Transportation of fluid and slurry (fluid and solid particle mixtures) in a pipe and annulus space has been the focus of numerous studies. There are different parameters to be considered when studying slurry transportation. These include slurry velocity or flow rates; fluid properties such as density and rheology; and solid particle properties including concentration, density, shape and size. Also the angle of the flow conduit, rotation of the pipe and possible eccentricity of the annulus are other factors which influence slurry transport characteristics. Although a number of analytical, numerical and empirical equations as well as numerical simulations have been developed for studying the flow and slurry transport characteristics, the results need to be validated against either field or lab data. As performing field tests is costly and time consuming, conducting simulations at the laboratory scale appears as a good alternative. Different flow loops have been designed to study slurry transport behaviour in different science and engineering disciplines including oil and gas and mining. However, few of these consider, in particular, cuttings transportation in small size annulus space. The flow characteristics appear to be very different when slurry travels within a small size annulus, in particular when the fluid velocity is high. In this study, a review of some of the existing slurry flow loops will be conducted. Then the details of a slurry loop, which has been designed and commissioned for the purpose of studying cuttings transport in a small size annulus space for applications in drilling mineral exploration wells using coil tube technology, will be presented.

This paper introduces a model-based automatic object recognition and registration framework to assist heavy equipment operators in rapidly perceiving 3D working environment at dynamic construction sites. A video camera and a laser scanner were utilized in this study to rapidly recognize and register dynamic target objects in a 3D space by dynamically separating target object?s point cloud data from a background scene for a quick computing process. A smart scan data updating method has been developed which only updates the dynamic target object?s point cloud data while keeping the previously scanned static work environments. Extracted target areas containing 3D point clouds were orthographically projected into a series of 2D planes with a rotation center located in the target?s vertical-middle line. Prepared 2D templates were compared to these 2D planes by extracting SURF features. Point cloud bundles of the target were recognized, and followed by the prepared CAD model?s registration to the templates. The field experimental results show that the proposed rapid workspace modeling method can significantly improve heavy construction equipment operations and automated equipment control by rapidly modeling dynamic target objects in a 3D view.

"Experiments were performed with plant feeds with a continuous 1,8 m3 cell at Pyhasalmi mine with Cu flotation feed in order to test the applicability of the bubble surface area flux as an indicator of the flotation rate constant. It was found that bubble surface area flux could not predict the rate constants of coarse Cu containing fractions. In the middle size fraction, the correlation coefficient in the rate coefficient estimation was higher but not statistically significant. Only the fine fraction showed a linear relationship with a moderate correlation coefficient.The bubble surface area flux was shown not to be a function of the impeller velocity above a threshold value. The flux was an almost linear function of the superficial gas rate enabling to use the superficial gas rate instead of flux if the operation of an existing cell is to be estimated.INTRODUCTIONBubble area flux seems to offer a simple way of modeling flotation. It relates the flotation rate constant with the bubble surface area flux by a simple linear equation. Due to this, there has been a considerable interest in using the bubble area flux for flotation computations. It has even caused claims that a cell producing a high bubble surface area flux automatically produces a high rate constant and therefore a high recovery.This paper discusses some of the assumptions of the relationship and gives some plant results during two sampling campaigns.The bubble surface area flux s b is describing the area of bubbles available for flotation in a cell per unit area. THIS paper presents evidence that in 3 1/2% nickel steel, the published temperature for the Ac1 transformation, l,275°F., represents the completion of that transformation, and that its inception occurs approximately 275°F. lower, at about l,000°F. The formation of austenite within this range, especially at the higher temperatures, and its subsequent decomposition to martensite, results in considerable impairment of the properties of the steel. That the solid solution found to occur below l,275°F. is austenite has been questioned, but the evidence herewith presented, while not decisive, appears to be reasonably convincing. INTRODUCTION The February, 1939, issue of Metals Technology contains a very interesting paper by I. N. Zavarine, Associate Professor of Metallurgical Engineering at the Massachusetts Institute of Technology. In that paper, Professor Zavarine presented photomicrographs illustrative of the microstructures produced by heating nickel steels to a temperature slightly below the carbon change point, and holding them at that temperature for various lengths of time. His illustrations show that the structures found after such treatment do not consist merely of ferrite and carbides, but are characterized by the presence of a third phase, which he describes as a' 'sub-critical solid solution'. The occurrence of this third phase in increasing amounts is accompanied by an increase in strength and a loss of ductility and impairment of elastic ratio of the steel. Some years ago, one of the authors encountered the above-mentioned phenomenon in treating large forgings of 3.5% nickel steel. After normalizing and then drawing at l,250°F., very poor mechanical properties were obtained. Investigation of the steel disclosed no inferiority in quality. Eventually, after considerable waste of time and money, a draw temperature of l,150°F. was tried. This treatment resulted in a very great increase in elastic ratio, over 5 per cent increase in percentage elongation, and proportionate improvement in reduction of area.

The Jinping-I double curvature arch dam, located in the middle reach of the Yalong River and with a maximum height of 305 m, is the world highest dam of the same type that has been completed. Since the second and third periods of the reservoir impounding, after which the reservoir water level was raised by about 200 m, a significant amount of leakage was observed out of the drainage holes deployed in the lowest drainage tunnel at the left-bank abutment at EL. 1595 m, with a pressure of 0.3 MPa at one typical hole when it was blocked. In this study, a number of analyses including water quality analysis, digital borehole imaging, tunnel geological mapping and in-situ groundwater monitoring were performed to investigate the source of leaking, the leakage passages and the performance of the grouting curtains. An inverse modeling procedure combining the orthogonal design, finite element forward modeling of the transient seepage flow, artificial neural network and genetic algorithm was invoked to further evaluate the permeability of the foundation rocks whose permeability was underestimated in design, using the in-situ measurements of flow rate and piezometric head. The geological structures that lead to the leakage were identified and the seepage flow behaviors in the dam foundation and the left bank abutment were assessed. Given the connectivity nature of the sub-vertically oriented fractures that induce the leakage event, it is found that some of the drainage holes with relative larger amount of discharge could be closed or blocked for reducing the amount of leakage without remarkably increasing the pore water pressure in the foundation rocks.

"This work investigates the early stages of precipitation in Al-Mg-Si alloys using a combination of high angle annular dark field scanning transmission electron microscopy (HAADF-STEM), selected area electron diffraction (SAED) and density functional theory (DFT) calculations. Quenching from a high temperature (solution) treatment leaves an alloy in a high-energy unstable state, with solute and vacancies in supersaturation. Thus, already at room temperature (RT) a large driving force exists for solute atoms to cluster and order on the Al matrix positions. DFT calculations indicate that strain alleviation is important at this stage. We observe larger regions of Mg-dominated L10 ordering together with a Si-dominated ordering of smaller clusters in a particular geometry connected to the Si-network found in all the precipitates. In addition, building blocks of the main hardening phase ?'', stabilized by vacancies, are observed at higher, typical pre-aging temperatures.INTRODUCTION Al-Mg-Si (6xxx) alloys are widely used in industry due to a combination of favorable properties such as strength, ductility, corrosion resistance and lightweight. They undergo a complex production route, usually consisting of the following thermo-mechanical steps: casting, homogenization, extrusion or rolling, solution heat treatment (SHT) and artificial aging (AA). The SHT takes place at temperatures above the solvus line in the phase diagram, usually between 500°C and 570°C, followed by a rapid cooling to RT. This ensures that high amounts of solute atoms, uniformly distributed on the cubic face-centered (FCC) Al lattice, together with a large amount of vacancies, are quenched-in. The material is therefore in a super-saturated and unstable state. During the subsequent AA, at temperatures usually between 150°C and 220°C, the solute atoms diffuse and cluster, forming metastable precipitates with needle/ lath/ rod morphologies having the main growth direction along <100>Al. With a maximum alloy solute level (Mg + Si) of only 2%, these precipitates increase material strength up to three times that of pure Al, and are essential for the final material properties. To understand and make better use of this phenomenon, it is imperative to research the nature of the precipitates (such as their atomic structure), measure their key parameters (number density, size, volume fraction) and connect it to material properties (Marioara, Andersen, Zandbergen & Holmestad, 2005; Marioara et al., 2014). Context ? Community engagement has become an increasingly significant and challenging part of mineral exploration and mine development; indeed, opposition from communities proximate to a proposed mine site has been known to derail technologically- and financially-sound projects. ? These cases suggest that mining firms need to better understand how to engage constructively with local communities in the pursuit of their claims. ? While a range of publications exist promoting various community engagement strategies, these recommendations, when viewed as a whole, are disjointed and largely untested in real development contexts. Aims of Presentation 1. Synthesize industry, NGO, government and academic publications focused on community engagement best practice in order to highlight those practices that are most commonly recommended. 2. Review the (Canadian) mining industry?s experience with some of these strategies based on existing case material in order to identify the extent to which commonly prescribed strategies are used and validated in practice.

Banded iron formations (BIFs) comprise complex textures and mineralogy, which result from fluid-rock interactions related to high and low temperature alteration. The initial iron oxy hydroxide mineralogy and associated phases such as carbonates, quartz, apatite and phyllosilicates were transformed leading to an upgrading of these BIFs into the world’s largest source of iron ore. In low-grade BIFs, a large part of the iron is related to micro- and nano- metric iron-bearing inclusions within micrometric quartz and/or carbonates (mainly dolomite). We studied laminated jaspilitic BIF samples from a drill core containing 26.71 wt.% total iron, 0.2 wt.% SiO2, 0.32 wt.% MnO, 15.46 wt.% MgO, 22.32 wt.% CaO, 0.09 wt.% P2O5, < 0.05 wt.% Al2O3, 0.15 wt.% H2O and 34.08 wt.% CO2 (Aguas Claras Mine, Quadrilatero Ferrifero, Brazil). Bright rose coloured dolomite and quartz bands alternate with massive specular hematite bands. Raman spectroscopy, X-ray diffraction and FIB-TEM analyses reveal that the micro- and nanometric inclusions in dolomite are mainly hematite and minor goethite, partly occurring as clusters in voids. Curie Balance analyses were carried out at different heating steps and temperatures on whole rock samples and a synthetic mix of decarbonated sample and pure dolomite. X-ray diffraction on the products of the heating experiments shows that that hematite is stable and new phases: magnesioferrite (MgFe2O4), lime (CaO), periclase (MgO), portlandite (Ca(OH)2) and srebrodoskite (Ca2Fe2O5) were formed between 680°C and 920°C. These finding gives hints to optimizing the beneficiation process, as the presence of hydroxyl ions bearing goethite micro- and nanoinclusions lowers the sintering temperature. Prior separation of coarse hematite and barren dolomite and quartz, followed by lower temperature sintering of the inclusionbearing dolomite/quartz leads to transformations into phases with higher magnetic susceptibilities (such as hematite and magnesioferrite). The entire Fe and Fe/Mg oxide feed (the priorly separated fraction added to the sintered fraction) can then pass through wet-high intensity magnetic separation after crushing.

"In 2013, as the prices of precious metals dropped, investors moved their positions to equity markets for higher returns. As a result, the price of gold dropped further to below US$1200 per ounce, prompting additional substantial outflows from gold investments. In response to lagging gold prices, major gold producers initiated large asset write-downs and cost-cutting programmes. In 2015, this trend continues and gold mining stocks are close to lows not seen since the global financial crisis (GFC) of 2008. In the current economic climate many projects have marginal economics, and the number of projects that have competitive development and production costs is declining. A competitive edge is particularly important with the decreasing grades of orebodies, increasing complexity of the mineralogy, and increasingly demanding environmental constraints. In addition, higher cost producers seek to optimize their process t o reduce operating costs.This paper presents some highlights of three case studies on optimization of gold leaching strategies that improved the economics of brownfield projects. Processing of sulphide-bearing ores was optimized by using the synergy between cyanide, lead nitrate, and oxygen. The outcomes were significant reduction of retention times while maintaining or increasing gold extraction and reducing cyanide addition and effluent treatment costs. A stirred tank reactor experimental programme led to direct implementation of reliable leaching strategies from laboratory scale to production. This approach resulted in savings of $2.2 million to $15.2 million on the three brownfield projects discussed in this paper."

"Molten hauling and water granulation are the commonly used slag treatment methods in the production of nickel. Water is present in these processes either to accelerate cooling of the dumped slag or in the granulation itself which creates an inherent safety risk of explosions. Even good design and operation are not sufficient to prevent explosions or injuries from occurring. Several dry methods to treat slags have been intensely studied. However, most of these technologies have never been commercialized due to numerous challenges including scalability, cost, low heat recovery efficiencies, and difficulties in heat utilization. Ecomaister-Hatch has recently developed and commercialized a reliable and simple Dry Atomization process, which eliminates water and allows for heat recovery. As part of the development towards other sectors, laboratory-scale and pilot-scale trials have been completed in a number of base metals and PGM facilities. Recently, Dry Atomization of a nickel laterite slag was successfully demonstrated at the laboratory-scale. The current paper introduces the technology and reports the test results obtained from atomization of the nickel slag.INTRODUCTION The processing of nickel laterites produces vast amounts of slag with over 90% of the feed to the furnace reporting as slag. Slag handing is therefore of critical importance to a laterite smelter. Traditionally there are two ways in which the slag is handled (1) Molten hauling, dumping, cooling and quarrying (2) Water granulation, dewatering, stockpiling. There are inherent disadvantages of both methods that will be outlined in this paper. An alternate route of Dry Atomization provides distinct advantages over the two conventional routes that are of particular interest to the nickel producer such as elimination of molten hauling, dumping and quarrying, elimination of water and improved safety. There is also the potential to convert the slag, which is typically regarded as a waste product, into a value added product and the continuous nature of slag tapping makes it amenable to heat recovery. Hatch has recently conducted laboratory-scale test work on laterite slag to demonstrate its viability for Dry Atomization. Results of this work are presented."

"Each and every flotation plant must produce daily/weekly/monthly production reports in which metal balances for payable and penalising elements are presented. Several factors including ore heterogeneity and harsh production environment affect the reproducibility of the reported data. Best practices of metal accounting thus prescribe that production reports be accompanied by measurement quality reports quantifying the reproducibility (a data quality metric often expressed as a relative standard deviation) of each data reported. Ignoring the irreproducibility of measurements may lead to the perception that random errors have been totally eliminated through statistical data reconciliation, which is wrong. This paper aims at explaining the full lifecycle management of reproducibility estimation from the outset at the measurement process to its reporting after having been through the statistical data reconciliation process. Indeed, the reproducibility of reported data can be obtained by performing a sensitivity analysis. Necessary conditions for obtaining a truly representative assessment of measurement reproducibility are stated. Typical levels of measurement reproducibility found in operating flotation plants are also reported. These numbers can be used as benchmarks for reproducibility levels that can be realistically expected.IntroductionEach and every flotation plant must produce daily/weekly/monthly production reports in which metal balances for payable and penalising elements are presented. Such production reports are the most expected output from a metal accounting system (MAS). The duly recurrence of this task combined with an insufficient level of automation has somehow contributed to the misleading perception that it is mainly a clerical work. However, as shown in Figure 1, a MAS encompasses way more than just a reporting system. Acknowledging that the content of production reports indubitably origin from raw measurements has important implications for how both the reports and MAS should be monitored."

BRITISH Guiana, Great Britain&apos;s only South American colony, may be reached by very comfortable steamers, both from North America and Europe. The trip from North American Atlantic ports requires about 12 to 14 days; that from Europe about 18 to 20 days. A number of steamship lines, including Canadian, American, and Dutch, have regular sailings between North America and British Guiana, with calls en route at various interesting ports in the West Indies and northern South America. Moreover, several lines, including British, German, and French, have steamships operating regularly between Europe and the West Indies. Indeed, so popular have the West Indian voyages become in recent years that, during the winter months, special cruises in considerable number are organized for many vessels that ply in the trans-Atlantic service in the summer. A trip to British Guiana, therefore, has become a delightful experience. After visits at the various attractive Leeward and Windward islands and Trinidad, the approach to the low, flat, British Guiana coast, with its muddy coastal waters extending for many miles offshore, is somewhat of a contrast. Arrival in Guiana waters is signalled by the appearance of the modern high-power Demerara Light, located "on a shoal about twelve miles from the mouth of Demerara river. From this point, if the tide is right, a pilot takes the steamer across the bar, eight to ten miles offshore, and into Georgetown harbour. At high tide, the water above the bar ranges from 15 to 18 feet in depth, depending on whether it is neap tide or spring tide; at low tide, the corresponding depths are 9 to 11 feet. As the bar is of soft mud, however, it is usually possible for vessels to pass over it with a draught of about two feet in excess of that indicated by the tide tables. Upon nearing the shore, one sees first the Georgetown wireless towers, then the light-house and the tall chimneys of sugar mills and of various factories in Georgetown, and finally the palms and other tropical trees and the houses of Georgetown itself along the sea shore and the east bank of Demerara river. Extensive wharves operated by various exporting and importing companies stretch along the river bank and activity prevails in Georgetown harbour. The principal exports are sugar, rice, gold, diamonds, bauxite, balata, lumber, fruit and other tropical products. The imports are food-stuffs, wearing apparel, and manufactured materials of many kinds.

Vast quantities of cosmic material, ranging in size from fine dust to large meteorites and planetoids, have been colliding with and accumulating on the earth since its origin 4.5 billion years ago. There are less than twenty well preserved meteorite craters and Jess than thirty fossil craters or astroblemes on the present face of the earth. On the moon, there are approximately 200,000 craters on the visible face alone -the largest crater being 132 miles in diameter and attaining a depth of 16,000 feet. Making allowances for the different physical conditions on the moon and assuming that these lunar features are of impact origin, the indifference is that, since primeval time, large numbers of celestial objects have also encountered the earth, but that both the topographic expression of the impact and the objects themselves have been destroyed by weathering and erosion. It may be reasonable to suggest that additions of cos-mic bodies have materially altered the chemistry of the earth&apos;s crust from place to place and that the impact of large meteorites and asteroids has created zones of weak-ness in the crust that could be the center of magmatic intrusion and mineralization.

"In the present study, the reduction behavior of composite pellets comprising of iron oxide, synthetic graphite and slags were investigated in a laboratory-scale horizontal tube furnace. Two different types of slags indicating silicate base and aluminate base slags were chosen to examine the effect of slag chemistry on the reduction behavior of pellets. Slag composition of binding materials has influences on the reactions occurring in composite pellets during direct reduction. In-situ high temperature visualization approach was used to observe the slag / iron / carbon interactions at 1773K (1500°C). The off-gases were measured by means of infrared analyzer to determine the reaction rates of the pellets. Different physical appearances during the in situ reaction inferred a strong correlation between the slag composition and internal reactions. In addition, compression tests were conducted to examine physical strength of the pellets. This investigation was carried out to establish feasibility of physical property control of pellets by selecting optimum slag compositions of binding materials INTRODUCTIONCurrently, most of the iron ore mines have facilities that make an ore more usable for the blast furnace operation by improving its physical properties (e.g. pelletizing and sintering). However, during the process, a large amount of fuel is supplied to indurate materials which consequently deteriorate energy efficiency and produce more CO2 emission. Along with increased interests, direct reduced iron (DRI) making process; simply without coke oven or sintering process, has opened the era of clean and environmental friendly iron making process. While some of the established DRI technologies such as Midrex and HYL were restricted to certain locations where natural gas is abundant, coal based technologies using Rotary Hearth Furnace (RHF) such as FASMET and ITmk3 have been developed with regardless of expensive fuel deposit. In addition to the direct use of pulverized non coking coal and fine iron ore, RHF process also has advantages of utilizing waste materials such as EAF dust, biomass and recycled plastics. Nevertheless, there are still many challenges in the coal utilizing technologies as the unprocessed coal and the waste materials contain huge volatiles and ashes. Although recent investigations on volatiles in a RHF process (Sohn and Fruehan, 2005, 2006) have indicated the benefits of coal in terms of iron oxide reduction and have shown feasibility of multi-layer process, carbon composite pellets still have disadvantages because of its weak mechanical bonding strength. As the mixed system with carbon and oxides generates intermediate gases (e.g. CO and CO2) between solid particles, it is difficult to keep its physical state without the help of binding materials. In this reason, industries have been tried to use various binding materials such as bentonite, kaolinite and Portland cement. However, they are still struggling to find out new materials that provide not only sufficient mechanical strength but also metallurgical properties, such as porosity, reducibility and swelling throughout the reduction reaction. Recently, Canadian researchers (Aota et al, 2006) observed enhanced mechanical strength of pellets by using high alumina cement as a binder and concluded that the method could be used to recycle EAF dust as well, but in depth mechanism of reinforced strength has not been concerned. Most of the ashes coming from binders formulate certain type of slag during the reduction process due to its incombustibility. Thus, observation and regulation of slag property is an essential for the control of carbon composite pellet. Yet, only a little thermodynamic consideration from the perspective of slag chemistry has been adapted in the iron and steel making industries as ash has been easily ignored for its tiny proportion. "FROM THE BEGINNING OF THE PIT, it was known that the surface mining method had a projected life of about ten years, and that the ore extended to depths recoverable only by underground mining. When serious consideration was given to underground mining in 1968, it was realized that tremendous advantages could be gained by starting the underground mine as early as• poss1ble. These included: 1. The availability of underground ore for grade control, which would become more difficult as the pit deepened. 2. The need to develop new systems, equipment and skills to take full advantage of the technological revolution in underground mining. 3. Early knowledge of rock behaviour through trial mining on a small scale prior to finalizing plans for major blocks. In addition, the pit would be available to guarantee the mill supply if problems were encountered. 4. With sufficient time and early mining experience a much better job could be done on all mine planning. Because ample reserves of economic underground ore were virtually assured, the desired underground mining capability became a function of two restraints: first, the time required to excavate and construct the permanent headframe, shaft and ore-handling facilities necessary to handle large volumes of stope ore; second, the time for lateral and stope development on at least one level which would normally follow shaft sinking. The decision made was to move immediately on the permanent hoisting installations and at the same time embark on the planned ramp from surface, which would allow much stope preparation to be completed prior to .bringing the shaft on stream. Both projects were placed on an urgent basis early in 196S' and the following decisions made shortly thereafter."

Secondary leaching of previously leached supergene copper ore has been developed and implemented at Teck’s Quebrada Blanca operations. This consists of using in-situ leaching techniques aided by geophysics to recover the residual metal value from dormant copper leaching heaps. These heaps of crushed and agglomerated ore had been leached 20 years previously but still contained significant copper values. The concept was first tested on a 3,200 m² sector, where injection wells introduced leaching solution into a production zone and electro-resistivity tomography was used to track solution movement within. Operating parameters such as well spacing and injection flow rates were determined. Copper recovery and leaching performance were evaluated based on solution and metallurgical balances. Both ferric leaching and bacterial leaching were enhanced through strategies to pull air into the heap. Positive results from the initial test prompted a larger, industrial pilot test on a 60,000 m² area and 97 injection wells. This larger test obtained a copper recovery of 30% in 457 days. Secondary recovery is now being implemented to all of the abandoned heaps at Quebrada Blanca and has become a production stream. This technology has the potential of wide application to mature copper heap leach operations, and Teck has patented the process and associated methodologies. INTRODUCTION Heap leaching of copper secondary sulphides has been carried out at Quebrada Blanca (QB) since 1994. Ore from the supergene deposit was crushed and agglomerated prior to leaching. Originally, the ore was leached in 6 m lifts stacked one on top of another, known as a static pad configuration. However, in 1998, after the second lift, the operation changed to a dynamic pad configuration; the ore was leached in a single lift and the resulting residues were removed to make way for fresh ore (Yáñez, Ahlborn, & Ramos, 2007). The first two static lifts were left in place and served as a foundation for the dynamic lifts above. Those two buried lifts of leached residues, some 16.8 million tonnes and covering an area of approximately 0.71 million m², remained buried under the dynamic pad.

Magnesium-based alloys are of growing interest for many industrial applications due to their favourable strength-to-weight ratio and excellent castability. Mass reduction has advantages in many industrial sectors for example, in automotive, a reduction in mass improves fuel economy and can lead to more efficient mechanical systems by reducing the weight of moving parts like wheels, gears, pistons. However, the relatively poor corrosion and wear resistance limits the use of magnesium and its alloys in many potential applications. The patented Keronite® plasma electrolytic oxidation (PEO) process enables manufacturers to overcome such problems and, in its latest generation equipment has been developed to industrial realisation for high volume production. This paper presents microstructural characteristics and corrosion performance of two most widely used high pressure die-cast magnesium alloys AZ91D and AM6OB with a duplex corrosion protection coating system that comprised a thin Keronite pre-treatment followed by a subsequent automotive grade final powder coat.

Manitoba has now joined Ontario and Quebec in providing for new incentives and lower tax rates for the mining industry. A single rate of tax (to replace the former two-tier royalty), an investment tax credit and a relatively straightforward set of rules for calculating taxable mining profits are the main features of new mining tax legislation announced by Manitoba&apos;s Finance Minister Donald W. Craik in his May 15, 1979 budget address. On introducing amendments to reform The Metallic Minerals Royalty Act, the Finance Minister indicated that the new tax regime is intended to restore the Manitoba mining tax system to a competitive position in Canada, and should result in renewed investment in the province&apos;s mining industry. 1n this regard, the government could be right-there is little question that the new tax regime will produce greater incentives for the mining industry than the two-tier royalty system introduced by the New Democratic government in 1975. The proposed changes, contained in Bill 57, would largely be effective January I. 1979.
