Tailings and water management facilities are essential and integral components of mine and mill operations. They must be managed for the long term in order to ensure that safe and environmentally responsible stewardship is achieved. Toward this end, in 1998, The Mining Association of Canada (MAC) published A Guide to the Management of Tailings Facilities, which recommended the implementation of a tailings management framework (Figure 1) to integrate environmental and safety considerations into each stage of the life cycle of a tailings facility, from initial site selection and design, through construction and operation, to eventual decommissioning and closure. By February 2000 it was becoming apparent that while mining companies were making significant progress toward implementing and documenting tailings management systems, and integrating them with overall environmental management systems, further effort was warranted in their application at the operational level. In particular, a need was identified for further guidance in preparing manuals that outline procedures for the safe operation, maintenance and surveillance (OMS) of tailings and water management facilities.

It is therefore necessary to change or convert this A.C. power to D.C. power so that the D.C. motors can be used."

The Functional Performance Equation for ball milling circuits provides plant staff with a new means to improve circuit performance. However, successful execution of a plant processing performance improvement project, with verifiable improvements, requires a significant number of accompanying steps beyond using this equation. In order to identify and articulate all these steps, a study was undertaken with the metallurgical staff from two milling operations and process application specialists from a grinding media manufacturing company. “Task analysis” of improving plant grinding performance was carried out. This analysis identified the required steps, and ultimately yielded a “Plant Grinding Circuit Processing Performance Management/ Improvement System.

Introduction The rapidly expanding and increasingly complex Canadian industrial structure, with the mining, metallurgical, and chemical industries as a large integral part, has, in recent years, brought greatly increased importance and value to our industrial minerals. In the modern economy of our mineral industry the importance which is due the non-metallics has been somewhat overshadowed by the great value of our large metal production and, in addition, by the glamour and fascination usually associated with the mining and treatment of gold ores. The term 'Industrial Mineral' is used in this paper in its usual sense and refers to non-metallics other than fuels. Coal and petroleum products, including natural gas, are considered as industrial minerals in those applications in which they are used for strictly chemical process purposes. Certain reduction metallurgical industries are so closely allied to chemical industries that for purposes been of this discussion no attempt has made to differentiate between them. Chemical industry in Canada today is a fairly large factor in our national economy, whereas in 1898, when the Canadian Mining Institute was born, it was very small indeed. Chemical concerns are largely dependent on industrial minerals for raw materials and process supplies and, as the country has developed industrially, so have the demands for non-metallics increased, not only by chemical industry but also by other large consumers, such as the construction and metallurgical industries. At the present time there is a greater than normal incentive prevailing for new discoveries, due to the serious lack of balance that exists in our import and export trade. This fact has resulted in intensive efforts to rectify the situation by locating new deposits and re-assessing those already known in an effort to enlarge and improve our home production of raw materials and also to extend their processing in Canada for our own needs and for export. The rapid advances in science and technology that have taken place since 1900 have also resulted in many cases of beneficiation and utilization of otherwise too low grade materials in order to satisfy current demands. The purpose of this paper is to indicate the history and the trends of the utilization of industrial minerals in established industry and to indicate the important part played by non-metallics in connection with the opening up of new industries. Some consideration has been given to the continual competition between natural and 'synthetic products and to the general tendency towards more rigid specifications.

"A process is described which permits the separate recovery of lead and zinc from complex low-grade sulphide concentrates such as are produced from the New Brunswick type of disseminated pyrite ores. This process calls for the preparation of a lead-zinc bulk concentrate from the original ore by flotation. The bulk concentrate is then oxidized under pressure in autoclaves in aqueous sulphuric acid solution, such as return electrolyte from zinc electrolysis. This yields a zinc sulphate solution and a residue containing lead sulphate, unaltered pyrite and elemental sulphur generated during the oxidation. After the oxidation, the leach slurry is briefly heated to above the melting point of elemental sulphur and then cooled. Thus, pellets containing pyrite and elemental sulphur are formed, and they are separated from the lead sulphate by screening and/or flotation. Laboratory tests have shown that about 95 per cent of the zinc and lead can be separately recovered from complex bulk concentrates. Process possibilities are discussed."

Canadian steel foundry practice has made marked progress during the past decade. Equipment suppliers, development engineers, and foundry personnel have focussed their attention on every phase of the foundry operation, with a resulting lower demand on manpower and materials. Also, more rigid specification requirements as to dimensional tolerances and quality have necessitated improvement and increased control at every stage from the pattern shop to the cleaning room. The growing trend toward mechanization is clearly evident. Equipment such as sand mixers, sand reclamation systems, material handling devices, moulding machines, core blowers, etc., is being increasingly employed by the steel foundryman. This equipment not only increases production but also tends to lessen the human variable so prevalent and disconcerting in the early days of steel founding. The result has been an improved and more reliable steel casting, which is gradually obtaining wider acceptance by design engineers. The purpose of this paper is to discuss briefly some of the practices being used, and also the direction of development that is being pursued by Canadian steel foundrymen.

"Recent copper price evolution pushes modern mining industry even harder to achieve highest production with maximum efficiency. Operations are bound by numerous contractual and environmental conditions that bring a high degree of complexity to both the operators controlling the process and the plant managers assessing the circuit’s potential and setting the production goals.Advanced process control (APC) for grinding is one important tool to operate this most energy intense area in an optimal way, finding the optimal trade-offs between highest throughput, energy efficiency and product quality based on variable ore properties, production targets and management priorities.ABB’s state of the art control and optimization software platform enables user to design a controller based on model predictive control (MPC). The paper and the presentation show the technology used and the results achieved through an APC controller installed in a pilot project in Aitik (Boliden SA), Sweden. Furthermore, possibilities to interconnect grinding with other areas as stockpile management and flotation with various interconnected APC controllers will be shown. Finally, an example of the return on investment and the payback times based on the increased throughput and better product quality will be presented.INTRODUCTIONDepending on the ore characteristics and the targeted plant capacity, the design of the grinding circuit may vary significantly. Typically, the circuit consists of several mills (rod, ball, SAG, AG) in series and/or parallel with a number of classifiers and sumps at appropriate locations (see Figure 1).The main goal of the grinding section is to reduce the ore particle size to a level that enables efficient separation between gangue and precious metals in the subsiding processing step. The trade-off between quality and quantity has to be made. At the same time, it is also crucial to execute this process at the lowest possible energy and grinding media consumption."

"In many mineral processing plants ore is reclaimed from a stockpile using multiple feeders. The discharge from these feeders is combined onto a single conveyor from which total tonnage is measured. Typically, operators set feeder output ratios to adjust the proportion of total tonnage drawn from each feeder. From a process control perspective, this system is not easy to control because the response time of each feeder depends on the distance from the feeder to the weightometer. This paper proposes a simple and elegant process control strategy to manage feeder ratio changes and the associated long and varying process dead-times. Changes in feeder speed are delayed and filtered to compensate for transport delays between feeders. The strategy was evaluated by simulation and installed on a mill feed system.ResumenEn numerosas plantas procesadoras de minerales, el mineral es extraido desde una pila de almacenamiento usando varios alimentadores. "An autogenous grinding circuit was commissioned at the Brunswick concentrator in October 1998. The AG mill was subsequently converted to SAG operation in May 1999 for a number of reasons. The mill had 48 rows of the NORCAST top-hat integral lifter/liners configured in Hi-Lo mode. A charge motion simulation study, the results of which are the subject of this presentation, was initiated to develop a better understanding of SAG mill behaviour. Using a design of experiments approach, a lifter face angle was determined that would increase mill power draw. Once determined, lifter profiles were modified and installed in July 2001, and a second set installed in February 2002. Resulting changes in mill power consumption are presented.INTRODUCTIONThe Noranda Inc. Brunswick Mine, located near Bathurst, New Brunswick, is a large lead/zinc mine and began milling ore in 1964. The ore is massive sulphide with approximately 20% valuable minerals, 60% pyrite and 20% silicates. In October 1998, an autogenous grinding circuit was commissioned at the Brunswick concentrator (Cooper, Orford, Larsen, 2001).At the time, the autogenous grinding circuit replaced existing surface crushing plants, fine ore storage, rod mills and primary ball mills. The 8.54 m diameter x 4.27 m long (EGL) ANI mill was subsequently converted to SAG operation in May 1999.The mill had 48 rows of the NORCAST top-hat integral lifter/liners and was operated initially with all shell lifters at the same height. Following problems with packing and abnormal wear pattern, the profile was changed to a high-low configuration.Further, it was found that over the life of the lifters, mill power draw and throughput varied considerably. Although a change in mill power draw was expected following lifter replacement (predicted during mill design to be in the order of 300-400 kW), the replacement of the worn lifters with new high lifters resulted in mill power draw decreased by some 1000 kW."

The calibration of these instruments is not difficult but must be performed carefully and with consideration for the principles of X-ray spectrometry. A discussion of successful calibration procedures as well as examples of several common mistakes is presented.IntroductionOn-stream X-ray analyzers (OSA) have become an integral part of modem mineral dressing plants. Advances in instrumentation and computer software make the analysis of process streams fast, accurate and precise. Proper instrument calibration that respects the fundamentals of X-ray spectrometry is essential if the data generated are to be reliable. Often the importance of this task is underestimated and delegated to a person with inadequate XRF training. Successful OSA calibration is the result of careful, systematic procedures.On-stream analysis is perhaps the most important tool that has been provided for the concentrator metallurgist. Combined with powerful, low cost PC's and distributed control systems, real-time elemental analysis affords today's metallurgist many opportunities to troubleshoot and optimize his process.Before OSA, operators had to be very experienced if they were to achieve good results. Even with hourly grab samples, most changes in control approach would still be based on visual cues from the circuit and gut instinct. Real-time analyses have changed that completely.The last two decades have seen a persistent drive to reduce production costs. Operations utilizing OSA have been the most successful in this endeavor. Direct benefits from the application of OSA are fairly obvious. Operators are able to make incremental changes in operational parameters (e.g. reagent addition, pH, cell level), and immediately monitor the effects. Variations in the characteristics of the mill feed can be identified and addressed immediately. More progressive operations have linked analyses to control loops to adjust process setpoints ( e.g. reagent additions), and to change them automatically according to formulas based on previous experience."

"The Bui/moose Mine is in the northeast coal area of British Columbia, and less than $300 million was spent to bring this 2.3 million-tonnes-per-year metallurgical and thermal coal mine into production by November 1, 1983, one month ahead of schedule. The project is an unincorporated joint venture undertaking, with Teck-Bullmoose Coal Inc., a wholly-owned subsidiary of Teck Corporation, holding 51%, Lornex Mining Corporation holding 39%, and Nissho-lwai (Canada) Ltd. holding 10%. Bullmoose Operating Corporation will be the manager and operator of the project. This paper will broadly cover the history and exploration work on the property, the geology, open-pit mining plans and equipment, the preparation plant flowsheet from breaker station to clean coal silo, the 35 km highway truck haul, the railroad loadout system, manpower requirements, approvals and permits, and general financial arrangements. Introduction The Bullmoose Mine Project is located about 87 km by road south of Chetwynd, B.C. and consists of an open-pit coal mine, a plant facility in the Bullmoose Creek valley below the mine, and a separate rail loadout facility on the British Columbia Railway Branchline near the new town of Tumbler Ridge some 35 km by road to the east. The plant will be capable of producing a total of 2.3 million tonnes per year (mty) of washed metallurgical and thermal coal. Long-term metallurgical coal contracts for high-quality, medium-volatile, bituminous coal have been signed with nine Japanese buyers for 1.7 mty, and the balance of0.6 mty will be for thermal coal production. Plant construction began in the spring of 1982, and in May 1983, preproduction waste and overburden removal in the mine was started. The plant began tuning up in October and was fully operational by December 1983. Metallurgical coal began moving to the coast in unit trains during November, and first vessel loading at the Ridley Island port began in late December 1983."

Introduction Core drilling of the bituminous sands of northern Alberta has been carried on by the Mines and Geology Branch, Department of Mines and Resources, under the supervision of the Director, W. B. Timm. This was part of the Dominion Government's wartime investigations, which included an agreement with Abasand Oils, Limited, for the study of commercial possibilities of obtaining oil from the bituminous sands. The drilling programme, commenced in 1942 by the Consolidated Mining and Smelting Company of Canada, was continued in 1943 and subsequently by Boyles Bros. under contract with the Mines and Geology Branch. Several areas have been investigated and one of these, the Mildred-Ruth Lakes area, ' herein described, is of special importance in that it contains a sufficiently rich and large deposit of bituminous sands and bitumen beds to warrant consideration of commercial developments for the production of oil. The Steepbank Area, East Side of Athabaska River The Steepbank area, on the east side of Athabaska river in township 92, about twenty-two miles north of Fort McMurray, was selected for drilling in 1942 because previous investigations by Ells indicated it was one of considerable promise both from the standpoint of having reasonably rich bituminous sands under relatively light overburden and also having an excellent tailing disposal and plant site for large-scale operations in proximity to Athabaska river. The drilling done in 1942 and 1943 was largely exploratory, and, when it was found that the southerly part of township 92 had only low-grade material, closer drilling was done in 1944-45 in the richer, more northerly part.

Les nombreuses carrières dans le sud du Québec produisent, en plus de la pierre concassée, diverses substances incluant la pierre dimensionnelle (granite surtout); le calcaire pour la chaux, le ciment ainsi que divers usages industriels; la silice extraite à partir de formations de grès ou de quartzite. Le Québec est aussi un important producteur de tourbe de sphaignes qui est extraite de vastes tourbières qui se sont formées un peu partout dans le sud du Québec à la suite de la dernière glaciation. Les autres ressources en minéraux industriels comprennent des gîtes déjà exploités de brucite, de chromite, de magnésite dolomitique et de feldspaths ainsi que des gîtes de magnésite, de barytine et d'apatite faisant présentement l'objet d'évaluation.

"To satisfy their continuing need to replenish or expand their ore reserves, mining companies are faced with the dilemma of arriving at a proper balance between the dual avenues of discovery through in-house exploration and of acquisition of properties that are relatively proven or are even in production. The returns from exploration activities may be spectacular, but are unpredictable. The allure of an acquisition lies in its promise of quick and risk-reduced addition to reserves. However, it is historically clear that quantum increments in shareholders’ values have arisen primarily through major exploration discoveries, rather than through major late-stage acquisitions. Late-stage acquisitions can prove highly profitable, sometimes based upon the planned use of superior mining or metallurgical technology, but more often occur as the result of unexpected windfalls. At the other extreme, they can become expensive failures through inadequate due diligence, or unforeseeable factors.Citing numerous case histories and industry statistics, it is concluded that a judicious combination of both exploration activity and the acquisition of prospects is the most advantageous strategy for adding new ore reserves. A skilled exploration staff is essential for success, be it through exploration discoveries or through opportunistic acquisitions, preferably at their early stages. In the future, it is anticipated that there will be fewer opportunities for acquisition because of reduced funding for junior exploration companies, leading to increased competition and higher costs for fewer properties, both in the advanced exploration and mining stages."

The Cerro Verde copper-molybdenum porphyry mine, majority owned and operated by Freeport- McMoRan Copper & Gold, is located 30 km southwest of Arequipa Peru. The concentrator, which produces copper and molybdenum concentrates, started operating in late 2006 with a 108,000 tpd design capacity, processing primary sulfide ore (mainly chalcopyrite and molybdenite). Plant capacity was recently increased to 120,000 tpd. The comminution circuit consists of one 60? x 113" primary crusher, four MP-1000 secondary crushers in closed circuit with dry screens, four 2.4m x 1.6m High Pressure Grinding Rolls (HPGRs) in closed circuit with wet screens, and four 7.3m x 11m gearless ball mills in closed circuit with cyclones. The HPGR circuit is fed by the Secondary Crushing circuit product at a T80 of 35 millimeters, and the HPGR circuit product feeds the Ball Mill circuit at a T80 of 3000 microns. This paper describes operating experiences with HPGRs during these first four years highlighting improvements in operating practices and presentation of data regarding operational efficiencies, also discussed are the primary benefits provided by HPGRs such as production of micro fractured particles, reduced ore Bond Work Index, and reduced power consumption. Cerro Verde represents the first installation of HPGRs in both the copper industry and large scale hard rock mining.

Since 1949, a total of 59 disposal wells have been installed in Canada to inject liquid wastes from refineries, mining operations and chemical plants into subsurface formations at an ever-increasing rate. Well depths range from around 600 feet to almost 5,500 feet; injection rates range from 0.5 (U.S.) gpm to more than 1,000 gpm for individual wells; wellhead injection pressures range from a slight vacuum to over 500 psi. Apart from strictly technical considerations of well design, the geological, hydrodynamic and hydrochemical conditions at the disposal site have a strong bearing on the safety and success of such operations. Prevailing hydrogeological conditions in large portions of the country do not allow safe subsurface disposal.

One of them is Lac Dufault which was established in 1964.Lac Dufault is located 15 km north of Rouyn-Noranda, in what is known as Noranda volcanic centre, in northwestern Quebec. For more than 25 years, Lac Dufault has produced copper, zinc, gold and silver from four different mines: Norbec, Millenbach, Corbet and now Ansil.Ansil, officially in production since July 1989, is one of the deepest mines presently in production in Quebec. It means Minnovaaims to use state-of-the-art technologies in mining and exploration to achieve maximum efficiency and cost effectiveness. It also means that they aim to use both proven and innovative management principles to the optimum benefit of their employees and shareholders. Minnova has operations across Canada. Presently four mining divisions produce copper, zinc, gold, silver and lead. Two are situated in Quebec: Lac Dufault (established in 1964) and Lac Shortt (established in 1985); one in Ontario; Winston Lake (established in 1988); and one in British Columbia; Samatosum (established in 1989).Minnova has an annual exploration budget of $15 million divided 60/40 between base metals and precious metals. "AS THE TITLE implies, this paper will deal with the unusual rather than the standard practices as employed . at the property of North Rankin Nickel Mines, Limited. Fortunately •the mining, with the exception of permafrost conditions, and the milling practices, are the normal approaches dictated by the size, type, and character of the orebody. The unusual aspects are linked directly or indirectly to the isolated location and are •principally ancillary requirements or services covering a broad range from climate to supplies and from finance to entertainment. It is our intent to cover the more salient points of interest together with a brief description of the general operation.To understand the primary motivation of the mine, it must be made clear that North Rankin was conceived as a foothold in the Canadian North, that region embracing 40 per cent of the Dominion which ex-tends north of the commercial tree-line and which includes nearly 50 per cent of the Precambrian Shield, our mainstay of Canadian mining. Secondly, this project was born in an atmosphere of premium sales in the nickel markets, assuring a rapid pay-back of the heavy •capital expenditures. And finally, it has •been coddled through the stark reality of a competitive metal market with the hope and trust that the experiences and achievements will lead over the bill to a bigger and better mine in this virgin territory. MR. CHAIRMAN, Members of the C.I.M., and Friends -particularly friends, because I am not entirely a stranger in your city. I was last here some five years ago and it has given me a great deal of pleasure this evening to be able to say "Hello" again to those I had met at that time, when Bourlamaque and V al d'Or were very busy centres of intensive and successful gold exploration. My remarks this evening have to .do with Canada's Place in the Atomic Age. They will be of a general nature but I hope to tell you ?enough to whet your appetite so that you may be provoked into per-.suing the subject further. Now, atomic developments have become quite commonplace. Words like radioactivity, reactors, nuclear fission, and so on are known to everyone, even the youngsters. I re-member two or three years ago one of my office boys came to me and said "Mr. Joubin, I would like a raise." I gave the request a few seconds of serious thought and finally said "Alright, Jimmy, we'll give you a raise." However, he made no effort to leave, so after a -couple of seconds more I said, "Is there something else ?" and he said "Yes, Mr. Joubin, could you make that raise 'radioactive' to the first .of the year ?"
