Table 46 and figure 16 show the number of fires and fire injuries for metal/nonmetal mills by state during 1990-2001. Table 46 also shows the injury risk rates, employees' working hours, and lost workdays. In all, 77 fires occurred in 26 states. Thirty-seven of the fires caused 41 injuries and 1 fatality (including 5 fires and 3 injuries involving contractors). The yearly average was 6.4 fires and 3.4 injuries. Fifty-four fires with 26 injuries and 1 fatality occurred at metal mills; 23 fires with 15 injuries occurred at nonmetal mills. The Ewhr value was 845 x 106 hr (Irr = 0.01), and the LWD value was 6,681. Minnesota had the most fires (16 fires and 5 injuries), followed by Arizona (9 fires and 3 injuries), Wyoming (8 fires and 3 injuries), Nevada (7 fires, 4 injuries, and 1 fatality), and Texas (4 fires and 7 injuries). Of these states, Texas had the highest injury risk rate value (Irr = 0.033). Table 47, partly illustrated in figure 17, shows the number of fires, fire injuries, fire fatalities, risk rates, employees' working hours, and lost workdays by time period. The number of fires increased slightly during the second period, then decreased during the remaining periods. The number of fire injuries show a decrease during most of the periods (an increase is seen during the third period), accompanied by a decline in employees' working hours during most of the periods. The Irr values follow patterns similar to those shown by the injury values. Tables 48-53 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 18 shows the major variables related to fires for 1990-2001. Table 54 shows the number of fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

Revegetation success on surface mined lands is dependent upon the nature of the plant growth media. Soil physical and chemical properties dictate the needs for specific reclamation and subsequent management practices. Field experiments were conducted at six coal mine sites in Oliver and Mercer Counties, North Dakota to determine the subsequent effects of a single application of selected amendments on spoil and topsoils over the five year period, 1974-1978. Considerable variations in the physical and chemical properties were found in mine spoils from site to site. The texture of spoils ranged from sandy clay loamy at North Beulah I to loamy at Glenharold, and from sandy loamy at North Beulah 3 and South Beulah sites to loamy sands at the Center site. The pH of the sites ranged from 6.5 at South Beulah to 8.2 at North Beulah 3. In many cases, the pH values of mine spoils were not significantly different from the topsoils. The electrical conductivity (ECe) did not exceed 6 mmhos cm-1 at the test sites even though in other studies much higher values were recorded in the same vicinity. The spoils from Glenharold and North Beulah test sites can be classed as moderately saline, and those from Center and South Beulah as non-saline. The sodium adsorption ratios (SAR) varied from less than 1 to 32, with highest values in the spoils of North Beulah 3 followed by Glenharold; all other sites were nonsodic. Lowest SAR values (less than 1) were found in the topsoiled sites at South Beulah and Center. Spoils of North Beulah 3 test site were highly calcareous, followed by North Beulah 2 and Glenharold. Center mine spoils which were the least calcareous of the test sites, showed the calcium carbonate equivalent three times higher than that of the topsoil. The average calcium concentrations in the spoils of North Beulah 3 and South Beulah test sites were -13 and 14 me 100g -l while at North Beulah 2 and Glenharold test sites 25 and 22 me 100-1-1 were recorded, respectively. The overall magnesium concentrations ranged from an average of 4 to 16 me 100g 1. Sodium concentrations in all sites never exceeded 10 me 100g-1. Phosphorus concentrations on the average at North Beulah 1, North Beulah 2, and Center were 10.2, 4.6, and 22.2 µg g -1 spoil, respectively. Concentrations of potassium ranged from 200 ppm at South Beulah site to more than 375 pp in at the Glenharold site. High concentrations of sulfates (239-2778 µg g-1) seem to contribute to the salinity in these spoils. Chloride concentrations of spoils were low and never exceeded 40 µg g-1 spoil. Based on established critical levels of deficiency for micronutrients in agricultural soils, it seems that none of these were deficient. However, controlled environment experiments did reveal increased plant growth responses when some micronutrients were added to the mine spoils. Treatment effects were highly site specific depending on the nature of the soil/spoil characteristics and, of course, the properties of the various treatments. While slack coal amendment to the spoils at North Beulah 2 site affected significant increases in a large number of variables (both major and trace elements), amendment of the topsoils at the South Beulah test site with leonardite resulted in significant decreases in a number of variables, particularly trace elements. Spoils at Glenharold and North Beulah 3 demonstrated the fewest significant changes due to amendments. Calcium, magnesium, strontium, organic matter and nitrogen were consistently increased from site to site with the addition of lignitic materials. Other spoil/topsoil physical and chemical properties (30 variables) as affected by amendments and time are discussed.

The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory, has undertaken a study to determine how well self-contained self-rescuers (SCSRs), deployed in accordance with Federal regulations (30 CFR 75.1714), hold up in the underground environment with regard to both physical damage and aging. This report presents findings regarding laboratory-tested SCSRs in the sixth phase of testing from mid-1996 to early 1998. The SCSRs were tested on human subjects and on a breathing and metabolic simulator. These results indicate that most of the apparatus, if they pass their inspection criteria, perform satisfactorily. However, the deployed CSE SR-100s exhibited significantly higher inhaled CO2 levels than new units, as in the previous phase. This will cause higher ventilation rates in most users, which will, in turn, result in higher breathing pressures, possibly causing users to prematurely remove the apparatus. CSE Corp. has developed a noise test that can identify apparatus suffering from chemical-bed degradation causing the early CO2 breakthrough. This test was added to the inspection criteria for the SR-100. In addition, several of the MSA Portal-Packs that passed their inspection criteria were found to have KO2 dust in their mouthpieces. Further investigations by NIOSH and the Mine Safety and Health Administration confirmed these findings, which resulted in the decertification of the apparatus and their removal from service.

The mines in the eastern part of the now active region of the Tri-State zinc district of Missouri, Kansas, and Oklahoma have unusually acid water, which during periods of moderate or no rainfall is used in the mills to replace losses from evaporation, seepage-, and tailings disposal. Its use has caused difficulties by corrosion of equipment and by interference with flotation. The growing importance of flotation, which requires good water, and the increasing troubles caused by the corrosion of the milling equipment have prompted the Mississippi Valley Experiment Station of the United States Bureau of Mines, in cooperation With the Missouri School of Mines and Metallurgy, Rolla, Mo., to investigate the action of the waters on flotation and to undertake to develop means of obviating their harmful effects. The work was under the immediate direction of W. T. Schrenk, consulting chemist, United States Bureau of Mines, and professor of chemistry Missouri School of Mines and Metallurgy, and. Will H. This Bureau of Mines report was written to provide information for those concerned with using rigid urethane foam as a sealant. Its intent is to describe the various laboratory evaluations performed and to delineate the performance of each candidate. This report neither promotes nor discourages the use of rigid urethane foams. It presents results that will enable those responsible for using or enforcing the use of rigid urethane foams in underground mines to make informed decisions.

Recent studies have shown that miners performing construction, maintenance, and repair (CMR) work activities in the conduct of their jobs incur from 39 to 65 percent of all reported injuries in the mining industry, The number is particularly high at surface aggregate operations; however, the problem exists at all mining locations and commodities. To address this issue, an interactive, (3-D) slides training exercise, Hazard Recognition Training Program for Construction. Maintenance and Repair Activities, was developed. The purpose of the exercise is to teach work& to recognize CMR hazards in the workplace and to deal with them using accepted safe work procedures. It was field tested using a total of 340 persons from surface mining operations in six states. The subjects were tested before and after the training intervention to determine if objectives of the instruction were achieved. Results indicated that 7 1 percent of the participants showed improvement in ink test scores. Following the posttest, subjects responded to a seven question Likert scale. These questions related to the validity of the exercise and the utility of the training program. More than 93 percent of the miners reported that they "learned something new from the training" and over 94% said they "would use these practices to work more safely".

This report describes laboratory studies by the U.S. Bureau of Mines to determine the suitability of a static oxygen (OJ adsorption test for evaluating the self-heating tendencies of coals. Reliable minimum self-heating temperature (SHT) values from adiabatic oven tests were used as standards for comparison and evaluation. A suite of six coals was tested in the adiabatic oven and in sealed flasks. In the latter tests, both undried and dried samples, in a range of four particle sizes, were examined. Miniature pressure trans-ducers monitored pressures in the flasks, and gas samples taken at the end of the tests quantified all the gases present. An excellent correlation was found between the minimum SHT's and amounts of O2 adsorbed over a 7-day period for dried coals, independent of particle size. In addition, a good correlation was obtained between the minimum SHT's and pressure changes in the flasks at the end of the test for the same coals, also independent of particle size. Based on these results, the sealed flask test can be reliably used to determine the self-heating tendency of a bituminous coal sample.

"INTRODUCTION This report describes the results obtained from a diamond-drill exploration project performed by the Bureau of Mines on the nickel deposits of the Yakobi Island, Alaska. The Federal Geological Survey 6/ completed a detailed geologic study and mapped the area during the summer of 1940, and a Bureau of Mines examining engineer 7/ made a preliminary examination of the deposits in June 1941, at which time core drilling was suggested as the logical means of determining the extent and grade of the deposits. Equipment and supplies were unloaded on the beach at Yakobi Island on October 21, 1941. The drills were moved to Bohemia Basin, where actual drilling operations wore begun under the direction of a Bureau of Mines engineer 8/ on November 7, 1941. Two core-drill holes were completed on December 7, 1941. Upon the request of the drilling contractor, operations were recessed owing to severe winter conditions. Work on the project was resumed April 27, 1942, under the direction of another Bureau of Mines engineer 9/ and was completed August 15, 1942. During the 1942 season, 13 core-drill holes were completed, and 10 surface pits and a tunnel were sampled. A total of 5, 191 feet of core-drill hole was drilled in 15 holes during the entire project. The results of drilling and sampling form the basis of this report."

Efforts to win an enriched manganiferous product from the Missouri Valley deposits of South Dakota have included an application of most known ore-dressing devices and have been largely unsuccessful. At least two methods showed some promise of success and were the subjects of detailed Investigation by the Bureau of Mines during the period from July 1945 to August 1947. A series of mining and beneficiation tests were undertaken to determine conditions under which the most feasible concentration methods could be employed and to define the limits of such applications in terms of the character of the final beneficiated product. In the absence of a significant current market for any conceivable product of beneficiation, the extent to which applied methods might be considered successful was measured in terms of ratios of recoveries to grade, regardless of the adaptability of such beneficiated products to further metallurgical or direct usage. The results of all investigations show that production of a shale-free, concretionary, manganese-bearing product by any known method requires great sacrifices in manganese recovery. Products of beneficiation, with specifications permitting some inclusion of shale, can probably be most effectively produced by methods employing specialized jigging equipment as the principal functional unit of a process.

"Purpose of InvestigationThe process of removing solid material from liquid suspensions has been studied at the Northwest Experiment Station, United States Bureau of Mines, in cooperation with the University of Washington, as part of a general program to investigate the dewatering of Pacific Northwest plastic kaolins, which is difficult by ordinary filter-pressing methods. The present paper is a progress report of the work began by Vance S. Cartwright in 1928 and continued in 1931 and 1932. Spray evaporation is believed to be valuable for the following classes or grades of clay and clay mixtures:(1) Highly colloidal, plastic-type clays, which release their mechanically attached water with difficulty; (2) clays prepared for shipment in pulverized or powdered condition; and (3) synthetic, ceramic, porcelain, and tile mixtures prepared as aqueons suspension, dried and pulverized before molding. Dilute suspensions can be dewatered by spray evaporation to produce concen-trated casting slip or plastic clay with a lower water content.The most common dewatering method used in preparing powdered kaolin for the market comprises the following steps: Reduction of the water content by filter-pressing from approximately 75 percent in the thick ""slip"" condition to about 30 percent in the condition; further reduction of the water in the filter-press cakes by heat to about 5 percent; and pulverization of the dried cakes in hammer or dust. These three steps can be simplified to a single process by spray evaporation."

During 1936, the Nonmetals Division of the Technologic Branch was formally set up by combining the direction off the work of these three experiment stations under one administration. The New Brunswick (N.J.) station which in the past has been known as the Nonmetallic Minerals Experiment Station, is henceforth to be at College Park, Md., as part of the Eastern Experiment Station, and its principal activities will be related to the nonmetallic resources of the Eastern and New England States.

"INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between, the Coordinating Fuel Research (C.F.R.) Committee of the Coordinating Research Council (C.R.C.) 3/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36.-4/ Further reports have been issued describing motor gasolines sold during the succeeding summers and winters to the summer of 1941 and during the winter of 1942-43 and the summer of 1943 5/ No reports were made on motor gasolines sold during the winter of 1,) 41-42 and during the summer of 1942. The present report presents analytical data for 1,356 samples, representing the products of approximately 103 companies. As in previous surveys, the companies covered by the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples - regular-price, premium-price, and third-grade gasolines - and each group has been averaged separately. The number of samples, items and brands comprising each group is as follows: Regular-price, 770 samples, 286 items, and 94 brands; premium-price, 537 samples, 236 items, and 72 brands; third-grade, 49 samples, 31 items, and 18 brands. "INTRODUCTION Secondary recovery of oil by water-flooding is practiced more extensively in North Texas than in any other section of the State, and the progress and experience of the operations in that area are of continuing interest to all branches of the oil industry. The first Bureau of Mines report on water flooding in North Texas 7/ chronicled the activities from December 7, 193f', when the Railroad Commission of Texas granted The Texas Co. the first permit to inject water into an oil-bearing sand, through 1944. This second report has been prepared as a supplement to Report of Investigations 3906 to show the progress and expansion of water-flooding. The format of this report is almost identical with what of report of Investigations 3906, except for a few miner changes. For the sake of brevity, certain basic information contained on the first report has not been repealed, and the reader is urged to consider the two reports as corporation writings.The North Texas area, as encompassed by the two reports, corresponds Railroad Commission of Texas Districts 7P and 9. Oil-development operations in the two districts, since oil was discovered in 1904, have resulted in the recovery of approximately 1,400,000,000 barrels of oil from a proved area that has been estimated to exceed 413,000 acres. During October barrels of oil was produces by primary and secondary-recovery methods from 1,746 flowing wells and 25,211 pumping wells, a daily average 6.6 barrels per well. Of this total volume of oil recovered in October 1947, 47,965 barrels (0.87 percent) was recovered from leases on which water-flooding operations were in progresses."

The Bureau of Mines conducted a series of delayed blasting experiments at a West Virginia contour coal mine that resulted in smoother highwalls. The 17; were smoother due to reduced overbreak and inherently safer A, to reduced likelihood of rockfall. Reduced overbreak was accomplished by an increase in the highwall hole delays, which changed the effective delay pattern geometry and the direction of burden movement. The blast delays in the highwall holes were 50 to 100 ms longer than the mine's nominal design pattern (flat V, 17- by 42-ms surface delays, 200-ms in-the-hole delay). The burden movement was effectively changed from a 45* angle to 90* with respect to the highwall. The results of the blast delay changes were evaluated using terrestrial photogrammetry to generate vertical profiles at regular intervals. This evaluation showed that delay changes produced generally smoother vertical profiles.

Industrial engineering departments perform staff duties and are most effective when sincerely supported by management. In accordance with the needs and desires of the mining companies involved, various industrial engineering functions have been adopted widely at western metal mines during the period 1950-60. Newly organized departments usually conduct method and equipment studies, work-measurement programs, and establish and maintain production standards. Supervisor-training programs and courses are effective in showing the relationship between supervisory responsibility and the purpose for which industrial engineering is practiced. Industrial engineering staffs of western metal mines are composed predominantly of personnel from within the companies. Experienced industrial engineers, not necessarily experienced in mining, frequently are hired by a company to help establish the department. Management consultants frequently are called upon to advise management and instruct department personnel in industrial engineering practices. Some departments have developed satisfactory industrial engineering programs without benefit of formal industrial engineering training or advice.

The number of petroleum refineries in the United States decreased from 399 on January 1, 1947, to 390 on January 1, 1948. On the latter date two additional refineries were under construction , a large one in New Jersey and a small one in Texas . This Crude oil charging capacity, based on complete facilities only , increased in 1947 from 5,569,482 barrels to 6,034,252 barrels per day , owing to material gains reported in all of the larger refining districts . great increase in effective capacity is only in part the result of the completion of major new units for crude-oil processing . Much of it is due to rearrangement and minor additions to existing facilities to permit more efficient and complete utilization . Recent experience has apparently demonstrated that many processing units are capable , with greater emphasis upon maintenance and precise controls , of sustained operations at higher volumes than were indicated in their old rated capacities . This situation doubtless has caused some upward revision in capacity data .

There was little change in the mineral industry of Benin in 1986, as the economy remained in the grip of a regional recession exacerbated by failing oil prices, which nullified much of the income from Benin's oil production. Benin's industrial sector accounted for less than 10% of the gross domestic product (GDP), with the mineral industry providing about one-half of that total. Several major projects initiated over the last several years continued to perform and/or progress below Government expectations. These included the Save sugar refinery, the Dassa-Parakou section of the Dassa-Cotonou highway, the Benin-Togo Nangbeto hydroelectric plant, the Onigbolo cement plant, and the Semé Oilfield. Funding for these projects is the major source of the Beninese external debt, which was estimated to be over $800 million.2
