" used for classification under physical properties, as follows: Agglomerating Index. - Coals which in the volatile-matter determination produce either an agglomerate button that will support a 500-g weight without pulverizing, or a button showing swelling or cell structure, shall be considered agglomerating from the standpoint of classification.***. Pending the adoption of a method by the American Society for Testing Materials, the coke-button grading test5,/ afforded by the examination of the residue in the platinum crucible incident to the volatile matter determination, shall be used.
