"Two recent decisions by the Canadian courts could reduce the taxes paid by many profitable mines in Canada. At a time when the mining sector is hurting from an ever increasing tax burden and soft prices, the results of two cases are welcome news. Mining companies are well advised to check prior years' tax returns in the context of these developments. IntroductionSince 1976, the income tax legislation has provided a reduced rate of tax for taxpayers engaged in the mining of mineral resources, through the mechanism of the ""resource allowance"". The deduction given for the resource allowance effectively reduces the federal rate of tax by one quarter on resource profits. In general terms, ""resource profits"" are defined to include a taxpayer's income from: the production and processing in Canada of ore to any stage that is not beyond the prime metal stage (or the pellet stage or its equivalent in the case of iron ore); and, royalties computed with reference to the amount of value of production from mining operations in Canada.In computing income from these sources, the taxpayer must deduct expenses that may reasonably be regarded as applicable to those sources, with the exception of expenditures for Canadian exploration and development or financing costs.As a result of the mechanics of the calculation of the resource allowance, one quickly realizes that the lower the expenses deducted from the resource profits, the higher the resource profits and consequently the higher the 25% resource allowance. The impact of the recent court cases is to narrow the range of expenses which are required to be deducted in the determination of the resource profits.The two cases are outlined below."

Within the next few years, underground mobile equipment will be partially automated. Mining methods will integrate more and more automation. Such an evolution will be possible only if adequate underground communication systems are developed. This is expected due to the available competence in Canadian telecommunication, to the economic pressure on the Canadian mining industries for international competitiveness and to the social changes where a better working environment (i.e. less accidents) becomes a major concern. CCARM propose the concept of a Production Area Network for Automated Mobile Units called PANAMU as an intermediate size communication system. It can be implemented using mature present-day technology and it can be integrated in some mine wide communication systems. It can evolve so as to incorporate new technologies because of its modular concepts. In this paper, the communication requirements are estimated, the amtmptions are defined, the concepts of the PANAMU are presented and an over- view of its implementation is described. CCARM presents this article to the mining industry as a document for discussion.

"This paper provides an overview of the use of uranium and coal in Ontario Hydro's generation program. The dynamics of available supply sources including mining and transportation infrastructures and regional considerations are described. Included is a discussion of needed procurement strategies, both in place and planned, to meet fluctuating fuel requirements while ensuring adequate supply security and cost effectiveness. IntroductionDuring the first half of this century, Ontario Hydro or the Hydro Electric Power Commission of Ontario, as it was then known substantially supplied all of the province's electricity needs from a large number of hydraulic generating stations. Although hydraulic power still provides a very significant part of Ontario energy requirements, this paper will concentrate on the role of uranium and coal in their generation program. To provide a perspective on the importance of these two fuels, Figure I shows the approximate value of each for the past few years in relation to Hydro's total operating costs. The trend toward increasing nuclear output and a corresponding decline in coal use is also clearly illustrated.Figure 2 shows the currently installed capacity of their three main energy sources, hydraulic, nuclear and coal and the 1986 production totals for each, followed by Table I which compares the average operating or running cost on the basis of dollars per megawatt hour for each type of plant. It demonstrates dramatically why Ontario Hydro base load s its hydraulic and nuclear plants, and why coal has become the swing fuel on the system. Although they have a 1200 megawatt plant in Toronto with natural gas-burning capability, and a 2000 megawatt oil-fired station near Kingston, both are presently mothballed and have not been considered in this paper.This paper starts with a user's perspective of the nuclear fuel supply situation which will be discussed in relation to the usual considerations of security, flexibility and cost."

"The 1980sfor the mining industry can be characterized as the survival of the fittest. High interest rates, low commodity prices, foreign subsidized competition and decreasing ore grades have contributed to a streamlining of the domestic mining industry in the United States, leading to the shutdown of operations or large cutback of work forces. The purpose of this paper is to look at the impact of a layoff on the employees of what was once a major uranium producer in south central Wyoming, twenty months after the final layoff and mine shutdown. INTRODUCTIONDecember 19, 1985, was the date of the final of three successive layoffs over a two-month period, leading to the complete shutdown of Petrotomics Company, a subsidiary of Getty Minerals Company. The final shutdown was due to a combination of depressed U3O8 prices and the takeover of Getty Oil Company by Texaco in January 1984.The layoffs affected 104 employees and included mine personnel, mill personnel and staff. Both hourly and salary workers were involved. The operation was considered non-union, however, a few mill hourly employees were unionized. At the completion of the layoffs. only a handful of employees remained for administrative and miscellaneous functions.For Getty employees, the terms of the merger agreement provided a generous level of separation benefits. The terms that were insisted upon by Mr. Petersen, Chairman of the Board for Getty Oil, stipulated that employees receive one month of severance pay, for each full calendar year of employment up to a maximum of two year's pay. This was the forerunner of what is now commonly known as the ""tin parachute”. All but the union employees of Petrotomics received these separation benefits. Union employees were covered by their separate, less generous, contract.Much of the literature that has been published in recent months has centred around the effects of layoffs on remaining employees, or the psychological effects on the severed employee. This study will emphasize the economic impact and ramifications due to a layoff, using the Petrotomics employees as a case example."

"Magnesite is a major mineral resource in China, whose output and export are massive and quite important to the world. Flotation performances of eight anionic collectors on magnesite were studied to find the proper ones. Micro-flotation results indicated that collectors of HOl, SDBS and AEP had outstanding flotation performances on magnesite, with the recovery ratio all reaching above 90% in a wide range of alkaline pulp. Solution chemistry calculation, Zeta potential and FTIR measurements were employed to reveal the interaction mechanism between anionic collectors and magnesite surfaces. Solution chemistry analysis indicated that the main active components of HOl, SDBS and AEP were anions and association complex anions in alkaline pulp. Magnesite surface was negatively charged in the alkaline pulp. The active sites on magnesite surface were mainly the components of MgOH-, Mg (OH)2, and MgCO3 when the pulp pH was over 8. Anionic components of HOl, SDBS and AEP reacted with Mg in magnesite surface to make the insoluble anionic salts. And the chemical adsorption was confirmed by the FTIR measurement evidences.INTRODUCTIONAs an important industrial mineral, magnesite has been widely applied in metallurgy, building materials, chemical industry, agro-pasturage and other fields (Hu et al., 2006). It is a major mineral resource in China with abundant reserves. Its output and export are massive and quite important to the world. Liaoning province is rich in magnesite, whose reserves and production both come first in China. So far the proven reserves have reached 2.91 billion tons, accounting for more than 90% of total reserves in China, and more than 25% in the world (Li et al., 2012).Magnesite ores in Liaoning province mainly contain crystalline magnesite, and the gangue minerals of quartz, dolomite, talc, tremolite, chlorite and carbonaceous materials. Some ores also contain a little pyrite, chalcopyrite, hematite and apatite. Most of the ores must be preprocessed to separate the useful parts from the large amount of gangue minerals, so that their value and industrial application can be enlarged and promoted.Flotation is commonly used to process the magnesite ores, and the conventional flotation methods include anionic and cationic flotation. In the former, gangue minerals of silicates were separated by using amine type cationic collectors. After the impurity minerals were removed, high qualified magnesite concentration could be gained. For the cationic flotation method, it had some drawbacks of lower recovery ratio and poor performance in the lower temperature pulp (Li et al., 1995)."

For the purpose of reservoir-performance calculations a balance can be made between the materials with-in the reservoir and the production from the reservoir. The material balance equation, a relationship which holds under or near equilibrium conditions, has been used in many forms by the Petroleum Engineer for the determination of initial oil-in-place in the reservoir and the calculation of performance into the future. One of the more recent methods developed by Tracy, utilizes a modified form of the Schilthuis material balance. In the latter case, values of incremental production are assumed for a particular pressure drop, a value of the gas-oil ratio found and a check of this estimate made by calculation"' the initial oil-in-place. A drop tower and methodology were developed to study the impact of mineralogy on the flash combustion behaviour of copper concentrates. Reaction shaft conditions of a flash furnace were simulated using a drop tower reactor and different molar ratios of oxygen gas to sulphur in the feed. Five feeds were tested in the drop tower including pure minerals chalcopyrite and pyrite as well as two mineralogically distinct copper concentrates and a blend of the two. The behaviour of each of these five feeds were evaluated through analysis of the solid combustion products for elemental sulphur, mineralogy and particle size. Desulphurization curves for each of the feeds were produced. It is thought that the desulphurization behaviour of pure minerals can be used to estimate the behaviour of a concentrate and that a blending recipe could be developed, which can optimize the chemical and mineralogical inputs to the flash furnace and guide operations on the optimum furnace conditions. Overall, the drop tower has proven to be a useful tool for studying flash combustion processes. Experimental results suggest that mineralogy has a significant impact on the conditions required for the production of matte with consistent grade. This finding is especially significant for custom smelters, which may see several different blends in a day. INTRODUCTION Flash furnace smelting is a continuous feed, batch tap, pyrometallurgical process that is used to produce copper matte from copper sulphide concentrates. Dried concentrate(s), silica flux, and secondary materials are blended to a target chemical composition, typically given by the Cu/S ratio, before processing. This fine, dried feed is dispersed throughout the heated furnace reaction shaft with an O2-enriched reaction gas. The particles heat up in the shaft of the furnace, ignite and undergo reactions that pre-oxidize the iron sulphide and some of the impurities in the feed. Oxidation reactions in the shaft of the furnace desulphurize the feed and produce an SO2-containing off gas. The reacted particles fall into the furnace settler and separate into a Cu-rich matte and an iron-silicate slag, while the SO2-containing off gas is carried out of the furnace for heat and dust recovery, as well as H2SO4 production. Some concerns during operation of the furnace are dusting, over or under oxidation of the feed, and a stable flame.

"The Brenda mine is located in south central British Columbia, 22 km north west of Peachland, in the heart of the Okanagan Valley. Situated at an elevation of 1500 metres, the mine area straddles the divide between the headwaters of Trepanier Creek and Peachland Creek. These flow into Okanagan Lake, the chief valley water resource located 1100 metres below. The creeks are of great significance to the water management of the area as they constitute the water supply for the Municipality of Peachland, a thriving retirement community with a population of 5000. A location map is shown in Figure 1.The history of the Brenda Mine operation has been well documented previously. After twenty years of operation, the open pit mine shut down in June 1990 due to the depletion of its ore reserves. During the course of its life, it produced 109 million tonnes of waste rock which is thought to contain approximately 0.10% copper as chalcopyrite and 0.015% molybdenum as molybdenite stored in four rock piles around the pit. Similarly, approximately 200 million tonnes of tailings were produced grading 0.015% copper and 0.005% molybdenum. During operation, tailings were hydrocycloned to produce a coarse sand for dam building with the fine slime stored behind the dam. It is estimated that 40% of the tailings were used for the dam construction. The layout of the mine site is shown in Figure 2.The mine was operated under a zero discharge permit. This was achieved by diverting practically all surface water flowing towards the mine area around the site. Water affected by mine operations, was discharged to the tailings impoundment, and recycled to the mill for reuse. The recycle rate was 90% and seepage from the tailings embankment and saddle dam was pumped back to the tailings pond. Because acid drainage was not a problem with the low grade Brenda rock, runoff from the rockpiles was initially released to the local environment. However, due to the alkaline nature of the waste rock, dissolution of low concentrations of molybdenum in the site runoff waters became evident by the late 1970's. The molybdenum content of Peachland Lake, the water reservoir for the municipality of Peachland, approached the Canadian Drinking Water Standard of 0.25 ppm. By 1979, a series of diversion and collection ditches was completed to direct all runoff water from the rockpiles to the tailings impoundment area. This had a significant detrimental effect on the site water balance causing it to go into a considerable surplus condition. During normal operation, this oversupply was contained by the rate of tailings dam building. An economic shutdown of the mine during 1984 forced a limited discharge from the site to protect the integrity of the tailings dam."

Modern surface mines are among the world's largest single consumers of diesel fuel. A typical mine site can consume in excess of 200 million liters of diesel fuel per year. Delivered diesel fuel is not necessarily clean. Depending on the mode of transportation, handling practices and local climate, incoming bulk fuel can contain up to 20 mg/L suspended solid contaminants and also significant quantities of free water, which can amount to substantial quantities ? for a typical mine site 200 to 400 kg of dirt per year. Standard on-board fuel filters are not designed to handle high levels of contamination, and most engine manufacturers have specific fuel cleanliness requirements to ensure reliable engine operation. New developments in fuel injector technology, such as high pressure, common rail injectors require even cleaner fuel. In order to ensure reliable operation, it is therefore recommended to control particulate contamination throughout the entire Diesel supply chain - from the bulk storage on mine sites to the injection systems on-board through the use of particulate filtration and liquid coalescence technologies. In this work, the author introduces a comprehensive approach to contamination control for the entire fuel supply chain, and discusses the benefits of using advanced filtration and separation technologies, with a particular focus on the requirements of modern high pressure, common rail (HPCR) fuel injection systems.

"Using the concept of economic life and marginal analysis, it can be shown that proper equipment replacement timing can save a mining company many thousands of dollars. To assist management with determining the economic life of mining equipment, a new computer package has been developed. The package, called ERG (equipment replacement guide), incorporates all important economic factors related to equipment usage, such as operating costs, maintenance costs, salvage values, depreciation, volume of work, tax credits, inflation rates, ROJ, etc. The information is used in a series of equations which balance the costs of new equipment against the total cost of old equipment. The solution of the equations determines economic life and the point in time when the old equipment should be replaced. IntroductionIn an operating mine, equipment must eventually be replaced or downgraded for a variety of reasons. Fleets of haul trucks, dozers and other major pieces of equipment deteriorate over time until the mounting costs of maintenance and repair force either a major overhaul or the ir replacement by new and more efficient pieces of equipment.The question of determining the best time to replace old equipment has been approached in many different ways. Various methods, ranging from operating experience, intuition and physical necessity to sophisticated computer models have been devised to help cope with equipment replacement decisions . The best of the se will incorporate the most important economic factors related to equipment usage, such as operating and maintenance costs, salvage values, depreciation, work delivered, the cost of capital, tax credits and, of course, the effects of inflation.Economic TheoryThe fundamentals of equipment replacement theory grew out of the interaction between economics, engineering and finance. The use of annual cost comparisons and rate-of return calculations were helpful in handling situations in which assets with different finite lives were being compared. Later developments bringing together the concept of economic life and marginal analysis helped provide additional refinements to the theory. Taylorui showed that the displacement of an aging asset with a similar, but newer, asset can be justified economically when the marginal cost of keeping the asset one more year exceeds the minimum uniform annual cost equivalent of the proposed replacement."

"The oxygen meter has been in use at MacLeod Cockshutt Gold Mines for over a year, At MacLeod about 200 tons per day of reground concentrate containing roughly 10% pyrrhotite and 20% pyrite is cyanided in four 181 x 18' Dorr agitators. A survey by the Department of Mines showed that oxygen content of some of the agitators was rather low. Experience with our oxygen meter indicates that the oxygen content must at times have been too low for good gold dis solution.We have found that in winter, when pulp temperatures drop to about 50° F, oxygen saturation in the agitators is not difficult to maintain. In summer, however, when pulp temperatures rise to 70or 75°F, the oxygen content will drop very readily. It was found that a high oxygen content can be maintained readily if the pulp is sufficiently dilute. Thus at 50° F, a pulp of specific gravity 1. 75 i.e., about 55% solids, will saturate; but at 70 or 75° F, the specific gravity must be decreased to 1 .45, equivalent to about 40% solids, in order to maintain saturation. Very thick pulps, such as thickener underflows, are noticeably difficult to saturate in the laboratory, and lose their oxygen rapidly.Clear solutions, on the other hand, absorb oxygen readily and hold it. The primary thickener overflow, before agitation, is 100% saturated; after storage of 3 to 4 hours it is still 100% saturated at re clarifier tank. Barren solution after spraying in a launder is 100% saturated.We have not yet attempted to determine what percentage saturation is necessary for good extraction, but it is known that there is a point at which extraction decreases rapidly. So far, the measures required to maintain over 80 or 90% saturation have coincided with measures required to hold the reducing power to the point believed necessary."

The use of lightweight aggregate as a constituent of concrete is not a recent development. Pumice was used by the early Romans, in pozzolana cement concretes, in the construction of many of their works. However, the recent development of manufactured lightweight aggregates, such as the expanded shales, vermiculite and perlite, has created a possible use for a whole new group of Portland cement concretes. Concrete can now be produced with unit weights ranging from 30 to 150 pounds per cubic foot and with various insulating, fireproofing, acoustical and structural properties. The tonnage of such materials being used has increased considerably in each of the past ten years, and can be expected to increase for the next several years as availability of the aggregates becomes more widespread and the properties of such concretes become more thoroughly investigated and more generally known. The Flash Smelting Process for copper and nickel production has been one of the most successful new metallurgical process developments in the 20th century. The experimental data from laboratory scale investigations of studies has produced information and insight into the reaction mechanisms and kinetics of the flash reactions of copper concentrates. Advanced computer models coupling chemical reactions with a Computational Fluid Dynamics (CFD) software became possible with the development of commercial CFD software together with increased computing power. Currently, there are both experimental and CFD modelling, including also CFD–DEM coupling (Discrete Element Method), studies ongoing for investigating the kinetics of matte – slag reactions in the flash smelting furnace (FSF) settler. The ultimate goal of the modelling work is to develop a comprehensive FSF model for studying the behavior of changing raw materials, both primary and secondary, and distribution of their elements between the matte, slag, and gas phases. The use of User-Defined-Functions (UDF) is one way to digitalize metallurgical knowledge and experimental information to be used for supporting process experts and development of artificial intelligence applications in metallurgy. In this paper, a review of the development of the FSF reaction shaft modelling and experimental investigations, and the current work for the settler reactions’ experiments and modelling are presented. INTRODUCTION The Outotec Flash Smelting process (Bryk, Ryselin, Honkasalo, & Malmström 1958) has been used in the copper and nickel industry for 70 years with continuous support from experimental investigations by many research groups in academia, among others Jorgensen and Segnit (1977); Jokilaakso, Suominen, Taskinen and Lilius (1991), Chaubal and Sohn (1986), Kim and Themelis (1986), and in industry Mäkinen and Jåfs (1982); Kojo, Lahtinen and Miettinen (2009); Tuominen, Pienimäki and Fagerlund (2016). It has been developed also for pyrite and lead smelting (Asteljoki, Sulanto & Talonen, 1984). A schematic illustration of the FSF and other main parts of the process is depicted in Figure 1. Also, two and three dimensional physical water or gas models have extensively been used in product and process development (Lilja & Rajainmäki 1995). During the recent decades, computer based models have increasingly been adopted in the FSF research and development (Ahokainen & Jokilaakso, 1998); Ahokainen, Jokilaakso, Taskinen & Kytö, 2006; Hahn & Sohn, 1990; Jorgensen & Elliot, 1992; Zhou, Zhou, Chen & Mao, 2014; White, Haywood, Ranasinghe & Chen, 2015) to name a few, but also in supporting engineering and sales of the technology (Miettinen 2017). Even though the reactions of the sulfidic concentrate particles have been included in the reaction shaft modelling, the complete FSF model with both gas-solid/drop and molten slag/matte drop has so far been and still is too demanding for today’s computer hardware.

For some years, the mining industry has been consistently delivering returns below the market average. One of the causes is a disconnect between what is perceived to drive value creation by many industry analysts and senior corporate executives, and what actually drives the intrinsic value of mining operations. The perverse effect is that strategies that should increase value are perceived to have the potential to drive share prices down, and vice versa. This paper challenges common perceptions of what drives a mining company?s value. Anecdotal evidence suggests that the key drivers of value in the market, and hence in many boardrooms, are such things as increasing the reserves and production rate, and reducing unit operating cost. However, while the quoted reserves may satisfy ore reserves reporting code requirements to be economic, this does not imply that they are optimal. Often, a proportion of the quoted reserve reduces the potential value of the operation. Metal price increases, increased production rates, and operating cost reductions are all seen as conditions or actions that can improve value, and lead to cutoff grade reductions, thereby increasing ore reserves. However, modern cutoff theory and studies conducted by the author and his colleagues show clearly that, while breakeven cutoff grades will fall in these circumstances, optimum cutoffs may be much less volatile, and may even increase. Results from case studies indicate that value is maximised by right-sizing, not maximising, the production capacities, and by optimising the cutoff strategy. Values of many existing underground mining operations can be increased significantly by a substantial cutoff grade increase. Also, an increase in downside risk, and hence reduced returns, can occur using typical life-of-mine planning strategies if prices received are lower than predicted. Since this is often the case, low industry returns may be a direct result of typical strategic mine planning processes. Relatively simple cost-effective techniques are available to provide senior decision makers with information needed to assess the tradeoffs between their many conflicting corporate goals, and the balance between risk and reward. Often this information is not being generated at all. If it is, decisions affecting the value of the company are occurring by default at relatively low levels within the hierarchy, with senior executives apparently unaware of them or their potential impact. The paper concludes that without a re-evaluation of the way mining projects are valued, to demand proven value optimisation from mining plans by boards and mining analysts, the industry will continue to deliver below average returns.

Introduction During the economic investigation of Pacific Great Eastern Railway subsidy lands, the P.G.E. Survey of Resources made a geological and mineral survey of a large part of the valley of the Peace river as included in the Province of British Columbia. The immediate valley of the Peace river was surveyed from the mountains to the Alberta boundary; the valley of the Pine river was surveyed throughout; and the Dominion block, 70 miles square and lying astride the Peace river, westward from the Alberta boundary, was very carefully surveyed. The writer was in general charge of the field work, and spent half the field season of 1929 and the field season of 1930 in the region . J. B. Bocock, however, did the major part of the work, spending two seasons, 1929 and 1930, in the area. General Conclusions The rock formations within the area discussed are all sedimentary and range in age from pre-Cambrian to recent. As might be expected, the minerals are in the main non-metallic, coal being by far the most important. Favourable conditions exist for natural gas occurrence, and suitable structures for petroleum concentration occur, although the high carbon ratio of the coals sheds considerable doubt upon the actual occurrence of oil in the area. Materials of minor interest are ochre, calcareous tufa, marl, limonite, gravel, and building stone.

Gipronickel Institute, Saint-Petersburg will The copper concentrate was extracted from copper and nickel matte after its hydrometallurgical treatment and nickel removal. The concentrate containing 60-74% of copper was represented by two principal copper minerals, digenite and covellite. The oxidising leaching of this kind of concentrate was studied at the Gipronickel Institute. The effect of key parameters, such as temperature, oxygen partial pressure and initial solution compound, on the rate of copper dissolution and transfer of sulphur from sulphide to elemental form was investigated. It was shown that at temperatures about 90DC, the sulphur content of covellite converts to elemental form. Under autoclave conditions at 11ODC, the elemental sulphur dissolves as a sulphate-ion. At the temperature range from 50 to 90DC, the copper dissolution rate is in direct relation with temperature. By increasing the temperature to 130DC, this effect is reversed. Based on the research work, a technological flow sheet for the leaching of the copper concentrate was developed.
