In the spring of 1977, Revenue Canada announced its intention to proceed in 1978 with a plan to impute a taxable benefit on interest-free and low-interest loans provided to employees. Such loan arrangements are often an important aspect of the compensation packages provided by many companies to their employees. Since the original announcement, there have been many submissions to Revenue Canada opposing this change, and the Finance Minister has now brought down a compromise solution with the introduction of a proposed amendment to the Income Tax Act. The amendment, which would not take effect until the 1979 taxation year, would require an employee, a shareholder or a related person to include a benefit in income measured as the difference between the interest on any such loan computed at bank prime rate and any interest actually paid. Only the amount of such a benefit in excess of $500 in a particular year would be required to be included in income. Of particular interest is the exclusion from these benefit rules of loans up to $50,000 in respect of the purchase of a house on the relocation of an employee and loans provided for the purchase of shares of an employer corporation.

THE present era of exploitation of the Little Long Lac and Sturgeon River areas commenced in 1925, when Beardmore Gold Mines started development of what is now the property of Northern Empire Mines. A shaft was sunk in 1927-28 and a very limited amount of underground work was carried out, following which the property was shut down. It remained idle until 1932, when Empire Star Mines, a Delaware Company, optioned the property. This Company formed the Northern Empire Mines Company, Limited, to operate the mine, and immediately instigated an aggressive programme of surface and underground development. By the summer of 1933, sufficient ore was indicated to justify the installation of a small mill. The decision was also reached to bring in electric power. A power-line was built from Hydro, the Ontario Power Commission's development on the Nipigon river, to the mine, a distance of approximately 50 miles. This work was entirely financed by Northern Empire Mines. Mill construction was commenced in October, 1933, and completed by March, 1934, thus making this mine the first producer in this district.

THE Pinchi Lake mercury belt is in central British Columbia, about fifty miles north of the Prince Rupert branch of the Canadian National railway (Figure 1). Until 1936 little was known about the geology of this area. Jn 19~6 and 1937, J. G. Gray and the writer mapped the Fort Fraser area (G.S.C. maps 630A and 631A) for the Geological Survey of Canada. During the field season of 1937, cinnabar was discovered by J. G. Gray in the Permian limestones on the north shore of Pinchi lake on what have since proved to be the main showings of the Pinchi Lake mercury mine. Claims were staked in the spring of 1938 and later that year were optioned to the Consolidated Mining and Smelting Company. Development work revealed cinnabar deposits of commercial size and grade, and a small reduction plant was erected, production of mercury commencing in June, 1940. Since 1940, this plant has been enlarged by additional units. The ore treated is reported to contain between 0.5 and 0.75 per cent mercury. The production of mercury from this deposit is now far in excess of Canadian requirements and this country is able to supply the United Kingdom with part of its needs. In 1940 and 1941, several other occurrences of cinnabar were found northwest of Pinchi lake. During 1941, the writer made a geological investigation of the known cinnabar occurrences and of the belt of country in which they are located. The present paper summarizes the results of this work. The writer is indebted to officials of the Consolidated Mining and Smelting Company, and to Mr. E. Bronlund of the Pinchi Lake mine in particular, for their generous co-operation in the work.

"Geological and technical problems are often considered the most important ones affecting new mining projects. Typical problems and likely causes are reviewed based on current Quality Management and Continuous Improvement (QMCI) perspectives, giving particular attention to the work of W.E. Deming. As the “system approach” is an essential part of these policies, its characteristics are described with particular attention given to cultural- behavioural, organizational and systembased constraints described by J. Gharajedaghi. Given that poor communication and interaction among geologists, mineral processors and mining engineers/operators can seriously affect the adequacy of tests, project planning and execution, and mine profitability, these interrelated processes within the mining systems are analyzed and modelled. The impacts on models and simulations of ignoring typical data, information and knowledge uncertainties are addressed. Adapting W.E. Deming’s Fourteen Points, System of Profound Knowledge and insistence on leadership, and the analysis of mining system constraints, will allow the effective QMCI approach required to reduce geological and technical risks. Whenever we achieve this goal, we will be in a better position to overcome environment-, market-, finance- and community-related problems, achieve higher company and industry profitability as well as more sustained development. RÉSUMÉLes problèmes géologiques et techniques sont souvent considérés les plus importants parmi ceux qui affectent les nouveaux projets miniers. Des problèmes typiques et leur causes sont étudiés dans la perspective de gestion de la qualité et d’amélioration continue (GQAC), en relation avec les travaux de W.E. Deming. Comme l’approche système est au centre de ces méthodes, ses caractéristiques sont décrites en donnant une attention particulière aux contraintes de types culturel-comportemental, organisationnel, et systémique décrites par J. Gharajedaghi. Compte-tenu que les lacunes dans les communications et les interactions entre géologues, minéralurgistes, et ingénieurs/opérateurs miniers peuvent affecter sérieusement la validité des essais, de la planification et de l’exécution des projets ainsi que la rentabilité des exploitations, ces processus connexes font l’objet d’analyse et de modélisation. Les impacts sur les modèles et les simulations de l’incertitude des données, informations et connaissances sont soulignés. En adaptant au système minier les Quatorze Obligations et le Système de connaissance approfondie de W.E. Deming ainsi que l’analyse des trois types de contraintes, nous pourrons développer une approche GQAC permettant de réduire les risques géologiques et techniques des projets miniers et des exploitations. Ceci nous pemettra de mieux faire face aux problèmes reliés à l’environnement, aux marchés, au financement et aux conditions sociales, d’améliorer la rentabilité des exploitations minières et de l’industrie, tout en contribuant de façon accrue au développement durable."

The control of the distribution and movement of liquid water is crucial for increased reliability and durability of PEM fuel cells: whereas the proton exchange membrane requires a minimum amount of liquid water for optimum operation, water excess in the GDL will impede reactant gas access to the catalyst layer thereby reducing performance. In order to understand the relationships between water management on one hand and fuel cell performance and durability on the other, Ballard has been developing a number of minimally invasive techniques that can throw light on the role of liquid water for both cell performance and durability. This paper introduces a novel measurement method that can provide information about the amount and distribution of liquid water under operation. It is shown how the MEA Resistance and Electrode Diffusivity (MRED) method can be used to determine i) the amount of liquid water in the fuel cell, ii) the pure ohmic cell resistance and iii) the O2 -diffusivity of the cathode. Furthermore, through a combination of the MRED method with current mapping it is possible to determine spatially resolved MEA resistance profiles.

The microstructural features produced in friction stir welded AZ31, AZ80 and AZ91 alloys are examined when different welding parameters are applied. The microstructures primarily consist of a-Mg grains with a-Mg + Mg17A112 colonies, however melted films of Mg17A112 are produced in AZ91 alloy when high rotation speeds are applied. When the rotation speeds are slow, or the travel speeds are fast the Mg17A112 were incorporated into the stir zone, however they do not exhibit an elongated lamellar morphology associated with melted films. In the case of AZ80, the extruded base material contains a smaller fraction of Mg17A112 and few of these phases are observed in the stir zones. The results are explained based on the dissolution rate and melting temperatures of Mg17A112 controlling the overall morophology and fraction of phases in the stir zone.

The use of existing mine records in conjunction with an appropriate classification scheme can be used successfully to identify and characterize the composition of existing waste rock facilities where traditional approaches based on sampling may be impractical or costly. This paper describes an alternative approach used in an acid rock drainage investigation at a porphyry copper mine with numerous waste rock dumps of varying ages and composition. The approach integrated detailed lithologic and mineralogic information about the ore body and overburden materials with records of pit development and dispatch. A waste rock characterization matrix was developed for the site to meaningfully classify lithology and mineralogic composition of the waste rock. The approach resulted in a focused geochemical testing program and facilitated interpretation and application of the test results.

"Corrosion of support system components (e.g., bolts, mesh, plates) is a safety and economic concern in underground mines. This paper reports the results of a five-year study wherein corrosion coupons were installed at select locations in participating mines, recovered at regular intervals, analyzed for signs of corrosion, and tested to quantify loss in capacity. Complementary tests were conducted on recovered mesh and friction bolt specimens. The data provide insights into contributing factors for support systems corrosion, which aid in the selection of appropriate support strategies and reliable assessment of the useful life and need for rehabilitation of a support system.RÉSUMÉ La corrosion des composantes des systèmes de soutien (p. ex. boulons, grillages et plaques) est une préoccupation économique et de sécurité dans les mines souterraines. Cet article présente les résultats d’une étude de cinq ans pendant laquelle des coupons de corrosion ont été installés à des endroits spécifiques dans les mines participantes; ces coupons ont été retirés à des intervalles réguliers, analysés pour des signes de corrosion et mis à l’épreuve pour quantifier la perte de capacité. Des essais complémentaires ont été effectués sur les grillages récupérés et sur les échantillons de boulons d’ancrage. Les données aident à comprendre les facteurs qui contribuent à la corrosion des systèmes de soutien, ce qui est utile dans le choix de stratégies appropriées de soutien et pour une évaluation fiable de la durée de vie utile et du besoin de remise en état d’un système de soutien."

One of the several important problems that had to be solved at that time was the rapid and precise determination of uranium in ores and concentrates.GeneralThe chemical analysis of uranium ores is a long and difficult business and is complicated by the presence in most ores of a large number of interfering elements. True, much progress has been made, during the past few years, toward simplification of the analytical methods, but the chemical determination still remains the job of a skilled operator. For this reason, the chemical method has been replaced, whenever possible, by a physical determination based on the measurement of the radiations emitted by the elements of the uranium family. There are several types of instruments suitable for these measurements, but of all the radiation detectors known to the physicist, such as ionization chambers, crystal detectors, scintillation, proportional counters, and the like, the Geiger-Mueller counters have proved to be the most satisfactory for routine determinations, because of their simplicity.The Geiger-Mueller counter is a very versatile instrument; it can be constructed to detect any type of radiation, corpuscular -0r electromagnetic. Here, however, we are interested in these counters because of their ability to detect the beta and the gamma radiations, both emitted by some members of the uranium family. The beta radiation is corpuscular, and is composed of fast electrons, while the gamma radiation is electromagnetic."

The fully mechanized top coal caving mining method has been the main mining approach for thick coal seams with high output and efficiency in Chinese coal mines. The gateroads for the top coal caving mining faces should be driven along the floor of the thick coal seam with a part of the seam as roof. The support of the gateroads is commonly difficult because of the low strength and broken structures of the coal seams, and the increasingly large section of gateroads meeting the need of greater and greater face coal output. Based on the analyses on the geomechanics properties and production conditions of the top coal caving mining, the influences of the top coal caving mining parameters on the stability of gateroads, including mining thickness and face length, are studied. The deformation and damage features of the rock mass surrounding the gateroads with the top coal seam as roof are investigated, the interaction of the support with the surrounding rock mass, the support theory are studied. The bolting design method and criteria, bolting forms and parameters for the gateroads with the top coal as roof are put forward. The rock bolting components, including bolt bars, face plates, cable tendons, meshes, and steel straps, are introduced. Finally, the gateroad bolting effects are evaluated through a typical case study on the basis of field monitoring data, such as the displacement of surrounding rock mass and the forces along bolts and cables.

"Use of lime in seawater as a pyrite depressant decreases Mo recovery in flotation of Cu- Mo sulfide ores. When technology that uses sodium metabisulfite (MBS) to depress pyrite is applied, the process is carried out at pH 6.5–7.5, the range where Mo recovery is higher than the usual pH 11.0–12.0 when lime is applied. Redox conditions and chemical reactions involved in depression mechanisms of pyrite by MBS, or sodium sulfite, in seawater are investigated and discussed based on the acidifying effect of MBS, oxidation of sulfite ions by dissolved oxygen, and the role of catalyst of some metal cations (e.g., copper ions) adsorbed on pyrite’s surface.RÉSUMÉ L’utilisation de chaux dans de l’eau de mer comme agent déprimant de la pyrite réduit la récupération de molybdène (Mo) dans la flottation de minerais sulfurés de Cu-Mo. Lorsque l’on applique la technologie utilisant du métabisulfite (MBS) de sodium comme agent déprimant de la pyrite, le procédé se fait à un pH de 6,5 à 7,5, gamme dans laquelle la récupération de Mo est supérieure au procédé habituel utilisant un pH de 11,0 à 12,0 lorsque l’on applique de la chaux. "The current state-of-the-art of chloride hydrometallurgy for treatment of complex sulphide bulk concentrates is reviewed. General considerations regarding the various flowsheet steps are examined and options discussed. Then, individual flowsheets are presented and discussed. Finally, the forward prospects for chloride hydrometallurgy for treatment of complex sulphide bulk concentrates is considered and conclusions drawn concerning the likely application of this technology in the future. IntroductionHydrometallurgical processes for treating sulphide concentrates, in general, have received considerable attention over the last three decades or more. Many flowsheets have been developed, many pilot-plant studies have been undertaken and several processes are now successfully operating. For example, direct ammoniacal pressure leaching has been used by Sherritt Gordon Mines since the 1950s to extract nickel from pentlandite concentrates, the roast-leach-electrowin route is widely used to recover zinc from sphalerite concentrates and direct sulphuric acid pressure leaching of sphalerite concentrates has been successfully commercialized. Also, Duval Corporation operated a direct cupric/ferric chloride leaching process (Schweitzer and Livingston, 1982) with electrowinning to recover copper from chalcopyrite concentrates, this process (now closed) being the only chloride process which has been commercialized for a sulphide flotation concentrate. Despite these developments, it has long been considered, particularly for copper sulphide concentrates, that direct hydrometallurgical processes are in the main unlikely to be able to compete successfully with smelting for large-scale operations of simple high-grade single metal concentrates. As long as such concentrates can be produced commercially, smelting is likely to remain the principal processing route (Flett, 1981). This view is being challenged nowadays through pressure leaching developments made by Dynatec and CESL in Canada and the recent start-up of the Western Metals Gunpowder plant at Mt. Gordon in Queensland (Flett, 2000). Complex sulphide ores offer even greater opportunities because of the ability to produce a bulk sulphide concentrate from the complex sulphide ore with considerably higher metal recovery than is often possible from the production of individual metal sulphide concentrates from differential flotation. Interest continues to focus on hydrometallurgical solutions to these processing problems, particularly with regard to chloride hydrometallurgy. An alumina-silica coating was deposited on a nickel substrate by sol-gel process, and the structures and composition were evaluated, The sols were made from aluminium and silicon alkoxide, and an acid catalyst including HCl, To produce adherent silica coatings on nickel, various additives such as surfactant, viscose additive and drying control chemical additives were introduced to the system, and appropriate drying and firing cycles were applied after dipping in solution. The hot corrosion and oxidation resistance of the coating at different temperatures were investigated, The structure and uniformity of the coatings were examined by scanning electron microscopy (SEM), The results indicate that a uniform coating of alumina silica can be produced on a nickel substrate by optimizing the composition and process variables of the sol. Coatings can protect substrates from oxidation and hot corrosion at different temperature up to 1000°C, but is not very effective for hot-corrosion resistance at 1000°C.

"AbstractSherritt has been applying hydraulic drives to concentrator equipment since 1967. The initial application was made on a bank of 5- by 5-in. slurry pumps. This has now been extended to all slurry pumps requiring less than 40 hp and several conveyors which require variable-speed or low-speed/high-torque characteristics. The pump motors are directly connected through a flexible coupling, whereas the conveyor systems are directly mounted onto the head-pulley shaft extension.The different applications and design concepts will be described, with outlines of the operating and maintenance advantages and disadvantages and costs. The paper also outlines future possible applications, together with the limiting conditions, of such systems.IntroductionSHERRITT GORDON MINES LIMITED has been operating a mining division in Northern Manitoba for almost 50 years. The original mining operation was at Sherridon, Manitoba and was a copper-zinc producer. This mine was exhausted in 1948 and the mining plant was moved north to its present location at Lynn Lake, Manitoba. The Lynn Lake Mine is a nickel-copper producer. Since 1960, two new mines have been discovered and brought into production in the general vicinity of Lynn Lake. The first of these was the Fox Mine, a copper-zinc property operating at 3,000 tons per day from an underground operation. This mine started production in May 1970."

To accommodate the large payloads and harsh operating conditions associated with heavy vehicles in the mining industry, off-the-road (OTR) tires are typically used with heavy mining vehicles. These tires have increased abrasion and wear resistance due to their thicker tread, sidewall and bead thicknesses. Given these features, OTR tires are much stiffer than conventional passenger vehicle tires and cannot be mounted to a single-piece rim without damaging the structural integrity of the tire during the mounting process. Therefore, multi-piece wheels are used with OTR tires to facilitate mounting. While these assemblies are necessary, several instances of their failure have been reported to result in injuries or fatalities within the mining workplace. Many of these failures were specifically reported to be caused by the disengagement of the wheel lock ring - a component used to securely engage the assembly during operation. In this study, a threaded-connection locking mechanism has been proposed in place of the traditional lock ring design. The performance of this threaded-connection was numerically evaluated in a pull-out test against a conventional five-piece wheel assembly. The pull-out test was devised as a means of quantifying the engagement ability of each wheel?s locking mechanism. A high degree of modelling accuracy was maintained throughout the analysis by validating the vertical and horizontal static loaddeflection behaviour of the rim model of the five-piece wheel assembly against experimental data. Through validation, the model data were found to be within 10.5 and 4.80 %, for vertical and lateral loaddeflection behaviour, respectively. Results from the pull-out analysis found that the threaded-connection demonstrated a 113 % increase in the force required for disengagement to occur relative to the conventional five-piece design - a force of 9,550 kN in total.

"This paper examines the impact of the various assumptions that go into an economic evaluation, and shows how these can be combined to show an exciting result that may not really exist. An example of an embellished case (the kind that one frequently sees when projects are being promoted) is developed and the cumulative impact is analysed to show the actual project underneath. The paper also points out some areas to watch for overly optimistic assumptions such as prices, inflation, and debt. The concept of a ""bare bones"" base case is proposed (constant metal prices, constant dollars, no inflation, no debt, no interest, on a project basis, after tax) as a common reference point.As well, the discount rate is examined as a fundamental means of reflecting risk in discounted cash flow evaluations. Current industry practice is discussed, and a methodology for the analysis of risk levels is proposed that assesses the constituent components of the discount rate: real interest, mineral project risks, and country risk.INTRODUCTIONOften, the first time that all of the technical and economic data for a mineral project comes together in one place is when the economic evaluation is developed. This typically happens when work on the project has progressed to a sufficient level of detail that the effort to produce a year-by-year cash flow is justified, usually at the pre-feasibility or feasibility study stage. The data involved will include:• production; tonnes waste and ore mined, ore grade, mining recovery, metallurgical recovery, metal sold• revenue; metal price, smelting & refining charges, marketing costs• operating Costs; mining, milling, administration, fees, royalties• capital Costs; exploration, development, construction, indirect costs (engineering, management), contingencies, start-up, inventories, working capital, replacement and sustaining capital, closure costs• taxes and royalties• exclusions; depreciation (this is not a cash item), sunk costs (only costs going forward)."

Based on a statistical analysis of the categorical and numerical data from the established geological model, a geochemical classification of mineralization has been shown to be objective in nature and correlated to the envisioned metal extraction process. Multivariate chemical classification has the potential to discriminate within a combined response from different types of alteration and metal abundances. Distinct domains of chemical response determined by clustering analysis were used as a validating criterion for a geologically driven metallurgical testing program. The groups established are spatially linked to the geological process responsible for their genesis, providing clarity in geometallurgical and resource modeling.

"The St. Lawrence deposit is a large wollastonite skarn (ca. 9 Mt @ 41.3% wollastonite) adjoining the gabbroic-to-syenitic Leo Lake pluton in the granulite facies Frontenac Terrane of the Grenvillian Central Metasedimentary Belt. It occurs within a horseshoeshaped horizon of quartzite, open to the east. The skarn extends over 1.2 km2, and comprises wollastonite-dominant, wollastonite-clinopyroxene, and diverse quartz-feldspar-sulphide (-titanite) layers, interbanded with, and strongly folded within, the quartzite. As in the world-class wollastonite deposits of the Willsboro district, New York, no carbonate protolith is preserved, and calcite is a negligible constituent of the mineralized zones. Wollastonite development is nonetheless ascribed to metasomatism of a metacarbonate unit by magmatogene, silica-rich, CO2-poor (XCO2 < 0.05) fluids, at P = 350 MPa and ca. 560°C, or, alternatively, 550 MPa and ca. 630°C.Several high-grade zones, averaging >40% but locally exceeding 80%, of translucent, white, tabular wollastonite grains, with lengths of 0.2 cm to 5 cm, have been delimited by drilling. Preliminary beneficiation studies yield high aspect-ratio and high-purity (low Fe and Mn) concentrates.St. Lawrence compares favourably to other known prospects and operating wollastonite deposits: having good chemical and physical properties, low iron content, and high aspect ratios (>20:1). In addition, the deposit has a favourable size and location, and will benefit from a low Canadian dollar. Canada currently has no wollastonite production."

"The Detour Lake Mine is located in northeastern, Ontario, approximately 300 kilometres northeast of Timmins and 185 kilometres by road northeast of Cochrane. The mill processes a free milling gold ore using both gravity circuit and leaching with a state-of-the-art carbon-in-pulp circuit. The grinding circuit is a conventional SABC circuit with a tonnage of 60,000 mtpd at 95 microns with the addition of pre-crushing upstream of the SAG mill. This paper will highlight the impact of a pre-detox thickener on the cyanide consumption in a gold leach/CIP circuit. While the pre-detox thickener was built with the intention to reduce the cyanide consumption, the opposite effect was observed when the thickener was put temporarily offline. It will show how the re-circulation of a dilute stream of cyanide into the grinding circuit, increases the overall slurry temperature and by the same effect, increases the dissolved copper concentration in the leaching circuit which subsequently increases the cyanide consumption.INTRODUCTION The processing plant is using a conventional gravity, cyanidation and carbon-in-pulp processing facility currently operating at approximately 60,000 mtpd. The comminution process is based on two parallel SABC lines, each fed from an individual reclaim tunnel. Cyclone overflow from the two ball mill circuits is directed to the pre-leach thickener. The thickener underflow is distributed to two (4) parallel leach trains of 5 tanks each, each leach train providing 29 hours of leaching retention time. After leaching, the gold in solution is recovered in a carrousel CIP circuit consisting of two (2) parallel leach trains. Tails from each CIP circuit are combined and sent to a pre-detox thickener to recover as much cyanide solution as is economically practical before being diluted and fed to a cyanide destruction system. The detoxified tailings are sent to the Tailing Management Area (TMA) for settling and retention. The excess water from the TMA is reclaimed and recycled back to the processing plant. The pre-detox thickener is designed to thicken the leach tails slurry to 64% solids with the overflow being recycled to the grinding circuit. It is estimated that the pre-detox thickener will recover 60% of the cyanide in the CIP discharge solution. This paper presents an experimental study conducted to facilitate the use of RFID on construction job sites. The study focuses on deployment settings to provide data acquisition with higher accuracy for indoor location sensing. It provides extension to the state-of-the-art in this field as it addresses the impact of metal media proximity to RFID tags, the reasonable duration for data capturing, number of RFID tags employed and the distance between them. Low cost passive RFID tags were used in the experiments where each tag is used as a reference point with a known location. Five hundred and forty (514) experiments were conducted in lab environment using a 3m by 3m test bed that is dynamically rearranged to generate 15 test beds and a total of 67713 data sets were collected and analyzed. The collected data were captured from nine locations for each test bed at four time intervals. Received Signal Strength Indicator (RSSI) was used as the main attribute for signal measurement to process the captured data. Results of the data analysis performed are studied under four main categories: duration, number of tags, locations of tags and metal interference. The best duration was found to be the 15 second in the test bed with the least number of tags; as the short amount of time to capture data did not allow creation of a lot of interference among the emitted signals. Within each test bed, errors occurred most at points where the received signals were not well distributed in a 360 degree vicinity of the data capturing point. It means that the center point of each test bed resulted in lowest errors and the points located on the extremities led to the highest errors. Finally, metal objects were found to have major impact on the accuracy of the captured data; to the level where reliable values for errors could not be calculated in the test beds attached to metal objects. In summary, the results of the experimental study and related findings are expected to provide guidelines to the users of RFID technology for localization in building construction.
